Chief Minister Mamata Banerjee, at a public meeting after the inauguration of Mati Utsav on January 2, announced that the State Government would construct five lakh houses (for five lakh families) for economically weaker sections (EWS) under the Banglar Bari Scheme.

Banglar Bari is a scheme meant for financially weaker families in municipal areas, who are homeless and whose monthly income is less than Rs 10,000, and is implemented through the building of four-storey apartments, where a flat is given to each such homeless family.

This project for five lakh houses would be formally inaugurated by the Chief Minister during a programme at Netaji Indoor Stadium, Kolkata on January 5. Simultaneously, it would be inaugurated in all the blocks too.

She also announced the increasing of State Government spending for construction of houses under Bangla Awas Yojana to Rs 1.2 lakh, from Rs 75,000, and the inauguration of the Banglar Bari Scheme for North 24 Parganas and Howrah districts on February 4.

The Bengal Government also runs the Gitanjali Scheme for building houses for economically weaker sections in rural regions. Rs 70,000 is spent for a house in the plains and Rs 75,000 for a house in the Hills (forest villages in Jalpaiguri district) and the Sundarbans and in Jangalmahal. From May 2011 to May 2017, 2,98,745 families have benefitted, and the aim is to build 1 lakh units during financial year 2017-18.

রাস্তা, পানীয় জল, বিদ্যুৎ, দু’টাকা কেজি চাল-গমের সঙ্গে কন্যাশ্রী, সবুজশ্রী আর সবুজসাথীর মতো একগুচ্ছ উন্নয়ন প্রকল্পের সফল রূপায়ণের পর এবার দুঃস্থ-গরিব মানুষের জন্য ‘মাথার ছাদ’-এর সংস্থান।

বাংলা আবাস যোজনার অন্তর্গত আবাসন প্রকল্পে পাঁচ লক্ষ পরিবারের জন্য ‘বাংলার বাড়ি’ তৈরী করাচ্ছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। আগামী ২৯ জানুয়ারি নেতাজি ইন্ডোর স্টেডিয়াম থেকে গৃহহীন মানুষের আবাস সংক্রান্ত এই কর্মসূচির আনুষ্ঠানিক সূচনা করবেন তিনি নিজেই।

মঙ্গলবার বর্ধমানে ষষ্ঠ মাটি উৎসবের উদ্বোধনী মঞ্চ থেকে মুখ্যমন্ত্রী বলেন, গোটা রাজ্যেই তৈরী হবে বাংলার বাড়ি। ওইদিন কলকাতায় এই অনুষ্ঠানের সূচনা যেমন হবে, তেমনই ব্লক স্তরেও তার শুভারম্ভ হবে সংশ্লিষ্ট জেলাশাসক এবং জনপ্রতিনিধিদের উপস্থিতিতে।

তিনি জানান, আগে আবাসন প্রকল্পে সরকারি ভর্তুকির পরিমাণ ছিল ৭৫ হাজার টাকা। এই টাকায় কিছুই হয় না! তাই এখন থেকে বাড়ি পিছু ১ লক্ষ ২০ হাজার টাকা পাবেন উপভোক্তারা। মুখ্যমন্ত্রী বলেন, নির্বাচন শেষ হলে, উত্তর ২৪ পরগনা আর হাওড়া জেলায় আগামী ৪ ফেব্রুয়ারি ‘বাংলার বাড়ি’ প্রকল্পের সূচনা হবে।

আর্থিকভাবে দুর্বল শ্রেণীর মানুষের জন্য বাড়ি তৈরী করে দিতে রাজ্যের নতুন প্রকল্প ‘গীতাঞ্জলী’ চালু হয়েছে। এই প্রকল্পে সমতল এলাকায় সুবিধাপ্রাপকদের একক প্রতি ৭০ হাজার টাকা দেওয়া হয়। পাহাড়, সুন্দরবন ও জঙ্গলমহল এলাকায় অতিরিক্ত পাঁচ হাজার টাকা দেওয়া হয়। ২০১১র মে মাস থেকে শুরু করে ২,৯৮,৭৪৫টি পরিবার উপকৃত হয়েছে। ২০১৭-১৮ অর্থবর্ষে এই লক্ষ্যমাত্রা রাখা হয়েছে ১ লক্ষ ইউনিট।

A special drive has been taken by the State Government to expedite the construction of houses for the people from economically-weaker section in urban areas under the project ‘Nijo Griha’ scheme.

The state government aims to complete construction of 70,000 residential units in the next few years.

At the same time, an initiative has been taken to incorporate earthquake resistant measures during the planning and designing of the residential structures.

The work to prepare the Annual Implementation Plan and Detailed Project Report has started, with the assistance provided by the Municipal Engineering Directorate of the state government. The work will start in full swing after the Puja.

 

‘নিজ গৃহ’ প্রকল্পে নতুন উদ্যোগ রাজ্যের

নিজ গৃহ’ প্রকল্পের মাধ্যমে শহরাঞ্চলের অর্থনৈতিক দিক দিয়ে পিছিয়ে থাকা মানুষদের পাশে দাঁড়াল রাজ্য সরকার।
এই প্রকল্পের আওতায় রাজ্য সরকার আগামী কয়েক বছরের মধ্যে ৭০,০০০ বাড়ি তৈরির সংকল্প করেছে।  বাড়িগুলিতে যাতে ভূমিকম্প প্রতিরোধ ক্ষমতাও থাকে সেটিও নিশ্চিত করা হবে।
মিউনিসিপাল ইঞ্জিনিয়ারিং ডিরেক্টরেট এব্যাপারে কারিগরি সহায়তা দেবে। পুজোর পরেই পুরোদমে এই কাজ শুরু হবে।

West Bengal is among the top States in India in terms of providing housing for the homeless. According to the National Urban Livelihoods Mission (NULM), in the urban and suburban areas, the State has done a really commendable job in this respect.

The Chief Minister Mamata Banerjee-led West Bengal Government has always worked for the good of the people The housing project under NULM is another of the numerous developmental projects it has facilitated over the last five years.

NLM runs in 20 States. Among the clusters already being handed over to the people, West Bengal’s share is 37, which puts it in the second position in the countrry.

Another 50 housing clusters are also being set up in the State.

 

গৃহহীনদের মাথায় ছাদ তুলে দেওয়ার ক্ষেত্রে দেশের মধ্যে প্রথম সারিতে পশ্চিমবঙ্গ

শহর ও শহরতলির গৃহহীনদের মাথায় ছাদ তুলে দেওয়ার ক্ষেত্রে সারা দেশের মধ্যে একেবারে প্রথম সারিতে রয়েছে পশ্চিমবঙ্গ। কেন্দ্রীয় সরকারের আবাসন এবং গরিবি দূরীকরণ মন্ত্রকের পক্ষ থেকে জানানো হয়েছে, ন্যাশনাল আরবান লাইভলিহুড মিশনের (এনইউএলএম) আওতায় দেশজুড়ে শহর ও শহরতলির গৃহহীনদের মাথায় ছাদ তুলে দেওয়ার যে প্রকল্প হাতে নেওয়া হয়েছে, তাতে সারা দেশের মধ্যে প্রথম সারিতেই রয়েছে পশ্চিমবঙ্গ।

সারা দেশে গৃহহীনদের জন্য মোট ৩৫৮টি নতুন আস্তানা তৈরির কাজ এনইউএলএমের আওতায় হাতে নেওয়া হয়েছে। সবমিলিয়ে দেশের মোট ২০টি রাজ্যে এই কর্মকাণ্ড চলছে। এই তালিকাতেই প্রথম সারিতে জায়গা করে নিয়েছে পশ্চিমবঙ্গ।

এনইউএলএমের আওতাধীন সারা দেশের যে ৭৭০টি গৃহহীনদের জন্য আস্তানা সরাসরি কেন্দ্রীয় সরকারের সহযোগিতা পাচ্ছে, তার মধ্যে পশ্চিমবঙ্গে এর সংখ্যা ৫০টি।

এই কর্মসূচিতে মোট বরাদ্দকৃত অর্থের ৭৫ শতাংশ খরচ করে কেন্দ্রীয় সরকার। আর রক্ষণাবেক্ষণের জন্য প্রত্যেকটি আস্তানার জন্য বছরে বরাদ্দ থাকে ছ’লক্ষ টাকা করে।

অন্যদিকে সংশ্লিষ্ট কেন্দ্রীয় মন্ত্রকের পক্ষ থেকে জানানো হয়েছে, উল্লিখিত ২০টি রাজ্য ছাড়াও দেশের আরও মোট ন’টি রাজ্যে ইতিমধ্যেই এহেন ২৭০টি আস্তানার ব্যবহার শুরু হয়ে গিয়েছে। এক্ষেত্রেও পশ্চিমবঙ্গ রয়েছে একেবারে প্রথম সারিতে। মোট ৩৭টি আস্তানার ব্যবহার শুরু করিয়ে পশ্চিমবঙ্গের স্থান দ্বিতীয়। এই গৃহহীনদের জন্য আস্তানা প্রকল্পে ইতিমধ্যেই প্রায় ৭৭ কোটি টাকা বরাদ্দ করেছে কেন্দ্রীয় সরকার।

During its tenure, the Trinamool Government has achieved quite a lot in terms of building residences for economically weaker sections (EWS), low-income group (LIG) families and middle-income group (MIG) families, night-stay facilities for people accompanying patients in medical colleges and district hospitals, hostels for working women, housing for government employees, etc.

This is proved by the expenditure the Trinamool Government has made vis-à-vis the Left Front Government. Comparing the last three years of the latter and the first three years of the former, there is a marked difference in the numbers – Rs 194 crore against Rs 1,135 crore, which is an increase by almost six times.

Housing for the rural poor

For people categorized as economically weaker sections (EWS), the Trinamool Government has created two schemes, ‘Gitanjali’ and ‘Amar Thikana’. Due to the introduction of the Gitanjali and Amar Thikana schemes, the thrust towards construction of rural housing has been much better.

For the EWS, the Left Front Government, during its last two years, helped 32,340 rural families to construct houses, or 16,170 per year on an average. During Trinamool rule, every year, on an average, 31,284 families, or almost double the earlier number, have benefited.

Other housing schemes

  •  Till March 31, 2014, for the EWS in the urban areas, under the Gitanjali scheme, 720 flats have been constructed in the New Town-Rajarhat, near Kolkata
  • In Durgapur, a 40-bed hostel for working women, named Ananya has been constructed
  • In Salt Lake, Kolkata, the 44-bed hostel for working women, Swayamsiddha, has been renovated
  • Hostel for working women at Ibrahimpur area of Jadavpur is being constructed
  • For State Government employees, a 48-apartment housing estate in Bishnupur and a 24-apartment housing estate in Diamond Harbour
  • Works for a 60-apartment housing estate in Khatra, a 24-apartment housing estate in Bachurdoba in Jhargram and a 48-apartment housing housing estate are almost complete
  • 48 flats each for LIG and MIG families in New Town-Rajarhat are almost complete
  • Almost important roads in the State, every 50 kilometres, hotels for travelers with facilities like cabins, parking areas, toilets and fooding are being constructed. Twelve such facilities are on their way to completion, in Raghunathpur, Karanjana, Shantipur, Haringhata, Krishnagar, Diamond Harbour, Pailan, Behrampur, Nandakumar, Jamaldaha, Bagdogra and Dhalsa
  • Night stay facilities for people travelling with patients in medical colleges and district hospitals
  • For higher-income Government officials, a rental housing estate (G+10) in Salt Lake, Kolkata

In a major boost to Bengal, Adi Godrej, Chairman of Godrej group has announced his intentions for fresh investments in the housing sector in the State. Godrej Properties presently have 4 projects in Bengal, and are looking to expand operation and investment.

Mr Godrej, one of the leading industrialists of the nation, will be attending the Bengal Global Summit, to be held in January, 2015. He has praised the efforts of the State in terms of labour reforms and drastic reduction in the loss of mandays due to strikes.

Adi Godrej has also stated about the intentions of expansion of Kharagpur plant of Godrej Agrovet Limited.
