The Bengal Government has taken up a huge project to supply purified drinking water to almost 10 lakh families of Purulia. Japanese organization JICA will provide Rs 960 crore for the project.

The Detailed Project Report regarding the water project was prepared by the State Public Health Engineering department. According to the DPR, water will be taken from Kumari River near Manbazar in Purulia and will be treated to make it consumable.

The water plant will be constructed at Manbazar. After its completion, the plant will produce around 70 lakh million gallons of purified drinking water. The water will be supplied to households through pipelines to almost 10 lakh people in Purulia Municipality area and the Panchayat areas of five other blocks.

In near future around 20 blocks will be connected with pipelined purified drinking water and as a result, the people will avail the service even during the times of draught.

পুরুলিয়ায় ১০ লক্ষ মানুষের বাড়িতে পরিস্রুত পানীয় জল পৌঁছে দেবে রাজ্য সরকার। জাপানি সংস্থা ‘জাইকা’ এই প্রকল্পের জন্য ৯৬০ কোটি টাকা দেবে রাজ্যকে। এর আগেও রাজ্য সরকার জাইকার থেকে ঋণ নিয়ে বিভিন্ন প্রকল্প তৈরি করেছে।

নবান্ন সূত্রে জানা গিয়েছে, এই বিস্তারিত প্রকল্প রিপোর্ট (ডিপিআর) তৈরি করে জাইকার কাছে পাঠায় জনস্বাস্থ্য কারিগরি দপ্তর। ডিপিআরে রয়েছে, পুরুলিয়ার মানবাজারে কুমারী নদী থেকে জল তুলে পরিশোধন করে তা মানুষের পানযোগ্য করা হবে। খরাপ্রবণ এলাকায় পানীয় জলের সমস্যা মেটাতে এই প্রকল্প হাতে নেওয়া হচ্ছে।

মানবাজারেই পরিস্রুত পানীয় জলের প্রকল্প তৈরি হবে। এই প্রকল্প থেকে প্রতিদিন ৭০ লক্ষ মিলিয়ন গ্যালন পরিস্রুত পানীয় জল পাওয়া যাবে। এই পরিস্রুত পানীয় জল পাইপলা঩ইনের মাধ্যমে বাড়ি বাড়ি পৌঁছে দেওয়ার পরিকল্পনা নিয়েছে পুরসভা। পুরুলিয়া পুরসভা এলাকা ও পাঁচটি ব্লকের পঞ্চায়েত এলাকার ১০ লক্ষ মানুষ এই পরিস্রুত পানীয় জল পাবেন।

এর ফলে পুরুলিয়ার বিস্তীর্ণ অংশের মানুষ জলের আকাল থেকে মুক্তি পাবেন বলে মনে করেন জনস্বাস্থ্য কারিগরি দপ্তরের মন্ত্রী। পুরুলিয়ার ২০টি ব্লক কয়েক বছরের মধ্যেই পরিস্রুত পানীয় জল পাবে। খুব শীঘ্রই এই প্রকল্পের কাজ শুরু হবে। এটি রাজ্য সরকারের বড় সাফল্য হতে চলেছে। এমনকী খরার সময়েও পুরুলিয়ার বিস্তীর্ণ অংশে জলের অভাব হবে না।

In a bid to ensure sufficient supply of drinking water in major parts of Basirhat and Bongaon in North 24-Parganas, the state government is planning to engage an international firm that will set up water treatment plants to produce potable water from salt water.

Subrata Mukherjee, minister, state Public Health Engineering department, said: “There is a necessity to take steps to ensure sufficient supply of potable water in areas including Basirhat, Taki, Hingalganj and Bongaon. There is no scarcity of salty water in the area. But they need to be recycled to potable condition so that they can be supplied to the people.”

Lakhs of people will be benefitted as there would be no shortage of water with setting up of the treatment plants. At the same time, the state government has taken initiative to ensure sufficient supply of drinking water in Bankura and Purulia. Water is supplied in half of the Bankura district from the Damodar River.

Initiatives have been taken to ensure supply of safe drinking water in the remaining parts of the district. ADB is funding the project for Bankura district. Quite a similar project has been taken up for Purulia district to ensure that scarcity of potable water becomes a thing of the past in the district. Japan International Cooperation Agency is funding the project in Purulia.

With implementation of the projects, people of the area would not have to face any trouble due to short supply of water.

 

গ্রামীণ এলাকায় জলের কষ্ট মেটাতে উদ্যোগী রাজ্য

উত্তর ২৪ পরগনার বসিরহাট ও বনগাঁ এলাকায় জলের কষ্ট মেটাতে উদ্যোগী হল রাজ্য সরকার।

পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী সুব্রত বাবু বলেন, সুন্দরবন এলাকার পানীয় জল সমস্যা চিরদিনের। সেই সমস্যা দূর করতে পরিকল্পিতভাবে এগোচ্ছে রাজ্য। বসিরহাট এলাকায় বিশেষ প্রকল্প নেওয়া হবে। এখানে জলে ৪০ শতাংশ লবণ রয়েছে। সেই জল শোধন করে মানুষকে দেওয়া হবে। এডিবি আর্থিক সাহায্য করবে। হিঙ্গলগঞ্জ, টাকি, হাসনাবাদ নিজে গিয়েছি, সমস্যা বুঝেছি। একটি বিদেশী সংস্থা এই ধরনের প্রকল্প গড়ে। ওই সংস্থার সাহায্য নেওয়া হবে।

মন্ত্রী বলেন, পুরুলিয়া ও বাঁকুড়ার মত রুখাশুখা এলাকার জন্যও জলপ্রকল্প নেওয়া হচ্ছে। বাঁকুড়ার একটি অংশে জল দিচ্ছে ডিভিসি। বাকি অংশের জন্য এক হাজার কোটি টাকা পাওয়া যাচ্ছে এশিয়ান ডেভেলপমেন্ট ব্যাঙ্ক থেকে। পুরুলিয়ার জন্য সাহায্যের হাত বাড়িয়েছে জাইকা। রাজ্যে ৮৩টি ব্লক আর্সেনিক, ফ্লোরাইড প্রবণ। সেই সমস্যাও মিটিয়ে ফেলা হচ্ছে। কাজ চলছে।

নদীয়া ও উত্তর ২৪ পরগনা জেলার সর্বত্র জলদি পাইপলাইনের কাজ শেষ হয়ে যাবে বলে দাবি করেন তিনি।

State Panchayat and Rural Development minister Subrata Mukherjee on Friday said that the state government had constructed 12,000 km rural roads in the past five years and steps have been taken to ensure that the remaining rural roads are completed in the next five years.

He said, the detailed project report for another 2,000 km rural road had been submitted to the Centre and the Centre is likely to give clearance shortly.

It may be mentioned that the erstwhile Left Front government had constructed only 10,000 km roads in 10 years and in those days, the entire money was given by the Centre under PMGSY. Earlier the Centre used to fund the entire construction cost of rural roads. But now, it is providing funds on a 60-40 basis and it is the responsibility of the states to maintain them.

It may be recalled that after coming to power in 2011, Chief Minister Mamata Banerjee had given priority to setting up rural roads and ensuring that drinking water problem in the rural areas is resolved.

কেন্দ্র বরাদ্দ কমিয়েছে। সরাসরি টাকা দেবে পঞ্চায়েতে। তবুও গ্রামীণ পাকা রাস্তা সংস্কার তো বটেই নির্মাণেও ঢিলেমি দিতে চায় না রাজ্য।

প্রথম পাঁচ বছরে ১২ হাজার কিলোমিটার সড়ক তৈরি করে রেকর্ড করেছে তৃণমূল সরকার। পরবর্তী ধাপে ৮০০ ও ১২০০ কিলোমিটার রাস্তা গড়ার কাজ চলছে। তার ডিপিআর শেষ। যে সব সড়ক ভেঙ্গেচুরে গিয়েছে সেগুলির দিকেও নজর দিচ্ছে পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর।

উল্লেখযোগ্য, বাম আমলে ১০ বছরে মাত্র ১০০০০ কিমি রাস্তা তৈরী হয়েছিল। সেই সময় প্রধানমন্ত্রী গ্রাম সড়ক যোজনার পুরো টাকাটাই দিত কেন্দ্র। কিন্তু এখন কেন্দ্র নিজের বরাদ্দ কমিয়ে দিয়েছে। রাজ্যকে দিতে হয় ৪০% টাকা।

২০১১ সালে ক্ষমতায় আসার পর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অন্যতম ফোকাস ছিল গ্রামীণ রাস্তা উন্নয়ন ও জলের সমস্যা মেটানো।

Adding another feather in its cap Bengal now excels in providing drinking water to the villages as well as in controlling pollution by technical means.

The State Public Health Engineering department has now requested for a package of Rs 10,000 Cr for carrying out a project to provide arsenic and fluoride-free drinking water to all the villages in the State.

Incidentally, Bengal has been the first and only State to start using the mobile app to pinpoint water sources for drinking water and map it with Geo-tag, which was devised by the Central Ministry.

The State PHE department has installed 217 laboratories to constantly check the quality of ground water. Also, all tube wells are being pinpointed by GI mapping. The laboratories have been given smart phones to do the mapping through the mobile app. Incidentally, Bengal also holds the first place in creating the number of laboratories to research on water quality.

 

দূষণমুক্ত পানীয় জল সরবরাহের জন্য সারা দেশে নজির গড়ল বাংলা

বাংলার মুকুটে যোগ হল আরও একটি পালক। গ্রামে গ্রামে পানীয় জল পরীক্ষাগারে প্রযুক্তির ব্যবহার ও দূষণ নিয়ন্ত্রণে এগিয়ে থাকার সুবাদে অন্য রাজ্যের তুলনার এগিয়ে বাংলা।

রাজ্যকে আর্সেনিক ও ফ্লোরাইড দূষণমুক্ত করতে জনস্বাস্থ্য কারিগরি দফতরের প্রতিনিধিরা ১০ কোটি টাকার একটি প্রেজেন্টেশন দেবে।

ঘটনাচক্রে, বাংলাই প্রথম রাজ্য যারা কেন্দ্রের গ্রামীণ জলসরবরাহ মন্ত্রকের তৈরি মোবাইল অ্যাপ ব্যবহার করে। জলের উৎস চিহ্নিত করে তা অ্যাপের মাধ্যমে আপলোড করে দিলে টা আপনাআপনিই অক্ষাংশ ও দ্রাঘিমাংশ এবং ছবি তোলার তারিখ ও সময় সহ জিও ট্যাগ করে নেবে।

রাজ্যের জনস্বাস্থ্য কারিগরি দফতর রাজ্যব্যাপী ২১৭ টি ল্যাবরেটরির মাধ্যমে প্রতিনিয়ত পানীয় জলের গুনমান পরীক্ষা করে চলেছে। এছাড়া প্রতিটি নলকূপকে ভৌগলিকভাবে চিহ্নিত করে তাঁর জি আই এস ম্যাপিং করা হচ্ছে এবং রাজ্যের প্রতিটি ব্লকে সমস্ত নলকূপকে পর্যবেক্ষণের আওতায় আনা হচ্ছে। প্রতিটি ল্যাবরেটরিকে স্মার্ট ফোন দেওয়া হয়েছে সার্ভে করার জন্য। ঘটনাচক্রে, পানীয় জল পরীক্ষাগারের সংখ্যার বিচারেও দেশে প্রথম বাংলা।

The state Public Health Engineering department has decided to install 40 units of water ATMs in different parts of Kolkata. One has already been installed near Ekdalia in South Kolkata.

With an endeavor to provide safe drinking water to all at a bare minimum price, it has been decided to install the same at different parts of the state. But as pilot project it will be first set up in Kolkata and its adjoining areas.

Before, Puja it will come up in two places in Dum Dum, Victoria Memorial Hall, Indian Museum and near Nakhoda Masjid and 40 other places. The locations have been identified based on the footfall.

One just needs to put a Rs 2 coin into the machine and one will get a bottle containing 1 litre of cold safe drinking water. This is the first time when such an initiative has been taken by the state government.

The state PHE department has plans to install 200 such water ATMs across the state and steps to identify the location would take place after the success of the project in Kolkata and its surrounding areas.

Kolkata Municipal Corporation has decided that all deep tube wells will be removed from KMC areas so that there is no threat from arsenic-contaminated water. Instead of deep tube well purified pipe-lined drinking water will be supplied to all the residents in the KMC areas.

Recently, the State Urban Development Minister Firhad Hakim, Power Minister Manish Gupta and Kolkata Mayor Sovan Chatterjee were present during the inauguration of a five lakh gallon underground reservoir and a 11 lakh gallon raised reservoir of Jai Hind Water Project at Mukundapur.

Recently, in one of the biggest water projects ever considered in Kolkata, the KMC plans to link two of its major water pumping stations through a 70-km-long pipeline, creating a ‘water grid’ that will not only end the city’s water woes in five years but also prepare it for the future.

Kolkata Municipal Corporation has submitted the proposal to the State Government. It will cost a Rs 1,400 crore -roughly Rs 20 crore per kilometre of pipeline -but ensure uninterrupted supply of filtered water to every home even in the added areas and protect groundwater from further depletion. The plan is to link Palta waterworks near Barrack pore with the Garden Reach water treatment plant in the south-western part of the city. Once, the integration is complete, KMC will impose a complete ban on withdrawal of groundwater.

In one of the biggest water projects ever considered in Kolkata, the civic body plans to link two of its major water pumping stations through a 70-km-long pipeline, creating a ‘water grid’ that will not only end the city’s water woes in five years but also prepare it for the future.

Kolkata Municipal Corporation has submitted the proposal to the state government to be included in the AMRUT scheme. It will cost a whopping Rs 1,400 crore and ensure uninterrupted supply of filtered water to every home even in the added areas and protect groundwater from further depletion.

The plan is to link Palta waterworks near Barrackpore with the Garden Reach water treatment plant in the south-western part of the city.

Once the link-up happens, KMC can get water from Palta to supply all the ‘dry’ areas.

The new pipeline will run along EM Bypass till Garia and then travel along Tolly’s Nullah to Kudghat, where it will take a left turn to meet MG Road and finally merge with an existing line on James Long Sarani to link up with the Garden Reach network.

An added advantage of running the pipeline along EM Bypass is that the newly built Dhapa water treatment plant will also be connected with both Palta and Garden Reach waterworks.

Mayor Sovan Chatterjee is gung ho about the project and said it will be “really useful” to the city.

Buoyed by the warm response to its pilot project on piping filtered water to some apartment complexes, Kolkata Municipal Corporation has decided to lay a dedicated water pipeline to supply filtered water from the Dhapa plant to all major complexes along EM Bypass.

In the first phase, KMC will lay a 24-inch pipeline along EM Bypass, which will be linked to all major housing complexes. In the second phase, based on applications from the cooperative societies, the civic body will install water meters in these apartments.

Mayor Sovan Chatterjee said that the civic body would definitely supply filtered water to the major housing complexes along the EM Bypass as part of a plan to ban drawing of ground water.

“We need to supply filtered water to the multistoried buildings and housing complexes. This is necessary to save city’s groundwater from being depleted,” he said.

Subrata Mukherjee, Bengal’s minister for panchayat and public health engineering department launched — Pran Dhara — a packaged drinking water which is cheaper than any other bottled water. Bengal’s PHE department is producing the bottled water and will be marketing it through a private agency.

Subrata Mukherjee said that Chief Minister Mamata Banerjee had named the brand and had wanted that PHE should go for commercial production.

The minister said that the bottle will cost Rs 7 for 500 ml and Rs 10 for 1 litre, so it is much cheaper than other packaged water selling companies.

He said that the water will be available at train stations and all stalls. He said that soon pure drinking water of PHE will be available at water kiosks and by paying a coin of Re 1 one can get 1 litre of water.

The government also intends to set up water ATMs across the state, the minister said.

West Bengal Chief Minister Ms Mamata Banerjee today announced the setting up of a garments hub at Garden Reach area. The garment hub will benefit tailors belonging to Maheshtala region and will create employment for 35000 people, CM said.

She was speaking at the inauguration of ‘Jala Sathi’ Water Treatment Plant at Garden Water Works, with 20 MGD out of 50 MGD capacity.

Speaking on the occasion, the Chief Minister also highlighted the importance of water for existence. “Water is a necessity in human life,” she said.

Expressing regret for the fact that even after so many years of independence, people in vast areas of the country still do not get water, WB CM said, “We have started water-supply projects worth thousands of crores in areas like Purulia and Bankura.”

“Only in Kolkata, we have not imposed water tax. We believe everyone must receive water,” she added.
