Thank you, hon Deputy Speaker Sir for allowing me to speak. আমি মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের প্রতি কৃতজ্ঞতা জানাই। স্যার, আজ আদিবাসী দিবস। এই উপলক্ষে ইতিমধ্যেই রত্না নাগ বলেছেন, আমি বেশী কিছু বলব না। আমি শুধু দু-তিনটে ডিমান্ড জনাব।

স্যার, আদিবাসীদের স্বার্থে বিরসা মুন্ডার নামে একটা বিশ্ববিদ্যালয় গড়ার দাবি আমি জানাচ্ছি। দ্বিতীয়, আদিবাসীদের জন্য ট্রাইবাল রিসার্চ ইনস্টিটিউট করার ডিমান্ড। ওয়াকফ প্রপার্টি, যেগুলি কেন্দ্রের অধীনে আছে, যেগুলি ডিসপোস হয়ে গেছে, সেগুলি যারা এন্টিটলেড টু এনজয়, তাদের ফিরিয়ে দেওয়া হোক।

স্যার, আমার লোকসভা কেন্দ্র বসিরহাটে অনেক আদিবাসী থাকেন। অনেক চাষিরা থাকেন। বিজেপি সরকার বলছে যে আমরা চাষিদের বন্ধু। আমার বিনীত অনুরোধ যে চাষিদের ঋণ মকুব করা হোক। আর তাদের যেন চাষের বীজ দেওয়া হয়।

Idris Ali speaks on the Supplementary Demands for Grants

Hon Speaker Madam, I am deeply grateful to you because you have given me the opportunity to speak. At the same time, আমি কৃতজ্ঞতা জানাই সেই মহান দেশপ্রেমিক, মহান নেত্রী, জাতীয়তাবাদী নেত্রী মমতা ব্যানার্জিকে যিনি পশ্চিমবঙ্গের মুখ্যমন্ত্রী, যার আশির্ব্বাদ ছাড়া আমি এখানে আসতে পারতাম না।

Madam, every third person in an Indian city today will be a youth in about next seven years. The median individual in India will be 29 years making it youngest country in the world. The unemployment rate in India, hon Madam, is estimated at 3.52 per cent, which is about 35 million; people are jobless. Hon Speaker Madam, Central Government during its tenure of four years never tried to balance the ongoing mismatch between the efforts of a cultivator (a farmer) and their income.

Madam, pensioners of EPS ’95 scheme till today are getting minimum pension of Rs 1000 per month. The government has not reviewed pension as per the present market. Then, where is the commitment of social security of senior citizens?

Hon Madam, in the Railway Budget, আমি আপনার মাধ্যমে কেন্দ্রীয় সরকার ও মন্ত্রীকে জানাতে চাই যে, ২০১৬-১৭ বাজেটে আমার কেন্দ্র বসিরহাটের জন্য পাঁচ লক্ষ টাকা অনুমোদন করা হয়েছিল। বসিরহাটে রেলওয়ে গেট, ভ্যাবলা হল্ট স্টেশন তৈরীর জন্য, কিন্তু দুই বছর পার হয়ে গেছে, কোনও কাজ হয়নি। একই জিনিস ঘটেছে আমার কেন্দ্রের লেবুতলায়; সেখানেও হয়নি।

আমি আরেকটা অনুরোধ জানাবো কেন্দ্রীয় সরকারের কাছে। যখন মমতা বন্দোপাধ্যায় রেলমন্ত্রী ছিলেন তখন গরিব মানুষদের জন্য ‘ইজ্জত টিকিট’ আর ‘ইজ্জত পাস’-এর ব্যবস্থা করা হয়েছিল। কিন্তু তথাকথিত ‘গরীবের বন্ধু’ কেন্দ্রীয় সরকার যা চালু ছিল তা পুনরায় চালু করা যায় না? এই জন্য মাননীয় রেলমন্ত্রীকে, ম্যাডাম, আপনার মাধ্যমে আমি আবেদন জানাচ্ছি।

In case of scholarship to minority students of the country, it has been noticed that during the last four years the release of funds is constantly lower than the previous years. Hon Madam Speaker, it is very unfortunate that as on June 2018, the Centre has released only Rs 5.52 crore to different scholarships to meritorious students, against the budget estimate of Rs 74 crores; in maximum cases the state governments are still waiting for the scholarship amount for years.

Hon Madam, before I conclude I urge the House to confirm the actual care of women and children, real employment, protection of senior citizens and to come forward with practical development of the society with time-bound commandment.

Idris Ali speaks on strategic divestment of sick central PSUs

It is very unfortunate that Central Government is preparing a cabinet note recommending for closure of several CPSUs of the country . NITI Aayog is preparing a roadmap for ailing public sector undertakings.and had earlier identified 26 sick Central Public Sector Enterprises (CPSEs) for closure, of which 7 received cabinet nod. These include Hindustan Cable, Tyre corporation, HMT Watches, Birds Jute and Export Limited (BJEL) and Central Inland Water Transport Corporation. It is very unfortunate that Niti Aayog has also identified 12 more CPSEs for strategic sale. whereas the Central Public Sector Enterprises (CPSEs) are meant to serve certain larger social causes.

117  years old Country’s first Pharmaceutical company Bengal Chemicals & Pharmaceuticals Works Ltd. is one of the prime listed of the Government  to sale. Bridge and Roof Company who is on average profit of Rs 32.83 crore since last 6   years is also in the target of strategic disinvestment . Most surprisingly, special steel plant unit Alloy Steel Plant, the first Indian producer who adds muscle to the “Make in India” campaign for indigenous production of speciality  products to meet defence needs are also in process of Strategic Sale plan of the Government. The fact is that all these three are from West Bengal.

Bridge & Roof Co. (I) Ltd . is serving the construction industry for more than ninety seven years with enviable track record in making profit years together, paying dividend to Government of India & never been fallen sick with constant positive growth with 1500+ permanent employees & 15000 + temporary employees  & workers posted all over INDIA . Whereas Hindustan Newsprints is also a profitable and regular paying dividend in the central exchequer since last few years with a continuous profit of average Rs 9.24 crore since 2010.

Keeping in mind the necessity of the existence of Central Public Sector Organisations for addressing social causes and tremendous scope of direct and indirect employment dependency, I request the Central Government, the Finance Ministry to close the decision to close down the Public Sector Organisations of the country better to think for revival/restructure by conducting a well-organised comprehensive research study to identify the areas of business, where these units can successfully/profitably operate and grow.

In conclusion, I request the Government that there are still tremendous potential of industry in West Bengal, please do not ruin the ‘RHUR’ of Asia but make Bengal another gateway of Industrial renaissance.

আমি কেন্দ্রীয় সরকার ও মন্ত্রীদের অনুরোধ করব পশ্চিমবাংলা – যেখানে ঠাকুর শ্রী শ্রী রামকৃষ্ণ পরমহংসদেব জন্মগ্রহণ করেছেন, যেখানে স্বামী বিবেকানন্দ জন্মগ্রহণ করেছেন, যেখানে আশুতোষ মুখোপাধ্যায়ের মতো মানুষ জন্মগ্রহণ করেছেন – সেখানে বঞ্চনা যাতে দয়া করে না হয়।

Idris Ali speaks on The Mental Healthcare Bill, 2016

While participating in the discussion on The Mental Healthcare Bill, 2016, passed by the Rajya Sabha, and now been amended as The Mental Healthcare Bill, 2017, I would like to say that though public health is a State subject, with the financial constraints, it is next to impossible for the States of the country to implement the provisions of this Bill.

India is the worst-affected country in the world with regard to depression, having more than 6 crore sufferers. The data of the UN agency shows that the number of people living with depression across the world has increased by 18.4 per cent between 2005 and 2015. In India, depression and mental anxiety disorders prevail in over 5 per cent women and in over 4 per cent men.

Apart from that, about 4 crore people in India suffered from anxiety disorders in 2015, with a prevalence rate of 3 per cent. It is a fact that 78 per cent of global suicides occurred due to mental instability and 1 per cent commits suicide every 40 seconds.

The most alarming thing is that a study indicated an average of 20.5 per cent mental health morbidity in older adults with 17.3 per cent in urban areas and 23.6 per cent in rural areas. Accordingly, it is found that, at present, 18 million older adults, consisting of a population of 83.58 million, are suffering from mental health problems in India.

In 1982, the Government launched the National Mental Health Programme (NMHP) and in 2014, the Health Ministry came up with a revised National Mental Health Policy to treat the elderly, affected by Alzheimer’s and other dementias, Parkinson’s disease, depression and psychogeriatric disorders.

The population of older adults in India is growing: in 1951 it was 5.3 per cent, in 1981 it was 6 per cent, in 1991 it was 6.8 per cent, in 2001 it was 7.4 per cent and in 2006 it was 7.5 per cent. Thus it has been steadily rising and is projected to become 12.5 per cent in 2026; thus it is likely to become a challenge in the near future.

Surveys have found that depression still ranks as the most prevalent psychiatric illness of the aged. One out of every six older persons living in urban areas in India is not obtaining proper nutrition, one out of every three older persons does not obtain sufficient healthcare and medicines, and one out of every two older persons does not receive due respect or good conduct from family members or people in general.

The Indian Council of Medical Research (ICMR), using sound methodology, has revealed that 17.3 per cent of urban and 23.6 per cent of rural older adults, that is, those aged 60 years and above, are suffering from syndromal mental health problems and 4.2 per cent of urban and 2.5 per cent of rural older adults are suffering from subsyndromal mental health problems. According to the Global Burden of Disease Study (GBD), although the world proportion of people of 60 years and above is smaller now, by 2030 the absolute number of older adults is likely to be the highest in India, with enormous mental health morbidity in older adults.

So, the Mental Healthcare Bill, 2017 is not just a health Bill but one which deals with a mixture of health and social care issues, and hence, we have to think differently to protect and promote speedy procedures of treatment and the rights of persons with mental illnesses.

Keeping in view making fruitful the objects of the Bill, we immediately require community-based mental healthcare by using the public health infrastructure and other resources of the primary health centres in the administrative structure to develop and monitor the progress of the programme in a centralised manner. To make it a successful project, we have to immediately set up psychiatry and psycho-orientation departments at all levels of health centres and hospitals in the country.

I therefore request the Central Government to ensure funds to State Governments for due implementation of this Bill and this Bill may kindly be included with the schemes of the Department of Health and Family Welfare which are under 100 per cent Central Government funding, before the situation gets out of the hand of the Government.

Idris Ali makes a Zero Hour mention on the problem of flooding in his constituency

I am grateful to you Madam Speaker and I am also grateful to our Hon’ble Chief Minister Mamata Banerjee who is working hard.

Basirhat constituency is a part of Sunderbans area and is annexed with the district of North 24 Parganas covering blocks of Sandeshkhali I & II, Hingalganj, Haroa, Minakhan, Hansnabad, all of which are surrounded by tidal rivers of Ichhamati, Bidydhari, Kutti, Damsa, Raymangal besides being crisscrossed by numerous creeks and channels. Hence during the monsoon, flood is the common problem of the major portion of my constituency. Thus, recurring floods damage the roads and the dimension of the land.

I urge upon the Government for construction of ‘scientific concrete road’ which could be the permanent solution of these areas. I would therefore request you to issue an order for a detailed project report (DPR) with proper survey and sanction budget accordingly from PMGSRY and I hope that the department should take proactive steps as soon as possible.

Lastly, I would like to add, Madam, that the Chief Minister of Bengal works for people of all religions. The CM of Uttar Pradesh must follow her lead.

 

 

Idris Ali speaks on the Finance Bill

Sir, I am deeply grateful to you for giving me an opportunity to speak on this Bill. Sir, I am also deeply grateful to our Hon. Chief Minister. It is due to her that I have come here. I would like to make four brief points regarding the Finance Bill, for the consideration of the House to include in the Bill.

Point 1. In comparison with the market based personal consumption expenditure with basic price index year as 2005-2006, in this Bill Central Govt proposes to waive only Rs 1000 per month for the individual taxpayer. Sir, those who earn Rs 25,000 per month. This means basix income tax exemption has not been raised for common people. Sir, I propose to the government to raise the limit of exemption per person, per annum from Rs 2.5 lakh to Rs 3.5 lakh (for age group up to 60 years) and Rs 4 lakh for senior citizens (up to 80 years).

Point 2. Maximum ceiling for monthly income scheme, deposited in the post office, may also be raised from Rs 4.5 lakh to Rs 15 lakh (individual) and Rs 9 lakh to Rs 35 lakh (joint accounts).

Point 3. There is a long-cherished demand and a hope of the press people. During the PIB accreditation they were entitled to get CGHS medical facilities. On retirement, they and their families are not getting any medical facilities from the CGHS. Sir, all the CGHS beneficiaries, during their co-terminus tenure, may kindly be included with the CGHS pensioner scheme on termination or on retirement.

Point 4. We are opposing the proposal of disinvestment of mini-ratna companies, particularly those which are in profit for the last 50 years. We request the government, through you, to stop disinvestment and closure of CPSES.
