Over the curse of the last few years, the jatra industry of Bangla is well on its way out of intensive care. Thanks to the special initiative of Chief Minister Mamata Banerjee, the glory days are gradually on their way back.

From 2012, the Bangla Government has been making serious efforts to revive the stature of everyone involved with jatra.

An annual Jatra Festival is held now, along with similar festival in various districts, all of which are organised by the State Government. More and more jatra artistes are getting registered with the government.

The annual remuneration of jatra artistes, provided by the government, has also increased. In 2012, it was Rs 6,000, now it is Rs 9,000. The government also provides some more types of grants.

The annual Bina Dasgupta Memorial Award and Shantigopal-O-Tapan Kumar Award were instituted by the Trinamool Congress Government. The former, an award for lifetime excellence in jatra craft, is being given since 2013 while the latter is being given since 2017.

Besides, two legends, Makhanlal Natta and Chapal Bhaduri, were bestowed the Bangabibhushan (in 2014) and the Banga Bhushan (in 2017), respectively – awards instituted by the Trinamool Congress Government.

The Bengal Government is taking special steps to bring jatra back to the places where they were once very popular. The jatra palas or jatra operas (as the jatra groups are called) of Chitpore are slowly going back to seeing the face of profit.

Packed shows are again being organised in the districts of the two Medinipurs and the two 24 Parganas, and in those in north Bengal. Groups have been booked for 20 to 30 nights.

From last year, remuneration is also being provided to poor jatra artistes, at the rate of Rs 9,000 each. In 2016, 399 artistes were given this aid.

Jatra is a heritage entertainment and communication medium of Bengal, something unique to the state, especially in rural areas. Hence, the steps being taken by the State Government are very welcome.

মুখ্যমন্ত্রীর উদ্যোগে সুদিন ফিরছে চিতপুরের যাত্রাপাড়ায়, বাড়ছে বায়না

 

একসময় যে জেলাগুলি থেকে লাভের অঙ্ক ঘরে ঢুকত, সেখানে কোনও অজ্ঞাত কারণে যাত্রাপালা হয়নি সেভাবে। এবার সেখান থেকেও যাত্রাপালার হাত ধরে ফের লক্ষ্মী ফিরছে চিতপুরে। তিনদিক খোলা মঞ্চে ফের মজছে দুই মেদিনীপুর, দুই ২৪ পরগনা, উত্তরবঙ্গের বিভিন্ন জেলা।

যাত্রাপালার জয়যাত্রায় বাড়তি অক্সিজেন জোগাচ্ছে মমতা বন্দ্যোপাধ্যায়কে কেন্দ্র করে রচিত যাত্রাপালাগুলি। যাত্রাশিল্পের অনিশ্চয়তার অন্ধকার মুছে দিতে মুখ্যমন্ত্রীর নিরলস প্রচেষ্টায় এ রাজ্যে যাত্রাশিল্পে জোয়ার এসেছে বলে মনে করেন এই শিল্পের সঙ্গে যুক্ত মানুষজন। এবার অন্যান্য বছরের তুলনায় চিতপুর যাত্রাপাড়ার শিল্পীদের গায়ে লেগেছে খুশির হাওয়া। বিভিন্ন যাত্রাসংস্থার বক্তব্য, ইতিমধ্যেই কোনও কোনও অপেরা ২০, ২৫ এমনকি ৩০ রজনীর বেশী যাত্রাপালার বুকিং হয়ে গিয়েছে। অথচ অন্যান্য বছরে এই সময়ে এত বুকিং হয়নি।

চিতপুরের যাত্রাশিল্পের সঙ্গে যুক্ত লোকজনের বক্তব্য, বাম সরকারের চূড়ান্ত উদাসীনতা এবং বিমাতৃসুলভ আচরণে এই ‘লোকশিক্ষা’র শিল্পটি ক্রমশ পিছনের সারিতে চলে যাচ্ছিল। নতুন সরকার ক্ষমতায় আসার পর এই শিল্প ফের মাথা তুলে দাঁড়ানোর চেষ্টা করছে।

শুধু এই শিল্পই নন, যাত্রার সঙ্গে যুক্ত দুঃস্থ শিল্পী এবং কলাকুশলীদের বিষয়েও রাজ্য সরকার বেশ কিছু উদ্যোগ গ্রহণ করেছে। সরকারি সূত্রের খবর, ২০১৩ সাল থেকে দুঃস্থ শিল্পী এবং কলাকুশলীদের অনুদান বৃদ্ধি করা হয়েছে। পাশাপাশি এমন প্রাপকের সংখ্যাও বাড়ানো হয়েছে। জানা গিয়েছে, ২০১৬-৭ অর্থবর্ষে ৩৯৯ জন দুঃস্থ শিল্পী ও কলাকুশলীকে ৯ হাজার টাকা হারে অনুদান দেওয়ার সিদ্ধান্ত নেওয়া হয়েছে।

চিতপুর যাত্রাপাড়া সূত্রে জানা গিয়েছে, যাত্রাদলের সংখ্যাও বাড়ছে। বিভিন্ন অপেরার লোকজনের বক্তব্য, বর্তমানে বিভিন্ন জেলাতেও নতুন নতুন যাত্রা কোম্পানি তৈরি হচ্ছে।

চলতি বছরে কন্যাশ্রী প্রকল্পের সাফল্য নিয়ে তৈরি ‘বিশ্ব আজ মমতাময়’ যাত্রাপালা সুপার-ডুপার হিট হবে বলে সংশ্লিষ্ট অপেরা কর্তৃপক্ষের আশা।

With the aim of reviving a traditional folk theatre form of Bengal as well as attracting more people to cultural centres, the Bengal Government has planned to host regular jatra shows at the cultural tourism hubs of the state.

According to State Government sources, the target is to take jatra to a global platform. Hence, these elaborate programmes have been planned. Folk artistes from different fringes of Bengal will perform at these tourist spots.

The State Government’s Paschimbanga Jatra Academy, under the Information and Cultural Affairs Department and the Tourism Department will take a leading role in organising these shows.

The Trinamool Congress Government, under the special initiative of Chief Minister Mamata Banerjee, has taken a lot of initiatives to bring back the glory of this storied folk theatre.

Theatre personality Chapal Bhaduri has been bestowed with the Banga Bibhushan award this year. This year, for the first time, the State Government has set up booking counters for jatra groups. A book – Jatra Darpan — is also being released on an annual basis, containing details of different jatras.

An exhibition of jatra posters was also organised at Paschimbanga Jatra Academy, where the best three were awarded.

The Bengal Government gives a yearly grant of Rs 9,000 to many jatra artistes. At present around 10 lakh people are involved in the jatra industry.

 

যাত্রার আয়োজন হবে রাজ্যের বিভিন্ন সাংস্কৃতিক পর্যটন হাবে 

এখন থেকে নিয়মিত যাত্রাপালার আয়োজন হবে রাজ্যের সাংস্কৃতিক পর্যটনের হাবগুলিতে।

রাজ্য সরকার সূত্রে জানা গিয়েছে, যাত্রাকে গ্লোবাল প্ল্যাটফর্মে নিয়ে যাওয়াই লক্ষ্য। তাই এই বিস্তীর্ণ পরিকল্পনা করা হয়েছে। বাংলার বিভিন্ন প্রান্তের লোকশিল্পীরা এই অনুষ্ঠানে অংশগ্রহণ করবেন।

তথ্য ও সংস্কৃতি দপ্তর এবং পর্যটন দপ্তর-এর আওতায় রাজ্য সরকারের পশ্চিমবঙ্গ যাত্রা অ্যাকাডেমি এই সব অনুষ্ঠানের আয়োজনে অগ্রণী ভুমিকা নেবে।

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে তৃণমূল সরকার লোক শিল্পের পুরনো ঐতিহ্য ফিরিয়ে আনার জন্য ইতিমধ্যেই বেশ কিছু পদক্ষেপ নিয়েছে।

যাত্রা শিল্পী চপল ভাদুড়ীকে এই বছর বঙ্গবিভূষণ পুরস্কার দেওয়া হয়েছে। এই বছর, প্রথমবার, রাজ্য সরকার যাত্রা গ্রুপগুলির জন্য বুকিং কাউন্টার স্থাপন করেছে। এছাড়াও বার্ষিক ভিত্তিতে ‘যাত্রা দর্পণ’ নামে একটি বই রিলিজ করা হয়েছে, যার বিষয়বস্তু ‘যাত্রা’।

পশ্চিমবঙ্গ যাত্রা একাডেমীতে যাত্রার পোষ্টারের প্রদর্শনী অনুষ্ঠিত হয়, যেখানে সেরা তিনটি পুরস্কার প্রদান করা হয়।

অনেক যাত্রা শিল্পীদের ৯ হাজার টাকা বার্ষিক অনুদান দেওয়া হয়। বর্তমানে প্রায় ১০ লক্ষ মানুষ যাত্রা শিল্পের সঙ্গে জড়িত।

Bengal Chief Minister Mamata Banerjee urged jatra artistes to come forward and protest against demonetisation while inaugurating Jatra Utsav in Barasat. “Jatra artistes are also suffering, they have lost their happiness. I urge everyone to come forward and protest”, she said.

“Our MPs staged protests in Delhi for three days against demonetisation. It is important that people get to work “, she said. She raised the question of why the Centre did not ban only Rs 1000 notes. “Why did they cause so much suffering to people?” she asked.

Mamata Banerjee asked the jatra artistes whether they are getting same number of bookings for shows as before post-demonetisation and the crowd, in a chorus, said, “No”.

She said, micro and small-scale artisans who showcase their products in fairs have also been affected as many programmes have been cancelled. Bookings of shows for jatra festivals have also been cancelled causing serious inconveniences to the people involved in this sector.

 

 

নোট বাতিলের বিরুদ্ধে যাত্রা শিল্পীদের প্রতিবাদ করার আহ্বান জানালেন মমতা বন্দ্যোপাধ্যায়

বারাসাতে যাত্রা উৎসবের উদ্বোধন করতে গিয়ে বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় নোট বাতিলের বিরুদ্ধে যাত্রা শিল্পীদের প্রতিবাদ করার আহ্বান জানালেন। “যাত্রা শিল্পীরাও নোট বাতিলের ফলে ক্ষতিগ্রস্ত। আমি সকলকেই আহ্বান জানাচ্ছি এই নোট বাতিলের বিরুদ্ধে প্রতিবাদ জানানোর”, তিনি বলেন।

মুখ্যমন্ত্রী বলেন, “আমাদের সাংসদরা দিল্লীতে তিন দিন নোট বাতিলের বিরুদ্ধে প্রতিবাদ করেন। মানুষের জন্য কাজ করা খুব জরুরি।” তিনি প্রশ্ন তোলেন, কেন কেন্দ্রীয় সরকার শুধুমাত্র ১০০০ টাকার নোট বাতিল করল না, কেন তারা সমস্ত জনসাধারণকে এত কষ্টের মধ্যে ফেলল।

তিনি প্রশ্ন করেন, “যাত্রা শিল্পীরা কি নোট বাতিলের পর এখনও আগের মতই ডাক পাচ্ছেন?” উপস্থিত সকলে সমস্বরে জবাব দেয়, “না”।

মুখ্যমন্ত্রী বলেন, মাঝারি ও ক্ষুদ্র শিল্পীরা যারা বিভিন্ন মেলায় নিজেদের তৈরি জিনিসপত্র বিপনন করে থাকেন তারাও ক্ষতিগ্রস্ত হয়েছেন। পাশাপাশি যাত্রার অনেক অনুষ্ঠান বাতিল হয়ে যাওয়ায় যাত্রা শিল্পীরাও চরম ক্ষতিগ্রস্ত হয়েছেন।

Bengal Chief Minister Mamata Banerjee inaugurated the 21st edition of ‘Jatra Utsav’ today. The inaugural ceremony was held at Kachhari Maidan, Barasat. The 32 day-long festival will be held in Barasat on January 13 and 14 and then from January 15 till February 13 in Baghbazar.

The Bengal Government, under the initiative of the Chief Minister has been instrumental in providing jatra artistes with several facilities including bringing them under mediclaim.

Setting up of a data bank on jatra is also under process. The Government had also increased the annual remuneration of poor jatra artistes from to Rs 9,000, from Rs 8,000, in 2015.

The State Government has come up with ‘Jatra Darpan’ – a booklet containing information on jatra groups – and has given a copy to all district magistrates and superintendents of police in the districts in an effort to rejuvenate the jatra culture in the State.

 

Salient points from the Chief Minister’s speech at the inauguration:

  • This is the 21st year of Jatra Utsav. I extend my greetings to all jatra artistes and people of Barasat.
  • The theme of Jatra Utsav is ‘Banglar Jibon Jatra’. It is a part of our lives.
  • We give financial aid (Rs 9,000) to 399 Jatra artistes every year.
  • We give Rs 1,000 per month to 80,000 folk artistes. They also perform in Government functions.
  • It is our aim to protect the heritage and culture of Bengal.
  • We have honoured Makhanlal Natto with Banga Bibhushan.
  • Different districts have different fairs and festivals that reflect their cultures.
  • In Birbhum, Baul Utsav is held; in Bardhaman, Mati Utsav is celebrated; and in the Jangalmahal region, we organise Jangalmahal Utsav.
  • We organise Himal-Terai-Dooars Utsav in Darjeeling; we organise North Bengal Utsav too.
  • I salute the jatra artistes as they reach out to people so beautifully through their art.

 

 

২১তম যাত্রা উ९সবের সূচনা করলেন মুখ্যমন্ত্রী

আজ একুশতম যাত্রা উ९সবের সূচনা করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বারাসাতের কাছারি ময়দানে হয় এই উদ্বোধনী অনুষ্ঠান।

৩২ দিন ব্যাপী এই অনুষ্ঠানটি প্রথমে ১৩-১৪ জানুয়ারী বারাসাতে অনুষ্ঠিত হবে। তারপর, ১৫ জানুয়ারী থেকে ১৩ ফেব্রুয়ারী বাগবাজারে চলবে যাত্রা উ९সব।

মুখ্যমন্ত্রীর অনুপ্রেরণায় যাত্রা শিল্পীদের কল্যানে নানা প্রকল্প গ্রহণ করেছে পশ্চিমবঙ্গ সরকার। স্বাস্থ্যবীমার ব্যবস্থাও করা হবে তাদের জন্য। একটি যাত্রা ডাটা ব্যাংক তৈরিরও কাজ চলছে। ২০১৫ সাল থেকে রাজ্য সরকার গরিব যাত্রা শিল্পীদের বার্ষিক ভাতা ৮০০০ থেকে বাড়িয়ে ৯০০০ করে দিয়েছে।

যাত্রা শিল্পের পুনরুদ্ধারের জন্য রাজ্য সরকার ‘যাত্রা দর্পন’ নামক একটি পুস্তিকাও তৈরী করেছে। নোট বাতিলের ফলে যাত্রা শিল্পীরা চরম সমস্যার সম্মুখীন এদিন সভামঞ্চ থেকে সেকথাও উল্লেখ করেন মুখ্যমন্ত্রী।

West Bengal Chief Minister inaugurated the 20th edition of the State Jatra Festival at Kachhari Maidan, Barasat today. This year’s theme is “Banglar Jibone Jatra”.

Speaking on the occasion, WB CM reiterated her commitment to keep the tradition of jatra alive. She also took on her critics who take potshots at her for ‘too many festivals’. “It is impossible to imagine our lives without festival. Problems will be there but we must never stop celebrations,” she said.

“We are alive because our culture is alive. Society thrives because of heritage,” the CM commented. Drawing the reference of folk artists who have roped in to perform at government functions, WB CM said she will also use the talent of Jatra artists for the same.

The 32-day long Jatra Festival will showcase the best of the Bengal’s traditional playact format which generally centres around social issues and mythological events. Several veteran Jatra artists were honoured during the inaugural ceremony.

Reviving Jatra tradition

The West Bengal Government, under the initiative of the Bengal Chief Minister has been instrumental in providing ‘jatra’ artistes with several facilities including that they would be brought under mediclaim facilities by the State Government.

Setting up of a data bank on ‘Jatra’ is on process.  The government also decided to increase the annual remuneration of poor ‘Jatra’ artistes from Rs 8000 to Rs 9000, last year.

The State Government has come up with ‘Jatra Darpan’ – a booklet consisting of various Jatra groups and has given a copy to all district magistrates and police superintendents in the districts in an effort to rejuvenate Jatra culture in the state.
