Boost for tourism infrastructure at Sabuj Dweep

The popular tourist spot of Sabuj Dweep is being reinvigorated by the State Tourism Department, in collaboration with the PWD and Irrigation Departments. The department is focussing on creation of infrastructure in the form of modern cottages, a dormitory, picnic spots and an artificial golf turf.

Sabuj Dweep, as the name suggests, is an island, and is located about 60km from Kolkata. It sits at the meeting point of the rivers Behula and Hooghly.

Rs 1 crore is being spent for the entire project. There will be 26 cottages with all modern amenities. The cost of booking one would also be kept affordable. The dormitory-hotel will have 10 beds.

The Bengal Government has announced funding to the tune of Rs 11.5 crore for the proposed Light Hub in Chandannagar in Hooghly district. The hub is a brainchild of Chief Minister Mamata Banerjee, who had announced its creation last year during an administrative review meeting in Tarakeswar.

Chandannagar is famous for its lighting displays. During Jagaddhatri Puja in Chandannagar and during Durga Puja in Kolkata and elsewhere, the expertise of the lighting technicians is on ample display. It has been like this for as long time. A few have spread their wings to Durga Pujas outside Bengal too.

Now the government has decided to give a structured boost to this industry by creating a special zone. The government would have a comprehensive role in the hub. From training lighting technicians and helping them market their products to enable them to bag contracts for different Pujas, everything would be overseen by the government.

This would naturally lead to more and better employment opportunities, including opportunities for the experts to spread their wings to other places in India, especially where Durga Pujas take place, and even abroad.

After Mishti Hub, Muslin Hub and similar clusters comes the Light Hub. These hubs have given a huge boost to traditional small-scale industries. They provide a steady source of income for the families involved and also help in preserving the crafts.

A few months back, we had written about the State Government planning to start water taxi services on the Hooghly.

Two water taxis have been bought for the purpose, which Chief Minister Mamata Banerjee has named after two of the prominent schemes she has devised – Sishu Sathi and Save Life. The services will be inaugurated soon.

Both of these schemes have been highly successful. While Sishu Sathi arranges for free heart operations for children, Save Life Safe Drive attempts to inculcate proper driving habits and teach people to follow road rules.

The Transport Department will run the vessels. Previously, the Chief Minister had named other projects of the Transport Department too, including Gatidhara, Jaladhara and the Pathasathi app.

The water taxis will be operating on two routes. One will be operating from Millennium Park Ghat to Dakshineswar via Belur Math while the other will be operating from Millennium Park Ghat to Belur Math via Dakshineswar.

There are eight seats in each of the water taxis. Six passengers will be carried on each trip, with the two remaining seats to be occupied by the operator and a safety officer. The operator and the safety officer will both be trained personnel, and will oversee the safety and security of passengers.

There are many places of interest along the banks of the Hooghly, both on the northern and southern sides of Millennium Park. If everything go as planned, more water taxis will be introduced, for trips from Millennium Park to Princep Ghat and Kidderpore.

Soon, Haringhata Meat, a unit of the State Government’s West Bengal Livestock Development Corporation (WBLSDC), would be selling ready-to-eat turkey kebab. A 250 gram pack would cost Rs 180.

Turkey meat is very healthy as well as tasty, but is not widely available. Hence, the decision to sell packaged kebabs was taken.

For the last few months, WBLSDC, through its Kaviar chain of takeaway meat shops, has been selling dressed turkey meat, priced at Rs 510 per kilogram.

The kebab packs would be sold at the 10 outlets of Haringhata Meat as well as in 240 other outlets across the State. They would also be available online at Big Basket and Delybazar, with whom Haringhata Meat has agreements.

In Bengal, turkey is raised mostly in the districts of North 24 Parganas, South 24 Parganas, Nadia, Purba Medinipur, Paschim Medinipur and Hooghly.

In a significant stride towards becoming self-reliant in the production of hilsa (ilish), the State Fisheries Department will now take up the cultivation of the fish in ponds and rivers.

The department has signed an agreement with a Norwegian company. The company has been successful in cultivating salmon in pond and river water, and is helping the State Government in replicating that success for hilsa, according to the Fisheries Minister.

The department gradually wants to stop importing the fish from Myanmar, which is much more than gastronomy for a Bengali. Ilish, as hilsa is called in Bengali, is about identity, history and nostalgia.

Hilsa is a significant component of open-water capture fishery in Bengal, contributing about 19 per cent of the total fish landing in the Hooghly-Matla estuarine system.

Over the years, due to wanton exploitation, pollution and habitat destruction, there has been a decline in the availability of hilsa.
One of the measures to combat this was the setting up, inspired by the vision of Chief Minister Mamata Banerjee with regard to self-reliance in hilsa, of the country’s first ever dedicated Hilsa Conservation and Research Centre (HCRC) at Sultanpur in Diamond Harbour in December 2013 by the Fisheries Department.

The department is in the process of setting up two similar HCRCs in Tribeni in Hooghly district, located on the bank of the Hooghly, and Farakka in Murshidabad district, on the bank of the Ganga.

The catching, marketing and transportation of fishes less than 23 cm in length is banned in the state. The Fisheries Department has put in place vigilante teams in all the concerned districts for keeping regular vigil on markets and landing centres. Special raids are conducted during the designated ban period between September 15 and October 24 each year. The department also maintains coordination and synergy with laboratories and institutes working on hilsa fishery.

The department also takes awareness campaigns for hilsa conservation, by distributing leaflets, putting up banners and posters, and conducting boat and road rallies in areas where the fish is netted by fishermen.

The fish is anadromous, that is, migrates up rivers from the sea to spawn, during the periods from June to September and from January to April.

 

 

এবার পুকুর ও নদীতে ইলিশ মাছ চাষ করবে রাজ্য

ইলিশ মাছ উৎপাদনে স্বয়ংসম্পূর্ণ হতে এবার পুকুর ও নদীতে ইলিশ মাছ চাষ শুরু করবে রাজ্য সরকার। এই বিষয়ে নরওয়ের একটি সংস্থার সাথে চুক্তি করবে রাজ্য মৎস্য দপ্তর। এই সংস্থাটি তাদের দেশে পুকুর ও নদীতে স্যামন মাছ চাষে বিপুল সফলতা পেয়েছে।

ধীরে ধীরে মৎস্য দপ্তর মায়ানমার থেকে ইলিশ আমদানি বন্ধ করতে চায়। ইলিশ মাছ শুধুই বাঙালির রসনাতৃপ্তি করেনা, বাংলার সংস্কৃতি সঙ্গে ওতপ্রোত ভাবে জড়িয়ে আছে। তাই এই মাছ চাষে স্বনির্ভর হতে চায় রাজ্য।

সাধারনত ইলিশ মাছ চাষ হয় নোনা জলে, মোহনায়। এতদিন হুগলী-মাতলা নদীর মোহনায় যে মাছ চাষ হয়, তার ১৯ শতাংশই ইলিশ। কিন্তু, দূষণ ও অন্যান্য নানা কারণে দিনে দিনে এই পরিমাণ কমছে।

ইলিশ উৎপাদনে স্বনির্ভর হওয়ার লক্ষ্যে, মুখ্যমন্ত্রীরঐকান্তিক প্রচেষ্টায় ২০১৩ সালের ডিসেম্বর মাসে ডায়মন্ড হারবারের সুলতানপুড়ে দেশের প্রথম হিলসা কঞ্জারভেসন অ্যান্ড রিসার্চ সেন্টার তৈরী করা হয়। এই ধরণের কেন্দ্র আরও দুটি জায়গাতে তৈরী হয়েছে: হুগলী জেলার ত্রিবেণীর ধারে এবং মুর্শিদাবাদ জেলার ফারাক্কায় গঙ্গার ধারে।

২৩ সেন্টিমিটারের চেয়ে কম লম্বা ইলিশ মাছ ধরা, বিপণন এরাজ্যে নিষিদ্ধ। এই নিষেধাজ্ঞা যথাযথ কার্যকর করতে বেশ কিছু আধিকারিকের অনেকগুলি দল রাজ্যজুড়ে পরিদর্শন করে। ১৫ই সেপ্টেম্বর থেকে ২৪শে অক্টোবর প্রচুর রেড করা হয় প্রতি বছর।

ইলিশ মাছ সংরক্ষণের ব্যাপারে মৎস্য দপ্তর সচেতনতা কর্মসূচীরও উদ্যোগ নিয়ে থাকে। লিফলেট বিলি থেকে শুরু করে ব্যানার ও পোস্টার লাগানো, সচেতনতা মিছিল করা এবং মৎস্যজীবীদের সচেতন করা হয় দপ্তরের উদ্যোগে।

জানুয়ারি থেকে এপ্রিল মাস এবং জুন থেকে সেপ্টেম্বর মাস পর্যন্ত ইলিশ মাছ সমুদ্র থেকে নদীতে যায় ডিম পাড়তে। এই সময় মাছ ধরা বারন।

To further improve communication in Bengal, Chief Minister Mamata Banerjee has approved the allocation of Rs 1,779 crore for a 21 km multi-laned road from Mogra in Hooghly district to Kalyani in Nadia district, which includes a bridge over the Hooghly. The detailed project reports (DPR) for the project has been prepared.

The road will be built from Mogra to Saptagram and from there to the Hooghly, where it will join the bridge, whose other end will be connected to the road from Kalyani to Barjaguli.

The road will be four-laned while the bridge will be six-laned, with a width of 700 metres. The Chief Minister has instructed that the bridge should have an attractive design. It will be a cable-stayed bridge, and is being designed by a company from Denmark.

Besides the places through which the road will pass, indirectly, people from the districts of Purba Bardhaman and North 24 Parganas will also be benefitted.

রাজ্যের পরিকাঠামো উন্নয়নের জন্য আরও একটি উল্লেখযোগ্য পদক্ষেপ গ্রহণ করল মমতা বন্দ্যোপাধ্যায়ের সরকার। হুগলী জেলার সঙ্গে উত্তর ২৪ পরগনা ও নদীয়ার যোগাযোগ বাড়াতে চার লেনের একটি রাস্তা ও গঙ্গার ওপরে ছয় লেনের একটি সেতু তৈরীর পরিকল্পনা করা হয়েছে। খরচ ধরা হয়েছে ১৭৭৯ কোটি টাকা। পুরো টাকাই দেবে রাজ্য সরকার। ডিপিআর-ও তৈরী হয়ে গেছে। ডাকা হয়েছে গ্লোবাল টেন্ডার।

হুগলীর মগরা থেকে সপ্তগ্রাম হয়ে রাস্তাটি সোজা চলে যাবে গঙ্গা পর্যন্ত। সেখানেই গড়ে উঠবে সেতু। উল্টোদিকে কল্যাণী। রাস্তাটি কল্যাণী ছুয়ে ৩৪ নং জাতীয় সড়কের বরজাগুলি পর্যন্ত যাবে। মোট দৈর্ঘ্য ২১ কিঃমিঃ।

আধুনিক প্রযুক্তিতে তৈরী সেতুটির দৈর্ঘ্য হবে ৭০০ মিটার। সেতুটিকে আকর্ষণীয় করার নির্দেশ দিয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। নকশা করছে ডেনমার্কের একটি সংস্থা। প্রযুক্তির ভাষায় বলা হয় কেবল স্ট্রেইড ব্রিজ।

কল্যাণীতে ছয় কিঃমিঃ দৈর্ঘ্যের একটি এলিভেটেড করিডর তৈরী হবে। যা কাপা থেকে বরজাগুলিতে জাতীয় সড়কে গিয়ে মিলবে।

এই রাস্তা ও সেতু তৈরী হয়ে গেলে যাতায়াতের ক্ষেত্রে নতুন দিগন্ত খুলে যাবে। এর ফলে প্রত্যক্ষ ভাবে উপকৃত হবেন বর্ধমান, হুগলী, নদীয়া ও উত্তর ২৪ পরগণার মানুষ।

The State Fire and Emergency Department is gearing up to start firefighting operations from waterways, especially on the Hooghly. For this, a separate unit is going to be created. This will help in tackling fire in places adjacent to the river in a more effective way

The idea is to have a vessel-like thing on the river with firefighting equipment. There are a number of warehouses of Kolkata Port Trust adjacent to the river.

A committee has been formed with police officials and officials from the Fire Department to create a blueprint of the model, according to which the department will move.

While on the Fire Department, it needs to be mentioned that the department is on the fast track to further development. Fifty support vehicles for rapidly carrying equipment and personnel to the site of a fire have been procured.

Fire operators (FO) and auxiliary fire operators (AFO), numbering 1,500 each, would be recruited by June 2018.

জলপথে অগ্নি নির্বাপনের পরিকাঠামো তৈরী করবে রাজ্য সরকার

 

অগ্নি নির্বাপন ও জরুরি পরিষেবা দপ্তর জলপথে অগ্নিনির্বাপনের পরিকাঠামো তৈরী করবে, বিশেষ করে হুগলী নদীতে। এর জন্য আলাদা একটি বিভাগ তৈরি করা হবে। এর মাধ্যমে নদীর লাগোয়া কোনও স্থানে আগুন লাগলে, তা তাড়াতাড়ি আয়ত্বে আনা যাবে।

অগ্নিনির্বাপনের যন্ত্রপাতি সম্বলিত একটি জলজানের তৈরীর পরিকল্পনা আছে রাজ্যের। দমকল দপ্তর খুব শীঘ্র এই ইউনিট তৈরী করতে চায়। এই উদ্দেশ্যে ৫০টি জলযান জোগাড় করা হয়েছে। ২০১৮ সালের জুন মাসের মধ্যে ১৫০০ ফায়ার অপারেটর এবং ১৫০০ অক্সিলিয়ারি ফায়ার অপারেটর নিয়োগ করা হবে।

এই উদ্যোগের জন্য একটি ব্লু-প্রিন্ট তৈরী করতে পুলিশ আধিকারিক ও দমকল দপ্তরের আধিকারিকদের নিয়ে একটি টিম তৈরি করা হয়েছে।

As a result of the Safe Drive Save Life programme, initiated by Chief Minister Mamata Banerjee, the number of road accidents in the state has come down sharply.

Now, the government is taking newer measures to further reduce accidents and deaths. The work for installation of cameras at accident-prone points is being completed at a rapid pace. More traffic police personnel are being provided motorbikes so that there are no loopholes in surveillance activities on city roads and highways.

Alongside undertaking various ways – through social media, posters, awareness weeks, etc. – to make people understand the need for following traffic rules, strong actions also being taken against anyone not following rules. These measures have ensured in reducing accidents and thus making for safe travel.

Another measure related to breaking traffic rules, which has been decided to be taken by the State Police, is the issuing of electronic chalans or e-chalans in lieu of the fines paid. This would ensure the process of taking fines is resolved quickly and would also save paper.

The process would be resolved through a software loaded on to the mobile phones of the traffic police personnel. They would fill up an online form and send the chalan to the mobile number of the rule-breaker, who can then pay online as well. It has been decided to start this system in ten districts by the middle of 2018, and among them, in Howrah, Hooghly, Purba Medinipur, Paschim Medinipur, North 24 Parganas and Nadia, first. It must be mentioned here that Kolkata Police already has this measure in place.

In 2016 the number of accidents in Bengal was 13,580 and number of fatalities was 6,544. In 2017, the number came down to 11,705 accidents and 5,625 fatalities.

In December 2016, there were 1,110 accidents which led to 562 people getting injured, which in December 2017 reduced to 921 accidents and 462 injured.

The Safe Drive Save Life programme was started in Kolkata in 2016, and is now being extended across state. Its effectiveness was recently acknowledged by the Supreme Court too.

মুখ্যমন্ত্রীর উদ্যোগে কমছে দুর্ঘটনা, নতুন প্রকল্প নিচ্ছে ট্রাফিক বিভাগ

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের চালু করা ‘সেফ ড্রাইভ সেভ লাইফ’ প্রকল্পের জন্যই, শেষ হওয়া বছরে দুর্ঘটনায় মৃতের সংখ্যা একধাক্কায় অনেকটা নেমে গেল। শুধু তাই নয়, আহতের সংখ্যাও নেমে এসেছে অনেকটাই।

২০১৬ সালের জুলাই মাসে মুখ্যমন্ত্রীর সেফ ড্রাইভ সেভ লাইফ প্রকল্পের সূচনা করেন। হাইওয়ে থেকে শুরু করে বিভিন্ন রাস্তায় কীভাবে দুর্ঘটনা কমানো যায়, তা নিয়ে একাধিক সিদ্ধান্ত নেওয়া হয়। বেপরোয়া যানকে বাগে আনতে বিভিন্ন জায়গায় বসানো হয় সিসিটিভি। এছাড়াও স্পিড রেডার গান কিনে তা দিয়ে নজরদারি শুরু হয় বিভিন্ন জায়গায়। পাশাপাশি হাইওয়েতে বিশেষ চেকিংয়ের ব্যবস্থাও চালু হয়। যা রাজ্য পুলিস এলাকায় এতদিন ছিলই না। নির্দিষ্ট গতির চেয়ে বেশি জোরে গাড়ি চালালে চালকদের বিরুদ্ধে মোটা অঙ্কের জরিমানা করা শুরু করে ট্রাফিক বিভাগ।

এতে একদিকে গাড়ির গতি যেমন নিয়ন্ত্রণে আসে, তেমনি দুর্ঘটনার সংখ্যাও ধীরে ধীরে কমতে শুরু করে। ট্রাফিক বিভাগ সূত্রে খবর, ২০১৬ সালে গোটা রাজ্যে দুর্ঘটনার সংখ্যা ছিল ১৩,৫৮০টি। যার মধ্যে মৃত্যু হয় ৬৫৪৪ জনের। সেখানে ২০১৭ ডিসেম্বর পর্যন্ত দুর্ঘটনা ঘটেছে ১১,৭০৫টি। মৃতের সংখ্যা কমে হয়েছে ৫৬২৫।

সবচেয়ে উল্লেখযোগ্য বিষয় হল, বর্ষশেষ ও বর্ষবরণের রাতে দুর্ঘটনার সংখ্যা কমে যাওয়া। ২০১৬ সালের ডিসেম্বর মাসে দুর্ঘটনায় সংখ্যা ছিল ১১১০। হতাহত ছিল ৫৬২ জন। সেখানে ২০১৭ সালে তা কমে দাঁড়িয়েছে ৯২১টি। হতাহত হন ৪৬৩ জন। ২০১৭ সালে মৃতের সংখ্যা এক হাজারের বেশি কমেছে।

চলতি বছরে দুর্ঘটনার সংখ্যা যাতে আরও কমিয়ে ফেলা যায়, সেজন্য নতুন উদ্যমে কাজ শুরু করে দিয়েছেন তাঁরা। বিভিন্ন জায়গায় সচেতনতামূলক প্রচারের পাশাপাশি আইন ভঙ্গকারীদের বিরুদ্ধে কড়া ব্যবস্থা নেওয়া শুরু হয়েছে। এরইসঙ্গে যে সমস্ত জেলায় এখনও ক্যামেরা বসানোর কাজ শেষ করা যায়নি, সেখানে তা দ্রুত সেরে ফেলার কাজ শুরু হয়েছে।

Seven ghats in Dakshineswar and Belur, along the river Hooghly, are going to be renovated by the State Government at a cost of Rs 34 crore.

Among the seven are three in Dakshineswar – Chandni Ghat, Panchabati Ghat and Ferry Ghat – and four in Belur – three at Belur Math and Mayer Ghat on the opposite bank.

There will be an investment of Rs 17 crore for the projects in Dakshineswar and another Rs 17 crore for the projects in Belur. An iron fencing will also be constructed on the bank of the river at Belur Math.

দক্ষিণেশ্বর ঘাট সাজানোর জন্য টেন্ডার ডাকা তো হয়েই গেছে, এবার বেলুড় ঘাটও সাজানোর সিদ্ধান্ত নিল রাজ্য সরকার। বেলুড়ের চারটি ঘাট সাজাতে খরচ হবে ১৭ কোটি টাকা। পাশাপাশি বাবুঘাট সাজানোর বড় পরিকল্পনা নিয়েছে সরকার। প্রিন্সেপ ঘাটের মত করে সাজানো হবে সমস্ত হেরিটেজ নির্মাণ বাঁচিয়ে। এর জন্য ডিপিআর তৈরী করা হচ্ছে। এই কাজ করবে কলকাতা পুরসভা।

বেলুড় ঘাটের কাজ করবে কেএমডিএ ও নগরোন্নয়ন দপ্তর। দক্ষিণেশ্বরে তিনটি ঘাট আছে, চাঁদনি, পঞ্চবটি ও ফেরিঘাট। বেলুড়ে আছে মায়ের ঘাট, এক ও দুই নম্বর ঘাট এবং ফেরি ঘাটের পরিকাঠামো উন্নয়নেও সমপরিমাণ অর্থ বরাদ্দ হচ্ছে। এছাড়া বেলুড় ঘাটের উল্টো পাড়ে একটি শ্মশানঘাট নির্মাণ করা হবে।
