Vivek Gupta speaks on alleged reports of shifting HQ of Hindustan Paper Corporation from Kolkata to Guwahati

Thank you for giving me an opportunity today. Sir, recently, some employees of a public sector undertaking, Hindustan Paper Corporation came to my office in Kolkata and met me. They have a grievance that their headquarters which is located in Kolkata is being shifted to Guwahati. When I asked them what are the reasons for shifting, they said they had no idea.

Sir, fortunately, one week later we had a meeting of the Industry Committee where Hindustan Paper Corporation had come to press further demand for grants. There, Sir, the situation became more mysterious because the MD told us that the plant in Assam is shut down because of the lack of raw material, coal  and everything, which is abundantly available in Bengal and yet they want to shift the headquarters.

When the MD was asked why they wanted to shift, he had no idea. On coaxing by the Committee, he told that they have been given some incentives by the Central Government to shift.

Sir, I do not understand why is the Central Government giving incentives to a central public sector company to shift the headquarters from Kolkata to Assam. Is it just because that the political colours of Assam have changed? Or it is something else, I would like to know from the Government through you, Sir.

Sir, Hindustan Paper Corporation is a very prestigious company; it is a very old company. It manufactures paper which is used for textbooks for children. But the NITI AYOG and DIPAM have recommended closure and shutdown. I do not want to go into their judgment, but when I asked the Industry Secretary,  they are saying that they have not made any such recommendations and in fact they are trying to revive and if they receive a little bit cooperation from the Government, this company can be revived. All the workers who are not getting their dues for the last two years will start getting their dues and this company can do very well.

Sir, through you, I want to know from the Government, firstly, what is the rationale of giving subsidies to shift the headquarters? Is it just political or not, otherwise, the employees who are working at the headquarters will face immense hardship. Sir, some of them have retired parents, some of them have homes. Sir, I do not understand the rationale. Kolkata has a port, a lot of important machineries is done through Kolkata port. Kolkata is a major metro. I do not understand what is the advantage they will get by shifting to Guwahati, which I would like to know from the Government, through you Sir.

SpiceJet’s hub in Kolkata to start more flights

Domestic Airlines major Spicejet is going to start new flight services to Silchar, Aizawl, Guwahati, Gorakhpur and Vizag from the city starting October 4, just ahead of the Durga Puja festivals.

From December, the airline would start daily direct flight services from Kolkata to Dhaka and Chittagong in Bangladesh

This was announced after a meeting between the Bengal Chief Minister Mamata Banerjee and the SpiceJet Chairman and Managing Director Ajay Singh.

The Bengal Chief Minister requested the airline to consider connecting the eastern metropolis to Europe with direct flights.

Stating that Bengal is the gateway to north-east India, Nepal, Bhutan, Bangladesh and even the ASEAN countries, she said the government will give all possible support.

The State finance minister Dr Amit Mitra said under a new state government policy, any additional or new flight from Kolkata would attract a 15-per cent tax on aviation turbine fuel, the lowest among all the metros. “The rate is 30 per cent but we have decreased it to 15 per cent. In Delhi, it is 20 per cent and in Mumbai, it is 25 per cent,” he added.

 

কলকাতা থেকে আরও নতুন বিমান পরিষেবা চালু করবে স্পাইসজেট

অক্টোবর থেকে বেশ কয়েকটি জায়গার সঙ্গে কলকাতাকে আকাশপথে জুড়ে দিচ্ছে স্পাইসজেট।

আগামী ৪ অক্টোবর থেকে কলকাতা-শিলচর, কলকাতা-গুয়াহাটি , কলকাতা-আইজল, কলকাতা-গোরক্ষপুর, কলকাতা-বাগডোগরা এবং কলকাতা-বিশাখাপত্তনম নতুন বিমান পরিষেবা চালু করতে চলেছে স্পাইসজেট।

গতকাল নবান্নে স্পাইসজেটের কর্মকর্তাদের সঙ্গে বৈঠক করেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৈঠকে উপস্থিত ছিলেন অর্থমন্ত্রী, মুখ্যসচিব, স্বরাষ্ট্র সচিব, অর্থ সচিব ও পরিহণ সচিব প্রমূখ।সেখানেই নতুন বিমান চালু করা নিয়ে কথা হয়।

মুখ্যমন্ত্রী আরও জানান, কলকাতা থেকে ঢাকা-চট্টগ্রাম উড়ান পরিষেবা চালু করবে এই সংস্থা। কলকাতা-ব্যাংকক এর উড়ান সংখ্যাও বাড়ানো হবে। এছাড়া, কলকাতা থেকে ইউরোপ পর্যন্ত সরাসরি উড়ান পরিষেবা চালু করার জন্য আমরা স্পাইসজেটকে অনুরোধ করেন মুখ্যমন্ত্রী।

মুখ্যমন্ত্রী বলেন, উত্তরপূর্ব ভারত, নেপাল, ভুটান, বাংলাদেশ সহ সব এশিয়ান কান্ট্রিগুলির গেটওয়ে বাংলা। পশ্চিমবঙ্গের অণ্ডাল ভারতের প্রথম গ্রিন ফিল্ড এয়ারপোর্ট।

স্পাইসজেটকে নতুন বিমান পরিষেবা চালানোর ব্যাপারে সমস্ত রকম সাহায্যের প্রতিশ্রুতি দিয়েছেন মুখ্যমন্ত্রী।

শিল্পমন্ত্রী অমিত মিত্র জানান, নতুন/অতিরিক্ত বিমানগুলিকে ১৫% জ্বালানি কর দিতে হবে যা ভারতের মেট্রো শহরগুলির মধ্যে সবথেকে কম। তিনি আরও বলেন, করের হার ৩০ শতাংশ থেকে কমিয়ে ১৫ শতাংশ করা হয়েছে। দিল্লিতে এই করের হার ২০ শতাংশ এবং মুম্বাইতে এই করের হার ২৫ শতাংশ।

 

 

Vivek Gupta speaks during Zero Hour about the alleged move to shift the Tea Board HQ from Kolkata to Guwahati

Sir, through you, I would like to raise an important issue, the alleged move by the Central Government of trying to shift the Tea Board headquarters from Kolkata to Guwahati.

Sir, as you know, tea is a traditional crop of Bengal. Tea is one of the industries which, by an Act of Parliament, came under the Indian Government. The genesis of the Tea Board of India dates back to 1903 when the Indian Tea Cess Bill was passed. The Tea Board, passed under Section 4 of the Tea Act, 1953, was constituted on April 1, 1954.

But recently we are witnessing, Sir, that the employees are being harassed; they are being shifted to other offices in batches, they are being made to wait compulsorily. There is an alleged move, because a new political party has come to power in Assam, to shift the Tea Board headquarters from Kolkata to Guwahati.

Sir, I have full sympathies with Guwahati, our heart goes out to Guwahati, but this should not be done at the cost of Kolkata; we should not be made to suffer. Tea, with respect to Bengal, is as good as our hand is to our body. So, if you are taking the Tea Board headquarters away from Kolkata, it means you are chopping away our hands.

Sir, another point is, whether this is a part of a bigger design? It can be seen from the fact that the Chairman of Kolkata Port Trust and that of Damodar Valley Corporation are people who are not from Bengal. All such big decisions, whether it is appointing of chairmen or shifting of the Tea Board, are done without consulting the State Government, without taking into account the immense hardship the State Government and other employees will face.

Sir, I would also like to say that Bengal is not only the headquarters of the Tea Board, the Kolkata Port is there, auction houses have been there for centuries, warehouses are there; in fact, a lot of infrastructure is there, hence, a lot of jobs are there. Sir, the shifting of the Tea Board headquarters might be a symbolic shift but the problems as a consequence of it would be tremendous on industries and on everybody else.
