The State Irrigation Department, in the largest project of its kind in two decades, is going to supply water for crops in 13 lakh acres for both rabi and boro cropping seasons. Last year, the number was 10 lakh acres.

The roadmap for the project was prepared at a recent meeting of the Irrigation Minister, senior officials of the department, sabhadhipatis and irrigation karmadhyakshyas at Jalasampad Bhawan in Salt Lake.

Twelve districts will be covered. Of them, Birbhum, Bankura, Hooghly, Purba Bardhaman and Paschim Bardhaman will be supplied more water. The other districts where water will be released are Howrah, Paschim Medinipur, Parba Medinipur, Jhargram, Jalpaiguri and Purulia.

For the rabi season, the water will be released in the last week of December and for the boro season, the water will be released in the third week of January. The water will be supplied from DVC, and from check dams on Kansabati, Mayurakshi, Teesta and 28 other small and medium-sized rivers.

সাড়ে ১৩ লক্ষ একর জমিতে জল পৌঁছে দেবে রাজ্য

আগামী রবি ও খরিফ মরশুমে ১২টি জেলার প্রায় সাড়ে ১৩ লক্ষ একর জমিতে সেচের জল পৌঁছে দেবে রাজ্য সরকার। গত দু’দশকের মধ্যে যা রেকর্ড বলে দাবি করেন সেচমন্ত্রী।

সল্টলেকে জলসম্পদ ভবনে সেচ দপ্তরের আধিকারিক ও জেলার সভাধিপতিদের নিয়ে বৈঠকে ওই সিদ্ধান্ত নেওয়া হয়েছে। গত বছর ১০ লক্ষ একরের কাছাকাছি জমিতে সেচের জল পৌঁছে দেওয়া হয়েছিল।

এবার বীরভূম, পূর্ব বর্ধমান, হুগলী, পশ্চিম বর্ধমান ও বাঁকুড়া জেলায় অতিরিক্ত পরিমাণ জমিতে জল দেওয়া হবে। রবি চাষের জন্য ডিসেম্বর মাসের শেষ সপ্তাহ ও বোরো চাষের জন্য জানুয়ারি মাসের তৃতীয় সপ্তাহ থেকে জল ছাড়া হবে। অন্য যে জেলাগুলিতে জল পাঠানো হবে, সেগুলি হল, হাওড়া, পশ্চিম মেদিনীপুর, পূর্ব মেদিনীপুর, ঝাড়গ্রাম, জলপাইগুড়ি ও পুরুলিয়া।

মন্ত্রী জানান, ডিভিসি, কংসাবতী, ময়ূরাক্ষী, তিস্তা ও ২৮টি ছোট ও মাঝারি জলাধার প্রকল্প (চেক ড্যাম) থেকে জল দেওয়া হবে। এর মধ্যে বর্ধমানে ডিভিসি থেকে, বাঁকুড়ায় ডিভিসি ও কংসাবতী জলাধার প্রকল্প থেকে, হুগলিতে ডিভিসি ও কংসাবতী থেকে, হাওড়ায় ডিভিসি ও নিকাশি খাল থেকে, পশ্চিম মেদিনীপুর ও ঝাড়গ্রামে কংসাবতী থেকে, পূর্ব মেদিনীপুরে নিকাশি খালের জোয়ারের কারণে প্রাপ্ত ব্যাকওয়াটার থেকে, বীরভূমে ময়ূরাক্ষী জলাধার প্রকল্প, জলপাইগুড়িতে তিস্তা ব্যারেজ প্রকল্প থেকে এবং পুরুলিয়ায় ২৮টি ছোট ও মাঝারি জলাধার থেকে জল দেওয়া হবে।

Construction of the landmark Kolkata Eye, a giant ferris wheel, is to start early next year, at the Millennium Park on the bank of the river Hooghly in Kolkata.

This is a dream project of Chief Minister Mamata Banerjee, who had conceived of the idea after her London business visit a few years back. Global tenders for the project will be opened on December 11.

The Kolkata Eye, modeled on the famous London Eye on the river Thames, will be like a giant vertical merry-go-round, with capsules located at the ends of the spokes of the ferris wheel for people to get into and enjoy exhilarating bird’s-eye views of both Kolkata and parts of Howrah, on the other side of the river. Each rotation would take 45 minutes.

The wheel would be 135 metres (m) in height and the total width of the structure (including the area around it) 120 m. A cafeteria would also come up on the site.

The giant wheel is expected to become a major tourist attraction not just in Kolkata, but in the whole country, as no other place in India has such a tourist attraction.

 

কলকাতা আই-এর কাজ শুরু নতুন বছর থেকেই

নতুন বছরে শুরু হতে চলেছে মিলেনিয়াম পার্কে ‘‌কলকাতা আই’–‌‌এর কাজ। দরপত্র আহ্বানের প্রক্রিয়াও শেষ হয়েছে। এ কথা বললেন পুর ও নগরোন্নয়ন মন্ত্রী।

বিধানসভায় মন্ত্রী জানান, এই প্রকল্প রূপায়ণের প্রাথমিক প্রস্তুতি শুরু হয়েছে। ৯ ডিসেম্বর বিশ্ব দরপত্র ডাকা শুরু হবে। ১১ ডিসেম্বর দরপত্র খোলা হবে। অত্যাধুনিক প্রযুক্তির সাহায্যে তৈরি হবে কলকাতা আই।

প্রসঙ্গত, লন্ডন আইয়ের আদলে তৈরি হবে কলকাতা আই। এর উচ্চতা হবে ১৩৫ মিটার। ১২০ মিটার চওড়া। মিলেনিয়াম পার্কে ওই জায়ান্ট হুইল তৈরি করা হবে। একবার ঘুরতে সময় লাগবে ৪৫ মিনিট। যেখান থেকে পুরো কলকাতা শহরকে দেখা যাবে। থাকবে বিনোদন পার্ক, ক্যাফেটেরিয়া। শহরবাসীর কাছে এক নতুন আকর্ষণ হয়ে উঠবে এটি।

আশা করা হচ্ছে, ২৪ মাসের মধ্যে কলকাতা আই নির্মাণের কাজ শেষ করে ফেলা যাবে।‌‌‌

After Malda, which had been declared an Open Defecation Free (ODF) district in November, Birbhum is soon going to become a ‘Nirmal Jela’. It will be the 10th district to be notified as such.

Among other districts that have already been declared as ODF are Nadia (India’s first ODF district), North and South 24 Parganas, Purba Medinipur, Hooghly, Purba and Paschim Bardhaman and Cooch Behar.

In Howrah, work to make the district Open Defecation Free is on in full swing. By March 2018, two more districts — Paschim Medinipur and Murshidabad – will be declared ODF. The remaining districts have been given a goal of attaining the ODF status by December 2018.

Mission Nirmal Bangla has been highly successful in making the districts of Bengal largely free from open defecation activities. Programmes of the scheme like awareness rallies, Nirmal Utsav, felicitation of community facilitators, Nirmal Adda, etc. ensure that ODF becomes a sustained habit, and there is no slipping back to open defecation. Third-party verification activity has been introduced in the rural areas of districts to ensure that there is impartial verification of the building and usage of toilets.

April 30 is celebrated every year as Nirmal Bangla Diwas, being designated so by Chief Minister Mamata Banerjee. Under Mamata Banerjee’s leadership, Bengal had already started its journey towards achieving ODF status for the rural areas of the state since the World Toilet Day celebration on November 19, 2013. The United Nations Children’s Fund (UNICEF) is a partner of the State Government in this journey.

 

মালদার পর এবার বীরভূম হবে নির্মল জেলা

নির্মল বাংলার লক্ষ্যে দৃঢ় পদক্ষেপে এগিয়ে চলেছে পশ্চিমবঙ্গ। নভেম্বর মাসেই মালদাকে নির্মল জেলা ঘোষণা করা হয়েছে। এরপরই, ডিসেম্বরে বীরভূম জেলা হতে চলেছে রাজ্যের দশম নির্মল জেলা।

যে জেলাগুলিকে ইতিমধ্যেই নির্মল ঘোষণা করা হয়েছে সেগুলি হল, নদীয়া (দেশের প্রথম নির্মল জেলা), মালদা, কোচবিহার, উত্তর ও দক্ষিণ ২৪ পরগনা, হুগলী, পূর্ব মেদিনীপুর, পূর্ব ও পশ্চিম বর্ধমান।

হাওড়া জেলাকে নির্মল জেলা ঘোষণা করার কাজ জোরকদমে এগোচ্ছে। আগামী মার্চ মাসের মধ্যে ১৪টি জেলাকে নির্মল ঘোষণা করার জন্য কোমর বেঁধে আসরে নেমেছে রাজ্য সরকার।

রাজ্যের পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর ২০১৮ সালের ডিসেম্বর মাসের মধ্যে রাজ্যের সব জেলাকে নির্মল ঘোষণা করার লক্ষ্য নিয়ে এগোচ্ছে। শৌচাগার তৈরী করার পাশাপাশি পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর গ্রামে গ্রামে পুরোমাত্রায় প্রচার চালাচ্ছে যাতে গ্রামবাসীরা সেই শৌচাগারগুলি ব্যবহার করেন। পদযাত্রা, নির্মল উৎসব, নির্মল আড্ডা প্রভৃতি কর্মসূচি গ্রহণ করা হয়েছে।

প্রসঙ্গত ৩০শে এপ্রিল প্রতি বছর রাজ্যে নির্মল বাংলা দিবস পালন করা হয়।

The Bengal Government’s first full-fledged Trauma Care Centre, located at the RG Kar Medical College and Hospital in Kolkata, was inaugurated recently by Chief Minister Mamata Banerjee.

A trauma centre is a medical facility equipped and staffed to treat patients who suffer major injuries during an accident.

The hi-tech seven-storey facility has facilities for treatment of all sorts of head injuries, including very severe ones. The departments include departments which include medicine, neuro-medicine, neuro-surgery, orthopedic and anesthesiology.

There are 120 beds in totality – 70 dedicated for trauma patients and another 50 for neurosurgery and neuro-medicine. On the fifth floor is a high-dependency unit (HDU) with 25 beds.

Six modern operation theatres (OT) are located on the first and second floors, with three on each floor. Imaging facilities, comprising of a CT scan machine and a magnetic resonance imaging (MRI) machine, are located on the ground floor. Among other facilities are a fully-equipped resuscitation centre, a mobile OT, ventilators and emergency X-Ray facilities.

The idea is to ensure that a trauma patient does not have to be moved out of the building during the entire hospital stay.

RG Kar gets a lot of road accident victims and other trauma patients from Kolkata as well as North 24 Parganas, Nadia, Hooghly and Howrah districts.

চালু হল রাজ্যের প্রথম ট্রমা সেন্টার

রাজ্যের প্রথম ট্রমা সেন্টার চালু হল আর জি কর মেডিকেল কলেজ হাসপাতালে। উত্তরবঙ্গ থেকে বোতাম টিপে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় এক ছাতার তলায় থাকা এই অত্যাধুনিক ট্রমা কেয়ার পরিষেবা ইউনিটের উদ্বোধন করেন কিছুদিন আগে।

প্রায় দেড়শোটি শয্যা থাকছে এই সাত তলা ট্রমা সেন্টারে। আশঙ্কাজনক রোগীদের প্রাণ বাঁচাতে দুই এবং তিনতলাতে হবে শুধু অপারেশন। নিউরো মেডিসিন, নিউরো সার্জারি, অর্থোপেডিক, অ্যানাসথেসিওলজি প্রভৃতি ট্রমা বা পথদুর্ঘটনা বা মারাত্মক চোট-আঘাতের চিকিৎসার ওয়ান স্টপ ব্যবস্থা থাকছে এখানে।

আটতলা এই ট্রমা সেন্টারের একতলায় থাকবে সিটি স্ক্যান, ৬৪ স্লাইস এমআরআই মেশিন ও মাইনর অপারেশন থিয়েটার। দোতলায় থাকবে তিনটি টেবিলের অপারেশন থিয়েটার। তিনতলায়ও তিনটি ওটি টেবিলের অপারেশন থিয়েটার থাকবে। চারতলায় আছে ৩৫টি ইন্ডোর ট্রমাকেয়ার বেড। পাঁচতলায় থাকছে হাই ডিপেন্ডেন্সি ইউনিট বা এইচডিইউ। ছ’তলায় আছে ৩০টি নিউরোমেডিসিন এবং ৩০টি নিউরোসার্জারি বেড। সাততলায় রয়েছে আরও ৩৫টি ট্রমাকেয়ার বেড। আটতলায় ক্যান্টিন, অটোক্লেভ মেশিন ইত্যাদি।

The State Government is soon going to make rules to ensure that wearing life jackets becomes compulsory for passengers on vessels criss-crossing the Hooghly.

Life-saving jackets have already been started to be handed to passengers at jetties. Another almost 5,000 life jackets are being bought by the State Government to implement the new rules.

The government has also banned the unstable small motor boats (called ‘bhutbhuti’ in Bengali) and is gradually bringing in launches. Twelve launches would be introduced by the first week of December.

Further, from January 1, 2018, every jetty along the Hooghly is going to have two certified and uniformed volunteers called ‘jalasathi’, armed with identity cards, to ensure that rules and regulations are being adhered to. They would be working in tandem with the local police stations.

In related developments, it needs mention that the State Transport Department is implementing a standard operating procedure (SOP) in 362 jetties across Bengal at a cost of Rs 36.2 crore. New RO-RO services are also being launched shortly between Kakdwip and Sagar Island, in time for the Sagar Mela this coming January.

ভুটভুটি বা লঞ্চে গঙ্গা পারাপারে লাইফ সেভিং জ্যাকেট পরা বাধ্যতামূলক হচ্ছে

এবার গঙ্গাবক্ষে ভুটভুটি বা লঞ্চে পারাপারের সময় লাইফ সেভিং জ্যাকেট পরা বাধ্যতামূলক করতে চলেছে রাজ্য সরকার। ইতিমধ্যেই সমস্ত ফেরিঘাটে লাইফ সেভিং জ্যাকেট দেওয়া হয়েছে। আরও প্রায় পাঁচ হাজার লাইফ সেভিং জ্যাকেট কেনা হচ্ছে। চলতি মাসের মধ্যেই সেগুলি সমস্ত ফেরিঘাটে দিয়ে দেওয়া হবে। তারপর লাইফ সেভিং জ্যাকেট ছাড়া কাউকে নদী পারাপার করতে দেওয়া হবে না। এছাড়াও ভুটভুটি বন্ধ করতে তৎপরতা শুরু করেছে রাজ্য সরকার।

পরিবহণমন্ত্রী বলেন, ১ জানুয়ারি থেকে প্রতিটি ঘাটে দু’জন করে জলসাথি নিয়োগ করা হবে। তাঁদের পরিচয়পত্র থাকবে। তাঁরা নির্দিষ্ট পোশাক ও টুপি পরে থাকবেন। এই জলসাথিরা স্থানীয় থানার সঙ্গে সমন্বয় রেখে চলবেন। ঘাটের অপারেটররা অনেক সময় বিপদ সত্ত্বেও ফেরি সার্ভিস চালু রাখেন। এছাড়াও বেশি লোক চাপানো হয়। এতে বিপদের আশঙ্কা থাকে। এই জলসাথিরা সেই বিষয়টিতে নজরদারি চালাবেন।

মন্ত্রী আর বলেন, রাজ্যে ৩৬২টি জেটিতে ৩৬ কোটি ২০ লক্ষ টাকা খরচ করে স্ট্যান্ডার্ড অপারেশনাল প্রসিডিওর শুরু হয়েছে। এতে যাত্রীদের সুরক্ষা ও স্বাচ্ছন্দ্য আরও বাড়ানো যাবে। এছাড়াও জলপথে নিরাপত্তা বাড়াতে পুলিশও অনেকগুলি পদক্ষেপ নিয়েছে।

গঙ্গাসাগরে মেলার আগে সুন্দরবনের সমস্ত ঘাট পরিদর্শন করা হবে। সেই সময় ওই ঘাটগুলি ব্যাপকভাবে ব্যবহার করা হয়। সেগুলির মেরামতের জন্য টাকা বরাদ্দ হয়েছে। ওই কাজ কেমন হয়েছে, তা খতিয়ে দেখতেই সুন্দরবনের ঘাট দেখা হবে। এছাড়াও জলধারা প্রকল্পও জনপ্রিয় করে তুলতে আরও উদ্যোগ নেওয়া হচ্ছে।

For the first time ever in Bengal, a River Carnival is going to be organised by the government along the Hooghly in Kolkata and Howrah. The carnival will be held on December 8, 9 and 10, whose main part is going to be cultural programmes at different spots along the river, among them Prinsep Ghat, Millennium Park Ghat and Baje Kadamtala Ghat in Kolkata, and Ramkrishnapur Ghat in Howrah.

Artistes from Kolkata and its adjoining areas as well as folk artistes will be performing in the cultural programmes. The folk artistes will be selected from among those enlisted in the Lok Prasar Prakalpa, an initiative of Chief Minister Mamata Banerjee to revive and popularise the folk songs and folk dances of Bengal.

As a part of the festival, there will also be a dart-throwing festival in which around 30,000 children are scheduled to take part.

The primary aim of the carnival is to attract more tourists to the state, both domestic and foreign. It will be another gift from the State Government to the people of the state as well as the country. The Tourism and Information and Cultural Affairs Departments are jointly organising the festival.

ডিসেম্বরে গঙ্গা কার্নিভালে মজবে কলকাতা

বাংলার ‘নবান্ন ’ উৎসবের মধ্যেই কলকাতা এবার মাতবে গঙ্গা কার্নিভালে৷ দুর্গা পুজোর বিসর্জন -কার্নিভালকে ঘিরে কলকাতা ইতিমধ্যেই পর্যটক মহলের নজর কেড়েছে৷ সেই রেশ ধরে রাখতেই রাজ্য সরকার ডিসেম্বরের গোড়াতেই কলকাতায় আয়োজন করতে চলেছে এই গঙ্গা উৎসবের৷ তবে শুধু কলকাতা নয় , হাওড়া শহরের একটা বড় অংশও এর সঙ্গে যুক্ত হবে৷ গঙ্গার দু’কূল জুড়েই চলবে এই কার্নিভাল৷

আপাতত ঠিক হয়েছে, ৮ ডিসেম্বর শুরু হবে এই গঙ্গা কার্নিভাল৷ চলবে ১০ ডিসেম্বর পর্যন্ত৷ মূল আয়োজক রাজ্য পর্যটন দন্তর হলেও রাজ্য তথ্য ও সংস্কৃতি দপ্তর, কলকাতা ও হাওড়া পুর নিগম এবং কলকাতা পুলিশ সহযোগী সংস্থা হিসেবে থাকছে৷ এমনিতে প্রতি বছর পার্ক স্ট্রিটের অ্যালেন পার্কে সরকারি উদ্যোগে বড় দিনের উৎসব চলে ডিসেম্বরের মাঝামাঝি নাগাদ৷ ৩১ ডিসেম্বর বর্ষ বিদায়ের দিন পার্ক স্ট্রিটকে ঘিরে ফের উৎসব হয়৷

গঙ্গার দুই কূলের ছয় ঘাটকে কেন্দ্র করে হবে এই উৎসব৷ এই ঘাটগুলি হল, কলকাতার আর্মেনিয়ান ঘাট, মিলেনিয়াম পার্ক, বাবুঘাট, বাজে কদমতলা ঘাট, প্রিন্সেপ ঘাট এবং হাওড়ার রামকৃষ্ণপুর ঘাট৷ ইতিমধ্যেই গঙ্গার পূর্ব কূল অর্থাৎ কলকাতার দিকে আর্মেনিয়ান থেকে প্রিন্সেপ ঘাট ও পশ্চিম কূলে হাওড়া স্টেশন থেকে রামকৃষ্ণপুর পর্যন্ত দু’কূল নতুন সাজে সেজেছে৷ নদীর ঘাটে বার্জ এনে তাতে মঞ্চ বেঁধে সকাল থেকে রাত পর্যন্ত নানা ধরনের অনুষ্ঠানের আয়োজন করার কথা ভাবা হচ্ছে৷ থাকবে গঙ্গা আরতির ব্যবস্থা৷

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় চান , গোটা উৎসবে শিশুরা অংশ নিক৷ ওই সময় স্কুলের চাপ থাকে না৷ তাই কার্নিভালে বিভিন্ন স্কুলের অন্তত ৩০ হাজার ছাত্র-ছাত্রী যাতে উৎসবে যোগ দিতে পারে, তার ব্যবস্থা করা হচ্ছে৷ বাচ্চাদের আনার জন্য বিশেষ বাস থাকবে৷ প্রতি ঘাটেই সন্ধে থেকে শুরু হবে নানা ধরনের সংস্কৃতিক অনুষ্ঠান৷ হবে বাউল ফকিরা, ভাটিয়ালি, ভাওয়াইয়া, কীর্তন, ছৌ নাচের মতো কত কী৷ পর্যটন দন্তর থেকে এই কার্নিভালকে ঘিরে তিন দিন গঙ্গাবক্ষে ভ্রমণের জন্য বিলাসবহুল প্রমোদতরী চালানোর প্রস্তাব বিবেচনা করছে৷ এ নিয়ে সরকার ট্যুর অপারেটরদের সঙ্গে কথা বলছে৷

The Bengal Government is signing memoranda of understanding (MoUs) with various companies to bring in investment in the sector of fish farming.

The idea behind these joint ventures with the State Government is to make Bengal self-sufficient in terms of fish requirement and bring down imports from other states, as well as to increase the export of fish to other states and also countries.

Already, over the last three years, agreements worth Rs 1,285 crore have been signed with 44 companies (with 12 in 2015, 14 in 2016 and 18 in 2017), of which 20 have started operating. The rest would start operating soon.

While some are engaged in producing fish food, others in production of prawns and shrimps, and still others in bhetki. In a separate development, the State Government has selected seven districts for the cultivation of big fishes like rohu, catla and mrigel. The districts are Cooch Behar, Nadia, Malda, Purba and Paschim Bardhaman, Hooghly and Dakshin Dinajpur. Cultivation of certain big fishes has also started in Purba Medinipur.

The government is training over 1,000 fish cultivators in these districts in the latest techniques, and is also providing them hatchlings and fish food for free.

মাছ চাষে লগ্নি টানতে মউ

শিল্পে বিনিয়োগের জন্য দেশ-বিদেশে সফর করছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রসনাতৃপ্তিতেও লগ্নি টানতে ঝাঁপাচ্ছে রাজ্য সরকার। মাছে-ভাতে বাঙালি। সেই মাছের যাতে কোনও ঘাটতি না-হয়, তার জন্য লগ্নি টানতে বিভিন্ন সংস্থার সঙ্গে ‘মউ’ বা সমঝোতাপত্র স্বাক্ষর করছে রাজ্য সরকার।

মাছ চাষের সঙ্গে যুক্ত ৪৪টি কোম্পানির সঙ্গে ইতিমধ্যেই মউ স্বাক্ষরিত হয়েছে। প্রস্তাবিত লগ্নির পরিমাণ ১২৮৫ কোটি টাকা। ২০টি সংস্থা উৎপাদন শুরু করে দিয়েছে। তাদের লগ্নির পরিমাণ প্রায় ৩৪০ কোটি টাকা। অন্য কোম্পানিগুলির বিনিয়োগের কাজও এগোচ্ছে বলে দাবি মৎস্যমন্ত্রীর।

মুখ্যমন্ত্রী চান মাছে স্বনির্ভর হোক বাংলা, বাংলার গ্রামে গ্রামে মাছ চাষ বাড়ুক। সেই দিকে লক্ষ্য রেখে গত তিন বছরে মাছ চাষের উৎপাদন বাড়াতে ৪৪ টি মউ সই করেছে মৎস্য দফতর। তার মধ্যে ২০১৫ সালে ১২টি, ২০১৬ সালে ১৪টি এবং ২০১৭ সালে ১৮টি চুক্তি স্বাক্ষর করেছে মৎস্য দপ্তর।

কোনও সংস্থা মাছের খাদ্য তৈরি করছে, কেউ চিংড়ি চাষ করছে, কেউ বা করছে ভেটকি চাষ। বড় বড় রুই, কাতলা, মৃগেল মাছ উৎপাদনের জন্য ছ’টি জেলাকে বেছে নেওয়া হয়েছে। সেখানেই বড় মাছের চাষ হবে। এর জন্য এক হাজার মৎস্যজীবীকে মাছ চাষের আধুনিক প্রশিক্ষণ দেওয়া হয়েছে। সরকার থেকে দেওয়া হচ্ছে মাছের খাবার, মাছের চারা।

কোচবিহার, নদিয়া, মালদহ, বর্ধমান, হুগলি ও দক্ষিণ দিনাজপুরে সাড়ে তিন হাজার জলা আছে। সেখানে বড় রুই-কাতলা-মৃগেল চাষ করা হবে। পূর্ব মেদিনীপুরে বড় মাছ চাষ শুরু হয়েছে, বলেন মৎস্যমন্ত্রী।

If things go according to plan, Kolkata Police is soon going to get self-driving electric scooters for patrolling. After Puducherry and Mumbai, where the police use such vehicles for patrolling beaches, Kolkata is next in line to acquire the scooters.

These scooters are driven standing up. Being electric scooters, they are environment-friendly. Each charge would drive the scooter for 30 to 35 km. they run at a speed of 15 to 20 kilometres per hour. They are also much lighter than normal scooters. According to police sources, four of these vehicles would be bought initially.

However, unlike Puducherry and Mumbai, police sources said that the vehicles in Kolkata would be used for patrolling areas along the bank of the Hooghly and in the Maidan, where a lot of people come for morning and evening walks. The scooters can also be used in narrow lanes, where cars are difficult to manoeuvre.

Police personnel would be given trained to handle this special type of electric scooters. These scooters would have pockets for keeping walkie-talkie and radio sets. Special charging kiosks would also be set up for convenient charging.

সবকিছু পরিকল্পনামাফিক চললে পুডুচেরী বা মুম্বইতে সমুদ্রতটের ওপর নজরদারি চালাতে যেরকম ইলেকট্রিক স্কুটার ব্যবহার করে, সেরম স্কুটার পেতে চলেছে কলকাতা পুলিশ।

এই স্কুটারগুলি দাঁড়িয়ে দাঁড়িয়ে চালাতে হয়। ইলেকট্রিক চালিত হওয়ার কারণে এই স্কুটার পুরোপুরি পরিবেশ বান্ধব। প্রতিবার চার্জিং-এ এই স্কুটার চলবে ৩০-৩৫ কিঃ মিঃ। এই স্কুটার চলে ঘণ্টায় ১৫-২০ কিঃ মিঃ গতিবেগে। এগুলি সাধারন স্কুটারের থেকে অনেক হালকা। প্রাথমিক ভাবে ৪টি স্কুটার আনা হবে।

কলকাতা পুলিশ এগুলি ব্যবহার করবে হুগলী নদীর দুপাশে নজরদারি চালাতে। পাশাপাশি নজরদারি চলবে ময়দানেও। এই স্কুটার নিয়ে খুব সরু গলিতেও ঢোকা যাবে।

পুলিশ কর্মীদের এই বিশেষ স্কুটার চালানোর প্রশিক্ষণও দেওয়া হবে। এই স্কুটারে ওয়াকি-টকি ও রেডিও-সেট রাখার পকেট থাকবে। বিশেষ চার্জিং কিয়স্ক তৈরি করা হবে চার্জিং-এর সুবিধার্থে।

The Bengal Government is going to start drinking water projects in four districts of the state at a cost of Rs 241 crore.

The projects would be set up in Howrah, in Jangipur in Murshidabad, in Krishnanagar in Nadia district and in Bansberia in Hooghly district. They would involve not only the collecting and purifying of water to make it fit for drinking but also the construction of pipelines to supply to homes.

The project in Howrah would involve purifying 20 million gallons per day (MGD), taken from the Ganga. The project will cost Rs 70 crore.

The Jangipur project is a 28 MGD project, costing Rs 81 crore, the one in Krishnanagar is a 35 MGD project while the Bansberia project is a 23 MGD project, costing Rs 75 crore.

After the completion of the projects, these places will no longer face any issue with the supply of drinking water.

The process of issuing e-tenders would start soon.

 

২৪১ কোটি টাকায় চার জেলায় জলপ্রকল্প

 

চারটি জলপ্রকল্প অনুমোদন করল মুখ্যসচিবের নেতৃত্বাধীন কমিটি। ২৪১ কোটি টাকা খরচ করে ওই জল প্রকল্প তৈরি হবে বলে পুরমন্ত্রী ফিরহাদ হাকিম জানিয়েছেন। শুক্রবার এক সাংবাদিক বৈঠকে তিনি বলেন, হাওড়া, জঙ্গিপুর, কৃষ্ণনগর এবং বাঁশবেড়িয়ায় ওই জলপ্রকল্পগুলি হবে।

হাওড়ায় ৭০ কোটি টাকা খরচ করে ২০ মিলিয়ন গ্যালন ক্ষমতা সম্পন্ন ওই জলপ্রকল্প তৈরি হবে। গঙ্গা থেকে জল তুলে তা পরিশোধন করে সরবরাহ করা হবে। তাহলে হাওড়ায় আর জলের সমস্যা থাকবে না। জঙ্গিপুরে ৮১ কোটি টাকা খরচ করে ২৮ মিলিয়ন গ্যালন ক্ষমতাসম্পন্ন জলপ্রকল্প হবে। পরিস্রুত পানীয় জল বাড়ি বাড়ি পৌঁছে দেওয়া হবে। কৃষ্ণনগরে আগের একটি জলপ্রকল্প রয়েছে। চাহিদা মেটাতে আরও ৩৫ মিলিয়ন গ্যালন ক্ষমতাসম্পন্ন জলপ্রকল্প করা হবে। এই প্রকল্প হয়ে গেলে কৃষ্ণনগরের আর জলের অভাব হবে না। বাঁশবেড়িয়ায় ৭৫ কোটি টাকা খরচ করে ২৩ মিলিয়ন গ্যালন ক্ষমতাসম্পন্ন জলপ্রকল্প তৈরি করা হবে। এখানে জল উত্তোলনের ক্ষেত্রে কিছু সমস্যা ছিল।

এই চারটি প্রকল্পের পুরো টাকাই খরচ করবে রাজ্য সরকার। এ ধরনের বড় প্রকল্প অনুমোদনের আগে মুখ্যসচিবের নেতৃত্বে একটি কমিটি তৈরি করে দিয়েছিলেন মুখ্যমন্ত্রী। সেই কমিটির সামনে ওই চারটি প্রকল্পের পাওয়ার পয়েন্ট প্রেজেন্টেশন করা হয়। তা দেখে অনুমোদন করে ওই কমিটি। এবার ই-টেন্ডার ডেকে কাজ শুরুর প্রক্রিয়া শুরু হবে।

শুধু জলপ্রকল্প তৈরি নয়, বাড়ি বাড়ি জল পৌঁছে দেওয়ার পরিকল্পনাও এই প্রকল্পের মধ্যে রয়েছে। সম্প্রতি পানিহাটি পুরসভায় এই ধরনের সমস্যা দেখা দিয়েছে। জলপ্রকল্প তৈরি করেছে কেএমডিএ আর বাড়ি বাড়ি পৌঁছে দেওয়ার দায়িত্ব ছিল পুরসভার। কিন্তু পুরানো পাইপের সঙ্গে নতুন পাইপের খাপ না খাওয়ায় সমস্যা দেখা দিয়েছে। পুরমন্ত্রী বলেন, সেই শিক্ষা থেকেই জলের প্ল্যান্ট তৈরির সঙ্গে সঙ্গে বাড়ি বাড়ি পৌঁছে দেওয়ার কাজও ওই প্রকল্পের মধ্যে রাখা হয়েছে।

The State Government’s Pathadisha app is going to get more useful in a few months’ time. Information on vessels plying the Hooghly and trams running in Kolkata are going to be incorporated in the app by December.

The app is already a huge success because, besides information on timings and routes, it also gives the real-time location of State Government-run buses. The service was introduced with information on as many as 700 State-run buses. Information on 300 more buses run by the West Bengal Transport Corporation (WBTC) will be made available before this Durga Puja.

The information on the vessels and trams will also have the real-time touch to them. At present, around 30 vessels operate in and around Kolkata to transit people across river the Hooghly. Around 80 trams operate across the city every day. Mainly during the morning and evening rush hours, a large section of commuters who arrive at Howrah station from the districts use the service to reach the central business district.

Till date, 61,000 downloads of the app have been recorded and the figure is expected to be doubled after information on real-time locations of vessels and trams are incorporated.

 

এবার ফেরী ও ট্রামের হদিসও দেবে পথদিশা

ডিসেম্বর মাস থেকে রাজ্য সরকারের পথদিশা অ্যাপ্লিকেশন হদিস দেবে হুগলী নদী পারাপার করা ফেরী ও কোলকাতার ঐতিহ্যবাহী ট্রামের গতিবিধির। এর ফলে পরিবহনে মানুষের আরও সহায়ক হয়ে উঠবে পথদিশা অ্যাপ্লিকেশনটি।

ইতিমধ্যেই জনজীবনে ব্যাপক প্রভাব ফেলেছে এই অ্যাপ্লিকেশনটি কারণ শুধু রুট ও সময়ের পাশাপাশি এই অ্যাপ্লিকেশনের মাধ্যমে জানা যায় সরকারি বাসগুলির একদম সঠিক অবস্থান। এই পরিষেবা শুরু হয়েছিল ৭০০টি সরকার পরিচালিত বাসকে নিয়ে। সরকার পরিচালিত আরও ৩০০টি বাসের গতিবিধিও এই অ্যাপবন্দি হবে দুর্গাপুজোর আগেই।

বাসগুলির মতো ফেরী ও ট্রামের যাবতীয় তথ্যও এই অ্যাপে পাওয়া যাবে। এই মুহূর্তে হুগলী নদী পারাপারে ৩০টি ফেরী এই মুহূর্তে চলে, ও ৮০টির মতো ট্রাম চলে প্রতিদিন। মূলত সকালে ও বিকেলে প্রচুর মানুষ এই পরিষেবা ব্যাবহার করেন হাওড়া স্টেশন থেকে শহরের বিভিন্ন অঞ্চল যেতে ও ফিরতে।

এখনও পর্যন্ত এই অ্যাপ্লিকেশনটি ৬১,০০০ মানুষ ডাউনলোড করেছেন ও আশা করা হচ্ছে ট্রাম ও ফেরীর তথ্যগুলি অন্তর্ভুক্ত হলে এই সংখ্যাটি দ্বিগুন হবে।
