The State Forest Department is coming up with a comprehensive guide containing information on, and pictures of, birds in the Sundarbans. This is the first time that such a book is being brought out by the Government.

The Sundarbans is famous for its wildlife, especially tigers and crocodiles. But it also has a huge treasure of avian life. The book would help to bring that into focus.

Through this venture, the Government hopes to increase awareness about the various types of birds that inhabit the forests of the delta, which is a UNESCO World Heritage Site referred to by the name Sundarbans Biosphere Reserve (SBR). This guide would in turn help attract more tourists to the region, especially bird-watchers.

Dominant In the region are osprey, brahminy kite and white-bellied sea eagle, while the rose-ringed parakeet, flycatcher and warbler are found in the middle and the lower tiers of the forested areas. The water-loving kingfisher abounds too.

Officials and experts working in the SBR believe that the bird variety in the mangroves consists of over 500 species, at least 55 of which are migratory ones.

 

সুন্দরবনের পাখিদের নিয়ে বই প্রকাশ করবে বন দপ্তর

সুন্দরবন অঞ্চলের সমস্ত পাখিদের সচিত্র বিবরণ সংকলিত একটি বই প্রকাশ করতে চলেছে রাজ্য বন দপ্তর। রাজ্য সরকারের তরফে এই রকম উদ্যোগ এই প্রথম।

রয়্যাল বেঙ্গল টাইগারের জন্য বিশ্ব বিখ্যাত সুন্দরবন। কিন্তু এই ম্যানগ্রোভ বনে যে লুকিয়ে আছে নানা প্রজাতির পাখির সম্ভার, তা দেশী ও বিদেশী পর্যটকের কাছে তুলে ধরতেই এই বই প্রকাশিত করা হচ্ছে। এই উদ্যোগের ফলে সুন্দরবন সম্বন্ধে পর্যটকদের অনেকটাই ধারণা বদলাবে।

বন দপ্তরের আধিকারিকরা এক স্বেচ্ছাসেবী সংস্থার সাথে যৌথ উদ্যোগে এই কাজ করছে। কোন অঞ্চলে কোন পাখিরা আসে তা চিনিয়ে দিতে সাহায্য করছেন স্থানীয় মানুষরা। সুমিত সেন, দেশের অন্যতম সেরা পক্ষিবিদ, পাখিদের ছবি তুলেছেন বইটির জন্য।

খুব শীঘ্রই এই বইটি প্রকাশিত হতে চলেছে। সুন্দরবনে অনুষ্ঠিত হতে চলা বনবান্ধব মেলায় বনমন্ত্রীর হাতে এই বইটির প্রকাশ হবে।

The State Panchayat and Fisheries Departments have come together to develop a training programme for empowering rural women.

The women would be trained on how to cut fish and pack it in a ready-to-cook form by the Fisheries Department. The Panchayat Department would help in getting access and selecting the women.

For a start, 700 women from three districts – Hooghly, North 24 Parganas and Purba Medinipur – would be given the training.

In Dhanekhali in Hooghly, 126 women are being trained already. Another 126 women are being trained to cultivate fish. In North 24 Parganas, 63 women are being trained in fish processing, 73 in preparation of fish-based food and 99 in fish cultivation.

In the next phase, training programmes would be taken up in ten more districts of Uttar Dinajpur, Dakshin Dinajpur, Birbhum, Malda, Murshidabad, Cooch Behar, Jalpaiguri, Alipurduar, Nadia and South 24 Parganas.

To enable the women and self-help groups to take up the work on a commercial scale after training, the State Government would provide them help through the Anandadhara Scheme.

 

গ্রামের মহিলাদের স্বনির্ভর করতে গাঁটছড়া বাঁধল পঞ্চায়েত-মৎস্য দপ্তর

গ্রামের মহিলাদের স্বনির্ভরতার লক্ষ্যে এবার হাত মেলালো পঞ্চায়েত ও মৎস্য দপ্তর। মাছ কাটা থেকে শুরু করে তাকে প্যাকেটজাত করা এবং ‘রেডি টু কুক’ কীভাবে করবেন সে বিষয়ে শীঘ্র প্রশিক্ষণ দেবে মৎস্য দপ্তর। পরের ধাপে কীভাবে সেই কাজের মাধ্যমে গ্রামের মহিলারা স্বনির্ভর হয়ে উঠবেন, ‘আনন্দধারা’ প্রকল্পের আওতায় সেই দিশা দেবে পঞ্চায়েত দপ্তর। আপাতত তিন জেলায় এই প্রশিক্ষণ শুরু হচ্ছে। পড়ে সব জেলাতেই এই প্রশিক্ষণ দেওয়া হবে। মোট ৭০০ জনকে এই প্রকল্পের আওতায় আনা হবে।

এর ফলে মৎস্য দপ্তরের মাছের ফিলের চাহিদাও যেমন খানিকটা পূরণ হবে, পাশাপাশি তারা স্বনির্ভর হতে পারবেন। ধনেখালিতে এই প্রকল্পের কাজ ইতিমধ্যেই শুরু হয়ে গেছে। হুগলী জেলায় ১২৬ জনকে প্রশিক্ষণ দেওয়া হচ্ছে। এছাড়া আরও ১২৬ জনকে মাছ চাষের বিভিন্ন পদ্ধতি শেখানো হবে। হুগলী ছাড়া উত্তর ২৪ পরগনা ও পূর্ব মেদিনীপুরে এই প্রশিক্ষণ দেওয়া হবে।

উত্তর ২৪ পরগনায় মোট ৬৩ জনকে ফিশ প্রসেসিং ইউনিটে, ৭৩ জনকে প্রিপারেশন অফ ফিশ বেসড ফুড তৈরীতে ও ৯৯ জনকে মৎস্য চাষের প্রশিক্ষণ দেওয়া হবে।

এর পরের পর্যায়ে দুই দিনাজপুর, বীরভূম, মালদহ, মুর্শিদাবাদ, কোচবিহার, জলপাইগুড়ি, আলিপুরদুয়ার, নদীয়া ও দক্ষিণ ২৪ পরগনায় অন্তত পাঁচ হাজার মহিলাকে প্রশিক্ষণ দেওয়া হবে। এই কাজের জন্য মহিলাদের বা স্বনির্ভর গোষ্ঠীকে বিভিন্ন আর্থিক সহায়তা করা হবে আনন্দধারা প্রকল্পে। আপাতত ধনেখালিতে প্রশিক্ষণ শেষ হওয়ার পর ১৫ দিন অন্তর ৫০ টন করে মাছ পাঠানো হবে। এর ফলে তাঁদের দৈনিক ৫০০ টাকা আয়ের সুযোগ তৈরী হবে।

Bengal is number one not just in the 100 Days’ Work Scheme, not just in ‘Ease of Doing Business’, but in the number of hospital beds in Government hospitals as well. A new survey by the Central Government has put the State on top in terms of the number of beds available in Government-run hospitals. Bengal currently has 78,566 beds in such hospitals.

According to the survey, Bengal occupies the third spot among states in terms of the number of allopathic doctors available in Government hospitals, with 8,829 such doctors.

The report also states that for dental care and primary healthcare, the State has adequate infrastructure. There are 647 dental surgeons, 721 doctors manning the primary health centres (PHC).

The comprehensive report has been prepared by the Central Bureau of Health Intelligence (CBHI).

Overall, the total number of beds in the 14,379 Government-run hospitals in the country is 6,34,879. The number of allopathic doctors working in these hospitals is 11,03,328.

সরকারি হাসপাতালে রোগীর শয্যা সংখ্যার নিরিখে দেশের মধ্যে পশ্চিমবঙ্গই সবার ওপরে

কেবল ১০০ দিনের কাজেই নয়। সরকারি হাসপাতালে স্বাস্থ্য পরিষেবায় রোগীর শয্যা (বেড) ব্যবস্থার নিরিখে গোটা দেশের মধ্যে পশ্চিমবঙ্গ সবার ওপরে। একথা জানিয়ে দিল কেন্দ্রীয় সরকার।

পশ্চিমবঙ্গে সরকারি হাসপাতালে ৭৮ হাজার ৫৬৬ টি শয্যার ব্যবস্থা রয়েছে। গোটা দেশে সব মিলিয়ে সরকারি হাসপাতালে শয্যার সংখ্যা ৬ লক্ষ ৩৪ হাজার ৮৭৯।

কেন্দ্রীয় স্বাস্থ্যমন্ত্রকের রাষ্ট্রমন্ত্রী জানিয়েছেন, সেন্ট্রাল ব্যুরো অব হেলথ ইন্টেলিজেন্সের তথ্য অনুযায়ী গোটা দেশের ১৪ হাজার ৩৭৯ টি সরকারি হাসপাতালে ৬ লক্ষ ৩৪ হাজার ৮৭৯ টি শয্যা রয়েছে। তার মধ্যে পশ্চিমবঙ্গে সবচেয়ে বেশী। সরকারি হাসপাতালে চিকিৎসকের ক্ষেত্রে অ্যালোপ্যাথের সংখ্যা ৮ হাজার ৮২৯ জন। ডেন্টাল সার্জেন রয়েছেন ৬৪৭। প্রাথমিক স্বাস্থ্যকেন্দ্রে চিকিৎসক রয়েছেন ৭২১ জন। গোটা দেশে সরকারি হাসপাতালে মোট ১১ লক্ষ ৩ হাজার ৩২৮ জন অ্যালোপ্যাথ চিকিৎসক রয়েছেন। এর মধ্যে তৃতীয়স্থানে পশ্চিমবঙ্গ।

To further augment the progress of the agriculture and industry sectors, the Bengal Government has decided to create a ‘water budget’, arrived at by calculating the block-wise requirements of water for various activities related to the two sectors.

Scientists of IIT Kharagpur will assist the Government. Technology, such as satellite imaging, will be used to ascertain the amount of groundwater, as well as underground water, at any place.

The water budget includes listing of the amount of water resources available. According to a senior State Government official, there is no central database where this information can be accessed. Hence, the need for such a database.

The official pointed out that 7,966 crore square metres of water is available annually in the State, whereas the demand has already crossed 9,100 crore square metres. Moreover, in 33 blocks, the level of underground water had fallen to dangerous levels.

According to the official, there are two ways to increase the pace of industrial growth through a water budget: firstly, where there is less water available, to encourage the setting up of industries that require less water, and secondly, to optimise the requirement of water through the introduction of technology and rationalisation.

 

কৃষি -শিল্প উন্নয়নে রাজ্যে ব্লক-ভিত্তিক জল বাজেট

রাজ্যে শিল্পায়নে গতি আনতে এবং কৃষি উৎপাদন বাড়াতে ব্লক-ভিত্তিক জলের বাজেট তৈরী করছে রাজ্য সরকার৷ কৃষি ও শিল্প – উভয় ক্ষেত্রের বিকাশেই জল অত্যন্ত প্রয়োজনীয়৷

রাজ্যের জলসম্পদ অনুসন্ধান ও উন্নয়ন দপ্তর এই কাজে বিশেষজ্ঞ হিসাবে আইআইটি-খড়গপুর-এর সঙ্গে গাঁটছড়া বেঁধেছে৷ তারাই তৈরী করবে ওই কার্য পরিকল্পনা৷ জল সংক্রান্ত সমস্ত দপ্তরের থেকে তথ্য নিয়ে তা বিশ্লেষণ করে চূড়ান্ত রিপোর্ট তৈরী করা হবে৷ ভূগর্ভস্থ জলস্তর কোথায় কী অবস্থায় রয়েছে, তা জানতে উপগ্রহ থেকে ছবিও তোলা হবে৷

রাজ্য প্রশাসনের এক অধিকর্তা বলেন, ‘আমাদের লক্ষ্য ব্লক-ভিত্তিক জল বাজেট তৈরী-যেখানে বলা থাকবে, জলের সূত্র, মোট সরবরাহ ও চাহিদার পরিমাণ৷ বর্তমানে রাজ্যে জল সংক্রান্ত কোনও কেন্দ্রীয় তথ্য ভাণ্ডার নেই৷ এই প্রকল্পে সেই কাজই করা হবে৷ আগামী ডিসেম্বরের মধ্যে চূড়ান্ত রিপোর্টটি তৈরী হয়ে যাবে বলে আমরা আশা করছি৷’

পশ্চিমবঙ্গের ৩৩টি ব্লকে ভূগর্ভস্থ জলস্তর আংশিক বিপজ্জনক অবস্থায় চলে গিয়েছে৷ রাজ্য সরকারের এক আধিকারিকের কথায়, ‘পশ্চিমবঙ্গে বছরে মোট ৭,৯৬৬ কোটি বর্গ মিটার জল মেলে৷ সেখানে চাহিদার পরিমাণ ৯১০০ কোটি বর্গ মিটার ছাড়িয়ে গিয়েছে৷

তিনি আরও বলেন, ‘দু’ভাবে জল বাজেট দিয়ে শিল্পায়নের গতি বাড়ানো সম্ভব৷ প্রথমত, যেখানে জলের অভাব সেখানে কম জল প্রয়োজন এমন শিল্প গড়া যেতে পারে৷ অন্য দিকে, ধরা যাক দুটি বিদ্যুত্ ইউনিট রয়েছে, যার একটিতে দিনে ১০০০ গ্যালন জল লাগে এবং অন্যটিতে লাগে তার পাঁচগুণ৷ সে ক্ষেত্রে দ্বিতীয় ইউনিটটিকে অত্যাধুনিক প্রযুক্তি ব্যবহার করে জলের চাহিদা কমানোর জন্য তখনই বলা সম্ভব, যখন আমাদের হাতে গোটা রাজ্যের ব্লক-ভিত্তিক একটি জলের বাজেট থাকবে৷ ’

Bengal Chief Minister Mamata Banerjee today addressed a public meeting at Debra in Paschim Medinipur district. She inaugurated and laid the foundations stones for a series of schemes and projects.

The projects that were inaugurated include, primary health centres, Anganwadi centres, irrigation projects, new roads, bridges etc. She also laid the foundations stones for hostels, water supply projects, upgradation of central nursery among others.

She also distributed benefits of various schemes like Kanyashree, Sabuj Shree, Siksha Shree, Anandadhara, Sabuj Sathi etc.

Highlights of her speech:

We must protect our farmers. We must love them. Earlier they were neglected, even after devastating floods. We have compensated nearly 30 lakh farmer families. Compensation worth Rs 1200 crore have been paid.

Centre does not give us funds. They take away the revenue collected by us. They are supposed to pay us 60% but we get only 40%. That too, is often not paid. We don’t want their alms. We want the money they owe us. Why should Bengal be neglected?

We are paying off the installments for the debt incurred by the previous government. We have paid Rs 48,000 crore as installments this year. No other State runs so many welfare schemes, despite such financial constraints.

Bengal is the only State which waived off tax on agricultural land and mutation fee on agricultural land. Farmers’ income has doubled in Bengal. We have received Krishi Karman award five years in a row.

We are No. 1 in 100 Days’ work, rural employment, Bangla Abas Yojana, Skill Development, MSME.

Jadavpur University is No. 1 among 21 State universities. This is a new feather in Bengal’s cap.

We have set up 43 multi super speciality hospitals in six years. Centre is planning to launch health insurance scheme now. We already have free healthcare at government hospitals. We are running the ‘Swasthya Sathi’ scheme successfully. ICDS, Asha, civic volunteers, home guards, contractual workers, green police, panchayat and municipal workers have been brought under this scheme.

We provide rice at Rs 2/kg to 8.5 crore people. Adivasis in Jangalmahal receive 35 kg rice, tea garden workers get rice at 47 paise per kg.

We have set up critical care units, trauma care units, mother and child hubs. 80 SNCUs and 300 SNSUs have been set up. We have launched Matri Jaan and Nischay Jaan for pregnant women, new mothers and neonates. 1000 Matri Jaans have been launched across Bengal.

We have launched the social security scheme for construction workers, housemaids, auto drivers, workers in the unorganised sector. They will have to pay Rs 25 and the government will pay Rs 30. At the age of 60 they will receive Rs 2 lakh, along with pension.

Girls recieve Rs 25,000 at the age of 18 to pursue higher education. From April we are launching the ‘Ruposhree’ scheme. Government will give Rs 25,000 to families with annual income less than Rs 1.5 lakh to assist in their daughter’s wedding. Girls are our pride.

We have increased Kanyashree stipend to Rs 1000. We have launched K-3 for university students. They will receive Rs 2000 for studying humanities, and Rs 2500 for studying science.

We have given scholarships to 1.7 lakh minority students, 57 lakh SC/ST students and 45 lakh girls. We have started a pension scheme for the physically handicapped.

Farmers’ pension has been increased from Rs 750 to Rs 1000. 1.94 lakh folk artistes have been registered under Lok Prasar scheme and they receive monthly stipend of Rs 1000. They also perform at government functions.

The government has stopped 90% funds for the ICDS scheme, yet we are running this project with our own funds.

The term of contractual and casual workers has been increased till 60 years of age.

70 lakh students of Classes IX-XII have been given free cycles. We also provide free uniform, free test papers to students. My best wishes to all those who are appearing for board exams.

I urge everyone to celebrate Ram Nabami peacefully. Celebrate Annapura Pujo, Basanti Pujo. Good Friday is around the corner, so is Mahavir Jayanti. We must ensure that the politics of religion should not hurt people of other faiths.

We were, we are and we will always be with the people. Maa-Mati-Manush are our biggest strength.

Medinipur is the district that produced Bir Singha, Matangini Hazra, Satish Samanta. You lead the way for other districts of Bengal.

Our actions speak louder than words. Others only beat their own drums and try to incite tension between different religions.

 

আমরা কথা কম বলি, কাজ বেশী করি: মুখ্যমন্ত্রী  

আজ পশ্চিম মেদিনীপুর জেলার ডেবরায় পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, প্রাথমিক স্বাস্থ্য কেন্দ্র, অঙ্গনওয়াড়ি কেন্দ্র, ক্ষুদ্র সেচ প্রকল্প, নতুন রাস্তা, খালের ওপর সেতু ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, ছাত্রাবাস, জল সরবরাহ প্রকল্প, সেন্ট্রাল নার্সারির সম্প্রসারন  ইত্যাদি। এছাড়াও তিনি কন্যাশ্রী, সবুজশ্রী, শিক্ষাশ্রী, সবুজসাথী, আনন্দধারা ইত্যাদি পরিষেবা প্রদান করেন।

তাঁর বক্তব্যের কিছু অংশঃ-

কৃষকদের রক্ষা করতে হবে, তাদের ভালবাসতে হবে। আগে বন্যায় জমির ক্ষতি হলে সরকার তাকিয়েও দেখত না। আমরা ৩০ লক্ষ কৃষক পরিবারকে প্রায় ১২০০ কোটি টাকা ক্ষতিপূরণ দিয়েছি

কেন্দ্রীয় সরকার আমাদের প্রাপ্য টাকা টুকুও দেয় না। রাজ্য থেকে যে কর কেন্দ্র আদায় করে নিয়ে যায় সেই টাকা থেকে থেকে ৬০% রাজ্যকে দেওয়ার কথা কিন্তু ওরা ৪০% দেয়। তাও ঠিক করে দেয় না। কোনরকম দয়া নয়, আমাদের টাকাই আমাদের দেওয়ার কথা। তাও বাংলা কেন বঞ্চিত হবে?

আগের সরকারের দেনা শোধ করতে হচ্ছে। এ বছরও ৪৮ হাজার কোটি টাকা দেনা শোধ করেছি। এত দেনা শোধ করে কেউ যদি এত সরকারী প্রকল্প করতে পারে তাহলে আমি মাথা নত করে নেব। বাংলায় যত প্রকল্প আছে সারা ভারতের কোথাও নেই।

একমাত্র বাংলায় কৃষকদের কৃষিজমির খাজনা মুকুব করে দেওয়া হয়েছে।কৃষিজমির মিউটেশন ফি দিতে হয় না। বাংলায় কৃষকদের রোজগার দ্বিগুন হয়েছে। বাংলা পরপর ৫ বছর ‘কৃষি কর্মন’ পুরস্কার পেয়েছে।

১০০ দিনের কাজে সারা ভারতের মধ্যে এক নম্বরে বাংলা। ও এমএসএমই তেও বাংলা এক নম্বরে।

২১ টি স্টেট ইউনিভার্সিটির মধ্যে যাদবপুর বিশ্ববিদ্যালয় ১ নম্বরে। বাংলার মুকুটে আরও একটা পালক যোগ হল।

৬ বছরে ৪৩ টি মাল্টি সুপার স্পেশ্যালিটি হসপিটাল নির্মাণ করা হয়েছে।কেন্দ্রীয় সরকার এখন স্বাস্থ্যবীমা করছে। আর বাংলায় ইতিমধ্যেই বিনামূল্যে সরকারী চিকিৎসা পাওয়া যায়। আমরা ‘স্বাস্থ্য সাথী’ প্রকল্প চালু করেছি। আইসিডিএস ও আশার কর্মী, সিভিক ভলেন্টিয়ার, হোম গার্ড, অস্থায়ী ও চুক্তিভিত্তিক কর্মী, গ্রিন পুলিশ, পঞ্চায়েত ও মিউনিসিপালিটি কর্মী দের ও এই প্রকল্পের আওতায় নিয়ে আসা হয়েছে।

সাড়ে ৮ কোটি লোককে আমরা ২ টাকা কিলো চাল দিই। জঙ্গলমহলে আদিবাসীরা ৩৫ কেজি চাল পায়, চা বাগানের শ্রমিকরা ৪৭ পয়সায় এক কেজি চাল পায়।

ক্রিটিক্যাল কেয়ার ইউনিট, ট্রমা কেয়ার ইউনিট, মাদার অ্যান্ড চাইল্ড হাব তৈরী করা হয়েছে। ৮০ টি SNCU ও ৩০০ টি SNSU তৈরি করা হয়েছে। গর্ভবতী মহিলা ও সদ্যজাত শিশুদের জন্য ‘নিশ্চয় যান’ ও ‘মাতৃযান’ এর ব্যবস্থা করা হয়েছে। সমগ্র বাংলায় ১০০০ মাতৃযান দেওয়া হয়েছে।

যারা কন্সট্রাকশানের কাজ করেন,  গৃহস্থালিরর কাজ করেন,  অটো চালক সহ অসংগঠিত ক্ষেত্রের শ্রমিক দের জন্য ‘সামাজিক সুরক্ষা’ প্রকল্প চালু করা হয়েছে (১৮ বছর বয়সে একটি কার্ড করতে হয়। শ্রমিকরা দেয় ২৫ টাকা আর সরকার দেয় ৩০ টাকা) ৬০ বছর বয়সের পর সরকার তাদের ২ লক্ষ টাকা দেবে এবং সাথে তারা পেনশনও পাবেন।

‘কন্যাশ্রী’ প্রকল্পের আওতায় মেয়েদের পড়াশোনার জন্য ২৫০০০ টাকা দেওয়া হয়। আগামী এপ্রিল থেকে একটি নতুন প্রকল্প চালু হবে যার নাম

‘রূপশ্রী’। যে সব পরিবারের বার্ষিক ইনকাম দেড় লক্ষ টাকার কম তাদের মেয়েদের বিবাহের জন্য (১৮ বছর বয়সের পর) সরকার ২৫০০০ টাকা আর্থিক সহায়তা দেবে। মা বোনেরা সমাজের সম্পদ। তারা আমাদের গর্ব।

‘কন্যাশ্রী’ প্রকল্পের ভাতা ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করা হয়েছে। কন্যাশ্রী-১ ও কন্যাশ্রী-২ এর পর কন্যাশ্রী-৩ চালু করা হয়েছে এর মাধ্যমে মেয়েরা বিশ্ববিদ্যালয়ে পড়াশোনা করার সুযোগ পাবে। ‘শিক্ষাশ্রী’ প্রকল্পের আওতায় উচ্চ শিক্ষার জন্য স্কলারশিপ দিচ্ছে সরকার।

১.৭১ কোটি সংখ্যালঘু ছেলেমেয়ে, ৫৭ লক্ষ তপসিলি জাতি ও উপজাতি ছেলেমেয়ে ও ৪৫ লক্ষ মেয়েকে স্কলারশিপ দেওয়া হয়েছে। আমরা প্রতিবন্ধীদের জন্যও প্রকল্প চালু করেছি।

কৃষক ভাতা ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করে দেওয়া হয়েছে। ১ লক্ষ ৯৪ হাজার শিল্পীকে ‘লোকপ্রসার’ প্রকল্পের আওতায় মাসে ১০০০ টাকা আর্থিক সাহায্য দেওয়া হয়, পাশাপাশি সরকারী বিজ্ঞাপন ও অনুষ্ঠানেও কাজ করার সুযোগ দেওয়া হয় তাদের।

আইসিডিএস-এর ৯০% টাকা দিল্লী সরকার বন্ধ করে দিয়েছে। আমরা কষ্ট করে এই স্কিম চালিয়ে যাচ্ছি।

ক্যাসুয়াল ও কন্ট্রাকচুয়াল ওয়ার্কারদের চাকরির মেয়াদ ৬০ বছর পর্যন্ত করে দেওয়া হয়েছে।

ছাত্রছাত্রীরা ক্লাস ৯-এ উঠলেই সবুজ সাথীর সাইকেল পাচ্ছে, এর আগে ক্লাস ১০, ১১, ১২-এ দিয়েছি। এছাড়া বিনা পয়সায় পড়াশোনা, স্কুল ড্রেস, মাধ্যমিকের ছাত্রছাত্রীদের বিনা পয়সায় টেস্ট পেপারও দেওয়া হয়। পরীক্ষার্থীদের জন্য আমার অনেক অভিনন্দন রইল।

সবাই সুন্দর করে রামনবমী পালন করুন। অন্নপূর্ণা উৎসব পালন করুন। বাসন্তী পুজো পালন করুন। গুড ফ্রাইডে, মহাবীর জয়ন্তীও ভালো করে পালন করুন। রাজনীতির নাম করে ধর্মীয় উন্মাদনা নিয়ে কোনও মানুষ যেন কাউকে আঘাত না করতে পারে, সেদিকে লক্ষ্য রাখতে হবে।

আমরা মানুষের সাথে ছিলাম, আছি, থাকবো। মা মাটি মানুষ আমাদের বড় শক্তি।

মেদিনীপুর জেলা স্বাধীনতা সংগ্রামের জেলা, বীর সিংহের জেলা, মাতঙ্গিনী হাজরার জেলা, সতীশ সামন্তর জেলা। আপনারা বাংলাকে পথ দেখান।

আমরা কথা কম বলি, কাজ বেশী করি। অনেকে কাজ করে না, মন্দির মসজিদ নিয়ে গণ্ডগোল লাগায়, হিন্দু-মুসলিম, শিখ-খৃষ্টানের মধ্যে ঝগড়া লাগিয়ে দেয়।

In a novel move, the Bengal Government has decided to make food made by inmates of correctional homes in the State available at the State secretariat, Nabanna, and at entertainment hotspots like Eco Park and Nalban.

This project will be jointly run by the Departments of correctional administration and fisheries. The latter would supply the raw materials and provide the culinary training.

The Fisheries Department will train a few selected inmates in the cultivation of fish at various water bodies, both inside as well as outside the correction homes.

The food will be made available through the outlets of the State Fish Development Corporation (SFDC) as well as sold via food vans. The menu will include delicious items like pabdar jhal, dab chingri, tel koi, bhetki paturi, fish fry, fish finger, fish pakoda, fish batter fry, fish biryani, among other items.

The venture will initially be initiated through a pilot project involving the inmates of Dum Dum Central Correctional Home and then replicated at other homes.

 

শহরের পথে নিজেদের রান্না করা পোলাও, বিরিয়ানি, চাইনিজ খাবার ফেরি করবে বন্দিরা

কয়েদিরাই এবার রাস্তায় নেমে নিজেদের হাতে তৈরী রান্না খাবার বিক্রি করবে। চলতি মাসেই এর জন্য দমদম সংশোধনাগারে রান্নার বিশেষ প্রশিক্ষণও শুরু হচ্ছে। কারামন্ত্রী বলেন, মৎস্য দপ্তরের সঙ্গে যৌথ উদ্যোগে এই কাজ করা হচ্ছে। কয়েদিরা নিজেদের সাজা সম্পূর্ণ করে সমাজে গিয়ে যাতে সমাজের মূল স্রোতে ফেরে, সেই লক্ষ্যেই এই পরিকল্পনা নেওয়া হয়েছে।

কারা দপ্তরের পক্ষ থেকে জানানো হয়েছে, দমদম সংশোধনাগারে একটি বড় ক্যান্টিন আছে। সেখানে প্রতিদিন প্রায় তিন-সাড়ে তিন হাজার জনের রান্না হয়। কয়েদিরাই সেই রান্না করে থাকে। এখন ভাত-ডাল-তরকারি ছেড়ে, তাদের দিয়ে বিভিন্ন পদের রান্না করানো হবে। আর সেই খাবারই রাস্তায় নেমে প্রতিদিন বিক্রী করবে দুই আসামি।

রাজ্য মৎস্য উন্নয়ন নিগম থেকে জানানো হয়েছে, দমদম সংশোধনাগারের ক্যান্টিনে আসামিদের কন্টিনেন্টাল থেকে পোলাও, বিরিয়ানি, চাউমিন, মোগলাই সব রান্নাই শেখানো হবে। আপাতত ২৪ জনকে এই রান্না শেখানো হবে। প্রথমে সাজাপ্রাপ্ত অনেককে এই প্রশিক্ষণ দেওয়া হবে। তার পরে তাদের মধ্যে থেকে যারা ভালো রান্না করতে পারবে, তাদের বাছাই করাহবে। তারাই রাস্তায় নেমে খাবার দেশি-বিদেশি খাবার বিক্রি করবে।

নিগমের অধিকর্তা বলেন, তাঁদের রেস্তোরাঁয় প্রতিদিন খাবারের প্রচুর চাহিদা থাকে। কিন্তু, সেই তুলনায় পর্যাপ্ত রাঁধুনি নেই। তাই দমদমের কয়েদিদের দিয়ে তাদেরই ক্যান্টিনে রান্না করানো হবে। সেই খাবার নিগমের রেস্তোরাঁয় বিক্রি করা হবে। যে খাবার অবশিষ্ট থাকবে, তা আবার রাস্তায় ঘুরে বিক্রি করবে সেই কয়েদিরা। এর জন্য নিগমের পক্ষ থেকে একটি গাড়ির ব্যবস্থা করা হচ্ছে। সেই গাড়িতেই ঘুরেঘুরে শহরের বিভিন্ন রাস্তায় আসামিরা ওই খাবার বিক্রী করবে।

কারা দপ্তরের এক অধিকর্তা জানান, প্রতিদিন দু’জন করে আসামি রাস্তায় বেরিয়ে এই খাবার বিক্রি করবে। আপাতত ঠিক হয়েছে, এয়ারপোর্ট ১নং থেকে নাগেরবাজার, লেকটাউন, দমদম পার্ক, বাগুইআটি থেকে দমদম স্টেশন, সিঁথি, আর জি কর মেডিক্যাল কলেজ পর্যন্ত এলাকায় ঘুরেঘুরে তারা এই খাবার বিক্রী করবে। এর জন্য ডেইলি পে-রোলে দু’জনকে প্রতিদিন সংশোধনাগার থেকে ছাড়া হবে। নিরাপত্তার জন্য তিনজন করে পুলিসকর্মী থাকবেন।

এপ্রিল থেকেই এই প্রকল্প শুরু করতে চাইছে দুই দপ্তরই।

In a bid to encourage more youths to take interest in mountaineering and adventure sports, the Mamata Banerjee Government has decided to provide scholarships to more candidates for training at the Himalayan Mountaineering Institute (HMI) from this year.

This move complements the fact that as many as 20 mountaineers from Bengal have managed to reach the summit of Mount Everest after the new regime took over in the State. Only two mountaineers had achieved this during the 34-year rule of the erstwhile Left Front Government.

The State Youth Services and Sports Department has also increased the financial assistance granted for expeditions to mountains more than 8,000 metres high from Rs 5 lakh to Rs 7.5 lakh. From 2018 onwards, 150 candidates will be selected through trials for full State Government scholarships for undergoing basic and advanced training in mountaineering at the HMI.

The Youth Services and Sports Department has noted that, in the past six and a half years, the number of candidates aged between 18 and 35 years appearing for the trials and seeking selection for mountaineering training has increased.

The trial camps are mainly held at Durgapur, Siliguri and Kolkata. Last year, more than 500 aspirants had turned up for the trials, and this is expected to go up in the coming year. The process of selection of candidates for scholarships will start in November.

Both men and women candidates need to pass a set of tests to get selected for the scholarship and be eligible for the basic and advanced training at HMI. The selected youths are sent in batches for training, which continues round-the-year.

পর্বতারোহণ ও অ্যাডভেঞ্চার স্পোর্টসে মানুষকে উৎসাহিত করতে মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন রাজ্য সরকার সিদ্ধান্ত নিয়েছে ২০১৮ সাল থেকে হিমালয়ান মাউন্টেনিয়ারিং ইন্সটিটিউটে প্রশিক্ষণের জন্য আরও বেশী সংখ্যক মানুষকে বৃত্তি দেওয়া হবে।

বাম আমলে যেখানে রাজ্য থেকে মাত্র ২ জন পর্বতারোহী এভারেস্ট শৃঙ্গ জয় করেছিল, রাজ্যে পালাবদলের পর সরকারের তরফে বিভিন্ন সাহায্য পাওয়ার ফলে এই ক’বছরে ২০ জন পর্বতারোহী এভারেস্ট শৃঙ্গ জয় করেছে।

পাশাপাশি, রাজ্যের যুব কল্যাণ ও ক্রীড়া দপ্তর ৮০০০ মিটারের বেশী উচ্চতার পর্বতারোহণে আর্থিক অনুদান ৫ লক্ষ টাকা থেকে বাড়িয়ে ৭.৫ লক্ষ টাকা করেছে।

২০১৮ সাল থেকে পরীক্ষার মাধ্যমে ১৫০ জনকে নির্বাচিত করা হবে যারা রাজ্য সরকারের তরফ থেকে বৃত্তি পাবে যাতে তারা বেসিক ও অ্যাডভান্সড ট্রেনিং নিতে পারে। ২০১১ সালে মমতা বন্দ্যোপাধ্যায় মুখ্যমন্ত্রী হওয়ার পর, ৭০ থেকে ৮০ জন পর্বতারোহীকে বৃত্তি দেওয়া হয়েছে, যার মধ্যে ১৮ থেকে ৩৫ বছর বয়সী মানুষের সংখ্যাই অধিক।

দুর্গাপুর, শিলিগুড়ি ও কোলকাতাতে ট্রায়াল ক্যাম্প করা হবে। গত বছর ৫০০ জন উৎসাহী ট্রায়াল ক্যাম্পে যান; এবছর এই সংখ্যা বাড়বে বলে আশা করা হচ্ছে। বাছাইয়ের প্রক্রিয়া শুরু হবে আগামী নভেম্বর মাসে। এই বেসিক ও অ্যাডভান্সড ট্রেনিং-এর জন্য নির্বাচিত হতে গেলে সবাইকেই ( পুরুষ ও মহিলা) কয়েকটি পরীক্ষায় উত্তীর্ণ হতে হবে ।

এই বাছাই করা উৎসাহীদের ব্যাচে ব্যাচে ভাগ করে সারা বছর ধরে প্রশিক্ষণের জন্য পাঠানো হবে।

The Bengal Government plans to create around one lakh new jobs in the field of cyber security annually.
Based on the instructions of Chief Minister Mamata Banerjee, the Government will introduce a course on cyber security at the undergraduate level so that students get an edge in getting jobs, not only in the Information Technology (IT) sector but also in the police force.

Bengal would be the first State in the country which will ensure a supply pool of cyber security specialists for various Government departments to counter cyber threats, which are a major cause of concern for the Government and the public. With the rapid digitisation that has been going on, cyber security has become of utmost importance.

The State Information Technology (IT) and Electronics Department will assist the Higher Education Department in framing the syllabus. The IT Department, according to its additional chief secretary, is working closely with the Indian Institute of Information Technology (IIIT) in Kalyani, whose experts will decide the course content.

According to the initial plans, the course will commence at IIIT and in all the colleges under Calcutta University. Students would be provided with basic knowledge on networking and operating systems.

The IT Department is also working in coordination with the police, academics and industry, to see that unscrupulous persons with vested interests cannot tamper Government documents.

The Government has already set up the West Bengal Cyber Security Centre of Excellence (WBCS-CoE) in New Town to deal with the increasing number of cyber offences in the State. A workshop was also held on cyber security at the Biswa Bangla Convention Centre in New Town on March 16.

 

সাইবার নিরাপত্তা: বছরে ১ লক্ষ কর্মসংস্থান করবে রাজ্য

বাংলায় সাইবার নিরাপত্তার ক্ষেত্রে এক নতুন অধ্যায়ের সূচনা হবে, যার ফলে বার্ষিক এক লক্ষ কর্মসংস্থান হবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশ মেনে, রাজ্য সরকার খুব শীঘ্রই স্নাতক স্তরে সাইবার নিরাপত্তার ওপর একটি পাঠ্যক্রম চালু করতে চলেছে। এর ফলে এই বিষয়ে স্নাতকরা তথ্যপ্রযুক্তি ক্ষেত্র ছাড়াও পুলিশেৱ চাকরিও পেতে পারেন।

এই পাঠ্যসূচী তৈরী করতে রাজ্য তথ্য প্রযুক্তি ও ইলেক্ট্রনিকস দপ্তর উচ্চ শিক্ষা দপ্তরকে সাহায্য করবে। কল্যাণীর আইআইআইটির বিশেষজ্ঞদের সাহায্যও নেওয়া হচ্ছে এই পাঠ্যসুচী তৈরী করতে।

প্রাথমিক পরিকল্পনা অনুসারে, এই পাঠ্যক্রম আইআইআইটি ও কলকাতা বিশ্ববিদ্যালয়ের সমস্ত কলেজে শুরু হবে। পড়ুয়াদের নেটওয়ার্কিং এবং অপারেটিং সিস্টেমের সম্বন্ধে প্রশিক্ষণ দেওয়া হবে।

এই উদ্যোগের ফলে আগামী দিনে সাইবার নিরাপত্তার ক্ষেত্রে বাংলা দেশে অগ্রণী ভূমিকা নেবে এবং বিভিন্ন সরকারি দপ্তরের সাইবার নিরাপত্তা নিশ্চিত করতে পেশাদারদের যোগানও দিতে পারবে। সাইবার হানা এই মুহূর্তে দেশের অন্যতম চিন্তার বিষয় হয়ে দাঁড়িয়েছে। রাজ্য সরকার ইতিমধ্যেই সাইবার হানা রুখতে নিউটাউনে ‘ওয়েস্ট বেঙ্গল সাইবার সিকিউরিটি সেন্টার অফ এক্সসেলেন্স’তৈরী করেছে। নিউ টাউনের বিশ্ব বাংলা কনভেনশন সেন্টারে ১৬ই মার্চ এই বিষয়ে এক কর্মশালাও আয়োজিত হয়েছে।

A majority of businesses including small, medium and large scale operating in Bengal feel that the business environment in the state is satisfactory.

This is according to ‘Doing Business in West Bengal Made Easy March 2018’, a CII-PwC report launched at the Conference on “Rebuild East, Invest in Development” organised by CII coinciding with its Eastern Region Meeting in Kolkata on Saturday.

According to the report, a number of businesses based out of Bengal, which are looking to expand their branches/manufacturing units across multiple regions, have reposed their faith in the state stating that Bengal is economically growing. CII-PwC report further states that while quality infrastructure is available in major cities and towns, focus should also be given on “connecting the industrial belt and having industrial corridors in place”.

“At a time when there is a competition between States to go up the EODB ladder, it is great to note that West Bengal emerged as a forerunner and is racing much ahead of many others in the ranking,” Smita Pandit Chakraborty, Immediate Past Chairperson, CII West Bengal State Council, said.

“The state has already been able to ensure a significant shift in the Ease of Doing Business (EODB) ranking. Dissemination of web-based information has been the key to the success of attracting investors and rejuvenating the small scale sector in the state,” said Avijit Mukerji, Chairman, CII West Bengal State Council.

 

দেশের সেরা বিনিয়োগ গন্তব্য বাংলা, রিপোর্ট সিআইআই-পিডব্লিউসির

বর্তমান রাজ্য সরকারের আমলে বাংলাতে যেভাবে বাইরের বিনিয়োগকারী ও সমস্ত শিল্পপতিদের জন্য সহযোগিতার হাত বাড়িয়ে দেওয়া হয়েছে, তার ফলে বাংলা সমস্ত শিল্পোন্নত রাজ্যগুলির সাথে সমানভাবে পাল্লা দিচ্ছে। বণিকসভা সিআইআই ও পিডব্লিউসি গোটা দেশের বিনিয়োগ মানচিত্র ও বিনিয়োগের পরিবেশ নিয়ে সাম্প্রতিকতম যে রিপোর্ট প্রকাশ করেছে, তাতে এমনই দাবী করা হয়েছে।

শনিবারই ‘কনফারেন্স অন রিবিল্ড ইস্ট-ইনভেস্ট ইন ডেভেলপমেন্ট’ শীর্ষক যে কনফারেন্সের আয়োজন করেছে সিআইআই, সেখানেই এই রিপোর্ট প্রকাশিত হয়। এই রিপোর্টেই বলা হয়েছে যে বাংলা থেকে আগে যে সমস্ত শিল্পগোষ্ঠী বাইরে চলে গিয়েছিল তারা রাজ্যের বর্তমান শিল্প পরিস্থিতি দেখে ফিরে আসতে শুরু করেছে। এমনকি ভিন রাজ্যের যে সমস্ত শিল্পগোষ্ঠী এর আগে গুজরাত মহারাষ্ট্র বা অন্যান্য রাজ্যে বিনিয়োগে উৎসাহী হত, তারাও এখন অন্যান্য রাজ্যের তুলনায় বাংলাকেই তাঁদের নতুন বিনিয়োগের গন্তব্য বলে বেছে নিচ্ছে।

এই রিপোর্টে দেশের প্রথম সারির শিল্পপতিরা যে বিষয়গুলির বাংলাকেই শিল্প স্থাপনের জন্য আদর্শ বলে মনে করছেন, তার মধ্যে একদম প্রথমেই রয়েছে শিল্পের জন্যে মমতা বন্দ্যোপাধ্যায়ের সরকার যে ভাবে ‘রেডি টু গিভ’ ল্যান্ড ব্যাঙ্ক বানিয়েছে। এই ল্যান্ড ব্যাঙ্ক থেকে শিল্পের জন্য প্রয়োজনীয় জমির মানচিত্র দেখেই ইচ্ছুক শিল্পপতিরা নিজেদের প্রকল্পের জন্য জমির আবেদন করতে পারেন। এমনকী জমির জন্য আবেদন করার এবং জমি পাওয়ার কোনও লাল ফিতের বাঁধন না থাকায় বন্ধ হয়েছে দীর্ঘদিন ধরে চলে আসা দুর্নীতির বিষয়টিও।

এ ছাড়াও রাজ্যে যেভাবে সম্প্রতি গোটা দেশের মধ্যে ‘ইজ অফ ডুইং বিজনেস’ বা শিল্পবান্ধব ভাবমূর্তিতে এক নম্বর জায়গা দখল করেছে গোটা দেশের মধ্যে, সেই বিষয়ে সিআইআই ওয়েস্ট বেঙ্গল কাউন্সিলের বিদায়ী চেয়ারপার্সন বলেন, “অন্যান্য সমস্ত রাজ্যকে পেছনে ফেলে বাংলা যেভাবে নিজেকে শিল্পবান্ধব হিসেবে গোটা দেশের সামনে রোল মডেল হয়ে উঠেছে, তাতে স্বাভাবিকভাবে বিনিয়োগকারীরা বেছে নিচ্ছে বাংলাকেই।”

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে বাংলা যেভাবে গত কয়েক বছরের মধ্যেই রাজনৈতিক স্থিতাবস্থায় ফিরে এসেছে তার জন্যেও বাংলাকে শিল্পের গন্তব্য হিসেবে বেছে নেওয়ার প্রবণতা দেখা যাচ্ছে বলে মন্তব্য করেন একাধিক শিল্পপতি।

The Telugu Desam Party (TDP) has decided to pull out of National Democratic Alliance (NDA). The party has also brought a No-Confidence Motion against the Centre in Lok Sabha.

Mamata Banerjee tweeted in support of TDP’s decision this morning. She wrote:

“I welcome the TDP’s decision to leave the NDA. The current situation warrants such action to save the country from disaster. I appeal to all political parties in the Opposition to work closely together against atrocities, economic calamity and political instability.”

At a press conference held at Uttarkanya, the Chief Minster further said, “Every state has their own problems and issues. TDP also has its own issues, initially they were with the NDA & now they have left the NDA for a better cause. So whatever TDP has decided is correct.”

আজ এনডিএ ছাড়ার সিদ্ধান্ত নেয় তেলেগু দেশম পার্টি। তারা সংসদে সরকারের বিরুদ্ধে অনাস্থা প্রস্তাব আনতে চলেছে। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তেলেগু দেশম পার্টির এই সিদ্ধান্তকে স্বাগত জানিয়ে টুইটারে লেখেনঃ-

বর্তমান পরিস্থিতির প্রেক্ষিতে তেলেগু দেশম পার্টির এনডিএ থেকে বেরিয়ে আসার সিদ্ধান্তকে স্বাগত জানাই। দেশের বর্তমান পরিস্থিতিতে, বিপর্যয় আটকাতে, এই সিদ্ধান্ত দরকার ছিল। আমি প্রতিটি বিরোধী রাজনৈতিক দলকে নির্যাতন, আর্থিক বিপর্যয় এবং রাজনৈতিক অস্থিরতার বিরুদ্ধে একসাথে কাজ করার আবেদন জানাচ্ছি।

আজ বিকেলে উত্তরকন্যায় সাংবাদিক বৈঠকে মুখ্যমন্ত্রী আরও বলেন, প্রতি রাজ্যের নিজস্ব সমস্যা এবং ইস্যু আছে। টিডিপিরও নিজস্ব কিছু ইস্যু আছে। আগে তারা এনডিএ তে ছিলেন, এখন বৃহত্তর স্বার্থে এনডিএ থেকে বেরিয়ে এলেন। টিডিপির সিদ্ধান্তের সাথে সম্পূর্ণ সহমত আমি।
