Digital Dispensary: WB Govt’s latest effort to spread healthcare to all

Access to primary healthcare for people in rural areas of West Bengal got a fillip with a new initiative known as Digital Dispensary.

This telemedicine venture has been started in Mousani, a small island in the Sundarbans with around 30,000 inhabitants. It is being implemented through a partnership among the State government, the Namkhana panchayat (of which Mousani is a part) and a private company on a sustainable low-cost model.

The venture works as a video-conferencing solution with doctors. The doctors use an artificial intelligence-based diagnostic and prescriptive tool that ensures quick and safe telemedicine consultations. The local gram panchayat extended its support by providing space in its own office.

A huge challenge lies in geographical access to remote islands of the Sundarbans, and Digital Dispensary is a commendable effort by the West Bengal Government to overcome that challenge. There are plans to extend this project to many other remote areas of the State.

Ever since Chief Minister Mamata Banerjee came to power and took charge of the Health Ministry, there has been a huge improvement in the health administration of the State, in marked contrast to the 34 years of Left Front rule. From more emphasis on child care to much increase in the number of hospitals beds and medical college seats to an almost five times increase in Plan Expenditure, it has been a wholesale improvement.

পশ্চিমবঙ্গের গ্রামাঞ্চলে স্বাস্থ্যপরিষেবা পৌঁছে দেওয়ার জন্য সরকারের নতুন উদ্যোগ ডিজিটাল ডিসপেনসারি শুরু করার পরিকল্পনা করেছে রাজ্য সরকার।

এই টেলিমেডিসিন ব্যবস্থা শুরু হয়েছে সুন্দরবনের একটি প্রত্যন্ত দ্বীপে যার নাম ‘মৌসানি’।  এই দ্বীপে প্রায় ৩০,০০০ লোকজন বাস করেন। রাজ্য সরকার এবং নামখানা পঞ্চাইয়েতের সঙ্গে একটি প্রাইভেট কমাপানির সহযোগিতায় এই ব্যবস্থা বাস্তবায়িত হয়েছে।

ভিডিও কনফারেন্সের মাধ্যমে ডাক্তাররা ব্যবহার করতে পারবেন এই ব্যবস্থা। টেলিমেডিসিনের মাধ্যমে রগ নির্ণয় ও প্রেসক্রিপশন দিতে পারবেন ডাক্তাররা। স্থানীয় গ্রাম পঞ্চায়েত নিজের অফিসে স্থান প্রদানের মাধ্যমে এই ব্যবস্থাকে সমর্থন জানিয়েছেন।

সুন্দরবনের প্রত্যন্ত এলাকাগুলিতে এই ব্যবস্থা পৌঁছে দেওয়া নিঃসন্দেহে একটি বড় চ্যালেঞ্জ এবং এই চ্যালেঞ্জ অতিক্রম করার অভিনব প্রচেষ্টা পশ্চিমবঙ্গ সরকারের এই ডিজিটাল ডিসপেনসারি। রাজ্যের বিভিন্ন জায়গায় এই প্রকল্প প্রসারিত করার পরিকল্পনা রয়েছে।

মমতা বন্দ্যোপাধ্যায় ক্ষমতায় আসার পর থেকে স্বাস্থ্য দপ্তর নিজের দায়িত্বে নিয়েছেন। এর পর থেকেই স্বাস্থ্য ব্যবস্থার পরিকাঠামো সহ বিভিন্ন ক্ষেত্রে প্রভূত উন্নতি হয়েছে। শিশু চিকিৎসা থেকে শুরু করে হারপাতালের বেড সংখ্যা বৃদ্ধি, মেডিকেল কলেজের আসন সংখ্যা বৃদ্ধি সব ক্ষেত্রেই প্রভূত উন্নতি লক্ষণীয়।

President praises development initiatives of WB CM

President Pranab Mukherjee on Wednesday praised West Bengal Chief Minister Mamata Banerjee for her “emphasis” on improvement in education, health and infrastructure.

Mukherjee inaugurated the administrative building, an auditorium and a gym at Vidyanagar College in Bishnupur, South 24-Parganas. He had taught political science at the college from 1963 to 1968.

“The chief minister has laid emphasis on three subjects – education, health and infrastructure. This is laudable,” Mukherjee said.

Diamond Harbour MP and Trinamool Youth Congress National President Abhishek Banerjee was present on the occasion.

Promise fulfilled: New multi super speciality hospitals for districts

The West Bengal Government not only makes promises but fulfills them. West Bengal Chief Minister Ms Mamata Banerjee had announced in the past that 34 new multi super speciality hospitals will come up in Bengal. Fulfilling her promises, two such hospitals were inaugurated by the CM today at a function in Nadia district.

The new super speciality hospitals with 300 beds are located at Nayagram (West Midnapore) and Barjora (Bankura) respectively.

The project was conceived after the Trinamool Congress came to power in 2011. The department for health and family welfare is headed by Chief Minister  Mamata Banerjee herself.

Other such super speciality hospitals are coming up in the districts including East Midnapore, Purulia, Birbhum, Jalpaiguri, South 24-Parganas and North 24-Parganas.

Along with fair price medicine and diagnostic centres, these super speciality hospitals will go a long way in rejuvenating the health sector in the state.

Free health facilities in state medical colleges soon: WB CM

West Bengal Chief Minister Mamata Banerjee on Monday said free medicine and other health facilities will be available for people in all medical colleges under the state government within one month.

“In the recent past months, we have come up with a new scheme — shortly the Department of Health and Family Welfare in all West Bengal government-owned medical colleges and hospitals will offer free medical services to all people,” the chief minister said at an event felicitating meritorious students from the minority communities here.

She said that in the villages (primary to Zilla hospitals), the state government provides free medicine to patients besides not charging any fees for availing the hospital bed and related facilities.

“It implies that the free medicine and free bed-charges scheme – which we had in the zilla and district hospitals – will be extended to medical colleges. It will be implemented in the coming one month which will benefit lakhs of people,” she said.

“Patients won’t have to bear any charges on medicine, medical tests, bed and boarding fees. It will also include costly medicine for cancer, heart-related ailments, chemotherapy and others,” she said.

The state government had earlier announced providing free treatment of all types of cancer, cardiac problems and blood disorders completely free in state government-run hospitals and medical colleges.

Ayurvedic Health Service Bill passed by Bengal Assembly

The West Bengal assembly Monday passed the ‘West Bengal State Ayurvedic Health Service (Amendment) Bill-2015’.

Speaking about the bill, minister of state for AYUSH, Health and Family Welfare Department, Ashish Banerjee, said the posts in the cadre of the West Bengal Ayurvedic Education Service and the West Bengal Ayurvedic Health Service would now be filled up through the West Bengal Health Recruitment Board.

Recruitment to all teaching and administrative posts in the West Bengal Ayurvedic Education Service and all basic grade and administrative posts in the West Bengal Ayurvedic Health Service was so far been made through the West Bengal Public Service Commission.

Stating that units of AYUSH (Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy) would be set up in all districts, the minister said AYUSH units would come up initially in the districts of Darjeeling, Jalpaiguri, West Midnapore, Birbhum, Nadia, South 24-Parganas and North 24-Parganas.

A 50-bed AYUSH hospital would also come up at Alipurduar and Chief Minister Mamata Banerjee would lay its foundation soon.

Stating that this mode of treatment would benefit people, the minister added the companies manufacturing AYUSH medicines have assured the state government to make necessary recruitment from AYUSH-related institutes.

State declares health schemes to benefit underprivileged

Minister of state for health Ms Chandrima Bhattacharya on Friday said that the state government will distribute certain expensive cancer drugs among poor patients free of cost in its hospitals in the city.

This is part of the project initiated by the present government to provide better health care facilities to the underprivileged.

The minister said that the decision would be implemented from 2 October. The Chief Minster had earlier expressed her desire for running a scheme through which the poor patients suffering from cancer will get some expensive drugs in the hospitals for free.

The minister today made this announcement while speaking at the inauguration of a new facility ward at the SSKM hospital. The ENT department of the SSKM hospital has conducted cochlear implant (CI) surgeries on four patients who are deaf or have hearing problem for free.

State ID hospital to have new world-standard isolation ward

A new isolation ward, that will have all that it requires to shut out patients with such fast-spreading diseases as ebola, swine flu and MERS (Middle East Respiratory Syndrome) from the outside world, is coming up at the state-run Infectious Diseases (ID) Hospital in Beliaghata.

The ward will also have a designated area where patients who have died from such deadly viruses as ebola can be cremated so that there’s no chance of the disease spreading. Relatives will be allowed to perform the last rites donning protective gear as mandated by the World Health Organization (WHO).

The new 30-bed isolation ward would come up on the ground floor of the main hospital building. This ward will be compliant with all WHO guidelines for the treatment of swine flu, ebola and MERS patients.

The state government has already sanctioned Rs 65 lakh for civil construction work. Each patient admitted to this ward will have a separate toilet. Doctors and nurses on duty will have the requisite gear and separate rooms for acclimatization.

KMC campaigns door to door, opens health camps to combat enteric outbreak

Kolkata Municipal Corporation (KMC) have decided to intensify surveillance at each household in low-lying pocket areas.

The spread of enteric diseases like diarrhoea and dermatitis in Kolkata as an aftermath of the flood-like situation in many parts of the city, civic authorities are going all out in their efforts to check their rise.

Beliaghata ID hospital reported around 100 patients on an average on daily basis since August 3 after the very heavy rainfall was recorded and subsided. 80% patients are Kolkata residents and only 20% are getting admitted from neighbouring districts.

The numbers getting admitted are causing concern for KMC’s health department officials monitoring the outbreak in the city. According to senior KMC doctors, in the wake of water-logging, there is always the possibility of stored water being contaminated coupled with personal hygiene resulting in episodes of acute diarrhoeal diseases.

“It is true Beliaghata ID hospital is getting a steady flow of patients with complaints of diarrhoea but the figure is not yet alarming to officially declare an outbreak. Only 41 patients are admitted as on date and a total of 1,100 patients have been treated in the last 10 days,” Atin Ghosh, member, mayor-in-council (health), said. KMC collected over 250 samples from different points in the city and in few places the reports were not satisfactory, denoting contamination in water.

Field workers are visiting door to door in affected wards and distributing anti-diarrhoeal drugs and ORS, and halogen tablets to disinfect drinking water. There is no shortage of anti-diarrhoeal drugs or ORS or halogen tablets. There is also no dearth of logistics support, sources said.

“We have visited 51,936 houses in 144 wards in Kolkata and have opened several health camps and our field workers have identified 1,100 patients suffering from diarrhoea and few patients suffering from dermatitis,” the MMiC (health) said.

KMC has cancelled holidays of health staffs of wards 1, 108, 109, 111 to 114, which are vulnerable areas.

Special teams have been formed to make visits at every doorstep in Tangra, Tiljala and Topsia that reports most diarrhoea cases round the year.

“In these wards, we would keep our ward health units open all the seven days for extra hours to distribute ORS, halogen tablets and derma ointments. We are also treating common cough and cold and viral fevers,” Ghosh said.

KMC is asking all Kolkatans to drink water only after boiling it.

UK and Bengal sign 21 MoUs

West Bengal Chief Minister Mamata Banerjee-led delegation to the UK today clinched 21 MoUs with the UK in the fields of industry, health, education and urban development.

The agreements were signed during a bilateral meeting with Britain’s Minister of State for Employment and British Prime Minister David Cameron’s Indian Diaspora champion Priti Patel at a reception hosted at the Foreign and Commonwealth Office (FCO) in London.

“This is a landmark visit… These MoUs will help bring the UK and West Bengal ever closer, and unleash the potential of our relationship,” Patel said in her address.

“For 34 years, West Bengal languished under Communist rule. The state had tremendous potential, but that potential remained unfulfilled… I am delighted to say that things are changing fast. Today, West Bengal is on the move.

“Under Mamata Banerjee’s leadership the state is enjoying a renaissance and its potential is beginning to be realized,” said the Indian-origin minister, who had accompanied PM Cameron to Kolkata in 2013.

“The Prime Minister was impressed. It was clear to him this was a state ? and a Chief Minister ? that we could do business with. That’s why he invited you (Banerjee) to visit London,” she said on behalf of the British Prime Minister, who is on a tour of South East Asia.

Elite panel to shape Institute of Public Health

An enviable ensemble of academics -led by Amartya Sen and belonging to iconic institutes like MIT, University College London and London School of Hygiene and Tropical Medicine -will now help set up and shape Bengal’s first Institute of Public Health.

West Bengal Chief minister Mamata Banerjee will give shape to the ambitious project, which is expected to come up in Kalyani, during her upcoming maiden visit to the UK. An MoU will be signed between the state and the top British institutions and academics on Monday.

Mamata Banerjee has handpicked the illustrious governing body of the institute. Apart from Sen, the panel will include former health secretary of India Sujatha Rao, Abhijit Vinayak Banerjee from MIT, Grant Miller from Stanford School of Public Health and Michael Mermet from University College London.
