The Bengal government is planning to increase paternity-cum-child care leave for its employees from 30 days to 45 days.

The Trinamool Congress Government was the first State Government to introduce paternity-cum-child care leave, in February 2016. It was introduced, considering that it would be of great help for the male employees to discharge their responsibilities towards their children in a better way.

All male employees of the Panchayat and other local bodies, boards, sponsored and non-government aided schools and colleges, state-aided universities and companies, corporations and undertakings are entitled to get the paternity-cum-child care leave.

Paternity leave can be taken during the birth of the child or at any time at a stretch, up to 18 years of his child’s age.

Stating the incident of newborn trafficking as “unfortunate”, Chief Minister Mamata Banerjee announced in the Assembly on Monday that a committee, comprising of both bureaucrats and politicians, will be formed to check child trafficking.

Besides, parliamentary minister Partha Chatterjee will be the chairman and Chief Secretary convener of the committee. Leader of the Opposition Abdul Mannan and CPI(M) MLA Sujan Chakraborty will also be in the committee.

Mamata Banerjee said, “The committee will function in a better way if the members are both from political field and bureaucracy.”

The members of the committee will be discussing the issues related to child trafficking and would take necessary steps to put an end to the trafficking of children. The members of the committee will be meeting once a month and prepare report on the development in the situation.

The Chief Minister said that the incidents of child trafficking was unfortunate and expressed her concern. She said, “It is a social problem and trafficking of children first came to light in 1982. Charge sheet of the case was filed in 1999. It became a cause of concern when the matter resurfaced in 2010. Again, on November 21, CID arrested some people and busted a racket. A total 20 were arrested. Bodies of two children were exhumed and CID officers recovered 10 children from a home at Thakurpukur and three from Sohan Nursing Home. One of the three children was handed over to her parents after necessary verification. We have to be aware and cautious as some nursing homes and NGOs are involved. The licenses of all the three nursing homes were suspended and those will be cancelled as well.”

 

শিশুপাচার কাণ্ডে তদন্ত কমিটি মুখ্যমন্ত্রীর, ডাক বিরোধীদেরও

রাজ্যে শিশুপাচার কাণ্ডে এবার সক্রিয় হলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ একাধিক শিশুপাচারের ঘটনা যখন সামনে আসছে, তখন পুরো বিষয়টির তদন্তের জন্য বিশেষ কমিটি গঠন করলেন তিনি৷

পুরো বিষয়ের তদন্তের জন্য এবার বিশেষ কমিটি গঠন করলেন মুখ্যমন্ত্রী৷ মুখ্যসচিবের নেতৃত্বে তৈরি এই কমিটিতে থাকবেন স্বরাষ্ট্রসচিব, স্বাস্থ্যসচিব৷ থাকবেন শিশু ও নারী কল্যাণ দফতরের সচিবও৷

যেহেতু এই কাণ্ড গোটা রাজ্যের উদ্বেগের বিষয়, তাই এই কমিটিতে রাজনৈতিক ভেদাভেদের ছোঁয়া রাখেননি মুখ্যমন্ত্রী৷ বাম ও কংগ্রেসের তরফে সুজন চক্রবর্তীক ও  আব্দুল মান্নানকেও কমিটিতে রাখার প্রস্তাব দেন তিনি৷ মুখ্যমন্ত্রীর এই আবেদনে সাড়াও দিয়েছে বিরোধী শিবির৷

Bengal has achieved a social revolution in child care sector under the state’s health system.

Infant Mortality Rate (IMR) in Bengal, which was 32 in 2011, has declined to 28 in 2014, as per the recent SRS data published in July, 2016.

Bengal has achieved the highest decline in the country in IMR as a big state, and has been appreciated with Trophy and Certificate of Merit in the National Summit on Best Practices and Innovations in Public Healthcare Systems in India, organized by the Ministry of Health and Family Welfare, Government of India at Tirupati during 29-31st August, 2016.

The corresponding figures of IMR of the country as a whole are 44 in 2011 and 39 in 2014. Thus, Bengal is far ahead of the country as a whole in terms of this critical health parameter.

“This achievement is due to the hard work and dedication of Doctors, officials and workers of our health sector. We are committed to do much more work for the society. I congratulate my Health and other related departments,” Chief Minister Mamata Banerjee said in the Facebook post.

 

শিশু কল্যাণের ক্ষেত্রে বাংলার মুকুটে নতুন পালক

শিশু কল্যাণে বাংলার মুকুটে নতুন পালক। ২০১১ সালে বাংলায় শিশু মৃত্যুর হার (আই এম আর) ছিল ৩২, সম্প্রতি ২০১৬ সালের জুলাই মাসে প্রকাশিত এসআরএস তথ্য অনুযায়ী, ২০১৪ সালে এই হার কমে দাঁড়িয়েছে ২৮য়ে।

শিশু মৃত্যুর হার কমার প্রবণতায় দেশের বড় রাজ্যগুলির মধ্যে শীর্ষে বাংলা। কেন্দ্রীয় স্বাস্থ্য ও পরিবার মন্ত্রণালয় দ্বারা আয়োজিত National Summit on Best Practices and Innovations in Public Healthcare Systems in India তে, যা ২৯-৩১ শে আগস্ট তিরুপতিতে অনুষ্ঠিত হবে, বাংলার এই কৃতিত্বকে সম্মানিত করা হবে।

সামগ্রিকভাবে দেশের আই এম আর ২০১১ সালে এই সংখ্যা ছিল ৪৪ এবং ২০১৪ সালে ছিল ৩৯। বাংলা এই ক্ষেত্রে অনেকটাই এগিয়ে।

“ডাক্তার, স্বাস্থ্য দপ্তরের বিভিন্ন কর্মী ও অফিসারদের কঠোর পরিশ্রমের ফলে রাজ্য এই কৃতিত্ব অর্জন করেছে। আমরা সমাজের জন্য আরও অনেক বেশি কাজ করতে প্রতিশ্রুতিবদ্ধ। আমি স্বাস্থ্য দপ্তর সহ অন্যান্য সংশ্লিষ্ট বিভাগের সকলকে অভিনন্দন জানাচ্ছি,” মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তাঁর ফেসবুক পোস্টে একথা জানান।

 

Centre for Child Rights being set up in Bengal

West Bengal National University of Juridical Sciences (WBNUJS) has collaborated with United Nations Children’s Fund (UNICEF) to set up the Centre for Child Rights at the university’s campus in Kolkata. It will be inaugurated on Saturday. The centre will provide integrated support to different layers of institutional governance at the local, State and national levels for the protection of children’s rights. Minister for Women &  Child Development Dr Sashi Panja and State Law and Labour Minister Malay Ghatak will be present at the inauguration.

The centre will create a framework of research support and logistical backup to the statutory processes concerning protection of children. The centre will reach out to marginalised children in society and facilitate better protection of their rights by providing complementary support to the stakeholders involved in upholding children’s rights.

The working of the centre has been divided into three broad areas – as a research centre on various dimensions of children’s rights and as a nodal centre of children’s rights in West Bengal; as a documentation centre for socio-legal and action research on children’s rights; and, as a centre for national and international conferences on children’s rights.

The centre will be engaged in capacity-building exercises for stakeholders in the juvenile justice system and in civil society. It will organise training programmes for the stakeholders and enable them to appreciate the need for convergence as well.

The centre’s major role will be in advocacy and policy-influencing. It will contribute to initiate legal reforms in the area of children’s rights by participating in discussions and drafting processes.

শিশু অধিকার কেন্দ্র তৈরি হল বাংলায় 

ইউনিসেফ এবং WBNUJS-র সহযোগিতায় কলকাতায় শিশু অধিকার কেন্দ্র উদ্বোধন করা হয়েছে শনিবার।

কেন্দ্র স্থানীয়, রাষ্ট্রীয় ও জাতীয় পর্যায়ে শিশু অধিকার রক্ষার জন্য এই কেন্দ্র সবরকম সহায়তা প্রদান করবে। রাজ্যের আইন এবং শ্রমমন্ত্রী মলয় ঘটক এবং নারী ও শিশু কল্যাণ মন্ত্রী ডঃ  শশী পাঁজা উদ্বোধনী অনুষ্ঠানে উপস্থিত থাকবেন।

এই কেন্দ্রের কাজ তিনটি থিমে ভাগ করা হয়েছে।

প্রথমত, শিশুর অধিকারের বিভিন্ন বিষয়ের উপর গবেষণা হবে এবং রাজ্যে শিশু অধিকারের একটি নোডাল কেন্দ্র হিসেবে কাজ করবে।  এটা শিশুর অধিকার আর্থ আইন এবং প্রায়োগিক গবেষণার জন্য একটি ডকুমেন্টেশন কেন্দ্র হিসেবে কাজ করবে। এছাড়া শিশু অধিকার বিষয়ক জাতীয় ও আন্তর্জাতিক সম্মেলন অনুষ্ঠিত হবে।

কিশোর বিচার ব্যবস্থায় এবং সুশীল সমাজে অংশীদারদের মধ্যে সক্ষমতা বাড়াতে এই কেন্দ্র সহায়তা করবে। এই কেন্দ্র অংশীদারদের জন্য একটি প্রশিক্ষণ কর্মসূচীর আয়োজন হবে এবং সেই সঙ্গে তাদের একসঙ্গে থাকার প্রয়োজনীয়তার বিষয়টি উপলব্ধি করাতে সক্রিয় হবে।

এই কেন্দ্রের প্রধান ভুমিকা হবে প্রচার ও নীতি ভিত্তিক। আলোচনায় অংশগ্রহণ এবং প্রসেস খসড়া  প্রস্তুতি দ্বারা শিশু অধিকার সংক্রান্ত আইনি সংস্কারের সূচনা হবে।

West Bengal Chief minister Ms Mamata Banerjee on Friday declared that women teachers of government-aided schools and colleges and women staffers in state government undertakings will now get two years of child care leave. But the child has to be under 18 and the leave can be taken in phases.

In 2012, the Trinamool government had announced the child-care leave facility for state government employees and now the employees of the undertakings and aided schools and colleges will also get the advantage. The CM added it will help more than 1 lakh women employees.

Women in governmentbacked schools and other state-aided undertakings will now be able to maintain their family and be productive at work simultaneously .
