The Bengal Government will soon start providing more facilities to the tea garden workers, who have been facing a lot of hardship because of the forced closure of the tea gardens till a few months back.

The situation has been improving steadily, and now the government has decided to extend further help in the form of opening a health centre, a modified ration shop (MR shop), which is essentially a fair-price shop, and a labour office in each tea garden.

The three will be housed in a three-storey building, for constructing which the State Government will give Rs 8.77 lakh to each tea garden. Foodgrains which could not be distributed due to the 104-day closure of the gardens would be distributed at the earliest.

The government will also construct four warehouses to stock foodgrains in Darjeeling, Kurseong, Mirik and Kalimpong. In case foodgrains fail to arrive from the plains during emergencies like natural calamities, the public distribution system (PDS) will continue to operate with the help of the existing stock in these four storages.

Over the last year or so, following the special initiative of Chief Minister Mamata Banerjee, the State Government has provided a lot of help to the tea garden workers, including providing foodgrains at special prices, lesser than the normal prices at ration shops under the public distribution system (PDS).

চা বাগান কর্মীদের জন্য একগুচ্ছ উদ্যোগ রাজ্যের

রাজ্যের চা বাগান কর্মীদের জন্য একগুচ্ছ নতুন উদ্যোগ নিতে চলেছে রাজ্য সরকার। চা বাগান বন্ধ থাকার দরুন কর্মীদের যে সমস্যা হয়েছে তারই নিরসন করতে উদ্যোগী সরকার।

গত কয়েক মাসে কিছুটা হলেও অবস্থার উন্নতি হয়েছে এই বাগানগুলিতে। এদের আরও সাহায্য করতে রাজ্য সরকার সিদ্ধান্ত নিয়েছে বাগানগুলিতে একটি করে স্বাস্থ্যকেন্দ্র, রেশনের দোকান, এবং লেবার অফিস খোলার।

এই তিনটি কেন্দ্রই খোলা হবে একটি ভবনে। এই ভবন নির্মাণের জন্য রাজ্য সরকার ৮.৭৭ লক্ষ টাকা করে দেবে প্রত্যেকটি চা বাগানকে।

অতি শীঘ্রই খাদ্যশস্যও বিতরণ করা হবে কর্মীদের মধ্যে। দার্জিলিং, কার্শিয়ং, মিরিক ও কালিম্পঙে খাদ্যশস্য যোগানের জন্য ৪টি গুদামও তৈরী করবে রাজ্য।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় চা বাগান কর্মীদের দুটাকা কেজি চাল দেওয়া হয় খাদ্য দপ্তরের তরফে।

The Bengal Government would start the construction of a batch of small hydroelectric power stations in the Hills region.

The one at Ragnu in Darjeeling district, worth 6 megawatt (MW) has already been approved and work is in progress. Surveys are going on for setting up others in Rimbik, Nagrakata, Mirik and other places.

Hydroelectric power stations are much less pollution, hence the decision for setting up these in an ecologically sensitive region like the Darjeeling district has been taken.

Currently, 1076 MW of electricity is produced in Bengal using the hydroelectric method.

পাহাড়ে জলবিদ্যুৎ কেন্দ্র তৈরির কাজে ঝাঁপাচ্ছে রাজ্য

পাহাড়ে নতুন করে একগুচ্ছ নয়া জলবিদ্যুৎ কেন্দ্র তৈরির কাজ করতে চায় রাজ্য বিদ্যুৎ বণ্টন কোম্পানি। সেই মতো রিম্বিক, নাগরাকাটা, মিরিক সহ একাধিক জায়গায় সমীক্ষার কাজ ইতিমধ্যেই শুরু হয়ে গিয়েছে। দার্জিলিং জেলার রগনুতে ছ’মেগাওয়াটের আরও একটি জলবিদ্যুৎ কেন্দ্র তৈরির পরিকল্পনা চলছে। সমীক্ষার জন্য গত মাসের শেষের দিকে টেন্ডার ডাকা হয়েছে।

বর্তমানে রাজ্যে জলবিদ্যুৎ ক্ষেত্র থেকে ১০৭৬ মেগাওয়াট বিদ্যুৎ তৈরি হয়। তার মধ্যে ৯০০ মেগাওয়াটের পুরুলিয়া পাম্প স্টোরেজ প্রকল্পও রয়েছে। বাকিগুলি হল, তিস্তা ক্যানাল প্রকল্প (৬৭.৫ মেগাওয়াট), রাম্মাম প্রকল্প (৫১ ,মেগাওয়াট), জলঢাকা প্রকল্প (৪৪ মেগাওয়াট) সহ অন্যান্য কেন্দ্র। রাজ্য চাইছে দার্জিলিংয়ে ছোট (কমবেশি ৫ মেগাওয়াট) জলবিদ্যুৎ কেন্দ্র তৈরি করতে।

জলবিদ্যুতের ক্ষেত্রে দূষণের সমস্যা কম থাকে। তার ওপর এইসব কেন্দ্র তৈরি হয়ে যাওয়ার পর বিদ্যুৎ উৎপাদনের খরচ তুলনামুলকভাবে অনেক কম হয়। পাহাড়ে জলবিদ্যুতের পাশাপাশি পুরুলিয়ায় তুর্গা পাম্প স্টোরেজ প্রকল্প (১০০ মেগাওয়াট) রুপায়ন করার সিদ্ধান্ত হয়েছে।

তাপবিদ্যুতের পাশাপাশি এবার অচিরাচরিত শক্তির উৎস থেকে বিদ্যুৎ উৎপাদনের পরিমাণ বৃদ্ধিতে জোর দেওয়া হয়েছে। অচিরাচরিত শক্তির ক্ষেত্রে সৌরবিদ্যুৎ, জলবিদ্যুৎ, বায়োমাসসহ অন্যান্য উৎস রয়েছে। তাঁর মধ্যে পাখির চোখ করা হচ্ছে সৌরবিদ্যুৎ ও জলবিদ্যুৎকেই।

The youth hostels of the Bengal Government are being renovated by the Youth Affairs and Sports Department. Among the services to be introduced after the renovation is online booking facility for the hostels.

Eighteen housing facilities are being renovated. These facilities have been constructed in Kolkata and in the districts of North and South 24 Parganas, Howrah, Purba Bardhaman, Purba and Paschim Medinipur, Birbhum, Bankura, Purulia, Murshidabad, Alipurduar and Darjeeling.

Twenty-one more youth housing facilities are being constructed at various tourist spots of the state.

যুব আবাসগুলিতে অনলাইন পরিষেবা চালু করল রাজ্য সরকার

মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় পশ্চিমবঙ্গ যুব কল্যাণ ও ক্রীড়া দপ্তর যুব আবাস কেন্দ্রগুলির পুনঃসংস্কার হচ্ছে। নবরূপে সজ্জিত চালু যুব আবাসের অনলাইন বুকিং পরিষেবা চালু করছে রাজ্য সরকার।

নবরূপে ১৮ টি যুব আবাস তৈরি হয়েছে। কলকাতা, উত্তর ২৪ পরগণা, দক্ষিণ ২৪ পরগণা, হাওড়া, পূর্ব মেদিনীপুর, পশ্চিম মেদিনীপুর, বীরভূম, বাঁকুড়া, পুরুলিয়া, মুর্শিদাবাদ, আলিপুরদুয়ার ও দার্জিলিং সহ আরও বিভিন্ন জায়গায় তৈরি হয়েছে এই যুব আবাসগুলি।

এছাড়াও পশ্চিমবঙ্গের অন্যান্য পর্যটন কেন্দ্রে ও আরও ২১ টি নতুন যুব আবাস তৈরির কাজ শেষের পথে।

The Bengal Safari Park on the outskirts of Siliguri has now become home to a pair of two Asiatic Himalayan black bears, named Jennifer and Dhruv.

The bears were brought from Darjeeling. One of them is eight years old while the other is 17.

At present, both the bears are caged. Their diet has been enriched with the necessary nutrients and many fans have also been installed to ensure that their surroundings maintain a cool room temperature.

It is being expected that the bear safari would commence at the park from this year itself. The bears will be released into the forests after caring for them in the cage for a few days.

বেঙ্গল সাফারি পার্কে আনা হচ্ছে দু’টি ভাল্লুকও

শীত ও বড়দিনের মরসুমে কচিকাঁচা থেকে বড়দের ‘বেঙ্গল সাফারি পার্কে’র আকর্ষণ বাড়াতে, দু’জন অতিথি পাহাড় থেকে আসছেন সমতলে। ওরা দুটি কালো ভালুক বা হিমালয়ান ব্ল্যাক বিয়ার।

দার্জিলিঙের পদ্মজা নাইডু হিমালয়ান জুলজিক্যাল পার্ক থেকে দু’টি ভাল্লুক আসতে চলেছে। স্বাভাবিক জঙ্গলে তাদের থাকার প্রস্তুতিও শেষ। বাসিন্দাদের দেখানোর পরিকাঠামোও তৈরি। শুধু আসার পর আরও দিন ৭ নতুন পরিবেশের সঙ্গে খাপ খাইয়ে ছেড়ে দেওয়া হবে পার্কে।

সেই সঙ্গে নতুন বছরের শুরুতেই পার্কে জুড়বে আরেকটি সাফারি-লেপার্ড সাফারি। এখন পার্কে বিভিন্ন পশু পাখির সঙ্গে রয়াল বেঙ্গল টাইগারের দর্শন বা হাতির পিঠে চড়ে জঙ্গলে ঘোরার আনন্দ তো রয়েছেই। রবিবার, সকাল থেকে মেঘলা আকাশ, ঠান্ডা হাওযায় শীতের আমেজের মধ্যে পার্কে ভিড় উপচে পড়ে।

২০১৬ সালের জানুয়ারি মাসে ২৯৭ হেক্টর স্বাভাবিক জঙ্গল ঘিরে তৈরি বেঙ্গল সাফারির উদ্বোধন করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। প্রথমে হরিণ, সম্বর, গন্ডার, ময়ূর-সহ বিভিন্ন ধরনের পশুপাখিদের আনা হন। তার পরে তৈরি হয় কুমির ও ঘড়িয়ালদের জলাশয়। কলকাতা চিড়িয়াখানা থেকে আনা হয়, দুই রয়্যাল বেঙ্গল টাইগারকে।

পুজোর আগেই ডুয়ার্স থেকে দুটি হাতি এনে চালু হয়ে গিয়েছে হাতি সাফারিও। এসেছে সাদা ময়ূর, জঙ্গলক্যাট, বুনো শুয়োর-সহ নানা জন্তু। পার্কের আধিকারিকেরা জানান, এর পরে ভালুকের সাফারি চালু হবে বলে ঠিক হয়। মাস দু’য়েক আগেই পরিকাঠামো তৈরিও হয়ে যায়।
নীচে এসে বুনো দু’টির মানিয়ে নিতে সমস্যা হবে না। পরবর্তীতে সংখ্যাটা ৬টি করে বাড়ানো হবে।

The Bengal Government has decided to put into service 300 new buses, including electric buses, from December 1.

The service will start in phases. Both AC and non-AC buses are among the 300. The buses will be operated by all the three government-run transport companies – West Bengal Transport Corporation, North Bengal State Transport Corporation and South Bengal State Transport Corporation.

In the first phase, electric buses in Rajarhat and New Town and 156 other buses – on 156 routes, in both rural and urban areas – will start operating.

Among the 156 routes are eight new routes formulated by the Transport Department between Darjeeling and Mirik. This would give a major push to the transport infrastructure in the Hills region. These routes have been created considering the demand and needs of people residing there, according to the State Transport Minister.

Another initiative is to run mini buses on the Bardhaman- Durgapur-Asansol route. Other routes have been conceived taking into consideration connecting tourist spots of the state, among them being Motijheel, Hazarduari and Darjeeling.

 

৩০০টি নতুন বাস চালাবে রাজ্য সরকার

আগামী পয়লা ডিসেম্বর থেকে নতুন ৩০০টি বাস চালানোর সিদ্ধান্ত নিয়েছে রাজ্য সরকার। এর মধ্যে থাকবে এসি, নন এসি, ইলেকট্রিক বাসও।এই পরিষেবা পর্যায়ক্রমে চালু হবে।

রাজ্য সরকারের তিনটি পরিবহণ সংস্থা – পশ্চিমবঙ্গ পরিবহণ নিগম, উত্তরবঙ্গ রাষ্ট্রীয় পরিবহণ সংস্থা ও দক্ষিণবঙ্গ রাষ্ট্রীয় পরিবহণ সংস্থা – এই বাসগুলি চালাবে।

প্রথম পর্যায়ে রাজারহাট ও নিউটাউনে ইলেকট্রিক বাস পরিষেবা চালু হবে। সাথে শহরাঞ্চল ও গ্রামবাংলার ১৫৬ টি রুটে আরও ১৫৬ টি বাস চলবে।

এই ১৫৬ টি নতুন রুটে রয়েছে দার্জিলিং ও মিরিক-এর ৮ টি রুট যার ফলে পাহাড়ে পরিবহণ ব্যবস্থা উন্নত হবে। এই রুটগুলি ওখানকার স্থানীয় মানুষদের কথা মাথায় রেখে তৈরি করা হয়েছে। পাশাপাশি বর্ধমান-দুর্গাপুর-আসানসোল রুটে মিনি বাস চালানোর উদ্যোগ নেওয়া হয়েছে।অন্য রুটগুলি তৈরি করা হয়েছে রাজ্যের পর্যটন কেন্দ্রগুলির কথা মাথায় রেখে।

Bengal CM Mamata Banerjee today held an all-party meeting with Hill parties at Nabanna. Addressing the media after the meeting, she said it was constructive and positive. The next meeting will be held at Pintail Village (in Darjeeling district) on 21 November at 4 PM.

Excerpts of her statement:

We all want peace and normalcy to be restored in Darjeeling. We are working towards finding a permanent solution. Darjeeling is an inseparable part of Bengal.

The Centre unilaterally decided to withdraw central forces from Darjeeling, without even informing the State. We were not consulted. This is unfortunate and shocking.

There were 11 companies in Darjeeling earlier; after the order of honourable Calcutta High Court, they sent 4 more. Out of these, 7 companies are being withdrawn. This is a violation of court’s order. This decision is bad both politically as well as administratively. We must extend all cooperation to the people of the Hills.

BJP is stoking tension in Darjeeling. Does the Centre not want normalcy to be restored in the Hills? One leader of the BJP went to Darjeeling and then came this decision. I think this decision was taken based on BJP’s party report. This was a political decision of BJP, not an administrative decision of the Centre. This is political game plan, a conspiracy to divide Bengal.

Few neighbouring countries and states, some insurgent groups from the North Eastern States are aiding these people in inciting violence in Darjeeling. We have all the evidence. We lost one of our officers of the Bengal Police; the BJP did not offer any condolence.

I have written to the Prime Minister and the Home Minister on this issue. I hope justice will be done. The number of central forces deployed in Bengal is much lesser than other States:

Jammu & Kashmir: 402 companies
Chhatisgarh: 252 companies
Jharkhand: 144 companies
NE States: 120 (excluding Army)
Delhi: 50 companies
Odisha: 84 companies
Bihar: 48 companies
Bengal: 15 coils of which 7 are withdrawn

Why is Bengal being discriminated against? Just because we speak against the BJP? How many central forces were given to Haryana during the violence by Gurmeet Ram Rahim supporters? Is it not the duty of the Centre to provide forces when States seek them?

This is an insult to Bengal. This is an insult to the people of the Hills. They want justice. They want peace. They want unity. They want integrity.

 

 

বাংলা ভাগের চক্রান্ত করছে বিজেপি: মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়

 

আজ পাহাড়ের সব দলগুলি নিয়ে বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৈঠকের পর সাংবাদিকদের মুখোমুখি হয়ে মুখ্যমন্ত্রী জানান আজকের বৈঠক ইতিবাচক ও গঠনমূলক হয়েছে। পরবর্তী বৈঠক ২১ নভেম্বর বিকেল ৪ টেয় দার্জিলিং জেলার পিনটেল ভিলেজে হবে।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

অশান্তি নয় আমরা দাজিলিং এর উন্নয়ন শান্তি চাই। এই সমাধান করার চেষ্টা করছি এবং আমরাই এর সমাধান করব । দার্জিলিং বাংলার অবিচ্ছেদ্য অংশ।

কেন্দ্রীয় সরকার রাজ্যকে না জানিয়ে কেন্দ্রীয় বাহিনী তুলে নিয়েছে, আমরা এই ঘটনায় হতবাক, এটা অপ্রত্যাশিত । রাজ্যের সঙ্গে কোনও রকম আলোচনা করেনি। আমরা এই ঘটনায় আমরা খুশি নই, এটা দুর্ভাগ্যজনক।

দার্জিলিঙে আগে ১১ টি বাহিনী ছিল; কোর্ট নির্দেশ দেওয়ার পর সব মিলিয়ে মোট ১৫ টি বাহিনী দিয়েছিল কেন্দ্র। তাঁর মধ্যে ৭ টি বাহিনী প্রত্যাহার করে নিয়েছে। রাজনৈতিক ও প্রশাসনিকভাবে এটা খারাপ সিদ্ধান্ত। এর মাধ্যমে আদালতের অবমাননা করা হয়েছে। আমাদের উচিত পাহাড়বাসীর সাথে সহযোগিতা করা।

বারবার বিজেপি দার্জিলিঙে অশান্তি ছড়াচ্ছে। কেন্দ্র কি চায় না দার্জিলিং এ শান্তি ফিরে আসুক? আমার মনে হয় এটা বিজেপির দলীয় সিদ্ধান্ত, সরকারি সিদ্ধান্ত নয়। আমরা এই সিদ্ধান্ত মানব না। এটা পলিটিকাল গেম প্ল্যান , বাংলাকে ভাগ করার চক্রান্ত।

বিজেপি-র এক নেতা দার্জিলিং গেলেন আর তারপরে সেখানে কি কি হল সবাই দেখেছেন। ওখানে কিছু প্রতিবেশি দেশ ও রাজ্য থেকে মদত দেওয়া হচ্ছে। উত্তর-পূর্ব ভারতের কিছু বিচ্ছিন্নতাবাদী সংগঠন মদত দিচ্ছে, অস্ত্র সরবরাহ করছে। আমাদের কাছে সমস্ত তথ্যপ্রমাণ আছে।

আমরা আমদের মাথা নত দেব না। আমাদের অফিসার মারা গেছেন ওরা কোনও সমবেদনা জানায় নি। আমি প্রধানমন্ত্রী ও স্বরাষ্ট্রমন্ত্রীকে চিঠি দিয়েছি, ব্যাপারটি গুরুত্ব দিয়ে দেখার জন্য আবেদন জানিয়েছি। আশা করি আমরা সঠিক বিচার পাব।

অন্যান্য রাজ্যের তুলনায় পশ্চিমবঙ্গে কেন্দ্রীয় বাহিনীর সংখ্যা অনেক কম:
জম্মু ও কাশ্মীর – ৪০২ কোম্পানি

ঝাড়খণ্ড – ১৪৪ কোম্পানি
উত্তর পূর্ব ভারত – ১২০ কোম্পানি (অতিরিক্ত সেনা বাহিনী)
দিল্লি – ৫০ কোম্পানি
ওড়িশা – ৮৪ কোম্পানি
বিহার – ৪৮ কোম্পানি
বাংলা – ১৫ কোম্পানি (৭ টি প্রত্যাহার করা হয়েছে)

বাংলার প্রতি কেন এই বঞ্চনা? অন্য রাজ্য থেকে থেকে কেন কেন্দ্রীয় বাহিনী প্রত্যাহার করা হচ্ছে না? রাজ্যের সাহায্য দরকার হলে তাকে সাহায্য করা কি কেন্দ্রীয় সরকারের কর্তব্য নয়?

রাম রহিমের সময় হরিয়ানাকে কত কোম্পানি দিয়েছিলি? যেহেতু বাংলা বিজেপির বিরুদ্ধে কথা বলে তাই এত বঞ্চনা? এটা বাংলার বড় অপমান, বাংলার পাহাড়ের মানুষের অপমান। পাহাড়ের মানুষ ন্যায় চায়, শান্তি চায়, একতা চায়।

The Bengal Government has allotted Rs 500 crore for the development of the Darjeeling and Kalimpong region.

After the 104-day strike in the Hills, this is a huge relief for the people of the region. All developmental work had been suspended due to the strike. Life in general had been crippled. The Darjeeling and Kalimpong district administrations had sent reports about the destruction of government property. Now things have started looking up.

The State Government has decided to start again all types of public like opening of ration shops, supply of drinking water, repair of roads and bridges, restoration of electricity services, etc. Rs 500 crore has been allotted for these activities, which is going to be released in phases. Activities under the 100 Days’ Work Scheme (MGNREGA Scheme) are being re-started.

The Hills region is an integral part of Bengal and the State Government would do everything possible to bring the situation back to normal.

পাহাড়ে উন্নয়নের জন্য রাজ্য সরকারের বরাদ্দ ৫০০ কোটি

পাহাড়ে ১০৪ দিন বন্ধ থাকায় সেখানকার অর্থনীতি একেবারে ভেঙে পড়েছিল। সমস্ত রকম নাগরিক পরিষেবা বন্ধ থাকায় জনজীবন বিপর্যস্ত হয়ে পড়েছিল। অনেক সম্পত্তি ধ্বংস হয়ে গিয়েছে।

রাজ্য সরকার সিদ্ধান্ত নিয়েছে, অবিলম্বে নাগরিক পরিষেবা স্বাভাবিক করার কাজ যেমন – পানীয় জল সরবরাহ, রেশন দোকান খোলা, রাস্তা মেরামত, সেতু রক্ষণাবেক্ষণ, বিদ্যুৎ সরবরাহ প্রভৃতির কাজ শুরু হবে। ফের শুরু করা হবে ১০০ দিনের কাজ। এই কাজের মাধ্যমে পাহাড়ের গরিব মানুষ কাজ পাবেন। তাদের আয় হবে।

পাহাড়ের হাল ফেরানোর জন্য ৫০০ কোটি টাকা দেওয়ার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। এই টাকা ক্ষেপে ক্ষেপে দেওয়া হবে। প্রতিটি কাজের পর ইউটিলাইজেশন সার্টিফিকেটও (ইউ সি) চাওয়া হয়েছে।

জেলা প্রশাসন থেকে রিপোর্ট পাঠিয়ে বলা হয়েছে, পাহাড় স্বাভাবিক হয়ে উঠছে। পর্যটকরা যেতে শুরু করেছেন। দপ্তরে সরকারি কর্মচারীরা ফিরে এসেছেন। নাগরিক পরিষেবার কাজ স্বাভাবিক করার জন্য জিটিএ কে বলা হয়েছে। তার জন্য প্রয়োজনীয় টাকা স্বরাষ্ট্র দপ্তরের অধীনে পার্বত্য বিষয়ক দপ্তরের তহবিল থেকে দেওয়া হবে।

Bengal Chief Minister Mamata Banerjee today chaired an All-Party meeting regarding the ongoing impasse in the Hills. Terming the meeting as positive, she said the next meeting will be held on October 16. She added that the issue of tripartite meeting will be discussed in that meeting.

The CM said she wanted a permanent solution to the ongoing impasse. “We will immediately restore the public distribution system. We want the bandh to be withdrawn fully and normalcy to be restored as soon as possible. The process of dialogue will continue,” she said.

The CM announced that the Government has decided to call the owners of tea gardens immediately for a meeting to discuss pending wages, bonus for puja etc. for the workers. A GoM (Group of Ministers) will be formed for this purpose.

Mamata Banerjee further said, “Every citizen has a democratic right and prerogative to protest. We want peace and normalcy to be restored. Binay Tamang (representing GJM) had raised the demand for compensation for those who were killed (during agitation). We have agreed to that. They also demanded a high-level investigation for the police firing (during agitation). We have accepted that also.”

She maintained that the Hills are a part of Bengal and the State Government wants the well-being of the people of the Hills.

আজ উত্তরকন্যায় পাহাড়ের সমস্যা নিয়ে সর্বদলীয় বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

বৈঠকের পর সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী। তিনি জানান, আজকের বৈঠক ভালো হয়েছে। পরবর্তী বৈঠক হবে ১৬ অক্টোবর। তাঁর মতে এখনই ত্রিপাক্ষিক বৈঠক সম্ভব নয়। আগামী ১৬ অক্টোবরের বৈঠকে এই নিয়ে আলোচনা হবে। চা বাগানের কর্মীরা যাতে বেতন ও পুজোর বোনাস পান তাঁর জন্য একটি মন্ত্রীগোষ্ঠী তৈরি করা হবে। শীঘ্রই এই মন্ত্রীগোষ্ঠী চা বাগানের মালিকদের সাথে বৈঠক করবেন।

মুখ্যমন্ত্রী আরও বলেন, “প্রতিবাদ করা মানুষের গণতান্ত্রিক অধিকার। আমরা চাই শান্তি ফিরুক। অশান্তির সময় যারা নিহত বা আহত হন তাদের জন্য ক্ষতিপূরণের দাবি করেছেন বিনয় তামাং। আমরা রাজি হয়েছি। বনধ চলাকালীন পুলিশের গুলি চালানোর জন্য উচ্চ পর্যায়ের তদন্তের দাবি জানিয়েছেন ওনারা। আমরা উচ্চ পর্যায়ের তদন্ত করব”।

মুখ্যমন্ত্রী আবারও বলেন, “আমরা চাই বনধ তুলে নেওয়া হোক, পাহাড়ে স্বাভাবিক পরিস্থিতি ফিরে আসুক। যত তাড়াতাড়ি সম্ভব শিল্প, পর্যটন, পরিবহন সব কিছু স্বাভাবিক হোক। আলোচনা প্রক্রিয়া চলবে। পাহাড় বাংলার অংশ। আমরা চাই পাহাড়ের ভাই বোন ভালো থাকুক, শান্তিতে থাকুক। আমরা চাই দ্রুত সমস্যার সমাধান হোক”।

Bengal Chief Minister Mamata Banerjee today held a meeting with political parties from the Hills to end the ongoing impasse in the Darjeeling Hills and restore normalcy in the region.

Four major political parties (GJM, JAP, GNLF and TMC) were present at the meeting.

 

Here is what the Chief Minister said after the meeting:

Today’s meeting was positive and cordial. A dialogue process has been initiated to restore normalcy in the Hills and bring back peace in the region.

Dialogue is a continuous process. Regular interaction will continue. We will meet again on September 12 in Uttarkanya at 3 PM.

We are all in favour of restoring peace and normalcy in the Hills. We requested them (the Hill parties) to withdraw the bandh, as common people are suffering. Tea, tourism, transport sectors have been hampered.

Let them take their time. They have their own political considerations. Government is bound by its constitutional mandate. But the process of dialogue should continue.

We thank the representatives of all the Hill parties who were present today. We want peace and progress in the Hills.

 

 

পাহাড়ের স্বাভাবিক পরিস্থিতি ফিরিয়ে আনতে আলোচনা প্রক্রিয়া চলবে: মমতা বন্দ্যোপাধ্যায়

 

পাহাড়ে শান্তি শৃঙ্খলা ফিরিয়ে আনার জন্য বিভিন্ন রাজনৈতিক দলগুলির প্রতিনিধিদের সঙ্গে আজ নবান্নে বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

পাহাড়ের ৪ টি বড় রাজনৈতিক দল (GJM, JAP, GNLF and TMC) আজকের এই বৈঠকে উপস্থিত ছিল।

 

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

আজকের এই বৈঠক ইতিবাচক হয়েছে। আজকের এই বৈঠকের মাধ্যমে একটি আলোচনা প্রক্রিয়া শুরু হয়েছে। পাহাড়ের সমস্যার সমাধান করতে এবং স্বাভাবিক পরিস্থিতি ফিরিয়ে আনতে আজকের এই বৈঠক।

এখন থেকে নিয়মিত আলোচনা হবে। আগামী ১২ সেপ্টেম্বর বেলা ৩ টেয় উত্তরকন্যায় বৈঠক হবে।

আমারা চাই পাহাড়ে শান্তি ফিরে আসুক, সমস্যার সমাধান হোক। বনধ তুলে নেওয়ার জন্য আমরা ওদের (পাহাড়ের দলগুলিকে) অনুরোধ করেছি। চা বাগান বন্ধ হয়ে গেছে; পর্যটন, পরিবহণ সব কিছুর ক্ষতি হচ্ছে।

পাহাড় নিয়ে আলোচনা শুরু হল, বৈঠক হয়েছে মানেই আলোচনার পথ এগিয়েছে। এবার ওদের (পাহাড়ের দলগুলি) নিজেদের আলোচনা করতে দিন, ওদের কিছু সেট আপ রয়েছে। তবে নিয়মিত আলোচনা হবে।

পাহাড়ের সব রাজনৈতিক দলের প্রতিনিধিদের আমার ধন্যবাদ। পাহাড়ের ভাই-বোন ভালো থাকুক, শান্তিতে থাকুক। পাহাড়ের উন্নয়ন হোক।

Chief Minister Mamata Banerjee today held a press conference at the State secretariat, Nabanna, to announce that the president of the central committee of the Gorkha National Liberation Front (GNLF) has written to the Bengal Government, asking for a “high-level intervention to end the present crisis in the Hill areas of Darjeeling” and has “humbly requested for talks to restore peace and normalcy in the Hills”.

The Chief Minister said that the Government, ever eager to bring normalcy to the Darjeeling and the entire Hills region, has “decided to respond positively to the request”, setting August 29 as the date for a meeting at which not only GNLF but “all major political parties will be called”. The meeting will be held at Nabanna from 4 pm. That the Government is attaching importance to the fact that GNLF has extended the hand of friendship to the Government was also borne out when she said, “GNLF is a very old party”.

She said, “Representatives of the development boards will also be called to the meeting”. Mamata Banerjee also extended an open invitation to all “political parties that think on similar lines as the GNLF”, saying they are “welcome to join” as well.

“We are in favour of peace, normalcy and development. We are ready to talk to anyone who is in favour of peace and normalcy. I had myself chaired a meeting with all the chairpersons of the development boards”, said the Chief Minister in the course of the press conference.

Underlining once again the policy of the State Government, the Chief Minister said, “We want development of the Hills. I appeal to my brothers and sisters in the Hills to cooperate with us to restore peace and normalcy there. Working together is essential for the development of the Hills and of the State as a whole”.

দার্জিলিঙের এ শান্তি ফিরিয়ে আনার জন্য আলোচনার আবেদন জানিয়ে গতকাল GNLF এর কেন্দ্রীয় কমিটি-র সভাপতি মুখ্যমন্ত্রীকে একটি চিঠি দেন। সেই চিঠির সদর্থক জবাব দিয়ে আজ নবান্নে একটি সাংবাদিক সম্মেলন করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

সাংবাদিক সম্মেলনে মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশঃ

GNLF এর Central Committee-র সভাপতি গতকাল আমাদের একটা চিঠি পাঠিয়েছেন দার্জিলিঙে স্বাভাবিক অবস্থা ফিরিয়ে আনার জন্য একটি বৈঠক করার জন্য। দার্জিলিঙে শান্তি ফিরিয়ে আনার জন্য একটি উচ্চ পর্যায়ের বৈঠকের অনুরোধ জানিয়েছেন তারা।

আমি ওদের অনুরোধের প্রেক্ষিতে respond করছি। যারা শান্তি ও উন্নয়নের পক্ষে, তাদের সঙ্গে সরকার সব সময় কথা বলতে পারে। কথা বলাটা রাজনৈতিক সৌজন্যতা। আমরাও চাই উন্নয়ন হোক, শান্তি আসুক। এর আগে আমি দার্জিলিঙের উন্নয়ন পর্ষদগুলির চেয়ারম্যানদের নিয়ে একটা বৈঠক করেছিলাম। GNLF অনেক পুরনো দল। ওনারা কথা বলতে চান, এটা একটা শুভ সংকেত, constructive সংকেত।

আমরা সিদ্ধান্ত নিয়েছি আগামী ২৯ তারিখ বিকেল ৪ টেয় নবান্নে একটি বৈঠক করব, যারা শান্তির পক্ষে, পরিস্থিতি স্বাভাবিক রাখতে চান তাদের নিয়ে। মেজর পলিটিকাল পার্টির নেতারা সহ সব উন্নয়ন পর্ষদের প্রতিনিধিরা থাকবেন এই বৈঠকে। এই সিদ্ধান্তের সাথে যারা একমত সেইসব পার্টি চাইলে এগিয়ে আসতে পারেন।
আমরা পাহাড়ের উন্নয়ন চাই। আমরা চাই পাহাড়ে স্বাভাবিক অবস্থা ফিরে আসুক। পাহাড়ে শান্তি বজায় রাখার জন্য আমি পাহাড়ের ভাই বোনেদের আবেদন জানাচ্ছি। পাহাড় সহ সমগ্র রাজ্যের উন্নয়নের জন্য আমাদের একসাথে কাজ করা জরুরী।
