The information technology sector in Bangla has progressed in leaps and bounds under the leadership of Chief Minister Mamata Banerjee. The Trinamool Congress Government has created a favourable environment for the growth of the sector and its related industries in Bangla.

This is evident from a comparison of the achievements of the Information Technology & Electronics Department in 2010-11, which was the last year of the Left Front rule, and 2017-18:

· Plan Budget of the department: More than doubled, from Rs 93.7 crore to Rs 201.53 crore, signifying an increased focus on the information technology and electronics sector;
· Software export turnover: Grew by almost 2.5 times, from Rs 8,500 crore to Rs 21,000 crore. Bangla is thus gradually turning into a hotbed of cutting-edge technology;
· Employment in IT sector: Significant rise from 90,000 to 1.5 lakh, ushering in a tech-savvy generation
· Investment for creation of IT hardware clusters: Nil earlier to Rs 14.86 crore; thus, the State Government, for the first time, under the direction of Trinamool Congress, is focussing on the creation of hardware clusters
· Investment for creation of IT parks: Grew by more than 16 times, from Rs 37.18 crore to Rs 612.11 crore, thus bringing about an unprecedented focus on infrastructure creation – 15 IT parks have been completed and 10 more are under construction.

Under the direction of Mamata Banerjee, the department is bringing about an all-round development, opening numerous employment opportunities, both in software and hardware.

The Transport Minister recently presented his department’s budget for financial year 2018-19 in the Assembly. Stress has been given both on developing new services across land, water as well as air, and on improving the existing services.

The budget of the department for 2018-19 stands at Rs 1,588.81 crore, which is the highest budget for the Transport Department so far.

Three hundred new buses have already been introduced and steps have been taken to introduce more. He further said that 40 electric buses will be introduced in Kolkata soon. Another 10 electric buses in the Rajarhat-New Town area and 20 in Asansol and Durgapur will be introduced too.

In another major development, the State Transport department has also decided not to allow any more civic bodies to operate buses. Buses will be operated only by the transport corporations.

From March, there will be two helicopter services. Following the direction of Chief Minister Mamata Banerjee, steps have been taken to develop the airport at Chharra in Purulia district. Air connectivity from Cooch Behar and Malda will also be initiated soon.

Equal stress has been given to improve the water connectivity in the state. Twenty-seven vessels have already been introduced and 86 more will be engaged soon. Moreover, steps have been taken to replace the semi-mechanised vessels with robust ones, to ensure the safety of passengers.

Steps have been taken to ensure the standard operating procedure (SOP) is maintained at all the jetties. Life jackets similar to the ones used by the Coast Guard will also be introduced.

 

পরিষেবায় জোর পরিবহণ দপ্তরের বাজেটে

বিধানসভায় কয়েকদিন আগেই ২০১৮-১৯ সালের বাজেট পেশ করেন পরিবহণ মন্ত্রী। স্থল, জল ও আকাশপথে নতুন ও পুরনো পরিষেবায় জোর দেন মন্ত্রী।

এবছরে পরিবহণ বাজেট মোট ১৫৮৮.৮১ কোটি টাকা, যা দপ্তরের ইতিহাসে সর্বোচ্চ।

মন্ত্রী বলেন, ইতিমধ্যেই পরিবহণ দপ্তর ৩০০টি নতুন বাস নামিয়েছে, আরও নতুন বাস আনার উদ্যোগও নেওয়া হয়েছে। তিনি আরও বলেন, ৪০টি ইলেকট্রিক বাস শীঘ্রই কলকাতার রাস্তায় নামবে। রাজারহাট-নিউ টাউন অঞ্চলে ১০টি ও আসানসোল-দুর্গাপুরে ২০টি ইলেকট্রিক বাস শীঘ্রই চালু হবে।

এছাড়াও পরিবহণ দপ্তর সমস্ত সরকারি বাস নিগমকে একত্রিত করে এক ছাতার তলায় নিয়ে এসেছে।

মন্ত্রী জানান মার্চ মাসে চালু হবে দুটি হেলিকপ্টার পরিষেবা। মুখ্যমন্ত্রীর নির্দেশে পুরুলিয়ায় বিমানবন্দর তৈরী হচ্ছে। কোচবিহার ও মালদা থেকে বিমান পরিষেবাও শুরু হবে শীঘ্রই।

বাজেটে গুরুত্ব দেওয়া হয়েছে জলপথ পরিবহণের ওপরেও। ২৭টি জলযান ইতিমধ্যেই চালু করা হয়েছে এবং আরও ৮৬টি খুব শীঘ্রই পরিষেবা শুরু করবে। যাত্রী সুরক্ষার কথা মাথায় রেখে সমস্ত পুরনো সেমি-মেকানাইজড জলযান বদল করে নামানো হয়েছে অত্যাধুনিক ভেসেল।

সমস্ত জেটির জন্য তৈরী করা হয়েছে স্ট্যান্ডার্ড অপারেটিং প্রোসিডিওর। উপকূলরক্ষীবাহিনী যে লাইফ জ্যাকেট ব্যবহার করে, আগামীদিনে সেরকম জ্যাকেট দেওয়া হবে ভেসেল যাত্রীদেরও, বলেন মন্ত্রী।

The State Panchayats and Rural Development Department has been steadily increasing its budget. For 2018-19, the amount allotted is Rs 19,174 crore, up from Rs 16,974 crore for 2017-18, which was, in turn, a hike from the Rs 14,275 crore allotted for 2016-17.

This was stated by the concerned minister during the presentation of the department’s budget in the Assembly. He said that the increase in budget will enable the Department to carry out more developmental work in the rural parts of the state.

The minister maintained that several steps have been taken during the past seven years to ensure overall growth of the rural areas of the state. He said that till January of the 2017-18 financial year, a total of 3.67 lakh houses were being built under different schemes. It has been proposed to construct 3.75 lakh more houses during the 2018-19 fiscal.

 

বিভিন্ন প্রকল্পে বরাদ্দ কমিয়েছে কেন্দ্র: পঞ্চায়েত মন্ত্রী

২০১৮-১৯ সালের বাজেটে পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তরের বরাদ্দ বাড়িয়ে ১৯১৭৪ কোটি টাকা করা হয়েছে। বর্তমানে কেন্দ্রীয় সরকার বিভিন্ন প্রকল্পে তাদের অনুদানের হার লক্ষ্যনীয় হারে কমিয়ে দিয়েছে। এইসব প্রকল্প রাজ্য সরকারের পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর প্রণয়ন করে।

প্রসঙ্গত, ২০১৬-১৭ সালে এই দপ্তরের বাজেট ছিল ১৪২৭৫ কোটি টাকা, যা ২০১৭-১৮ সালে বেড়ে হয় ১৬৯৭৪ কোটি টাকা।

পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী বলেন, এই বাজেট বৃদ্ধি করার ফলে গ্রামাঞ্চলে আরও অনেক উন্নয়নমূলক কাজ করা সম্ভব হবে।

বিভিন্ন উন্নয়নমূলক খাতে অনুদান কমিয়ে দেওয়ার জন্য কেন্দ্রের নিন্দা করেন মন্ত্রী। তিনি বলেন, ১ কিঃমিঃ রাস্তা নির্মাণে আনুমানিক খরচ হয় ৬০ লক্ষ টাকা। আগে কেন্দ্রীয় সরকার পুরো খরচ বহন করত, এখন রাজ্যের থেকে ৫০ শতাংশ আদায় করে।

তিনি পূর্বতন বাম সরকারকেও কটাক্ষ করেন। তিনি বলেন, বাম আমলে পঞ্চায়েত দপ্তরগুলো পার্টি অফিসে পরিণত হয়েছিল। গত ছয় বছরে গ্রামাঞ্চলের সার্বিক উন্নয়নের জন্য প্রচুর পদক্ষেপ নেওয়া হয়েছে।

তিনি আরও বলেন, ২০১৭-১৮ বর্ষের জানুয়ারি পর্যন্ত মোট ৩.৬৭ লক্ষ বাড়ি তৈরী করা হয়েছে বিভিন্ন প্রকল্পের অধীনে। ২০১৮-১৯ সালে আরও ৩.৭৫ লক্ষ বাড়ি তৈরীর প্রস্তাব আছে।

Super-flop show; big bluff show. No mechanism to implement announcements.

It is clear that all sections are displeased, disappointed, angry : the unemployed, the farmers, the youth, SC/ST, majority, minority.

People have lost their trust in this government. People have lost their faith. After today’s #Budget, their credibility is now zero.

Bengal gives free treatment and medicines. Our schemes on health, education and the emancipation of girls have already been implemented.

Bengal has already doubled farmer income in 5 years. Now GOI is again talking about doubling farmer income. Will agriculture grow at 12% per annum? They are again bluffing.

কেন্দ্রীয় বাজেট নিয়ে তৃণমূলের প্রতিক্রিয়া

সুপার-ফ্লপ শো; বিরাট ধাপ্পাবাজি। যে ঘোষণাগুলি করা হয়েছে সেগুলি বাস্তবায়িত করার কোনও রূপরেখার কথা বলা হয়নি।

কর্মহীন মানুষ, কৃষক, যুব, তপসিলি জাতি ও উপজাতি, সংখ্যাগুরু, সংখ্যালঘু সমাজের সর্বস্তরের মানুষ অসন্তুষ্ট, আশাহত, ক্ষুব্ধ।

মানুষ এই সরকারের প্রতি বিশ্বাস হারিয়েছে। আজকের বাজেটের পর এই সরকারের আর কোনও গ্রহণযোগ্যতা নেই।

বাংলায় স্বাস্থ্যপরিষেবা ও ওষুধ বিনামূল্যে পাওয়া যায়। স্বাস্থ্য, শিক্ষা, নারী ক্ষমতায়নের বিভিন্ন প্রকল্প বাংলায় ইতিমধ্যেই বাস্তবায়িত হয়েছে।

বাংলায় পাঁচ বছরেই কৃষকদের আয় দ্বিগুন হয়েছে। আর কেন্দ্রীয় সরকার এখন কৃষকদের আয় দ্বিগুন করার কথা বলছে। প্রতি বছর কৃষিক্ষেত্রে বৃদ্ধি কি ১২ শতাংশ হারে হবে? আবারও মানুষকে ধোঁকা দেওয়া হচ্ছে।

Bengal Chief Minister Mamata Banerjee today called the Union Budget as “clueless, useless, baseless, missionless and actionless”.

Slamming the Central Government, she tweeted: “A controversial Budget which is clueless, useless, baseless, missionless and actionless. Heartless. No roadmap for the country or the future from a government that has lost all its credibility”

She added, “Tax payers still have restrictions on withdrawals. Remove all restrictions. And where are the figures for demonetisation? Misleading. Full of jugglery of numbers and hollow words which mean nothing.”

 

কেন্দ্রীয় সরকারের বাজেটে মমতা বন্দ্যোপাধ্যায়ের প্রতিক্রিয়া

বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় কেন্দ্রীয় সরকারের বাজেটকে “অনর্থক, ভিত্তিহীন, উদ্দেশ্যহীন কর্মহীন ও হৃদয়হীন” বলে আখ্যা দিয়েছেন।

কেন্দ্রীয় সরকারের বাজেটের সমালোচনা করে তিনি টুইট করে জানান, “কেন্দ্রীয় সরকারের এই বিতর্কিত বাজেট আদপে অনর্থক, ভিত্তিহীন, উদ্দেশ্যহীন কর্মহীন ও হৃদয়হীন। দেশের ভবিষ্যতের কোনও পথনির্দেশ দেননি কেন্দ্রীয় সরকার। এই সরকার সব ধরনের বিশ্বাসযোগ্যতা হারিয়েছে। এই বাজেট বিভ্রান্তিকর।”

তিনি আরও বলেন, “কর প্রদানকারীদের টাকা তোলার ক্ষেত্রে এখনও নিষেধাজ্ঞা বহাল রয়েছে। সব ধরনের নিষেধাজ্ঞা এই মুহূর্তে তুলে নেওয়া হোক। নোটবাতিল সংক্রান্ত কোনও তথ্য কেন বাজেটে নেই? শুধুমাত্র পরিসংখ্যানের ভেলকি ও ফাঁকা আওয়াজ, যার কোনও অর্থ নেই।”

Taking a dig at the Centre for deciding to present Union Budget on the day of Saraswati Pujo, Chief Minister Mamata Banerjee tweeted on Saturday stating: “Why don’t we celebrate Saraswati Pujo in big way instead of presenting Union Budget on February 1?”

She added, “Do Saraswati bandana and not YOUR bandana.”

The tweet reads: “February 1 is Saraswati Pujo. This special day for the goddess of learning is a big day celebrated in schools, colleges, homes and clubs.”

The Chief Minister further tweeted that the day of Saraswati Pujo is a state government holiday. “We worship Ma Saraswati and celebrate in a special way in every school, college, university, home and everywhere,” she tweeted.

The Bengal Chamber of Commerce and Industry on Friday congratulated state Finance Minister Dr Amit Mitra for presenting a forward looking Budget for 2016-17, with an almost five-fold increase in planned expenditure that focuses on education, employment, agriculture and the MSME sector.

The Chamber said it was encouraging that the state has also been able to achieve a robust growth of seven times in agriculture and four times in infrastructure development in the past five years, while at the same time pushing down fiscal and revenue deficits within manageable limits even against the backdrop of a huge inherited debt burden of over Rs. 2.5 lakh crore.

Rakesh Shah, president of Bharat Chamber of Commerce, Kolkata said: “Amit Mitra deserves rich accolades for the most remarkable accomplishments in terms of the reduction in fiscal deficit and revenue deficit. This is despite large scale implementation of several ambitious schemes and projects for growth in the social development sector, which are being emulated in other States of the country.”

Anil Vaswani, Chairman, CII West Bengal State Council said that the Budget is a developmental one “with a focus on small-scale industries, health, infrastructure and education. The Finance Minister has made proposals to expedite speedy dispute resolution of VAT appeal cases. This will certainly go a long a long way in improving business environment in the state.”

The State Finance Minister, Dr Amit Mitra placed the Interim Budget for 2016-17 today in the West Bengal Assembly. Dr Mitra had placed a vote-on-account earlier this year because of the election.

While presenting the vote-on-account in the Assembly earlier, Dr Mitra had introduced no new taxes and proposed a 17% hike in Plan outlay, amounting to Rs 57,905 crore, for financial year 2017.

Finance Minister Dr Mitra had listed the Government’s “unprecedented” allocation in the social sector, while pointing out that the debt-ridden State has received no help from the Centre in terms of debt moratorium. He added that the State, on the basis of Gross Value Added, has expanded at 12% against the national growth of 7.3%.

Dr Mitra claimed that the State had set a record in terms of expenditure in the social sector — increasing rural development budget four times, health budget three times, minority development budget five times and agricultural budget three times, and creating planned expenditure for women and child welfare.

২০১৬–১৭ আর্থিক বছরের বাজেটের অংশবিশেষ 

আজ বিধানসভায় ২০১৬-১৭ আর্থিক বছরের বাজেট পেশ করলেন অর্থমন্ত্রী অমিত মিত্র। নির্বাচনের কারণে তিনি এ বছরের ফেব্রুয়ারি মাসে ভোট অন অ্যাকাউণ্ট পেশ করেছিলেন।

ভোট অন অ্যাকাউণ্ট পেশ করার সময় অর্থমন্ত্রী নতুন কোন কর ঘোষণা করেননি। বরং তিনি ২০১৭ আর্থিক বর্ষে পরিকল্পনা খাতে ব্যয় ১৭ শতাংশ অর্থাৎ ৫৭.৯০৫কোটি টাকা বৃদ্ধির প্রস্তাব দিয়েছেন।

রাজ্যের ওপর বিপুল ঋণের বোঝা ও কেন্দ্র থেকে কোনরকম সাহায্য না পাওয়া সত্ত্বেও সামাজিক ক্ষেত্রে “নজিরবিহীন” বরাদ্দ তালিকাভুক্ত করেন অর্থমন্ত্রী। তিনি আরও বলেন, রাজ্য তার GVA growth (Gross Value Added growth) ১২% বৃদ্ধি করেছে, যখন দেশের ক্ষেত্রে এই বৃদ্ধির হার ৭.৩%।

ডাঃ মিত্র দাবি করেন, রাজ্য সামাজিক খাতে ব্যয়ের দিক থেকে রেকর্ড তৈরি করেছে – গ্রামোন্নয়ন বাজেট বৃদ্ধি চার বার, স্বাস্থ্য বাজেট তিনবার, সংখ্যালঘু উন্নয়ন বাজেটের পাঁচবার এবং কৃষি বাজেট ও নারী ও শিশু কল্যাণে পরিকল্পনা ব্যয় বৃদ্ধি পেয়েছে তিনবার।

This is a hopeless Budget: Trinamool reaction

When something is good, Trinamool Congress is always positive in its outlook and constructive in its criticism. But when something is not upto the mark and not pro industry, not pro farmer, not pro youth, not pro downtrodden and not pro people, we are compelled to be critical.

This Budget is not constructive, nor is it creative. It is stereotype and routine. We are left with no option, but to call it a hopeless budget : no hope for industry, no hope for the farmers, no hope for the poor, no hope for the middle class, no hope even for the Sensex.

Let us now raise some specific examples:

1. NREGA: FM has said that the figure is up from Rs.34000 crores of last year to Rs.38000 crores of this year for the entire nation. But if you look at the figure of 2009-2010, that is, Rs.39000 crores so in effect the 2016 outlay is actually lower than the 2009-2010 outlay.

2. We believe in total transparency. Why has the FM not mentioned the details of the changes in the FDI policy in his Budget Speech? It is shrouded in an annexure and opens up 100% FDI in many sectors. Why can’t the Government be transparent?

3. Lots of good prose in the budget, but where are the jobs? Where are the solutions? How will industry benefit? How will agriculture benefit? There are millions of hungry, young, unemployed youth yearning for jobs. Job creation has not been outlined.

4. The FM made an attempt to emphasize on social sector schemes. But the reality is different. Almost 40 social sector schemes have been stopped and States have been burdened for funding new schemes. One example is the Pradhan Mantri Gram Sevak Yojana. Instead of the Centre now funding 100%, the Centre will only fund 60% and the States have to bear 40%. So in Bengal where 3000 crores was spent, the State would now have a burden of 1200 crores. Is this cooperative federalism?

5. There were some mild noises made about the health sector. But even here if you look closely States like Bengal have already implemented many of these measures like big discounts on medicine and cheaper healthcare for the under-privileged. On the point of dialysis becoming cheaper, yes the machines will become cheaper but what about the cost of treatment and medicines which is always a burden?

6(a). Power

While it is good that on the national level, rural electrification will be completed by 100% by 2018, Bengal has already achieved this in early 2016 itself.

6(b). SC/ST

We ask : Rs.500 crores is all that you could allot for SC/ST?

6(c). LPG for BPL families

Rs.2000 crores you say will cover 5 crore families. In reality, this is an exaggerated figure.

6(d). Farmers

In Bengal, about 80000 farmers have doubled their income in two years. That is the benchmark this Government should have followed.

6(e). No major tax reforms to benefit the middle class.

 

Lots of big words. No real big solutions.

দিশাহীন বাজেট: তৃণমূলের প্রতিক্রিয়া

যখন ভালো কিছু হয়, তৃণমূল কংগ্রেসের দৃষ্টিভঙ্গি সবসময় ইতিবাচক হয় ও তারা গঠনমূলক সমালোচনায় সামিল হয়। মানুষ বিরোধী কোন কাজ হলে তৃণমূল তার সমালোচনা করতে বাধ্য হয়।

বাজেট গঠনমূলক নয়, সৃজনশীল নয়। দিশাহীন বাজেট। শিল্প, কৃষি, গরিব, মধ্যবিত্ত— কারও জন্য কোনও আশার কথা নেই এই বাজেটে। অনেক বড় বড় কথা আছে, কিন্তু, কোনও প্রকৃত সমাধান সূত্র নেই।

বেশ কিছু সুনির্দিষ্ট উদাহরণ দেওয়া যাকঃ

অর্থমন্ত্রীর দেওয়া ১০০ দিনের কাজের তথ্য হিসেবে বলেছেন যে গত বছর ৩৪০০০ কোটি টাকা বরাদ্দ ছিল এবং এবছর বরাদ্দ বেড়ে দারিয়েছে ৩৮০০০ কোটি টাকায়। কিন্তু ২০০৯-২০১০ এর তথ্য অনুযায়ী সেই বছর বরাদ্দ ছিল ৩৯০০০ কোটি টাকা। তার মানে ২০১৬-র বরাদ্দ ২০০৯-২০১০-র বরাদ্দ থেকে কম।

আমরা স্বচ্ছতায় বিশ্বাস করি। FDI নিয়ে পুরো তথ্য কেন অর্থমন্ত্রী তার বাজেট বক্তৃতায় বললেন না? অ্যানেক্সচারের ভেতরে দেখা যাবে, অনেক কিছুই ১০০% FDI এর আওতায় চলে এসেছে। সরকার বাজেটে কেন স্বচ্ছতা দেখাতে পারছে না?

শিল্প কিভাবে উপকৃত হবে? কর্মসংস্থান কি করে হবে? তার কোনও দিশা নেই বাজেটে। কোথায় সমাধান সূত্র? কৃষি কিভাবে উপকৃত হবে? লক্ষ লক্ষ বেকার যুবক কর্মসংস্থানের জন্য ব্যকুল হয়ে আছে।  অথচ কর্মসংস্থানের কোনও রূপরেখা নেই।

সামাজিক প্রকল্পের ওপর জোর দিয়েছেন অর্থমন্ত্রী। কিন্তু বাস্তবে প্রায় ৪০টি সামাজিক প্রকল্প বন্ধ করে দেওয়া হয়েছে এবং তার বোঝা পড়েছে রাজ্যগুলির ওপর। তার একটি উদাহরণ হল প্রধান মন্ত্রী গ্রাম সড়ক যোজনা। আগে কেন্দ্রীয় সরকার ১০০% ব্যয় বহন করত যা কমিয়ে দাঁড়িয়েছে ৬০ শতাংশয়। আগে পশ্চিমবঙ্গ সরকারের খরচা হত ৩০০০ কোটি টাকা যা বেড়ে দাঁড়িয়েছে ১২০০০ কোটি টাকায়। এটি কি যুক্তরাষ্ট্রীয় পরিকাঠামোর উদাহরণ?

স্বাস্থ্য প্রকল্প গুলি নিয়ে বাজেটে বেশ কিছু কথা বলা হয়েছে। একটু কাছ থেকে দেখলে দেখা যাবে যে পশ্চিমবঙ্গ সরকার এই ধরণের অনেক প্রকল্পই কার্যকর করেছে। যেমন – স্বল্প মূল্যের ওষুধ, গরীবদের জন্য স্বল্প পয়সায় চিকিৎসা। ডায়ালিসিস মেশিন সস্তার কথা বলা হয়েছে? কিন্তু চিকিৎসার খরচ কমানো হল না কেন? অশুধের দাম কমানোর কথা হল না কেন?

ইতিমধ্যেই যেখানে বাংলায় ১০০শতাংশ বিদ্যুৎ সরবরাহ সম্পন্ন হয়েছে সেখানে কেন্দ্র ২০১৮ সালের মধ্যে এই কাজ সম্পন্ন করবে।

এস সি/ এস টি দের জন্য কেন মাত্র ৫০০ কোটি টাকা বরাদ্দ?

LPG গ্যাসের ক্ষেত্রে ২০ হাজার কোটি টাকা ৫ কোটি বি পি এল পরিবারের জন্য বরাদ্দ করা হয়েছে। এটা অনেকটা বারিয়ে বলা হয়েছে।

পশ্চিমবাংলার প্রায় ৮০ হাজার কৃষকের আয় গত ২ বছরে দ্বিগুন বৃদ্ধি পেয়েছে। সরকারের এই বেঞ্চমার্ক অনুসরণ করা উচিত।

মধ্যবিত্তর জন্য কোনও বড়সড় কোন কর সংস্কারের পদক্ষেপ নেই এই বাজেটে।

 

অনেক বড় বড় কথা। নেই কোনও প্রকৃত সমাধান সূত্র।

The department of disaster management will train home guards attached to the police stations to combat disaster, state minister for disaster management Mr Javed Khan said in the Assembly.

Taking part in the Budget discussion, Mr Khan said that home guards will be trained to handle several gadgets, required to combat disaster. Mr Khan said that if any person wants to take disaster management related training, he will be welcome. He said that more than 20 fire stations will be set up in the state.

“The Left Front government had destroyed the infrastructure of this department but the current government has improved it,” he said. He said that the regional civil defense control center in Kolkata will be modernized.

He assured insurance coverage for the volunteers engaged in different disasters. “The department has also targeted procurement of more boats and modern equipment for the purpose of rescue,” he said. A quick response team barrack will be constructed in all districts, he said.
