Good news for dairy farmers in Bengal. The State Government has decided to give an additional subsidy of Rs 2 per litre (over and above the procurement price) to dairy farmers who sell milk to the government through cooperatives.

At present the procurement price of milk is Rs 25 per litre. While this remains same, the additional subsidy amount will be directly transferred to the bank accounts of the dairy farmers.

At present there are 1.2 lakh dairy farmers under the West Bengal Co-operative Milk Producer Association. Additionally, 10 lakh people indirectly going to benefit, if family members are taken into account.

This move will result in an additional expenditure of about Rs 6.5 crore for the government, an amount which has already been released by the Finance Department.

This additional income will bring a lot of relief to the farmer families who sell to the State Government. They are distributed across 14 milk federations. The Animal Resources Development Department oversees this activity.

রাজ্যের কয়েক লক্ষ দুধ সরবরাহকারী চাষিদের জন্য সুখবর। সমবায়ের মাধ্যমে সরকারকে দুধের জোগান দেওয়া চাষিদের প্রতি লিটারে ২ টাকা অতিরিক্ত ভর্তুকি দেওয়ার সিদ্ধান্ত নিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই মুহূর্তে প্রতি লিটারে দুধের সংগ্রহ মূল্য ২৫ টাকা। রাজ্য সরকারের নয়া সিদ্ধান্তে সংগ্রহ মূল্য অপরিবর্তিত থাকলেও ভর্তুকি যোগ করে এখন থেকে দুধ চাষিরা লিটারে ২৭ টাকা হাতে পাবেন।

এই মুহূর্তে গোটা রাজ্যে ওয়েস্ট বেঙ্গল কো-অপারেটিভ মিল্ক প্রোডিউসার ফেডারেশনের অধীন প্রায় ১ লক্ষ ২০ হাজার দুধ চাষি রয়েছে। তাঁদের পরিবারের সদস্য এবং পরোক্ষভাবে যুক্ত মানুষের সংখ্যা মিলে প্রায় ১০ লক্ষ হবে। যাঁরা মূলত রাজ্যের গ্রামীণ এলাকার বাসিন্দা। গোটা ব্যবস্থায় স্বচ্ছতা আনতে এই ভর্তুকির টাকা সংশ্লিষ্ট দুধ চাষিদের নিজস্ব ব্যাঙ্ক অ্যাকাউন্টে পাঠিয়ে দেওয়া হবে। এর জন্য জেলাওয়াড়ি চাষিদের তথ্য সংগ্রহের কাজ চলছে পুরোদমে।

পরিবর্তনের সরকার দুধ চাষিদের বাড়তি এই আর্থিক সুবিধা পাইয়ে দিতে সংশ্লিষ্ট খাতে চলতি আর্থিক বছরে প্রায় সাড়ে ৬ কোটি টাকা বরাদ্দ করেছে। সম্প্রতি সেই টাকাও রিলিজ করা হয়েছে।

The Bengal Government has decided to set up a three-stage structure for oversight of the cooperative societies.

There would be a state-level committee, under which would be district-level committees and under each of these would be block-level committees.

The primary work of these committees would be to monitor the cooperative societies, to ensure that the committees work at a fast pace and to ensure proper coordination between these committees and various departments of the government at all levels.

The state-level committee will work under the chairmanship of the State Government’s chief secretary, and would consist of five other senior administrative officials – additional chief secretaries of the Agriculture, Panchayats and Rural Development, and SHG Departments, principal secretary of the Finance Department and the chief executive officer of the West Bengal State Rural Livelihood Mission.

The district-level committees would be headed by the district magistrates (SP) and the block-level committees would be headed by block development officers (BDO).

The block-level committees would hold monthly meetings, the district-level committees would hold bi-monthly meetings and the state-level committee would hold tri-monthly meetings.

 

সমবায়গুলিতে ত্রিস্তরীয় কমিটি গড়ছে রাজ্য

সমবায়ে কাজকর্মের ওপর নজরদারির জন্য ত্রিস্তরীয় কমিটি গড়ছে রাজ্য সরকার। রাজ্য, জেলা এবং ব্লক স্তরে এই কমিটি সমবায়ের কাজকর্মের ওপর নজরদারি চালাবে। কোনও নির্বাচিত সমবায়ী নয়, পাঁচ থেকে ছ’জন প্রশাসনিক কর্তা থাকবেন ওই কমিটিতে। গত ২৩ ডিসেম্বর রাজ্য সরকার এই মর্মে একটি নির্দেশিকা জারি করে। জেলায় জেলায় তা পৌঁছে গিয়েছে।

গ্রামীণ এলাকার মানুষের সুবিধার কথা ভেবে সমবায়কে আরও শক্তিশালী করাটা লক্ষ্য এই উদ্যোগের। রাজ্যের সমবায়মন্ত্রী বলেন, রাজ্য, জেলা এমনকী ব্লক স্তরেও একটি করে কমিটি করা হচ্ছে। জেলায় জেলায় কো অপারেটিভের কাজকে মনিটর করবে এই কমিটিগুলি। কাজে গতি আনার চেষ্টা করবে।

মন্ত্রী বলেন, বাম সরকারের আমলে কো অপারেটিভে লুঠের রাজত্ব ছিল। এ বিষয়ে আগেই নজর দেওয়া হয়েছে। গ্রামাঞ্চলে কো অপারেটিভগুলি ব্যাঙ্কের কাজ করে। স্বচ্ছতা আরও বাড়িয়ে মানুষের কাজে যাতে লাগানো যায় সে জন্যই এই সিদ্ধান্ত।

জানা গিয়েছে, বিভিন্ন দপ্তরের সঙ্গে সমবায়ের সমন্বয় রক্ষা করতেও কাজে আসবে এই কমিটি। সরকারি নির্দেশিকায় স্পষ্ট করে বলা হয়েছে, কো অপারেটিভ সেক্টরে মনিটরিং করার জন্য রাজ্য, জেলা এবং ব্লক স্তরে কমিটি গঠন করার সিদ্ধান্ত হয়েছে। সঙ্গে সমবায় ব্যবস্থাকে আরও শক্তিশালী করতে এবং পরিষেবা আরও ভালো করার জন্যই এই সিদ্ধান্ত। মূলত গ্রামীণ এলাকার কৃষক এবং স্বনির্ভর গোষ্ঠীর সদস্যদের ভালো পরিষেবা দেওয়ার ক্ষেত্রেও এই কমিটির বড় ভূমিকা থাকবে বলে নির্দেশিকায় জানানো হয়েছে।

রাজ্যস্তরের মনিটরিং কমিটির মাথায় থাকছেন স্বয়ং মুখ্যসচিব। তিনিই এই কমিটির চেয়ারপার্সন। এছাড়াও সদস্যদের মধ্যে থাকছেন কৃষি দপ্তরের অ্যাডিশনাল চিফ সেক্রেটারি, পঞ্চায়েত এবং গ্রামোন্নয়ন, এসএইচজি দপ্তরের অ্যাডিশনাল চিফ সেক্রেটারি, অর্থদপ্তরের প্রিন্সিপ্যাল সেক্রেটারি, ওয়েস্টবেঙ্গল স্টেট রুরাল লাইভলিহুড মিশনের চিফ এক্সিকিউটিভ অফিসার। সমবায়ের প্রিন্সিপাল সেক্রেটারিকে কনভেনার বা মেম্বার সেক্রেটারি করার কথাও বলা হয়েছে।

এমনভাবেই জেলাস্তরে জেলাশাসককে চেয়ারপার্সন করা হচ্ছে। সঙ্গে সদস্য হিসাবে থাকছেন অতিরিক্ত জেলাশাসক (উন্নয়ন), কৃষি দপ্তরের ডেপুটি ডিরেক্টর, ডেপুটি প্রজেক্ট ডিরেক্টর (ডিআরডিসি), ডিস্ট্রিক্ট সেন্ট্রাল কো অপারেটিভ ব্যাংকের চিফ এক্সিকিউটিভ অফিসার। এআরসিএস বা ডেপুটি রেজিস্ট্রারকে কনভেনার বা মেম্বার সেক্রেটারি করার কথা বলা হয়েছে।

ব্লকস্তরে বিডিওকে কমিটির মাথায় রাখা হচ্ছে। এছাড়াও থাকছেন এডিও, ব্লক লাইভস্টক ডেভেলপমেন্ট অফিসার, ফিশারিজ এক্সটেনশন অফিসার, ইন্ড্রাস্ট্রিয়াল ডেভেলপমেন্ট অফিসার, কো অপারেটিভ ইন্সপেক্টর। কো অপারেটিভ ইন্সপেক্টরকে কনভেনার করা হচ্ছে ব্লকস্তরের কমিটিতে। নির্দেশিকায় বলা রয়েছে, প্রয়োজনে আরও অফিসারকে এই কমিটিতে ঢোকানো যাবে।

প্রাথমিক নির্দেশিকা অনুযায়ী প্রত্যেক মাসে ব্লক লেভেল কমিটি বৈঠকে বসবে। দু মাস অন্তর জেলাস্তরের কমিটি বৈঠকে বসবে। আর রাজ্যস্তরের কমিটি তিন মাস অন্তর বৈঠকে বসবে।

Chief Minister Mamata Banerjee’s initiative to boost up medium scale industries has resulted in action as around 2,200 new factories have come up in West Bengal in the last four years.

The state government has simplified the process of registration by introducing online submission of fees for the grant and renewal of license through the GRIPS (Government Receipt Portal System) portal of the state Finance department.

These new factories that have come up in last few years are mostly of large and medium scale. During FY 2011-12, there were a total of 15,592 registered factories in the state while in FY 2015-16 the number has gone up to 17,803.

Even the fees collected as registration has gone by a huge margin. The department has altogether collected an amount of around Rs 8.6 crore in 2015-16 as the registration of new factories whereas the figure stood at Rs 1.4 crore in 2011-12.

মাঝারি শিল্পে আরও অগ্রগতি আনতে মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় গত ৪ বছরে পশ্চিমবঙ্গে প্রায় ২২০০টি নতুন শিল্প কারখানা তৈরি হয়েছে।

রাজ্য অর্থ দপ্তরের GRIPS পোর্টালের মাধ্যমে অনলাইনে ফি জমা দেওয়া, লাইসেন্স পুনর্নবীকরন ইত্যাদির মাধ্যমে রাজ্য সরকার এই রেজিস্ট্রেশনের প্রক্রিয়া সরলীকরণ করে দিয়েছে।

গত কয়েক বছরে যে নতুন কারখানাগুলি এসেছে সেগুলি মূলত ভারী ও মাঝারি শিল্পে। ২০১১-১২ আর্থিক বর্ষে, মোট নথিভুক্ত কারখানার সংখ্যা ছিল ১৫,৫৯২ এবং ২০১৫-১৬ আর্থিক বর্ষে এই সংখ্যা বেড়ে হয়েছে ১৭,৮০৩।

২০১৫-১৬ আর্থিক বর্ষে দপ্তর কারখানার রেজিস্ট্রেশন ফি হিসেবে মোট ৮.৬ কোটি টাকা সংগ্রহ করেছে; ২০১১-১২ আর্থিক বর্ষে এর পরিমাণ ছিল ১.৪ কোটি টাকা।

The Integrated Financial Management System (IFMS) of West Bengal Government’s Finance Department was awarded Award of Excellence (1st Prize) by Computer Society of India-Nihilent at e-governance awards, 2015.

Out of about 250 nominations from different states, 53 qualified for the Final Round. IFMS, West Bengal was finally selected for 1st Prize.

 

West Bengal Chief Minister Ms Mamata Banerjee wrote on her Facebook page:

“IFMS has ensured faster fund movement to all offices and grants-in-aid institutions ensuring faster execution of development schemes and disbursement of scholarships and pensions. My best wishes to all.”
