Trinamool MPs raise matters of public importance during Zero Hour in Rajya Sabha

Trinamool MPs – Derek O’Brien, Vivek Gupta, Nadimul Haque – today raised several matters of public importance during Zero Hour in Rajya Sabha.

While Derek O’Brien spoke on securing interests of Indian IT firms creating value globally, Vivek Gupta demanded an investigation into the case of missing JNU student Najeeb. Nadimul Haque’s Zero Hour mention on honouring the glory of former sportspersons received support across the aisle.

“We need to protect the Indian IT companies. They play a positive role across the world. The software engineers are a jewel in the crown of Indian and international workforce,” Derek said.

Vivek Gupta said that the issue of missing student Najeeb is a clear case of political vendetta and wondered if Najeeb will become yet another statistic of missing person.

Vivek Gupta also made a special mention on the issue of federalism. “Centre has not given any moratorium to Bengal for debt relief but has helped foreign countries. Centre has done nothing for the shortage of IAS/IPS officers in the State,” he said.

He added, “Centre, of late, has been taking several decision arbitrarily without consulting the States. Centre has decided to remit money to MGNREGA directly. This is a direct attack on States’ fiscal independence.”

বিবেক গুপ্তা যুক্তরাষ্ট্রীয় পরিকাঠামোর ব্যাপারে একটি ‘স্পেশ্যাল মেনশন’ পেশ করেন। তিনি বলেন, কেন্দ্রীয় সরকার বাংলার ঋণ মুকুবের ক্ষেত্রে কিছু না করলেও অন্যান্য অনেক দেশকে আর্থিক সাহায্য করছে। রাজ্যে আইএএস ও আইপিএস আধিকারিকদের ঘাটতি নিয়েও কিছু করেনি কেন্দ্র। তিনি বলেন, এই সরকার রাজ্যের সঙ্গে কোনও আলোচনা না করে অনেক সিদ্ধান্ত নিচ্ছে।

  • The situation in the country is worse than Emergency now.
  • In the name of cooperative federalism, opinions of States are being bulldozed. This is dictatorship. This is against spirit of Constitution. The Centre is not taking States on board. We have never faced such discrimination before. Is the Centre following Presidential form of government? Where is federalism?
  • The Centre’s Kashmir policy failed. Their diplomacy is a disaster. Pakistan issue has become worse because of the Centre’s failure. I believe apart from Finance, Rail, Defence and External Affairs, Centre should not have any other subject in its jurisdiction. In the name of external affairs, the Centre goes on foreign trips. Rail Budget is also being done away with.
  • If States pay most of the funds, why should the schemes be named after leaders of the ruling party in the Centre. I have never seen a more arrogant Central Government. Do they want to do away with State governments? The Centre wants to control how States spend their Budget money? They want to appoint a person to State treasury. Why? They want to control the functioning of the States even at BDO level. Why will we allow that?
  • Few days ago, the Union Finance Minister paid tributes to Netaji on his “death anniversary”. Are these mistakes or planned actions? Bhashan on social media can get you votes. But what about nation-building? BJP is a hi-tech publicity oriented party. Under Narendra Modi’s government, the entire country has lost freedom again.
  • We are protesting against the Centre’s interference. We are being victimised. We will approach the President of India about the Centre’s undue interference in the business of States.
  • Federal structure is being bulldozed by the unilateral, arbitrary action of the Centre. This is a dangerous ‘red’ signal to stop democratic system. If the Centre does not correct its course, we will be forced to hit the streets.
  • Inflation is up. Development projects for weaker sections are stagnant. There is controversy over GDP numbers. Narendra Modi suddenly went to Pakistan on their PM’s birthday. Surprise visit. Many things happened after that. Total mishandling. In the name of gau-raksha there is violence across the country.
  • The Centre will be strengthened if the States are empowered.
  • Tamil Nadu has also expressed strong opinion on various issues. We will discuss with other Opposition-ruled States. Every party must come together to fight unitedly against the attempts by Modi Govt to thwart the federal structure.

Centre talks of cooperative federalism but practices camouflaged centralism: Abhishek Banerjee

Trinamool MP from Diamond Harbour constituency, Abhishek Banerjee, who is also the President of Trinamool Youth Congress, today slammed the Centre during a discussion on the supplementary demands for grants.

Taking a dig at the central government, he said while they talk about cooperative federalism, they practice camouflaged centralism. He also slammed them for being busy in headline management, so much so that there was total mismanagement.

He also said that anger was rising against the current government and there was no achhe din in sight for the jawans in Kashmir or the farmers in Kanyakumari.

Highlights of his speech:

 On massive victory for Trinamool in Bengal

 I rise here today with pride and dignity, with my head held high representing my state and its people who chose truth over lies & hype. Two months ago, the people of my State had three choices.

One, an ideology-less / unethical / venomous alliance.

Two, a party that runs on media hype & encourages religious fundamentalism.

And three, the Trinamool Congress, which worked for development, peace, prosperity and communal harmony. The choices were clear. And the people spoke Loudly. Clearly.

Silence on Dalits and Kashmir

Now let us look at the promises made by the Central Government. A Government that speaks about ‘cooperative federalism’.A Government that talks about strengthening the Centre-State relationship.A Government that tweets on every subject, but remains silent and mum when Dalits are killed and young minds in Kashmir are pained.

This Government often speaks about ‘competitive federalism’. About States competing with each other to perform better. But in the past two years, cooperative federalism has merely been a slogan. An empty slogan, not the reality.

Camouflaged Centralism

The CM of West Bengal wrote to the PM in April-May 2015 detailing the ways in which the Centre was short-changing the States. There has been no positive response.

From this Government’s record, it is clear that there is no cooperative federalism. There is no competitive federalism. Madam/Sir, indeed no cooperative federalism…what we have, is what I call… CAMOUFLAGED CENTRALISM. Yes, camouflaged centralism.

There has been talk of fiscal transfers to the States. But the reality is different. Allocations for 39 major schemes have been withdrawn and 58 key welfare schemes have been scaled down. Also, 8 programmes that had Central funding have been cut.

West Bengal is being weighed down by a massive debt of more than Rs. 3 lakh crore left behind by the previous dispensation. Other States like Tamil Nadu, Maharashtra, Uttar Pradesh also have debt in excess of Rs. 2 lakh crores. Has there been any waiver? Has there been any support? Has there been any debt relief? Has the Central Government taken any initiative to reduce the debt burden or truncate the same???

Is this cooperative federalism?  NO!

The Planning Commission has been abolished and the States have lost an important platform to raise matters. You call an Inter-State meeting of Chief Ministers but decide the agenda without consulting anyone. You give Chief Ministers time to speak based on the colour of their party flag.

Bengal’s performance

  1. Inflation

In the Supplementary Demand for Grants, Rs. 40,000 crore has been allocated as Ways and Means Advance to the Food Corporation of India. Given the inflation situation in the country and the crucial role of the Public Distribution System for the common man, it is not clear why this allocation was not made during the Budget Session and is coming up at this stage.

Bengal has the lowest inflation rate in the country, less than 3%, according to the latest Economic Survey published by the Central government. The inflation rate for the entire country is 5.7%. From day one of this Monsoon Session, my colleagues from Trinamool have been strongly raising this issue of price rise both inside and outside Parliament.

  1. Let’s take MGNREGA

The BJP has always criticised MGNREGA as a failure and have ridiculed it as a scheme for ‘digging holes’. This is reflected in the scheme’s overall performance. The average days of employment per household has been dismal, below 50 days per year. Last year, it was only 34.84 days per year. In Bengal the story is different. MGNREGA aims to provide at least 100 days of wage employment per year. 85 lakh person-days of work has been generated and we have spent Rs. 18,000 crores towards the scheme in the past years. Again, the best in the country.

This Demand for Grants adds Rs. 5000 crore to the MGNREGA fund. This is a good step but again, it is not clear why such an important allocation is appearing as a Supplementary Demand for Grants.

  1. As for financial growth, the Gross Value Added Growth of Bengal is at a 12.02% high while India is at 7.3%.
  1. One example from social and rural development.

The Centre’s budget for BetiBachaoBetiPadhao, a scheme that was modelled and repackaged on West Bengal’s Kanyashree scheme, is a mere Rs. 75 crores. I wonder how much of it went into newspaper ads and social media campaigns. What is the budget for the Kanyashree scheme in West Bengal today? More than Rs. 1000 crores.Almost 10 times more than the Centre for just one State. That’s Bengal for you!

  1. Minority development.

Madam/Sir, let the facts and figures speak for itself. Let’s look at the numbers. The Budget increased four times in five years in Bengal. And what have the Centre done? Can’t even run a portal to distribute minority scholarships. But then do they care about minorities? Do they care about the oppressed? Do they care about the farmer? Do they really care?

State of West Bengal still has a GDP that doubled from Rs. 4.61 lakh crore in 2010-11 to Rs. 9.20 lakh crore in 2015-16.

Total mismanagement

This is a Central Government who believes they are an event management agency. They create big ads with big promises. Write catchy slogans. Make lots of noise. Try and do headline management. But the result is total mismanagement.

Changing lives of people

When you want to change the lives of people, how do you do it?

  • You change lives by setting up fair price shops selling medicines with up to 70% discount
  • You change lives by giving proper shelter and houses free of cost to economically weaker section of people under the GEETANJALI scheme.
  • You change lives by making districts across the State “Open Defecation Free”
  • You change lives by electrifying households under the SabarGhareAlo scheme
  • You change lives by giving 45 lakh SabujSathi cycles to girls and boys, so a 50-minute walk to their school becomes a 5-minute ride.

Anger rising against the government

As for the BJP-led NDA government, all you have given the country so far are Achhe Slogans, Achhe ads, Achhe tweets. Achhe Sapne aur Achhe Jumley. 25 mahina baad ek asha aur umeed ki kiran le kar jo achhe din ke sapne dekhe the…Woh har hindustani aaj jaanna chahta hai yeh achhe din kab ayenge? Kashmir mein border par khada hua jawan yah Kanyakumari mein rah dekh raha Kisaan kisike bhi achhe din nahi aye… Sir, baatein bahut huyi lekin desh ki zamini haqeeqat mein koi badlav nahi aya.

Trinamool dominates Rajya Sabha, raises key issues

All India Trinamool Congress was once again seen playing the role of a responsible Opposition in Rajya Sabha today. Trinamool dominated the proceedings of the House during the first one hour as party MPs raised three key issues of public importance.

Leader of the party in Rajya Sabha, Derek O’Brien said, “My colleagues Dola Sen and Nadimul Haque spoke in Rajya Sabha today on three key issues – funds to States, Swaach Bharat cess & education. We believe in deliberate, debate and legislate.”

Dola Sen spoke about the burden Centre’s Swachh Bharat cess is causing on the poor people. “Services that the government is actively championing for the rural poor including mobile and financial services just became more expensive and difficult for them to access,” she said.

She also slammed the Centre as she made a Special Mention on the reduced funding for several central schemes. “The Government must explain how State Governments are to carry on critical welfare programmes, and ensure development in the states without adequate funds,” she demanded to know.

Nadimul Haque raised an important matter concerning the education sector. He made a Special Mention about the shortage of faculty in Indian universities. “his inadequacy of our faculty appointments and selection systems is gravely affecting the quality of education that students of higher education are receiving,” he said.

Meanwhile, in Lok Sabha, leader of the party, Sudip Bandyopadhyay urged the Centre to include Belur-Dakkhineshwar in the list of sites for religious tourism. “Belur is Swami Vivekananda’s dream; Ramakrishna Paramhansa Dev’s name is associated with Dakkhineshwar,” he said.

Sudip Banerjee added that in 2013-2014 & 2014-15 the Centre had not allotted a single rupee for the state of West Bengal. He requested the Centre not to neglect West Bengal and promote spiritual tourism sites in the State.

Post lunch, Sudip Bandyopadhyay spoke in Lok Sabha about the prevailing drought situation in the country. He urged the Centre to come up with a positive action plan and requested the government not to neglect the eastern zone of the country

In a discussion on the Prevention of Corruption (Amendment) Bill, 2014, Vivek Gupta spoke in RS on the demerits in the Bill brought by the government. He listed how several definitions of corruption do not find place in the Bill. Gupta echoed the view of party Chairperson Mamata Banerjee by calling for electoral reforms.

He said that Madhesis were like our brothers and India has a duty towards them. He hoped Government of Nepal would reciprocate the warmth shown by Government of India during Nepal earthquake.

Cooperative federalism in name, not operation: Dola Sen in RS

Over the last year, large cuts in budgetary allocations to key Ministries and reductions in the funding of Centrally-Sponsored schemes have affected state development efforts.

State efforts in modernisation of police forces no longer receive Central support. Amongst talk about Digital India, the National e-Governance Plan has been wound up. The Backward Regions Grant Fund too has been shut down – even though West Bengal is still owed 40% of Central funds for BRGF over the last five years.

Such scaling back is clear in key welfare schemes too. The Minister of Women and Child Development has stated that budget cuts to her Ministry will make it hard to fight child malnutrition. And indeed, though one in three children in the country is malnourished, the allocation to the Integrated Child Development Scheme has been cut by 47% from the year before. Even the funding pattern of Schemes that were earlier identified as fully Centre-supported is being changed. The funding pattern of thePradhanMantri Gram SadhakYojana– earlier listed as a fully supported Scheme – wassuddenly changed to 60:40 earlier this month.

The Government must explain how State Governments are to carry on critical welfare programmes, and ensure development in the states without adequate funds. Increased devolution of tax funds will not help if they’re matched by additional funding cuts across the board.

Centre running parallel govt through governors: Mamata Banerjee

Chief Minister Mamata Banerjee Wednesday accused the Centre of running a parallel government in states through governors, and creating a communal charged atmosphere.

At a chief ministers’ conclave on cooperative federalism organised by the Delhi government, she said, “They are using the governor to run a parallel government and scuttle the work of elected chief ministers. I can understand that law and order in Delhi is under the home ministry, but how can the West Bengal Governor write to the Centre seeking central forces for municipal elections there?”

“People from the BJP are threatening us with arrest, saying the Election Commission is under them. The Prime Minister should look into this. One cannot bulldoze states in the name of governance,” she added.

“They (Centre) are making things communal, looking at the religion of people killed in accidents to vitiate the atmosphere. If two people die in West Bengal, the NIA is rushed to the state, but when 100 people died in Madhya Pradesh not a word is said because it has a BJP government. This is not good governance,” Mamata Banerjee said.

She advised the Centre to restrict itself to making policies and administering sectors such as defence and railways and “nothing else”. She also slammed the Centre for disbanding the Planning Commission, which she said was the brain child of Netaji Subhas Chandra Bose.

“The government is running without any planning. They have also disbanded the National Development Council where the CMs used to get a common platform. You have formed NITI Aayog and made your own man its chairman…it’s not about our ideological differences but we are having issues in functioning,” she said.

Ten things Mamata Banerjee said at Cooperative Federalism Conclave

West Bengal Chief Minister Ms Mamata Banerjee today attended a conclave on cooperative federalism, organised by the Government of Delhi led by Shri Arvind Kejriwal.

She appreciated the Delhi CM for the initiative and said that such a conclave of chief ministers on cooperative federalism may happen in Bengal in the future.

Here are 10 things that Mamata Banerjee said at Cooperative Federalism Conclave:

  • Parallel governments are being run everywhere. I respect the Central government. I know my jurisdiction. They must also remember their jurisdiction. State government is also elected by people.

 

  • The Centre is trying to fry fish in its own oil  – Maacher tele machh bhaja (regarding devolution of funds to the State).

 

  • Last year two people died in a bomb blast during Durga Puja in Bengal and the Centre sent NIA. Last month so many people died in Madhya Pradesh and there is no action; the Centre is hiding.

 

  • We do not have a negative attitude. We will support the Central government in positive decisions. But no parallel government will be tolerated in the state. There must be a laxman rekha.

 

  • During elections in India money flows like water in hose pipe. Hose pipe funding. We will request all political parties to sit together and discuss electoral reforms and state-funded polls.

 

  • The Centre sends CBI to raid the house of a CM. What if a CM raids the PM’s house, what will become of our democracy?

 

  • Achha baat kehne se aur swachhata ki baat karne se kuchh nahi hoga. Kaam karna padega.

 

  • Only announcement of funds does not matter. We are not getting a single penny. I have personally come to Delhi many times in 4 years.

 

  • Some ruling party leaders are instructing news editors to carry news against certain Opposition leaders and threatening to arrest them. This is not the spirit of federalism.

 

  • We can have the next meeting on cooperative federalism in Bengal. All CMs are welcome.
