After proposing a regulatory body to keep tabs on private health facilities, Bengal Chief Minister Mamata Banerjee on Wednesday turned the focus on the government healthcare system, raising the plan budget from Rs 2,999.22 crore in 201617 to Rs 3,299 crore, as a first step to augment the infrastructure. The Rs 300-crore raise seems to be in sync with the steady increase in budgetary allocation since 2011-12, when the plan budget was merely Rs 871.87 crore.

A total of 42 multi and super-speciality hospitals, each with 300-500 beds, are being built in 15 districts at a cost of Rs 2,714 crore. Besides, 33 critical care units (CCU) and 21 high-dependency units (HDU) are already functional in tertiary and secondary hospitals. Fourteen more such CCUs and HDUs will operate by 2017-’18.

Eight health districts have been created at Nandigram, Jhargram, Bishnupur, Rampurhat, Diamond Harbour, Bashirhat, Asansol and Kalimpong to streamline the functioning of the district health administration. 27,000 beds have been added in the new and existing government hospitals together. To cater to the pressure, 4,544 doctors, 6,535 nurses, 833 pharmacist and 1,001 technicians have been added to the existing medical and paramedical force of the state.

At present, 113 Fair Price Medicine Shops offer discount up to 72%. 52 Fair Price Diagnostic Centres offer CT scan, MRI and Digital X-ray at low rate. Four State-run and three private Medical colleges offer 3150 MBBS seats, 133 PG seats and 31 post-doctorate seats. At present there are nine nursing training schools and five more are coming up. The Milk Bank at SSKM and the cord blood bank at Calcutta School of Tropical Medicine are now functioning. The number of sick newborn stabilization unit now stands at 370 while there are 70 sick newborn care units.

 

স্বাস্থ্য খাতে ৩৩০০ কোটি টাকা বরাদ্দ করলো রাজ্য সরকার

বেসরকারি হাসপাতালের গতিবিধির ওপর নজর রাখতে রেগুলেটরি কমিশন তৈরীর পর বুধবার বিধানসভায় পেশ হল স্বাস্থ্য বাজেট। ২০১৬-১৭ আর্থিক বছরে এই বাজেটে বরাদ্দ অর্থের পরিমাণ ২,৯৯৯.২২ কোটি টাকা থেকে বৃদ্ধি করে ৩২৯৯ কোটি টাকা করা হয়েছে। ২০১১-১২ সালে যেখানে স্বাস্থ্য বাজেটে বরাদ্দ টাকার তুলনায় এবারের বাজেটে বরাদ্দ টাকার পরিমাণ ৩০০ কোটি টাকা বৃদ্ধি করা হয়েছে যখন পরিকল্পনা খাতে বরাদ্দ টাকার পরিমাণ ৮৭১,৮১ কোটি টাকা।

১৫টি জেলায় ২,৭১৪ কোটি টাকা খরচে মোট ৪২টি মাল্টি সুপার স্পেশালিটি হসপিটাল তৈরী হয়েছে। এগুলির প্রত্যেকটিতে ৩০০-৫০০টি বেড রয়েছে। এর পাশাপাশি ৩৩টি সিসিইউ, ২১টি এইচ ডি ইউ চালু হয়ে গেছে।২০১৭-১৮ সালে এই রকম আরও ১৪টি সিসিইউ, ২১টি এইচ ডি ইউ চালু হবে।

নন্দীগ্রাম, ঝাড়গ্রাম, বিষ্ণুপুর, রামপুরহাট, ডায়মন্ড হারবার, বসিরহাট, আসানসোল ও কালিম্পং সহ ৮টি স্বাস্থ্য জেলা তৈরী হয়েছে। নতুন ও পুরনো সরকারী হাসপাতালগুলিতে বেডের সংখ্যা ২৭০০০ বৃদ্ধি করা হয়েছে। রাজ্যের বিভিন্ন মেডিকেল ও প্যারামেডিকেল সেন্টারগুলিতে ৪৫৪৪ জন ডাক্তার, ৬৫৩৫ জন নার্স, ৮৩৩ ফার্মাসিস্ট এবং ১০০১ জন টেকনিশিয়ানকে নিযুক্ত করা হয়েছে।

বর্তমানে ১১৩ টি ন্যায্য মূল্যের ওষুধের দোকান রয়েছে যেখানে প্রায় ৭০% ছাড়ে ওষুধ পাওয়া যায়। ৫২ টি ন্যায্য মূল্যের ডায়াগনস্টিক সেন্টার রয়েছে যেখানে কম খরচে সিটি স্ক্যান, এম আর আই এবং ডিজিটাল এক্স-রে করা হয়। ৪টি সরকারী ও ৩টি বেসরকারী মেডিকেল কলেজ রয়েছে যেখানে এম বি বি এস এর আসন সংখ্যা ৩১৫০, পিজি-র আসনসংখ্যা ১৩৩ এবং পোস্ট ডক্টরেটের আসন সংখ্যা ৩১। বর্তমানে ৯টি নার্সিং ট্রেনিং স্কুল রয়েছে আরও ৫টি স্কুল তৈরী হচ্ছে। এস এস কে এমে মাতৃদুগ্ধ ব্যাঙ্ক, ক্যালকাটা স্কুল অফ ট্রপিক্যাল মেডিসিনে কর্ড ব্লাড ব্যাঙ্ক পরিষেবা চালু হয়ে গেছে। ৩৭০টি এসএনএসইউ তৈরী হয়েছে আগে এই সংখ্যা ছিল ৭০।

Mamata Banerjee led Government has ushered in sweeping reforms in healthcare system in the State with the new West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill, 2017.

The bill aims to regulate the private hospitals and bring in transparency in the manner in which they operate.

It may be mentioned that on 22 February, the Chief Minister had conducted a meeting with representatives of various private hospitals and nursing homes in Kolkata. In the meeting she had announced the formation of a regulatory commission for private hospitals.

Highlights of the bill:

  • From bed charge to cost of surgery or ICU charges, all packages must have a specific charge. Patients must not be charged more than what is mentioned in the rate chart.
  • Additional costs, if any, during the course of treatment, cannot exceed a certain percentage of the package. The additional cost must be clearly specified in the bill.
  • Every hospital must display the fixed rate chart.
  • e-prescriptions and all medical records must be given to patients.
  • Help desks must be set up to assist families of patients regarding any information about the bill or treatment.
  • Hospitals cannot withhold the bodies of deceased patients if bill is pending.
  • Primary treatment must be provided to accident victims before informing the police.
  • Hospitals with more than 100 beds must start fair price medicine shops.
  • If any hospital violates the new law, they will be fined Rs 10 lakh or more. Government also has the right to cancel their license.

 

মমতা বন্দ্যোপাধ্যায়ের হাত ধরে স্বাস্থ্যক্ষেত্রে বিরাট সংস্কার

এবার হাসপাতালের লাগাম ছাড়া বিলে রাশ টানতে কড়া আইন আনলেন মুখ্যমন্ত্রী। নতুন যে আইন মুখ্যমন্ত্রী তৈরি করছেন, তাতে কী থাকছে?

• নতুন বিলের নাম ওয়েস্ট বেঙ্গল ক্লিনিক্যাল এস্টাব্লিশমেন্টস (রেজিস্ট্রেশন, রেগুলেশন অ্যান্ড ট্রান্সপেরেন্সি) বিল ২০১৭।

• অপারেশন থেকে শুরু করে বেডের চার্জ, আইসিইউ থেকে যেকোনও প্যাকেজের দর নির্দিষ্ট করে রাখতে হবে। তার থেকে বেশি টাকা কোনও অবস্থাতেই নেওয়া যাবে না।

• চিকিৎসা চলাকালীন আরও কোনও খরচ বাড়লেও সেই রেট বা চার্জের বাইরে একটি নির্দিষ্ট শতাংশ টাকাই অতিরিক্ত হিসেবে বিলে সংযোজন করা যাবে। অতিরিক্ত খরচের সবটা বিলে স্পষ্ট করে উল্লেখ করতে হবে।

• ফিক্সড রেট চার্ট টাঙিয়ে দিতে হবে প্রত্যেকটি হাসপাতালে।

• ই-প্রেসক্রিপশন ও সব মেডিক্যাল রেকর্ডসের ই-কপি সব রোগীকে সরবরাহ করতে হবে।

• বিল ও চিকিৎসা সংক্রান্ত সমস্ত তথ্য রোগীর পরিবারকে জানানোর জন্য হাসপাতালে হেল্প ডেস্ক স্থাপন করতে হবে।

• বিল বাকি থাকলেও মৃতদেহ কোনও ভাবে আটকে রাখা যাবে না।

• দুর্ঘটনায় আহত ব্যক্তিকে হাসপাতালে নিয়ে গেলে আগে প্রাথমিক চিকিৎসা করে তার পর পুলিশকে জানাতে হবে।

• ১০০ বা তার বেশি শয্যাবিশিষ্ট হাসপাতালে ফেয়ার প্রাইস মেডিসিন শপ চালু করতে হবে।

• নতুন আইনের কোনও ধারা অমান্য করলে বেসরকারি হাসাপাতালের ১০ লাখ টাকার বেশি জরিমানা এবং লাইসেন্স বাতিলের ক্ষমতা থাকছে রাজ্য সরকারের হাতে।

West Bengal Chief Minister Mamata Banerjee on Monday said free medicine and other health facilities will be available for people in all medical colleges under the state government within one month.

“In the recent past months, we have come up with a new scheme — shortly the Department of Health and Family Welfare in all West Bengal government-owned medical colleges and hospitals will offer free medical services to all people,” the chief minister said at an event felicitating meritorious students from the minority communities here.

She said that in the villages (primary to Zilla hospitals), the state government provides free medicine to patients besides not charging any fees for availing the hospital bed and related facilities.

“It implies that the free medicine and free bed-charges scheme – which we had in the zilla and district hospitals – will be extended to medical colleges. It will be implemented in the coming one month which will benefit lakhs of people,” she said.

“Patients won’t have to bear any charges on medicine, medical tests, bed and boarding fees. It will also include costly medicine for cancer, heart-related ailments, chemotherapy and others,” she said.

The state government had earlier announced providing free treatment of all types of cancer, cardiac problems and blood disorders completely free in state government-run hospitals and medical colleges.

The West Bengal government will be adding 17,000 hospital beds this year to the existing 63,000 to boost delivery of health care facilities.

During 2015-16, we will add another 17,000 beds which will cost Rs 2,600 crore. Taking into account the private sector, total beds in the state is set to cross 1,20,000 by this year.

The total number of beds thus will increase to 80 thousand. 34 super multi-speciality hospitals have been planned in the state. Of this, one will come up in August this year and six more will be in place during 2016-17. The state is also focussing on improving the cancer care facility here. Improving the cancer care facility will cost another Rs.250 crore.

The government will be procuring linear accelerators in all government medical colleges which will be used for radiotherapy. The government has tied up with a Singaporean healthcare institute which will support and train the state government’s staff.

The outpatient footfalls in the state have been registered at 12 million a year. A number of diseases have been brought under control in the state and some of them will soon be eradicated. Diseases like Kala-azar, philaria and leprosy will soon be eradicated from West Bengal while dengue and malaria have been kept under control.
