On April 7, 2017, heeding to a long-standing demand of the people, Paschim Bardhaman was made a new district, the state’s 23rd one. This has helped the people of the region to more easily access the various government services. The creation of the new district has also helped in the proper distribution of developmental efforts.

Over the last six-and-a-half years, the Trinamool Congress Government has undertaken large-scale developmental activities in Bardhaman district as a whole. For the last one year, these initiatives have become more focussed as a result of the creation of the district.

Tabulated below are the important developments:

 

Health and Family Welfare

Health district: Asansol Health District created

Medical colleges: State Govt enabled the setting up of two private medical colleges in Durgapur – IQ City Medical College and Gouri Devi Institute of Medical Sciences & Hospital

Multi/Super-speciality hospitals: 1 set up in Asansol

Fair-price medicine shops: 2 set up – at Durgapur Subdivisional Hospital and Asansol District Hospital; buying from these fair-price shops has resulted in more than 26.71 lakh people getting discounts of more than Rs 59.08 crore

Fair-price diagnostic centres: 2 set up at Asansol District Hospital

SNSU: 7 sick newborn stabilisation units set up at Barakar Block Primary Health Centre, Kelejora Block Primary Health Centre, Laudoha Block Primary Health Centre, Mankar Rural Hospital, Pithaikeary Block Primary Health Centre, Pursha Block Primary Health Centre and Raniganj Block Primary Health Centre

Rural housing: About 3,250 people benefitted; on January 29, 2018, it was announced that another 4,856 people would be distributed houses under various schemes

Rural roads: About 105 km roads built under Grameen Sadak Yojana; on February 13, 2018, it was announced that another 107 km is being built/renovated

Scholarships: In undivided Bardhaman district, about 11.58 lakh students from minority communities given scholarships worth about Rs 320 crore

Shikshashree: More than 27,000 students have received scholarships under the scheme

Kanyashree: More than 77,000 girls brought under the ambit of the Kanyashree Scheme

 

Food security

Khadya Sathi: As part of the scheme, about 100% of the eligible population of Paschim Bardhaman (about 24.88 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)

 

PWD and Transport

Projects completed: PWD Department has completed more than 63 projects like roads, bridges, etc. by investing about Rs 384 crore

New airport: State Govt enabled construction of Andal Kazi Nazrul Islam Airport – India’s first private Greenfield airport – completed; flights started

Roads: Panagarh six-lane bypass built; about 70 km of roads built/renovated/widened

Samajik Suraksha Yojana: 1.96 lakh workers from the unorganised sector documented – of these, about 43,000 beneficiaries have received benefits to the tune of more than Rs 18 crore

পশ্চিম বর্ধমান জেলার উন্নয়ন – এক নজরে

রাজ্য ও অন্যান্য জেলার সঙ্গে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে পশ্চিম বর্ধমান জেলায়।

নতুন জেলা পশ্চিম বর্ধমান –

২০১৭ সালের ৭ই এপ্রিল, এই অঞ্চলের মানুষজনের দীর্ঘদিনের দাবীকে সম্মান জানিয়ে, বর্ধমান জেলাকে বিভক্ত করে পশ্চিম বর্ধমানকে পশ্চিমবঙ্গের ২৩তম জেলা হিসেবে ঘোষণা করা হয়েছে। এর ফলে, পশ্চিম বর্ধমানের দূরদুরান্তের মানুষের সরকারি এবং অন্যান্য কাজে প্রভূত সুবিধা হয়েছে।

 

স্বাস্থ্য ও পরিবার কল্যাণঃ

  • আসানসোল, দুর্গাপুরকে নতুন স্বাস্থ্য জেলা হিসেবে গড়ে তোলা হয়েছে।
  • দুর্গাপুরে বেসরকারি ক্ষেত্রে গড়ে উঠেছে নতুন আইকিউ মেডিকেল সিটি ও গৌরীদেবী মেডিকেল কলেজ।
  • এই জেলার আসানসোলে গড়ে উঠেছে ১টি নতুন মাল্টি-সুপার স্পেসালিটি হাসপাতাল।
  • দুর্গাপুর ও আসানসোল হাসপাতালে ২টি ন্যায্য মূল্যের ঔষধের দোকান চালু হয়ে গেছে। জেলার এই সকল ন্যায্য মূল্যের ওষুধের দোকান থেকে ওষুধ কেনার ফলে, ২৬ লক্ষ ৭১ হাজারেরও বেশি মানুষ, ৫৯ কোটি ৮ লক্ষ টাকারও বেশী ছাড় পেয়েছেন।
  • আসানসোল হাসপাতালে ২টি ন্যায্য মূল্যের ডায়াগনস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ৭টি SNSU চালু হয়ে গেছে (বরাকর, কেলেজোড়া, লাউদোহা, মাঙ্কর, পিথাইকরি, পুরশা, রানীগঞ্জ ইত্যাদি)।
  • দুর্গাপুর এবং আসানসোল হাসপাতালে ২টি SNCU চালু হয়ে গেছে।
  • দুর্গাপুর এবং আসানসোল হাসপাতালে ২টি CCU/HDU চালু হয়ে গেছে।
  • বালুরঘাট ও গঙ্গারামপুর হাসপাতালে ২টি CCU/HDU চালু হয়ে গেছে। হাটে নেওয়া হয়েছে আসানসোল নার্সিং কলেজ ও  ইএসআই হাসপাতালের পরিকাঠামো উন্নয়নের কাজ।
  • ‘স্বাস্থ্য সাথী’ প্রকল্পে এই জেলায় প্রায় ৫৩ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশু সাথী’ প্রকল্পে এই জেলার ৬২০টিরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে

 

শিক্ষাঃ

  • এই জেলার আসানসোলে গড়ে তোলা হয়েছে নতুন কাজী নজরুল বিশ্ববিদ্যালয়।
  • জেলার ১টি নতুন সরকারি কলেজ গড়ে তোলা হয়েছে (আসানসোলে হিন্দি মাধ্যম বিবি কলেজ)
  • জামুয়ারিতে ১টি নতুন আইটিআই কলেজ নির্মাণ করা হয়েছে।
  • দুর্গাপুরে আইটিআই কলেজের সংস্কার করা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসূচিতে, জেলার ২১ হাজারেরও বেশি যুবক যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ১ লক্ষ ৪২ হাজারেরও বেশি ছাত্রছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • সব স্কুলে মিড ডে মিল চলছে, যার ফলে পুষ্টি ও উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্রছাত্রীদের সংখ্যা কমেছে।
  • প্রতিটি বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালনঃ

  • জেলার প্রায় ৮ হাজার যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে।
  • এই জেলায় প্রায় ৮০% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকিদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার কাঁকসাতে ১টি কিষাণ মান্ডি গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ৬ লক্ষ ৯১ হাজারেরও বেশি হাঁস ও মুরগীর বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়নঃ

  • এই জেলায় ১০০ দিনের কাজে, ৫০ কোটি টাকারও বেশি ব্যয় করে প্রায় ২০ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ৩২৫০ মানুষ গ্রামীণ আবাসন যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ৪ হাজার ৮৫৬ জন উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ১০৫ কিমি রাস্তা নির্মিত হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ১০৭ কিমি রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ৪ হাজার ২২০ জন উপকৃত হয়েছে।
  • জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে, প্রায় ৭৪ হাজার শৌচালয় নির্মাণ করা হয়েছে – যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, অবিভক্ত বর্ধমান জেলার প্রায় ১১ লক্ষ ৫৮ হাজার সংখ্যালঘু ছাত্রছাত্রীকে, প্রায় ৩২০ কোটি টাকা স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ৭৩ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • এই জেলায় ১১টি ‘কর্মতীর্থ’ গড়ে তোলা হচ্ছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়নঃ

বিগত সাড়ে ৬ বছরে, এই জেলায় ২৭ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।

জেলায় বিগত সাড়ে ৬ বছরে, ২৪ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।

 

নারী ও শিশু উন্নয়ন এবং সমাজকল্যাণঃ

এই জেলায়, ৭৭ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসূচী-‘খাদ্য সাথী’ প্রকল্পঃ

এই জেলায় ১০০% যোগ্য মানুষকে (প্রায় ২৪ লক্ষ ৮৮ হাজারেরও বেশি মানুষকে), ২/- টাকা কেজি দরে (অথবা বাজার দরের অর্ধেক দামে)খাদ্যশস্য দেওয়া হচ্ছে- যা জেলার জনসংখ্যার প্রায় ১০০%।

 

শিল্পঃ

জেলায় ক্ষুদ্র, ছোট ও মাঝারি উদ্যোগের ৭টি MSME ক্লাস্টার গড়ে উঠেছে।

 

পূর্ত ও পরিবহনঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলার পূর্ত দপ্তর ১১৮টির বেশি রাস্তাঘাট, ব্রীজ ইত্যাদি প্রকল্প রূপায়ণের কাজ হাতে নিয়েছে, যার মধ্যে ৬৩টিরও বেশী প্রকল্পের কাজ প্রায় ৩৮৪ কোটি টাকা ব্যয়ে ইতিমধ্যেই সমাপ্ত হয়েছে। এর ফলে, প্রচুর মানুষ উপকৃত হয়েছেন। বাকী প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • ওন্ডালে কাজী নজরুল ইসলাম বিমানবন্দর নির্মাণের কাজ সম্পন্ন হয়ে উড়ান চালু হয়েছে। এটি হল আমাদের দেশের সর্বপ্রথম বেসরকারী উদ্যোগে নির্মিত Greenfield Airport।
  • পানাগড়ে ৬-লেন বাইপাস নির্মাণ করা হয়েছে।
  • হাতে নেওয়া হয়েছে প্রায় ১৬৫ কোটি টাকার (পশ্চিম বর্ধমানের মুচিপাড়া-শিবপুর রাস্তার সাথে বীরভুমের জয়দেব-কেন্দুলি-খাগরা রাস্তার যোগাযোগ স্থাপনকারী) অজয় নদের ওপর একটি সেতু নির্মাণের কাজ। এতে সাশ্রয় হবে অসংখ্য মানুষের এখনকার ঘুরপথের প্রায় ২০কিমি পথ ও ৩০ মিনিটেরও বেশী সময়।
  • গড়ে তোলা হচ্ছে পানাগড়-ইলামবাজার রাস্তায় (পশ্চিম বর্ধমানের পানাগড়ে NH-2-এর সাথে বীরভুমের ইলামবাজারের ওপর দিয়ে দুবরাজপুরে NH-60-এর যোগাযোগ স্থাপনকারী) অজয় নদের ওপর আরও একটি সেতু।
  • রানীগঞ্জের নুনীয়া নদীর ওপর জয়রামডাঙ্গা ও রতিবতিতে ২টি সেতু গড়ে তোলা হচ্ছে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হচ্ছে। নতুন জেলা গঠনের পর থেকে, প্রায় ৭০কিমি রাস্তা নির্মাণ/পুনঃনির্মাণ/সম্প্রসারণ ও উন্নীতকরণের কাজ সম্পন্ন হয়েছে।
  • বৈতরণী প্রকল্পে, ৯টি শ্মশান-ঘাটের উন্নয়নের কাজ চলছে।
  • হাতে নেওয়া হয়েছে, Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচী। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তিঃ

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে, ১০০% গ্রামীণ বৈদ্যুতিকরণের কাজ সম্পন্ন হয়েছে।
  • অন্ডালে তাদের দ্বিতীয় তাপবিদ্যুৎ কেন্দ্র গড়ে তোলার জন্য, DVC-কে ১০ হাজার একরেরও বেশী জমি দেওয়া হয়েছে।

 

সেচঃ

জেলার প্রায় ১০ কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।

 

জনস্বাস্থ্য কারিগরীঃ

  • বিগত সাড়ে ৬ বছরে,১৩ টি জলপ্রল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ৬৩ কোটি টাকা ব্যয়ে ৬ টির কাজ সমাপ্ত হয়েছে। এর ফলে জেলার প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি জলপ্রকল্পগুলির কাজ শীঘ্রই সমাপ্ত হবে।
  • হাতে নেওয়া হয়েছে পানাগড় ইন্ডাস্ট্রিয়াল পার্কে পানীয় জল সরবরাহ প্রকল্পের কাজ।

 

বন ও পর্যটন

  • ‘সবুজশ্রী’ প্রকল্পে, ৫৩ হাজারেরও বেশী সদ্যোজাত শিশুকে মূল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশোনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • দুর্গাপুরে গড়ে তোলা হয়েছে রাজ্যের প্রথম স্টেট ইন্সটিটিউট অফ হোটেল ম্যানেজমেন্ট – ‘আরোহণ’।

 

শ্রমঃ

  • এই জেলায় ‘সামাজিক সুরক্ষা যোজনা’য়, প্রায় ১ লক্ষ ৯৬ হাজার অসংগঠিত ক্ষেত্রের শ্রমিক নথিভুক্ত হয়েছেন। এখনো পর্যন্ত, প্রায় ৪৯ হাজার উপভোক্তা, ১৮ কোটি টাকারও বেশি সহয়তা পেয়েছেন।
  • ‘যুবশ্রী’ প্রকল্পে, এই জেলার প্রায় ২৪৫০জন যুবক-যুবতী উৎসাহ ভাতা পাচ্ছেন।

 

স্বনির্ভর দল ও স্বনিযুক্তি কর্মসুচীঃ

  • ‘আনন্দধারা’ প্রকল্পে, প্রায় ৪ হাজার স্বনির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছর, ‘স্বামী বিবেকানন্দ স্বনির্ভর কর্মসূচী প্রকল্পে’, প্রায় ২ হাজার ৭০০ উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ১৮ কোটি টাকা অনুদান প্রদান করা হয়েছে।

 

তথ্য ও সংস্কৃতিঃ

  • এই জেলায় ২ হাজার ২০০-রও বেশী লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ রিটেনার ফি ও পেনশন পাচ্ছেন।
  • আসানসোল রবীন্দ্রভবনকে নবরূপে সাজিয়ে তোলা হচ্ছে।

 

আবাসনঃ

  • জেলায় আর্থিক ভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ১৩৬০ জন মানুষ উপকৃত হয়েছেন।
  • হাতে নেওয়া হয়েছে রানীগঞ্জ কয়লা খনি এলাকার ধ্বসপ্রবণ দুর্গাপুর ও আসানসোল মহকুমার বিস্তীর্ণ অঞ্চলের ক্ষতিগ্রস্থ প্রায় ৪৫ হাজার মানুষের পুনর্বাসনের জন্য জামুরীয়ায় আবাসন তৈরির একটি বৃহৎ প্রকল্প।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষের কর্মসংস্থানের জন্য বরাকর ইন্সপেকশন বাংলোয় ১টি ‘পথসাথী’-মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুব কল্যাণঃ

  • ক্রীড়ার মান উন্নয়নে জেলায় ৮১টিরও বেশী ক্লাবকে ৩কোটি ৩৬ লক্ষ টাকারও বেশী অর্থ সাহায্য করা হয়েছে।

পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর জলসংরক্ষণ, সেচ, কৃষি, শিক্ষা, স্বাস্থ্য, সড়ক নির্মাণ, পানীয় জলের ব্যবস্থা প্রভৃতি প্রকল্পগুলি অগ্রাধিকার ভিত্তিতে রূপায়ন করছে।

 

আইন শৃঙ্খলাঃ

  • গঠন করা হয়েছে নতুন আসানসোল-দুর্গাপুর পুলিশ কমিশনারেট।
  • এই জেলায় স্থাপন করা হয়েছে নতুন দুর্গাপুর ও আসানসোল-দুর্গাপুর মহিলা থানা।

On April 4, 2017, heeding to a long-standing demand of the people, Jhargram was made a new district, the state’s 22nd one. This has helped the people of the region to more easily access the various government services. The creation of the new district has also helped in the proper distribution of developmental efforts.

Over the last six-and-a-half years, the Trinamool Congress Government has undertaken large-scale developmental activities in Paschim Medinipur district, which then included Jhargram. In the last one year, these activities have become more focused after the formation of Jhargram.

Tabulated below are the important developments:

 

Health and Family Welfare

  • Multi/Super-speciality hospitals: 3 set up in Jhargram, Nayagram and Gopiballavpur
  • Fair-price medicine shops: 1 set up in Jhargram; buying from these fair-price shops has resulted in more than 12.73 lakh people getting discounts of more than Rs 22.72 crore
  • Fair-price diagnostic centres: 2 set up in Jhargram
  • SNSU: 8 sick newborn stabilisation units set up at hospitals in Bhangagarh, Gopiballavpur, Topsia, Chilkigarh, Mantipa Mohanpur, Binpur, Balpahari, Kharikamathani
  • SNCU: 1 sick newborn care unit set up at Jhargram Hospital
  • CCU/HDU: 1 critical care unit and high-dependency unit set up at Jhargram Hospital
  • Swasthya Sathi: About 94,000 people enrolled
  • Sishu Sathi: More than 199 children successfully operated on

 

Education

  • University: 1 university set up
  • Colleges: 4 government colleges set up – Women’s Wing of Jhargram Raj College, Nayagram Pandit Raghunath Murmu Government College, Lalgarh Government College, Gopiballavpur-2 Government College
  • ITIs: 5 industrial training institutes being set up in Binpur-1, Binpur-2, Gopiballavpur-2, Nayagram and Sankrail blocks
  • Polytechnic college: 1 set up in Binpur-1 block
  • Utkarsh Bangla: More than 7,000 youths being given skills training
  • Sabooj Sathi: More than 65,000 school children given bicycles
  • Model schools: 2 set up in Gopiballavpur-1 and Nayagram blocks
  • Mid-Day Meals: Mid-day meals being given in all schools, which has markedly improved attendance
  • Toilets: Separate toilets for boys and girls built in all schools

 

Land Reforms, Agriculture and Animal Resources Development

  • Nijo Griha Nijo Bhumi: More than 5,400 landless families handed over patta, and about 450 agricultural and forest land patta handed over
  • Kisan Credit Cards: About 90% of eligible farmer families given KCCs
  • Kisan Mandi: 4 set up in Jhargram, Binpur-1, Binpur-2 and Nayagram blocks
  • Hatchlings distributed: More than 5.46 lakh chicken and duck hatchlings distributed for rearing

 

Panchayats and Rural Development

  • MGNREGS (100 Days’ Work Scheme): About 39 lakh person-days created at an expenditure of more than Rs 102 crore
  • Rural housing: About 9,500 lakh people benefitted; on January 29, 2018, it was announced that about 11,027 people would be distributed houses under various schemes
  • Rural roads: About 1,125 km roads built under Grameen Sadak Yojana; another about 369 km being built/renovated
  • Samabyathi: 2,968 people benefitted from this scheme
  • Mission Nirmal Bangla: About 1.66 lakh toilets built, which is 100% of the target

 

Minorities’ Development

  • Scholarships: About 1,000 students from minority communities given scholarships worth about Rs 34 crore
  • Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: Youths given loans worth about Rs 1 crore
  • Karmatirtha: 8 Karmatirthas being built to increase employment of local people, in Jhargram, Binpur-2, Jamboni (two), Gopiballavpur-1, Gopiballavpur-2, Sankrail and Nayagram blocks

 

Backward Classes Welfare Department

  • Shikshashree: More than 24,000 students have received scholarships under the scheme
  • SC/ST/OBC certificates: More than 27,600 people handed over SC/ST/OBC certificates
  • Promotion of local language: Santhali Language made an elective paper for WBCS examination; school books are being published in Ol Chiki script

 

Jangalmahal Unnayan

  • JAP: Under State Government’s Jangalmahal Action Plan, special developmental work being undertaken in 34 blocks in Bankura, Jhargram, Purulia, Jhargram and Birbhum; Rs 110 crore allocated
  • Jalatirtha: To help in irrigation, building of check dams and water storage tanks being undertaken over 32,000 hectares (ha) at a cost of Rs 500 crore under Jalatirtha Scheme
  • Employment: More than 33,000 youths in the Jangalmahal region enrolled in the Employment Bank got employment in police forces

 

Women and Child Development and Social Welfare

Kanyashree: More than 53,600 girls brought under the ambit of the Kanyashree Scheme

 

Food security

Khadya Sathi: As part of the scheme, 100% of the eligible population of Jhargram (more than 12.26 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)

 

Industry

MSME: 3 MSME clusters established in the micro, small and medium enterprises sector – among which the important ones are 2 MSME clusters and 1 khadi cluster

 

PWD and Transport

  • Projects completed: PWD Department has completed more than 110 projects like roads, bridges, etc. by investing about Rs 554 crore
  • Bridges: Bridge named Jangalkanya built over Subarnerekha at a cost of Rs 170 crore, connecting Kharagpur-Keshiary and Nayagram-Dhumsahi roads; Lalgarh Bridge built over Kansabati in Amkala
  • Roads: 46 km of roads, comprising the Gopiballavpur-Nayagram, Keshiary-Nayagram, Gopiballavpur-Phankaghat, and Madinipur-Anandanagar-Chandra-Dharuaghat roads, widened and strengthened; about 105 km of roads built/re-built/widened
  • Baitarani: As part of Baitarani Scheme, 4 burning ghats being renovated and 1 electric furnace being constructed
  • Gatidhara: Through Gatidhara Scheme, about 350 youths managed to buy vehicles for commercial use
  • Traffic awareness programmes: Safe Drive Save Life and Slow Drive Save Life traffic awareness programmes have reduced accidents by a significant number

 

Power – Non-renewable and Renewable Energy

Sabar Ghare Alo: Through implementation of Sabar Ghare Alo Scheme, 100% rural electrification achieved

 

Irrigation

  • Dam repair: About 30 km of dams strengthened; river banks of Kansabati river renovated in Debra block
  • Canal repair: Renovation of Keleghai-Kapaleswari-Bagai Canal going on at a cost of Rs 650 crore, to benefit about 4 lakh people in 14 blocks in Paschim Medinipur, Purba Medinipur and Jhargram districts; Medinipur Main Canal being renovated at Rs 114 crore
  • Ghatal Master Plan: Flood control plan set up at a cost of Rs 2,000 crore to control floods in Panskura-1 and Panskura-2 blocks and Ghatal region in Jhargram, to benefit about 17 lakh people

 

Public Health Engineering

Projects completed: Public Health Engineering Department has completed 44 projects at a cost of about Rs 49 crore

 

Forest and Tourism

  • Sabujshree: Saplings given to more than 98,700 newborns (as per the scheme, after crossing 18 years of age, the tree will be sold and the student’s education funded out of that money)
  • Tourism: Jhargram Rajbari renovated, and several tourist cottages built there; Jhargram Tourism Circuit set up which includes Living Art Museum, Eco-Tourism Centre and trekking routes; Jhargram-Bankura-Paschim Medinipur Tourism Circuit being set up; Hatibari Eco-Tourism Centre set up; first phase of renovation of Chilkigarh Kanak Durga Temple and Rameswar Temple completed

 

Labour

  • Samajik Suraksha Yojana: About 84,770 workers from the unorganised sector documented – of these, about 26,647 beneficiaries have received benefits to the tune of more than Rs 10 crore
  • Yuvashree: About 4,000 youths given allowances under this scheme

 

Self-Help Group and Self-Employment

  • Anandadhara: About 11,000 self-help groups set up
  • Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: About 978 ventures approved, for which a total grant of about Rs 94 lakh given

 

Urban Development and Town and Country Planning

  • Municipality development: 1 municipality in Jhargram district spent more than Rs 46 crore for developmental schemes
  • Urban housing for the poor: About 1,952 people benefitted

 

Information and Culture

  • Lokprasar Prakalpa: More than 13,000 folk artistes getting retainer fee and pension
  • Language: Paschim Banga Santali Academy set up; Kurmi Development Board set up, for which Rs 10 crore allocated; Kuruk and Kurmi made official state languages; Manbhum Sahitya Parishad and Kuruk Sahitya Academy to be set up

 

Housing

  • For the economically disadvantaged: About 3,700 people benefitted as part of Gitanjali and other schemes
  • Pathasathi: 1 Pathasathi motels set up for travellers (also resulting in employment for local people) in Ladhashuli

 

Youth Affairs and Sports

  • Funds for clubs: More than 228 cubs given more than Rs 7.86 crore for promoting sports
  • Sporting infrastructure: 38 multi-gyms and 26 mini indoor stadiums set up at a cost of about Rs 5.69 crore
  • Stadiums: Jhargram Stadium renovated; Jhargram Sports Academy set up
  • Jangalmahal Cup: Jangalmahal Cup being organised every year to identify and celebrate talent

 

Paschimanchal Unnayan

  • Developmental schemes: Paschimanchal Unnayan Department undertaking lot of developmental schemes related to water conservation, irrigation, agriculture, education, health, road construction, drinking water, etc
  • Water conservation: For water conservation, Paschimanchal Unnayan Department has built multiple check dams in Jangalmahal

 

Law and order

  • New division: Medinipur Division set up for administrative convenience, comprising of the districts of Jhargram, Purba Medinipur, Paschim Medinipur, Purulia and Bankura
  • Police stations: Jhargram Police District created; Jhargram women’s police station set up

 

ঝাড়গ্রাম জেলার উন্নয়ন- এক নজরে

রাজ্য ও অন্যান্য জেলার সাথে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে ঝাড়গ্রাম জেলায়।

নতুন জেলা ঝাড়গ্রাম

  • ২০১৭ সালের ৪ঠা এপ্রিল, এই অঞ্চলের মানুষজনের দীর্ঘদিনের দাবিকে সম্মান জানিয়ে, পশ্চিম মেদিনীপুর জেলাকে বিভক্ত করে, ঝাড়গ্রামকে পশ্চিমবঙ্গের ২২তম জেলা হিসেবে ঘোষণা করা হয়েছে। এর ফলে ঝাড়গ্রামের মানুষের সরকারি এবং অন্যান্য কাজে প্রভূত সুবিধা হয়েছে।এছাড়া গঠন করা হয়েছে নতুন মেদিনীপুর বিভাগ।
  • স্বাস্থ্য ও পরিবার কল্যাণ-
  • এই জেলার ঝাড়গ্রাম, নয়াগ্রাম, গোপীবল্লভপুরে গড়ে উঠেছে ৩টি নতুন মাল্টি-সুপার স্পেশালিটি হাসপাতাল।
  • ঝাড়গ্রাম হাসপাতালে ১টি ন্যায্য মুল্যের ঔষধের দোকান চালু হয়ে গেছে। জেলার এই ন্যায্য মুল্যের ঔষধের দোকান থেকে ঔষধ কেনার ফলে ১২ লক্ষ ৭৩ হাজারেরও বেশি মানুষ, ২২ কোটি ৭২ লক্ষ টাকারও বেশি ছাড় পেয়েছেন।
  • ঝাড়গ্রাম হাসপাতালে ২টি ন্যায্য মুল্যের ডায়াগ্নস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ৮টি SNSU চালু হয়ে গেছে (ভাঙ্গাগড়, গোপিবল্লভপুর, তাপসিয়া, চিল্কিগড়, মন্তিপা মোহনপুর, বিনপুর, বেলপাহাড়ি, খাড়িকামাথানি হাসপাতাল)।
  • ঝাড়গ্রাম হাসপাতালে ১টি SNCU চালু হয়ে গেছে।
  • ঝাড়গ্রাম হাসপাতালে ১টি CCU/HDU চালু হয়ে গেছে।
  • ‘স্বাস্থ্যসাথী’ প্রকল্পে এই জেলায় প্রায় ৯৪ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশুসাথী’ প্রকল্পে, এই জেলার ১৯৯টিরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

শিক্ষা

  • এই জেলায় গড়ে তোলা হচ্ছে একটি নতুন বিশ্ববিদ্যালয়।
  • এই জেলায় ৪ টি নতুন সরকারি কলেজ গড়ে তোলা হচ্ছে (ঝাড়গ্রাম রাজ কলেজ-মহিলা বিভাগ, নয়াগ্রাম পণ্ডিত রঘুনাথ মুর্মূ গভঃ কলেজ, লালগড় গভঃ কলেজ, গোপীবল্লভপুর-২ গভঃ কলেজ)
  • বিনপুর-১, বিনপুর-২,গোপীবল্লভপুর-২, নয়াগ্রাম, সাঁকরাইলে ৫টি নতুন আই.টি.আই কলেজ নির্মান করা হয়েছে।
  • বিনপুর-১এ ১টি পলিটেকনিক কলেজ গড়ে তোলা হচ্ছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসুচিতে, জেলার ৭ হাজারেরও বেশি যুবক-যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ৬৫ হাজারেরও বেশি ছাত্র-ছাত্রীকে ‘সবুজ সাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • গোপীবল্লভপুর-১, নয়াগ্রামে ২ টি নতুন মডেল স্কুল নির্মাণ করা হয়েছে।
  • সব স্কুলে মিড-ডে মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।
  • প্রায় সব বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালন

  • জেলার প্রায় ৫ হাজার ৪০০-রও বেশি যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া, প্রায় ৪৫০টি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলার, প্রায় ৯০% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকীদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার ঝাড়গ্রাম, বিনপুর-১, বিনপুর-২, নয়াগ্রামে ৪ টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ৫ লক্ষ ৪৬ হাজারেরও বেশি হাঁস ও মুরগীর বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়ন

  • নতুন জেলা গঠনের পর থেকে, এই জেলায় ১০০-দিনের কাজে, ১০২ কোটি টাকারও বেশি ব্যয় করে প্রায় ৩৯ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ৯৫০০ মানুষ গ্রামীণ আবাসন যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ১১ হাজার ২৭ জন উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় ১১২৫ কিমি রাস্তা নির্মিত হয়েছে।
  • এই জেলায় আরও প্রায় ৩৬৯ কি.মি. রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ২ হাজার ৯৬৮ জন উপকৃত হয়েছেন।
  • জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে প্রায় ১ লক্ষ ৬৬ হাজার শৌচালয় নির্মাণ করা হয়েছে- যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়ন

  • নতুন জেলা গঠনের পর থেকে, এই জেলায় প্রায় ১ হাজার সংখ্যালঘু ছাত্র-ছাত্রীকে প্রায় ৩৪ লক্ষ টাকার স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ১ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • এই জেলার ঝাড়গ্রাম, বিনপুর-২, জামবনী(২টি), গোপীবল্লভপুর-১, গোপীবল্লভপুর-২, সাঁকরাইল ও নয়াগ্রামে ৮টি ‘কর্মতীর্থ’ গড়ে তোলা হয়েছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়ন

  • বিগত সাড়ে ৬ বছরে, এই জেলায় ২৪ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ২৭ হাজারে ৬০০-রও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।
  • সাঁওতালি ভাষাকে বিশেষ মর্যাদা দিয়ে WBCS পরীক্ষায় ঐচ্ছিক বিষয় হিসাবে অন্তর্ভুক্ত করা হয়েছে। অলচিকি লিপিতে স্কুলের পাঠ্যপুস্তক প্রকাশ করা হচ্ছে।
  • জাহের থানের পাট্টা ও সেগুলির চারিদিকে প্রাচীর দেওয়া হচ্ছে।

 

নারী ও শিশু এবং সমাজকল্যাণ

এই জেলায়, ৫৩ হাজার ৬০০-রও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসুচী- খাদ্য সাথী প্রকল্প

এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ১২ লক্ষ ২৬ হাজারেরও বেশি মানুষকে), ২/- টাকা কেজি দরে খাদ্যশস্য দেওয়া হচ্ছে- যা জেলার মোট জনসংখ্যার প্রায় ৮৫%।

 

শিল্প

জেলায় ক্ষুদ্র, ছোট ও মাঝারি উদ্যোগের ৩টি ক্লাস্টার গড়ে উঠেছে। এগুলির মধ্যে ২ টি MSME ক্লাস্টার এবং ১ টি Khadi ক্লাস্টার

 

পূর্ত ও পরিবহন

  • বিগত সাড়ে ৬ বছরে, এই জেলায় পূর্ত দপ্তর ১৪৫ টিরও বেশি রাস্তাঘাট, ব্রীজ ইত্যাদি প্রকল্প রূপায়ণের কাজ হাতে নিয়েছে, যার মধ্যে ১১০ টিরও বেশি প্রকল্পের কাজ প্রায় ৫৫৪ কোটি টাকা ব্যয়ে ইতিমধ্যেই সমাপ্ত হয়েছে। এর ফলে, প্রচুর মানুষ উপকৃত হবেন। বাকি প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • কেশিয়াড়ী ও নয়াগ্রাম ব্লকে খড়গপুর-কেশিয়াড়ী রাস্তা ও নয়াগ্রাম-ধূমসাই রাস্তার মাঝে সুবর্ণরেখা নদীর উপর ১৭০ কোটি টাকা ব্যয়ে ভসরাঘাট সেতু প্রকল্পটি রূপায়িত হয়েছে। এর ফলে জঙ্গলমহলের মানুষের দীর্ঘ দিনের প্রতিক্ষার অবসান ঘটল। ১৪৭২ মিটার লম্বা এই সেতুটি খড়গপুর-কেশিয়াড়ী রাস্তা ও নয়াগ্রাম-ধূমসাই রাস্তার মধ্যে সংযোগ স্থাপন করেছে। সেতু নির্মাণের সঙ্গে সঙ্গে গোপীবল্লভপুর-নয়াগ্রাম, কেশিয়াড়ী-নয়াগ্রাম, গোপীবল্লভপুর- ফেকোঁঘাট ও মেদিনীপুর-আনন্দনগর-চাঁদড়া-ধেড়ুয়াঘাট রাস্তাগুলি মোট ৪৬ কিমি রাস্তার প্রশস্তিকরণ ও দৃঢ়িকরণ করা হয়েছে। এই সেতুটির নামকরণ করা হয়েছে ‘জঙ্গলকন্যা’। জঙ্গলমহলের বড় ভরসা ‘জঙ্গলকন্যা’।
  • আমকলাতে কংসাবতী নদীর ওপর ‘লালগড়’ সেতু গড়ে তোলা হয়েছে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হচ্ছে। জেলায় বিগত সাড়ে ৬ বছরে, প্রায় ১০৫ কিমি রাস্তা নির্মাণ/পুর্ননির্মাণ/সম্প্রসারণ ও উন্নতিকরণের কাজ সম্পন্ন হয়েছে।
  • ‘বৈতরনী’ প্রকল্পে, ৪ টি শ্মশান ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুল্লি বসানোর কাজ চলছে।
  • হাতে নেওয়া হয়েছে Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচি। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তি

সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে ১০০% গ্রামীণ বৈদ্যুতিকরণের কাজ সম্পন্ন হয়েছে।

 

সেচ

জেলার প্রায় ৩০ কিমি দৈর্ঘের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।

প্রায় ৬৫০ কোটি টাকা ব্যয়ে কেলেঘাই-কপালেশ্বেরী-বাগাই খাল সংস্কারের কাজ চলছে। এই প্রকল্পে তিনটি জেলার ১৪ টি ব্লকের মোট ৪ লক্ষ মানুষ উপকৃত হবেন।

 

জনস্বাস্থ্য কারিগরী

বিগত সাড়ে ৬ বছরে, ৪৮টি জলপ্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ৪৯ কোটি টাকা ব্যয়ে ৪৪টির কাজ সমাপ্ত হয়েছে। এর ফলে, জেলার প্রচুর মানুষ উপকৃত হচ্ছেন।বাকী জলপ্রকল্পগুলির কাজ শীঘ্রই সমাপ্ত হবে।

 

বন ও পর্যটন

  • ‘সবুজশ্রী’ প্রকল্পে, ৯৮ হাজার ৭০০-রও বেশি সদ্যোজাত শিশুকে মুল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশুনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • ঝাড়গ্রাম রাজবাড়ির সংস্কার সহ একাধিক কটেজ তৈরি করা হয়েছে।
  • ঝাড়গ্রাম টুরিজ্‌ম সার্কিটে লিভিং আর্ট মিউজিয়াম, ইকো-টুরিজ্‌ম সেন্টার-কাম-ট্রেকিং রুট গরে তোলা হয়েছে।
  • হাতিবাড়ি ইকো-টুরিজ্‌ম সেন্টার গড়ে তোলা হয়েছে।
  • চিল্কিগড় কণকদুর্গা মন্দির সংস্কার(প্রথম পর্যায়) করা হয়েছে।
  • রামেশ্বর মন্দির সংস্কার (প্রথম পর্যায়)করা হয়েছে।
  • হাতে নেওয়া হয়েছে ঝাড়গ্রাম-বাঁকুড়া-পশ্চিম মেদিনীপুর টুরিস্ট সার্কিটের কাজ।

 

শ্রম

  • এই জেলায় ‘সামাজিক সুরক্ষা যোজনা’য়, প্রায় ৮৪ হাজার ৭৭০ জন অসংঘটিত ক্ষেত্রের শ্রমিকরা নথিভুক্ত হয়েছেন। এখনো পর্যন্ত, প্রায় ২৬ হাজার ৬৪৭ জন উপভোক্তা ১০ কোটি টাকারও বেশি সহায়তা পেয়েছেন।
  • ‘যুবশ্রী’ প্রকল্পে, এই জেলায় প্রায় ৪ হাজার যুবক-যুবতী উৎসাহ ভাতা পাচ্ছেন।

 

স্বনির্ভর দল ও স্বনিযুক্তি কর্মসূচী

  • ‘আনন্দধারা’ প্রকল্পে, প্রায় ১১ হাজার স্বনির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্বনির্ভর কর্মসূচী’ প্রকল্পে, প্রায় ৯৭৮ উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৯৪ লক্ষ টাকা অনুদান প্রদান করা হয়েছে।

 

পুর ও নগরোন্নয়ণ

  • জেলায় ১ টি মিউনিসিপালিটি, ৪৬ কোটি টাকারও বেশি পরিকল্পনা খাতে ব্যয় করেছে।
  • শহরাঞ্চলে গরীবদের জন্য বাসস্থান প্রকল্পে, প্রায় ১ হাজার ৯৫২ জন মানুষ উপকৃত হয়েছেন।

 

তথ্য ও সংস্কৃতি

  • এই জেলায় ১৩ হাজারেরও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ বহাল ভাতা এবং পেনশন পাচ্ছেন।
  • সাঁওতালী ভাষা আকাদেমি গঠন করা হয়েছে।
  • কুড়মী উন্নয়ন বোর্ড গঠন করা হয়েছে। উন্ন্যন খাতে ১০ কোটি টাকা বরাদ্দ করা হয়েছে।
  • কুরুক ও কুড়মীকে সরকারি ভাষার স্বীকৃতি দেওয়ার সিদ্ধান্ত নেওয়া হয়েছে।
  • মানভূম সাহিত্য পর্ষদ ও কুরুক সাহিত্য আকাদেমি গঠনের সিদ্ধান্ত নেওয়া হয়েছে।

 

আবাসন

  • জেলায় আর্থিক ভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ৩৭০০ জন মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষদের কর্মসংস্থানের জন্য লোধাশুলিতে ১টি ‘পথসাথী’ মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুব কল্যাণ

  • ক্রীড়ার মান উন্নয়নে জেলায় ২২৮ টিরও বেশি ক্লাবকে ৭ কোটি ৮৬ লক্ষ টাকারও বেশি অর্থ সাহাজ্য করা হয়েছে।
  • জেলায় প্রায় ৩৮ টি মাল্টিজিম ও ২৬ টি মিনি ইন্ডোর স্টেডিয়াম, প্রায় ৫ কোটি ৬৯ লক্ষ টাকায় গড়ে তোলা হয়েছে।
  • ঝাড়গ্রাম স্টেডিয়াম নবরূপে গড়ে তোলা হয়েছে।
  • ঝাড়গ্রাম স্পোর্টস আকাদেমি গড়ে তোলা হয়েছে।
  • নতুন প্রতিভার অন্বেষণে নিয়মিত ভাবে আয়োজিত হচ্ছে বার্ষিক ‘জঙ্গলমহল কাপ’ ক্রীড়া প্রতিযোগিতা।

 

পশ্চিমাঞ্চল উন্নয়ন

  • পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর জলসংরক্ষণ, সেচ, কৃষি, শিক্ষা, স্বাস্থ্য, সড়ক নির্মাণ, পানীয় জলের ব্যবস্থা প্রভৃতি প্রকল্পগুলি অগ্রাধিকার ভিত্তিতে রূপায়ণ করছে।
  • পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর জল সংরক্ষণের জন্য, জঙ্গলমহল এলাকায় একাধিক চেক ড্যাম নির্মাণের কাজ সম্পন্ন করেছে।

 

আইন- শৃঙ্খলা

  • গঠন করা হয়েছে নতুন মেদিনীপুর বিভাগ।
  • এই জেলায় স্থাপন করা হয়েছে নতুন ঝাড়গ্রাম পুলিশ জেলা ও ঝাড়গ্রাম মহিলা থানা।

Over the last six-and-a-half years, the Trinamool Congress Government has undertaken large-scale developmental activities in North 24 Parganas.

Tabulated below are the important developments:

Health and Family Welfare

  • Multi/super-speciality hospitals: 2 multi/super-speciality hospitals in Bongaon and Basirhat
  • Fair-price medicine shops: 13 fair-price medicine shops at Sagar Dutta, Khardah Balaram Seva Mandir, Bhatpara, Baranagar, Habra, Panihati, Barasat, Basirhat, Bongaon, Barrackpore, Naihati, Salt Lake and Ashoknagar hospitals; buying from the fair-price shops has resulted in 43.61 lakh people getting discounts of Rs 82.49 crore
  • Fair-price diagnostic centres: 8 set up at Sagar Dutta, Barasat, Barrackpore and Basirhat hospitals
  • SNSU: 23 sick newborn stabilisation units set up at BN Bose, Baranagar, Panihati, Salt Lake, Baduria, Taki, Bagda, Madhyamgram, Minakha, Sarapol, Balaram Seva Mandir, JR Dhar, Barasat, Habra, Naihati, Sandeshkhali, Ashoknagar, Bhatpara, Amdanga, Haroa, Ghoshpur, Sendelerbil and Dhanyakuria hospitals
  • SNCU: 6 sick newborn care units set up at Sagar Dutta, Barasat, Basirhat, Bongaon, BN Bose and Habra hospitals
  • CCU/HDU: 4 critical care units and high-dependency units set up at Sagar Dutta, Barasat, Basirhat and Bongaon hospitals
  • Nurshing school: GNM (general nursing and midwifery) training school ste up at Barasat hospital
  • Amdanga Rural Hospital upgraded to 60 beds
  • Swasthya Sathi: 3.74 lakh people documented
  • Sishu Sathi: More than 900 children operated on

Education

  • Universities: State Government has set up Aliah University at a cost of Rs 263 crore in New Town; State Government has enabled establishment of 7 private universities – Amity University, Techno India University, Adamas University, JIS University, University of Engineering and Management, Brainware University, St Xavier’s University; permission granted for another private university – Sister Nivedita University
  • Government colleges: 2 government colleges set up – PR Thakur Government College, Thakurnagar, Gaighata and Dr APJ Abdul Kalam Government College, New Town, Rajarhat)
  • Ramakrishna Mission Vivekananda Centre for Human Excellence and Social Sciences, to be known as ‘Vivek Tirtha’, being set up on the model of Chicago Art Institute, where Swami Vivekananda gave his famous speeches, in Rajarhat at a cost of Rs 175 crore
  • ITI: 9 industrial training institutes being set up in Gaighata, Bagda, Haroa, Halishahar, Barasat-1, Hingalganj and Amdanga blocks
  • Polytechnic colleges: 3 being set up in Gaighata, Barrackpore and Adyapith
  • Utkarsh Bangla: More than 22,000 youths being given skills training
  • Sabooj Sathi: More than 5.94 lakh school children given bicycles
  • School upgrading: 130 Madhyamik schools upgraded to Higher Secondary
  • Mid-Day Meals: Mid-day meals being given in all schools, which has markedly improved attendance
  • Toilets: Separate toilets for boys and girls built in all schools

Land Reforms, Agriculture and Animal Resources Development

  • Nijo Griha Nijo Bhumi: More than 6,500 landless families handed over patta, and more than 9,000 agricultural and forest land patta handed over
  • Kisan Credit Cards: 94% of eligible farmer families given KCCs
  • Kisan Mandi: 9 set up in Habra, Bagda, Minakha, Hingalganj, Barrackpore, Gaighata, Basirhat-2, Deganga and Bongaon blocks
  • Hatchlings distributed: 19.31 lakh chicken and duck hatchlings distributed for rearing

Panchayats and Rural Development

  • NREGA (100 Days’ Work Scheme): 7.9 crore person-days created at an expenditure of Rs 1,762 crore
  • Rural housing: 1.7 lakh people benefitted; on January 29, 2018, it was announced that 47,277 people would be distributed houses under various schemes
  • Rural roads: About 940 km roads built under Grameen Sadak Yojana; another 990 km being built/renovated
  • Samabyathi: 14,000 people benefitted from this scheme
  • ODF: North 24 Parganas has been declared a ‘Nirmal Zila’, that is, open defecation-free (ODF); 1.83 lakh toilets built

Minorities’ Development

  • Scholarships: About 9.16 lakh students from minority communities given scholarships worth Rs 207 crore
    Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: 43,000 youths given loans worth Rs 61 crore
  • Aliah University: New 20-acre campus in New Town built at a cost of Rs 257 crore; separate girls’ and boys’ hostels, for 21,000 students, built at Rs 115 crore
  • Haj Tower: Third Haj Tower constructed in Rajarhat – can accommodate 3,000 Haj pilgrims; AC rooms for 1,200 people; parking for 100 cars and 20 buses
  • Women’s hostel: Hostel for women from minority communities in Kaikhali, named Aikatan
  • IMDP & MSDP: Rs 205 crore spent for various schemes under Integrated Minority Development Programme (IMDP) and Multi-sectoral Development Programme (MsDP) – 1,900 health sub-centres, additional classrooms, anganwadi cnetres, houses
  • Karmatirtha: 46 Karmatirthas built

Backward Classes Welfare Department

  • Shikshashree: More than 4.6 lakh students have received scholarships under the scheme
  • SC/ST/OBC certificates: More than 6.89 lakh people handed over SC/ST/OBC certificates

Women and Child Development and Social Welfare

Kanyashree: More than 4.28 lakh girls brought under the ambit of the Kanyashree Scheme; 500 to 1,000 girls per month are being given vocation training to make them self-sufficient; beneficiary students being given training in karate and provided group health check-ups

Food security

  • Khadya Sathi: As part of the scheme, almost 100% of the population of North 24 Parganas (about 78.61 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)
  • Warehouse capacity: Warehouse capacity in the district increased from 2,650 metric tonnes (MT) in 2011 to 44,000 MT now

Industry

  • Industrial parks: 1 established – Rishi Bankim Industrial Park in Naihati
  • Industrial hub: 1 established in Ashoknagar
  • IT hubs: Silicon Valley Asia, on the model of Silicon Valley in Californis, being developed in Rajarhat; ITC has developed ITC Information Technology Park and ITC Green Centre – a complex of information technology and other office buildings
  • MSME: 21 MSME clusters established in the micro, small and medium enterprises sector – 16 MSME clusters and 5 khadi clusters; bank loans worth Rs 8,978 crore given
  • India’s biggest convention centre built in New Town – Biswa Bangla Convention Centre
  • Mishti Hub coming up in Basirhat
  • Textile Hub coming up in Habra
  • Mega Powerloom Cluster coming up in Ashoknagar

PWD and Transport

  • Projects completed: PWD Department has completed 288 projects like roads, bridges, etc. by investing Rs 1,924 crore
  • Bridges: Bonbidhi Setu built at Kantakhali, which has mede communication much easier between Hasnabad and Hingalganj in the Sundarbans; bridge over Ichhamati at Murighata ferry ghat
  • Roads: 1,350 km of roads built/re-built/widened; 4-lane flyover over Kazi Nazrul Islam Sarani (VIP Road)
  • Baitarani: As part of Baitarani Scheme, 23 burning ghats being renovated and 1 electric furnace constructed
  • Gatidhara: Through Gatidhara Scheme, 925 youths managed to buy vehicles for commercial use
  • Traffic awareness programmes: Safe Drive Save Life and Slow Drive Save Life traffic awareness programmes have reduced accidents by a significant number

Power – Non-renewable and Renewable Energy

  • Sabar Ghare Alo: Through implementation of Sabar Ghare Alo Scheme, 100% rural electrification has been achieved
  • Electric substations: 132 kV gas insulated substation has started functioning in Salt Lake; 400/220 kV transformers set up at Jirat substation

Irrigation

  • Dam repair: 155 km of irrigation dams have been repaired
  • Water transport: 3 ferry jetties in Dakshineswar (on the Hooghly) renovated

Public Health Engineering

  • Projects completed: Public Health Engineering Department has completed 11 of the 22 projects taken up, at a cost of Rs 37 crore.
  • Water supply: Jalochhash scheme for Madhyamgram, Barrackpore and Barasat; Jalotripti scheme for Habra and Gaighata; another for Habra and Chakla; surface water-based water supply scheme for New Town and surrounding areas

Forest and Tourism

  • Sabujshree: Saplings given to more than 1.01 lakh newborns (as per the scheme, after crossing 18 years of age, the tree will be sold and the student’s education funded out of that money)
  • Tourism: Utsadhara tourism project coming up in Barrackpore; lighting set up for Kali Temple in Dakshineswar, and also a skywalk to better access the temple; Eco-Park (Prakriti Tirtha), Nazrul Tirtha, Mother’s Wax Museum, Kolkata Gate, etc. built in New Town; floating restaurant on the Ichhamati River, Malancha tourist Lodge (on the outskirts of Kolkata) renovated by WBTDC

Labour

  • Samajik Suraksha Yojana: 7.75 lakh workers from the unorganised sector documented – of these, 1.01 lakh beneficiaries have received benefits to the tune of Rs 78 crore
  • Yuvashree: 15,500 youths given allowances under this scheme

Self-Help Group and Self-Employment

  • Anandadhara: 35,000 self-help groups set up
  • Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: About 14,000 ventures approved, for which a total grant of Rs 65 crore given

Urban Development and Town and Country Planning

  • 26 municipalities in North 24 Parganas district spent Rs 1,085 crore for developmental schemes
  • Urban housing for the poor: 43,670 people benefitted

Information and Culture

  • Lokprasar Prakalpa: More than 9,000 folk artistes getting retainer fee and pension
  • Urban beautification: Rabindra Bhavans in Khardah and Barasat renovated

Housing

  • For the economically disadvantaged: 35,000 people benefitted as part of Gitanjali and other schemes
  • Pathasathi: 8 Pathasathi motels set up for travellers (also resulting in employment for local people) in Berachanpa, Bongaon, Swarupnagar, Malancha, Basirhat, Gaighata, Petrpole and Ashoknagar.

Youth Affairs and Sports

  • Funds for clubs: More than 2,100 cubs given Rs 76 crore for promoting sports
  • Sporting infrastructure: 248 multi-gyms and 25 mini indoor stadiums set up at a cost of Rs 10.82 crore; Vivekananada Yuva Bharati Krirangan comprehensively renovated for FIFA Under-17 World Cup; National Cnetre of Excellence for football being set up in Rajarhat in collaboration with AIFF; Barasat Stadium being renovated; Sundarban Cup sports tournament being regularly held

Sundarbans Development

Sundarini: Sundarini Scheme taken up to improve the lives and livelihoods of the Sundarbans inhabitants, including health service delivery and infrastructure, promotion of open defecation-free Sundarbans, promotion of tourism, and effective packaging and branding of local products

Law and order

  • New district: State Government has taken the decision to carve a new district out of Basirhat region
  • Police commissionerates: Bidhannagar and Barrackpore Police Commissionerates set up
  • Police districts: Barasat and Basirhat police districts set up
  • Police stations: Madhyamgram, Duttapukur, Sasan and New Barrackpore police stations, and Bidhannagar,
  • Barrackpore and Barasat women police stations set up

রাজ্য ও অন্যান্য জেলার সঙ্গে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে উত্তর ২৪ পরগনা জেলায়।

স্বাস্থ্য ও পরিবার কল্যাণঃ

  • এই জেলার বনগাঁ ও বসিরহাটে গড়ে উঠেছে ২টি নতুন মাল্টি-সুপার স্পেশালিটি হাসপাতাল।
  • সাগর দত্ত, ভাটপাড়া, বরানগর, হাবড়া, পানিহাটি, বারাসাত, বসিরহাট, বনগাঁ, ব্যারাকপুর, নৈহাটী, সল্টলেক, অশোকনগর এবং খড়দহ বলরাম সেবামন্দির হাসপাতালে ১৩টি ন্যায্য মূল্যের দোকান থেকে ওষুধ কেনার ফলে, ৪৩ লক্ষ ৬১ হাজারেরও বেশী মানুষ, ৮২ কোটি ৪৯ লক্ষ টাকারও বেশী ছাড় পেয়েছেন।
  • সাগর দত্ত, বারাসাত, ব্যারাকপুর ও বসিরহাট হাসপাতালে ৮টি ন্যায্য মূল্যের ডায়াগ্নিস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ২৩টি SNSU চালু হয়ে গেছে (বি এন বোস, বরানগর, পানিহাটি, সল্টলেক, বাদুড়িয়া, টাকী, বাগদা, মধ্যমগ্রাম, মিনাখা, সারাপোল, শ্রীবলরাম, যে আর ধর, বারাসাত, হাবড়া, নৈহাটী, সন্দেশখালি, অশোকনগর, ভাটপাড়া, আমডাঙা, হারোয়া, ঘোষপুর, সেডেলেরবিল, ধান্যকুড়িয়া হাসপাতাল)।
  • সাগর দত্ত, বারাসাত, বনগাঁ, বসিরহাট, বি এন বোস এবং হাবড়া হাসপাতালে ৬টি SNSU চালু হয়েছে।
  • সাগর দত্ত, বারাসাত, বনগাঁ, বসিরহাট হাসপাতালে ৪টি CCU/HDU চালু হয়ে গেছে।
  • বারাসাত হাসপাতালে একটি জি.এন.এম প্রশিক্ষণ স্কুল গড়ে তোলা হয়েছে। আমডাঙা গ্রামীণ হাসপাতালকে ৬০ শয্যায় উন্নীত করা হয়েছে।
  • ‘স্বাস্থ্য সাথী’ প্রকল্পে এই জেলায় প্রায় ৩ লক্ষ ৭৪ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশু সাথী’ প্রকল্পে এই জেলার ৯০০টিরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

আরও একটি বিশ্ববিদ্যালয়ের অনুমোদন দেওয়া হয়েছে যা শীঘ্রই গড়ে উঠবে সিস্টার নিবেদিতা ইউনিভার্সিটি (প্রাইভেট)।

এই জেলায় ২টি নতুন সরকারি কলেজ গড়ে তোলা হয়েছে (পি আর ঠাকুর গভঃ কলেজ, ঠাকুরনগর, গাইঘাটা এবং ডঃ এ পি জে আব্দুল কালাম গভঃ কলেজ, নিউ টাউন, রাজারহাট)।

রাজারহাটের নিউ টাউনে প্রায় ২৩৬কোটি টাকা ব্যয়ে গড়ে তোলা হয়েছে আলিয়া বিশ্ববিদ্যালয়ের নবনির্মিত ভবন।

যুব সমাজের চরিত্র গঠন ও মূল্যবোধ বিকাশের লক্ষ্যে রাজারহাটে প্রায় ১৭৫ কোটি টাকা ব্যয়ে, স্বামীজির স্মৃতি বিজড়িত শিকাগো আর্ট ইন্সটিটিউটের আদলে, রামকৃষ্ণ মিশন বিবেকানন্দ সেন্টার ফোর হিউম্যান এক্সসেলেন্স অ্যান্ড সোশ্যাল সায়েন্সেস – ‘বিবেক তীর্থ’ – গড়ে তোলা হচ্ছে।

গাইঘাটা, বাগদা, হারোয়া, হালিশহর, বারাসাত-১, হিঙ্গলগঞ্জ, আমডাঙ্গাতে ৯টি নতুন আই.তি.আই কলেজ নির্মাণ করা হচ্ছে।

গাইঘাটা, ব্যারাকপুর এবং আদ্যাপীঠে ৩টি নতুন পলিটেকনিক কলেজ গড়ে তোলা হচ্ছে।

‘উৎকর্ষ বাংলা’ কর্মসূচীতে, জেলার ২২ হাজারেরও বেশী যুবক-যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।

এই জেলায়, ৫ লক্ষ ৯৪ হাজারেরও বেশী ছাত্র-ছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।

জেলায়, গত সাড়ে ৬ বছরে, প্রায় ১৩০টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।

সব স্কুলে মিড-ডে-মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।

প্রায় সব বিদ্যালয়ে ছেলে ও মেয়েদের জন্যে পৃথক শৌচাগার নির্মিত হয়েছে।

ভূমি সংস্কার, কৃষি ও পশুপালনঃ

  • জেলার সাড়ে ৬ হাজারেরও বেশী যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া, ৯ হাজারেরও বেশী কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলায় প্রায় ৯৪% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকিদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার হাবড়া, বাগদা, মিনাখা, হিঙ্গলগঞ্জ, ব্যারাকপুর, গাইঘাটা, বসিরহাট-২, দেগঙ্গা ও বনগাঁতে ৯টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ১৯ লক্ষ ৩১ হাজারেরও বেশী হাঁস ও মুরগীর বাচ্চা বিতরণ করেছে।

পঞ্চায়েত ও গ্রামোন্নয়নঃ

  • এই জেলায় ১০০ দিনের কাজে, ১৭৬২ কোটি টাকারও বেশি ব্যয় করে প্রায় ৭ কোটি ৯০ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ১ লক্ষ ৭০ হাজার মানুষ গ্রামীণ আবাসন যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ৪৭ হাজার ২৭৭ জন উপভোক্তাকে বাড়ি তৈরীর সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ৯৪০ কিমি রাস্তা নির্মাণ হয়েছে।
  • এই জেলায় আরও প্রায় ৯৯০ কিমি রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ১৪ হাজার জন উপকৃত হয়েছে।
  • উত্তর ২৪ পরগনা জেলা ‘নির্মল জেলা’। জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে, প্রায় ১ লক্ষ ৮৩ হাজার শৌচালয় নির্মাণ করা হয়েছে – যা লক্ষ্যমাত্রার ১০০%।

সংখ্যালঘু উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলায়  প্রায় ৯ লক্ষ ১৬ হাজার সংখ্যালঘু ছাত্র-ছাত্রীকে, প্রায় ২০৭ কোটী টাকা স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য প্রায় ৪৩ হাজার সংখ্যালঘু যুবক-যুবতীদের৫, প্রায় ৬১ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • বিজ্ঞান, প্রযুক্তি ও কলা সহ বিভিন্ন বিষয়ে উচ্চশিক্ষার নতুন দিগন্ত খুলে দিয়েছে আলিয়া বিশ্ববিদ্যালয়। নিউ টাউনে প্রায় ২০ একর জায়গায় প্রায় ২৫৭ কোটি ব্যয়ে গড়ে ওঠা আলিয়া বিশ্ববিদ্যালয়ের নবনির্মিত ভবনে ইতিমধ্যেই পঠন-পাঠন শুরু হয়েছে। আলিয়া বিশ্ববিদ্যালয়ের রাজারহাট ক্যাম্পাসে ছাত্র ও ছাত্রীদের জন্য পৃথক হস্টেলও তৈরি করা হচ্ছে যার মোট খরচ ধরা হয়েছে-১১৫ কোটি টাকা। এই হস্টেলে ২১০০ ছাত্র-ছাত্রীদের থাকার ব্যবস্থা করা হচ্ছে।
  • রাজারহাটে তৃতীয় হজ টাওয়ার কমপ্লেক্স মদিনা-তুল-হুজ্জাজ এর উদবোধন করা হয়েছে।মদিনা-তুল-হুজ্জাজ ১২ টোল বিশিষ্ট বাড়ী, যা ৫ একর জমির উপর প্রায় ১০০ কোটি ব্যয়ে নির্মাণ করা হয়েছে। এখানে একসঙ্গে তিন হাজারের বেশি হজ-পূণার্থী থাকতে পারবেন।হজ-পূণার্থীদের সুবিধার্থে বেসমেন্টে ১০০টিরও বেশি মোটর গাড়ী এবং ভবনে সামনে ২০ টি বাস পার্কিং-র ব্যবস্থা করা হয়েছে। এতে থাকছে এক-হাজার যনের একসঙ্গে জামাতের জন্যে নামাজ ঘর ১২০০ জনের জন্য শীততাপ নিয়ন্ত্রিত সভাঘর।
  • কৈখালীতে গড়ে তোলা হয়েছে সংখ্যালঘু মহিলাদের নতুন হস্টেল- ঐক্যতান।
  • IMDP ও  MSDPতে, প্রায় ২০৫ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রুপায়িত হয়েছে।
  • এই দুটি, প্রকল্প, জেলায় ৯৩০০টিরও বেশি হেল্‌থ সাব-সেন্টার, অতিরিক্ত শ্রেণী কক্ষ, অঙ্গনওয়ারী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে।
  • এই জেলায় ৪৬ টি ‘কর্মতীর্থ’ গড়ে তোলা হচ্ছে।

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়ন-

  • বিগত সাড়ে ৬ বছরে,এই জেলায় ৪ লক্ষ ৬০ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ৬ লক্ষ ৮৯ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।

নারী ও শিশু উন্নয়ন এবং সমাজকল্যাণ

  • এই জেলায়, ৪ লক্ষ ২৮ হাজারেরও বেশি ছাত্রী ‘কণ্যাশ্রী’র আওতায় এসেছে।
  • জেলায় ‘কণ্যাশ্রী’ মেয়েদের সঙ্ঘ গঠনের মাধ্যমে একটি বিশেষ প্রকল্প গ্রহণ করা হয়েছে;
  • কারিগরী প্রশিক্ষণের মাধ্যমে পড়াশুনার সাথে সাথে তাদের স্বনির্ভর করা হচ্ছে। মাসে ৫০০-১০০০ টাকা উপার্জনের মাধ্যমে তারা স্বনির্ভরতার লক্ষ্যে এগিয়ে যাচ্ছে।
  • ক্যারাটে প্রশিক্ষনের মাধ্যমে পড়াশুনার সাথে সাথে তাদের আত্মরক্ষা অনুশীলনে সাহায্য করা হচ্ছে।
  • সঙ্ঘ গঠনের মাধ্যমে ছাত্রীদের স্বাস্থ্য পরীক্ষার ব্যবস্থা করা হচ্ছে।

খাদ্য সুরক্ষা কর্মসূচী- ‘খাদ্য সাথী’ প্রকল্প

  • এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ৭৮ লক্ষ ৬১ হাজারেরও বেশি মানুষকে), ২ টাকা কেজি দরে (অথবা বাজার দরের অর্দেক দামে) খাদ্যশস্য দেওয়া হচ্ছে।
  • জেলায় খাদ্য শস্যের গুদাম ক্ষমতা প্রচুর বৃদ্ধি করা হয়েছে। ২০১১ সালের আগে মাত্র ২৬৫০ মেট্রিক টন থেকে বেড়ে আজ প্রায় ৪৪ হাজার মেট্রিক টন হয়েছে।

শিল্প

  • জেলায় ১টি Industrial Park তৈরি করা হয়েছে (ঋষি বঙ্কিম শিল্পোদ্যান, নৈহাটী)
  • জেলায় ক্ষুদ্র, ছোট ও মাঝারি উদ্যোগের ২১ টি ক্লাস্টার গড়ে উঠেছে।

এগুলির মধ্যে উল্লেখযোগ্য হল-

·        ১৬ টি MSME ক্লাস্টার

·        ৫টি Khadi ক্লাস্টার

  • নিউটাউনে গড়ে তোলা হয়েছে দেশের সর্ববৃহৎ ‘বিশ্ব বাংলা কনভেনশন সেন্টার’।
  • অশোকনগরে ১ টি শিল্প তালুক (Industrial Hub) গড়ে তোলা হয়েছে।
  • তথ্যপ্রযুক্তি ক্ষেত্রে আরও কর্মসংস্থান বৃদ্ধির লক্ষ্যে, ক্যালিফোর্নিয়ার ‘সিলিকন ভ্যালী’র আদলে রাজারহাটে ‘সিলিকন ভ্যালী এশিয়া’ গড়ে তোলার পরিকল্পনা হাতে নেওয়া হয়েছে।
  • রাজারহাটে ITC Information Technology Park and Green Centre গড়ে তোলা হচ্ছে। এখানে থাকছে ২টি আই.টি. টাওয়ার, ১ টি আই.টি. নলেজ সেন্টার, ২টি অফিস বিল্ডিং, ১৪০টি রুমের একটি হোটেল ও বাসস্থানের ব্যবস্থা।৫ হাজারেরও বেশি মানুষের প্রত্যক্ষ কর্মসংস্থান হবে এখানে। প্রকল্পটি ২০১৮ সাল থেকে পর্যায়ক্রমে চালু হবে।
  • বসিরহাটে গড়ে তোলা হচ্ছে ১টি ‘মিষ্টি হাব’।
  • হাবড়ার জয়গাছিতে গড়ে তোলা হচ্ছে ১টি টেক্সটাইল হাব।
  • অশোকনগরে গড়ে তোলা হচ্ছে  ১টি মেগা পাওয়ারলুম ক্লাস্টার।
  • ক্ষুদ্র শিল্পের ক্ষেত্রে এই জেলায় ৮৯৭৮ টাকারও বেশি ব্যাঙ্ক ঋণ প্রদান করা হয়েছে।

পূর্ত ও পরিবহন

  • বিগত সাড়ে ৬ বছরে,এই জেলায় পূর্ত দপ্তর ৪৪১ টিরও বেশি রাস্তাঘাট, ব্রীজ ইত্যাদি প্রকল্প রূপায়ণের কাজ হাতে নিয়েছে, যার মধ্যে ২৮৮ টিরও বেশি প্রকল্পের কাজ প্রায় ১৯২৪ কোটি টাকা ব্যয়ে ইতিমধ্যেই সমাপ্ত হয়েছে। এর ফলে, প্রচুর মানুষ উপকৃত হবেন। বাকী প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • হাসনাবাদের কাঁটাখালিতে ‘বনবিবি সেতু’ গড়ে তোলা হয়েছে। সুন্দরবন অঞ্চলের হাসনাবাদ ও হিঙ্গলগঞ্জ এলাকার প্রত্যন্ত অঞ্চলের মানুষের যোগাযোগ ব্যবস্থার সম্পূর্ণ পরিবর্তন এনেছে এই সেতু।
  • মুড়িঘাটা ফেরিঘাটে ইছামতী নদীর ওপর সেতু গড়ে তোলা হয়েছে।
  • ভিআইপি রোড (কাজী নজরুল ইসলাম সরণি)-এর ওপর ৪-লেন উড়ালপুল (কেষ্টপুর থেকে জোড়া মন্দির) গড়ে তোলা হয়েছে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হচ্ছে।জেলায় বিগত সাড়ে ৬ বছরে, প্রায় ১৩৫০ কিমি রাস্তা নির্মাণ/পুননির্মান/সম্প্রসারণ ও উন্নতিকরণের কাজ সম্পন্ন হয়েছে।
  • ‘বৈতরনী’ প্রকল্পে, ২৩ টি শ্মশান ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুল্লি বসানোর কাজ চলছে।এই জেলায় প্রায় ৯২৫ জন যুবক যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়ছেন।
  • হাতে নেওয়া হয়েছে Safe Drive save Life এবং Slow Drive Save Life কর্মসূচি। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

বিদ্যু ও অচিরাচরিত শক্তিঃ

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে, ১০০% গ্রামীণ বৈদ্যুতিকরণের কাজ সম্পন্ন হয়েছে।
  • সল্টলেকে ১৩২ কে.ভি. গ্যাস ইনসুলেটেড সাব-স্টেশন চালু হয়েছে।
  • জিরাট সাব-স্টেশনে ৪০০/২২০ কে.ভি. ট্রান্সফরমার বসানো হয়েছে।

সেচঃ

  • জেলায় প্রায় ১৫৫ কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।
  • জলপথ পরিবহনকে আরও উন্নত করতে দক্ষিণেশ্বরের ৩টি নদী ঘাটের উন্নয়ন ও সংস্কার করা হচ্ছে।

জনস্বাস্থ্য কারিগরীঃ

  • বিগত সাড়ে ৬ বছরে, ২২টি জলপ্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ৩৭ কোটি টাকা ব্যয়ে ১১টির কাজ সমাপ্ত হয়েছে। এর ফলে জেলার প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি জলপ্রকল্পগুলির কাজ শীঘ্রই সমাপ্ত হবে।
  • মধ্যমগ্রাম-ব্যারাকপুর-বারাসাত জল সরবরাহ প্রকল্প – ‘জলোচ্ছ্বাস’ গড়ে তোলা হয়েছে।
  • নিউটাউন ও তার সংলগ্ন এলাকার জন্যে একটি surface water based জল প্রকল্প গড়ে তোলা হয়েছে।
  • হাবড়া-গাইঘাটা (‘জলতৃপ্তি’) ও হাবড়া-চাকলা জল প্রকল্পের কাজ চলছে।

বন ও পর্যটনঃ

  • ‘সবুজশ্রী’ প্রকল্পে, ১ লক্ষ ১ হাজারেরও বেশি সদ্যজাত শিশুকে মূল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ন হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশোনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • ব্যারাকপুরে মঙ্গল পাণ্ডের স্মৃতিতে গড়ে তোলা হয়েছে ‘উৎস্যধারা’ পর্যটন প্রকল্প।
  • দক্ষিণেশ্বর কালী মন্দিরের আলোকসজ্জা করা হয়েছে। এখানে গড়ে তোলা হচ্ছে একটি ‘স্কাই ওয়াক’।
  • নিউটাউনে গড়ে তোলা হয়েছে ইকো পার্ক – ‘প্রকৃতি তীর্থ’।
  • নিউটাউনে গড়ে তোলা হয়েছে ‘নজরুল তীর্থ’, মাদার্স ওয়াক্স মিউজিয়াম, কলকাতা গেট প্রভৃতি।
  • ইছামতীর ওপর গড়ে তোলা হয়েছে একটি ভাসমান রেস্তোরাঁ।
  • মালঞ্চ ট্যুরিস্ট লজের সংস্কার করা হয়েছে।

শ্রমঃ

  • এই জেলায় ‘সামাজিক সুরক্ষা যোজনা’ য় প্রায় ৭ লক্ষ ৭৫ হাজার অসংগঠিত ক্ষেত্রের শ্রমিক নথিভুক্ত হয়েছেন। এখনো পর্যন্ত, প্রায় ১ লক্ষ ১ হাজার উপভোক্তা, ৪৭ কোটি টাকারও বেশি সহায়তা পেয়েছেন।
  • ‘যুবশ্রী’ প্রকল্পে, এই জেলার প্রায় সাড়ে ১৫ হাজার যুবক-যুবতী উতসাহ ভাতা পাচ্ছেন।

স্বনির্ভর দল ও স্বনিযুক্তি কর্মসূচীঃ

  • ‘আনন্দধারা’ প্রকল্পে, প্রায় ৩৫ হাজার স্বনির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্বনির্ভর কর্মসূচী প্রকল্পে’, প্রায় ১৪ হাজার উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৬৫ কোটি টাকা অনুদান প্রদান করা হয়েছে।

পুর ও নগরোন্নয়নঃ

  • জেলায় ২৬টি মিউনিসিপ্যালিটি, ১০৮৫ কোটি টাকারও বেশি পরিকল্পনা খাতে ব্যয় করেছে।
  • শহরাঞ্চলে গরীবদের জন্য বাসস্থান প্রকল্পে, প্রায় ৪৩ হাজার ৬৭০ জন মানুষ উপকৃত হয়েছেন।

তথ্য ও সংস্কৃতিঃ

  • এই জেলায় ৯ হাজারেরও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ রিটেনার ফি ও পেনশন পাচ্ছেন।
  • খড়দহ ও বারাসাতে রবীন্দ্রভবনকে নবরূপে সাজিয়ে তোলা হয়েছে।

আবাসনঃ

  • জেলায় আর্থিকভাবে দুর্বল মানুষদের জন্য গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ৩৫ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষের কর্মসংস্থানের জন্য বেড়াচাঁপা, বনগাঁ, স্বরূপনগর, মালঞ্চ, বসিরহাট, গাইঘাটা, পেট্রোপোল এবং অশোকনগরে ৮টি ‘পথসাথী’ – মোটেল গড়ে তোলা হয়েছে।

ক্রীড়া ও যুব কল্যাণঃ

  • ক্রীড়ার মান উন্নয়নে জেলায় ২১০০টিরও বেশি ক্লাবকে ৭৬ কোটি টাকারও বেশি অর্থ সাহায্য করা হয়েছে।
  • জেলায় প্রায় ২৪৮টি মাল্টি জিম ও ২৫টি মিনি ইনডোর স্টেডিয়াম, প্রায় ১০ কোটি ৮২ লক্ষ টাকা ব্যয়ে গড়ে তোলা হয়েছে।
  • নবরূপে সজ্জিত বিবেকানন্দ যুব ভারতী ক্রীড়াঙ্গন আজ বিশ্বের অন্যতম সেরা স্টেডিয়াম। এখানে সফলভাবে অনুষ্ঠিত হয়েছে ফিফা অনুর্দ্ধ-১৭ বিশ্বকাপের একাধিক ম্যাচ। একই স্থানে কোয়ার্টার ফাইনাল, সেমি ফাইনাল ও ফাইনাল সহ আন্তর্জাতিক মানের ১১টি ম্যাচ আয়জনের নজির ক্রীড়া ইতিহাসে অভূতপূর্ব।
  • AIFF এর সহযোগিতায়, রাজারহাটে গড়ে তোলা হচ্ছে ফুটবলের National Centre of Excellence.
  • বারাসাত স্টেডিয়ামের উন্নীতকরণ প্রকল্প হাতে নেওয়া হয়েছে।
  • নিয়মিত অনুষ্ঠিত হচ্ছে ‘সুন্দরবন কাপ’ ক্রীড়া প্রতিযোগিতা।

সুন্দরবন উন্নয়নঃ

  • সুন্দরবনের মানুষের জীবন ও জীবিকা উন্নয়নের লক্ষ্যে ‘সুন্দরিণী’ নামে একটি সর্বাঙ্গীণ প্রকল্পের কাজ হাতে নেওয়া হয়েছে।
  • এর অন্তর্গত, স্বাস্থ্য ও স্বাস্থ্যবিধির উন্নয়ন। উন্মুক্ত শৌচবিহীন (Open Defecation Free) সুন্দরবন গঠন, পর্যটনের বিকাশ এবং সুন্দরবনের স্থানীয় পণ্যের branding & packingএর সমন্বিত প্রয়াস করা হচ্ছে।

আইন শৃঙ্খলাঃ

  • এই জেলায়, বসিরহাট অঞ্চলকে নিয়ে নতুন জেলা গঠনের সিদ্ধান্ত নেওয়া হয়েছে।
  • নতুন বিধাননগর ও ব্যারাকপুর পুলিশ কমিশনারেট গঠন করা হয়েছে।
  • নতুন বারাসাত ও বসিরহাট পুলিশ জেলা গঠনের সিদ্ধান্ত নেওয়া হয়েছে।
  • স্থাপন  করা হয়েছে নতুন মধ্যমগ্রাম, দত্তপুকুর, শাসন ও নিউ ব্যারাকপুর থানা এবং বিধাননগর, ব্যারাকপুর ও বারাসাত মহিলা থানা।

On the heels of the two-day long Hill Business Summit, a “Synergy” meet was organised in Darjeeling by the Micro Small and Medium Enterprises (MSME) department in collaboration with the Confederation of Indian Industries (CII).

Proposals amounting to a sum of around Rs 9 crore have been submitted by different enterprisers in the micro and small sector.

“Synergy”, a one stop destination provides logistical support to MSMEs by providing single point contact; scheme procedures; schemes for startups; upgradation of existing old industries; know how on formation of industrial cooperatives and market access.

Stalls were put up by different departments under the State Government and the Gorkhaland Territorial Administration including MSME, Land, Labour, Power, Fire and Emergency Services, Finance, Tourism, Horticulture. Around 200 entrepreneurs visited.

 

পাহাড়ে অনুষ্ঠিত হল ‘সিনার্জি’ বৈঠক

দার্জিলিং পাহাড়ে উত্পাদিত চকোলেট, নুডলস, ঝাড়ু সহ অন্যান্য সামগ্রী বিশ্ব বাংলা স্টলের পাশাপাশি বিভিন্ন শপিংমলের বিপণনকেন্দ্রে রেখে বিক্রিতে রাজ্য সরকার ব্যবস্থা নেবে। এরই সঙ্গে ক্ষুদ্র ব্যবসায়ীদের ঋণ পেতে যে সমস্ত সমস্যা তৈরি হচ্ছে সেগুলিরও দ্রুত সমাধান করা হবে বলে জানিয়েছেন ক্ষুদ্র ও কুটিরশিল্প বিভাগের ডিরেক্টর।

দার্জিলিঙে স্থানীয় উদ্যোগপতিদের নিয়ে ‘সিনার্জি’ নামে আলোচনা সভায় তিনি জানান, পাহাড়ের ছোটো উদ্যোগপতিদের তৈরি জিনিসপত্র বিক্রিতে ‘এক জানালা’ ব্যবস্থা চালুর চেষ্টা চলছে। এই বৈঠকে ৯ কোটি টাকার লগ্নি প্রস্তাব এসেছে।

ক্ষুদ্র-মাঝারি শিল্পের জন্য ‘এক জানালা’ ব্যবস্থার মাধ্যমে সব পরিষেবা প্রদানই হল সিনার্জি বৈঠকের লক্ষ্য। বিভিন্ন প্রকল্পের প্রক্রিয়া সম্বন্ধে তথ্য থেকে শুরু করে, স্টার্টআপগুলির জন্য কি কি প্রকল্প আছে সেই সম্বন্ধে তথ্য দেওয়া হয় সিনার্জিতে। তাছাড়া, পুরোনো শিল্পের আপগ্রেড, শিল্প সমবায় তথা মার্কেট এক্সেস সম্বন্ধেও জানা যায় এখানে।

পাহাড়ের ‘সিনার্জি’’ বৈঠকে রাজ্য সরকার ও জিটিয়ের বিভিন্ন দপ্তর স্টল দিয়েছিল। উপস্থিত ছিলেন প্রায় ২০০ জন উদ্যোগপতি।

Chief Minister Mamata Banerjee today inaugurated a two-day industrial meet in Darjeeling. In her speech, she highlighted the potential of the region in the eco-friendly sectors of IT, tourism, horticulture, agro industries, medicinal plants, food processing and education.

There will be sessions from 11 AM to 3 PM tomorrow. The Chief Minister will be present during the sessions on the second day also. Finance Minister Dr Amit Mitra is also present at the meet.

This is for the first time that such a meeting is taking place in the Hills.

Highlights of the Chief Minister’s speech:

It is our proud privilege that we are organising this kind of summit in the Hills for the first time

Darjeeling Hills have a huge potential. Tea, trade, tourism, transport are its mainstay. Horticulture, food processing, skill development and software industry sectors can also be explored.

This kind of initiative (business summit) will go a long way in job creation.

Arrangements were made for this summit within a month. We thank GTA for all the cooperation.

Bengal is going ahead. Bengal means business.

We are No. 1 in India in ease of doing business, e-reforms, e-governance, skill development, agriculture and other sectors.

You give us peace, we will give you prosperity.

Darjeeling lost more than Rs 1000 crore in the strike last year. People of Darjeeling were the biggest sufferers.

Let us make a new beginning. Let us prepare a plan of action. Government will provide all support and cooperation.

The young generation has immense potential. The youth of Darjeeling are very skilled, and can be used in any industry.

Two IT Parks are coming up in Kalimpong and Darjeeling.

We are coming up with proper plan regarding harnessing the horticulture sector – orchids, herbs, even cinchona medicine plant.

An education hub is coming at Kurseong. A new medical college will be set up.

A lot can be done for the development of Darjeeling. We are developing some cottages at Tiger Hill. There are plans for the development of Sandakphu, Kurseong, Mirik and Kalimpong also.

We want to set up industry and folk centre at Mirik. Steel hub, horticulture hub, health hub – a lot can be done in the Hills.

We must ensure Darjeeling is green and clean.

We must shun violence. Political leaders might gain from violence, not the common people.

There is enough scope in tourism sector. In Bengal, we have hill, forest and even sea.

Earlier, Darjeeling was neglected and not taken care of. Now, I come to the Hills every two or three months.

Our government will give you Rs 100 crore for promotional development and job-oriented industries.

Let us compete on the agenda of development.

We want the people of Darjeeling to prosper. I would request the Centre not to play divisive politics in the Hills for the sake of one Lok Sabha seat.

I thank my industry friends for taking interest and coming to the Hills. After the rains yesterday, Kanchenjunga is smiling today.

 

শান্তি থাকলেই সমৃদ্ধি, পাহাড়ে বাণিজ্য সম্মেলনে বললেন মুখ্যমন্ত্রী

আজ দার্জিলিঙে দুদিন ব্যাপী বাণিজ্য সম্মেলনের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।কাল এই সম্মেলন চলবে সকাল ১১টা থেকে ৩টে পর্যন্ত, উপস্থিত থাকবেন মুখ্যমন্ত্রী।

এই প্রথম পাহাড়ে এরকম একটি সম্মেলন হচ্ছে।

তাঁর বক্তব্যে মুখ্যমন্ত্রী বিভিন্ন ক্ষেত্রে – তথ্যপ্রযুক্তি, পর্যটন, উদ্যানপালন, কৃষি শিল্প, ঔষধি গাছ, খাদ্য প্রক্রিয়াকরণ ও শিক্ষা – পাহাড়ের বিপুল সম্ভাবনার কথা তুলে ধরেন।

তাঁর বক্তব্যের কিছু অংশঃ-

এই প্রথমবার পাহাড়ে এই ধরনের বাণিজ্য সম্মেলন আয়োজন করতে পেরে আমরা গর্বিত। দার্জিলিংবাসীকে অভিনন্দন জানাই।

দার্জিলিংএ বিনিয়োগের অনেক সম্ভাবনা আছে। চা, বাণিজ্য, পর্যটন, পরিবহণ এগুলোতে তো সুযোগ আছেই। এছাড়া, উদ্যানপালন, খাদ্য প্রক্রিয়াকরণ, কৃষি, দক্ষতা উন্নয়ন, সফটওয়্যার এগুলোতেও সম্ভাবনা আছে।

এখানকার বেকার যুবকদের কর্মসংস্থানের জন্য এরকম উদ্যোগ খুব প্রয়োজন।

জিটিএ এই সম্মেলন করার আবেদন করেছিল, আমরা তার এক মাসের মধ্যে এই সম্মেলন করেছি। জিটিএ কে ধন্যবাদ সবরকম সহযোগিতা করার জন্য।

বাংলা নিজেকে প্রমাণ করেছে, বাংলা এগিয়ে চলেছে। বাংলা মানেই বাণিজ্য।

শিল্প করার সুবিধা, দক্ষতা বিকাশ, ক্ষুদ্র ও মাঝারি শিল্পে, কৃষিতে, ই-টেন্ডার, ই-রিফর্ম, ই-গভর্নেন্স – সবেতেই আমরা দেশে শীর্ষে।

পাহাড়ে শান্তি থাকলেই সমৃদ্ধি আসবে।

গত বছর ৬ মাসের বন্ধে দার্জিলিঙের ১০০০ কোটি টাকা ক্ষতি হয়েছে। জনগণের সব থেকে বেশী ভোগান্তি হয়।

আসুন নতুন করে শুরু করি, শান্তিতে শুরু করি। আমাদের সরকার সবরকম ভাবে সাহায্য করবে।

দার্জিলিঙের যুব সম্প্রদায়ের দক্ষতা আছে। তাদের মধ্যে প্রচুর সম্ভাবনা আছে। বিভিন্ন শিল্পে তাদের কাজে লাগানো যেতে পারে।

আমরা দার্জিলিং ও কালিম্পঙে দুটি আইটিপার্ক তৈরী করছি।

আমরা কৃষি ও উদ্যানপালনের জন্য পরিকল্পনা করছি। অর্কিড, ফুল, সিঙ্কোনা মেডিসিন প্ল্যান্ট কীভাবে কাজে লাগানো যায়, দেখা হচ্ছে।

কার্শিয়ঙে এডুকেশন হাব তৈরী করা হচ্ছে। নতুন মেডিক্যাল কলেজও তৈরী হচ্ছে।

দার্জিলিঙের অনেক জায়গার আরও উন্নয়ন করা যায়, টাইগার হিলেও কয়েকটা কটেজ তৈরীর পরিকল্পনা আছে। সান্দাকফু, কার্শিয়ং, মিরিক, কালিম্পঙের উন্নয়ন করা যায়।

আমরা মিরিকে শিল্প ও লোককেন্দ্র গড়তে চাইছি। স্টীল হাব, উদ্যানপালন হাব, হেলথ হাব, এখনও অনেক কিছু করা বাকি আছে।

দার্জিলিঙকে স্বচ্ছ এবং সবুজ রাখতে হবে।

এখানে যেন আর কোনও অশান্তি না হয়। এই অশান্তিতে কিছু রাজনৈতিক নেতার ফায়দা হয়, সাধারন মানুষের না।

পর্যটনে আমাদের অনেক সুযোগ আছে। আমাদের পাহাড়, জঙ্গল, সমুদ্র সব আছে।

আগে দার্জিলিঙকে অনেক উপেক্ষা ও অবহেলা করা হত। এখন তো আমি দু-তিন মাসে একবার পাহাড়ে আসি।

দার্জিলিঙে কর্মসংস্থান-মুখী শিল্প গড়ে তোলার জন্য আমাদের সরকার ১০০ কোটি টাকা দেবে।

উন্নয়নের কাজে প্রতিযোগিতা করুন।

দিল্লীর কাছে একটাই অনুরোধ, দার্জিলিংকে সুস্থ থাকতে দিন, দার্জিলিংকে টুকরো করতে কাউকে সাহায্য করবেন না। রাজনীতির জন্য দার্জিলিংকে ভাগ হতে দেব না।

সকল শিল্পপতিকে ধন্যবাদ এখানে আসার জন্য, গতকাল শিলাবৃষ্টির পরও আজ কাঞ্চনজঙ্ঘা হাসছে।

2D and 3D technology is soon going to be used to enhance the effectiveness of traditional classroom teaching in schools under the West Bengal Board of Secondary Education (WBBSE), or the Madhyamik Board.

According to a senior official of WBBSE, the introduction of the technologies is a step towards hands-on education, on which the Board is increasingly giving stress, as a way to a holistic environment of learning. According to another official, as students will be encouraged to do things according to their interests, the adoption of technologies will enable much better understanding of the subjects.

The syllabus committee of WBBSE has been entrusted with the responsibility of delving into the nitty-gritty of embracing this technology. The committee has already developed some e-materials for classes IX and X, which would be incorporated into 2D and 3D technology formats.

It may be mentioned that classrooms at the Madhyamik level which are involved in teaching the science subjects are being upgraded to smart classrooms, of which 2D and 3D technologies are an intrinsic part.

মাধ্যমিক বিদ্যালয়ের জন্য এবার 2D ও 3D প্রযুক্তি

 

রাজ্য সরকারের অন্তর্গত যত মাধ্যমিক বিদ্যালয় আছে, সেখানে চিরাচরিত ক্লাসরুম শিক্ষার মান আরও উন্নত করতে এবার ব্যবহার করা হবে 2D ও 3D প্রযুক্তি।

মধ্যশিক্ষা পর্ষদ পড়াশোনায় প্রযুক্তিকে কাজে লাগানোর ওপর খুব জোর দিচ্ছে যাতে শিক্ষা ব্যবস্থাকে যুগোপযোগী করে তোলা যায়। পাঠ্যবইয়ের বাইরে গিয়ে যাতে ছাত্রছাত্রীরা তাদের নিজেদের ইচ্ছা অনুযায়ী নানা বিষয় হাতেকলমে শিখতে পারে সেটাই উদ্দেশ্য। এর ফলে কোনও বিষয়ে জ্ঞান অর্জন করাটা হয়ে উঠবে আরও সহজ।

মধ্যশিক্ষা পর্ষদের সিলেবাস কমিটিকে দায়িত্ব দেওয়া হয়েছে সিলেবাসের সাথে প্রযুক্তির সংমিশ্রণ কিভাবে করা যায় সেটা নিশ্চিত করার। কমিটি ইতিমধ্যেই নবম ও দশম শ্রেণীর জন্য কিছু ই-মেটেরিয়াল তৈরী করেছে, যা 2D ও 3D প্রযুক্তিকে কাজে লাগাবে।

মাধ্যমিক স্তরের সমস্ত ক্লাসরুম, যেখানে বিজ্ঞান পড়ানো হয়, স্মার্ট ক্লাসরুমে উন্নীত করা হয়েছে। এর ফলে ওই ক্লাসরুমগুলিতে 2D ও 3D প্রযুক্তি ব্যবহার হবে সহজাত।

Today is Minority Rights Day. On this occasion, Chief Minister Mamata Banerjee tweeted, “We must pledge to uphold the rights of all minority communities. After all, India stands for unity in diversity.”

The Bengal Government, under the leadership of Mamata Banerjee, has been working tirelessly for the development and welfare of all sections of the society, including those belonging to the minority communities.

Here are some significant achievements of the Department of Minority Affairs in Bengal in the last six years:

Budgetary Allocation & Creation of Assets:

• Plan Budget has been increased 6 times to a record ₹ 2815 crore in 2017-18 from ₹ 472 crore in 2010-11. • More than ₹ 200 crore has been released under IMDP (Integrated Minority Development Programme) to meet critical infrastructural gaps in 31 IMDP Blocks.

• West Bengal stands first in the country with respect to drawal and utilisation of MSDP (Multi-Sectoral Development Programme) fund during the 12th Plan period. More than ₹ 2400 crore has been released to bridge critical infrastructural gaps in 151 Minority Concentrated Blocks during 2011-2017.

• Under this scheme, more than 12,000 classrooms, more than 12,000 ICDS Centres, more than 1000 Health Centres and more than 8000 drinking water facilities have been constructed during this period to augment critical infrastructure in rural areas.

Development Board:

• West Bengal Paharia Minorities Development Board has been established with an objective of more focused development of minorities of the Hill Region. An initial allotment of ₹ 10 crore has been released for this purpose.

Scholarships and Loans:

• More than 1 crore 24 lakh minority students have been awarded scholarships (an all-time record) during 2011- 2017, so far, compared to about 9 lakh scholarships awarded during 2005-2011.

• This signifies an amount of ₹ 2714 crore scholarships disbursed during 2011-2017, so far, compared to about ₹ 172 crore scholarships disbursed during 2005-2011.

• Almost 7.5 lakh minority youths & SHGs have been provided with Term Loans and Micro Credit to create sustainable employment during 2011-2017, so far, compared to about 1.5 lakh provided during 2005-2011.

• This translates to about ₹ 1054 crore Term Loans and Micro Credit disbursed during 2011-2017, so far, compared to about ₹ 230 crore disbursed during 2005-2011.

Educational Upliftment:

• State-of-the-art Aliah University has been established in New Town with an additional campus at Park Circus at a project cost of ₹ 517 crore.

• With a view to boost technical education and employability of youths, 8 new Polytechnics and 39 new ITIs are being set up in Minority Concentrated Areas. So far, 4 new Polytechnics and 22 new ITIs have been constructed.

• English medium Madrasahs are being set up all across the State to ful‑l the aspiration of younger generation for modern education. Already 9 such Madrasahs are functional, so far.

• West Bengal is among the very few States in the country to provide Digital Literacy to students in governmentaided Madrasahs. Almost 2 lakh students have been trained, so far.

• To usher in educational upliftment, 419 hostels for minority students are being set up across the State at a cost of more than ₹ 400 crore. Out of these, 147 hostels have been operationalised, so far.

Skill Development and Employment:

• Vocational and Skill Development Training Programmes have been restructured following the Modular Employability Skill (MES) norms. Almost 1.5 lakh youths have been provided training, so far. Another batch of about 30,000 youths is undergoing training at present.

• 302 ‘Karmatirthas’ (Marketing Hubs) are being set up at a project cost of more than ₹ 750 crore for providing self employment opportunities to minority youths and SHGs in Minority Concentrated Areas.

Housing:

• In order to improve the quality of life of minority communities in West Bengal and to ful‑l the commitment of the State Government of providing ‘Shelter for All’, almost 1.5 lakh housing units have been constructed under various housing schemes at a cost of ₹ 1200 crore, so far.

Promotion of Languages:

• West Bengal Officiial Language (Amendment) Act, 2012 has been enacted to provide languages like Urdu, Nepali, Gurumukhi, etc., the status of Official Languages in areas having more than 10% people speaking these languages. This legislation has in effect redressed the long pending demand of the people speaking these languages to interact in their mother tongue in government offices.

• The budgetary allocation of West Bengal Urdu Academy has been enhanced by over 5 times, during the last six years.

Minority Bhawans:

• To consolidate minority welfare activities, Minority Bhawans have been set up in every District Headquarters. So far, 19 such Bhawans are functional.

Haj Pilgrimage:

• New state-of-the-art Haj House named ‘Madinatul Hujjaj’ has been built in New Town at a cost of ₹ 100 crore.

• A record number of almost 60,000 Haj Pilgrims have performed Haj Pilgrimage, so far, during the last six years with active support from the State Government.

Boundary Walls around Graveyards:

• In order to protect the dignity of the departed, boundary walls around almost 3500 graveyards belonging to minority communities are being constructed. More than ₹ 300 crore has been released for this purpose. So far, boundary walls around 1700 graveyards have been completed.

 

সংখ্যালঘু অধিকার দিবস – বিবিধের মাঝে মিলনই বাংলার পাথেয়

আজ সংখ্যালঘু অধিকার দিবস। এই উপলক্ষ্যে আজ মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় টুইটের মাধ্যমে তিনি সকল সংখ্যালঘুকে শুভেচ্ছা বার্তা দেন। তিনি লেখেন, “সংখ্যালঘু অধিকার দিবসে সকলকে জানাই আন্তরিক শুভেচ্ছা ও অভিনন্দন।”

গত ছয় বছরে রাজ্য সরকার সংখ্যালঘু উন্নয়নে নিয়েছে প্রচুর পদক্ষেপ। দেখে নেওয়া যাক গত ছয় বছরে এই সকল প্রকল্পের কিছু সফলতা।

বাজেট বরাদ্দ ও সম্পদ সৃষ্টিঃ-

· পরিকল্পিত বাজেট ২০১০-১১ তে ৪৭২ কোটি থেকে রেকর্ড পরিমাণ বেড়ে ২০১৭-১৮ তে ২৮১৫ কোটিতে দাঁড়িয়েছে।

· ৩১টি আইএমডিপি ব্লকে জরুরী পরিকাঠামোগত ঘাটতি কমানোর লক্ষ্যে আইএমডিপি-এর আওতায় ২০০ কোটিরও বেশী অর্থ ইতিমধ্যেই দিয়ে দেওয়া হয়েছে।

· দ্বাদশ পরিকল্পনা কালে, এমএসডিপি তহবিল কাজে লাগানোর সাপেক্ষে পশ্চিমবঙ্গ দেশে প্রথম স্থান অধিকার করেছে। ২০১১-১৭ সময়কালে ১৫১টি সংখ্যালঘু অধ্যুষিত এলাকায় জরুরী পরিকাঠামোগত ঘাটতি কমানোর লক্ষ্যে ২৪০০ কোটিরও বেশী টাকা দেওয়া হয়েছে।

· এই পরিকল্পনার আওতায় গ্রামীণ এলাকার জরুরী পরিকাঠামো বৃদ্ধির উদ্দেশ্যে ১২০০০-এর বেশী শ্রেণীকক্ষ, ১২০০০-এর বেশী আঙ্গনওয়াড়ি কেন্দ্র, ১০০০-এরও বেশী স্বাস্থ্যকেন্দ্র এবং ৮০০০-এর বেশী পানীয় জল পরিষেবা কেন্দ্র তৈরী করা হয়েছে।

সরকারি ক্ষেত্রে ও উচ্চশিক্ষায় সংরক্ষণঃ-

· নতুন আইন প্রণয়ন করে পশ্চিমবঙ্গে অন্যান্য অনগ্রসর শ্রেণীর তালিকা সম্প্রসারিত করে অতিরিক্ত ১০৭টি মুসলিম সম্প্রদায়কে তার অন্তর্ভুক্তকরা হয়েছে। এর ফলে রাজ্যে মুসলিম জনসংখ্যার ৯৭%-এর বেশী অনগ্রসর শ্রেণী হিসেবে স্বীকৃতি পেয়েছে এবং সরকারি চাকরি ও উচ্চশিক্ষার ক্ষেত্রে সংরক্ষণের যোগ্য হিসাবে বিবেচিত হয়েছে।

· সাধারনের জন্য আসন সংখ্যা না কমিয়েই পশ্চিমবঙ্গ রাজ্য উচ্চশিক্ষা প্রতিষ্ঠান(শিক্ষায় সংরক্ষণ) আইন ২০১৩ অনুযায়ী ১৭% সংরক্ষণ দেওয়া হয়েছে। রাজ্য সরকারের এই উদ্যোগের ফলে সংখ্যালঘু সম্প্রদায়ের ছাত্রছাত্রীরা প্রভূত উপকৃত হয়েছে।

· অন্যান্য অনগ্রসর শ্রেণীভুক্ত মানুষদের জন্য রাজ্য সরকারি চাকরিতেও ১৭% সংরক্ষণ প্রথা চালু করেছে।

উন্নয়ন পর্ষদঃ-

· পাহাড়ি অঞ্চলে বসবাসকারী সংখ্যালঘুদের উন্নয়নে আরও গুরুত্ব আরোপ করতে পশ্চিমবঙ্গ পাহাড়িয়া সংখ্যালঘু উন্নয়ন পর্ষদ প্রতিষ্ঠিত হয়েছে। এই উদ্দেশ্যে ১০ কোটি টাকা প্রাথমিকভাবে বরাদ্দ করা হয়েছে।

বৃত্তি ও ঋণঃ-

· ২০১১-১৭ সময়কালে ১ কোটি ২৪ লক্ষেরও বেশী সংখ্যালঘু ছাত্রছাত্রী বৃত্তি পেয়েছে (সর্বকালীন রেকর্ড), যা ২০০৫-১১ সময়কালের ৯ লক্ষের তুলনায় অনেক বেশী।

· ২০০৫-১১ সময়কালের ১৭২ কোটি টাকার বৃত্তির তুলনায় ২০১১-১৭ সময়কালে ২৭১৪ কোটি টাকার বৃত্তি দেওয়া হয়েছে।

· ২০০৫-১১ সময়কালের ১.৫ লক্ষের তুলনায় ২০১১-১৭ সময়কালে প্রায় ৭.৫ লক্ষ সংখ্যালঘু যুবক-যুবতী ও স্বনির্ভর গোষ্ঠী দীর্ঘ মেয়াদি কর্মসংস্থানের জন্য মেয়াদি ঋণ ও ক্ষুদ্র ঋণ পেয়েছে।

· ২০০৫-১১ সালের ২৩০ কোটির তুলনায় এখনও পর্যন্ত প্রায় ১০৫৪ কোটি টাকার মেয়াদি ঋণ এবং ক্ষুদ্র ঋণ দেওয়া হয়েছে।

শিক্ষাগত উন্নতিঃ-

· পার্ক সার্কাসে অতিরিক্ত ক্যাম্পাস-সহ নিউটাউনে অত্যাধুনিক আলিয়া বিশ্ববিদ্যালয় প্রতিষ্ঠিত হয়েছে, যার প্রকল্প ব্যয় ৫১৭ কোটি টাকা।

· যুবক-যুবতীদের কারিগরি শিক্ষা প্রদান ও চাকুরির সুযোগ তৈরীর জন্য সংখ্যালঘু অধ্যুষিত এলাকায় ৮টি নতুন পলিটেকনিক ও ৩৯টি নতুন আইটিআই নির্মিত হচ্ছে। এখনও পর্যন্ত ৪টি নতুন পলিটেকনিক ও ২২টি নতুন আইটিআই তৈরী হয়েছে।

· নতুন প্রজন্মকে আধুনিক শিক্ষাপ্রদানের উদ্দেশ্যে সারা রাজ্যে ইংরেজি মাধ্যম মাদ্রাসা গড়ে তোলা হয়েছে। ইতিমধ্যেই এমন ৯টি মাদ্রাসা কাজ শুরু করেছে।

· সরকারি অনুদানপ্রাপ্ত মাদ্রাসার ছাত্রছাত্রীদের বৈদ্যুতিন সাক্ষরতা প্রদানের ব্যাপারে পশ্চিমবঙ্গ দেশের কতিপয় রাজ্যের অন্যতম। এখনও পর্যন্ত প্রায় ২লক্ষ ছাত্রছাত্রীকে শিক্ষা দেওয়া হয়েছে।

· শিক্ষার অগ্রগতির লক্ষ্যে ৪০০কোটি টাকারও বেশী ব্যয়ে রাজ্য জুড়ে সংখ্যালঘু ছাত্রছাত্রীদের জন্য ৪১৯টি হোস্টেল তৈরী হয়েছে। এর মধ্যে এখনও পর্যন্ত ১৪৭টি হোস্টেল চালু হয়েছে গেছে।

দক্ষতা উন্নয়ন ও নিয়োগঃ-

· বৃত্তিমূলক ও দক্ষতা উন্নয়নমূলক শিক্ষন প্রকল্পকে ঢেলে সাজানো হয়েছে। মডিউলার এমপ্লয়েবিলিটি স্কিল-এর অনুসরণে এখনও পর্যন্ত প্রায় ১.৫লক্ষ যুবক-যুবতী প্রশিক্ষণ পেয়েছে। ৩০০০০ যুবক যুবতীর আর একটি দল বর্তমানে প্রশিক্ষণ পাচ্ছে।

· সংখ্যালঘু অধ্যুষিত এলাকায় সংখ্যালঘু যুবক যুবতী ও স্বনির্ভর গোষ্ঠীগুলির স্বনিযুক্তির সুযোগ তৈরীর জন্য ৭৫০ কোটি টাকারও বেশী ব্যয়ে ৩০২টি কর্মতীর্থ (মার্কেটিং হাব) তৈরী করা হয়েছে।

আবাসনঃ-

· পশ্চিমবঙ্গে সংখ্যালঘু সম্প্রদায়ের জীবনের মানোন্নয়নের জন্য এবং রাজ্য সরকারের ‘সবার জন্য আশ্রয়’ অঙ্গীকার পালনের লক্ষ্যে বিভিন্ন আবাসন প্রকল্পের আওতায় ১২০০ কোটি টাকা ব্যয়ে এখনও পর্যন্ত ১.৫ লক্ষ আবাসন গৃহ গড়ে তোলা হয়েছে।

ভাষার উন্নতিঃ-

· সেইসব এলাকায় যেখানে ১০%-এর বেশী মানুষ উর্দু, নেপালি, গুরুমুখি প্রভৃতি ভাষায় কথা বলেন, সেখানে এই ভাষাগুলিকে সরকারি ভাষার স্বীকৃতি দেওয়ার জন্য ওয়েস্ট বেঙ্গল অফিসিয়াল ল্যাঙ্গোয়েজ (অ্যামেন্ডমেন্ট) অ্যাক্ট, ২০১২ প্রণয়ন করা হয়েছে। এই আইন প্রনয়নের ফলে এইসব ভাষায় কথা বলা মানুষের সরকারি দপ্তরে নিজেদের মাতৃভাষায় আদানপ্রদানের ব্যাপারে দীর্ঘদিনের দাবীপূরণ হয়েছে।

· গত ছয় বছরে ওয়েস্ট বেঙ্গল উর্দু আকাদেমির বরাদ্দ পাঁচগুণ বাড়ানো হয়েছে।

সংখ্যালঘু ভবনঃ-

· সংখ্যালঘু কল্যাণ কার্যাবলী একীভূত করার জন্য প্রতিটি জেলা সদর দপ্তরে সংখ্যালঘু ভবন খোলা হয়েছে। এখনও পর্যন্ত ১৯টি ভবন কাজ করছে।

হজ তীর্থযাত্রাঃ-

· ১০০ কোটি টাকা খরচে নিউ টাউনে ‘মদিনাতুল হুজ্জাজ’ নামে নতুন অত্যাধুনিক হজ ভবন নির্মিত হয়েছে।

· গত ছয় বছরে রাজ্য সরকারের সক্রিয় সহায়তায় প্রায় ৬০০০০ হজযাত্রী তীর্থযাত্রা সম্পন্ন করেছেন। এটি একটি রেকর্ড।

কবরখানার সীমানা প্রাচীরঃ-

· মৃতদের মর্যাদা রক্ষার্থে সংখ্যালঘু সম্প্রদায়ের প্রায় ৩৫০০ কবরখানার চতুর্দিকে সীমানা পাঁচিল তৈরী করা হয়েছে। এর জন্য ৩০০ কোটি টাকারও বেশী দেওয়া হয়েছে। এখনও পর্যন্ত প্রায় ১৭০০ কবরখানার প্রাচীর সম্পন্ন হয়েছে।

ইমাম ও মুয়াজ্জিনদের সামাজিক কার্যকলাপঃ-

· স্কুল ও মাদ্রাসাছুট ছাত্রছাত্রীদের সংখ্যা কমানো, টীকাকরণ, শৌচ ও অন্যান্য সামাজিক বিষয়ে গণসচেতনতা তৈরীতে সরকারকে সাহায্য করার জন্য ওয়েস্ট বেঙ্গল বোর্ড অফ ওয়াকফ এখনও পর্যন্ত প্রায় ৬৫০০০ ইমাম ও মুয়াজ্জিনকে কাজে লাগিয়েছে। তারা ওয়াকফ সম্পত্তি রক্ষা করার জন্যও বোর্ড অফ ওয়াকফকে সাহায্য করেছেন।

The State government has decided to open five more universities. This was announced by the Education Minister recently.

Under the leadership of Chief Minister Mamata Banerjee, the Trinamool Congress government has improved the education infrastructure of Bengal in a major way. During the last six years, 17 universities and 47 colleges have been established. The number would now go up to 22.

Two of the universities would be located in Purba Medinipur and Jhargram districts. The business school, Indian Institute of Social Welfare and Business Management (IISWBM) would be elevated to a university. The other two universities would be Green University in Hooghly district and Biswa Bangla University in Shantiniketan.

 

রাজ্যে আরও ৫ টি বিশ্ববিদ্যালয়

রাজ্যে আরও ৫টি নতুন বিশ্ববিদ্যালয় হতে চলেছে।

শিক্ষামন্ত্রী পার্থ চট্টোপাধ্যায় জানান, গত ৬ বছরে ৪৭টি কলেজ ও ১৭টি নতুন বিশ্ববিদ্যালয় তৈরী হয়েছে। আরও পাঁচটি নতুন বিশ্ববিদ্যালয় হবে। পূর্ব মেদিনীপুর, ঝাড়গ্রামে দুটি বিশ্ববিদ্যালয় হবে।

সেই সঙ্গে Indian Institute of Social Welfare and Business Management (IISWBM) কে বিশ্ববিদ্যালয়ে উন্নীত করা হবে। হুগলীতে গ্রিন ইউনিভার্সিটি ও শান্তিনিকেতনে বিশ্ববিদ্যালয় গড়ে তোলা হবে।

During the last six years, the Bengal Government – under the able leadership of Mamata Banerjee – rejuvenated the education sector through various measures.

The Bengal Government is providing free text books to all students of Pre-Primary to class XII. Nearly 9.5 crore books are printed and distributed annually. Specially designed Braille text books are given to all visually challenged students.

50.32 lakh primary school students were provided with school shoes free of cost in last one year. School education department provided free school uniform to all Class I to VIII students each year.

Here are some of the major achievements:

School Education

Mid Day Meal to 1.2 crore elementary level students is provided on daily basis involving self-help groups.

50,426 Primary school teachers are recruited in Primary Schools

27,572 Teachers were recruited in upper primary and secondary school.

All schools are provided with safe drinking water and toilets.

As a new ‘E-class rooms’ initiative, infrastructure is provided in 2000 secondary schools in last one year.

As a new initiative recreational infrastructure (see-saw, swing and slide) was provided in 990 primary schools in last one year.

To develop academic infrastructure 93,064 additional class rooms were constructed in schools in last six years.

New Buildings of 531 new set up primary schools, 3966 new set up upper primary schools, 2706 SSK, 166 MSK were constructed in last six years. In 3915 secondary schools 39300 computers were provided to encourage the use of computers in schools.

In last six years, 564 Junior High schools were upgraded to High school, 1909 Secondary schools were upgraded to Higher Secondary schools. In 3014 schools library grant to develop library infrastructure and in 3714 schools Laboratory grant to develop school infrastructure.

Shikshashree:

‘Shikshashree’ scholarship scheme had been introduced for SC students from class V to VIII in 2014-15. During 2014-2017, almost 38 lakh students were covered under the new scheme. Scholarship is being paid directly to bank accounts of the students. The scheme will be brought under the e-governance regime from current fiscal.

Sabooj Sathi:

‘Sabooj Sathi’ scheme had been declared for distribution of bicycles to students from class IX to XII in 2015-16. During 2015-2017, about 35 lakh students received bicycles under this scheme. Distribution of another 30 lakh bicycles is likely to be completed by the end of this year. Implementation is managed through a single window portal www.wbsaboojsathi.gov.in and records are available in the public domain to ensure transparency.

 

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে শিক্ষা ক্ষেত্রে ব্যপক উন্নতি বাংলার

মমতা বন্দ্যোপাধ্যায়ের বিচক্ষন নেতৃত্বে গত ছ’বছরে বাংলা ফিরে পেয়েছে শিক্ষা ক্ষেত্রে হৃত গৌরব।

স্কুল শিক্ষায় কিছু উল্লেখযোগ্য সাফল্যঃ-

পশ্চিমবঙ্গ সরকার প্রাক-প্রাথমিক থেকে দ্বাদশ শ্রেণী পর্যন্ত সমস্ত ছাত্রছাত্রীকে বিনামুল্যে পাঠ্যপুস্তক প্রদানের ব্যবস্থা করা হয়েছে। বিভিন্ন রকমের মোট পাঠ্যপুস্তকের সংখ্যা ২৯৬। বছরে প্রায় ৯.৫ কোটি বই মুদ্রিত এবং বিতরিত হচ্ছে।

দৃষ্টিহীন ছাত্রছাত্রীদের জন্য বিশেষ পদ্ধতিতে ডিজাইন করা ব্রেইল পাঠ্যপুস্তক দেওয়া হয়েছে।

গত এক বছরে প্রাথমিক বিদ্যালয়ের ৫০.৩২ লক্ষ ছাত্রছাত্রীকে বিনামুল্যে জুতো দেওয়া হয়েছে।

বিদ্যালয় শিক্ষা বিভাগ প্রতি বছর প্রথম শ্রেণী থেকে অষ্টম শ্রেণী পর্যন্ত ছাত্রছাত্রীদের বিনামুল্যে পোশাক বিতরণের ব্যবস্থা চালু করেছে।

স্বনির্ভর গোষ্ঠীগুলির সাহায্যে প্রাত্যহিক ভিত্তিতে ১.২ কোটি প্রাথমিক পর্যায়ের ছাত্রছাত্রীর জন্যে মিড-ডে-মিলের ব্যবস্থা চালু করা হয়েছে।

প্রাথমিক বিদ্যালয় ৫০,৮২৬ জন শিক্ষক নিয়োগ করা হয়েছে।

উচ্চ-প্রাথমিক এবং মাধ্যমিক বিদ্যালয়ে ২৭,৫৭২ জন শিক্ষক নিয়োগ করা হয়েছে।

প্রতিটি বিদ্যালয়েই বিশুদ্ধ পানীয় জল ও শৌচালয়ের ব্যবস্থা করা হয়েছে।

গত এক বছরে ২০০০ মাধ্যমিক বিদ্যালয়ে ই-শ্রেনিকক্ষ-এর পরিকাঠামো নির্মাণের নতুন উদ্যোগ নেওয়া হয়েছে।

৯৯০টি প্রাথমিক বিদ্যালয়ে আনন্দদানের পরিকাঠামো (সি-ষ, সুইং ও স্লাইড) তৈরির নতুন উদ্যোগ নেওয়া হয়েছে।

গত ছয় বছরে শিক্ষাগত পরিকাঠামো উন্নয়নের লক্ষ্যে ৯৩,০৬৪ টি অতিরিক্ত শ্রেণীকক্ষ নির্মাণ করা হয়েছে।

গত ছয় বছরে ৫৩১টি প্রাথমিক বিদ্যালয়, ৩৯৬৬টি উচ্চ প্রাথমিক বিদ্যালয়, ২৭০৬টি এসএসকে, ১৬৬টি এমএসকে-এর নবরূপায়ন হয়েছে।

বিদ্যালয়ে কম্পিউটারের ব্যবহারকে উৎসাহিত করতে ৩৯১৫টি মাধ্যমিক বিদ্যালয়ে ৩৯,৩০০টি কম্পিউটার দেওয়া হয়েছে।

গত ছয় বছরে ৫৬৪টি জুনিয়র উচ্চ বিদ্যালয়কে উচ্চ বিদ্যালয়ে উন্নীত করা হয়েছে।

গত ছয় বছরে ১৯০৯টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয়ে উন্নীত করা হয়েছে।

বিদ্যালয়ের পরিকাঠামো উন্নত করতে ৩০১৪টি বিদ্যালয়ে গ্রন্থাগারের জন্যও ১৫.৪৬কোটি টাকার অনুদান দেওয়া হয়েছে।

বিদ্যালয়ের পরিকাঠামো উন্নত করতে ৩৭১৪টি বিদ্যালয়ের ল্যাবরেটরির জন্যও ৬২.১১ কোটি টাকা অনুদান দেওয়া হয়েছে।

শিক্ষাশ্রীঃ-

২০১৪-১৫ শিক্ষাবর্ষে তফসিলি জাতির ছাত্রছাত্রীদের জন্য ‘শিক্ষাশ্রী’ ভাতা চালু করা হয়। ২০১৪-১৭ সালের মধ্যে এই প্রকল্পের আওতায় প্রায় ৩৮ লক্ষ ছাত্রছাত্রীকে আনা হয়েছে। এই ভাতার টাকা সরাসরি ছাত্রছাত্রীদের ব্যাঙ্কে যাচ্ছে। এই বছর থেকে এই প্রকল্পকে ই-গভরনেন্সের আওতায় আনা হয়েছে।

সবুজ সাথীঃ-

২০১৫-১৬ সালে নবম থেকে দ্বাদশ শ্রেণী পর্যন্ত ছাত্রছাত্রীদের বিনামুল্যে সাইকেল বিতরণ করা শুরু হয়। ২০১৫-১৭ সালের মধ্যে ৩৫ লক্ষ ছাত্রছাত্রীদের এই প্রকল্পে সাইকেল দেওয়া হয়। এ বছরের শেষ পর্যন্ত আরও ৩০ লক্ষ সাইকেল বিলি করা হবে। স্বচ্ছতা বজায় রাখার জন্য এই প্রকল্পটি পুরোপুরি অনলাইনের মাধ্যমে নিয়ন্ত্রিত হয়।

On May 27, 2016, after a historic mandate by the people of Bengal, Mamata Banerjee took oath as the Chief Minister of the State for the second term.

Here are a few of the achievements of the Trinamool Government in the first year of the second term:

 

Administration and Finance and e-Governance

The West Bengal Assembly August 29 passed a resolution to change the name of the State to Bangla in Bengali, Bangal in Hindi and Bengal in English.

On August 31, 2016, the Supreme Court of India set aside the land acquisition by West Bengal Government in 2006 to facilitate Tata Motors to set up its Nano plant. On Nomber 8, physical possession of 846 acres of land were given to farmers as par the Supreme court order,

For better administration, the Government created the Kalimpong district. Later Bardhaman has been divided to form Paschim and Purba Bardhaman and Jhargram district has been carved out of Paschim Medinipur. Mirik has been created as a separate subdivision in Darjeeling district

The Department of Information Technology & Electronics, Govt. of Bengal has launched Digital Bangla Outreach Campaign. The objective of this campaign is to create awareness about Digital Bangla program, Core Infrastructure, various e-services of Govt. of West Bengal and their major initiatives through a Van based mobile display or exhibition unit with Audio Visual, IEC materials which will travel across the entire State of West Bengal.

The State Urban Development Department has set up Bakreswar Development Authority (BKDA) for comprehensive development of the area. The jurisdiction of the authority covers 42 moujas, spread over 58 square kilometres across Dubrajpur block (and including Dubrajpur municipality) in Birbhum district.

To successfully confront cyber threats, the Government has decided to set up a centre of excellence in cyber security. The State Cabinet has already given its approval.

In terms of small savings, after four years, the State of West Bengal has left Uttar Pradesh behind to become number one in the country. As per the latest data from the Ministry of Finance, after remaining second behind Uttar Pradesh for four consecutive financial years from 2011-12, in 2015-16, West Bengal toppled Uttar Pradesh to occupy the top position, with the total small savings amounting to Rs 8,362.78 crore. This amount is almost Rs 2,500 crore more than that of the second-placed Uttar Pradesh.

The West Bengal Government is deciding to set up a Start-Up Incubation Centre to support the educated youth to start its own businesses. Powered by the State Information & Technology Department and WEBEL, the centre will come up a WEBEL premises in Saltlake Sector V.

In a new initiative aimed to bring more industrial investment in West Bengal, an Industrial Investment Promotion Board (IIPB), which will be an umbrella organization of all industry-related corporations and other bodies of the state Government, has been formed.

The West Bengal Information Technology (IT) Department is constructing Electronics Manufacturing Clusters (EMC) in Falta and Naihati, at a cost of Rs 12,000 crore. These would lead to the generation of around 37,000 jobs, and also give a boost to the electronics sector of the State.

The Bengal Government decided upon setting up three more ‘police districts’ after Jhargram.  All the new police districts will be set up in South 24 Parganas, in Kakdwip, Diamond Harbour and Baruipur.

 

Health and Women and Child

On March 3, the Bengal Government ushered in sweeping reforms in healthcare system in the State with the new West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill, 2017. The bill aims to regulate the private hospitals and bring in transparency in the manner in which they operate. Later, an 11-member West Bengal Health Regulatory Commission that will arbitrate complaints of medical negligence filed under The West Bengal Clinical Establishment (Registration, Regulation and Transparency) Act, was set up.

The Bengal Government on October announced setting up of five new medical colleges and seven nursing institutes. At present, Bengal has 16 medical colleges, including 12 Government-run, three private-run and one central-run institute. With this additional five medical colleges the number will reach 21 and thus fulfilling the MCI criterion.

To provide the better health care facilities in the remote villages of the State, the Government has set up a waiting hut for pregnant women.

The country’s first state government-owned stem cell preservation centre started its formal functioning at the School of Tropical Medicine in Kolkata.

 

Industry and MSME

Speaking at the Plenary Session of the Day 2 of Bengal Global Business Summit, Bengal Chief Minister Mamata Banerjee announced that the Summit has received an investment proposal to the tune of Rs 2 lakh 35,200 crore (US$ 36 billion).

Tantuja, a West Bengal Government undertaking that sells handloom and handicraft products, has won a national award from the Central Government. The award of Rs 1.5 lakh was given in Varanasi on the occasion of National Handloom Day on August 7, 2016.

Chief Minister Mamata Banerjee left for an eight-day tour of Italy and Germany on September 2. This was her first foreign trip after coming to power for the second time. She stayed in Italy from September 2 to 5 and attended the canonisation ceremony of Mother Teresa at Vatican City. From Italy, she flew to Munich to meet some German industrialists leading major manufacturing businesses. The Chief Minister was being accompanied by a 12-member of official delegation and 29 industrialists.

The state government allocated a fund of Rs 300 crore to provide financial assistance to those who have lost their jobs due to demonetisation in other states and have come back home. The scheme to provide financial assistance has been named “Samarthan”.

 

Agriculture and Irrigation

West Bengal was selected for the All India Coordinated Rice Improvement Project Award 2015. This was the first time when the state would be received the award.

In a unique step to help people buy fresh vegetables without visiting the market, the state Agricultural Marketing department has introduced home delivery of green vegetables through its Sufal Bangla project.

In a bid to spread awareness among farmers in every district about the various welfare schemes and projects taken up by the state government, the Agriculture department has come up with the unique idea of introducing mobile vans in the districts to carry out a campaign in the rural areas. Experts travelling in a mobile van will impart knowledge and special training to the farmers to help increase their production.

 

Transport

An integrated board for Calcutta State Transport Corporation (CSTC), Calcutta Tramways Company (CTC) and West Bengal Surface Transport Corporation (WBSTC) has been constituted to ensure better transport facility to commuters by reducing the loss incurred by the corporations.

‘Safe Drive, Save Life’ initiative was launched on August 17. The programme was observed in all 341 blocks, 117 municipalities, 6 municipal corporations, 144 wards of Kolkata Municipal Corporation, 19 district headquarters and GTA area to enhance awareness about traffic rules.

Bengal Government launched ‘e-Vahan’ service for online payment of taxes and registration of vehicles for the Kolkata Metropolitan Area (KMA) on February.

Pathadisha’ – an app was launched through which one can track bus from home and plan the journey accordingly.

Bengal government has introduced the Jaladhara scheme to provide financial assistance to convert semi-mechanised boats to mechanised ones to avert accidents. At the same time, standard operational procedure (SOP) would be followed to improve the safety of jetties across the state.

 

Panchayat and Rural Development, Labour and SHGs

The state government has introduced Muktidhara, a project to make rural unemployed youth self-reliant. The pilot project has earned remarkable success. Under the scheme every gram panchayat will have five groups each having 10 members. They will get bank loan at the rate of 2% while the state government will provide another 9 per cent. The scheme will provide support to the Self Help Groups by creating infrastructure.

Credit linkage of Women Self-Help Groups (SHG) with banks in West Bengal has been doubled in the 2015-16.

The daily wage of workers engaged in 100-days work under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme has been increased to Rs 180 from Rs 176.

The Bengal Government introduced Social Security Yojana by converging five separate beneficiary schemes for workers in the unorganised sectors and for self-employed people. Around 5 crore people will benefit from the Yojana, with around 1 crore getting direct benefits.

 

Education, Women and Child development

The number of girls registered under Kanyashree has crossed 40 lakhs. In a bid to help girl students obtain benefits under the Kanyashree scheme within the shortest possible time after submitting their application, the state government introduced internet-based platforms on the third Kanyashree Divas on August 16.

Sukanyashree, a project to make girls economically independent has been launched in the state under the guidance of Chief Minister Mamata Banerjee. The pilot project has been launched in Nadia district and the model will be replicated in other districts in course of time.

 

Power, Tourism and Forestry

Sabujshree: West Bengal has created another milestone by introducing a scheme in which a sapling will be named after a new born girl child. The State Government has decided to plant a sapling with the birth of every girl child in the State. The Forest department has already talked to the chief medical officers of health in the districts for the smooth implementation of the project. Saplings would be given to the family of a new born girl child during their release from the hospitals. The baby’s parents would be urged to name the sapling on the name of the newly born girl. Initially, the saplings would be distributed to girl child but later they would also be given to the mothers of a boy child as well.

The West Bengal government has set 2017-18 as the deadline to install grid-connected rooftop solar photo-voltaic system at all public buildings. The project has been christened as `Aaloshree’.

India’s first 10 MW Canal Bank Solar PV Plant was inaugurated at Chopra, North Dinajpur. The project, which has been successfully implemented by WBSEDCL, incurred a cost of Rs 65.88 lakh.

To boost the presence of Bengal on the traveler’s itinerary, the tourism department of the state has launched a mobile app based on the theme of ‘Experience Bengal’. Alongside information on places of tourist interest, the app would be loaded with other facilities like maps and directions.

The ‘tiger safari’ at Bengal Safari Park at Sukna was launched on January 22 by the CM.
