Sir, yeh joh 114 universities jinhone apply kiya hai, including 11 Central universities, 27 institutes of national importance, 27 State universities, 10 private universities, kuch mein education ka background hain, they have a background in education, they have a track record. My question to the Minister is very direct. What is the track record of a university which does not have a Facebook account or even a Twitter account, on what basis, can you just make it very clear to the House, has Jio Institute got a letter selecting it as an Institute of Eminence? Let us make it very clear because it is a very unconvincing argument, even he (HRD Minister) knows it.

My question is; has it (Jio Institute) become a university of eminence? Yes or no, because media reports are telling me something about this being linked to electoral bonds, I don’t want to go there.

Derek O’Brien makes a Point of Order on Special Mentions being rejected

Sir, My Point of Order is regarding Rule 180 (B). Special Mentions. Everybody must get a chance, specially our colleagues in the last row.

My point is, the MPs are representing a State. When they give a Special Mention, they want to bring out something important, which may be related to the State and the Centre. But many of these Special Mentions are being rejected at the level of the under-secretary.

This concerns everyone in the House. Special Mentions are being rejected under Rule 180 (B) (2). This is a serious issue.

After UN, Sudip Bandyopadhyay to visit European countries

With the blessings from Hon’ble Chief Minister Mamata Banerjee, Leader of All India Trinamool Congress Parliamentary Party in Lok Sabha, Sudip Bandyopadhyay will be embarking on a tour to European countries this summer.

The countries that Sudip Bandyopadhyay will be visiting include Belarus, Germany, and Austria. He will be accompanying the Speaker of Lok Sabha. Member of West Bengal Legislative Assembly, Nayana Bandyopadhyay will also be accompanying him.

It may be mentioned that in 2017, Sudip Bandyopadhyay had addressed the United Nations General Assembly, with 193 nations attending the session. He has spoken about how the international community needs to step up its efforts to promote an environment free from sanctions and embargoes.

In the past, Trinamool MPs Abhishek Banerjee, Derek O’Brien and Kakoli Ghosh Dastidar have visited the United Nations on various occasions.

Sir, for those members who have retired and have been re-elected, to them our heartiest congratulations. Those members who are retiring today or in next few days, I think today is their special day. I do not think we need to make this into an eulogy and make it all sound so sad. It has been a wonderful six years, or more than six years, for them. So we wish them good health and happiness.

I think many of the names have already been read out. I felt like reading out all the 43 names – but because of the shortage of time, even if I do not read it out, that is the spirit of this day, Sir.

There are three MPs from Bengal who are retiring today. I would like to specially mention them. Of course, I must mention my colleague Vivek Gupta. Normally at the age of 41, you do not have the word ‘retired’ after you; he became an MP at 35 and he is retired for the moment at 41. Vivek, you have been a wonderful colleague. Thank you for what you have done in the last six years.

There are two other members of Parliament from Bengal who are retiring and I wish them very well. To Kunal Ghosh, who is here, I wish happiness in the future. And one person who has made a great contribution in this House in so many ways is Tapan Sen from CPI(M). I think it would be very appropriate to say that we may be political rivals but we are not political enemies. Tapan Da you have been a wonderful colleague and we will miss you.

And of course, everyone else including the two Deputy Chairmen, K Rahman Khan and Prof Kurien. I think someone said, it is a nice time to retire when people ask why is he or she retiring and not when is she or he retiring. That is the most appropriate question.

I share optimism here, and I join the Leader of the Opposition here, we are not so pessimistic about Parliament. Parliament is a great place to be, some great talents are here. We keep saying Parliament is going down the drain, it is not going down the drain. This is a happy place to be for parliamentary democracy.

So, for all of you who are retiring, join us regularly, for coffee, for toast, for everything else and keep one room. Never pay, let the MPs pay.

Derek O’Brien speaks during a discussion on Women’s Day

Sir, I didn’t give my name to speak because I think men need to speak more on issues concerning women. I agree with what Anu Agha ji said, that this cannot be just one day.

I have two practical suggestions to offer, which goes beyond a speech.

Sir, my party – the All India Trinamool Congress – without any reservation bill, has 34 per cent female MPs. We all want the Bill, but this is a practical way and Mamata Di has shown the way.

Sir, in Bengal, we have the Kanyashree scheme, which has benefitted 47 lakh girls. It’s a tried and tested programme. In this atmosphere of federalism, I suggest that we implement this programme nationally.

Good wishes and good luck to not just women but to all men, to treat women better. There is an old saying that ‘behind every successful man, there is a woman’. This is cliche. Today’s it’s changed. The new saying is, behind every successful man, there is a nationalised bank.

The Hon’ble Chairman of the Rajya sabha gives us enough opportunities to discuss any grievance we have with him. Going with these issues we can always talk to the Chairman in confidence. We do not need to go to any part of the social media to express ourselves. We want to tell you this clearly.

We want Zero hour, we want the Budget Discussion. Please protect us Sir. Oppositions want to speak in Zero hour and in Budget discussion.

Budget discussion and Zero Hours are serious issues. We all are waiting. Yesterday one member was named, we are all waiting to discuss.

Super-flop show; big bluff show. No mechanism to implement announcements.

It is clear that all sections are displeased, disappointed, angry : the unemployed, the farmers, the youth, SC/ST, majority, minority.

People have lost their trust in this government. People have lost their faith. After today’s #Budget, their credibility is now zero.

Bengal gives free treatment and medicines. Our schemes on health, education and the emancipation of girls have already been implemented.

Bengal has already doubled farmer income in 5 years. Now GOI is again talking about doubling farmer income. Will agriculture grow at 12% per annum? They are again bluffing.

বাংলায় স্বাস্থ্যপরিষেবা ও ওষুধ বিনামূল্যে পাওয়া যায়। স্বাস্থ্য, শিক্ষা, নারী ক্ষমতায়নের বিভিন্ন প্রকল্প বাংলায় ইতিমধ্যেই বাস্তবায়িত হয়েছে।

বাংলায় পাঁচ বছরেই কৃষকদের আয় দ্বিগুন হয়েছে। আর কেন্দ্রীয় সরকার এখন কৃষকদের আয় দ্বিগুন করার কথা বলছে। প্রতি বছর কৃষিক্ষেত্রে বৃদ্ধি কি ১২ শতাংশ হারে হবে? আবারও মানুষকে ধোঁকা দেওয়া হচ্ছে।

Trinamool’s Derek O’Brien gives farewell to the Hon Chairman of Rajya Sabha

Mr Chairman Sir, before I share with my colleagues here some of the things they already know, I thought it would be my duty to may be share a few nuggets which many of us in the House do not know about you.

For example, there is somebody who meets you every morning; his name is Akhil Thakur and he is a very important person in your life. He is your yoga teacher, who meets you every morning. Now we know how you are so fit. And as part of your routine you also walk every evening. So that is yoga and walk, so that is why you are still looking 60, when you are close to 70.

My colleagues here would also be surprised if I told them that you have not had lunch for the last 40 years. Because I know from very reliable sources that for the last 40 years all you have eaten for lunch are TWO sandwiches. This must be a world record that is why you are looking so fit.

Did you know that the Hon Chairman of the Rajya Sabha, the Vice president of India, was a number 5 batsman and a very agile wicketkeeper who got the college cap? More on cricket… When you were the Ambassador to Iran, you introduced cricket to the Indian Embassy in Iran and they say Iran is indebted to you because you started popularising cricket there.

Yes Sir, and some of us here are lovers of dogs and you are a wonderful dog lover because you have seven dogs at home. You must tell us the secret as to how. After this ten year journey, you are moving but actually you and the new Vice President are just walking across the road because you are going to 31 APJ Abdul Kalam Road and he is coming across to your place. So after all this, it’s only a ‘going across the road’ Sir.

Sir, but on a more serious note, Ram Gopal ji mentioned one of your biggest achievements in the Rajya Sabha: no Bill in the din. Sir, I end my term in a few days from now and there are many things that I have learnt from you. What you have done for this House, which I think is very meaningful, we need to place this on record.

Sir, the first is extending the time of the Rajya Sabha. The House would run from 11 AM to 5 PM. Congratulations Sir, for getting us all to work one extra hour everyday and extending the time from 5 PM to 6 PM. Secondly, the Zero Hour never had a time limit. It is you who set the time limit to three minutes and that is why fifteen of us can get a chance to express ourselves – or try and express ourselves – everyday.

Sir, something very important, also which you introduced, is that members can not duck a question. Earlier, if it came up in Question Hour and you were not present then the Supplementary Questions would never be asked. But you came up with the move that even if the member ducks the question, the answer is still laid on the table of the House and someone else can answer the supplementaries. Sir, this is the smartest of all your moves here, because now there is no way to duck the question.

Sir, and of course, the most meaningful of them all, you gave a name to the morning meetings which we have at the back and you called it the ‘Tea Club’. So it gives it a feeling of informality, it gives it a feeling of camaraderie, so we can share everything there (does not matter if we say something there and then come and do the other thing).

Sir, in conclusion, I cannot but end saying very proudly that you and many of my colleagues from my party and myself, we all come from the same city. Sir, I know how deeply you love Kolkata and your roots are in Kolkata. You went to St Xavier’s College run by the Jesuits and you know their motto – I went to the School but I did not get into the College. It is Nihil Ultra – Nothing Beyond. That is absolutely beautiful, Sir.

From the Latin to Urdu. I have also noticed that whenever you have a function – a book release, or a farewell or a welcome – you always have the right Urdu couplet to match the occasion. Sir, you quoted:

“Justuju hain zindagi, zokay talaab hain zindagi,
Zindagi kaa raaz lekin durey manzil mein hai”.

Sir, this is what you said was the motto of what guided you and I had it translated for myself. That is wonderful, Sir.

Sir, two more things to say before I go. One is, we know you will be living in Delhi. Please come back home, come back to Kolkata for holidays or even longer periods of time.

Sir, at moments like these, there is lot of sadness, melancholy and nostalgia. But in all this, Sir, you have never lost your sense of humour. I remember what you told us in one of your tea meetings and I thought self-deprecating humour is a great trait. We asked you, Sir, how was the 10 years from the time you were 70 to 80. You told us, that this is the best ‘pension package’ that anyone could ever get. So, you are a great pensioner and I am using your humour to tell everyone else that you must be an inspiration to all pensioners in this land.

Sir, thank you very much for inspiring so many of us and especially the newer ones like me and so many who have come here.

Trinamool’s Derek O’Brien raises a Point of Order about different designs of Rs 500 notes

My Point of Order is that Mr Kapil Sibal has raised a serious issue (of different designs of Rs 500 notes). Give us a chance, look at the (currency) notes. The Finance Minister is here. Even if Rule 267 is not allowed, any point can be raised under Rule 258.

For the last three weeks, we are giving Notices to discuss the ill-effects of demonetisation & hasty rollout of GST. Even today it has not been listed. We have given the Notice. As per Rule 29, we have raised this issue before. The Government is not serious about allowing a discussion on the ill-effects of demonetisation and hasty rollout of GST.

Mr Sibal has raised a point of order on post demonetisation and GST. This is a serious issue.

 

Trinamool’s Derek O’Brien speaks regarding the adverse effects of interest rate cut by SBI

Sir, I am glad that the Finance Minister and Leader of the House is here; maybe he will give us an explanation.

The SBI reduced rates on savings in bank accounts, holding a balance of less than Rs 1 crore, by 0.5%. Sir, more than 90% of bank accounts in India are people who have less than Rs 1 crore. Sir, SBI, in their explanation, have said, that after demonetisation there was a huge inflow of funds; about 50,000 bank accounts were being opened every day, and about Rs 1.5 lakh crore was moved into the system. But there were no borrowers in the system because after demonetisation economic activity was low. This is the SBI’s view.

Sir, what impact has this had? Sir, the first impact, the obvious impact, is that small depositors, especially senior citizens, pensioners are all affected. When they are affected, what would they do as alternative? This is a sure fire way of opening up and encouraging chit funds. Everyone talks about chit funds but no one talks about Pearl Chit Fund.

Let us have an investigation on how many people were investigated in Pearl Chit Fund and which Government and which people were involved. What action was happening outside North Block in Delhi and in Punjab? It is very convenient to talk about Odisha and Bengal when it comes to chit funds. Sir, through you I want to caution the Government that this decision will also increase the infiltration of chit funds.

And worse still, the commercial banks also going to be affected. Sir, the rate for the fixed deposits in early 2014 was 10%. I was talking to some senior relatives of mine, they were getting 10%, 9% till a few years ago. Now that is down to less than 6%.

Sir, post demonetisation, 1.5 million jobs have been lost. Sir, now even the NITI Ayog Vice Chairman has suddenly resigned; we wish him luck in his new assignment. No matter what the Government tries to say, he has resigned after three years. Sir, these are the big issues post GST and demonetisation.

The Opposition parties have been trying to discuss these issues. NPAs worth Rs 7 lakh crore have still not been recovered and you are hurting the poor people. Sir, we need a discussion on this; the Government is running away from a discussion. For three weeks we have given notices, Sir, please look into this, take this up and let us discuss it.
