Capacity building under Integrated Child Protection Scheme (ICPS) for both officers and inmates

Over the last financial year (2017-18), the State Women and Child Development and Social Welfare Department has done a lot of work in the area of capacity building regarding the Integrated Child Protection Scheme (ICPS). The ICPS has played a key role in strengthening the child protection regime in Bengal.

 

Capacity building of child care officers:

  • 217 Child Welfare Police Officers trained on TrackChild portal in collaboration with National Informatics Centre (NIC)
  • Two sensitisation programmes organised for district judges and principal magistrates on Juvenile Justice Act, 2015 (JJ Act) in collaboration with West Bengal Judicial Academy
  • Training of ICPS functionaries on the implementation of JJ Act, covering all the districts
  • Workshop on rehabilitation of children with special need (CWSN) for district social welfare officers (DSWO), Home superintendents and district child protection officers (DCPO) from November 16 to 17
  • Outreach programmes on alternative care and child protection committees (CPC) in Sandeshkhali-1 and Sandeshkhali-2 blocks in the district of North 24 Parganas by officers of State Child Protection Society (SCPS), State Adoption Resource Agency (SARA) and District Child Protection Unit (DCPU)
  • Phase-wise training on minimum standards of care for superintendents, probation officers, child welfare officers, House mothers and House fathers of Child Care Institutions (CCI) across Bengal

 

Capacity building plan for FY 2018-19:

  • Operationalising block-level child protection committees (BLCPC), ward-level child protection committees (WLCPC) and village-level child protection committees (VLCPC) through sustained capacity building
  • Creating information, education and communication (IEC) material on trafficking, adoption, Protection of Children from Sexual Offences Act (POCSO Act), etc.
  • Developing advocacy strategy on child protection issues
  • Rehabilitating and mainstreaming children through capacity building
  • Developing State guidelines on POCSO Act
  • Implementing State Plan of Action to combat human trafficking
  • Capacity building of ICPS functionaries

 

The State Government is also providing vocational training of various types to the inmates of the various Homes

  • Vocational training for inmates of Juvenile Justice Homes (JJ Homes) in painting of car bodies in collaboration an industrial training institute (ITI) and Maruti Udyog
  • Training inmates of CCIs in retail management (leading to placement), hair cutting, tailoring, etc.
  • Training female inmates of SMM Home in Liluah in weaving and designing in collaboration with internationally renowned fashion designer, Bibi Russel
  • Training female inmates of SMM Home in the peeling, scaling and packaging of fish, and cutting of fish fillets, on stipend basis

 

Thus, through a comprehensive exercise of training child care officers as well as Home inmates, the State Government is bringing about all-round improvement in the child care scenario in Bengal.

Bengal CM announces formation of committee to check child trafficking

Stating the incident of newborn trafficking as “unfortunate”, Chief Minister Mamata Banerjee announced in the Assembly on Monday that a committee, comprising of both bureaucrats and politicians, will be formed to check child trafficking.

Besides, parliamentary minister Partha Chatterjee will be the chairman and Chief Secretary convener of the committee. Leader of the Opposition Abdul Mannan and CPI(M) MLA Sujan Chakraborty will also be in the committee.

Mamata Banerjee said, “The committee will function in a better way if the members are both from political field and bureaucracy.”

The members of the committee will be discussing the issues related to child trafficking and would take necessary steps to put an end to the trafficking of children. The members of the committee will be meeting once a month and prepare report on the development in the situation.

The Chief Minister said that the incidents of child trafficking was unfortunate and expressed her concern. She said, “It is a social problem and trafficking of children first came to light in 1982. Charge sheet of the case was filed in 1999. It became a cause of concern when the matter resurfaced in 2010. Again, on November 21, CID arrested some people and busted a racket. A total 20 were arrested. Bodies of two children were exhumed and CID officers recovered 10 children from a home at Thakurpukur and three from Sohan Nursing Home. One of the three children was handed over to her parents after necessary verification. We have to be aware and cautious as some nursing homes and NGOs are involved. The licenses of all the three nursing homes were suspended and those will be cancelled as well.”

 

শিশুপাচার কাণ্ডে তদন্ত কমিটি মুখ্যমন্ত্রীর, ডাক বিরোধীদেরও

রাজ্যে শিশুপাচার কাণ্ডে এবার সক্রিয় হলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ একাধিক শিশুপাচারের ঘটনা যখন সামনে আসছে, তখন পুরো বিষয়টির তদন্তের জন্য বিশেষ কমিটি গঠন করলেন তিনি৷

পুরো বিষয়ের তদন্তের জন্য এবার বিশেষ কমিটি গঠন করলেন মুখ্যমন্ত্রী৷ মুখ্যসচিবের নেতৃত্বে তৈরি এই কমিটিতে থাকবেন স্বরাষ্ট্রসচিব, স্বাস্থ্যসচিব৷ থাকবেন শিশু ও নারী কল্যাণ দফতরের সচিবও৷

যেহেতু এই কাণ্ড গোটা রাজ্যের উদ্বেগের বিষয়, তাই এই কমিটিতে রাজনৈতিক ভেদাভেদের ছোঁয়া রাখেননি মুখ্যমন্ত্রী৷ বাম ও কংগ্রেসের তরফে সুজন চক্রবর্তীক ও  আব্দুল মান্নানকেও কমিটিতে রাখার প্রস্তাব দেন তিনি৷ মুখ্যমন্ত্রীর এই আবেদনে সাড়াও দিয়েছে বিরোধী শিবির৷

Bengal achieves social revolution in child health care system: Mamata Banerjee

Bengal has achieved a social revolution in child care sector under the state’s health system.

Infant Mortality Rate (IMR) in Bengal, which was 32 in 2011, has declined to 28 in 2014, as per the recent SRS data published in July, 2016.

Bengal has achieved the highest decline in the country in IMR as a big state, and has been appreciated with Trophy and Certificate of Merit in the National Summit on Best Practices and Innovations in Public Healthcare Systems in India, organized by the Ministry of Health and Family Welfare, Government of India at Tirupati during 29-31st August, 2016.

The corresponding figures of IMR of the country as a whole are 44 in 2011 and 39 in 2014. Thus, Bengal is far ahead of the country as a whole in terms of this critical health parameter.

“This achievement is due to the hard work and dedication of Doctors, officials and workers of our health sector. We are committed to do much more work for the society. I congratulate my Health and other related departments,” Chief Minister Mamata Banerjee said in the Facebook post.

 

শিশু কল্যাণের ক্ষেত্রে বাংলার মুকুটে নতুন পালক

শিশু কল্যাণে বাংলার মুকুটে নতুন পালক। ২০১১ সালে বাংলায় শিশু মৃত্যুর হার (আই এম আর) ছিল ৩২, সম্প্রতি ২০১৬ সালের জুলাই মাসে প্রকাশিত এসআরএস তথ্য অনুযায়ী, ২০১৪ সালে এই হার কমে দাঁড়িয়েছে ২৮য়ে।

শিশু মৃত্যুর হার কমার প্রবণতায় দেশের বড় রাজ্যগুলির মধ্যে শীর্ষে বাংলা। কেন্দ্রীয় স্বাস্থ্য ও পরিবার মন্ত্রণালয় দ্বারা আয়োজিত National Summit on Best Practices and Innovations in Public Healthcare Systems in India তে, যা ২৯-৩১ শে আগস্ট তিরুপতিতে অনুষ্ঠিত হবে, বাংলার এই কৃতিত্বকে সম্মানিত করা হবে।

সামগ্রিকভাবে দেশের আই এম আর ২০১১ সালে এই সংখ্যা ছিল ৪৪ এবং ২০১৪ সালে ছিল ৩৯। বাংলা এই ক্ষেত্রে অনেকটাই এগিয়ে।

WB Govt plans to set up Anganwadi centres in tea gardens

The state government has urgently sought funds from National Bank for Agriculture and Rural Development (NABARD) in ‘stressed’ tea gardens of North Bengal.

The government wants to set up around 180 anganwadi centres in Alipurduar and Jalpaiguri. Anganwadis are government sponsored child care and mother-care centres.

The programme aims to benefit children in the age group of 0-6 years. These centres are run under Integrated Child Development Services (ICDS) program to combat child-hunger and malnutrition.

The state government has sought Rs.19 crore from NABARD. The money has been sought through Rural Infrastructure Development Fund (RIDF), which is a wing of NABARD and provides direct loans to state governments.

A high-level meeting was held at Nabanna in presence of chief minister Mamata Banerjee on Friday and a task force was formed for maintaining co-ordination with several governments’ departments, including health, food, power, Public Health Engineering (PHE), ICDS, labour and others to prevent malnutrition.
