State Information Technology and Electronics (IT&E) Minister on Friday launched Bengalathon 2018, inviting software-based solutions from students, technical professionals and common citizens, particularly for the day-to-day problems of common people.

The minister also announced that Chief Minister Mamata Banerjee will lay the foundation stone for her dream Silicon Valley project in New Town on August 13.

“We are looking for app-based solutions in a number of areas that include financial advisory app for senior citizens and game-based app for sensitisation of common people so that they do not get fleeced by fraudsters who pose as bank representatives, know the bank details and siphon money from accounts. We are also looking for an app to have a toto on call,” said a senior official of the IT&E department.

The details for registration along with other details of Bengalathon has been made available in the website of the state IT department and a Facebook page titled Bengalathon has also been introduced.

“Bengalathon” is a technology based competition to recognise innovative ideas that would culminate into path-breaking viable solutions for any of the industry sectors or citizen services and at the same time, provide a platform for them to showcase the innovative skills/ideas of the state resources at the national and international arena. The best solutions will be awarded.

Talking about the Silicon Valley project, the minister said: “We will put up IT&E infrastructure here in such a way that the entire country will look towards this place for solutions in these areas.”

The IT&E department also organised a day-long knowledge based workshop on ‘Internet of Things’ (IOT) involving the academia and the industry to work out a strategy for the state on how to embrace this modern technology, at Biswa Bangla Convention Centre.

The Bengal Government has decided to set up an information technology (IT) hub in New Town, near Kolkata on the lines of the famous Silicon Valley in USA. In fact, during a recent administrative meeting, Chief Minister Mamata Banerjee had termed the hub ‘Silicon Valley Asia’.

The hub will come up on 100 acres and will create many jobs and thus, bring a new wave of job opportunities to Bengal.

It may be mentioned that IT giant Infosys has already registered 50 acre of land in New Town and will start construction soon. Another IT firm – Wipro – has also taken 50 acres, according to the additional chief secretary, IT Department, at a recent administrative review meeting.

 

মুখ্যমন্ত্রীর উদ্যোগে রাজারহাটে এবার সিলিকন ভ্যালি

বাংলায় গড়ে উঠবে সিলিকন ভ্যালি। রাজারহাটে ১০০ একর জমির ওপর গড়ে উঠবে ‘সিলিকন ভ্যালি এশিয়া’।

বীরভূমে জেলা প্রশাসনিক বৈঠকে এ বিষয়ে মুখ্যমন্ত্রী হিডকোর চেয়ারম্যানের উদ্দেশ্যে বলেন, ‘রাজারহাটে আমরা সিলিকন ভ্যালির একটি রেপ্লিকা করব বলে ঠিক করেছিলাম৷ পৌর ও নগরোন্নয়ন ও পৌর বিষয়ক মন্ত্রীর সঙ্গে আমার কথা হয়েছে৷ ১০০ একর জমি আছে৷ এটা তৈরী হলে, লক্ষ লক্ষ কর্মসংস্থান তৈরি হবে৷ তথ্যপ্রযুক্তিতে স্বর্ণযুগ আসবে৷ এই আইডিয়াটা নতুন, তাই সকলেই উৎসাহী হবেন৷ অর্থমন্ত্রীর সঙ্গে কথা বলে ওটা তাড়াতাড়ি ক্লিয়ার করে দিন৷ আপনি, পৌর ও নগরোন্নয়ন ও পৌর বিষয়ক মন্ত্রী এবং মুখ্যসচিব বসুন৷ খুব ভালো একটা ডিজাইন করতে হবে৷’

এর পরে পৌর ও নগরোন্নয়ন ও পৌর বিষয়ক মন্ত্রীকে বলেন, ‘এটা খুব তাড়াতাড়ি করতে হবে৷ সময় নষ্ট করা যাবে না৷’

The Bengal Government plans to create around one lakh new jobs in the field of cyber security annually.
Based on the instructions of Chief Minister Mamata Banerjee, the Government will introduce a course on cyber security at the undergraduate level so that students get an edge in getting jobs, not only in the Information Technology (IT) sector but also in the police force.

Bengal would be the first State in the country which will ensure a supply pool of cyber security specialists for various Government departments to counter cyber threats, which are a major cause of concern for the Government and the public. With the rapid digitisation that has been going on, cyber security has become of utmost importance.

The State Information Technology (IT) and Electronics Department will assist the Higher Education Department in framing the syllabus. The IT Department, according to its additional chief secretary, is working closely with the Indian Institute of Information Technology (IIIT) in Kalyani, whose experts will decide the course content.

According to the initial plans, the course will commence at IIIT and in all the colleges under Calcutta University. Students would be provided with basic knowledge on networking and operating systems.

The IT Department is also working in coordination with the police, academics and industry, to see that unscrupulous persons with vested interests cannot tamper Government documents.

The Government has already set up the West Bengal Cyber Security Centre of Excellence (WBCS-CoE) in New Town to deal with the increasing number of cyber offences in the State. A workshop was also held on cyber security at the Biswa Bangla Convention Centre in New Town on March 16.

 

সাইবার নিরাপত্তা: বছরে ১ লক্ষ কর্মসংস্থান করবে রাজ্য

বাংলায় সাইবার নিরাপত্তার ক্ষেত্রে এক নতুন অধ্যায়ের সূচনা হবে, যার ফলে বার্ষিক এক লক্ষ কর্মসংস্থান হবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশ মেনে, রাজ্য সরকার খুব শীঘ্রই স্নাতক স্তরে সাইবার নিরাপত্তার ওপর একটি পাঠ্যক্রম চালু করতে চলেছে। এর ফলে এই বিষয়ে স্নাতকরা তথ্যপ্রযুক্তি ক্ষেত্র ছাড়াও পুলিশেৱ চাকরিও পেতে পারেন।

এই পাঠ্যসূচী তৈরী করতে রাজ্য তথ্য প্রযুক্তি ও ইলেক্ট্রনিকস দপ্তর উচ্চ শিক্ষা দপ্তরকে সাহায্য করবে। কল্যাণীর আইআইআইটির বিশেষজ্ঞদের সাহায্যও নেওয়া হচ্ছে এই পাঠ্যসুচী তৈরী করতে।

প্রাথমিক পরিকল্পনা অনুসারে, এই পাঠ্যক্রম আইআইআইটি ও কলকাতা বিশ্ববিদ্যালয়ের সমস্ত কলেজে শুরু হবে। পড়ুয়াদের নেটওয়ার্কিং এবং অপারেটিং সিস্টেমের সম্বন্ধে প্রশিক্ষণ দেওয়া হবে।

এই উদ্যোগের ফলে আগামী দিনে সাইবার নিরাপত্তার ক্ষেত্রে বাংলা দেশে অগ্রণী ভূমিকা নেবে এবং বিভিন্ন সরকারি দপ্তরের সাইবার নিরাপত্তা নিশ্চিত করতে পেশাদারদের যোগানও দিতে পারবে। সাইবার হানা এই মুহূর্তে দেশের অন্যতম চিন্তার বিষয় হয়ে দাঁড়িয়েছে। রাজ্য সরকার ইতিমধ্যেই সাইবার হানা রুখতে নিউটাউনে ‘ওয়েস্ট বেঙ্গল সাইবার সিকিউরিটি সেন্টার অফ এক্সসেলেন্স’তৈরী করেছে। নিউ টাউনের বিশ্ব বাংলা কনভেনশন সেন্টারে ১৬ই মার্চ এই বিষয়ে এক কর্মশালাও আয়োজিত হয়েছে।

Bengal government has bagged the first prize from the Centre for implementing the e-tendering process.

Chief Minister Mamata Banerjee made the announcement on Friday. She said: “Yesterday the Bengal government was awarded with the first prize for ensuring e-tendering. The state government has become the best in the country by ensuring e-tendering of 53,000 projects worth Rs 36,000 crore and the Ministry of Finance has given the award.”

The Chief Minister congratulated the state Finance department and the state Information Technology department for their efforts, which made it possible for the state government to bag the award.

Soon after coming to power, the Mamata Banerjee government has started taking all necessary steps to ensure e-governance and at the same time, the e-tendering process and the e-Integrated Finance Management System (eIFMS) were introduced. Before the e-tendering process had started, the entire process of tendering used to take place manually that had left many options for lack of transparency.

Besides making the process to participate in the tendering process easier, the Mamata Banerjee government has also ensured transparency by introducing e-tendering.

 

টেন্ডারে স্বচ্ছতা এনে সেরা বাংলা

দেশের মধ্যে ই-টেন্ডারিংয়ে সেরা হয়েছে রাজ্য। ৫৩ হাজারের বেশি ই-টেন্ডারিং করে প্রায় ৩৬ হাজার কোটি টাকার কাজ হয়েছে। তা যে স্বচ্ছ প্রশাসন চালানোর স্বীকৃতি সেটাও স্পষ্ট।

ই-গভর্ন্যান্স ও ই-ট্যাক্সেশন-এর ক্ষেত্রেও রাজ্য সেরা হয়েছিল। অর্থ দপ্তর ও তথ্য প্রযুক্তি দপ্তর যৌথ ভাবে কাজ করেছে। এজন্য ওই দুই দপ্তরকে অভিনন্দনও জানিয়েছেন মুখ্যমন্ত্রী।

ক্ষমতায় আসার পর থেকেই ই-গভর্ন্যান্সের ওপর জোর দিয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। অর্থ দপ্তরে চালু হয়েছে e-Integrated Finance Management System (eIFMS)।

The Singapore FinTech Festival, which was held from November 13 to 17, has turned out to be a golden opportunity for the information technology (IT) sector in Bengal.

Bengal is among the top centres in financial technology (fintech, in short) in India. Chief Minister Mamata Banerjee-led Trinamool Congress Government has taken a lead in reaping the huge talent that the state has in IT.

A 27.738-acre plot, consisting of 15 smaller plots in the range of 0.248 to 4.5 acres, is being developed in New Town, on the outskirts of Kolkata, as a hub for fintech companies.

The cluster for the fintech companies, with plug-and-play infrastructure, is at a strategic location, being at a stone’s throw-distance from Biswa Bangla Convention Centre, Nazrul Tirtha, Business Club and Seniors’ Park.

All these factors have led to Bengal being invited to the Singapore FinTech Festival. And they were highlighted during a presentation by the State Government on November 13.

The Bengal pavilion set up at the festival contains attractive posters highlighting the progress made by the State IT Department under the leadership of Chief Minister Mamata Banerjee in the last six years.

বাংলার তথ্যপ্রযুক্তিকে সিঙ্গাপুরে প্রদর্শন

ফিনান্সিয়াল টেকনোলোজি কিংবা ফিনটেকে বিশ্বের নজর কাড়ছে বাংলা। এরাজ্যে ফিনটেকের যে পরিমাণ ব্যবহার শুরু হয়েছে, তাতে আগামী দিনে শুধু দেশ কেন, বিশ্বকেও পথ দেখাতে চলেছে বাংলা।

সিঙ্গাপুরে নভেম্বরের ১৩-১৭ তারিখ হয়ে গেল ফিনটেক ফেস্টিভ্যাল। রাজ্য তথ্যপ্রযুক্তির বিস্তারের জন্য যেভাবে কাজ করেছে, তাঁর জন্য এই ফেস্টিভ্যালে জায়গা পেল রাজ্য। ফিনটেকে বাংলার যে বিপুল সম্ভাবনা রয়েছে সেই কথাই তুলে ধরলেন রাজ্যের তথ্যপ্রযুক্তি দপ্তরের অতিরিক্ত মুখ্য সচিব।

তথ্যপ্রযুক্তিকে ছড়িয়ে দিতে যেভাবে নিউটাউনকে গড়ে তলা হয়েছে, তাতে আগামী দিনে এই জায়গাই সারা দেশের মধ্যে প্রথম হয়ে উঠতে পারে।

ইতিমধ্যেই নিউটাউনে ফাইনান্সিয়াল হাবের জন্য বরাদ্দ করা হয়েছে জমি, যেখানে এখন পর্যন্ত ২৩টি ব্যাঙ্ক তাদের জায়গা পেয়েছে। নিউটাউনে গড়ে তলা হয়েছে কনভেনশন সেন্টার। এছাড়াও সেক্টর ফাইভে যেভাবে তথ্যপ্রযুক্তির জন্য সুযোগ দেওয়া হয়েছে, সেটাও তুলে ধরা হয় এই মেলায়।

One the second day of the New Year Bengal received an investment to the tune of Rs 700 crore from Exide industries. Bengal Chief Minister Mamata Banrjee today inaugurated India’s first punch-grid storage battery plant at Haldia. She also inaugurated an IT Park at Haldia.

Speaking on the occasion, the Chief Minister said, “In Bengal no mandays are lost due to bandhs now. We have a new policy for industry. We have a land bank, land map.” She said that a new international convention centre will come up at Digha.

Highlighting the woes of demonetisation, the CM added: “The industrial scenario in the country has worsened in the last 2 months. The MSME sector is going through turmoil. Even in America, economy is only 40% cashless. In India, 92% rural areas have no banks.”

She said in a democracy the government is of the people, by the people and for the people.

 

হলদিয়ায় ৭০০ কোটি টাকা বিনিয়োগ করছে এক্সাইড 

ইংরেজি নববর্ষের দ্বিতীয় দিনে বাংলার জন্য সুখবর। হলদিয়াতে ৭০০ কোটি টাকা বিনিয়োগ করছে এক্সাইড। ভারতের প্রথম পাঞ্চ-গ্রিড স্টোরেজ ব্যাটারি প্লান্টের আজ উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি একটি তথ্যপ্রযুক্তি পার্কের উদ্বোধনও করেন।

মুখ্যমন্ত্রী বলেন যে রাজ্যে এখন বনধের কারণে শ্রম দিবস নষ্ট হয়না। রাজ্য সরকার নতুন শিল্প নীতি তৈরী করছে। ল্যান্ড ব্যাঙ্ক, ল্যান্ড ম্যাপও তৈরী করা হয়েছে। তিনি জানান দিঘায় একটি আন্তর্জাতিক কনভেনশন সেন্টার তৈরী হবে।

নোট বাতিলের ফলে দেশের মানুষের কষ্টের কথা বলতে গিয়ে মুখ্যমন্ত্রী বলেন, দেশের শিল্প ভীষণভাবে ক্ষতিগ্রস্ত হয়েছে। ক্ষুদ্র ও মাঝারি শিল্পে টালমাটাল অবস্থা। আমেরিকাতেও ৪০% অর্থনীতি মাত্র নগদহীন। ভারতের ৯২% গ্রামাঞ্চলে ব্যাংক পরিষেবা পৌঁছায়নি।

তিনি আরও বলেন যে গণতন্ত্রে সরকার মানুষের প্রতি দায়বদ্ধ।

Bengal Chief Minister Mamata Banerjee today inaugurated the ‘Bengal Information Technology Park’ at Haldia. This is a project to facilitate IT industry by providing ‘plug and play’ facilities. 24X7 quality power supply, security and support services will also be provided.

The Bengal Government will open seven Information Technology parks in the state by 2017, the state IT minister had earlier said. He had said that three hardware parks were coming up in the state, besides setting up of an institute of data sciences and a cyber security centre of excellence for protection of data.

The Bengal Government is also keen on a start-up action plan, which will be targeted at the young population in the state.

 

হলদিয়ায় ‘বাংলা তথ্যপ্রযুক্তি পার্ক’ এর উদ্বোধন করলেন মুখ্যমন্ত্রী

আজ হলদিয়ায় ‘বাংলা তথ্যপ্রযুক্তি পার্ক’ এর উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তথ্যপ্রযুক্তি শিল্পের সহায়তার জন্য এই প্রকল্পে থাকছে প্লাগ এন্ড প্লে সুবিধা। এছাড়াও থাকছে ২৪X৭ উন্নতমানের বিদ্যুৎ সরবরাহ, নিরাপত্তা ও সহায়ক পরিষেবা।

তথ্য ও প্রযুক্তি মন্ত্রী এর আগে জানিয়েছেন যে ২০১৭র মধ্যে সাতটি তথ্যপ্রযুক্তি কেন্দ্র এই রাজ্যে গড়ে তুলতে উদ্যোগ নিয়েছে রাজ্য সরকার। মন্ত্রী আরও বলেন, তিনটি হার্ডওয়্যার কেন্দ্র গড়ে তলা হচ্ছে পাশাপাশি একটি প্রতিষ্ঠান গড়ে তলা হবে যেখানে ডেটাসায়েন্স ও সাইবার সিকিউরিটির প্রশিক্ষণ দেওয়া হবে।

রাজ্য সরকার যুবক যুবতীদের কথা মাথায় রেখে কিছু কর্মসূচী গ্রহন করতে চলেছে।

The Bengal Government will open seven Information Technology parks in the state by 2017, with an aim to make it a preferred IT destination in the country, a state minister said on Thursday.

“Seven IT parks will be ready by 2017 and will provide job opportunities to around 20,000 people,” the Bengal IT Minister said today.

The minister said the state is offering the best incentive policies for IT and ITeS (Information Technology enabled Services) companies ranging from interest to training subsidies.

The State Government plans to create infrastructure ahead of demand.

The Minister said three hardware parks were coming up in the state, besides setting up of an institute of data sciences and a cyber security centre of excellence for protection of data.

The Bengal Government is also keen on a start-up action plan, which will be targeted at the youth population in the state.

 

২০১৭-র মধ্যে সাতটি তথ্যপ্রযুক্তি পার্ক তৈরি করতে চলেছে রাজ্য সরকার

তথ্য ও প্রযুক্তি মন্ত্রী জানালেন ২০১৭র মধ্যে দেশের সব থেকে সেরা সাতটি তথ্যপ্রযুক্তি কেন্দ্র এই রাজ্যে গড়ে তুলতে উদ্যোগ নিয়েছে রাজ্য সরকার।

তিনি আরও জানান, এই তথ্যপ্রযুক্তি কেন্দ্রগুলি ২০১৭র মধ্যে তৈরি হয়ে যাবে ও প্রায় ২০,০০০ মানুষের কর্মসংস্থান হবে এখানে।
তিনি বলেন, রাজ্য সরকার তথ্যপ্রযুক্তি ও তথ্যপ্রযুক্তি নির্ভর পরিষেবাগুলোয় সবধরনের সহায়তা করছে রাজ্য সরকার সে সুদের ক্ষেত্রেই হোক বা প্রশিক্ষণের ক্ষেত্রে ভর্তুকিই হোক।

চাহিদার থেকেও বেশী পরিকাঠামো গড়ে তোলার পরিকল্পনা রয়েছে রাজ্য সরকারের।

মন্ত্রী আরও বলেন, তিনটি হার্ডওয়্যার কেন্দ্র গড়ে তলা হচ্ছে পাশাপাশি একটি প্রতিষ্ঠান গড়ে তলা হবে যেখানে ডেটাসায়েন্স ও সাইবার সিকিউরিটির প্রশিক্ষণ দেওয়া হবে।

রাজ্য সরকার যুবক যুবতীদের কথা মাথায় রেখে কিছু কর্মসূচী গ্রহন করতে চলেছে।

The KMC authorities have decided to build a citizens’ service centre adjacent to the civic headquarters on S N Banerjee Road. The construction will begin in December with an 18-month deadline in mind.

The G+ IV building will be constructed on a 12 cottah plot where the Chaplin cinema building once stood.

Once the building was complete, it would ease the pressure from the headquarters as some of the departments, like the treasury , trade licence and information technology, will be shifted to the new set up.

According to plans, the civic body will open up a whole floor for the citizens’ service centre. This centre will be modelled after some of the cash collection centres set up in different locations across the city .

“We will dedidate a 6,000 sq ft floor to the tax payers who can turn up at the new centre for paying property tax bills. Traders will also be entertained to pay their trade licence renewal fee at the new centre. Once construction is complete, we will offer a single window system for our citizens to avail of different civic services,” mayor Sovan Chatterjee said.

The West Bengal Municipal (fourth amendment) Bill 2015 was passed in the Assembly on Monday where the time period of tax benefit to Information Technology Industry and Information Technology Enabled Services (IT and ITes) companies has been extended from five years to 11 years.

Unit Area Assessment system of valuation for the purpose of property tax will also be introduced at the industrial townships of Nabadiganta, Kalyani, Bantala and Durgapur, it was said.

Previously, the time frame for providing tax benefit for the IT and ITES companies was five years. Now, six more years has been extended to the IT and ITES companies for providing tax to the state government.

While placing the Bill, Firhad Hakim, state urban development and municipal affairs minister said that the decision has been taken in order to give some benefit to IT and ITES companies so that they could set up their unit in the state.

The Bill mentions that the final base unit area value of land comprising building or any vacant land or covered space of building or portion thereof, shall remain in force for a period of five years from the date of publication of the scheme, if not directed by the state government otherwise.

The Bill also mentions the time period and modalities of exemption from payment of the property tax on any land or building, which is exclusively used for Information Technology Industry or Information Technology Enabled Services.

Also, they can enjoy higher floor area ratio, the Bill mentioned. It also mentions that the unit area assessment system of valuation for the purpose of property tax will be included in industrial townships.
