Idris Ali speaks on the Finance Bill

Sir, I am deeply grateful to you for giving me an opportunity to speak on this Bill. Sir, I am also deeply grateful to our Hon. Chief Minister. It is due to her that I have come here. I would like to make four brief points regarding the Finance Bill, for the consideration of the House to include in the Bill.

Point 1. In comparison with the market based personal consumption expenditure with basic price index year as 2005-2006, in this Bill Central Govt proposes to waive only Rs 1000 per month for the individual taxpayer. Sir, those who earn Rs 25,000 per month. This means basix income tax exemption has not been raised for common people. Sir, I propose to the government to raise the limit of exemption per person, per annum from Rs 2.5 lakh to Rs 3.5 lakh (for age group up to 60 years) and Rs 4 lakh for senior citizens (up to 80 years).

Point 2. Maximum ceiling for monthly income scheme, deposited in the post office, may also be raised from Rs 4.5 lakh to Rs 15 lakh (individual) and Rs 9 lakh to Rs 35 lakh (joint accounts).

Point 3. There is a long-cherished demand and a hope of the press people. During the PIB accreditation they were entitled to get CGHS medical facilities. On retirement, they and their families are not getting any medical facilities from the CGHS. Sir, all the CGHS beneficiaries, during their co-terminus tenure, may kindly be included with the CGHS pensioner scheme on termination or on retirement.

Point 4. We are opposing the proposal of disinvestment of mini-ratna companies, particularly those which are in profit for the last 50 years. We request the government, through you, to stop disinvestment and closure of CPSES.
