National Nutrition Week begins from today. The Trinamool Congress-run Bangla Government has introduced several initiatives to improve the health of children through large-scale nutritional intervention programmes and improving healthcare facilities. It is an ongoing process, with Chief Minister Mamata Banerjee leading the efforts, being the Health Minister as well. As a result of these efforts, both infant mortality rate and maternal mortality rate have come down considerably. Eradication of under-nutrition and malnutrition has also been made one of the primary aims of the internationally-recognised Kanyashree Scheme.

HIGHLIGHTS

Largest child nutrition intervention programme: Bangla has the largest child nutrition intervention under the ICDS programme, reaching out to 76 lakh children below 6 years and 14 lakh pregnant and lactating women spread across 23 districts. Energy-dense protein-rich ready-to-eat food has been introduced for all severely malnourished children. Hot cooked meals are provided to all children and pregnant and lactating mothers.

Special food provisions under Khadya Sathi: As part of the Khadya Sathi Scheme, the Food and Supplies Department has introduced a special coupon for all mothers and babies admitted in Nutrition Rehabilitation Centres, and babies who have been admitted because they are malnourished. Each baby and mother together get 5kg of rice, 2.5kg of fortified atta, 1kg masoor dal and 1kg of Bengal gram against this coupon.

IMR and MMR going down, institutional delivery going up: Both infant mortality rate (IMR) and maternal mortality rates (MMR) across the State have gone down considerably in the past seven-and-half-years. The MMR has reduced from 113 per 1 lakh mothers in 2011 to 101 in 2018, which is much lower than the national average of 130. The IMR has reduced to 25 per 1,000 live births, which is also much lower than the national average of 34. What is also significant is that the State Government has increased institutional delivery from 65 per cent in 2010 to 97.5 per cent in 2018-19.

Mother and Child Hubs: The Health Department has also initiated the process to setting up 14 Mother and Child Hubs (MCH) at different facilities across the State for ensuring qualitative and quantitative improvement in maternal and child services at various hospitals. Out of the 14, nine are operational.

Upgrading of healthcare facilities: The Government has taken up a comprehensive scheme of upgrading maternal, newborn and paediatric services at 68 tertiary and secondary healthcare facilities (that conduct more than 3,000 deliveries in a year) with the aim of providing better treatment to expectant mothers and infants.

Kanyashree: Two of the internationally-recognised Kanyashree Scheme’s six primary objectives deal with nutrition: improving the IMR and MMR by delaying the age of marriage and consequently increasing the age of first birth, and eradicating under-nutrition and malnutrition of female children.

The Bangla Government has allotted a fund of Rs 56.58 crore for strengthening nursing education in the State.

The fund is mainly for setting up five more nursing training institutions – at SSKM Hospital, North Bengal Medical College and Hospital, Burdwan Medical College and Hospital, Suri Sadar Hospital and Alipurduar District Hospital. The institutions would conduct the general nursing and midwifery (GNM) course.

These five would add to the 89 GNM schools already running in the State. It may be mentioned that the State Health Department had decided last January to open 27 more schools for teaching GNM, many through the PPP model. There would be at least one nursing school in every district.

The Bengal Government is planning to set up comprehensive geriatric care units in various districts hospitals of the State. The units would be exclusive centres for the elderly, which would understand their medical backgrounds and offer them customised care.

The project will be carried out in various phases, with pilot projects in some districts to start with.

Currently, there are separate arrangements for elderly citizens in the outpatient departments (OPD) of all the State-run hospitals and medical colleges in Bengal. The existing infrastructure of elderly care in some of the hospitals across the State will be given a complete overhaul.

Specialised geriatric care centres would be set at the district-level where proficient geriatricians and allied medical professionals will provide comprehensive assessment to address all-round needs of a patient and recommend the best treatment.

According to sources in the Health Department, there are plans to divide the geriatric care centres into four zones – Outpatient Care, In-Patient Care, Emergency Care and Home Health Care. They will offer comprehensive physical, cognitive and psychosocial assessments, a personal care plan, rehabilitation, and recommendations on safe use of medicines.

Chief Minister Mamata Banerjee introduced the hugely popularly Swasthya Sathi Scheme in 2016. The notification for the group insurance scheme was issued on February 25 of that year. Almost all State Government employees, including part-time and contractual workers, have been included in this scheme.

Like many other schemes, Swasthya Sathi is entirely information technology (IT)-based. It is a paperless, cashless, smart card-based scheme. Online e-health records (e-HR) are captured and kept accessible for future reference.

The scheme has enrolled 44.5 lakh government employees and their families so far, who have been provided 64KB smart cards. So far, 96,088 patients have availed of this cashless healthcare benefit scheme from the network of about 850 hospitals and nursing homes in the state.

The total estimate approved by the Finance Department for the group insurance scheme is Rs 1,363.72 crore.

Bengal has also performed remarkably under the Rashtriya Swasthya Bima Yojana (RSBY). The scheme is active in all the districts. The number of beneficiaries who have availed healthcare using the RSBY Smart Cards is 2,86,027.

 

 

স্বাস্থ্য সাথী – এক দৃষ্টান্তমূলক স্বাস্থ্যবীমা প্রকল্প

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ২০১৬ সালে জনপ্রিয় স্বাস্থ্য সাথী প্রকল্প চালু করেন। ওই বছরেরই ২৫ শে ফেব্রুয়ারি এই বীমার জন্য বিজ্ঞপ্তি জারি করা হয়। প্রায় সমস্ত সরকারি কর্মী, অস্থায়ী কর্মী, চুক্তিভিত্তিক কর্মী সকলকেই এই বীমার আওতায় আনা হয়।

অন্যান্য প্রকল্পের মতো এই স্বাস্থ্য সাথী প্রকল্পও তথ্য প্রযুক্তি নির্ভর। এই প্রকল্প কাগজপত্র বিহীন, ক্যাশলেস, স্মার্ট-কার্ড নির্ভর। অনলাইনে ই-হেলথ রেকর্ডে সমস্ত তথ্য সংরক্ষিত থাকবে যা পরে দেখা যাবে। এই প্রকল্পের সুবিধা পাওয়া যাবে রাজ্যের ৮৫০ সরকারি হাসপাতাল ও নার্সিং হোমে।

এই প্রকল্পের আওতায় ৪৪.৫ লক্ষ সরকারি কর্মী ও তাদের পরিবারকে আনা হয়েছে এখন পর্যন্ত। তাদের ৬৪ কিলোবাইটের স্মার্ট কার্ড দেওয়া হয়েছে। এখন পর্যন্ত ৯৬০৮৮ জন এই প্রকল্পে সুবিধা নিয়েছেন।

এই প্রকল্পের জন্য অর্থ দপ্তর ১৩৬৩.৭২ কোটি টাকা বরাদ্দ করেছে।বাংলা রাষ্ট্রীয় স্বাস্থ্য বীমা যোজনাতেও ব্যাপক সফলতার সঙ্গে কাজ করেছে। এই প্রকল্পের সুবিধা রাজ্যের সবকটি জেলায় পাওয়া যায়। রাষ্ট্রীয় স্বাস্থ্য বীমা যোজনাতে উপকৃত মানুষ যারা ইতিমধ্যেই স্মার্ট কার্ড পেয়েছেন, তার সংখ্যা ২৮৬০২৭।

Bengal Government has decided to recruit 10,000 nurses who would be imparted special training on how to treat patients during an emergency.

According to sources in the state Health department, as many as 10,000 nurses will soon be recruited as “Community Health Officer” (CHO) in the district and sub-divisional hospitals and also health centres in districts. The recruitment would be done through various phases on a priority basis.

These CHOs would mostly be sent to villages to develop a better health infrastructure in the rural hospitals. West Bengal Health Recruitment Board will recruit these nurses after getting a final clearance from the Chief Minister.

The nurses who are willing and are already in government services can apply for the post and will have to appear in the examination.

Those clearing it will get the opportunity to undergo training. The duration of the training would be of six months the syllabus for which would be prepared by IGNOU. On the completion of the course, a certificate would be given to the candidates.

In the first phase, more than 200 CHOs would be recruited in the village health centres on a priority basis.

জেলায় জেলায় স্বাস্থ্য পরিকাঠামো উন্নয়নে আরও জোর দিল রাজ্য সরকার। স্বাস্থ্য দপ্তর সিদ্ধান্ত নিয়েছে জেলা ও মহকুমার সরকার চালিত হাসপাতাল ও স্বাস্থ্য কেন্দ্রের জন্য তারা ১০,০০০ নার্সকে বিশেষ প্রশিক্ষণ দিয়ে নিয়োগ করবে।

স্বাস্থ্য দপ্তর আগামী চার-পাঁচ বছরে বিভিন্ন পর্যায়ে মোট ১০,০০০ নার্সকে নিয়োগ করবে কমিউনিটি হেলথ অফিসার হিসেবে। মুখ্যমন্ত্রীর নির্দেশ পেলেই ওয়েস্ট বেঙ্গল হেলথ রিক্রুটমেন্ট বোর্ড নিয়োগ প্রক্রিয়া শুরু করবে। গ্রামীণ হাসপাতালগুলির স্বাস্থ্য পরিকাঠামো উন্নয়নের জন্য বেশীর ভাগ কমিউনিটি হেলথ অফিসারদের গ্রামাঞ্চলে পাঠানো হবে।

যে সকল নার্সরা ইতিমধ্যেই সরকারি হাসপাতালে কিংবা স্বাস্থ্য কেন্দ্রে কাজ করেন, এবং কমিউনিটি হেলথ অফিসার হতে ইচ্ছুক, তারা আবেদন করতে পারেন; তাদের একটি পরীক্ষাও দিতে হবে। এই পরীক্ষায় উত্তীর্ণ হলে তারা বিশেষ প্রশিক্ষণ নিতে পারবেন। এই প্রশিক্ষণের মেয়াদ ছয় মাস; পাঠ্যক্রম তৈরী করবে ইগনোউ। প্রশিক্ষণ সম্পন্ন হলে সার্টিফিকেট দেওয়া হবে কৃতীদের।

প্রথম দফায় জরুরী ভিত্তিতে ২০০ জন কমিউনিটি হেলথ অফিসার নিয়োগ করা হবে গ্রামীণ স্বাস্থ্যকেন্দ্রগুলিতে।

In a bizarre practice, the procedures of performing autopsy were starkly different, till date, among different hospitals in Kolkata and that of districts. This system is set for a change as the State Health Department has come up with a set of ‘Standard Operating Procedures’ (SOP) for autopsies. A draft set of guidelines was prepared in 2015.
As per the new guidelines, the process of autopsy that has to be followed will be clearly mentioned. All hospitals – whether in the State capital or in districts – have to follow that. Additionally, the 5-page SOP lists the basic requirements for the morgues – their dimensions, internal environment etc.
Incidentally, for the last three months, autopsy reports in Kolkata are made available online by the Kolkata Police. An OTP is sent to the mobile number of a relative of the deceased, using which they can download it from the police’s website. Measures are being taken to launch this service across the State.

একই রাজ্য৷ অথচ এতকাল অস্বাভাবিক প্রতিটি মৃত্যুর ঘটনায় বাধ্যতামূলক যে ময়নাতদন্ত , তা চলে আসছিল ভিন্ন ভিন্ন নিয়মে৷ শহরের মেডিক্যাল কলেজে এক রকম, জেলায় অন্য রকম৷ এহেন ব্যবস্থাটা বদলাতে চলেছে৷ গোটা রাজ্যে চালু হতে চলেছে ময়নাতদন্তের অভিন্ন নিয়ম, পদ্ধতি৷ স্বাস্থ্য দপ্তরের উদ্যোগে ২০১৫ সালে তৈরি হয় প্রথম খসড়া নিয়মাবলি৷
কী থাকবে নয়া নিয়মাবলিতে? প্রথমত, কোন পদ্ধতিতে ময়নাতদন্ত সম্পন্ন করবেন এক জন বিশেষজ্ঞ, সেটা চিহ্নিত করা রয়েছে৷ পাশাপাশি , মর্গের পরিবেশ কেমন হবে , আকার -আয়তন কেমন হবে , তা -ও নির্দিষ্ট করে দেওয়া হচ্ছে ৫ পাতার ‘এসওপি ’তে৷ আরও অনেক গুরুত্বপূর্ণ বিষয়েও দিশা দেখাতে চলেছে নয়া নিয়মাবলি৷
মাস তিনেক হল , কলকাতার মর্গে হওয়া ময়নাতদন্তের প্রাথমিক রিপোর্ট সরাসরি ডাউনলোডের পদ্ধতি চালু হয়েছে৷ মৃতের ঘনিষ্ঠ আত্মীয়ের মোবাইল নম্বরে পাঠানো হয় একটি ওটিপি৷ সেই ওটিপি -র সাহায্যে ময়নাতদন্তের রিপোর্ট এখন সরাসরি কলকাতা পুলিশের ওয়েবসাইট থেকে ডাউনলোড করতে পারেন নিকটজনেরা৷ এই পদ্ধতি যাতে গোটা রাজ্যেই চালু হয় , সেই ব্যবস্থা করা হচ্ছে বলে সূত্রের খবর৷

The Bengal Government is to open ten more blood banks in the state in 2018. With these, the total number in the state will increase to 84.

Not just that, with the increasing demand for blood components, the government is setting up blood component separation units (BCSU) in 21 existing blood banks. The work for these would be over before the panchayat elections. With these 21, the number of BCSUs would increase to 38.

The above information came from a senior official of the State Health Department.

The new blood banks would be located in Birpara, Tehatta, Dinhata, Nandigram, Metiabruz, Salboni, Debra, Mathabhanga, Falakata and Sagardighi. The new BCSU would be set up in the blood banks located in Chinsurah, Howrah, Bishnupur, Purulia, Darjeeling, Siliguri, Kalimpong, Jalpaiguri, Alipurduar, Raiganj, Balurghat, Barasat, Basirhat, Diamond Harbour, Siuri, Rampurhat, Jhargram and Tamluk.

 

রাজ্য সরকারের উদ্যোগে আরও ১০টি নতুন ব্লাড ব্যাঙ্ক, ২১ কম্পোনেন্ট ইউনিট

ঘটনা-দুর্ঘটনা, বিপদ-আপদ হোক বা জটিল অসুখ-বিসুখ— কারণ যাই হোক না কেন, রাজ্যজুড়ে রক্তের ঘাটতি মেটাতে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে চালু হতে চলেছে আরও নতুন ১০টি ব্লাড ব্যাঙ্ক। ২০১৮ সালের মধ্যে এগুলি চালু করার লক্ষ্যমাত্রা নিয়েছে রাজ্য সরকার। ফলে রাজ্যে সরকারি ব্লাড ব্যাঙ্কের সংখ্যা শীঘ্রই বেড়ে হবে ৮৪।

এছাড়া ২১টি ব্লাড ব্যাঙ্ককে প্লাজমা, প্লেটলেট, প্যাকড সেল সহ রক্তের বিভিন্ন ধরনের উপাদান পৃথকীকরণ ইউনিটে (ব্লাড কম্পোনেন্ট সেপারেশন ইউনিট) উন্নীত করার পরিকল্পনা নিয়েছে স্বাস্থ্যভবন। তাতে এ ধরনের ইউনিটের সংখ্যা বেড়ে হবে ৩৮।

প্রস্তাবিত নতুন ব্লাড ব্যাঙ্কগুলি হবে বীরপাড়া, তেহট্ট, দিনহাটা, নন্দীগ্রাম, মেটিয়াবুরুজ, শালবনী, ডেবরা, মাথাভাঙা, ফালাকাটা এবং সাগরদিঘিতে। আর যেসব ব্লাড ব্যাঙ্ককে রক্তের উপাদান পৃথকীকরণ ইউনিটে পরিণত করা হবে, সেগুলি হল চুঁচুড়া, হাওড়া, বিষ্ণুপুর, পুরুলিয়া, দার্জিলিং, শিলিগুড়ি, কালিম্পং, জলপাইগুড়ি, আলিপুরদুয়ার, রায়গঞ্জ, বালুরঘাট, বারাসত, বসিরহাট, ডায়মন্ডহারবার, সিউড়ি, রামপুরহাট, ঝাড়গ্রাম ও তমলুক জেলা হাসপাতাল এবং ক্যানিং মহকুমা হাসপাতাল, নন্দীগ্রাম সুপারস্পেশালিটি হাসপাতাল ও সাগর দত্ত মেডিক্যাল কলেজ হাসপাতাল।

In a unique initiative, the state Food and Supplies department has tied up with the Health department to distribute free food grains among mothers and their newborns suffering from malnutrition.

Under this new scheme, the Food Supplies department will distribute various food grains including rice, pulses, wheat and soyabean among mothers and their children on the basis of the list provided by the state 2.

The State Food and Supplies Minister said that a pack weighing around 9 kg of food grains will be supplied for the mothers and their babies suffering from malnutrition every month. They would be able to avail the service for one year since a mother gives birth to a child and suffers from malnutrition. One packet will be distributed among each family in a month and they will be able to avail the benefits for one year.

একটি অভিনব উদ্যোগে রাজ্য খাদ্য ও সরবরাহ দপ্তর জোট বেঁধেছে স্বাস্থ্য দপ্তরের সঙ্গে যাতে করে অপুষ্টিতে আক্রান্ত মা ও শিশুদের খাদ্য সরবরাহের পরিকল্পনা করা যায়। এই নতুন প্রকল্পে, খাদ্য সরবরাহ দপ্তর চাল, ডাল, গম, সোয়াবিন বিতরণ করবে মা ও শিশুদের রাজ্য সরকারের তৈরি করা লিস্ট অনুযায়ী।

খাদ্য মন্ত্রী বলেন, ৯ কিলো ওজনের একটি ফুড প্যাক দেওয়া হবে প্রতি মাসে মা ও শিশুদের। ওই পরিবারগুলি এই পরিষেবা পাবে ১ বছর। স্বাস্থ্য দপ্তর খাদ্য ও সরবরাহ দপ্তরকে একটি লিস্ট দেবে যেখানে অপুষ্টিতে আক্রান্ত মা ও শিশুদের নাম নথিভুক্ত থাকবে, যার ওপর ভিত্তি করে এই প্যাকেজ তৈরি করা হবে।

এই প্যাকে থাকবে ১কিলো চাল, ২কিলো ডাল (দুরকম), ১কিলো সোয়াবিন, ১কিলো গম। এই প্যাক তৈরিতে সরকারের খরচ হবে ৪৫০টাকা। মন্ত্রী বলেন, আরও একটি নতুন প্রকল্প আসবে সোনাগাছির যৌনকর্মীদের জন্য, এইচআইভি আক্রান্ত, কুষ্ঠ পীড়িতদের জন্য। এদেরও বিনামুল্যে খাদ্য শস্য প্রদান করা হবে। একটি স্পেশ্যাল টিম তৈরি করা হবে যারা এদের বাড়ি বাড়ি গিয়ে ফুড প্যাক বিতরণ করবে।

Now there is good news for them too.The Bengal Health Department has come up with the idea of providing special food to the patients at all the State Government-run hospitals and medical college hospitals across the state during the days of the Durga Puja, that is, from Saptami to Dashami.

সূত্র্রের খবর, জেলা ও মহকুমা স্তরের হাসপাতালগুলিতে সপ্তমী থেকে বিজয়া পর্যন্ত স্পেশ্যাল খাবার দেওয়া হবে রোগীদের।

অষ্টমীতে দেওয়া হবে নিরামিষ খাবার, ছোলার তরকারি, ভাত, ডাল ও আনাজ। ডিনারে থাকবে ভাত ও ডালের সঙ্গে পনীরের তরকারি। চাটনি, পাঁপড় ও পায়েসও থাকবে দুবেলা।

অন্য তিন দিন ভাত, ডাল ও তরকারির সঙ্গে মাছ বা মুরগি এর মধ্যে একটা বেছে নিতে পারবেন রোগীরা।সঙ্গে থাকবে বাঙালীদের প্রিয় পায়েস।

এই অভিনব উদ্যোগের ফলে রোগীদের উৎসবের দিনে কিছুটা স্বাদবদল হবে।

After the city’s medical colleges, under another project of the Bengal Health Department, water ATMs are going to be installed in the district-level hospitals in the State. The project will immensely benefit a large number of people who visit the out-patient departments (OPDs) of these hospitals. The project will be implemented by the Public Health Engineering (PHE) Department.

Especially during the hot summers, there is a crisis of water in many hospitals in the districts. The project would be implemented in phases.

In the first phase, water ATMs will be installed in various district hospitals where there is a crisis of purified drinking water. As per the plan, the sub-divisional hospitals and the block-level hospitals will also get these machines.

Chief Minister Mamata Banerjee, who is also in charge of the Health Department, had instructed the senior officials of the department to solve the drinking water crisis at various State-run hospitals, following which a survey was conducted. The present scheme is a result of that survey.

 

জেলা হাসপাতালগুলিতে জলের এটিএম মেশিন বসানোর পরিকল্পনা রাজ্য সরকারের

শহরের মেডিক্যাল কলেজগুলোয় জলের এটিএম মেশিন বসানোর পর রাজ্য স্বাস্থ্য দপ্তর পরিকল্পনা নিয়েছে জেলা হাসপাতালগুলিতে জলের এটিএম মেশিন বসানোর।

এই প্রকল্পে উপকৃত হবেন বহু মানুষ যারা জেলা হাসপাতালের ওপিডি তে আসেন। এই প্রকল্প বাস্তবায়নের দায়িত্তে আছে জন স্বাস্থ্য কারিগরি দপ্তর।

বিশেষত গ্রীষ্মকালে জেলার বহু হাসপাতালে জলাভাব দেখা দেয়। এই পুরো প্রকল্পটি কয়েকটি পর্যায়ে সম্পন্ন করা হবে। প্রথম পর্যায়ে জলের এটিএম মেশিন বসানো হবে সেই সমস্ত জেলায় যেখানে হাসপাতালে বিশুদ্ধ পানীয় জলের অভাব আছে। পরিকল্পনা অনুসারে মহকুমার হাসপাতাল ও ব্লক স্তরের হাসপাতাল গুলিও এই মেশিন পাবে।

মুখ্যমন্ত্রী তথা স্বাস্থ্য মন্ত্রী মমতা বন্দ্যোপাধ্যায় স্বাস্থ্য দপ্তরের সকল উচ্চ আধিকারিকদের নির্দেশ দিয়েছিলেন, রাজ্য সরকার পরিচালিত সকল হাসপাতালে জলের সমস্যা দূর করতে। যার ফলস্বরূপ সকল হাসপাতালের জলের সমস্যার ওপর একটি সমীক্ষা করা হয় ও বর্তমানে এই প্রকল্প গ্রহণ করা হয়।
