MSME: Marching ahead in Bangla

Bangla is a leading state in the country in micro, small and medium enterprises. The multi pronged strategy and continuous innovative interventions of the State Government during the last seven years towards promotion of MSME focusing on inclusive growth have resulted in significant achievements in MSME sector.

Some of the notable achievements are mentioned below:

  • Among the top rankers in Ease of Doing Business in India, Highest number of MSME establishments (52.7 lakh) in organised (ie., registered) and unorganised (ie., unregistered) sectors, contributing 11.62% of the total MSME establishments in India employing 1,09,15,626 people
  • 28,008 units on an average registered per year between 2011-18, compared to 12,192 units between 2004-11
  • Average of 2,09,108 people employed per year between 2011 and 2018 in registered MSME sector, compared to a yearly average of 1,29,904 people between 2004 and 2011
  • 381 clusters established as in 2017, against 49 clusters as inn 2011
  • Average bank credit flow per year to MSME sector of Rs 24,272 crore between 2004 and 2011, compared to Rs 7,302 crore per year between 2004 and 2011
  • 20 industrial parks being developed under Scheme of Approved Industrial Parks and TexPro Bengal
  • More than 65,000 entrepreneurs provided services on filing udyog Aadhaar registration and disposing of statutory approvals
  • 13 Synergy events organised at State and regional-level, guiding and providing spot solutions on statutory and business requirements to over 50,000 entrepreneurs
  • Rs. 1,500 crore worth business proposals received from Hill Business Summit 2018 held in Darjeeling
  • Web-based services launched: statutory support – www.myenterprisewb.in, financial support – www.msmebengalinvest.in, technology support – www. msmetfc.in,
  • 1,47,500 entrepreneurs visited and took help of web-based tutorial at www.myenterprisewb.in

Ever since attending the first Bengal Global Business Summits a few years back, entrepreneurs and leaders of industry have showered praises on Bengal and its and its industrial climate. প্রথম বারের বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে অংশগ্রহনের সময় থেকেই শিল্পপতিরা বাংলার তথা বাংলার শিল্পমুখী বাতাবরণের প্রশংসা করেছেন। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের বিনিয়োগ আনার প্রয়াসের প্রশংসা করেছেন। তাঁরা খুব আগ্রহের সঙ্গে সম্মেলনে অংশগ্রহণও করেছেন।

All you need to know about the new Startup Policy of Bengal

To provide an enabling ecosystem to support and nurture startups in the state, the West Bengal Government launched the state startup policy at the Bengal Global Business Summit.

Broad pointers

The policy, a document with eight broad pointers comes complete with a preamble, a vision, the state’s mission, the enabling environment for startups in the state, definitions related to various aspects of a startup alongside defining incentives and procedures to be followed by the startups.

This policy would be in effect from January 1 2016 to December 31, 2021.

The policy has been launched ahead of the Centre so that MSMEs in the State can start the work at the earliest and use all the facilities the state is offering to encourage entrepreneurship.

Preamble

The preamble of the policy takes off with the statement ‘Silpa Korun Bangla Gorun’ (set up industry to develop Bengal.

Defining the mission of the state, the policy states that the authorities would target to create enabling environment and supporting eco-system that facilitates ten thousand startups in the next ten years.

Entrepreneurship Development Centre Network

The state will create an Entrepreneurship Development Centre Network (EDCN) with universities and leading higher education institutes across all districts in the state to undertake the role of creating entrepreneurial aspiration among the youngsters.

The state will provide fund capital expenditure up to Rs 10 lakh to universities in the state to create an EDC. Presidency University is one of the first in the state to be a part of the initiative.

Alongside facilitating EDCN institutions to incentivize entrepreneurship, the state will also facilitate capacity building capacity building of EDCN institutions through active collaboration with leading technical business incubators (TBI) in the state.

The state would facilitate setting up of new incubators in government as well as private sector.

Helping businesses

Preferential lease of land from state government as per its land policy to government recognized TBIs in the state too would be facilitated.

Twenty per cent of space available will be earmarked in existing and forthcoming Industrial estate, SME Clusters and Rural Craft Hub having common facility centre for startups during their proof of concept (POC) development stage.

The policy allows startups to access government R&D labs through MSME Technology Facilitation Centre set up by the State Government in partnership with CSIR (Council of Scientific & Industrial Research).

The Directorate of MSME would act as the nodal agency to the Innovation Enabler Mechanism that would be set up by the state to address the statutory compliance issues of the initiatives.

Digital platform

A digital platform startupbengal.in will connect all the eco-system stakeholders, network of support, funding and service providers to enable seamless access for startups.

There would also be a digital application gateway to WB MSME Equity Fund. The policy also mentions that any fiscal incentive available under the state government policy will be applicable to startups too.

Bengal Global Business Summit 2016 begins today

The Bengal Global Business Summit 2016, West Bengal government’s annual investors’ summit will be inaugurated by West Bengal Chief Minister today at 11 AM at the Milan Mela Prangan in Kolkata.

Honourable Prime Minister of Bhutan, UK Labour Minister Priti Patel, Delhi Chief Minister Arvind Kejriwal, delegates from Japan, UK, US, Italy and 45 nations will be present on the occasion.

Japan is this year’s Partner Country.

Union Minister for Finance, Arun Jaitley, Union Minister of State for Coal, Power and Renewable Energy, Piyush Goyal, Union Minister for Road Transport and Highways and Shipping, Nitin Gadkari and Union Minister for Railways, Suresh Prabhu, are expected to be present on the occasion.

Mukesh Ambani of Reliance Industries is expected to join this year’s event.

N Chandrasekaran, CEO and MD of Tata Consultancy Services (TCS), Jyotsna Suri, chairperson of Bharat Hotels, Swati Piramal, vice-chairperson, Piramal Enterprises, Niranjan Hiranandani, co-founder, Hiranandani group, and Adi Godrej, chairman of Godrej Group are expected to be present as well.

Also the summit will witness Business-to-business (B2B) and government-to-business (G2B) interactions along with opportunities for expositions and exhibitions.

Last year, Bengal Global Business Summit got West Bengal government proposals worth Rs 2.4 lakh crore.

Schedule of the Bengal Global Business Summit 2016

To rejuvenate the industrial scenario, the Government of West Bengal has taken lots of initiatives. The latest in the series of endeavours is the Bengal Global Business Summit 2016. This mega summit will take place from January 7 to January 9.

The Summit will include the following:

  • Plenary Sessions, addressed by national and international entrepreneurs of stature, who will share their thoughts and experiences
  • Sectoral Breakaway Sessions, with participation from leading industrialists of each sector
  • Business-to-business (B2B) and government-to-business (G2B) interactions
  • Opportunities for expositions and exhibitions.

The Chief Minister of West Bengal, Ms Mamata Banerjee, will take an active part in the summit – listen to the entrepreneurs, peruse over the sectoral recommendations and share her thoughts.

The evenings will showcase West Bengal’s great heritage in art and culture.

The summit would be the best platform to understand the potential of West Bengal in various sectors and it will also create opportunities to interact with policy-makers, industry leaders and top-level Government officials.

Unique ideas to flood Mamata reality show ‘Egiye Bangla’

From a mechanism to clean river surfaces to a mobile app for ordering lip-smacking home-cooked food and a mobile app for tailor-made Dokra and other handicrafts – a variety of innovative ideas will be contesting for the top prize as 40 entrepreneurs across the state will appear in a novel TV reality show conceived by chief minister Mamata Banerjee and anchored by Sourav Ganguly and Jisshu Sengupta.

The format

The first episode of the show, titled Egiye Bangla, and funded by the state government, will be aired on December 6. Nine episodes, including the grand finale, will be aired on a private TV channel every Sunday evening.

This is the first business reality show in the country to be funded by any government.

The first phase of the reality show will feature 40 entrepreneurs in eight episodes. A panel of three judges – Bandhan Bank founder Chandra Sekhar Ghosh, restaurateur Anjan Chatterjee and IIM Calcutta professor Ashok Banerjee – will chose a winner from every episode.

The eight winners will appear in the grand finale. The champion, besides other assistance, would get equity funding worth nearly Rs 1 crore from the state government’s venture capital fund.

Promoting talent

  • Among the 40 contestants are a group of young passouts from Indian Institute of Engineering Science and Technology, Shibpur. They have invented a mechanism to clean the surface of rivers and other water bodies, using inflatable technology. In this mechanism, a balloon sucks in the garbage on river surface.
  • Another young man from Bankura’s Bikna village, known for the Dokra craft, has come up with an app that helps Dokra craftsmen improve on their designs and deliver tailor-made products for customers who can connect with the artisans through the app. He is also consulting professors at IIT Kharagpur to make the Dokra crafts lead-free. The crafts do not get orders from abroad only because it contains lead.
  • A group of Kolkata-based youths have come up with a mobile app to connect homemakers and foodies who want to avoid sinful street food or items from restaurants. In this app, a collection of homemakers will announce what they will cook for the day and for how many individuals. The food will be delivered to the customer’s doorstep by those who have launched the app.
  • Another young man in the show will offer to install solar panels at your home/ office with the promise of realising the cost of solar panels and installation over a period of time. He will also promise that the monthly bill will be less than the current power bills.

‘Egiye Bangla’- the reality show to target young entrepreneurs, with unique business ideas and help them to achieve their dreams, sponsored by the West Bengal Government has now opened up its website: http://egiyebangla.in/ for online registration.

The show is the brain child of the West Bengal Chief Minister Mamata Banerjee and she has been promoting entrepreneurship over the last four years. It will be hosted by former captain of the Indian cricket team, Sourav Ganguly.

Anybody who is interested in setting up small and micro businesses can apply online for registering their names. Those living in the districts can also take up the assistance of the labour department officials in the district offices.

The State Government has already started campaigning through tableaus since September 22. The State Government has made it an issue not only to generate business ideas through the meetings of chambers of commerce and business meets but to get to the grassroot level and give every interested person to come up with innovative ideas.

In districts, committees have been formed under the leadership of the respective district magistrates and officials of different Government departments in order to gear up the publicity.

West Bengal has embarked upon smart public administration which is crucial for industrial competitiveness, state Finance Minister Dr Amit Mitra said in Delhi.

This would cut through time consuming, resource-draining procedures to spur the state’s economic growth, he said.

The Minister is on a visit to the country’s capital to promote the forthcoming Bengal Global Business Summit 2016 scheduled to be held between January 8-9 next year in Kolkata.

Dr Mitra said the most effective change in his state has been the digitisation of services where new and old businesses are required to submit data less frequently, and services can be provided more efficiently and more securely for everyone.

The pricing policy of land in industrial parks is also provided online apart from the disbursement of incentives which has resulted in a more transparent system.

A new web portal has also been put in place that allows entrepreneurs to post their business proposals on it after which the person is connected to investors and professional experts or mentors.

While simplification in the process of issuing trade licences has already been implemented, necessary amendments in the state’s labour laws are underway.

He said West Bengal is strategic in terms of its geography, as it is the only gateway to north-east India by land or waterway, and is also the largest vegetable and fish producer in India. It is among the largest producers of rice, fruits and tea.

At a roadshow, which was the precursor to the promotional event, organised jointly by the State Government and industry body FICCI, the Minister said that apart from the low cost of doing business in West Bengal, the state was also the leader in drawing investments in the micro, small and medium industries in the country during 2012-13 and 2013-14.

Under an agreement with IIM Calcutta, 400 departmental officers are being trained to change the business environment in the state.

During the first quarter of 2014-15, the state’s Gross Domestic Product grew by 8.9 percent in comparison to the 5.7 percent growth nationally. The industrial sector also rose by 6.28 percent in comparison to 4.2 percent at the national level.

Egiye Bangla – New reality show to promote entrepreneurship in Bengal

The former Indian captain Sourav Ganguly is well known for his television show Dadagiri and now he is heading to host another show and this time the request came from none other than Didi (Mamata Banerjee) to host Egiye Bangla – apni jokhon entrepreneur.

The show is being sponsored by Bengal government, as Mamata Banerjee wants to promote – Shilpo Karun, Bangla Gorun and for that small entrepreneurs are now being focused to create jobs.

Mamata Banerjee in her facebook post mentioned on Sunday:

“Bengal is launching an exclusive business reality show in Bengali. The show will target young entrepreneurs, with unique business ideas and help them to achieve their dreams. Our very own Sourav Ganguly has come forward to be the face of the show. Sourav will ignite young minds to be successful entrepreneurs of tomorrow.”

The show is the brain child of the Bengal Chief Minister as she had been preaching for long to create entrepreneurs and now to encourage green horns to be entrepreneurs this show is being planned.

The show will be aired in prime time in a Bengali channel, said Derek O’Brien Trinamool MP who is also involved in conceptualizing the TV show.

How to obtain a Micro Business Credit Card

The West Bengal Government has successfully launched a Micro Business Credit Card, the first of its kind in India, to facilitate small and medium business entrepreneurs of the State.

Entrepreneurs will now be able to avail cash credit or loan up to Rs 5 lakh for their business activities, even without collateral security. The State Bank of India has extended support to the Government of West Bengal in this venture.

A fund of Rs 200 crore has been set up for facilitation in Bardhaman, Durgapur, Asansol and other places to speed up the clearance process for the business credit cards.
