The State Disaster Management and Civil Defence Department will set up Quick Response Teams (QRT) for each district of the state, including Kolkata. This will ensure better assistance to people during emergency situations.

Each QRT will function under the respective District Disaster Management Authority (DDMA). The main task of the QRTs will be to plunge into immediate action as soon as there is an alert for any natural calamity or emergency situation.

The QRTs will be made up of civil defence volunteers. The number of volunteers in each will depend on the number of sub-divisions in a district. The plan is to appoint 25 volunteers for each sub-division. So, for example, if a district has three sub-divisions, its Quick Response Team will have 75 volunteers.

A disaster management plan has been prepared for the districts, which includes mapping the areas vulnerable to natural calamities like floods, earthquakes, landslides, drought, fires, among others. The district-wise disaster management plan helps in carrying out proactive work, so that losses due to natural calamities are minimised.

The State Government has given a lot of importance for setting up a coordinated system to counter any disaster, be it natural or man-made. Earlier this year, it started a project, Apat Mitra, for providing training to youths in villages so that they can provide support to rescue operations during a disaster.

যে কোনও বিপর্যয়ে একটি মৃত্যুও কাম্য নয়। রাজ্য সরকারের এই উদ্দেশ্যই সফল করতে এবার প্রতি জেলাতে তৈরী করা হচ্ছে ‘জেলা বিপর্যয় ব্যবস্থাপনা কর্তৃপক্ষ’ বা ডিসট্রিক্ট ডিজাস্টার ম্যানেজমেন্ট অথারিটি। পাশাপাশি, সব জেলাতেই তৈরী হচ্ছে ডিএমজির নিজস্ব ‘কুইক রেসপন্স টিম’। কলকাতা পুলিশের আদলে বিপর্যয় মোকাবিলা দপ্তরও এবার বিশেষ প্রশিক্ষিত উদ্ধারকারী দল তৈরী করতে চলেছে। এরা ২৪ ঘণ্টার জন্যই জেলাগুলিতে সতর্ক থাকবে যে কোনও বিপর্যয়ের মোকাবিলা করতে।

প্রতি জেলার ‘কুইক রেসপন্স টিম’ নিয়োগ হবে সেই জেলা থেকেই। এতে ‘কুইক রেসপন্স টিম’এর সেই জেলার ভৌগলিক সুবিধা ও অসুবিধা নিয়ে সম্যক জ্ঞান থাকবে যা উদ্ধারকাজের সময় বাড়তি সাহায্য করবে। প্রতি ডিডিএম-এর মাথায় থাকবে সেই জেলার জেলাশাসক। কলকাতার ক্ষেত্রে জেলাশাসকের জায়গায় থাকবেন পুরসভার কমিশনার।

প্রতি জেলার সাব ডিভিশনগুলিতে ২৫ জন করে ‘কুইক রেসপন্স টিম’-এর কর্মীদের রাখা হবে। প্রতি জেলায় থাকবে ১০০ জন করে ‘কুইক রেসপন্স টিম’-এর প্রশিক্ষিতকর্মী। জেলাশাসক নির্দেশে পরিচালিত হবে এই বাহিনী। নিচের স্তরে বাহিনীকে নির্দেশ দেবে ডিএমজির ফিল্ড লেভেল অফিসাররাই।

আলাদা আলাদা জেলার বিপর্যয়ের প্রকৃতি অনুসারে কি ধরনের প্রস্তুতি রাখা যেতে পারে, সেই সম্পর্কে একটি রূপরেখা তৈরী করবে। পাশাপাশি বিপর্যয়ের সময় করণীয় কর্তব্য সম্পর্কে মানুষকে ধারাবাহিক ভাবে সচেতন করার কাজও করবে।

The State Government has decided to develop a state-of-the-art technology to predict lightning and to alert people at least one-and-a-half-hours ahead of its striking time at a particular location.

Bengal sees around 100 deaths per year due to lightning, and five to six people die on days when there is heavy lightning, according to a senior official at the state secretariat, Nabanna.

As per the planning, a network of eight gadgets will be installed in different parts of the state to collect information. Immediately after the prediction of lightning, the information will reach the central control room of the State Disaster Management Department at Nabanna.

The information will then be relayed to the concerned officials, starting from those in the districts to the top brass at the state secretariat and to the people’s representatives at the grassroots level.

The official gave an example: say, information is received about lightning occurring at a particular place; school children can then be asked to leave a bit early or to stay back to avoid accidents, and farmers can be asked to take shelter.

The entire project is expected to be completed before the monsoon sets in next year. The cost of running the system will be around Rs 45 lakh every year.

It may be mentioned that the State Government has taken several measures to ensure the safety of people during any natural calamity. Moreover, it is ensured that an affected person gets compensation within just seven days.

বাজ পড়ার আগেই সতর্কতা জারির ব্যবস্থা করছে রাজ্য সরকার

বাজ পড়ার আগেই সতর্কবার্তা জারি করার ব্যবস্থা চালু করতে চলেছে পশ্চিমবঙ্গ সরকার। অত্যাধুনিক প্রযুক্তির মাধ্যমে বাজ পড়ার অন্তত এক থেকে দেড় ঘণ্টা আগে নির্দিষ্ট জায়গায় সতর্কতা জারি করতে পারবে সরকার।

এই প্রযুক্তিতে রাজ্যের আটটি জায়গায় গেজেট বসিয়ে তৈরী হবে একটি নেটওয়ার্ক, যা তথ্য সংগ্রহ করবে। বাজ পড়ার পূর্বাভাষের পরেই এই তথ্য পৌঁছবে রাজ্য বিপর্যয় ব্যবস্থাপনা দপ্তরের সেন্ট্রাল কন্ট্রোল রুমে। এরপর এই তথ্য বিভিন্ন স্তরের আধিকারিকদের কাছে পৌঁছে দেওয়া হবে।

এই পদ্ধতিতে বাজ পড়ার পূর্বাভাষ পাওয়া গেলে নানা রকম সুবিধে হতে পারে। যেমন, স্কুলপড়ুয়াদের নির্দিষ্ট সময়ের আগেই ছুটি দিয়ে দেওয়া হবে কিংবা ছুটির পরও সুরক্ষার খাতিরে স্কুলে থাকতে বলা হতে পারে। পাশাপাশি, যে কৃষকরা খোলা আকাশের নীচে কাজ করেন, তাদের নিরাপদ স্থানে সরিয়ে যাওয়া হতে পারে।

পুরো প্রকল্পটি আগামী বছর বর্ষার আগেই শেষ হয়ে যাওয়ার কথা। এই প্রকল্পটির রূপায়ণ করতে খরচ হবে আনুমানিক ৪৫ লক্ষ টাকা।

Elaborate security arrangements by Kolkata police as well as civic authorities were in place on various ghats of Hooghly river to ensure that the immersion of the Durga idols passed peacefully. Officers of the Kolkata Police manned the riverfront to prevent onlookers from getting too close to the river. Special vigil was being maintained from a watch tower near the ghat.

Cranes have been deployed at certain ghats to lift and extricate the remains of idols from the river to avoid pollution. Additional lights have been put up at the immersion ghats and the flowers, levers and metallic weapons were dumped in separate vats to avoid polluting the river.

Other than maintaining law and order during immersion, the teams of river police and disaster management groups patrolled the river. Closed-circuit television cameras were installed at certain ghats, a senior police officer said.

 

Immersion procession

This year the Government is also planning to highlight the immersion processions of various Durga Pujas.  The immersion procession of idols along Red Road on October 14 from 6 PM to 12 midnight will be a major attraction this year.

The Red Road show is being planned so as to allow enthusiasts to view the immersion processions safely. Moreover, those who won’t be pandal hopping on the Puja days, can view the idols at Red Road. Some cultural shows are also being planned at the venue.

 

 

শান্তিপূর্ণভাবে দুর্গা প্রতিমা বিসর্জনের জন্য সবরকম ব্যবস্থা গ্রহণ করেছে রাজ্য সরকার

দুর্গা প্রতিমার বিসর্জন যাতে শান্তিপূর্ণভাবে হয় সেজন্য প্রতিবারের মত এবারও কলকাতা পুলিশ বিশেষ নিরাপত্তা ব্যবস্থার আয়োজন করেছে।

বিশেষ পুলিশ বাহিনী মোতায়েন করা হয়েছে। বিসর্জন দেখার জন্য প্রতিটি ঘাটে সাধারণ মানুষের জন্য একটি নির্দিষ্ট জায়গা তৈরি করা হয়েছে। বিশেষ ওয়াচ টাওয়ারও বসানো হয়েছে এর মাধ্যমে নজর রাখা হবে সমগ্র পদ্ধতির ওপর।

দূষণ প্রতিরোধের জন্য প্রতিটি ঘাটে ক্রেন রাখা হয়েছে। প্রতিমা বিসর্জনের সঙ্গে সঙ্গে মূর্তি ও অন্যান্য জিনিস জল থেকে তুলে নেওয়া হবে ক্রেনের মাধ্যমে। অতিরিক্ত আলো লাগানো হয়েছে। ফুল ও পুজোর অন্যান্য সামগ্রী ফেলার জন্য আলাদা জায়গার ব্যবস্থা করা হয়েছে।

বিসর্জনের সময় আইন-শৃঙ্খলা পরিস্থিতির ওপর নজর রাখার জন্য বিশেষ পুলিশ বাহিনী চারদিকে টহল দেবে। এছাড়া প্রতিটি ঘাটে ক্লোজ সার্কিট ক্যামেরাও বসানো হয়েছে। সবমিলিয়ে কলকাতা পুলিশ ও কলকাতা পুরসভার যৌথ উদ্যোগে

এই বছর সরকার সারা রাজ্য জুড়ে দুর্গা প্রতিমা বিসর্জনের অনুষ্ঠান করার নতুন পরিকল্পনা নিয়েছে। প্রতিমা বিসর্জনের অনুষ্ঠান এমনভাবে আগে কখনো হয়নি।

সরকারি পরিকল্পনা অনুযায়ী, প্রতিমা বিসর্জনের শোভাযাত্রা হবে ১৪ অক্টোবর সন্ধ্যে ৬টা থেকে মধ্যরাত পর্যন্ত। প্রতিমা বিসর্জনের পাশাপাশি পর্যটকদের জন্য রাস্তায় ও ঘাটে পর্যাপ্ত ব্যবস্থা নেওয়া হয়েছে। বেশ কিছু সাংস্কৃতিক শো ও প্রদর্শিত হবে। রাজ্য পর্যটন বিভাগ পুজোর বিভিন্ন মুহূর্তের ছবি রাস্তার দুপাশে গ্যালারির মাধ্যমে প্রদর্শিত হবে।

The state government has provided relief materials to around 1.20 lakh people who are affected due to heavy inundation in four districts in North Bengal.

According to the sources in the state disaster management department, around 20 blocks and areas under three municipalities were affected due to heavy inundation in Cooch Behar, Jalpaiguri, Alipurduar as well as the plain lands in Darjeeling district.

Around 84,000 people were affected in ten blocks in Cooch Behar. The blocks in Cooch Behar where around 7,000 houses were partly and fully damaged include Dinhata, Mekhliganj and Mathabhanga, sources said. The only block in Alipurduar that is affected is Kumargram where around 200 people were affected and to whom the relief of the state government has reached, sources said.

The seven blocks including Mal, Mainaguri and Dhupguri were the worst affected in Jalpaiguri district where the state government has provided relief materials to around 28,000 people. Around 5,627 people in the plain land in Darjeeling district were affected and necessary initiatives have been taken to ensure safety and security of the residents in the area. At present there are around 23,000 people who have been taken to safe places that include relief camps set up by the state government.

It includes around 20,000 people only from Cooch Behar district who were given shelter in 77 rescue camps. 5 and 6 relief camps were set up in Jalpaiguri and Alipurduar districts respectively.

45 boats were deployed in Cooch Behar to rescue the people and cattle. The rescue workers have brought 19,000 cattle in safe places. Around 15 medical teams were deployed in Cooch Behar. Besides distributing food among the affected people, the state government has also distributed around 30,000 water pouches to ensure sufficient supply of safe drinking water.

The state government has distributed around 292.5 quintal rice among people in Jalpaiguri. Tarpaulins were also distributed.

১.২০ লক্ষ বন্যা দুর্গতদের ত্রাণসামগ্রী দিয়েছে রাজ্য সরকার

উত্তরবঙ্গের চার জেলায় বন্যার ফলে ক্ষতিগ্রস্ত প্রায় ১.২০ লক্ষ মানুষকে ত্রাণসামগ্রী দিয়েছে রাজ্য সরকার।

রাজ্য দুর্যোগ মোকাবিলা দপ্তরের সূত্র অনুযায়ী, কোচবিহার, জলপাইগুড়ি, আলিপুরদুয়ার জেলার ৩টি পুরসভার অধীনস্ত ২০ টি ব্লক ক্ষতিগ্রস্ত হয়েছে এই ভারী প্লাবনে, সেইসঙ্গে দার্জিলিঙের সমতল এলাকাও ক্ষতিগ্রস্ত হয়েছে।

কোচবিহার জেলার ১০টি ব্লকে প্রায় ৮৪,০০০ মানুষ ক্ষতিগ্রস্ত হয়েছে। কোচবিহারের যে ব্লকে দিনহাটা, মেখলিগঞ্জ এবং মাথাভাঙ্গা অন্তর্ভুক্ত সেখানে প্রায় ৭০০০ ঘর সম্পূর্ণরূপে ক্ষতিগ্রস্ত হয়েছে। আলিপুরদুয়ারের একমাত্র ব্লক কুমারগ্রামে প্রায় ২০০ মানুষ ক্ষতিগ্রস্ত হয়েছে।  রাজ্য সরকার ইতিমধ্যেই সেখানে ত্রাণ পৌঁছে দিয়েছে।

জলপাইগুড়ি জেলার ম্যাল, ময়নাগুড়ি এবং ধুপগুড়ি সহ সাতটি ব্লকের অবস্থা অত্যন্ত সংকটজনক, সেখানেও রাজ্য সরকারের ত্রাণ সামগ্রী পউছেছে। দার্জিলিং জেলার সমতলে প্রায় ৫,৬২৭ জন মানুষ ক্ষতিগ্রস্ত হয়েছে। এলাকায় বাসিন্দাদের নিরাপত্তা নিশ্চিত করার জন্য সবরকম প্রয়োজনীয় ব্যবস্থা নিয়েছে রাজ্য সরকার। রাজ্য সরকারের তরফে একটি ত্রাণ শিবির তৈরি করা হয়েছে যেখানে প্রায় ২৩,০০০ মানুষ নিরাপদে রয়েছেন।

কোচবিহার জেলার ৭৭টি রেসকিউ ক্যাম্পে ২০,০০০ মানুষকে আশ্রয় দেওয়া হয়েছে। জলপাইগুড়ি ও আলিপুরদুয়ার জেলায় যথাক্রমে ৫ টি ও ৬ টি ত্রাণ শিবির স্থাপন করা হয়েছে।

প্রায় ১৫ টি মেডিকেল টিম কুচবিহার জেলায় মোতায়েন করা হয়েছে। ক্ষতিগ্রস্তদের মধ্যে খাদ্য বিতরণ করা ছাড়াও পর্যাপ্ত ও নিরাপদ পানিয় জল সরবরাহ নিশ্চিত করতে প্রায় ৩০,০০০ জলের  প্যাকেটে বিতরণ করা হয়েছে।

রাজ্য সরকার জলপাইগুড়ি জেলারমানুষের মধ্যে প্রায় ২৯২.৫ কুইন্টাল চাল বিতরণ করা হয়েছে. এছাড়া ত্রিপলও বিতরণ করা হয়েছে।

West Bengal Chief Minister held a meeting with the disaster management committee of the State to review the flood situation in the State. Several officials and ministers of various departments were present in the meeting.

The Chief Minister assigned specific ministers the charge over overseeing relief operations in specific districts. She said that Bengal received excess rainfall this year, over and above the normal. Ruing the fact that no one can control natural calamities, she said the government was taking all precautions in light of the fresh prediction of heavy rainfall in the next 48 hours.

“39 people have died so far in the flood situation due to various reasons like electrocution and snake bites. We have decided to give ex-gratia payment of Rs 4 lakh to families of those have lost their lives due to floods,” she announced during a press briefing after the meeting.

“We will carry out a survey of the damages caused to crops and farmlands. We are requesting the Centre to repair National Highways. PWD Dept will take care of State Highways,” she added.

The government had launched an emergency helpline 1070 yesterday for flood relief operations.

West Bengal Chief Minister Ms Mamata Banerjee today reached Kolkata at 4:30 PM IST. Without wasting any time, she conducted a meeting with the Home Secretary and other senior officials at the airport itself.

The Chief Minister said that 26000 people have been shifted to relief camps so far. “Our priority is to provide relief to stranded people and carry on with rescue operations,” she added.

The government has launched an emergency helpline number. People can call 1070 for any information related to the relief operations.

The department of disaster management will train home guards attached to the police stations to combat disaster, state minister for disaster management Mr Javed Khan said in the Assembly.

Taking part in the Budget discussion, Mr Khan said that home guards will be trained to handle several gadgets, required to combat disaster. Mr Khan said that if any person wants to take disaster management related training, he will be welcome. He said that more than 20 fire stations will be set up in the state.

“The Left Front government had destroyed the infrastructure of this department but the current government has improved it,” he said. He said that the regional civil defense control center in Kolkata will be modernized.

He assured insurance coverage for the volunteers engaged in different disasters. “The department has also targeted procurement of more boats and modern equipment for the purpose of rescue,” he said. A quick response team barrack will be constructed in all districts, he said.

Disaster management in West Bengal is something which is essentially a contribution of the Trinamool Government. This Government has set up a proper system of managing disasters, something which never existed before.

Through doing things like building relief shelters, setting up disaster management teams and keeping them on alert, setting up stores for provisions for requirement during disasters, and other such measures, the State Government has done a lot for disaster preparedness.

Increased spending

The Government of Chief Minister Mamata Banerjee has given a lot of importance to the Department of Disaster Management. If one does a comparison with the Left Front Government, during its last four years, it spent Rs 32,59,73,000, which comes down to Rs 8,14,93,000 per year on an average. Further, if one compares the allocation in 2007-08 and 2010-11 (the last year of Left Front rule), one finds that the allocation remained almost unchanged – Rs 8,20,35,000 and Rs 8,80,87,000.

Now, compare this with the allocations by the Trinamool Government. The total spend during the first four years amounts to Rs 61,27,23,000, almost double the amount spent by the earlier Government during its last four years. That comes to Rs 15,31,81,000 per year on an average. The allocation for 2015-16 has been pegged at Rs 110 crore, an increase of 286% over 2014-15. Therefore, it is clear from these figures the amount of important the Trinamool Government attaches to disaster management.

Increase in unplanned allocation

Besides the planned allocations in the budgets, unplanned allocations for immediate relief has also increased under the present State Government. For example, Food Minister Purnendu Basu announced on April 18, 2015 that the Government would provide relief to the tune of Rs 69 crore to cover the 50,596 hectares of crops destroyed during the nor’wester.

Towards this non-plan allocation for disaster relief during the last four years of the Left Front rule, the spend was 1528,51,38,000, whereas the allocation during the first four years of the Trinamool Government has been Rs 2866,19,81,000, an increase of more than 88%.

Spending by the Department of Disaster Management

In terms of the spending, the department has performed much better under the Trinamool Government. During its last three years, the Left Front Government built 24 shelters; compare this with the number of such shelters built during first three years of the Trinamool Government – 176! Monetary help for disaster-affected people was provided by the Left Front government to the tune of Rs 1463,40,00,000 during its last three years. The Trinamool Government, on the other hand, during its first three years, provided Rs 4495 crore worth monetary relief, more than three times the previous amount.

Further, the Trinamool Government, during its first three years, provided disaster relief ‘kits’ (comprising things like tents, clothes, cooking and eating utensils, and food) to 30,000 people. On the other hand, the Left Front, during its last three years, spent nothing on these heads.

Prepared for the future

For 2015-16, the State Government has spent Rs 649,90,00,000 towards the creation of the National Cyclone Risk Mitigation Project (Phase-2). Currently, the sea-affected districts of North and South 24-Parganas and East Medinipur have been included under this project. A hundred and fifty cyclone shelters would be built. In 2015-16, in the sea-facing blocks of South 24-Parganas district, 25 cyclone shelters would be built at a cost of Rs 95 crore under the Integrated Coastal Zone Management Project.

Therefore, it is clear from these comprehensive data that the Mamata Banerjee Government has attached enormous importance to the aspect of disaster relief in West Bengal. After all, she has always professed to have worked for the people.
