More than three lakh people, who are likely to lose their pension because new guidelines issued by Centre, have found a helping hand in the West Bengal Government. The State government is launching a special pension scheme for them, funds for which will be completely provided by the Bengal government. Around 3.25 lakh people will be benefitted.

Under National Social Assistance Programme, several crores of people receive financial aid from the government. Senior citizens, widows, disabled people mainly receive assistance. Bengal’s ‘quota’ in this programme is 21.31 lakh. However, the number of eligible people is 23.4 lakh. The State’s repeated requests for increasing the quota have fallen on deaf ears. Moreover, as per the new guidelines by Centre, 1.15 lakh people in rural areas would lose these pensions.

The Bengal Government has instructed all Panchayats to make a list of the people who are losing their pension, and enrol them under the special pension scheme as soon as possible, so that they continue to receive their aid.

কেন্দ্রীয় সরকারের নির্দেশিকার জেরে পেনশন প্রকল্প থেকে বঞ্চিত সওয়া তিন লক্ষ বৃদ্ধ ও অসহায় মানুষের জন্য ‘বাংলার বিশেষ ভাতা প্রকল্প’ চালু করল রাজ্য সরকার। এই প্রকল্পে প্রাথমিকভাবে ৩ লক্ষ ২৫ হাজারেরও বেশি মানুষ উপকৃত হবেন। প্রকল্পের পুরো খরচ বহন করবে রাজ্য সরকার।

ন্যাশনাল সোশ্যাল অ্যাসিস্ট্যান্স প্রোগ্রামের অধীনে দেশের বেশ কয়েক কোটি মানুষ ভাতা পান। মূলত দরিদ্র শ্রেণীর মানুষকে ন্যূনতম আর্থিক সহায়তা তুলে দেওয়ার জন্যই এই প্রকল্প। এই প্রকল্পগুলিতে প্রবীণ দরিদ্র নাগরিক, অসহায় বিধবা ও প্রতিবন্ধীদের মাসিক ভাতা দেওয়া হয়।

এই তিনটি স্কিমে রাজ্যের কোটা রয়েছে ২১ লক্ষ ৩১ হাজার। কিন্তু রাজ্যে এই স্কিমের আওতাভুক্ত হওয়ার যোগ্য মানুষের সংখ্যা ২৩ লক্ষ ৪০ হাজার। রাজ্যের আধিকারিকরা কেন্দ্রীয় সরকারের কাছে বার বার রাজ্যের কোটা বাড়ানোর আবেদন জানালেও কর্ণপাত করেনি কেন্দ্র। উল্টে প্রায় দু’মাস আগে তাদের দেওয়া নতুন নির্দেশিকা অনুযায়ী রাজ্যের গ্রামীণ এলাকার ১ লক্ষ ১৫ হাজার মানুষ এই ভাতা প্রকল্প থেকে বাদ যাচ্ছে।

প্রতিটি জেলার পঞ্চায়েত দপ্তরকে নির্দেশ দেওয়া হয়েছে, ভাতা প্রকল্প থেকে বাদ যাওয়া বাসিন্দাদের ব্লকভিত্তিক তালিকা প্রস্তুত করে বাংলার বিশেষ ভাতা প্রকল্পে তাঁদের নাম অন্তর্ভুক্ত করতে হবে। যাতে এক মাসের জন্যও তাঁরা ভাতা

The State Public Works Department (PWD) constructed 247.99 per cent more roads in the first seven years of the Trinamool Congress regime as compared to the last seven years of the Left Front regime.

This was stated by the PWD Minister in the Assembly while presenting the department’s Budget. He said that such a huge task has been carried out by maintaining transparency and quality.

From 2004 to April 2011, the PWD constructed only 1,375.52 km of state roads and 4,058.20 km of other roads. On the other hand, since the Mamata Banerjee-led Trinamool Congress took up the reins of governance, 3,535.89 km of state roads and 9,939.11 km of other roads have been built. Thus 247.99 per cent more roads have been constructed between 2011 and January 2018.

Secondly, the Left Front Government built only 76 bridges in seven years’ time while the Trinamool Congress Government constructed 109 bridges. Additionally, 52 are under construction and tender process is going on for another 13 bridges.

Another fact is that the amounts allotted in the planned budget and the amounts invested by the two governments also show a wide difference. While the planned budget of the Left Front Government was Rs 5,515.08 crore and they had utilised around Rs 3,284 crore, the present government has invested much more – a planned budget of Rs 13,001.08 crore, and timely implementation of different projects has led to an investment of an even bigger amount – Rs 13,898.81 crore.

Chief Minister Mamata Banerjee has constantly stressed on the importance of constructing roads as roads lead to development and growth, be it economic or social.

তৃণমূল কংগ্রেস সরকারের সাত বছরের শাসনকালে রাজ্য পূর্ত দপ্তর যে পরিমাণ রাস্তা তৈরী করেছে, তা বাম আমলের শেষ সাত বছরে তৈরী রাস্তার তুলনায় প্রায় আড়াই গুণ। এই তথ্য পূর্ত মন্ত্রী তুলে ধরেন বিধানসভায় বাজেট পেশ করার সময়।

তিনি বলেন, এই বিপুল কাজ দপ্তর করেছে সম্পূর্ণ স্বচ্ছতার সঙ্গে ও কাজের মানের সঙ্গে কোনও সমঝোতা না করে।

২০০৪ থেকে ২০১১ সালে পূর্ত দপ্তর ১৩৭৫.৫২ কিঃমিঃ রাজ্য সড়ক ও ৪০৫৮.২ কিঃমিঃ অন্যান্য রাস্তা তৈরী করেছিল। অন্যদিকে, তৃণমূল কংগ্রেস সরকার গঠন করার পর ৩৫৩৫.৮৯ কিঃমিঃ রাজ্য সড়ক ও ৯৯৩৯.১১ কিঃমিঃ অন্যান্য রাস্তা তৈরী করেছে পূর্ত দপ্তর। এই পরিমাণটি বাম আমলের শেষ সাত বছরের তুলনায় ২৪৭.৯৯ শতাংশ।

দ্বিতীয়ত, বাম সরকার শেষ সাত বছরে তৈরী করেছিল মাত্র ৭৬টি সেতু। তৃণমূল সরকার গত সাত বছরে তৈরী করেছে ১০৯টি সেতু। এছাড়াও ৫২টি সেতু তৈরী হচ্ছে এবং ১৩টি সেতুর টেন্ডার প্রক্রিয়া চলছে।

এছাড়াও পরিকল্পিত বাজেটে বরাদ্দ করা টাকা ও যে টাকা ব্যয় করেছে দুই সরকার, তাতেও যথেষ্ট ব্যবধান আছে। যেখানে বাম সরকারের পরিকল্পিত বাজেট ছিল ৫৫১৫.০৮ কোটি টাকা ও ব্যয় করা হয়েছিল ৩২৮৪ কোটি টাকা। সেখানে বর্তমান সরকারের এই খাতে পরিকল্পিত বাজেট ১৩০০১.০৮ কোটি টাকা ও সময়মত কাজ শেষ করার জন্য এই খাতে ব্যয় হয়েছে ১৩৮৯৮.৮১ কোটি টাকা।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সবসময় সড়ক নির্মাণে জোর দিয়েছেন, কারন, সড়ক নির্মাণের ফলে শুধু যে যাতায়াতে সুবিধা হয়, তাই নয়, এর ফলে অর্থনৈতিক ও সামাজিক উন্নয়নও হয়।

Chief Minister Mamata Banerjee today inaugurated a slew of projects for Uttar Dinajpur district during a public programme. She also laid the foundation stones of several projects.

Among the projects inaugurated were bridges, anganwadi centres, roads, hostels for women, godowns etc.

Foundation stones were laid for Karma Tirthas, renovation of roads, hostels for girl students, Safe Drive Save Life theme park etc.

Besides these, Mamata Banerjee distributed the benefits of schemes like Kanyashree, Sabuj Sathi, Swasthya Sathi and Gitanjali, relief for farmers affected by natural disasters, Kisan Credit Cards, etc.

Several senior ministers and local leaders were present during the function.

 

Highlights of her speech:

  • We conduct administrative review meetings in every district. These meetings ensure the people are getting benefits and projects are running smoothly.
  • Several small scale industries are coming up in Uttar Dinajpur. A new university has been set up. A new medical college with 500 beds will come up in the district.
  • More than 45 lakh girls receive Kanyashree scholarships. Their stipend has been increased from Rs 750 to Rs 1,000. Under K-2, they receive an one-time grant of Rs 25,000. Now under K-3, university students will also receive stipends.
  • SC/ST students receive Siksha Shree scholarship from Class V.
  • Primary school students receive bags, uniforms, shoes, books, mid-day meal. Madhyamik test papers are given for free.
  • We distribute saplings to the parents of newborn babies under Sabuj Shree scheme. When they grow up the families will get financial benefit by selling these trees.
  • We provide soft loans for students to pursue higher education.
  • When they were in power, CPI(M) did nothing for ASHA workers. The Centre had stopped funds for this project two years ago. Despite our debt burden, we provide remuneration to the ASHA workers.
  • 90% of the funds for ICDS project were stopped by the Centre. We are running the project with our own funds. The workers have been brought under Swasthya Sathi scheme.
  • Civic volunteers, contractual workers, ICDS/ASHA workers, municipal workers and others have been brought under the Swasthya Sathi scheme.
  • Healthcare is free in government hospitals in Bengal. We have set up 300 SNSUs, 75 SNCUs for the treatment of children. Cardiac surgeries are performed for free for children. We provide Matri Jaan ambulances for pregnant women.
  • We have launched 22 Nischay Jaan ambulances for Uttar Dinajpur district today.
  • Bidi workers, construction workers, car drivers, auto rickshaw drivers have been brought under social security scheme.
  • 70,000 Sabuj Sathi cycles have been distributed for free.
  • We procure rice for Rs 24/kg and distribute it for Rs 2/kg under Khadya Sathi scheme.
  • Girls are our assets. After the success of Kanyashree, we are launching ‘Ruposhree’ scheme from April, 2018. We will provide Rs 25,000 to families with income less than 1.5 lakh to assist them in their daughter’s wedding.
  • We provide monthly stipend to 1.9 lakh folk artistes. They also perform at government functions.
  • The local MP of Raiganj is seen on TV giving bhashans. They were in power for 34 years. Did they give rice at Rs 2/kg? Did they give cycles? And then there is Congress – na ghar ka, na ghat ka.
  • The BJP talks of Achhe Din. But their actions are all anti-people. They are taking away people’s savings.
  • The Centre has reduced the interest rate on PF yesterday. Whenever there is a loot in the country, they reduce the rate to recover the money. People’s money in banks is not safe. They are bringing FRDI Bill; now banks will have a say on your savings.
  • Whenever elections approach, they start Hindu-Muslim divide.
  • Audits are not held properly. Few rich people are running away with crores of rupees, with government’s help. Shouldn’t the government be penalised for organised loot of people’s money?
  • Common people are harassed over cash memos and GST for buying something as small as nokuldana. Some people are commiting bank fraud, and no action is taken.
  • They are denying basics in the name of Aadhaar. People do not have social security or financial security.
  • Federal structure is being demolished. Burn Standard Company, which I acquired as Railway Minister, is being shut down. Alloy Steel Plant is also being divested. Workers will lose their jobs.
  • If my heart is Hindu, kidneys are Muslim, liver is Sikh and pancreas Christian. A human body is not completely functional without even a single organ.
  • Adivasis are being persecuted by BJP. They are trying to pit Adivasis against minorities. You must not respond to their provocations.
  • We are giving official recognition to Rajbongshi, Kamtapuri and Kurmali language. We have given recognition to Kuruk, Santhali, Nepali, Gurmukhi, Hindi, Urdu. We love all languages.
  • They cannot provide two square meals to people, but create divisions between sections of the people.
  • We have created 81 lakh jobs in six years. We are No. 1 in rural job creation.
  • We respect diversity. We believe in humanity.
  • The slogan ‘Jai Hind’ was given by Netaji. ‘Bande Mataram’ was written by Bankim. Rabindranath wrote our National Anthem. This is our legacy. We must know our history.
  • We were always with the people. We are with them. We will continue to work for them.

 

বিজেপির আচ্ছে দিন মানে মানুষের টাকা কেড়ে নিন: মমতা বন্দ্যোপাধ্যায়

আজ উত্তর দিনাজপুর জেলার হেমতাবাদ থানা মাঠে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, পাকা সেতু, অঙ্গনওয়াড়ি কেন্দ্র, নতুন রাস্তা, মহিলা আবাসন, গুদাম ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, কর্মতীর্থ, রাস্তার মজবুতিকরণ, ছাত্রী হোস্টেল, সেফ ড্রাইভ সেভ লাইফ ট্রাফিক থিম পার্ক ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন।

এখানে উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।

 

তাঁর বক্তব্যের কিছু অংশঃ-

  • আমি সব জেলায় গিয়ে প্রশাসনিক বৈঠক করি। এই সব অনুষ্ঠানগুলির মাধ্যমে আমরা সাধারণ মানুষকে সরকারী পরিষেবা দিই।আর কোনও রাজ্যে কোথাও এসব হয় না। এই ৬ বছরে অনেক উন্নয়নমূলক কাজ হয়েছে।
  • উত্তর দিনাজপুরে অনেক ক্ষুদ্র শিল্প হচ্ছে।এই জেলায় একটি নতুন বিশ্ববিদ্যালয় নির্মাণ করা হয়েছে। ৫০০ শয্যাবিশিষ্ট একটি নতুন মেডিকেল কলেজ নির্মাণ করা হচ্ছে এই জেলায়।
  • ৪৫ লক্ষ কন্যাশ্রী স্কলারশিপ দেওয়া হয়েছে। তাদের ভাতা ৭৫০ টাকা থেকে বাড়িয়ে ১০০০ টাকা করা হয়েছে। কন্যাশ্রী – ২ এর আওতায় তাদের এককালীন ২৫ হাজার টাকা দেওয়া হয়। এখন চালু হয়েছে কন্যাশ্রী – ৩; এর মাধ্যমে বিশ্ববিদ্যালয়ের ছাত্রীদেরও ভাতা দেওয়া হচ্ছে।
  • পঞ্চম শ্রেণী থেকে SC/ST ছাত্রছাত্রীরা ‘শিক্ষাশ্রী’ স্কলারশিপ পায়।
  • প্রাইমারি স্কুলের ছাত্রছাত্রীদের বিনামূল্যে ব্যাগ, পোশাক, জুতো, বই-খাতা, মিড ডে মিল দেওয়া হচ্ছে। মাধ্যমিকের ছাত্রছাত্রীদের বিনামূল্যে টেস্ট পেপার দেওয়া হয়।
  • ‘সবুজশ্রী’ প্রকল্পের আওতায় নবজাতকদের একটি করে চারাগাছ দেওয়া হচ্ছে তাদের ভবিষ্যৎ সুরক্ষিত করার জন্য।
  • ছাত্রছাত্রীদের উচ্চ শিক্ষার জন্য আমাদের সরকার তাদের সফট লোন দিচ্ছে। তারা বিদেশে পড়তে গেলেও তাদের ঋণ দিচ্ছে সরকার।
  • ক্ষমতায় থাকাকালীন আশা কর্মীদের জন্য কোনও কাজ করেনি বামফ্রন্ট সরকার। ২ বছর আগে কেন্দ্রীয় সরকার এই প্রকল্পের টাকা দেওয়া বন্ধ করে দিয়েছে। রাজ্য সরকারের ওপর এত ঋণের বোঝা থাকা সত্ত্বেও আমরা আশা কর্মীদের ২০০০ টাকা মাইনে দিই।
  • কেন্দ্র আইসিডিএস এর ৯০% টাকা দেওয়া বন্ধ করে দিয়েছে। রাজ্য সরকারের টাকায় এখন এই প্রকল্প চলছে। এই সব কর্মীদের স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হয়েছে।
  • সিভিক ভলেন্টিয়ার, চুক্তিভিত্তিক কর্মী, আইসিডিএস/ আশা কর্মী, হোমগার্ড, পুরসভার কর্মী সহ অন্যান্যদের এই স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হয়েছে।
  • বাংলায় বিনামূল্যে চিকিৎসা পাওয়া যায়। আমরা ৩০০ টি এসএনএসইউ, ৭৫ টি এসএনসিইউ তৈরী করেছি শিশুদের জন্য। বিনামূল্যে শিশুদের হার্ট অপারেশন করা হয়। গর্ভবতী মহিলাদের জন্য মাতৃ যান অ্যাম্বুলেন্স এর ব্যবস্থা করেছে সরকার।
  • আজ উত্তর দিনাজপুর জেলায় আমরা ২২ টি ‘নিশ্চয় যান’ এর উদ্বোধন করলাম।
  • বিড়ি শ্রমিক, গাড়ি চালক, অটো-রিক্সা চালক দের জন্যও আমরা সামাজিক সুরক্ষা প্রকল্প চালু করেছি।
  • ‘সবুজ সাথী’ প্রকল্পের আওতায় নবম-দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের বিনামূল্যে ৭০ হাজার সাইকেল দেওয়া হয়েছে।
  • খাদ্য সাথী প্রকল্পে আমরা ২৪ টাকায় চাল কিনে তা জনগণকে ২ টাকা কেজি দরে দিই। কিলোপ্রতি ২২ টাকা ভর্তুকি দিচ্ছি আমরা। মানুষকে দুটো ভাত খেতে দিচ্ছি।
  • মেয়েরা আমাদের গর্ব। কন্যাশ্রীর পর আরেকটা প্রকল্প তৈরী করা হয়েছে – রুপশ্রী। ১৮ বছর বয়েস হলে, যে সব পরিবারের বার্ষিক আয় ১.৫ লক্ষ টাকার কম, যদি বলে মেয়ের বিয়ে দিতে পারছি না, সরকার আপনাদের মেয়েদের বিয়েতে ২৫০০০ টাকা করে দেবে।
  • লোকপ্রসার প্রকল্পে ১ লক্ষ ৯৫ হাজার শিল্পীকে ১০০০ টাকা করে দিই মাসে এবং বিভিন্ন সরকারি বিজ্ঞাপনে তাদের দিয়ে কাজ করানো হয়।
  • সিপিএম, কংগ্রেসের সরকার দেখেছি। বিজেপির সরকার দেখেছি, এত সামাজিক প্রকল্প কারও নেই। মানবিকতা আমাদের বড় ধর্ম।
  • রায়গঞ্জের সাংসদ টিভিতে ভাষণ দিয়ে বেড়ান, তাদের আমলে কোনদিন কোন প্রকল্প করেছেন? কংগ্রেস দল বাংলায় না ঘর কা না ঘাট কা।
  • বিজেপি আচ্ছে দিন, জনগণের টাকা কেড়ে নিন।
  • প্রভিডেন্ট ফান্ডের সুদ আরও ১% কমিয়ে দেওয়া হয়েছে। যখনই লুঠ হয়, তখনই এরা জনগণের টাকা নিয়ে ব্যালান্স করে। বয়স্ক মানুষও ব্যাঙ্কে টাকা রাখে, তাদের সুদ কমিয়ে দিয়েছে। এখন এফআরডিআই বিল আনছে, আপনি ব্যাঙ্কে টাকা রাখছেন, আপনি সেই টাকা ফেরত পাবেন কিনা জানেন না।
  • ভোট এলেই হিন্দু মুসলমান, রাম কাহিনী বলবে। নির্বাচন চলে গেলে, ব্যাঙ্কের টাকা লুঠ করবে।
  • সরকারি মদতে যদি কেউ ব্যাঙ্ক লুঠ করে নেয়, তাঁর জন্য কি করতে হয়, বলুন? ব্যাঙ্কের টাকা কেউ লুঠ করলে, তাকে কি পানিশমেন্ট দেওয়া হয়? অডিট হয় না, ক্যাগ রিপোর্ট নেই।
  • জিএসটি নিয়ে সাধারন মানুষকে হয়রান করা হচ্ছে। এরা নকুলদানার ক্যাশ মেমো চাইছে, কিন্তু, সরকার যদি ব্যাঙ্ককে বিক্রী করে দেয়, তার কত ক্যাশ মেমো হবে?
  • আধার কার্ড না থাকলে তুমি কিছুই পাবে না, আর আধার কার্ডের ডুপ্লিকেট তৈরী করে, সব টাকা তুলে নিল। আজ সাধারন মানুষের কোনও নিরাপত্তা নেই।
  • ফেডেরাল স্ট্রাকচারকে বুলডোজ করা হচ্ছে। দুর্গাপুরের বার্ন কোম্পানিও ডিসইনভেস্টমেন্ট হয়ে যাচ্ছে। অ্যালয় ষ্টীল কোম্পানি, বার্ন স্ট্যান্ডার্ড কোম্পানিও বন্ধ করে দেওয়া হচ্ছে। শ্রমিকদের রুজি রোজগার বন্ধ করে দেওয়া হচ্ছে।
  • আমার হার্ট হিন্দু, কিডনি মুসলমান, লিভার শিখ, প্যনাক্রিয়াস খৃষ্টান। কোনও একটি অঙ্গ না থাকলে, মানুষ বাঁচবে কি করে?
  • আদিবাসীদের কিছু বিজেপি নেতা কখনও ভুল বোঝায়। ওরা আদিবাসী ও দলিতদের ওপর সবচেয়ে বেশী অত্যাচার করে। আর আমাদের কাছে আদিবাসীরা সবচেয়ে বড় বন্ধু। ওদের ফাঁদে পা দেবেন না।
  • আমরা রাজবংশী, কামতাপুরি, কুরমালি ভাষাকে স্বীকৃতি দিচ্ছি। আমরা কুরুক, সাঁওতালি, নেপালি, গুরুমুখী, হিন্দি ও উর্দুকে স্বীকৃতি দিয়েছি। সমস্ত ভাষাকে আমরা ভালোবাসি।
  • ওরা দুমুঠো খেটে দিতে পারে না, কিন্তু, আপনাদের ঘরে আগুন লাগিয়ে দিতে চায়।
  • ছয় বছরে আমরা ৮১ লক্ষ ছেলেমেয়েকে চাকরি দিয়েছি। গ্রামীণ কর্মসংস্থানেও আমরা ভারতে নাম্বার ওয়ান।
  • জয় হিন্দ স্লোগান দিয়েছিলেন নেতাজী, বন্দে মাতরম জাতীয় গান লিখেছিলেন বঙ্কিম চন্দ্র চট্টোপাধ্যায়, জাতীয় সঙ্গীত রচনা করেছিলেন রবীন্দ্রনাথ ঠাকুর। দেশের ইতিহাস জানতে হবে।
  • আমাদের সরকার সব সময় মানুষের সঙ্গে ছিল, আছে ও আগামীদিনেও থাকবে।

Chief Minister Mamata Banerjee today inaugurated a slew of projects for Dakshin Dinajpur district during a public programme today. She also laid the foundation stones of several projects.

Among the projects inaugurated were Waiting Hubs for pregnant women, AC ambulances, nine renovated roads, five clusters of tube-wells, office of the newly-constituted Integrated Tribal Development Agency in Buniadpur, a Panchayats and Rural Development Department building, etc.

Foundation stones were laid for a seven sub-health centres, tube-wells, boys’ hostels for tribals, eight check dams, multi-gymnasiums, etc.

Besides these, Mamata Banerjee distributed the benefits of schemes like Kanyashree, Sabuj Sathi, Swasthya Sathi and Gitanjali, relief for farmers affected by natural disasters, Kisan Credit Cards, etc.

Several senior ministers and local leaders were present during the function.

 

Highlights of the Chief Minister’s speech:

  • We have allotted Rs 2.4 crore for the upgradation of Gangarampur Stadium.
  • We will set up a new university in Dakshin Dinajpur district.
  • A tribal girl was raped in Kushmandi. I visited her in the hospital yesterday. I want her to get well soon and return to normalcy of life. We are providing all assistance.
  • We must increase awareness about crimes against women. Women and girls have to take the lead. Youths and students must come forward to create awareness.
  • Women are the driving force of the society. Is there any task that they do not perform?
  • We have distributed 70,000 cycles to students for free. These cycles will help them to commute to schools faster.
  • We have increased the Kanyashree stipend to Rs 1,000. The scheme has been extended to universities also. 45 lakh girls have received scholarships.
  • Our SC/ST students receive Siksha shree scholarship. We have special loans for them to pursue higher education.
  • We have given scholarships to minority students. We also have merit scholarship fund for general students.
  • Primary students receive shoes, uniforms, notebooks, mid-day meals.
  • Girls are our assets. I request their families not to neglect them.
  • Families with income less than Rs 1.5 lakh will receive financial assistance for their daughter’s wedding under the new ‘Ruposhree’ scheme.
  • We have abolished all khajna tax on agricultural land. Even mutation fees have been abolished on agri land. Old age pension has been increased.
  • We have distributed Kisan Credit Cards, agricultural equipment. We also provided compensation for floods.
  • 12,000 farmers have committed suicide in the country. The Centre only talks of doubling farmers’ income. We have shown that in action.
  • Farmers do not receive loans but a few people are running away with crores of rupees. Centre is not taking action against these defaulters.
  • Farmers commit suicide if they cannot repay their loans. We had asked Centre to waive off farmers’ loans. They did not listen to us.
  • Some parties only make tall promises, deliver little. And whenever elections approach, they create divisions between Hindus and Muslims.
  • Unemployment has increased in the country. We have not imposed any burden on the people for developmental projects.
  • We provide 30% subsidy on bank loans to self-help groups. We have also decreased the rate of interest from 4% to 2%.
  • Centre does not take any step for the welfare of the poor. They have even imposed cess on education of students.
  • From the Tughlaqi decision of demonetisation to the hasty implementation of GST, this government is not fit for governance.
  • In their bid to make economy cashless, the Centre have made the banks cashless.
  • The Left were in power for 34 years in the State. But they have not done anything good for Bengal.
  • People have to be alert and prevent any untoward incident. Do not pay heed to any provocation.

 

 

দক্ষিণ দিনাজপুরে বিশ্ববিদ্যালয় হবে: মুখ্যমন্ত্রী

 

আজ দক্ষিণ দিনাজপুর জেলার গঙ্গারামপুর স্টেডিয়ামে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, গর্ভবতী মহিলাদের জন্য ওয়েটিং হাব, উপ-স্বাস্থ্যকেন্দ্র, শীতাতপ নিয়ন্ত্রিত অ্যাম্বুলেন্স, পানীয় জল সরবরাহ প্রকল্প, অঙ্গনওয়াড়ি কেন্দ্র, রাস্তার সংস্কার, নতুন রাস্তা, সংখ্যালঘু ছাত্রদের হোস্টেল ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, কর্মতীর্থ, মার্ক টু টিউবয়েল স্থাপন, সদ্ভাব মণ্ডপ, সার্কিট হাউসের সংস্কার, বক্স ব্রিজ ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন। উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।
তাঁর বক্তব্যের কিছু অংশঃ-

  • গঙ্গারামপুর স্টেডিয়ামের সংস্কারের জন্য ২.৪ কোটি টাকা বরাদ্দ করা হয়েছে।
  • দক্ষিণ দিনাজপুরে একটি বিশ্ববিদ্যালয় তৈরী করা হবে।
  • কুশমুণ্ডিতে একটি আদিবাসী মেয়ে নির্যাতিত হয়েছে। গতকাল আমি তাকে হাসপাতালে দেখতে গিয়েছিলাম। আমি চাই সে ভালো হয়ে স্বাভাবিক জীবনে ফিরে আসুক। আমরা তাকে সব রকম সাহায্য করব।
  • মেয়েদের ওপর নির্যাতনের বিরুদ্ধে আমাদের আরও সচেতন হতে হবে। এজন্য আমাদের মা ভাই বোনেদের ও ছাত্র যুবক সকলকে এগিয়ে আস্তে হবে এবং প্রতিবাদ করতে হবে।
  • ‘সবুজ সাথী’ প্রকল্পের আওতায় আমরা বিনামূল্যে নবম-দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের ৭০ হাজার সাইকেল দিয়েছি। এর ফলে তারা অল্প সময়ে স্কুলে পৌঁছে যেতে পারবে।
  • ‘কন্যাশ্রী’ প্রকল্পের ভাতা বারিয়ে ১০০০ টাকা করা হয়েছে। বর্তমানে বিশ্ববিদ্যালয়ের ছাত্রীদেরও এই প্রকল্পের আওতায় আনা হয়েছে। ৪৫ লক্ষ ছাত্রীকে কন্যাশ্রী প্রকল্পের আওতায় আনা হয়েছে।
  • SC/ST ছাত্রছাত্রীরা ‘শিক্ষাশ্রী’ স্কলারশিপ পাচ্ছে। তাদের উচ্চ শিক্ষার জন্য আলাদা ঋণ দেওয়া হচ্ছে।
  • সংখ্যালঘু ছেলেমেয়েদেরও স্কলারশিপ দেওয়া হচ্ছে। জেনারেল স্টুডেন্টদের জন্য আমরা মেরিট স্কলারশিপ চালু করেছি।
  • প্রাইমারি স্কুলের ছাত্রছাত্রীদের জুতো, পোশাক, বই-খাতা, মিড ডে মিল দেওয়া হচ্ছে।
  • মেয়েরা আমাদের সম্পদ।তাদের পরিবারের কাছে আমার অনুরোধ মেয়েদের অবহেলা করবেন না।
  • কন্যাশ্রীর মতো আরেকটা স্কিম আমি চালু করছি, নাম রুপশ্রী। গরীব বাড়ির মেয়েদের যদি ১৮ বছরের মধ্যে বিয়ে না হয়, বাবা মা – যাদের বার্ষিক আয় ১.৫ লক্ষ টাকার কম – যদি দরখাস্ত করে সরকার তাদের মেয়ের বিয়েতে ২৫০০০ টাকা দেবে।
  • আমরা একমাত্র রাজ্য যারা কৃষকদের কৃষিজমির খাজনা মুকুব করে দিয়েছি। কৃষিজমির কোনও মিউটেশন ফি লাগবে না। বয়স্ক কৃষকরা এবার থেকে ৭৫০ টাকার বদলে ১০০০ টাকা করে পেনশন পাবে।
  • কৃষকদের জন্য কিষাণ ক্রেডিট কার্ড, কৃষক রত্ন, নানারকম কৃষির জিনিসপত্র দিচ্ছি আমরা। বন্যায় জমি দুবে গেলেও ক্ষতিপূরণ দেওয়া হয়।
  • ১২,০০০ কৃষক দেশে আত্মহত্যা করেছে। আজ দিল্লী বলছে আমরা কৃষকদের আয় ডবল করব। আমরা করে দেখিয়েছি।
  • ৫০,০০০ টাকা কৃষকদের লোন দিতে গেলে গায়ে কাঁটা ফোটে, আর কেউ কেউ হাজার হাজার কোটি টাকার লোন নিয়ে পালিয়ে যায় দুর্নীতি করে, তখন গায়ে কাঁটা ফোটে না? জনগণের টাকা যারা লুট করে নিয়ে যায়, তাদের বিরুদ্ধে কিছু করে না।
  • ঋণ শোধ করতে না পেরে কৃষকরা আত্মহত্যা করে, আমরা বলেছিলাম কৃষকদের খাজনা মুকুব করতে, আমাদের কথা শোনে নি।
  • ইলেকশন এলে হিন্দু মুসলমান করবে, ইলেকশন মিটে গেলে, কৃষকরা লোন না মেটাতে না পারলে, তাঁর জমি ক্রোক করবে।
  • বেকারের সংখ্যা বেড়ে যাচ্ছে। আমাদের সরকার আসার পর থেকে কোথাও কোনও ট্যাক্স বাড়ায়নি। আমরা বিনা পয়সায় সামাজিক প্রকল্প করি।
  • সেলফ হেল্প গ্রুপ যা লোন নেয়, তাতে আমাদের সরকার ৩০% ভর্তুকি দেয়। ওদের ইন্টারেস্ট রেটও ৪ শতাংশ থেকে ২ শতাংশ করে দিয়েছি।
  • কেন্দ্র কোনও পরিষেবা দেয় না, কিন্তু, সব কিছুর সেস নেয়।
  • নোটবন্দীর জন্য কয়েক লক্ষ মানুষ বেকার হয়ে গেছে। কখনও তুঘলকের মতো নোটবন্দী করছে। জিএসটির জন্য কত দোকান বন্ধ হয়ে গেছে।
  • ক্যাশলেস ইকনমি করতে গিয়ে ব্যাঙ্কগুলোকেই ক্যাশলেস করে দিয়েছে।
  • বামফ্রন্ট ৩৪ বছর ক্ষমতায় থেকে লক্ষ লক্ষ কোটি টাকা দেনা করে গেছে। বাংলাকে কিচ্ছু দেয়নি।
  • কোনও কিছু ছোট বলে অবহেলা করবেন না, যখনই কোনও ঘটনা ঘটবে, সঙ্গে সঙ্গে অ্যাকশন নিতে হবে।

Chief Minister Mamata Banerjee today inaugurated a slew of projects for Malda district during a public programme at DSA Stadium. She also laid the foundation stones of several projects.

Among the projects inaugurated were electricity substations, an ITI, anganwadi centres, polytechnic college laboratory building, drinking water supply network, new roads, a model school, a veterinary health centre, a students’ hostel, etc.

Foundation stones were laid for a mini Mother and Child Hub, Karma Tirtha, deep tube-well, rebuilding of a bridge, set of lamp posts for LED lights, Harmony Centres (Sadbhab Mandap), etc.

Besides these, Mamata Banerjee distributed the benefits of schemes like Kanyashree, Samaj Sathi and Gatidhara, tractors, Kisan Credit Cards, etc.

Several senior ministers and local leaders were present during the function.

 

Highlights of the Chief Minister’s speech at the programme:

  • We have distributed direct government benefits to over 10,000 people today in Malda district.
  • I had visited Malda during the floods last year. We have given Rs 1,200 crore compensation to affected farmers.
  • We give a sapling to the parents of a newborn baby. When they grow up, this tree can be sold for financial benefits. This is called ‘Sabuj Shree’ scheme.
  • We have increased Kanyashree stipend from Rs 750 to Rs 1,000. We have extended the scheme to university students also.
  • We provide Siksha Shree scholarship to 57 lakh SC/ST students. We have distributed scholarships to 1 crore minority students.
  • We have distributed 70,000 cycles to students. They are the backbone of the society. The more they study, the better the prospects of the nation.
  • From April, a new scheme will be launched, named ‘Ruposhree’. We will give Rs 25,000 to help poor families in the marriage of their daughters. Application process will begin on March 20.
  • We do not want parents to consider their daughters as burden. They should treat their daughters as assets. Girls must be allowed to stand on their feet.
  • Farmers’ old age pension has been increased to Rs 1,000. People with 50% disability will get pension under ‘Manobik’ scheme.
  • More than 1.9 lakh folk artistes receive monthly stipends and perform at government functions.
  • BJP-ruled Centre stopped funds for ASHA project. Our government gives monthly remuneration of Rs 2,000 to ASHA workers. CPI(M) government never took such an initiative. They have stopped 90% of funds for ICDS project also.
  • Centre is not doing any favour to us by giving us funds. The money they get from our revenue is given back to us.
  • Contractual workers will have job security till 60 years of age. No other State has done this.
  • Self-help groups, civic volunteers, casual workers, home guards, contractual workers have been brought under health insurance scheme ‘Swasthya Sathi’. We have started ‘Mabhoi’ scheme for journalists.
  • We have started pension scheme for construction workers, bidi workers, auto drivers and other workers.
  • We even provide financial assistance to poor families for cremation/burial.
  • CPI(M) incurred huge debts. We have to pay Rs 48,000 crore as instalments. Yet we are providing funds for all the schemes.
  • Instead of cooperating with the States, the Centre is bulldozing the federal structure, denying funds to the State.
  • We have abolished khajna tax on agricultural land. Mutation fees on agricultural land has also been abolished.
  • 12,000 farmers have committed suicide in India. Yet, the Centre has not waived farm loans. While, some people are running away from the country with crores of rupees.
  • Small scale industry is suffering due to GST.
  • People’s money in the banks is not safe. Rate of interest on PF, small savings, fixed deposit is being reduced. Centre is burdening the common people to compensate for the loot by a few people. People are suffering.
  • Fuel prices are rising. Prices of essential commodities is rising every day. The benefit of the fall in fuel prices in the international market has not been passed on to people.
  • I respect Gau Mata, but cows are safer than humans in India now. People are being denied their rights for the want of Aadhaar. Country is under the reign of looters.
  • Self-help groups are not getting loans. Farmers are not getting loans. And a few special people are running away with crores of money.
  • We have demanded that FRDI Bill must be withdrawn. Govt has to ensure safety of people’s savings in the banks.
  • People cannot be denied basic rights for Aadhaar.
  • Bengal is always vocal against injustice. We will always protest against anti-people policies.
  • I ask the CPI(M) and the Congress to stop criticising Mamata Banerjee and step up their criticism of the BJP.
  • BJP is boasting about their new party office. How does it matter to the common people? A political party is there to serve the people. A political party is not a corporate company driven by their own profit. They only believe in giving big speeches on TV and creating divisions between people.
  • Bengal will become the best in the world. I want my youths and students to lead the way for the world.
  • We have to defeat the divisive forces. A few political parties divide people on communal lines whenever elections approach.
  • CPI(M) destroyed Bengal for 34 years. Congress has been strong in Malda and Murshidabad for decades. What have they done for the development of the region?
  • We do not seek votes in return of development. We serve people because we consider it our responsibility. We work for all.
  • Four years have passed since a new government was formed at Centre. Now they have to give answers to people. হিসেবে চাই, হিসেবে দাও। নইলে গদি ছেড়ে দাও।
  • We believe in Sarva Dharma Samannay. We respect all religions equally. We respect Ram not Ravan.

 

রাজ্যের অধিকারের টাকা দেয় কেন্দ্র, দয়া করে না: মুখ্যমন্ত্রী

 

আজ মালদা জেলার ডিএসএ স্টেডিয়ামে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, সাব স্টেশন, আইটিআই, অঙ্গনওয়াড়ি কেন্দ্র, পলিটেকনিক ল্যাব বিল্ডিং, জল স্প্রবরাহ প্রকল্প, নতুন রাস্তা, মডেল স্কুল, প্রাণী স্বাস্থ্য কেন্দ্র, ছাত্রাবাস ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, মিনি মাদার অ্যান্ড চাইল্ড হাব, কর্মতীর্থ, গভীর নলকূপ, ব্রিজের পুনর্নির্মাণ, এলইডি আলোকবাটি স্তম্ভ স্থাপন, সদ্ভাব মণ্ডপ ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন।

এখানে উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।

 

তাঁর বক্তব্যের কিছু অংশঃ-

  • মালদা জেলার প্রায় ১০ হাজার মানুষের কাছে সরকারী পরিষেবা পৌঁছে দেওয়া হয়েছে।
  • গত বছর বন্যার সময় আমি মালদা জেলায় এসেছিলাম। বন্যায় ক্ষতিগ্রস্ত কৃষকদের আমরা ১২০০ কোটি টাকা ক্ষতিপূরণ দিয়েছি।
  • নবজাতকদের জন্মের পর তাদের বাবা-মায়েদের একটা করে চারাগাছ দেওয়া হচ্ছে। বড় হয়ে যাতে তারা সেই গাছ বিক্রি করে আর্থিক সহায়তা পেতে পারে। এটা ‘সবুজশ্রী’ প্রকল্প।
  • কন্যাশ্রীর মেয়েদের ভাতা ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করা হয়েছে। এখন থেকে বিশ্ববিদ্যালয়ের ছাত্রীদেরও কন্যাশ্রীর আওতায় আনা হয়েছে।
  • ‘শিক্ষাশ্রী’ প্রকল্পের আওতায় ৫৭ লক্ষ SC/ST ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছে। এছাড়াও ১ কোটিরও বেশি সংখ্যালঘু ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছে।
  • ‘সবুজ সাথী’ প্রকল্পের আওতায় ৭০ লক্ষ সাইকেল দেওয়া হয়েছে। ছাত্রছাত্রীরাই সমাজের মেরুদণ্ড। ওরাই আমাদের ভবিষ্যৎ। ওরা যত এগিয়ে যাবে ততই এই সমাজের কল্যাণ হবে।
  • এপ্রিল মাস থেকে আমরা নতুন প্রকল্প চালু করব। এর নাম ‘রূপশ্রী’। গরীব পরিবারের মেয়েদের বিবাহের জন্য ২৫ হাজার টাকা আর্থিক সহায়তা দেওয়া হবে। আগামী ২০ মার্চ থেকে অ্যাপ্লিকেশন প্রক্রিয়া শুরু হবে।
  • আমি চাই না বাবা মায়েরা চিন্তা করুক বা তাদের নিজেদের বোঝা ভাবুক। প্রত্যেকে যেন ভাবে তাদের মেয়েরা তাদের ঘরের লক্ষ্মী। আমি চাই মেয়েরা নিজেদের পায়ে দাঁড়াক।
  • কৃষকদের পেনশন ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করা হয়েছে। যাদের প্রতিবন্ধকতা ৫০% বা তার বেশি রয়েছে তাদের পেনশন দেওয়া হবে ‘মানবিক’ প্রকল্পের আওতায়।
  • ১ লক্ষ ৯৪ হাজার লোকশিল্পীকে প্রতি মাসে আর্থিক সহায়তা দেয় রাজ্য সরকার। পাশাপাশি তাদের সরকারী অনুষ্ঠানেও কাজের সুযোগ দেওয়া হয়।
  • কেন্দ্রের বিজেপি সরকার ‘আশা’ প্রজেক্টের টাকা দেওয়া বন্ধ করে দিয়েছে। তারপর আমাদের সরকার আশার কর্মীদের ১৫০০ টাকা আর্থিক সাহায্য দেওয়া শুরু করে এখন তা বাড়িয়ে ২০০০ টাকা করা হয়েছে। সিপিএম সরকার এরকম কোন পদক্ষেপ নেয়নি। কেন্দ্রীয় সরকার আই সি ডি এস এর যে টাকা দিত তার ৯০% টাকা দেওয়া বন্ধ করে দিয়েছে।
  • কেন্দ্র আমাদের থেকে ট্যাক্স এর টাকা কেটে নিয়ে যায় আর সেই টাকা থেকে কিছু টাকা আমাদের দেয়। আমাদের অধিকারই আমাদের দিত, দয়া করত না।
  • চুক্তি ভিত্তিক কর্মীদের চাকরির বয়স ৬০ বছর পর্যন্ত করে দেওয়া হয়েছে – আর কোন রাজ্যে পাবেন না।
  • স্বনির্ভর গোষ্ঠী, সিভিক ভলেন্টিয়ার, হোম গার্ড, চুক্তি ভিত্তিক কর্মীদের ‘স্বাস্থ্যসাথী’ প্রকল্পের আওতায় আনা হয়েছে। সাংবাদিকদের জন্য ‘মাভৈ’ প্রকল্প চালু করা হয়েছে।
  • বাড়ি নির্মাণকারী শ্রমিক, বিড়ি শ্রমিক, অটো চালক সহ বাকি শ্রমিকদের জন্যও পেনশন প্রকল্প চালু করা হয়েছে।
  • গরীব লোকেরা যাতে তাদের আত্মীয়দের মৃতদেহ সৎকার করতে পারে সেই জন্য তাদের ২০০০ টাকা আর্থিক সাহায্য দেওয়া হচ্ছে ‘সমব্যাথী’ প্রকল্পের আওতায়।
  • সিপিএম ৩৪ বছরে ইচ্ছেমতো দেনা করেছে, সেই দেনা আমদের শোধ করতে হচ্ছে। কেন্দ্রীয় সরকার ৪৮ হাজার কোটি টাকা কেটে নিয়ে যাচ্ছে। তা সত্ত্বেও আমরা সব প্রকল্প চালিয়ে যাচ্ছি। আমরা মাথা নত করি না।
  • রাজ্যকে সাহায্য করার পরিবর্তে যুক্তরাষ্ট্রীয় পরিকাঠামোকে ভেঙে দিচ্ছে। রাজ্য যে সব টাকা পায় সেগুলো দেওয়া বন্ধ করে দিয়েছে।
  • আমরা কৃষিজমিতে খাজনা মুকুব করে দিয়েছি। কৃষিজমির কেনা বেচায় কোনও মিউটেশন ফি লাগবে না।
  • ভারতবর্ষে ১২০০০ কৃষক আত্মহত্যা করেছে। ঋণ শোধ করতে না পাড়ার জন্য অনেকে আত্মহত্যা করেছে। তাও, তাদের ঋণ মকুব করা হয় না। আর দু তিন জন লোক লক্ষ লক্ষ কোটি টাকা লুট করে নিয়ে যাচ্ছে।
  • ক্ষুদ্র শিল্প জিএসটির জন্য ক্ষতিগ্রস্ত।
  • স্বল্প সঞ্চয়ে সুদের হার কমানো হচ্ছে, প্রভিডেন্ট ফান্ডে সুদ কমানো হচ্ছে, এফডি, পিপিএফে সুদ কমছে, আমজনতার টাকা লুঠ করা হচ্ছে, কোথায় টাকা রাখবেন মানুষ? ব্যাঙ্কে মানুষের সঞ্চিত টাকা নিরাপদ নয়। ঋণখেলাপিদের পালানোর সুযোগ করে দিচ্ছে বিজেপি সরকার। এফআরডিআই বিল বাতিলের দাবি জানাচ্ছি।
  • তেলের দাম বাড়ছে। জিনিসের দাম বাড়ছে। আন্তর্জাতিক বাজারে তেলের দাম কমলেও সাধারণ মানুষ কোনও সুবিধে পেল না। আধারের নামে পরিষেবা দিচ্ছে না মানুষকে। দেশে লুঠেরাদের সরকার চলছে।
  • আমি গোমাতাকে ভালবাসি, কিন্তু, তাও, গোরুর নিরাপত্তা আছে, জনগণের নেই। গোরুর আধার কার্ডে গোরুর নিরাপত্তা থাকবে আর মানুষের আধার কার্ডে ব্যাঙ্ক লুট করে নিয়ে যাবে, এই দুটো হতে পারে না। আধার কার্ড না থাকলে বলছে তুমি বিনাপয়সায় চিকিৎসা পাবে না। আজ লুটেরাদের রাজত্ব চলছে কেন?
  • স্বনির্ভর গোষ্ঠীকে ব্যাঙ্ক টাকা দিতে চায় না। অথচ যাদের ফাঁকি দিয়ে নেওয়ার, তারা ঠিক টাকা নিয়ে বেরিয়ে যাচ্ছে।
  • বাংলা ভয় পায় না, লড়াই করে। সিপিএম ও কংগ্রেসকে বলব, শুধু মমতা বন্দ্যোপাধ্যায়ের বিরুদ্ধে কুৎসা না করে দিল্লীর এই অবিচারের বিরুদ্ধে কিছু করুন।
  • বিজেপি ভারতবর্ষের সবথেকে ধনীদের পার্টি। বলছে, এইরকম পার্টি অফিস সারা বিশ্বে নেই। তাতে জনগণের কিছু যায় আসে না। একটা রাজনৈতিক দল ও কর্পোরেট অফিসের মধ্যে পার্থক্য আছে। রাজনৈতিক দল শুধু টিভিতে ভাষণ দেবে? কিছু হলেই বলবে আগুন লাগিয়ে দাও।
  • বাংলা যেকোনো জায়গার থেকে বিশ্বসেরা। বাংলার ছাত্র-যৌবন বিশ্বকে পথ দেখাবে। বাংলার মাটি সোনার চেয়েও খাঁটি।
  • হিংসা, সন্ত্রাস, ভাগাভাগি, ভেদাভেদ আর নয়। নির্বাচন এলেই হিন্দু মুসলমান ভাগাভাগি করে কয়েকটা রাজনৈতিক দল।
  • সিপিএমএর লজ্জা ঘেন্না ভয় নেই, ৩৪ বছর বাংলাটাকে শেষ করেছে। কংগ্রেস চিরকাল মালদা, মুর্শিদাবাদ পেয়েছে, কিছু করেছে মালদার জন্য?
  • তৃণমূল কংগ্রেস সারা বাংলার জন্য অনেক করেছে ও করবে, পরিবর্তে কিছু চায়নি।
  • দিল্লীতে সরকারের তো প্রায় ৪ বছর হয়ে গেল। ব্যাঙ্কের টাকা লুঠ হয়ে যাচ্ছে, হিসেব দাও। হিসেব চাই, হিসেব দাও, নইলে গদি ছেড়ে দাও।

There is another good news for the State Government: according to a Union Food Processing Industries Ministry report, Bengal is ahead of its neighbours in foodgrain procurement and foodgrain storage infrastructure.

As per the report, Bengal has a lot of potential in the field of paddy procurement. Hence, while the procurement during the 2016-17 kharif season was 40 lakh metric tonnes, the target set for the 2017-18 season by the State Government is 52 lakh metric tonnes.

After the Trinamool Congress Government came to power in 2011, the state has stopped procuring foodgrains from neighbouring states for distribution through the public distribution system, that is, ration shops, which is a big achievement.

On the other hand, Bengal is selling foodgrains to its neighbouring states for distribution through the PDS. Jharkhand, for example, is buying 5 lakh metric tonnes from Bengal. Not just that, the Centre now wants Bengal to supply to Tamil Nadu and Kerala too.

Additionally, as per the report, the Centre now wants Bengal to join the elite list of states which supply foodgrains to other states to make up for their shortfall. Hence, Bengal would soon join states like Andhra Pradesh, Punjab, Chhattisgarh, Uttar Pradesh and Haryana.

 

সরকারি উদ্যোগে ধান সংগ্রহে প্রতিবেশী রাজ্যগুলির থেকে অনেক এগিয়ে বাংলা

প্রতিবেশী রাজ্যগুলির থেকে সরকারি উদ্যোগে ধান সংগ্রহের পরিকাঠামো ও পরিমাণের নিরিখে এগিয়ে পশ্চিমবঙ্গ। কেন্দ্রীয় খাদ্য মন্ত্রকের ডাকা বৈঠকের রিপোর্ট থেকেই এটা পরিষ্কার।

চলতি খরিফ মরশুম শুরু হওয়ার পরেই কেন্দ্রীয় খাদ্যমন্ত্রক পশ্চিমবঙ্গ, বিহার, অসম, ঝাড়খণ্ড এবং উত্তরপ্রদেশে ধান সংগ্রহের প্রস্তুতি নিয়ে বিশেষ বৈঠক ডেকেছিল। খাদ্যমন্ত্রকের যুগ্মসচিবের সভাপতিত্বে হওয়া এই বৈঠকের বিস্তারিত রিপোর্টে দেখা যাচ্ছে, চাল সংগ্রহের ক্ষেত্রে পশ্চিমবঙ্গের অবস্থা সব থেকে ভালো।

পশ্চিমবঙ্গ সম্পর্কে বলা হয়েছে, ধান সংগ্রহে এ রাজ্যে বিরাট সম্ভাবনা রয়েছে। তাই ২০১৬-১৭ খরিফ মরশুমে ৪০ লক্ষ টন ধান সংগ্রহ হলেও, ২০১৭-১৮ মরশুমে তা আরও বাড়ানোর সুযোগ রয়েছে। প্রসঙ্গত, চলতি খরিফ মরশুমে রাজ্য সরকার ৫২ লক্ষ টন ধান সংগ্রহের লক্ষ্যামাত্রা ধার্য করেছে। ফেব্রুয়ারি মাসের শুরুতে সরকারি উদ্যোগে ধান সংগ্রহ ১৬ লক্ষ টন ছাড়িয়ে গিয়েছে

কেন্দ্রের রিপোর্টে দেখা যাচ্ছে, অন্তত ৩৭ লক্ষ টন ধান ওই রাজ্যকে কিনতে বলা হয়েছে। প্রসঙ্গত, ২০১১ সালে তৃণমূল সরকার ক্ষমতায় আসার পর থেকে গত প্রায় পাঁচ বছর ধরে পশ্চিমবঙ্গে রেশনে ভিন রাজ্যের চাল সরবরাহ বন্ধ হয়ে গিয়েছে।

উল্লেখ্য, ঝাড়খণ্ড সরকার ওই রাজ্যের রেশনে সরবরাহ করার জন্য পশ্চিমবঙ্গ থেকে চাল নিতে আগ্রহী। ঝাড়খণ্ড, তামিলনাড়ু ও কেরলে চাল সরবরাহ করুক এই রাজ্য, কেন্দ্র এটাই চাইছে।

The State Government has proposed to waive 10 per cent of the property tax for elderly citizens.

It may be mentioned that this comes at the time when Chief Minister Mamata Banerjee has stated that the state government will take many steps to extend all support to the elderly.

To bring this into effect, the State Government is going to bring two amending Bills in the Assembly – The West Bengal Municipal Corporation (Amendment) Bill, 2018 and The West Bengal Municipality (Amendment) Bill, 2018.
Waiving of 10 per cent property tax has some social implications as well.

Since coming to power, the Trinamool Congress Government has taken several steps for the benefit of elderly people and at the same time, ensured that the benefits reach the grassroot level.

It has also been proposed in the state Budget that the monthly pension of farmers will be increased to Rs 1,000 from Rs 750. At present, around 66,000 elderly farmers get the monthly pension.

In a bid to ensure social security of aged farmers, the State Government has decided to bring in 34,000 more elderly farmers under the scheme of old-age pension. With this increase in the number of beneficiaries, a total of 1 lakh elderly farmers are going to get the benefits.

 

প্রবীণদের সম্পত্তি করে ১০% ছাড় দিতে চলেছে রাজ্য

পুরসভা এলাকার প্রবীণ নাগরিকদের প্রদেয় সম্পত্তি করের উপর ১০ শতাংশ ছাড় দিতে চলেছে রাজ্য সরকার। আজ থেকে ফের শুরু হতে চলা রাজ্য বিধানসভার বাজেট অধিবেশনে এই বিষয়ে বিল আনছে পুর ও নগরোন্নয়ন দফতর। বৃহস্পতিবার অধিবেশনের কার্য উপদেষ্টা (বিএ) কমিটির বৈঠকে এই বিল পেশের প্রস্তাব গৃহীত হয়।

১ এপ্রিল থেকে কলকাতা পুরসভার নতুন সম্পত্তি কর ব্যবস্থা চালু হচ্ছে। যেখানে বলা হয়েছে, নির্দিষ্ট কয়েকটি মাপকাঠির ভিত্তিতে আপনার সম্পত্তির কর নির্ধারণ করুন আপনি নিজেই৷যিনি যে এলাকার বাসিন্দা, নতুন ব্যবস্থায় তাঁকে সেই এলাকার নির্ধারিত কর দিতে হবে।

এলাকায় পুর পরিষেবার মান খতিয়ে দেখেই করের হার নির্ধারণ করা হয়েছে।

ক্ষমতায় আসার সময় থেকেই তৃণমূল সরকার প্রবীণদের কথা ভেবেছেন ও চেষ্টা করেছে সব পরিষেবা সমাজের সকল স্তরের মানুষের মধ্যে পৌঁছে দিতে।

এবছরের বাজেটেও দেখা গেছে প্রবীণ কৃষকরা যারা পেনশন পান, তাদের পেনশনের পরিমাণও যেমন বাড়ানো হয়েছে ৭৫০ থেকে ১০০০ টাকায়, তেমন পেনশন প্রাপকের সংখ্যাও ৬৬০০০ থেকে বাড়িয়ে ১ লক্ষ করা হয়েছে।

The way the Trinamool Congress Government has used the 100 Days’ Work Scheme (NREGA) in the service of garbage disposal by the panchayats has become a role model for the country. The Union Rural Development Ministry has sent instructions to the state and union territory governments to study and implement the Bengal model.

The solid waste management system that the panchayats have implemented is both health-friendly and environment-friendly. As an example, the union ministry has held up the solid waste disposal practiced in Hemtabad gram panchayat (GP) in Uttar Dinajpur district.

Bengal has also been acknowledged by the Centre as being the best in implementing the 100 Days’ Work Scheme. Be it making flyash bricks or growing orchards or effectively disposing garbage or so many other things, the State Government, under the leadership of Chief Minister Mamata Banerjee has been extremely effective in using the scheme to benefit people in even the farthest corners of the state.

 

জঞ্জাল অপসারণ করে দেশের মডেল এ রাজ্য

গ্রামীণ এলাকায় জঞ্জাল অপসারণের কাজে পশ্চিমবঙ্গকেই দেশের ‘রোল মডেল’ করতে চাইছে কেন্দ্রীয় সরকার৷

মমতা বন্দ্যোপাধ্যায়ের সরকার যে ভাবে ১০০ দিনের কাজের প্রকল্পে পঞ্চায়েতে জঞ্জাল অপসারণের নয়া দিশা দেখিয়েছে , তা সারা দেশে ছড়িয়ে দিতে চায় কেন্দ্রীয় সরকার৷ তার জন্য সব রাজ্যের কাছে লিখিত নির্দেশিকা পাঠিয়েছে গ্রামোন্নয়ন মন্ত্রক৷ কেন্দ্রীয় এই নির্দেশিকায় জানানো হয়েছে , বিভিন্ন রাজ্যের কঠিন বর্জ্য নিষ্কাশন পদ্ধতি খতিয়ে দেখে পশ্চিমবঙ্গকেই দেশের আদর্শ মডেল হিসেবে চিহ্নিত করা হয়েছে৷

পঞ্চায়েতমন্ত্রী বলেন , ‘১০০ দিনের কাজে প্রকল্পে সারা দেশের মধ্যে আমরা সবার শীর্ষে রয়েছি৷ তার জন্য পুরস্কারও পেয়েছি৷ ১০০ দিনের কাজের প্রকল্পে কনভার্জেন্সেও আমরা প্রথম৷ শুধু গ্রামের কঠিন বর্জ্য নিষ্কাশনই নয় , ১০০ দিনের কাজের কর্মীরা ফ্লাই অ্যাশের ইটও তৈরি করছেন৷ ফলের বাগান বানানো হয়েছে৷ আমাদের কাজকে স্বীকৃতি না দিয়ে পারছে না কেন্দ্রীয় সরকার৷’

Bengal Chief Minister Mamata Banerjee today inaugurated and laid the foundation stones for several projects for Murshidabad district, at a function in Baharampur Stadium.

Some of the projects inaugurated include Shishu Siksha centres, Madhyamik Siksha centres, schools, classrooms for Madrassahs, Karma Tirtha, roads, Anganwadi centres, renovation work for Baharampur stadium, among others.

She laid the foundation stones for flood shelters, new roads, renovation work for ghats, watch towers for disaster management, among other projects.

She also distributed benefits for several schemes, such as, Kanyashree, Sabuj Sathi, Samaj Sathi, Gatidhara; the CM distributed tractors, Kisan Credit Cards and other benefits too.

Highlights of her speech:

My best wishes to all the students who are appearing for Madhyamik and Higher Secondary exams. Students are the future of the society. They will build the nation in future.

Murshidabad has a glorious history. We have undertaken a slew of developmental projects for the district. The tide of development will continue.

Power project worth Rs 7000 crore is coming up in Sagardighi.

We have set up Krishak Bazar, polytechnics, ITIs, multi super speciality hospitals, colleges. We are setting up Karma Tirthas as well.

I have chaired more than 395 administrative review meetings in districts. The amount of work we have done in Bengal in the last six years, is unmatched.

We must all feel proud about Bengal. Today we have distributed direct government benefits to nearly 1 lakh people.

Students are getting Sikshashree scholarship. 8 crore people are receiving rice at Rs 2 per kilo. Healthcare is free in Bengal.

Girls are getting Kanyashree scholarship for pursuing education. We are giving cycles for free to students of classes IX-XII. To ensure a bright future of kids, we are distributing saplings under ‘Sabuj Shree’.

Scholarship under Kanyashree has been increased to Rs 1000. We have started a new scheme ‘Ruposhree’. Families with annual income less than Rs 15 lakh will receive Rs 25,000 for the wedding of their daughters.

From birth (Sabuj Shree) till death (Samabyathi), we have a scheme for all. We are always with the people. No other government has done the work done by our government.

Self-help groups are getting 30% subsidy in loans. Interest rates have been reduced from 4% to 2%.

We are paying off the debt incurred by CPI(M). The BJP government in the Centre takes away Rs 48,000 crore from our revenues. Yet we are doing developmental works, without burdening the people.

Contractual workers, ASHA, ICDS workers, civic volunteers have been brought under Swasthya Sathi scheme. A separate insurance scheme has been started for SHGs.

We have started a pension scheme or bidi workers. Masons, drivers and other workers have been brought under social security schemes.

1.7 minority students are receiving scholarships. We are giving school uniforms, bags, books, shoes to children of primary schools. We send ambulances to ferry pregnant women to hospitals.

I respect priests as well as Imams. Bengal’s perspective of the world is wide. Our actions speak louder than words.

A lot of politics has happened over the development of Murshidabad district. People have been deprived for long.

Centre’s ‘Beti Bachao’ scheme is actually ‘Beti Hatao’. Their budget is only Rs 100 crore. We have spent nearly Rs 5000 crore for Kanyashree in the last five years (Rs 1200 crore per year).

Without any financial allocation, Centre has announced health insurance scheme. Now they want states to pay 40% of the cost. They should first learn to do their job properly.

Healthcare is free in Bengal. They should make Bengal the model for healthcare.

If you keep money in banks, you will lose it. If you invest in cricket or land, you will lose it. They are a government of

Several villages in Bengal do not have banks. We have started co-operative banks in those villages.

Centre is bringing FRDI Bill. People’s savings are not safe in banks anymore. People’s money is given away to others.

Not just Punjab National Bank, many other banks are involved in this scam. A thorough probe must be carried out to ascertain who is behind this scam.

Planning for this scam started a year before demonetisation. Senior officials in some banks were changed. There is proof. Facts never lie.

I never trust those who talk big and never deliver. They only deliver bhashan on TV and fail when it comes to working.

Farmers in Bengal are receiving farming equipment. We have waived off all tax on agricultural land. Even mutation fees on agri land have been waived off.

We have schemes for the welfare of all – SC/ST, Adivasi, OBC as well as general caste. We have to work for all.

We have constructed 25 lakh houses under Banglar Abaar Yojana. 5 lakh more houses will be constructed

We have constructed 23,000 km rural roads. Work for 13,000 km more has started.

We have to ensure road safety. Do not cross roads while talking on the phone. Drive cars carefully. Safe drive, save life.

It is our responsibility to ensure your well-being. Stay happy. Live in harmony. My best wishes to you all. Even when others indulge in riots, Murshidabad maintains peace.

We do not indulge in politics of division. We do not support riots. We do not make false promises. We do not deceive people by putting up false statements on TV.

It is India’s misfortune that BJP is in power. They are taking away the rights of the people.

They are asking people to link Aadhaar to their bank accounts. While some others are running away with crores of rupees. People live in misery, while they build grand offices.

Political parties must always work for the people. Parties should be proud of people power, not money power.

Democracy and the voice of the people can never be purchased with money power.

The more you work for the people, the happier you will be.

Bengal is No. 1 in MGNREGA scheme. We are No. 1 in rural job creation.

আজ মুর্শিদাবাদ জেলার বহরমপুরের স্টেডিয়াম মাঠে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, বিভিন্ন ব্লকের শিশু শিক্ষা কেন্দ্র, মাধ্যমিক শিক্ষা কেন্দ্র, বিদ্যালয়, মাদ্রাসার অতিরিক্ত শ্রেণীকক্ষ, অঙ্গনওয়াড়ি কেন্দ্রকে শিশু আলয়ে উন্নীতকরণ, কর্মতীর্থ, নতুন রাস্তা, বহরমপুর স্টেডিয়ামের সংস্কার, ভাগীরথী-দ্বারকা-ভৈরব নদীর পাড়ের উন্নতিসাধন ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, অঙ্গনওয়াড়ি কেন্দ্র, নতুন রাস্তা, বিভিন্ন মৌজায় মোট ১৪টি ফ্লাড শেল্টার, বিপর্যয় মোকাবিলার জন্য ওয়াচ টাওয়ার, জঙ্গীপুর পুরসভা-মুর্শিদাবাদ-জিয়াগঞ্জ ব্লকের তিনটি স্থানে ভাগিরথী নদীর পাড় সংরক্ষণ ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন।উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।

তাঁর বক্তব্যের কিছু অংশঃ-

মাধ্যমিক ও উচ্চ মাধ্যমিক সহ অন্যান্য পরীক্ষার্থীদের অনেক শুভেচ্ছা। ছাত্রছাত্রীরাই দেশ ও জাতির ভবিষ্যৎ। তারাই সমাজ গড়ে, তারাই সমাজের প্লাবন।

মুর্শিদাবাদের একটা ইতিহাস আছে। এই জেলায় অনেক উন্নয়ন হচ্ছে, উন্নয়নের কাজ এখনও চলছে।

সাগরদীঘিতে ৭ হাজার কোটি টাকা বিনিয়োগ করে বিদ্যুৎ প্রকল্প তৈরি হচ্ছে।

কৃষক বাজার, পলিটেকনিক, আই টি আই, মাল্টি সুপার হাসপাতাল, কলেজ তৈরি করা হয়েছে। কর্মতীর্থ তৈরির পরিকল্পনাও রয়েছে।

আজ পর্যন্ত আমি জেলায় জেলায় গিয়ে ৩৯৫টিরও বেশি প্রশাসনিক বৈঠক করেছি, বাংলায় আমরা ৬ বছর ধরে যা কাজ করছি তা আর কোথাও হয় না।

বাংলা নিয়ে গর্ব করা উচিত। আজ প্রায় ১ লক্ষ মানুষের কাছে সরকারী পরিষেবা পৌঁছে দেওয়া হল।

ছাত্রছাত্রীদের ‘শিক্ষাশ্রী’ স্কলারশিপ দেওয়া হচ্ছে। ‘খাদ্য সাথী’ প্রকল্পের আওতায় ৮ কোটির বেশি মানুষকে ২ টাকা কেজি দরে চাল, গম দেওয়া হচ্ছে। বিনামূল্যে চিকিৎসা পাওয়া যায়।

মেয়েদের উচ্চ শিক্ষার জন্য ‘কন্যাশ্রী’ স্কলারশিপ দেওয়া হচ্ছে। বিনামূল্যে সবুজ সাথীর সাইকেল দেওয়া হচ্ছে নবম থেকে দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের। ‘সবুজশ্রী’ প্রকল্পের আওতায় শিশুর জন্মের পর একটি করে গাছের চারা দেওয়া হয় তাদের ভবিষ্যৎ সুরক্ষিত করার জন্য।

কন্যাশ্রীর স্কলারশিপের টাকা ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করা হয়েছে। এবার বাজেটে নতুন ‘রূপশ্রী’ প্রকল্প চালু করা হয়েছে। এর মাধ্যমে যে সব পরিবারের বার্ষিক ইনকাম ১.৫ লক্ষ টাকা পর্যন্ত তাদের মেয়েদের বিবাহের জন্য ২৫০০০ টাকা আর্থিক সহায়তা দেওয়া হবে।

আমাদের সরকার জন্ম (সবুজশ্রী) থেকে মৃত্যু (সমব্যাথী) অবধি মানুষের সঙ্গে আছে, পাশে আছে। আমাদের সরকার যা করে তা কোনদিন কোন সরকার করতে পারবে না।

আমরা স্বনির্ভর গোষ্ঠীকে ঋণের ক্ষেত্রে ৩০% সাবসিডি দিই। সুদের হার ৪% থেকে কমিয়ে ২% করে দেওয়া হয়েছে।

সিপিএমের দেনা শোধ করছি, বিজেপি ৪৮০০০ কোটি টাকা কেটে নিয়ে যাচ্ছে। তারপরেও এত কর্মসূচি দেওয়া হচ্ছে সাধারণ মানুষের ওপর কোনরকম বোঝা না বাড়িয়ে।

চুক্তিভিত্তিক কর্মী, আশা-আই সি ডি এস এর কর্মী, সিভিক ভলেন্টিয়ারদের ‘স্বাস্থ্য সাথী’ প্রকল্পের আওতায় আনা হয়েছে। স্বনির্ভর গোষ্ঠীদের জন্য আলাদা বীমা চালু করা হয়েছে।

বিড়ি শ্রমিকদের জন্য পেনশন প্রকল্প চালু হয়েছে, এছাড়া যারা বাড়ি তৈরি করেন, যারা গাড়ি চালায় তাদের জন্যও প্রকল্প চালু করা হয়েছে।

১.৭১ লক্ষ সংখ্যালঘু ছেলেমেয়েরা স্কলারশিপ পাচ্ছে। প্রাইমারি স্কুলের বাচ্চাদের ড্রেস, ব্যাগ, বই-খাতা, জুতো, মিড-ডে মিল দেওয়া হয়। গর্ভবতী মায়েদের জন্য অ্যাম্বুলেন্স পাঠানো হয়।

আমি পুরোহিতদের যেমন সম্মান করি, ইমামদেরও তেমন সম্মান করি। বাংলার দৃষ্টিভঙ্গি অনেক বড়। আমারা কথায় নয় কাজে করে দেখাই।

মুর্শিদাবাদ জেলার উন্নয়ন নিয়ে অনেক রাজনীতি হয়েছে। এতদিন শুধু মানুষের থেকে নেওয়া হয়েছে, মানুষকে কিছু দেওয়া হয়নি।

কেন্দ্রীয় সরকারের বেটি বাঁচাও বেটি পড়াও প্রকল্পে (ওটা বেটি হাটাও প্রকল্প) বরাদ্দ ১০০ কোটি টাকা। আর আমরা কন্যাশ্রী প্রকল্পের জন্য খরছ করেছি ৫০০০ কোটি টাকা। বছরে ১২০০ কোটি টাকা বরাদ্দ করেছি এর জন্য।

কেন্দ্রীয় সরকার টাকা ছাড়াই স্বাস্থ্য সুরক্ষার পরিকল্পনা করছে।আবার বলছে রাজ্যকে ৪০% দিতে হবে। আগে কাজ শিখুন তারপর বড় বড় কথা বলুন।

বাংলায় বিনামূল্যে চিকিৎসা দেওয়া হয়।ওদের উচিত বাংলাকে মডেল করে সারা ভারতে বিনাপয়সায় চিকিৎসা দেওয়া।

ওরা ব্যাঙ্কে, ক্রিকেটে, ল্যান্ডে টাকা রাখলে নিয়ে নেবে।

বাংলায় অনেক গ্রামে এখন ও ব্যাঙ্ক নেই, আমরা সেখানে কো-অপারেটিভ ব্যাঙ্ক চালু করেছি।

কেন্দ্রীয় সরকার এফ আর ডি আই বিল আনছে; এর মাধ্যমে মানুষের টাকা আত্মস্যাৎ করবে।মানুষের টাকা আজ ব্যাঙ্কে সুরক্ষিত নয়। জনগণের টাকা অন্যদের দিয়ে দেওয়া হচ্ছে।

শুধু পাঞ্জাব ন্যাশনাল ব্যাঙ্ক নয়, আরও অনেক ব্যাঙ্ক আছে, এদের মাথায় কোন কোন ছাতা আছে সেটা তদন্ত করার দরকার আছে।কারা সুরক্ষা দিয়েছে?

আমি মনে করি নোটবন্দির এক বছর আগে থেকে এই সব পরিকল্পনা করা হয়েছে। কিছু কিছু ব্যাঙ্কে ইচ্ছেমতো লোক নেওয়া হয়েছিল এর সব তথ্য আছে। তথ্য কখনো মিথ্যে কথা বলে না।

যারা শুধু মুখে বড় বড় কথা বলে তাদের আমি বিশ্বাস করি না। টিভি তে বড় বড় ভাষণ দেয় আর কাজের বেলায় লবডঙ্কা।

কৃষকদের কৃষি জমির যন্ত্রপাতি দেওয়া হচ্ছে। বাংলার কৃষকদের সব ঋণ মুকুব করে দিয়েছে সরকার। কৃষি জমির মিউটেশন ফি লাগবে না।

তপসিলি জাতি-উপজাতি, আদিবাসী, ওবিসি সকলের জন্য আমরা প্রকল্প চালু করেছি। সবুজ সাথী সাইকেল স্বামী বিবেকানন্দ স্কলারশিপ দেওয়া হয় জেনারেল কাস্টদের। সবাইকে নিয়ে চলতে হবে।

প্রায় ২৫ লক্ষ মানুষকে বাংলার আবাস যোজনায় বাড়ি দিয়েছি। আরও ৫ লক্ষ দেওয়া হচ্ছে।

প্রায় ২৩০০০ কিঃমিঃ নতুন গ্রামীণ রাস্তা আমরা করেছি। আরও ১৩০০০ কিঃমিঃ স্টার্ট করা হয়েছে।

এক্সিডেন্ট কমাতে হবে। মোবাইলে কথা বলতে বলতে রাস্তা পার হবেন না। জোর করে গাড়ি চালাবেন না, সেফ ড্রাইভ সেভ লাইফ।

মানুষ ভালো থাকলে তবেই আমরা ভালো থাকবো। সবাই মিলেমিশে চলবেন। যখন চারদিকে দাঙ্গা হয়, এই জেলা দাঙ্গা করে না, আপনাদের অভিনন্দন জানাই।

আমরা মানুষে মানুষে ভেদাভেদ করি না, দাঙ্গা লাগাই না। মিথ্যে কথা বলে ভোট নিই না। টিভির সামনে চাটুকারি করে বক্তৃতা দিয়ে মানুষকে প্রতারনা করি না।

ভারতবাসীর দুর্ভাগ্য, বিজেপির মতো দল ক্ষমতায় আছে। তারা মানুষের সব অধিকার কেড়ে নিচ্ছে।

মানুষকে বলছে আধার কার্ড নাও, সেই কার্ডে টাকা রেখে সব টাকা লোপাট হয়ে গেল। মানুষকে অন্ধকারে রেখে, নিজেরা নিজেদের সব থেকে ধনীদের পার্টি অফিস তৈরী করেছে।

রাজনৈতিক দল, মানুষের পাশে থাকবে, আমার কত টাকা আছে এ নিয়ে কখনও গর্ব করে না, গর্ব করে মানুষ নিয়ে।

গণতন্ত্র, মানুষ কখনও টাকার কাছে বিক্রি হয় না।

যত মানুষের জন্য খাটবেন, তত ভালো থাকবেন।

৮১ লক্ষ বেকার ছেলেমেয়েদের কর্মসংস্থান হয়েছে, এ বছরেও ১০ লক্ষ হবে। আগামী দিন আরও বেশী করে আমরা চেষ্টা করব।

১০০ দিনের কাজে বাংলা ১ নম্বরে, গ্রামীণ কর্মসংস্থান বৃদ্ধিতে আমরা নাম্বার ওয়ান।

Bengal Government is going to provide low-cost meals for citizens.

Ekushe Annapurna, named after the typically Bengali lunch of dal, rice and fish curry that will come at a princely sum of Rs 21, will start as a pilot project at five places in the city from March. The final plan envisages having a total of a hundred such stalls across the state.

Initially this pilot project will be rolled out at five places – the Ruby crossing, Gariahat, DLF in New Town, Shyambazar and Salt Lake — in Kolkata, where people will get their lunch at Rs 21 only. This will start from March. There will be a hundred stalls across the state from May.

The meals will be available at a specific time to start with but, at a later stage, there are plans to make this an all-day affair.

 

চালু হচ্ছে ‘একুশে অন্নপূর্ণা’ প্রকল্প, ২১ টাকাতেই মাছ-ভাত

কথায় বলে মাছে ভাতে বাঙালি। যত‌ই বিরিয়ানি বা চাউমিন দিয়ে উদরপূর্তি করা হোক না কেন, সারাদিনে একবার জমিয়ে মাছ ভাত না খেলে, বাঙালির যেন দিনের খাওয়া সম্পূর্ণ হয় না। কিন্তু মাছের যা দাম তাতে বাজারে গেলে আঁতকে উঠতে হয়। তবে রাজ‍্য মৎস্য দপ্তরের নতুন পাইলট প্রজেক্টের মাছ ভাতের জন‍্য আর হাপিত্যেশ করতে হবে না আম বাঙালিকে। ‘একুশে অন্নপূর্ণা’ নামের এই প্রকল্পে মাত্র ২১ টাকায় পাওয়া যাবে ৫০ গ্রাম মাছ, ভাত, ডাল ও সবজি।

পাইলট প্রকল্প হিসাবে বেসরকারি সংস্থার সঙ্গে যৌথ উদ্যোগের এই প্রকল্প আপাতত চালু হয়েছে সল্টলেকের ডিএল‌এফ, রুবি, গড়িয়াহাট, শ‍্যামবাজার এলাকায়। আপাতত জেলার ডিএম অফিসের সামনে বিক্রি হবে। ব্যাটারিচালিত গাড়িতেই খাবার নিয়ে বিক্রেতারা পৌঁছে যাবেন এসব এলাকায়।

পরবর্তীকালে ১ মে থেকে রাজ‍্যের সব জেলার জেলাশাসকের দপ্তরের সামনে ও বিভিন্ন গুরুত্বপূর্ণ জায়গায় ‘একুশে অন্নপূর্ণা‘র স্টল দেওয়া হবে। এই প্রকল্পর কথা নবান্ন সূত্রে আগেই ঘোষণা করা হয়েছিল। এবার তারই পরীক্ষামূলকভাবে শুরু হচ্ছে শহরে। এমন আয়োজনে বড়সড় সাড়া মিলবে বলেই আশা প্রকল্পের সঙ্গে যুক্ত স্বনির্ভর গোষ্ঠীগুলিরও।

সস্তায় মাছ, ভাত খাওয়ার এমন সুবর্ণ সুযোগ করে দেওয়ায় সাধারণ মানুষের যে দারুণ সুবিধা হতে চলেছে, তা বলাইবাহুল্য। প্রত্যেকেই তাকিয়ে রয়েছেন, এই পরিষেবা কবে থেকে চালু হবে সেদিকে।
