Parks in Kolkata get a new look, courtesy KMC

This is the first time that any Chief Minister has thought about a green Kolkata, a beautiful Kolkata. As a result of the special interest shown by Chief Minister Mamata Banerjee, beautification of parks and gardens have got equal importance as any other work, like drainage, garbage clearance, roads and street lighting.

The construction and maintenance of squares, roadside gardens and median strips, and the riverfront beautification of Ganga – these comprise the biggest contributions of KMC to the city.

In 2010, Mamata Banerjee conceived the idea of Ganga Riverfront beautification. As a result, the 5 km stretch along the banks of river Ganga has been beautified, and barges, cranes and payloaders are now used during immersions of idols. For trimming trees, each Borough has been allotted a hydraulic ladder.

CCTV cameras have been installed at Elliot Park on a pilot basis for the security of the park visitors as well as for the proper maintenance of the park. 3000 CCTV cameras are going to be set up in the 144 wards across Kolkata.

Another major initiative has been the use of solar energy to light up street lamps in Deshapriya Park. This is a first in Kolkata which would reduce the usage of electricity and would also lead to reduction in carbon emission in the atmosphere.

The Goalz Project, a joint venture amongst the British Council, Kolkata Police and Kolkata Municipal Corporation, is running football training centres in Kolkata. A swimming pool of international standards and a sports training centre has been constructed at Deshbandhu Park. The work of the Department of Parks and Squares, Kolkata Municipal Corporation has made the citizens proud of their city.

Bengal Govt introduces CCTVs in state buses for safety of passengers

Nearly 600 buses in Calcutta are now fitted with CCTV cameras for the safety of women passengers.

The new buses that have joined the fleet of state-owned CSTC under the JNNURM scheme have CCTV cameras fitted in the front, middle and outside rear of the buses. The images captured will initially be stored for three days.

The surveillance is being done essentially to prevent crime against women passengers. After the 2013 Delhi gang rape in a bus, the Supreme Court had asked the Delhi government to provide security on buses after 10pm. Other crimes like pickpocketing could also be reduced with the help of such surveillance.

CSTC now operates 1,000 buses; out of which 590 are the new AC and non-AC buses with CCTV surveillance. Officials said the remaining buses bought under the JNNURM scheme, which are undergoing trials now, would also have similar surveillance.

If any woman or other passenger lodges a complaint with police, the CCTV footage would provide vital information, said an official.

Initially, the footage will be stored for three days after which it would be erased automatically. To allow the police to use the CCTV footage, a person will have to lodge a complaint within three days.

A project to set up IT-based communication and surveillance system was being worked upon. It would become operational in six months’ time. Under the new system, the footage of the cameras will be stored in a control room set up at CSTC headquarters on Ganesh Chandra Avenue. Then the storage capacity will increase.

The transport department has given the contract to Mumbai and Delhi-based firms for installing and maintaining the GPS technology that would help in real-time tracking of buses.

There will also be voice communication with drivers. If there is a major traffic congestion ahead, the driver can be asked to change the route. 40 LED boards would be installed at various bus termini and stoppages, which would provide information about buses.

State transport officials on Thursday wrote to Kolkata Police and police commissionerates of neighbouring districts about the surveillance system. A team of officers at Kolkata police’s detective department inspected a couple of buses.

Senior officers in Lalbazar said that it had been decided that transport officials would start a control room where the footage collected from the CCTVs installed in the buses would be stored.

In the bus, the monitor will be fitted in front of the driver’s seat so that he also can keep a vigil.

Tight security measures by State Govt ensures peaceful Dol Yatra

D Bandyopadhyay makes Special Mention on Kolkata Safe City project | Transcript

Full transcript:

In 2013, the Union Ministry of Home Affairs launched an ambitious Safe City Project for several metros including Kolkata to provide world-class policing, by replicating the models from New York, Washington and Boston. These state-of-the-art fusion centres were to collect, analyze and disseminate various data inputs that have a bearing on safety and security, as per the MHA proposal.

On ground, the technological components were to include a massive CCTV surveillance, and integrate the dial 100 system from the simple police respond room to one where all other essentials – like fire and health departments – get integrated. The Centre had decided to release Rs 432.90 crore in 2013-14, under the non-plan account, making Kolkata eligible for around Rs 72 crore in the next two fiscal years. The Centre had also proposed 60:40 ratio in the sharing of finances.

Now we are hearing a lot of buzz around SMART policing. The process of modernization of the police forces sadly remains on paper and the Government has delinked the modernisation of Police Forces Scheme in the Union Budget 2015-16.

I would urge the Central Government through you Sir, to expedite the implementation of this project. I also demand that the Central Government inform the House the current status of the project in Kolkata as well as other metros.
