Ever since Mamata Banerjee led Maa, Mati, Manush Government took office, the Bangla Government has been leading the strife to digitise the process of governance. These efforts have been recognised with various awards, specially in the spheres of e-governance, e-taxation and digitisation of financial and welfare schemes.

One of the key reasons for the Bangla Government’s flagship scheme, Kanyashree, bagging the large number of awards and receiving such recognition is that it has been digitally managed from the day of its founding, making it more accessible and transparent. The NIC has developed the software for free; there was no pilot project or dry run. The project had gone live and online from day one and without digitisation, it wouldn’t have been possible to encompass 50 lakh beneficiaries.

Any girl student wishing to join the scheme has to fill up a government form manually and get it certified by the head of the institution that she satisfies the criteria that family income is within Rs.1.20 lakh and that she is unmarried. The bank is now ready to open an account for the candidate. The institution uploads the data online, which will be accepted only if it carries a legitimate bank account number. Existing infrastructure to pay salaries has come in handy for the Kanyashree project.

As of 2018, there were 16,500 institutions which have started Kanyashree. Schools and colleges in remote areas without e-connection have been empowered to avail of the community centre services, which have been set up by the panchayat department for online data entry for its various schemes.

The scheme in itself has been celebrated on a number of competitive forums for its e-governance aspect.

It has won

(a) Manthan Award for Digital Inclusion for Development (South Asia and Asia Pacific) 2014 under the category of E-Women and Empowerment

(b) National E-governance Award 2014–2015 awarded by the Department of Administrative Reforms and Public Grievances, Government of India,

(c) Order of Merit Award, 2015 for Smart Governance,

(d) CSI-Nihilent Award for e-governance, 2014-15,

(e) United Nations WSIS Prize 2016 Champion in e-Government Category

The accolades received by the scheme are indicative of its huge success and the massive change it has been able to herald in Bengal. The state, earlier known to be affected by high incidence of child marriage, has now emerged as a ground for women empowerment and increased incidence of secondary and higher education among women.

Achieving this has been no mean task, and the farsightedness of the Chief Minister’s e-governance aim has shown and paved the way to it.

Under the initiative of Chief Minister Mamata Banerjee, the State Government has embraced the use of information technology wholeheartedly. Every Bangla Government office, be they in Kolkata or the districts, is either wholly computerised or in the process of being so. The Government is also encouraging students to work on software technologies to create apps and other useful technologies.

E-governance has been made the norm. As a result, work has become faster – both for the Government offices as well as for the public being served.

All information technology-based aspects of the State Government are handled by the Information Technology & Electronics Department. Thus the department is playing a leading role in the digitisation of governance.

A report published by the McKinsey Global Institute last January had stated that Kolkata is poised to emerge as one of the top Indian cities and one of the epicentres of global financial activities by 2030. According to the report, by virtue of its relative proximity to Singapore and Hong Kong, Kolkata stands a bright chance of becoming a big IT hub.

The department is investing in the latest aspects of information technology. It has formed a core group which will interact with various stakeholders and prepare a repository of case studies of projects involving artificial intelligence (AI). Such cases will be taken up which can be adapted by various departments of the State Government.

The IT&E Department is coming up with is a Centre of Innovation. In an effort to give fresh graduates rent-free space for churning out ideas and designing innovative models, the department is setting up a Centre of Innovation at the IT park being built in Bantala, Kolkata. The blueprint for the centre has already been prepared. It will be functional from this financial year, and will have top academicians, scientists and industry members as its mentors.

The department is also encouraging software-based solutions from students, technical professionals and common citizens, particularly for the day-to-day problems of common people. For the last two years (2017 and 2018), the department has been organising Bengalathon, a competition for the development of apps for day-to-day needs.

Another sector the IT&E Department is actively promoting is fintech (short for ’financial technology’). Fintech is an emerging industry that comprises companies which use digital technology to provide financial services. These companies are involved in digital payment, automatic digital banking, share market analytics, insurance predictions and asset management.

The State Government has taken a leading role in developing fintech. A fintech hub is coming up in New Town, with plug-and-play infrastructure. Several companies have already rented space. The department came up with a stellar show at the Singapore FinTech Festival, held last November.

The department has already started working on emerging technologies like cyber security, blockchain, artificial intelligence, machine learning, animation, IoT (internet of things), Industry 4.0 (a standard), analytics, animation and e-sports. Summits are being held every month on different emerging technologies.

An important avenue of growth and safety that the State Government has identified is cyber security. It has set up a Cyber Security Centre of Excellence in order to successfully confront cyber crimes.

The cyber security centre collects, analyses and disseminates information on cyber security incidents, executes emergency measures, coordinates response, and issues guidelines, advisories and vulnerability notes. It also acts as a monitoring authority for the State, which looks at every single incident and incorporates the information for research and development.

Harnessing technology in the best possible way tops the Bangla Government’s priorities, and the above measures provide ample proof of that.

To make buying by Government departments more transparent, the Bangla Government has introduced a model called Government e-Marketplace (GEM).

GEM is in the form of a portal. Details regarding the purchase of any stationery item by a department costing more than Rs 10,000 would have to be put up on the portal. All vendors of the Government would also have to be registered on the portal.

After the details are put up, online tenders would be issued. As happens with any tender, the vendor bidding the lowest amount would get the tender. About 4 lakh items would be available through this portal.

A special training was organised at Nabanna for officials of all the departments in batches, from August 6 to 10. Officials of the Finance Department provided the training. For each department, a nodal officer and two master trainers have been identified, who were provided the training. They, in turn, would train the colleagues of their departments who deal with procurement.

This is another fruitful step by the Trinamool Congress Government in making e-governance an integral part of the governmental system. Systems like e-tender, Integrated Financial Management System (IFMS), Government Receipt Portal System (GRIPS) and Human Research Management System (HRMS) by the Finance Department are up and running for quite some time.

From January this year, the process was started to make all Government offices into e-offices, whereby all paper documents of all departments are being scanned in a step-by-step manner and stored online, and easy retrieval systems being put in place.

The State Irrigation and Waterways Department has undertaken important administrative reforms and is about to start work on a major project, to benefit the South Damodar Sub-basin.

West Bengal Major Irrigation and Flood Management Project (WBMIFMP)

The State Government is on course for implementing the West Bengal Major Irrigation and Flood Management Project (WBMIFMP). It is meant for rehabilitation and rejuvenation of the DVC canal system and the improvement of flood management infrastructure in the Lower Damodar Sub-basin. It is going to be majorly funded by the World Bank and the Asian Infrastructure Investment Bank.

 

E-Governance

The Irrigation and Waterways Department has introduced the e-office application to achieve transparency and efficiency in decision-making. Now exchange of files and other communications are being done in electronic mode.

Major administrative reforms undertaken

  • Bringing out Unified Schedule of Rates with effect from January 19, 2018-04-21
  • Periodical scrutiny of Plan projects by internal Technical Assessment Teams (TET)
  • Commissioning of three departmental Quality Control Laboratories at the zonal level, and continuation of execution work for four more introduction of biometric assessment system at Jalasampad Bhaban, the departmental headquarters
  • Major restructuring of the civil wing of directorate-level offices, including redeployment of manpower, and creation of new setup for the newly created Jhargram and Paschim Medinipur districts
  • Organising short-term training programmes for departmental officers at River Research Institute (RRI) and submitting proposals to Higher Education Department for starting post-graduate courses on Hydrology and Hydroinformatics during financial year (FY) 2018-19
  • Organising State-Level Bidders Conference before commencement of working season for clearance of doubts and sharing of information regarding implications of the newly-promulgated Goods and Services Tax on work contracts

 

Thus, under the leadership of Chief Minister Mamata Banerjee, the Irrigation Department has undertaken and fulfilled a lot of projects, be it for the people or administrative reforms on how the department functions. Adoption of e-governance has enabled much smoother and quicker functioning of communication needs.

 

 

প্রশাসনিক সংস্কার – সেচ ও জলপথ বিভাগের কিছু পদক্ষেপ

 

গত কয়েক বছরে প্রশাসনিক সংস্কারের জন্য নানা পদক্ষেপ নিয়েছে রাজ্য সেচ ও জলপথ বিভাগ। সাথে, দক্ষিণ দামোদর বেসিনে বন্যা নিয়ন্ত্রণের জন্য চালু হয়েছে এক গুরুত্বপূর্ণ প্রকল্প। আসুন দেখে নিই এক নজরে।

বিশ্ব ব্যাঙ্ক ও এশিয়ান ইনফ্রাস্ট্রাকচার ইনভেস্টমেন্ট ব্যাঙ্কের আর্থিক সহায়তায় গত বাজেটে ঘোষিত ডিভিসি খালের পুনর্বাসন ও পুনরুজ্জীবনের প্রকল্প পাশাপাশি দক্ষিণ দামোদর অঞ্চলে বন্যা নিয়ন্ত্রণ পরিকাঠামোর উন্নয়ন করা হয়েছে।

 

ই-গভর্ন্যান্স

২০১৮ সালের জানুয়ারি থেকে এই দপ্তর কাজে স্বচ্ছতা ও গতি আনতে ই-অফিস ব্যবস্থা শুরু করেছে। এখন সমস্ত ফাইলের আদান প্রদান হয় ইলেক্ট্রনিক মাধ্যমে।

প্রশাসনিক সংস্কার

  • আগের বাজেটে ঘোষণা করা ইউনিফায়েড শিডিউল্ড রেট ১৯শে জানুয়ারি ২০১৮ থেকে চালু করা হয়েছে।
  • অভ্যন্তরীণ টেকনিক্যাল অ্যাসেসমেন্ট টিমগুলি দ্বারা পরিকল্পনা খাতের প্রকল্পগুলির পর্যায়ক্রমিক পরীক্ষা করা হয়েছে।
  • জোন স্তরে তিনটি কোয়ালিটি কন্ট্রোল গবেষণাগারের কাজ শুরু হয়েছে, এবং আরও চারটি গবেষণাগারের কাজ সম্পন্ন করা হবে ২০১৮-১৯ সালের মধ্যে।
  • ২০১৭ সালের সেপ্টেম্বর মাস থেকে জলসম্পদ ভবনের সমস্ত কর্মচারীদের জন্য বায়োমেট্রিক অ্যাটেন্ডেন্স সিস্টেম চালু করা হয়েছে এবং জেলাস্তরেও একইরকম ব্যবস্থা করা চালু করা হচ্ছে।
  • ডিরেক্টরেট স্তরের অফিসগুলোর সিভিল উইঙে পুনর্গঠন করা হয়েছে। ঝাড়গ্রাম ও পশ্চিম বর্ধমান জেলায় নতুন পরিকাঠামো তৈরী করা হয়েছে।
  • নদী গবেষণা কেন্দ্রেগুলির কর্মীদের জন্য প্রশিক্ষণ কর্মসূচীর ব্যবস্থা করা হয়েছে
  • ২০১৮-১৯ সালে হাইড্রোলজি ও হাইড্রোইনফরমেটিক্স নিয়ে স্নাতকোত্তর পাঠ্যক্রম চালু করার প্রস্তাব দেওয়া হয়েছে উচ্চ শিক্ষা দপ্তরকে।
  • সবরকম তথ্য আদানপ্রদান করতে রাজ্য স্তরে একটি দরদাতাদের নিয়ে সম্মেলন করেছে দপ্তর।

Under the leadership of Chief Minister Mamata Banerjee, the Bengal Government has brought in a lot of positive changes in the lives of farmers. One of the ways has been through the application of information and communication technology (ICT).

All departmental offices at all levels – block, subdivision, district, range and state – have been adequately computerised.

The three primary aspects of the e-governance structure that the Bengal Government has put in place are the Matir Katha web portal, Matir Katha-Krishoker Katha app and Matir Katha Online Licensing System.

Matir Katha web portal

Matir Katha is an ICT-based farmer-centric agri-extension project of the Agriculture Department. It is implemented through a web portal (of the same name) that disseminates information and advisories to farmers. It was launched by the Agriculture Department during financial year (FY) 2014-15 and is being extensively implemented throughout the state from FY 2015-16.

Under the project, all field-level functionaries of all blocks have been provided with hand-held devices having built-in content. The content is of two broad categories – scientific packages of practice (POP), both in Bengali and in English, for 93 crops and interactive modules on crop-related questions and answers, farmers’ training, integrated nutrient management (INM), integrated pest management (IPT), fertilizer and pesticide calculators, and agricultural advisories and activities.

Farmers’ queries are getting answered in the shortest possible time. Answers and advisories are also being sent through SMS. Till date, 2.6 lakh queries have been handled through Matir Katha.

Other services being offered through the website are soil sample collection for issuing soil health cards to farmers, applications for financial assistance for farm mechanisation, automation of crop-cutting experiments, tracking of crop insurance applications and reporting of schemes.

Matir Katha-Krishoker Katha app

Through the Matir Katha-Krishoker Katha app for smartphones and tablets, launched through the Matir Katha portal, farmers post their queries directly to officials of the department, which whose answers are given promptly. There is also a toll-free phone number for the same purpose – 18001031100.  The Matir Katha Call Centre operates from Monday to Saturday from 7 am to 7 pm. All the services are free of cost.

Matir Katha Online Licensing System

The Matir Katha Online Licensing System facilitates ease-of-doing-business in the field of agriculture. Entrepreneurs interested in doing business in seed, fertilizers and chemicals can now just log in on the relevant page of the Matir Katha portal and apply for licenses, which is issued within 30 days of application. The process of issuing of licenses is automated. The applicant would just have to visit the relevant office of the department once for the verification of documents, the date being communicated through SMS.

E-governance implemented through Matir Katha has brought about a huge change in the way farmers in the state access information. This convenience has, in turn, resulted in much better outputs in all aspects of farming and has also made entrepreneurship in agriculture a bright avenue for livelihood.

 

মাটির কথা – কৃষিতে অনলাইন-ব্যবস্থা 

২০১১ সালে ক্ষমতায় আসার পর থেকে কৃষিজ ক্ষেত্রে ধীরে ধীরে স্বয়ংসম্পূর্ণ রাজ্য হিসেবে আত্মপ্রকাশ করার জোর দিয়েছেন মুখ্যমন্ত্রী। এর জন্য দিয়েছেন কৃষিতে ব্যাপক গুরুত্ব। অন্যান্য বিষয়ে উন্নয়নের পাশাপাশি কৃষিকেও ই-ব্যবস্থার আওতায় আনা হয়েছে।

এই মুহূর্তে রাজ্যের সমস্ত ব্লকের কৃষি দপ্তরে অন্তত তিনটি করে কম্প্যুটার আছে ইন্টারনেট পরিষেবা যুক্ত। এছাড়া ল্যাপটপ, প্রোজেক্টর ও ট্যাবলেট কম্প্যুটার আছে ই-গভর্নেন্স প্রকল্পের অধীনে। এছাড়া মহকুমা, জেলা, রেঞ্জ ও রাজ্য কৃষি দপ্তরগুলিও উপযুক্তভাবে কম্প্যুটার ও ইন্টারনেট পরিষেবা পাচ্ছে।

মাটির কথা

ইন্টারনেট নির্ভর চাষিদের জন্য এই প্রকল্পের সূচনা হয় ২০১৪-১৫ সালে, সারা রাজ্যে এই প্রকল্প শুরু হয় ২০১৫-১৬ সালে। এই পরিষেবা পেতে মোবাইল ফোনে ইন্টারনেট প্রয়োজন শুধু। এই অ্যাপ্লিকেশনে ৯৩টি শস্যের জন্য সমস্ত বিজ্ঞানসম্মত উপায় বাতলানো হয়। এখানে এই চাষ সংক্রান্ত নানারকম জিজ্ঞাসাও করা যায়, যেমন সার ও কীটনাশক কি ব্যবহার করা উচিত, সমস্ত তথ্য পাওয়া যাবে। সমস্ত উত্তর পাওয়া যাবে এসএমএস মারফত। এ পর্যন্ত ২৬০০০০ প্রশ্নের উত্তর দেওয়া হয়েছে। ওয়েবসাইটটি হল, www.matirkatha.gov.in

২০১৭-১৮ সালে কৃষকদের অ্যাপ্লিকেশন ‘মাটির কথা কৃষকের কথা’ চালু হয় বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে মাটির কথা পোর্টালের মাধ্যমে। একটি টোল ফ্রি ফোন নম্বর আছে, 18001031100, যা সোম থেকে শনি সকাল ৭টা থেকে সন্ধ্যে ৭টা পর্যন্ত খোলা।

সদ্য, ‘মাটির কথা অনলাইন লাইসেন্সিং’ সিস্টেম শুরু করেছে। উদ্যোগপতিরা বীজ, সার, রাসায়নিক নিয়ে ব্যবসায়ে আগ্রহী। পুরো লাইসেন্সিং প্রক্রিয়া হল স্বয়ংক্রিয়। আবেদনকারীকে শুধু ১বার যেতে হবে দপ্তরে নথী যাচাই এর জন্য। ১ মাসের মধ্যে লাইসেন্স পাওয়া যাবে।

২০১৬-১৭ সাল পর্যন্ত রাজ্য ১৯.৪০ কোটি টাকা ব্যয় করেছে কৃষিতে ই-ব্যবস্থার জন্য। ২০১৭-১৮ সালে আরও ৪.৩৫ কোটি টাকা বরাদ্দ করা হয়েছে এই বাবদ।

Another feather has been added to Mamata Banerjee’s hat. Bengal’s Sabuj Sathi scheme and e-excise project have received the national award in e-governance. These projects were adjudged the best among 950 projects from 28 States. Union Department of Personnel Training wrote to the Bengal Government about these awards.
In 2013-14, Bengal had won the national award in e-governance for e-taxation. The State had also been honoured for the Kanyashree scheme. Now, the scheme of free cycle distribution has received national acknowledgement. 70 lakh cycles have been distributed so far, all through e-governance. The whole process, starting from procurement to the distribution of cycles, is done online. Sabuj Sathi scheme has brought about a social revolution in the State.
On the other hand, the state government started the e-excise project for regulating the sale of alcohol. Procurement and sale of alcohol is completely online. Bar coding system has been introduced. How much alcohol has been sold, what is the stock left with the retailer, all details are stored online. Revenue collection from excise has also increased as a result (from Rs 3,000 crore in 2013-14 to Rs 5,226 crore in 2016-17. The figure will reach Rs 8,700 crore in 2017-18).
Representatives from States like Haryana, Uttar Pradesh, Tripura and Assam have come to Bengal to study the e-excise project, so that it can be implemented in their States also.
After assuming power, Mamata Banerjee had laid a lot of stress on e-governance. E-tendering system was launched in 2012; the finance ministry follows the Integrated Financial Management System. Recently, files have been done away with and e-office system was launched by the government.

 

সবুজ সাথী, ই-আবগারি পেল জাতীয় ই-গভর্ন্যান্স পুরস্কার

অন্য সব রাজ্যের সঙ্গে প্রতিযোগিতায় রাজ্য সরকারের সবুজ সাথী প্রকল্প এবং ই-আবগারি প্রজেক্ট জাতীয় ই-গভর্ন্যান্স পুরস্কার ছিনিয়ে নিল। ২৮টি রাজ্য ও কেন্দ্রীয় সরকারের ৯৫০টি প্রকল্পের মধ্যে পশ্চিমবঙ্গের এই পুরস্কার প্রাপ্তির কথা চিঠি দিয়ে নবান্নকে জানিয়ে দিল কেন্দ্রীয় সরকারের ডিপার্টমেন্ট অব পার্সোনেল ট্রেনিং (ডিওপিটি)। এই পুরস্কারই যে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের সাফল্যের মুকুটে আরও একটি পালক, তা আর বলার অপেক্ষা রাখে না।
২০১৩-১৪ সালে রাজ্য সরকার ই-ট্যাক্সেশনের জন্য জাতীয় ই-গভর্ন্যান্স অ্যাওয়ার্ড পেয়েছিল। সেই বছর কন্যাশ্রী প্রকল্পের জন্য সামাজিক ক্ষেত্রে ওই পুরস্কার দিয়েছিল কেন্দ্রীয় সরকার। এবার ছাত্রছাত্রীদের সাইকেল প্রদান অর্থাৎ সবুজ সাথী প্রকল্প সেই সম্মান পেল। এই প্রকল্পের ৭০ লক্ষ ছাত্রছাত্রীকে সাইকেল দেওয়া হয়েছে। সবটাই হয়েছে ই-গভর্ন্যান্সের মাধ্যমে। সেখানে সাইকেল কেনা থেকে সাইকেল বিলি সবটাই হয় অনলাইনে। সমস্ত হিসেব রাখা হয় কম্পিউটারে। এই সাইকেল বিলি আর্থসামাজিক ক্ষেত্রে বিপুল পরিবর্তন এনে দিয়েছে। পুরোটাই মমতা বন্দ্যোপাধ্যায়ের মস্তিষ্কপ্রসূত।
অন্যদিকে দেশি ও বিদেশি মদ বিক্রির প্রক্রিয়া নিয়ন্ত্রণে আনার জন্য ই-আবগারি প্রজেক্ট নেয় অর্থদপ্তর। মদ উৎপাদন বা আমদানি থেকে দোকানের বিক্রি, সবটাই হয় অনলাইনে। চালু হয়েছে বার কোডিং সিস্টেম। এর ফলে ভেজাল মদ নিয়ন্ত্রণ করা গিয়েছে। কোথায় কত মদ বিক্রি হচ্ছে, পাইকারি বিক্রেতার কাছে কত স্টক আছে, তার হিসেব থাকছে কম্পিউটারে। ই-আবগারি প্রজেক্টের অধীনে এক্সাইজ থেকে রাজস্ব আদায়ও অনেটা বেড়ে গিয়েছে। ২০১৩-১৪ আর্থিক বছরে যেখানে এই আদায় ছিল তিন হাজার কোটি টাকা, সেখানে ২০১৬-১৭ আর্থিক বছরে তা বেড়ে হয়েছে ৫২২৬ কোটি টাকা। বর্তমান আর্থিক বছর ২০১৭-১৮ তে তা বেড়ে কমপক্ষে ৮৭০০ কোটি টাকা দাঁড়াবে বলে আশা করা হচ্ছে।
হরিয়ানা, উত্তরপ্রদেশ, ত্রিপুরা ও অসম থেকে অফিসাররা ই-আবগারি সিস্টেম দেখতে এসেছিলেন। তাঁরা এখানকার সিস্টেম তাঁদের রাজ্যে লাগু হবে বলে রাজ্য সরকারের কর্তাব্যক্তিদের জানিয়েছেন।
মমতা বন্দ্যোপাধ্যায়ের সরকার ক্ষমতায় আসার পর ই-গভর্ন্যান্সের উপরে জোর দেওয়া হয়। ২০১২ সালে চালু হয় ই-টেন্ডার সিস্টেম। অর্থদপ্তরে চালু হয়েছে ইন্টিগ্রেটেড ফিনান্সিয়াল ম্যানেজমেন্ট সিস্টেম (আইএফএমএস)।বর্তমানে ফাইল প্রথা তুলে দিয়ে চালু হয়েছে ই-অফিস।

Kolkata Police has taken a step ahead by developing a system to make post-mortem reports available online to the next of kin of victims.

One just needs to log in to the website pmr.kolkatapolice.org to avail the service, key in the required information including the number that is provided by the authorities during post-mortem, the date of the post-mortem and a registered mobile number, to receive an OTP (one-time password). Guidelines on the steps to download the report will be sent to the phone.

This makes the process of getting a post-mortem report simple, quick, hassle-free and transparent. However, the manual process of applying for a post-mortem report will also continue for some time.

কলকাতা পুলিশের নতুন উদ্যোগ – এবার অনলাইনে মিলবে ময়না-তদন্তের রিপোর্ট, নিহতের পরিবারের সাহায্যার্থে।

এই পরিষেবা পেতে হলে pmr.kolkatapolice.org ওয়েবসাইটটিতে লগইন করতে হবে। এর পর ময়না তদন্তের তারিখ ও মোবাইল নম্বর দিলেই ওটিপি পাওয়া যাবে। এর পর ওই ময়না তদন্তের রিপোর্ট কি করে পাওয়া যাবে তার নির্দেশাবলী মোবাইলে পাঠানো হবে।

এর ফলে, এই রিপোর্ট পাওয়া হবে অনেক সহজ, স্বচ্ছ ও দ্রুত। পাশাপাশি, চিরাচরিত প্রথায় রিপোর্ট পাওয়ার প্রণালীও বলবৎ থাকছে।

প্রসঙ্গত, মা মাটি মানুষের সরকার ক্ষমতায় আসার পর থেকেই মুখ্যমন্ত্রী তথা স্বরাষ্ট্র মন্ত্রী মমতা বন্দ্যোপাধ্যায় জোর দিয়েছেন ই-গভর্নেন্সে। এই উদ্যোগও ই-গভর্নেন্স এর একটি প্রয়াস।

The Bengal government is all set to upgrade and expand the infrastructure of its Data Centre, which facilitates the information technology (IT) related services of different government departments.

With an estimated investment of Rs 56.64 crore, the state IT department will initiate the project which is supposed to be ready for operation by May 2017.

The government had set up the state data centre (SDC) in the year 2009-2010 under the national e-governance plan to facilitate hosting of IT services for different government departments.

E-governance has been one among the core reforms that Chief Minister Mamata Banerjee has successfully undertaken in the last five years. Most of the state-run services can now be availed via e-governance, which is easier, faster and apt.

For consolidation of the services, applications and infrastructure to provide efficient electronic delivery of G2G (Government to Government), G2C (Government to Citizen) and G2B (Government to Business), the SDC plays a vital role.

These services can also be delivered by the states through common delivery platform seamlessly supported by core connectivity infrastructure such as State Wide Area Network (SWAN) and Common Service Centre (CSC), where connectivity will be extended up to village level.

With these shared service centers, implemented and managed by a competent Data Centre Operator (DCO), individual departments can now focus more on service delivery.

 

রাজ্যের ই-গভর্নেন্স পরিকাঠামো বিকাশের উদ্যোগ সরকারের

রাজ্যে ই-গভর্ন্যান্স পরিষেবাকে আরও উন্নত করতে স্টেট ডাটা সেন্টারের পরিকাঠামো উন্নয়নের উদ্যোগ নিয়েছে রাজ্য সরকার।

আনুমানিক ৫৬.৬৪ কোটি টাকার এই প্রকল্পটি ২০১৭ সালের মে মাসের মধ্যে সম্পন্ন হওয়ার কথা। রাজ্যের তথ্য ও প্রযুক্তি দপ্তর এই কাজটি শুরু করতে চলেছে।

গত পাঁচ বছরে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেওয়া বৈপ্লবিক সিদ্ধান্তগুলির একটি অবশ্যই ই-গভর্ন্যান্স পরিষেবায় জোর দেওয়া। এই মুহূর্তে সরকারের বহু পরিষেবাই গ্রাহকরা ইন্টারনেটের মাধ্যমে পেয়ে থাকেন।

স্টেট ওআইড এরিয়া নেটওয়ার্ক এবং কমন সার্ভিস সেন্টারের মাধ্যমে এই সকল পরিষেবা প্রত্যন্ত গ্রামের গ্রাহকদের কাছেও এই পরিষেবা পৌঁছে দেওয়া হবে।

Kanyashree Prakalpa, which is a dream project of Mamata Banerjee, has once again received international recognition for its best practices in e-governance, this time from the World Summit on the Information Society (WSIS), a UN led multi-stakeholder platform for ICT supported development initiatives.

Kanyashree Online 3.0, the scheme’s e-governance mechanism is amongst one of the first five most voted projects nominated for WSIS Prizes, 2016 under the category of ICT Applications-e-governance’, and has been recognized as a ‘WSIS Prize Champion’.

It is one of 88 success stories selected among 404 projects submitted for the competition from across the world.

The Award will be presented at WSIS 2016 Forum in Geneva on 3rd May, 2016.

 

মমতা বন্দোপাধ্যায়ের স্বপ্নের প্রকল্প কন্যাশ্রী পেল আরো একটি আন্তর্জাতিক স্বীকৃতি

মমতা বন্দোপাধ্যায়ের স্বপ্নের প্রকল্প কন্যাশ্রী, ই-গভর্নেন্স-এর জন্য আরো একবার আন্তর্জাতিক স্বীকৃতি লাভ করল।  আরও একবার বিশ্বের দরবারে পুরস্কৃত হতে চলেছে এই প্রকল্প।

এই স্বীকৃতি মিলেছে World Summit on the Information Society (WSIS)-র তরফ থেকে যার পিছনে নেতৃত্ব রয়েছে স্বয়ং রাষ্ট্রসঙ্ঘের।

ICT Applications ই-গভর্নেন্স-এর অধীনে ‘কন্যাশ্রী অনলাইন ৩.০’ প্রক্রিয়া WSIS Prizes, 2016-র অন্তর্গত প্রথম পাঁচটি সর্বাধিক ভোটপ্রাপ্ত প্রকল্পগুলির একটা। কন্যাশ্রী স্বীকৃত হয়েছে WSIS পুরস্কার বিজয়ী হিসেবে।

সারা বিশ্ব থেকে প্রতিযোগিতায় অংশগ্রহণের জন্য পেশ করা ৪০৪টি  প্রকল্পের মধ্যে কন্যাশ্রী নির্বাচিত হয়েছে ৮৮টি সফল নিদর্শনের মধ্যে।

‘কন্যাশ্রী’ প্রকল্প মমতা বন্দ্যোপাধ্যায়ের এক যুগান্তকারী পদক্ষেপ। এটি এ রাজ্যে যথেষ্ট সফল এবং এই সফলতার জন্যও এর আগে এই প্রকল্প ইউনিসেফের পুরস্কার পায়। সমগ্র বিশ্বে এটি একটি মডেল।

আগামী মে মাসের ৩ তারিখে, WSIS ২০১৬ ফোরামে রাজ্য সরকারের হাতে এই পুরস্কার তুলে দেওয়া হবে।

West Bengal has done it again. For the fourth time in a row, the State Government received the Krishi Karman Award from the Government of India for outstanding performance in agricultural productivity.

Another feather in the cap is the ‘Trackchild’ web portal, developed by the State’s Women and Child Development and Social Welfare Department in association with West Bengal Police for tracking missing children, getting national recognition by being selected for the Gold Award at the 19th National Conference on E-Governance.

চতুর্থবার কৃষি কর্মণ পুরস্কার পেল রাজ্য সরকার

পশ্চিমবঙ্গ আবারও করে দেখাল। কৃষি ক্ষেত্রে অভূতপূর্ব উতপাদনের জন্যও এই নিয়ে চতুর্থবার কৃষিকর্মণ পুরস্কার পেল রাজ্য সরকার।

পশ্চিমবঙ্গ পুলিশের সঙ্গে যৌথভাবে নারী-শিশুকল্যাণ সমাজ কল্যাণ দফতর ‘ট্র্যাকচাইল্ড’ নামে যে ওয়েব পোর্টাল চালু করেছিল শিশু পাচারের ঘটনা রুখতে ও হারিয়ে যাওয়া শিশুকে সেই উদ্যোগে কেন্দ্রীয় স্তরে স্বীকৃতি পেয়েছে।  ই-গভর্ন্যান্স সংক্রান্ত ১৯ তম জাতীয় কনফারেন্সে এই স্বীকৃতি পেয়েছে পশ্চিমবঙ্গ সরকার।

পশ্চিমবঙ্গ সরকারের প্রাপ্ত পুরস্কার এবং সম্মাননার ঝুলিতে নবতম সংযোজন এই ২টি পুরস্কার।
