The Bengal Government has decided to repair and dredge all irrigation canals in the state before the start of the rainy season. The government has allotted Rs 1,008.5 lakh crore for the purpose. The Irrigation Department would undertake the entire work.

According to Irrigation Department officials, the state has been divided into five zones for the project, and money allocated accordingly.

The north-eastern zone consists of the districts of Cooch Behar, Alipurduar, Jalpaiguri and Darjeeling and has been allotted Rs 113 crore. The northern zone consists of Uttar Dinajpur, Dakshin Dinajpur, Malda, Murshidabad, Nadia and Birbhum, and for these, Rs 173.5 crore has been allotted.

The western zone consists of Purba Bardhaman, Paschim Bardhaman, Howrah and Hooghly district, and these together have got Rs 203 crore. For the districts of Bankura, Purulia, Purba Medinipur, Paschim Medinipur and Jhargram, Rs 296 crore has been allotted, and finally, for North 24 Parganas, South 24 Parganas and greater Kolkata, Rs 223 crore has been allotted.

Chief Minister Mamata Banerjee has always placed a lot of stress on developmental work, and ensures that people-centric projects are spread out evenly across the state and are not hampered in any way.

For this project too, and more so because of its being closely connected with the rural population, she has sent out explicit instructions to the concerned officials to ensure that work is not hampered in any way because of the panchayat election.

 

বর্ষার আগেই রাজ্যের সমস্ত মজে যাওয়া সেচ খাল, জমিনদারি বাঁধ মেরামত হবে

আগামী বর্ষার আগেই রাজ্যের সমস্ত মজে যাওয়া সেচ খাল, জমিনদারি বাঁধ, ক্ষুদ্র সেচ বাঁধ মেরামত করবে রাজ্য সরকার। আগামী বর্ষায় এইসব বাঁধ বা খাল ভেঙে যাতে বিপত্তি না হয়, তার জন্য দ্রুত কাজ শেষ করতে নির্দেশ দেওয়া হয়েছে।

২০১৮-’১৯ আর্থিক বছরের বাজেটে বরাদ্দ অর্থ থেকেই এই কাজ হবে। এর জন্য ১ হাজার ৮ কোটি ৫০ লক্ষ টাকা বরাদ্দ করা হয়েছে। এই খালগুলি সংস্কার হলে, সেগুলিতে জলধারণ ক্ষমতাও বৃদ্ধি পাবে।

গঙ্গা-পদ্মা ভাঙন রোধ কেন্দ্রের করার কথা। কিন্তু, কেন্দ্রীয় সরকার এই নিয়ে কোনও কাজ করছে না, অর্থও বরাদ্দ করছে না। কয়েকটি জায়গায় গঙ্গা-পদ্মা ভাঙন ভয়াবহ আকার নিয়েছে। সেই সব জায়গাতেও কাজ করবে সেচ দপ্তর।

এই কাজগুলি বর্ষার আগে শেষ হয়ে গেলে বর্ষায় বাঁধ ভাঙা থেকে যেমন রক্ষা পাওয়া যাবে, তেমনই সারা বছর ওই খাল দিয়ে সেচের জলও ভালোভাবে দেওয়া যাবে।

এই কাজের জন্য কয়েকটি জোনে গোটা রাজ্যকে ভাগ করা হয়েছে:

  • উত্তর-পূর্ব জোনে রয়েছে কোচবিহার, আলিপুরদুয়ার, জলপাইগুড়ি ও দার্জিলিং জেলা। এই জোনের জন্য বরাদ্দ হয়েছে ১১৩ কোটি টাকা।
  • উত্তর জোনে রয়েছে দুই দিনাজপুর, মালদহ, মুর্শিদাবাদ, নদীয়া ও বীরভূম জেলা। এই জোনের জন্য বরাদ্দ হয়েছে ১৭৩.৫ কোটি টাকা।
  • পশ্চিম জোনে রয়েছে পূর্ব ও পশ্চিম বর্ধমান, হাওড়া ও হুগলি জেলা। এই জোনের জন্য বরাদ্দ হয়েছে ২০৩ কোটি টাকা।
  • বাঁকুড়া, পুরুলিয়া, পূর্ব ও পশ্চিম মেদিনীপুর ও ঝাড়গ্রাম জেলার জন্য বরাদ্দ হয়েছে ২৯৬ কোটি টাকা, এবং
  • উত্তর ও দক্ষিণ ২৪ পরগনা ও বৃহত্তর কলকাতার জন্য বরাদ্দ হয়েছে ২২৩ কোটি টাকা

The Self-Help Group and Self- Employment Department has prepared a programme as part of the Muktidhara Scheme to provide training to unemployed youth in hospitality management.

The implementation of the programme has been started by the district administration of Jhargram. Different organisations will be providing the training. The first batch of 28 youths is being trained in Gopiballavpur-II block. More unemployed youths will be given training in the future.

A senior State Government official said the trainees will be given both practical and theoretical training for a period of one month, and the entire cost will be borne by the government.

The youths are being given training on the preparation of various dishes, table decoration and how to behave with the clients. According to the State Government official, the trainees are showing great interest in the preparation of dishes.

With respect to Jhargram district, once infamous for Maoist activities, it is now a model of development. Chief Minister Mamata Banerjee carved Jhargram into a new district to fast-track development, and the results are for all to see now.

The district has also become a major tourist hub of Bengal. Hence, the hospitality management training by the State Government would be of great help.

 

হোটেল ও হসপিটালিটি ম্যানেজমেন্ট প্রশিক্ষণ পাচ্ছে ঝাড়গ্রামের যুবারা

স্থানীয় বেকার যুবাদের হোটেল ও হসপিটালিটি ম্যানেজমেন্ট প্রশিক্ষণ দেওয়ার সিদ্ধান্ত নিয়েছে ঝাড়গ্রাম জেলা প্রশাসন। মুক্তিধারা প্রকল্পের অধীনে স্বনির্ভর গোষ্ঠী ও স্বনিযুক্তি দপ্তর এই কর্মসূচীর ব্যবস্থা করেছে।

প্রথম ব্যাচে ২৮ জন যুবাকে গোপীবল্লভপুর ব্লক-২ তে প্রশিক্ষণ দেওয়া হবে। ট্রেনিদের থিওরি এবং প্র্যাক্টিকাল উভয় ক্ষেত্রেই প্রশিক্ষণ দেওয়া হবে। এই প্রশিক্ষণের সময়সীমা ১ মাস এবং এই প্রশিক্ষণ দেওয়া হবে সম্পূর্ণ বিনামূল্যে। শেখানো হবে নানা ধরনের রান্না। পাশাপাশি টেবিল সাজানো এবং ক্রেতাদের সঙ্গে সুব্যবহারের খুঁটিনাটিও শেখানো হবে।

ঝাড়গ্রাম খুব দ্রুততার সাথে একটি পর্যটন হাবে পরিণত হচ্ছে। ঝাড়গ্রাম রাজবাড়ি পেয়েছে নতুন রূপ। জেলা প্রশাসন জোর দিচ্ছে হোম-স্টেতে। এখানে পর্যটনে বিপুল সম্ভাবনা আছে। তাই, প্রশিক্ষিত যুবাদের জেলার বিভিন্ন হোটেলেই কর্মসংস্থান হবে।

The West Bengal Forest Development Corporation (WBFDC) is exploring the development of infrastructure for accommodating tourists at sylvan seaside spots. The Corporation has already successfully created boarding facilities for tourists in the hilly and forest areas of the State.

Digha and its surroundings have been chosen as one of the spots where such infrastructure will be developed, in collaboration with the Digha Sankarpur Development Authority (DSDA).

The WBFDC is already developing accommodation facilities at Tajpur. If everything goes as planned, the facility will be thrown open for tourists by April 15.

It may be mentioned that a major share of the Corporation’s profits comes from the resorts in the hilly and forest areas in the State. The profits are expected to increase further once the accommodation facilities in Tajpur and Digha are thrown open.

At present, WBFDC has resorts at Garubathan, Lava, Lolegaon, Mongpong, Murti, Jaldhaka, Jhargram and Mukutmanipur. It has put in place an online booking system which will also be applied to the accommodation facilities at Tajpur and Digha.

উপকূলবর্তী পর্যটন কেন্দ্রগুলিতে পরিকাঠামো ঢেলে সাজানোর পরিকল্পনা নিয়েছে ওয়েস্ট বেঙ্গল ফরেস্ট ডেভেলপমেন্ট কর্পোরেশন। ইতিমধ্যেই পাহাড় ও জঙ্গলে পর্যটকদের থাকার সুবন্দোবস্ত করেছে এই নিগম।

দীঘা শঙ্করপুর ডেভেলপমেন্ট অথরিটির সহযোগিতায় নিগম দীঘায় ও তাজপুরে থাকার জন্য রিসর্ট করছে নিগম। সবকিছু ঠিকঠাক চললে আগামী পয়লা বৈশাখের আগেই এখানে পর্যটকরা থাকতে পারবেন।

প্রসঙ্গত, নিগমের লাভের সিংহভাগটাই আসে পাহাড় ও বনাঞ্চলের রিসর্ট ও ইকো-রিসর্টগুলি থেকে। এই পর্যটন কেন্দ্রগুলি তৈরী হওয়ার পর লাভের মাত্রা আরও বাড়বে বলে আশা করা যায়।

এই মুহূর্তে গোরুবাথান, লাভা, লোলেগাঁও, মংপো, মূর্তি, জলঢাকা, ঝাড়গ্রাম, মুকুটমণিপুরে নিগমের রিসর্ট আছে। ইতিমধ্যেই রিসর্টগুলিতে অনলাইন বুকিং পরিষেবা চালু হয়েছে। দীঘা ও তাজপুরের ক্ষেত্রেও এই সুবিধা পাওয়া যাবে।

Bengal Chief Minister Mamata Banerjee today demanded a thorough and time bound investigation into the fraud in state-owned Punjab National Bank.

She said that a scam of over Rs 11,000 crore has taken place and the people’s savings are not safe.

“Look what happened at Punjab National Bank. A scam of more than Rs 11,000 crore. People’s savings are not safe. There must be a thorough, time bound enquiry,” she said in a tweet.

In what could be the biggest banking fraud in India, PNB had yesterday said that it has detected a USD 1.77 billion (about Rs 11,400 crore) scam in which billionaire jeweller Nirav Modi allegedly acquired fraudulent letters of undertaking from one of its branches for overseas credit from other Indian lenders.

 

 

পিএনবি দুর্নীতির তদন্ত চাই: মমতা বন্দ্যোপাধ্যায়

 

পাঞ্জাব ন্যাশানাল ব্যাংকের হাজার হাজার কোটি টাকার প্রতারণার অভিযোগে উত্তাল গোটা দেশ৷ এবার সেই দুর্নীতির তদন্ত চেয়ে সরব হলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ হুঁশিয়ারি দিয়ে তিনি বলেন, এর তদন্ত না করা পর্যন্ত ছাড়ব না৷

আজ বেলপাহাড়ির একটি প্রশাসনিক সভায় মুখ্যমন্ত্রী বলেন, পিএনবিতে সাড়ে এগারো হাজার কোটি টাকার দুর্নীতি হয়েছে৷ কেলেঙ্কারির তদন্ত করতে হবে৷ কে ঋণ দিল? কে নিল? সামনে আনতে হবে৷ তদন্ত না করা পর্যন্ত ছাড়ব না৷

বুধবার পিএনবি কর্তৃপক্ষ জানায় তাদের মুম্বইয়ের একটি শাখায় ১১ হাজার ৪০০ কোটি টাকা জালিয়াতি হয়েছে৷সিবিআইয়ের কাছে পিএনবি-র তরফে কোটিপতি ব্যবসায়ী নীরব মোদীর নামে অভিযোগ দায়ের করা হয়েছে বলে খবর।পাশাপাশি একটি জুয়েলারি সংস্থার নামেও অভিযোগ করা হয়েছে।

মমতা বন্দ্যোপাধ্যায় আরও বলেন, কেন্দ্র যে এফআরডিআই বিল আনতে চাই সেটা তাদের প্রত্যাহার করতে হবে৷ বিল প্রত্যাহার করার জন্য দু-দুবার কেন্দ্রকে চিঠি দিয়েছি৷ দ্বিতীয়বার অনেক কড়া করে বলেছি৷ ওরা ব্যাংকের সব টাকা কেড়ে নেওয়ার চেষ্টা করছে৷

Bengal Chief Minister Mamata Banerjee today inaugurated Jangalmahal Utsab at a public meeting in Birbhum. The week-long festival will continue till January 10.

The festival this time will have 42 stalls, and five pavilions for various State Government departments to showcase their achievements. At the Karigari Hub, around 100 to 150 artisans will be exhibiting their products.

480 cultural groups in 24 blocks of Jangalmahal will be given dhamsa madol during the festival. Cultural performances will also be held.

Highlights of Chief Minister’s speech:

Benefits have been distributed to about 30,000 people today from this stage. 90% people in Bengal have received some form of direct benefit.

We have flagged off 40 Nischay Jaans today to ferry pregnant women and infants to hospitals.

New university, four ITIs have started operating in Birbhum. Three new polytechnics have been set up, and three new ITIs and one new polytechnic college will be set up.

We have waived off khajna tax on agricultural land. This is a great step for the welfare of farmers.

Several areas were affected by floods. We are giving compensation worth Rs 1200 crore to 3 lakh farmers.

Biswa Bangla Haat has come up at Santiniketan. A Biswa Bangla University will be set up in Bolpur.

A new coal mine is coming up at Deucha Pachami. This will create new employment opportunities.

A new road connecting north and south Bengal will come up at a cost of Rs 3000 crore.

We will inaugurate a new bridge over Ajay river tomorrow. It will reduce journey time by 30 minutes.

Industrial estates, IT parks and an industrial growth centre have been set up in Birbhum.

We have set up Tarapith Development Board. We are focussing on the development of Bakreshwar, Patharchapuri, Kankalitala.

45 lakh girls have received Kanyashree scholarship. They are the pride of the world. We have extended the scheme to universities also.

57 lakh SC/ST students received Sikshashree scholarship. Over 1 crore students received minority scholarships. 70 lakh cycles have been distributed.

We will distribute ‘Banglar Bari’ to 5 lakh families on January 29.

Centre takes away Rs 40,000 crore to pay off the instalments for debt incurred by the Left. Still we are working for the people.

Centre does not do us any favour by giving us funds. They take away our revenues and then give fractions of it.

The Central Government does not work for the poor, Dalits, Adivasis, backward classes, women or youth.

They are planning to bring FRDI Bill which will allow banks to take away your savings. They are hiking fuel prices, reducing interest rates.

They (ruling party at Centre) only deliver speeches. They cannot counter us politically so they are indulging in canards.

We have always protested against anti-people policies. We have been vocal against linking Aadhaar with bank account or mobile.

 

শুরু হল জঙ্গলমহল উৎসব, বীরভূমের জন্য একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী

আজ ঝাড়গ্রামে বার্ষিক জঙ্গলমহল উৎসবের উদ্বোধন করলেন মুখ্যমন্ত্রী। সপ্তাহব্যাপী এই উৎসব চলবে আগামী ১০ই জানুয়ারি পর্যন্ত। কুমুদকুমারি ইন্সটিটিউশানের মাঠে এই উৎসবের আয়োজন করছে পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর।

এবার এই মেলায় ৪২টি স্টল থাকবে। বিভিন্ন সরকারি দপ্তর তাদের সাফল্য তুলে ধরবেন নানা স্টলে। থাকবে হস্তশিল্পের সম্ভারও। প্রতিদিন এই উৎসবে সাংস্কৃতিক অনুষ্ঠানের আয়োজন করা হয়েছে, যেখানে স্বনামধন্য শিল্পীদের পাশাপাশি স্থানীয় শিল্পীরাও এই সব অনুষ্ঠানে অংশগ্রহণ করবেন।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশঃ

আজকের এই সভা থেকে প্রায় ৩০ হাজার মানুষের কাছে সরকারী পরিষেবা পৌঁছে দেওয়া হল। সমগ্র বাংলায় ৯০ শতাংশ মানুষ এখন সরকারী পরিষেবা পায়।

এই জেলার গর্ভবতী মা ও সদ্যোজাত শিশুদের হাসপাতালে নিয়ে যাওয়ার জন্য প্রায় ৪০ টি নিশ্চয় যান দেওয়া হল

বীরভূমে নতুন বিশ্ববিদ্যালয়, ৪ টি আইটিআই, ৩ টি পলিটেকনিক কলেজ তৈরি করা হয়েছে। এছাড়া আরও ৩টি নতুন আইটিআই ও ১ টি পলিটেকনিক কলেজ তৈরি করা হবে।

আমরা কৃষিজমির খাজনা মুকুব করে দিয়েছি। এটা নিঃসন্দেহে একটা বড় পদক্ষেপ।

বন্যায় অনেক জায়গা ক্ষতিগ্রস্ত হয়। ৩ লক্ষ কৃষকদের আমরা প্রায় ১২০০ কোটি টাকা ক্ষতিপূরণ দিচ্ছি।

শান্তিনিকেতনে বিশ্ব বাংলা বিশ্ববিদ্যালয় গড়ে উঠছে। পাশাপাশি বোলপুরেও একটি বিশ্ব বাংলা বিশ্ববিদ্যালয় গড়ে তোলা হবে।

দেউচা পাচামিতে একটি কয়লা খনি তৈরি হচ্ছে। এর মাধ্যমে অনেক কর্মসংস্থান হবে।

উত্তর ও দক্ষিণ বাংলাকে সংযুক্ত করার জন্য ৩০০০ কোটি টাকা ব্যয়ে একটি নতুন রাস্তা তৈরি করা হচ্ছে ।

আগামীকাল অজয় নদীর ওপর একটি নতুন ব্রিজের উদ্বোধন করা হবে।এর ফলে মানুষের পৌঁছতে ৩০ মিনিট সময় কম লাগবে।

বীরভূমে ইন্ডাস্ট্রিয়াল এস্টেট, আইটি পার্ক, ইন্ডাস্ট্রিয়াল গ্রোথ সেন্টার তৈরি করা হচ্ছে।

আমরা তারাপীঠ উন্নয়ন পর্ষদ তৈরি করেছি। বক্রেশ্বর, পাথরপ্রতিমা, কঙ্কালিতলার উন্নয়নের ওপর নজর দেওয়া হচ্ছে ।

৪৫ লক্ষ মেয়েদের কন্যাশ্রী স্কলারশিপ দেওয়া হয়েছে। ওরা বিশ্বের গর্ব।

৫৭ লক্ষ SC/ST ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছে। ১ কোটির বেশি সংখ্যালঘু ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছে। ৭০ লক্ষ সবুজ সাথী সাইকেল দেওয়া হয়েছে।

আগামী ২৯ জানুয়ারি ৫ লক্ষ পরিবারকে ‘বাংলার বাড়ি’ দেওয়া হবে।

বাম সরকারের দেনার জন্য কেন্দ্র আমাদের থেকে ৪০ হাজার কোটি টাকা কেটে নিয়ে যাচ্ছে। তাও আমরা মানুষের জন্য কাজ করে যাচ্ছি। আমাদের রাজস্ব থেকে টাকা কেটে নিয়ে যায়। আমাদের যা পাওনা, যা অধিকার তা আমাদের দেওয়া হয় না।

গরীব, দলিত, আদিবাসী, সাঁওতাল, পিছিয়ে পড়া শ্রেণীর মানুষ কজার জন্য কোন কাজ করে না কেন্দ্রীয় সরকার। কাজ নয় কথা বেশি বলে।

FRDI কেলেঙ্কারি – ব্যাঙ্ক থেকে গরীব মানুষের টাকা যখন খুশি তুলে নেওয়ার পরিকল্পনা করছে। সমস্ত সুদের হার কমিয়ে দিচ্ছে, জ্বালানীর দাম বাড়িয়ে দিচ্ছে।

ওরা (শাসক দল) শুধু বড় বড় কথা বলে। ওরা আমাদের সঙ্গে রাজনৈতিক ভাবে লড়াই করতে পারে না, তাই কুৎসা অপপ্রচার করে বেড়ায় আর টিভি তে বক্তৃতা দিয়ে বেড়ায়।

The sun of 2017 is setting, and 2018 is on the horizon. At this juncture, let us take a look at some of the crucial events that have held up for everyone.

It is an undeniable fact that under the Chief Minister Mamata Banerjee-led Trinamool Congress Government, Bengal has turned a crucial bend on the road to development, and now there is no looking back.

Here are 17 events in 2017 that we will all remember:

1. Kanyashree wins UN award

On June 23, 2017, the Bengal Government was awarded the United Nations Public Service Award for winning the first prize among projects in South Asia for the Kanyashree Scheme.

2. FIFA Under-17 World Cup in Bengal

The Bengal Government earned worldwide praise, including from world football’s governing body, FIFA for successfully organising the Under-17 World Cup. Two of the most crucial matches, a semi-final and he final, were both held at the Vivekananda Yuba Bharati Krirangan in Kolkata.

3. Victory in by-elections

All the four by-elections held in 2017 – for the seats of Cooch Behar, Dakshin Kanthi, Tamluk and Sabang – were won by huge margins by the Trinamool Congress.

4. Bengal gets new districts

The State Government created four new districts for administrative convenience, bringing the total number to 23. Kalimpong was created out of Darjeeling and Jhargram was created out of Paschim Medinipur while Bardhaman was broken up into Purba Bardhaman and Paschim Bardhaman.

5. Trinamool blooms in the Hills

For the first time ever, Trinamool Congress has formed a local government in the Hills region. Mirik Municipality is now with Trinamool Congress.

6. Mega health reform

Setting a benchmark for other states as well as the Union Government, the West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill was passed by the State Assembly, brining in a raft of new measures for strengthening the health administration. Among other advantages, now, even for treatment in private hospitals, patients would be able to know the details about the cost and other aspects.

7. Balm on demonetisation troubles

The Bengal Government brought in the Samarthan Scheme in March 2017. It has ensured that those who have had to return to the state, having lost their jobs due to the impact of demonetisation, receive a one-time grant of Rs 50,000 to give them stability as well as enable them to start a new business. Along with this, they are also able to enrol in government schemes which would help them to ensure a steady income.

8. ‘Experience Bengal’ become viral

The State Tourism Department’s promotional video, ‘Experience Bengal’ has picked up a lot of praise, both in terms of the visuals and the content.

9. International business summit hits the right notes

The third Bengal Global Business Summit in January became a forum for industry interactions of the highest order. Representatives from about 30 countries attended the summit, and of course those from across India. Memoranda of understanding (MoU) worth Rs 2.34 lakh was signed at the summit.

10. Rosogolla wins it for Bengal

After a long fight, Rosogolla has been officially recognised, through the granting of a geographical information (GI) tag, as belonging to Bengal.

11. Sitalpati and gobindobhog get international recognition

The well-known aromatic gobindobhog variety of rice has earned a GI tag, giving it a locational uniqueness, and thus, a huge marketability. Sitalpati earned a similar recognition from UNESCO when it was recognised as an ‘intangible cultural heritage’.

12. Bengal leads in MSME

Over the last five years, among the states, entrepreneurs of Bengal, as a whole, have received the highest amount of loans, amounting to 15 billion US dollars. Additionally, in terms of both the number of micro, small and medium (MSME) enterprises and the number of people employed in those, Bengal stands second in the country. Almost 37 lakh MSME enterprises employ about 86 lakh people.

13. Bengal is leading in the construction of toilets

Bengal is the leading state in India in the construction of toilets. The State Government’s Mission Nirmal Bangla is ensuring that Bengal wins the race in terms of a sustainable open-defecation free (ODF) culture. UNESCO has specially recognised the state for this. Not just construction, the government is ensuring through various local campaigns that using proper toilets becomes a normal habit.

14. Stress on infrastructural development

The Bengal Government has decided to spend Rs 12,000 crore under the non-Plan head, with special stress on building infrastructure. Among the infrastructural projects completed is building 18,000 km of roads.

15. Chief Minister’s England and Scotland trip

This year, Chief Minister Mamata Banerjee undertook highly successful visits to England and Scotland, drawing a lot of interest from industrialists and entrepreneurs. At the various summits she attended, Mamata Banerjee held up the huge opportunities and every type of help from the government that investors will find in Bengal.

16. Horasis Asia Summit in Kolkata

The prestigious Horasis Asia summit was held in Kolkata in November, which was the first time that it was held in India. Business leaders (CEOs, promoters, founders, etc.) from 65 countries, numbering 350, attended the summit. The Chief Minister addressed the summit too, inviting investment in all sectors in Bengal.

17. Infosys comes to Bengal

That the industrial climate of Bengal is changing for the better became evident when the international IT giant, Infosys decided to invest Rs 100 crore to set up a campus in Rajarhat, which will generate 1,000 jobs.

১. কন্যাশ্রীর বিশ্বজয়

রাষ্ট্রপুঞ্জে জনপরিষেবা দিবস উপলক্ষে এক অনুষ্ঠানে বাংলার প্রকল্প ‘‌কন্যাশ্রী’‌ প্রথম পুরস্কার পায়। ৬৩টি দেশের ৫৫২ প্রকল্পকে হারিয়ে সেরার শিরোপা পায় কন্যাশ্রী।

২. বিশ্ববাংলায় বিশ্বকাপ

এই প্রথম বার কলকাতায় আয়োজিত হয় অনূর্ধ্ব ১৭ বিশ্বকাপ ফুটবল। রাজ্য সরকারের সুষ্ঠু ব্যবস্থাপনায় মুগ্ধ হয় ফিফা কর্তৃপক্ষ। সবচেয়ে বেশি সংখ্যক দর্শকের উপস্থিতির জন্য প্রসংশিত হয় কলকাতা।

৩. উপনির্বাচনে তৃণমূলের জয়জয়কার

২০১৭ সালের ৪টি উপনির্বাচনে (কোচবিহার, দক্ষিণ কাঁথি, তমলুক ও সবং) বিপুল ভোটে জয়লাভ করে তৃণমূল কংগ্রেস।

৪. বাংলা পেল নতুন জেলা

নতুন তিনটি জেলা গঠিত হল বাংলায়। দার্জিলিং জেলা ভেঙে গড়া হয় কালিম্পঙ, বর্ধমান ভেঙে তৈরী হয় পূর্ব ও পশ্চিম বর্ধমান, এবং পশ্চিম মেদিনীপুর ভেঙে তৈরী হয় ঝাড়গ্রাম জেলা।

৫. পাহাড়ে ফুটল ঘাসফুল

রাজনৈতিক ইতিহাসে প্রথমবার পাহাড়ে (মিরিক পুরসভা) এককভাবে জয়লাভ করে পুরসভা গঠন করল তৃণমূল কংগ্রেস। প্রসঙ্গত, এর আগে কখনও পাহাড়ে সেখানকার আঞ্চলিক দল ছাড়া কেউ জয়লাভ করেনি।

৬. স্বাস্থ্যে বড় সংস্কার

স্বাস্থ্য পরিষেবায় স্বচ্ছতা আনতে, রোগীদের হয়রানি বন্ধ করতে ও চিকিৎসায় গাফিলতি রুখতে নতুন আইন আনল রাজ্য সরকার, গঠিত হল ১১ সদস্যের স্বাস্থ্য বিষয়ক কমিশন। রাজ্যের বেসরকারি হাসপাতাল ও নার্সিংহোমের বিলিং এর ওপর নজর রাখবে এই কমিশন। পাশাপাশি আইন লঙ্ঘন করলে হাসপাতালগুলির ওপর জরিমানা চাপাবে কমিশন।

৭. নোটবন্দির ক্ষতে প্রলেপ

২০১৭ সালের মার্চ মাসে পশ্চিমবঙ্গ সরকার ‘সমর্থন’ প্রকল্প চালু করেছে। যে সমস্ত শ্রমিক/কর্মচারী কেন্দ্রীয় সরকারের নোটবন্দির ফলে অন্য রাজ্য থেকে কাজ হারিয়ে ফিরে এসেছেন তাদের ৫০০০০ টাকার আর্থিক সাহায্য স্বরূপ এককালীন এই অনুদান দেওয়ার উদ্দেশ্যে এই প্রকল্প চালু করা হয়েছে।

৮. ভাইরাল ‘এক্সপিরিয়েন্স বেঙ্গল’

জানুয়ারী মাসে প্রকাশিত হয় পশ্চিমবঙ্গ পর্যটনের নতুন ভিডিও। সোশ্যাল মিডিয়া সাইটে বিপুল আলোড়ন ফেলে এই ভিডিও। প্রায় এক কোটি মানুষ এই ভিডিও দেখেছেন টুইটার, ফেসবুক, ইউটিউব সহ নানা সাইটে।

৯. বাণিজ্য সম্মেলনে লক্ষ্মী লাভ

তৃতীয় বিশ্ব বঙ্গ বাণিজ্য সম্মেলন অনুষ্ঠিত হয় জানুয়ারী মাসে। প্রায় ৩০টি দেশ থেকে প্রতিনিধিরা অংশগ্রহণ করেন এই সম্মেলনে। ২ লক্ষ ৩৪ হাজার কোটি টাকার লগ্নি প্রস্তাব পায় রাজ্য এই সম্মেলনে।

১০. রসগোল্লা বাংলারই

দীর্ঘ লড়াইয়ের পর শেষ হাসি হাসল বাংলাই। রসগোল্লার জিআই ট্যাগ জিতে নিল পশ্চিমবঙ্গ।

১১. শীতলপাটি ও গোবিন্দভোগের আন্তর্জাতিক স্বীকৃতি

আন্তর্জাতিক স্বীকৃতি পেল বাংলার হস্তশিল্প। রাজ্যের শীতলপাটি স্বীকৃতি পে ইউনেস্কো থেকে। পাশাপাশি, বাংলার সুগন্ধি গোবিন্দভোগ চাল পায় জিআই ট্যাগ।

১২. ক্ষুদ্র ও মাঝারি শিল্পে এগিয়ে বাংলা

ক্ষুদ্র ও মাঝারি শিল্পে গত পাঁচ বছরে ব্যাঙ্ক থেকে সব থেকে বেশি ঋণ পেয়েছে বাংলা, যার পরিমাণ হল প্রায় ১৫ বিলিয়ন ডলার। এর পাশাপাশি ক্ষুদ্র ও মাঝারি শিল্প প্রতিষ্ঠানের সংখ্যা অনুসারেও পশ্চিমবঙ্গ দেশে দ্বিতীয় স্থানে। বাংলায় প্রায় ৩৭ লক্ষ ক্ষুদ্র ও মাঝারি শিল্প প্রতিষ্ঠান আছে। প্রায় ৮৬ লক্ষ, ক্ষুদ্র ও মাঝারি শিল্পের সঙ্গে যুক্ত রয়েছেন। প্রসঙ্গত এই ক্ষেত্রেও বাংলা দেশে দ্বিতীয় স্থানাধিকারী।

১৩. শৌচাগার নির্মাণে শীর্ষে বাংলা

অন্যান্য রাজ্যের তুলনায় শৌচাগার নির্মাণে সবথেকে এগিয়ে বাংলা। এর জন্য ইউনিসেফ-এর প্রশংসা কুড়িয়েছে রাজ্য সরকার।

১৪. পরিকাঠামো উন্নয়নে জোর

পরিকাঠামো উন্নয়নে ১২ হাজার কোটি টাকা খরচ করবে রাজ্য সরকার। ২০১৭-১৮ অর্থবর্ষের বাজেটে পরিকাঠামো উন্নয়নের জন্য ধার্য আর্থিক লক্ষ্যমাত্রা ছাপিয়ে রাজ্য সরকার এই অতিরিক্ত ১২ হাজার কোটি টাকার সংস্থান করতে পেরেছে। এর পাশাপাশি রাজ্য জুড়ে ১৮০০০ কিলোমিটার নতুন গ্রামীণ রাস্তার সূচনা করা হয় মুখ্যমন্ত্রীর হাতে।

১৫. মুখ্যমন্ত্রীর ইংল্যান্ড ও স্কটল্যান্ড সফর

লন্ডনে ভগিনী নিবেদিতার জন্মের সার্ধশতবর্ষ উদ্যাপন উপলক্ষে নিবেদিতার বাড়িতে স্মৃতিফলক উন্মোচনে উপস্থিত ছিলেন মুখ্যমন্ত্রী। স্কটল্যান্ডের এডিনবরাতে শিল্প বৈঠক করেন মুখ্যমন্ত্রী। সেখান থেকে তিনি বাংলায় লগ্নির আহ্বান জানান। তুলে ধরেন রাজ্যের শিল্প সম্ভাবনার নানা দিক।

১৬. হোরাসিস বৈঠক কলকাতায়

শিল্পের বিষয়ে সুইজারল্যান্ডের আন্তর্জাতিক ‘থিঙ্ক ট্যাঙ্ক’, হোরাসিস তাদের প্রথম এশিয়া সম্মেলন করে কলকাতায়। এই সম্মেলনে ৬৫টি দেশের ৩৫০র বেশী কর্পোরেট লিডাররা যোগ দেন, যারা প্রতিষ্ঠাতা, মালিক, ম্যানেজিং ডিরেক্টর, প্রেসিডেন্টের মত মর্যাদাসম্পন্ন। এই সম্মেলনে বাংলার মুখ্যমন্ত্রী বাংলায় বিনিয়োগের জন্য আহ্বান জানান শিল্পপতি ও শিল্পপ্রতিনিধিদের।

১৭. বাংলায় আসছে ইনফোসিস

বাংলায় বিনিয়োগ করছে তথ্যপ্রযুক্তি সংস্থা ইনফোসিস। জমির মালিকানা এবং ব্যবহারের ক্ষেত্রে ছাড় পেতে চলেছে দেশের অন্যতম সেরা তথ্যপ্রযুক্তি সংস্থাটি। ইনফোসিসকে পুরোপুরি ৫০ একর জমির মালিকানা (ফ্রি-হোল্ড) দেবে সরকার।

The State Irrigation Department, in the largest project of its kind in two decades, is going to supply water for crops in 13 lakh acres for both rabi and boro cropping seasons. Last year, the number was 10 lakh acres.

The roadmap for the project was prepared at a recent meeting of the Irrigation Minister, senior officials of the department, sabhadhipatis and irrigation karmadhyakshyas at Jalasampad Bhawan in Salt Lake.

Twelve districts will be covered. Of them, Birbhum, Bankura, Hooghly, Purba Bardhaman and Paschim Bardhaman will be supplied more water. The other districts where water will be released are Howrah, Paschim Medinipur, Parba Medinipur, Jhargram, Jalpaiguri and Purulia.

For the rabi season, the water will be released in the last week of December and for the boro season, the water will be released in the third week of January. The water will be supplied from DVC, and from check dams on Kansabati, Mayurakshi, Teesta and 28 other small and medium-sized rivers.

সাড়ে ১৩ লক্ষ একর জমিতে জল পৌঁছে দেবে রাজ্য

আগামী রবি ও খরিফ মরশুমে ১২টি জেলার প্রায় সাড়ে ১৩ লক্ষ একর জমিতে সেচের জল পৌঁছে দেবে রাজ্য সরকার। গত দু’দশকের মধ্যে যা রেকর্ড বলে দাবি করেন সেচমন্ত্রী।

সল্টলেকে জলসম্পদ ভবনে সেচ দপ্তরের আধিকারিক ও জেলার সভাধিপতিদের নিয়ে বৈঠকে ওই সিদ্ধান্ত নেওয়া হয়েছে। গত বছর ১০ লক্ষ একরের কাছাকাছি জমিতে সেচের জল পৌঁছে দেওয়া হয়েছিল।

এবার বীরভূম, পূর্ব বর্ধমান, হুগলী, পশ্চিম বর্ধমান ও বাঁকুড়া জেলায় অতিরিক্ত পরিমাণ জমিতে জল দেওয়া হবে। রবি চাষের জন্য ডিসেম্বর মাসের শেষ সপ্তাহ ও বোরো চাষের জন্য জানুয়ারি মাসের তৃতীয় সপ্তাহ থেকে জল ছাড়া হবে। অন্য যে জেলাগুলিতে জল পাঠানো হবে, সেগুলি হল, হাওড়া, পশ্চিম মেদিনীপুর, পূর্ব মেদিনীপুর, ঝাড়গ্রাম, জলপাইগুড়ি ও পুরুলিয়া।

মন্ত্রী জানান, ডিভিসি, কংসাবতী, ময়ূরাক্ষী, তিস্তা ও ২৮টি ছোট ও মাঝারি জলাধার প্রকল্প (চেক ড্যাম) থেকে জল দেওয়া হবে। এর মধ্যে বর্ধমানে ডিভিসি থেকে, বাঁকুড়ায় ডিভিসি ও কংসাবতী জলাধার প্রকল্প থেকে, হুগলিতে ডিভিসি ও কংসাবতী থেকে, হাওড়ায় ডিভিসি ও নিকাশি খাল থেকে, পশ্চিম মেদিনীপুর ও ঝাড়গ্রামে কংসাবতী থেকে, পূর্ব মেদিনীপুরে নিকাশি খালের জোয়ারের কারণে প্রাপ্ত ব্যাকওয়াটার থেকে, বীরভূমে ময়ূরাক্ষী জলাধার প্রকল্প, জলপাইগুড়িতে তিস্তা ব্যারেজ প্রকল্প থেকে এবং পুরুলিয়ায় ২৮টি ছোট ও মাঝারি জলাধার থেকে জল দেওয়া হবে।

With winter almost here, the tourist season is also in full swing. In Jhargram, the Jhargram Rajbari is the focal point of tourist attraction. The palace belonged to the Malla kings of Jhargram.

Renovation of the palace is almost complete now. A few cottages are being set up around the palace.

The State Government has plans to set up a tourist circuit based in Jhargram. There are plans to create a park and build an auditorium there. The whole area is being built up to attract more tourists.

From Jhargram, tourists can visit several places like Chalkagarh, the historic Kanak Durga Temple, Jangalmahal Zoological Park, Hatibari, Jhilli Bird Sanctuary, Kankrajhore, Ghaghra, Khandarani Dam, etc.

The 23-hectare zoo is another of the prime attractions. Several animals and birds are house there like fishing cat (state animal of Bengal), various species of monkeys, deer, emu (emus are very popular there), etc. Seeing the tourist potential of the spot, the Trinamool Congress Government had increased the area of the zoological park from 14 to 23 hectares.

 

পর্যটন কেন্দ্র হিসেবে সেজে উঠছে ঝাড়গ্রাম

রাজ্যের নব্যতম জেলা ঝাড়গ্রাম। সেখানে পরিকাঠামোগত উন্নয়নের পাশাপাশি জেলাটিকে সাজিয়ে ফেলা হচ্ছে ভবিষ্যতের এক অন্যতম পর্যটন কেন্দ্র হিসেবে।

মুখ্যমন্ত্রী জানিয়েছিলেন, ঝাড়গ্রাম রাজবাড়িকে কেন্দ্র করে সার্কিট ট্যুরিজম তৈরি করা হবে। তারই প্রথম পর্যায় হিসেবে রাজ্য পর্যটন উন্নয়ন নিগমের সহায়তায় পর্যটকদের জন্য গড়ে উঠছে বেশ কয়েকটি কটেজ রাজবাড়ি চত্ত্বরে। রঙের প্রলেপ পড়ছে রাজবাড়ির প্রধান প্রবেশদ্বারে, সংস্কার হচ্ছে এই ঐতিহাসিক মল্ল রাজাদের বাড়ি।

এরপর রাজবাড়ি সংলগ্ন এলাকায় তৈরি হবে পার্ক, অডিটোরিয়াম। পুরো এলাকাটিকেই পর্যটনের জন্য সাজিয়ে তোলার পরিকল্পনা আছে। আপাতত কটেজ ছাড়াও রাজবাড়ির ভেতরেও পর্যটকরা থাকতে পারেন। এখান থেকে অনেকেই জঙ্গলমহলের চিল্কিগড়, কনকদুর্গা, জঙ্গলমহল জুলজিক্যাল পার্ক, হাতিবাড়ি, ঝিল্লি পাখিরালয়, কাঁকরাঝোড়, ঘাঘরা, খাঁদারাণী বাঁধ ইত্যাদি অঞ্চলে গিয়ে থাকেন।

এদিকে এই শালে-সেগুনে ঘেরা ঝাড়গ্রামের জঙ্গলমহল জুলজিক্যাল পার্কে বাড়ছে এমু পাখির সংখ্যা। বাড়ছে চিতল হরিণ, নীল গাই-সহ বিভিন্ন পশু পাখির সংখ্যা। তাই এই পার্কের পশুপাখির এনক্লোজারগুলিকে স্থানান্তরিত করা হচ্ছে। পার্কের ভেতরের রেসিডেন্সিয়াল এলাকা থেকে সরিয়ে দেওয়া হচ্ছে বিভিন্ন এনক্লোজারগুলি।

আগে জঙ্গলমহল জুলজিক্যাল পার্ককে আগে বলা হত ঝাড়গ্রাম ডিয়ার পার্ক। সেই সময় এই পার্কের এলাকা ছিল ১৪ হেক্টর। বর্তমানে এই এলাকা ২৩ হেক্টর। পার্কের রেসিডেন্সিয়াল এলাকা ছাড়া হওয়া পশুপাখিদের মধ্যে ইতিমধ্যে ফিশিং ক্যাট, হনুমান, বাঁদরদের জন্য নতুন জায়গায় নতুন এনক্লোজার তৈরির কাজ চলছে। এখন এমুর সংখ্যা ১০। সেজন্য বড় বড় এনক্লজার তৈরি করে পার্কের নতুন এলাকায় স্থানান্তরিত করা হচ্ছে।

নির্মাণ শেষ হলে পর্যটকরা নতুন গেট দিয়ে ঢুকে খুব সহজেই এই প্রাণীদের কাছ থেকে দেখতে পারবেন। এই ২৩ একরের পার্কটিকে পুরোই ঢেলে সাজানো হচ্ছে।

The Bengal Government has started a unique scheme to provide adequate water for irrigation and increase the level of underground water in six districts with acute water scarcity.

The scheme, Usharmukti is being implemented by the Panchayats and Rural Development Department in Jhargram, Purulia, Bankura, Birbhum, Paschim Medinipur and Purba Bardhaman districts, covering 55 blocks, 472 gram panchayats and more than 2,000 watershed areas. The total area under the project will be around 14 lakh hectares.

The project has been taken up, as agriculture in these six districts is badly affected every summer due to severe drought. The project will change the agricultural scenario in these six drought-prone districts.

The scheme was first implemented in Bankura district, where several steps have been taken to provide more water for irrigation and improve the health of several rivers.

To make the project a success, the layer of underground water will be raised and the health of several rivers will be improved. A comprehensive watershed management has been taken up to convert barren land into fertile and make single-crop land into multi-crop ones.

The work will be carried out under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) Scheme.

পশ্চিমাঞ্চলে খরা থেকে স্বস্তি দিতে সরকারের ঊষরমুক্তি প্রকল্প

পশ্চিমাঞ্চলের জেলাগুলিতে খরা রুখতে রাজ্য সরকার ‘ঊষরমুক্তি’ নামে এক অভিনব প্রকল্প শুরু করেছে। রাজ্যের এই ৬টি জেলায় জলকষ্ট সবথেকে বেশী প্রকট। তাই সরকার সিদ্ধান্ত নিয়েছে এই জেলাগুলিতে সেচের জন্য পর্যাপ্ত জল সরবরাহ করা হবে; বাড়ানো হবে ভূগর্ভস্থ জলের পরিমাণও।

ঝাড়গ্রাম, পুরুলিয়া, বাঁকুড়া, বীরভূম, পূর্ব বর্ধমান ও পশ্চিম মেদিনীপুরের ৫৫টি ব্লক, ৪৭২টি গ্রাম পঞ্চায়েত, ২০০০টি ওয়াটারশেড অঞ্চলে এই প্রকল্পের কাজ করছে পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর। সব মিলিয়ে এই অঞ্চলের আয়তন ১৪ লক্ষ হেক্টর। প্রতি বছর এই অঞ্চলে গ্রীষ্মকালে খরার জন্য কৃষির প্রচণ্ড ক্ষতি হয়। আশা করা যায়, এই প্রকল্প পাল্টে দেবে ওই অঞ্চলের কৃষির চিত্র।

এই প্রকল্প প্রথম শুরু হয় বীরভূম জেলায়। সেচে পরিকাঠামো উন্নত করা থেকে শুরু করে অঞ্চলের নদীগুলোর সংস্কারও করা হয়েছে। এই সমস্ত কাজ করা হচ্ছে ১০০ দিনের কাজের আওতায়।

এই ওয়াটারশেড ব্যাবস্থার মাধ্যমে চাষের অযোগ্য জমিকে চাষের যোগ্য করে তোলা হবে এবং এক ফসলি জমিকে বহু ফসলি জমিতে রুপান্তরিত করা হবে।

The State Transport Department has decided to overhaul the bus connectivity in Jangalmahal. This is the latest of the many services that Chief Minister Mamata Banerjee has brought to the region, as a result of which the people of the region are in a much better state than during the Left Front years. She even created the district of Jhargram to better target developmental work.

Jhargram, Silda, Belpahari, Nayagram, Binpur, Jamboni, Jhalda, Baghmundi and Balarampur will be part of the new service structure. The first six places are in Jhargram district while the other three are in Purulia district. The Transport Department will spend Rs 12 crore to overhaul the structure.

New bus routes will be opened from Esplanade to Jamboni, Silda, Belpahari, Baghmundi, Jhalda and Balarampur.

A new bus terminus will come up near Jhargram town, and new bus services will be introduced between it and various places in the Jangalmahal region, and also Kolkata. A night shelter will also come up at this bus stand. After being made the district headquarters of Jhargram district, the place has become a very busy one. New bus terminuses will come up in Silda, Belpahari and Nayagram.

Besides for benefitting the regional populace, these new services are also aimed at enabling more tourist activities. In recent years, the State Government has been developing the region into a major tourist hub. The mostly forested Jangalmahal has a lot of tourist potential, and an effective transport system is a must for tourism to flourish. The government has constructed many guest houses and bungalows, and has modernised many of the guest houses belonging to the Forest Department. Home stay tourism is another area that the State Government has been laying a lot of stress on.

জঙ্গলমহলে যোগাযোগ ব্যবস্থা ঢেলে সাজানোর সিদ্ধান্ত নিয়েছে রাজ্য পরিবহন দপ্তর। এই অঞ্চলের উন্নয়নের জন্য মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন রাজ্য সরকার ইতিমধ্যেই নানা পদক্ষেপ গ্রহণ করেছে। এর ফলে এই অঞ্চলের মানুষ বাম আমলের তুলনায় এখন অনেক ভালো আছেন। ঝাড়গ্রামকে পৃথক জেলা ঘোষণা করা হয়েছে উন্নয়নকে আরও ত্বরান্বিত করতে।

ঝাড়গ্রাম, শিলদা, বেলপাহাড়ি, নয়াগ্রাম, বিনপুর, জাম্বনী, ঝালদা, বাঘমুন্ডি ও বলরামপুর এলাকায় যোগাযোগ ব্যবস্থার উন্নয়ন করবে পরিবহন দপ্তর। প্রথম ছটি জায়গা ঝাড়গ্রামে বাকি তিনটি জায়গা পুরুলিয়াতে। পরিকাঠামো তৈরীতে খরচ হবে ১২কোটি টাকা।
এসপ্ল্যানেড থেকে জাম্বনী, শিলদা, বেলপাহাড়ি, ঝালদা, বাঘমুন্ডি, বলরামপুর অবধি নতুন বাস রুট শুরু হবে।

ঝাড়গ্রাম টাউনের কাছে তৈরী হবে নতুন বাস টার্মিনাস। এই টার্মিনাস থেকে জঙ্গলমহলের বিভিন্ন অঞ্চলে ও কলকাতায় বাস চালু করা হবে। এই টার্মিনাসে একটি নাইট শেল্টারও তৈরী করা হবে। শিলদা, বেলপাহাড়ি, নয়াগ্রামেও নতুন বাস টার্মিনাস তৈরী হবে।

স্থানীয় মানুষদের যোগাযোগ ব্যবস্থার উন্নয়নের পাশাপাশি এই নতুন সার্ভিসের ফলে এই অঞ্চলে পর্যটনেরও প্রসার হবে। গত কয়েক বছরে রাজ্য সরকার এই অঞ্চলটিকে গুরুত্বপূর্ণ পর্যটন হাব হিসেবে তৈরী করছে। ঘন জঙ্গলে ভরা জঙ্গলমহলে পর্যটনের বিপুল সম্ভাবনা আছে। এই নতুন বাস পরিষেবা নিঃসন্দেহে পর্যটন শিল্পকে আরও সাহায্য করবে।
