The State Government and ISKCON will jointly set up a Vedic Centre for Culture and Education at the Gangasagar fairground on Sagar Island to promote spiritual tourism. The two are also jointly working to build a world-class fountain park, community hall and light-and-sound exhibition to attract visitors.

Gangasagar is visited by thousands of people from all over the country during Makar Sankranti. Because of better road connectivity both domestic and foreign tourists keep on visiting the area throughout the year.

After coming to power in 2011, Chief Minister Mamata Banerjee has stressed on the need to improve Gangasagar. Roads were built and steps were taken to beautify the area.

Spiritual tourism is coming up in Bengal in a very big way and the State Tourism Department and private tour operators have held several rounds of talks on the matter.

রাজ্যে আধ্যাত্মিক পর্যটনকে (spiritual tourism) নতুন মাত্রা দিতে এক অভিনব উদ্যোগ নিল রাজ্য সরকার। রাজ্য সরকার এবার ইস্কনের সঙ্গে যৌথ উদ্যোগে সাগরদ্বীপের গঙ্গাসাগর মেলা প্রাঙ্গনে তৈরী করতে চলেছে শিক্ষা ও সংস্কৃতির এক বৈদিক চর্চা কেন্দ্র। পাশাপাশি, পর্যটকদের আকর্ষিত করতে একটি বিশ্বমানের ফাউন্টেন পার্ক, কমিউনিটি হলও গড়া হবে। থাকবে ‘লাইট অ্যান্ড সাউন্ড’ শো।

মকর সংক্রান্তিতে লক্ষ লক্ষ পুণ্যার্থীর সমাগম হয় গঙ্গাসাগরে। মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে সড়ক যোগাযোগ ব্যবস্থা উন্নত মানের হওয়ায় এখন সারা বছরই দেশী ও বিদেশী পর্যটক ভিড় জমান এখানে। এই বৈদিক কেন্দ্রটি তৈরী হলে আরও মানুষ এখানে আসবেন।

২০১১ সালে ক্ষমতায় আসার পর মুখ্যমন্ত্রী গঙ্গাসাগরের সংস্কারে জোর দিয়েছেন। হয়েছে নতুন রাস্তা, সেজে উঠেছে সাগরদ্বীপ।

প্রসঙ্গত, ইতিমধ্যেই রাজ্যে আধ্যাত্মিক পর্যটন গতি পেয়েছে। রাজ্য পর্যটন দপ্তর ও বিভিন্ন বেসরকারি সংস্থার উদ্যোগে নানা ধর্মীয় স্থানে নানা ট্যুরের ব্যবস্থা করা হচ্ছে।

The rate of allotting plots to set up individual units of micro, small and medium enterprises (MSME) at industrial parks has doubled with the introduction of the online platform to apply for plots.

In the past three months, the West Bengal Small Industries Development Corporation (WBSIDC) has allotted 30 plots at its industrial parks and estates to set up MSME units, and the number is expected to reach 120 in a year, which is exactly double that of the last year’s. The thirty plots which have been allotted are mostly in Bolpur, Ambari Falakata and Behrampore.

The state government made the process of allotting plots online from October 31, and since then entrepreneurs have not had to run to any government office to apply for the same. Instead they get a call within three weeks of applying with all valid documents from the corporation and the land gets allotted if the project is found to be viable after a discussion with the top brass of WBSIDC.

With the introduction of the online platform, the process of allotting is taking place in a timely and more transparent manner.

The major step of introducing the online platform under the State Government’s project of ‘ease of doing business’ was to show how entrepreneurs have started taking interest in choosing plots at industrial parks, even in those that are not situated close to the city. According to the official quoted above, the response is equally good in north Bengal.

অনলাইন পদ্ধতি চালু হওয়ার পর ক্ষুদ্র-মাঝারি শিল্পের জন্য জমি বণ্টন দ্বিগুন

 

ক্ষুদ্র-মাঝারি শিল্প কেন্দ্র তৈরীর জন্য রাজ্যের বিভিন্ন শিল্প পার্কে জমি বণ্টনের দ্বিগুন হয়েছে। আর এটি সম্ভব হয়েছে অনলাইন পদ্ধতিতে জমির জন্য আবেদন চালু হওয়ার পর।

গত তিন মাসে, পশ্চিমবঙ্গ ক্ষুদ্র শিল্প উন্নয়ন নিগম ৩০টি জমি বণ্টন করেছে; আশা করা যায় আগামী এক বছরের মধ্যে এই সংখ্যা ১২০তে পৌঁছবে, যা আগের বছরের তুলনায় দ্বিগুন। যে জমিগুলি বণ্টন করা হয়েছে, সেগুলি বেশীর ভাগই বোলপুর, আমবাড়ি-ফালাকাটা এবং বহরমপুরে।

অনলাইনে জমির আদেবন করার পরিষেবা শুরু হয় ৩১শে অক্টোবর, ২০১৭ থেকে। এর ফলে জমির আবেদন করতে কোনও ব্যবসায়ীকে সরকারি দপ্তরে যাতায়াত করতে হয় না। বরং আবেদন করার পর তারা তিন সপ্তাহের মধ্যে দপ্তর থেকেই তাদের সমস্ত বৈধ নথি নিয়ে দেখা করতে বলা হয়। ব্যবসাটি লাভজনক কিনা সেটি বিচার করে জমি হস্তান্তর করা হয়।

অনলাইন আবেদনের ফলে জমি বন্টন পদ্ধতি অনেক স্বচ্ছ ও দ্রুত হয়েছে। এই অনলাইন পদ্ধতি শুরু হওয়ার ফলে ‘ইজ অফ ডুইং বিজনেস’ বা শিল্প গড়ার সুবিধের মাপকাঠিতে অনেকটাই এগিয়ে গেছে বাংলা।

The unique ‘Para Boithak’ (neighbourhood meetings) initiative of the Bengal Government at panchayat level will become a national model, as per the director general of National Institute of Development and Panchayati Raj (under the Union Ministry of Rural Development). This initiative has been named ‘Sahabhagi’.

The State Panchayat Department is now framing guidelines for the initiative that other States can follow. In this initiative, rural people can put forth their suggestions regarding development at these meetings. In Bengal, these meetings have witnessed huge participation of women.

In the past, the Centre also praised the performance of Bengal in terms of construction of rural roads, 100 Days’ Work and Mission Nirmal Bangla.

রাজ্যের গ্রামীণ এলাকার পাড়া বৈঠককে অন্য রাজ্যে মডেল করতে চায় কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রক। তার জন্য একটি রূপরেখা বা গাইডলাইন তৈরি করতে রাজ্য পঞ্চায়েত দপ্তরের অধিকর্তাদের নির্দেশ দেওয়া হয়েছে। পাড়া বৈঠকের মাধ্যমে মানুষের মতামত নিয়ে উন্নয়নের পরিকল্পনা তৈরি করার জন্য রাজ্য সরকারের ভূয়সী প্রশংসা করেছে কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রক।

মন্ত্রকের অধীনে থাকা ন্যাশনাল ইনস্টিটিউট অব ডেভেলপমেন্ট অ্যান্ড পঞ্চায়েতীরাজ-এর ডিরেক্টর জেনারেল রাজ্যে পঞ্চায়েতের কাজকর্ম দেখতে আসেন। তিনি বারুইপুরের হরিহরপুর এবং বেগমপুর গ্রাম পঞ্চায়েতের পাড়া বৈঠক দেখে বিস্মিত হন। সেই পাড়া বৈঠকে মহিলাদের উপস্থিতি এবং উন্নয়নের কাজে এলাকাবাসীর মতামত নিয়ে পরিকল্পনা গ্রহণের পদ্ধতি দেখে তিনি এই উদ্যোগের প্রশংসা করেন।

পঞ্চায়েতে তৃণমূল স্তরের কাজকর্মে সন্তুষ্ট হয়ে কেন্দ্রীয় গ্রামোন্নয়ন সংস্থার ওই কর্তা অন্য রাজ্যের জন্য ‘গাইডলাইন’ তৈরি করে দিতে রাজ্য পঞ্চায়েত দপ্তরের কর্তাদের অনুরোধ জানান ।

পাড়া বৈঠকের মাধ্যমে মানুষের মতামত নিয়ে গ্রামের উন্নয়নের রূপরেখা বা পরিকল্পনা তৈরী করা হয়। রাজ্যের পঞ্চায়েত দপ্তর তার নাম দিয়েছে সহভাগী প্রক্রিয়া।

এর আগে কেন্দ্রের এক প্রতিনিধি দল গত মাসে রাজ্যের পাঁচটি জেলায় ১০০ দিনের কাজ দেখে পঞ্চায়েত দপ্তরের ভূয়সী প্রশংসা করেছিল। প্রশংসিত হয়েছে প্রধানমন্ত্রী গ্রাম সড়ক যোজনা ও মিশন নির্মল বাংলার কাজও। রাজ্যের গ্রামীণ এলাকায় যে উন্নয়নের কাজ চলছে, প্রশংসার মোড়কে তা-ই কার্যত স্বীকার করে নিল কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রক।

More than three lakh people, who are likely to lose their pension because new guidelines issued by Centre, have found a helping hand in the West Bengal Government. The State government is launching a special pension scheme for them, funds for which will be completely provided by the Bengal government. Around 3.25 lakh people will be benefitted.

Under National Social Assistance Programme, several crores of people receive financial aid from the government. Senior citizens, widows, disabled people mainly receive assistance. Bengal’s ‘quota’ in this programme is 21.31 lakh. However, the number of eligible people is 23.4 lakh. The State’s repeated requests for increasing the quota have fallen on deaf ears. Moreover, as per the new guidelines by Centre, 1.15 lakh people in rural areas would lose these pensions.

The Bengal Government has instructed all Panchayats to make a list of the people who are losing their pension, and enrol them under the special pension scheme as soon as possible, so that they continue to receive their aid.

কেন্দ্রীয় সরকারের নির্দেশিকার জেরে পেনশন প্রকল্প থেকে বঞ্চিত সওয়া তিন লক্ষ বৃদ্ধ ও অসহায় মানুষের জন্য ‘বাংলার বিশেষ ভাতা প্রকল্প’ চালু করল রাজ্য সরকার। এই প্রকল্পে প্রাথমিকভাবে ৩ লক্ষ ২৫ হাজারেরও বেশি মানুষ উপকৃত হবেন। প্রকল্পের পুরো খরচ বহন করবে রাজ্য সরকার।

ন্যাশনাল সোশ্যাল অ্যাসিস্ট্যান্স প্রোগ্রামের অধীনে দেশের বেশ কয়েক কোটি মানুষ ভাতা পান। মূলত দরিদ্র শ্রেণীর মানুষকে ন্যূনতম আর্থিক সহায়তা তুলে দেওয়ার জন্যই এই প্রকল্প। এই প্রকল্পগুলিতে প্রবীণ দরিদ্র নাগরিক, অসহায় বিধবা ও প্রতিবন্ধীদের মাসিক ভাতা দেওয়া হয়।

এই তিনটি স্কিমে রাজ্যের কোটা রয়েছে ২১ লক্ষ ৩১ হাজার। কিন্তু রাজ্যে এই স্কিমের আওতাভুক্ত হওয়ার যোগ্য মানুষের সংখ্যা ২৩ লক্ষ ৪০ হাজার। রাজ্যের আধিকারিকরা কেন্দ্রীয় সরকারের কাছে বার বার রাজ্যের কোটা বাড়ানোর আবেদন জানালেও কর্ণপাত করেনি কেন্দ্র। উল্টে প্রায় দু’মাস আগে তাদের দেওয়া নতুন নির্দেশিকা অনুযায়ী রাজ্যের গ্রামীণ এলাকার ১ লক্ষ ১৫ হাজার মানুষ এই ভাতা প্রকল্প থেকে বাদ যাচ্ছে।

প্রতিটি জেলার পঞ্চায়েত দপ্তরকে নির্দেশ দেওয়া হয়েছে, ভাতা প্রকল্প থেকে বাদ যাওয়া বাসিন্দাদের ব্লকভিত্তিক তালিকা প্রস্তুত করে বাংলার বিশেষ ভাতা প্রকল্পে তাঁদের নাম অন্তর্ভুক্ত করতে হবে। যাতে এক মাসের জন্যও তাঁরা ভাতা

Another feather has been added to Mamata Banerjee’s hat. Bengal’s Sabuj Sathi scheme and e-excise project have received the national award in e-governance. These projects were adjudged the best among 950 projects from 28 States. Union Department of Personnel Training wrote to the Bengal Government about these awards.
In 2013-14, Bengal had won the national award in e-governance for e-taxation. The State had also been honoured for the Kanyashree scheme. Now, the scheme of free cycle distribution has received national acknowledgement. 70 lakh cycles have been distributed so far, all through e-governance. The whole process, starting from procurement to the distribution of cycles, is done online. Sabuj Sathi scheme has brought about a social revolution in the State.
On the other hand, the state government started the e-excise project for regulating the sale of alcohol. Procurement and sale of alcohol is completely online. Bar coding system has been introduced. How much alcohol has been sold, what is the stock left with the retailer, all details are stored online. Revenue collection from excise has also increased as a result (from Rs 3,000 crore in 2013-14 to Rs 5,226 crore in 2016-17. The figure will reach Rs 8,700 crore in 2017-18).
Representatives from States like Haryana, Uttar Pradesh, Tripura and Assam have come to Bengal to study the e-excise project, so that it can be implemented in their States also.
After assuming power, Mamata Banerjee had laid a lot of stress on e-governance. E-tendering system was launched in 2012; the finance ministry follows the Integrated Financial Management System. Recently, files have been done away with and e-office system was launched by the government.

 

সবুজ সাথী, ই-আবগারি পেল জাতীয় ই-গভর্ন্যান্স পুরস্কার

অন্য সব রাজ্যের সঙ্গে প্রতিযোগিতায় রাজ্য সরকারের সবুজ সাথী প্রকল্প এবং ই-আবগারি প্রজেক্ট জাতীয় ই-গভর্ন্যান্স পুরস্কার ছিনিয়ে নিল। ২৮টি রাজ্য ও কেন্দ্রীয় সরকারের ৯৫০টি প্রকল্পের মধ্যে পশ্চিমবঙ্গের এই পুরস্কার প্রাপ্তির কথা চিঠি দিয়ে নবান্নকে জানিয়ে দিল কেন্দ্রীয় সরকারের ডিপার্টমেন্ট অব পার্সোনেল ট্রেনিং (ডিওপিটি)। এই পুরস্কারই যে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের সাফল্যের মুকুটে আরও একটি পালক, তা আর বলার অপেক্ষা রাখে না।
২০১৩-১৪ সালে রাজ্য সরকার ই-ট্যাক্সেশনের জন্য জাতীয় ই-গভর্ন্যান্স অ্যাওয়ার্ড পেয়েছিল। সেই বছর কন্যাশ্রী প্রকল্পের জন্য সামাজিক ক্ষেত্রে ওই পুরস্কার দিয়েছিল কেন্দ্রীয় সরকার। এবার ছাত্রছাত্রীদের সাইকেল প্রদান অর্থাৎ সবুজ সাথী প্রকল্প সেই সম্মান পেল। এই প্রকল্পের ৭০ লক্ষ ছাত্রছাত্রীকে সাইকেল দেওয়া হয়েছে। সবটাই হয়েছে ই-গভর্ন্যান্সের মাধ্যমে। সেখানে সাইকেল কেনা থেকে সাইকেল বিলি সবটাই হয় অনলাইনে। সমস্ত হিসেব রাখা হয় কম্পিউটারে। এই সাইকেল বিলি আর্থসামাজিক ক্ষেত্রে বিপুল পরিবর্তন এনে দিয়েছে। পুরোটাই মমতা বন্দ্যোপাধ্যায়ের মস্তিষ্কপ্রসূত।
অন্যদিকে দেশি ও বিদেশি মদ বিক্রির প্রক্রিয়া নিয়ন্ত্রণে আনার জন্য ই-আবগারি প্রজেক্ট নেয় অর্থদপ্তর। মদ উৎপাদন বা আমদানি থেকে দোকানের বিক্রি, সবটাই হয় অনলাইনে। চালু হয়েছে বার কোডিং সিস্টেম। এর ফলে ভেজাল মদ নিয়ন্ত্রণ করা গিয়েছে। কোথায় কত মদ বিক্রি হচ্ছে, পাইকারি বিক্রেতার কাছে কত স্টক আছে, তার হিসেব থাকছে কম্পিউটারে। ই-আবগারি প্রজেক্টের অধীনে এক্সাইজ থেকে রাজস্ব আদায়ও অনেটা বেড়ে গিয়েছে। ২০১৩-১৪ আর্থিক বছরে যেখানে এই আদায় ছিল তিন হাজার কোটি টাকা, সেখানে ২০১৬-১৭ আর্থিক বছরে তা বেড়ে হয়েছে ৫২২৬ কোটি টাকা। বর্তমান আর্থিক বছর ২০১৭-১৮ তে তা বেড়ে কমপক্ষে ৮৭০০ কোটি টাকা দাঁড়াবে বলে আশা করা হচ্ছে।
হরিয়ানা, উত্তরপ্রদেশ, ত্রিপুরা ও অসম থেকে অফিসাররা ই-আবগারি সিস্টেম দেখতে এসেছিলেন। তাঁরা এখানকার সিস্টেম তাঁদের রাজ্যে লাগু হবে বলে রাজ্য সরকারের কর্তাব্যক্তিদের জানিয়েছেন।
মমতা বন্দ্যোপাধ্যায়ের সরকার ক্ষমতায় আসার পর ই-গভর্ন্যান্সের উপরে জোর দেওয়া হয়। ২০১২ সালে চালু হয় ই-টেন্ডার সিস্টেম। অর্থদপ্তরে চালু হয়েছে ইন্টিগ্রেটেড ফিনান্সিয়াল ম্যানেজমেন্ট সিস্টেম (আইএফএমএস)।বর্তমানে ফাইল প্রথা তুলে দিয়ে চালু হয়েছে ই-অফিস।

Women in Purulia district have managed to destroy taboos related to the monthly cycle, through a project that aims at providing better sanitation and hygiene. It also allows some women to earn money. An SHG in Jaipur Purulia, has taken up the work of manufacturing sanitary napkins.
Last year in June, the District Rural Development Cell (DRDC) and UNICEF jointly mooted a proposal for a sanitary napkin production centre at Purulia to provide cheap sterilised napkins and advocacy on personal hygiene. The DRDC fulfilled the infrastructure requirements while UNICEF offered technical support. A pilot project was started in Jaipur in Purulia. ASHA workers have been roped in to distribute the end products.
Each month, the 30 women work on the two sterilisation machines to produce about 900 sanitary napkin packets. Besides retailing, the centre supplies napkins for hospitals, schools and SHGs.
A plan has been made to include the Kanyashree girls in the distribution list.

 

 

সস্তায় ন্যাপকিন তৈরী করবে স্বনির্ভর গোষ্ঠী

 

রাজ্য সরকার পুরুলিয়ার প্রত্যন্ত এলাকার গ্রামের মহিলাদের জন্য সস্তায় স্যানিটারি ন্যাপকিন তৈরীর প্রকল্প চালু করল। এবং এগুলি তৈরী করবে পুরুলিয়ার প্রত্যন্ত গ্রামের মহিলারাই। এতে কর্মসংস্থান যেমন হবে, পাশাপাশি গ্রামের মহিলারা অত্যন্ত কম দামে নিরাপদ স্যানিটারি ন্যাপকিনও পাবে।
স্যানিটারি ন্যাপকিন ব্যবহারের ক্ষেত্রে এখনও উন্নত দেশগুলির মহিলাদের তুলনায় বেশ কিছুটা পিছিয়ে আমাদের দেশের মহিলারা। তাই, ন্যাপকিন ব্যবহারের ক্ষেত্রে মহিলাদের সচেতন করতে এগিয়ে এল জয়পুর সমবায় ও কৃষি উন্নয়ন সমিতি। এই ধরনের স্যানিটারি ন্যাপকিন বানানোর জন্য জয়পুর এলাকার বেশ কয়েকটি স্বনির্ভর গোষ্ঠীর মহিলাদের প্রশিক্ষণ দিয়ে নিজে হাতে নিরাপদ উপায়ে কীভাবে স্যানিটারি ন্যাপকিন তৈরী করবে, তা হাতে কলমে দেখানো হয়।
জয়পুর সমবায় দপ্তরের প্রশিক্ষণ ভবনে প্রাথমিকভাবে এই প্রকল্পের ‘পাইলট প্রোজেক্ট’ শুরু হয়েছে। প্রসঙ্গত, কয়েকদিন আগেই রাজ্য সরকারের স্বাস্থ্য দপ্তরের উদ্যোগে রাজ্যের প্রতিটি এলাকায় আশা কর্মীদের মাধ্যমে মেয়েদের সস্তায় ভর্তুকিযুক্ত স্যানিটারি ন্যাপকিন বিলি করার প্রকল্প শুরু হয়েছে।
এই প্রকল্পে ভবিষ্যতে রাজ্য সরকারে ‘কন্যাশ্রী’ প্রকল্পে নাম লেখানো ছাত্রীদের অন্তর্ভুক্ত করার পরিকল্পনা আছে।

Women in rural areas of Bengal who make various items of handicraft would soon be getting more opportunities to sell their wares.

The State Government agency, West Bengal Swarojgar Corporation Limited (WBSCL), which looks after the setting up of and improving self-employment opportunities for people, especially in non-urban regions, is opening outlets in every district headquarters where the women can set up shop temporarily. No rent would be taken from them. The earnings would go entirely to them.

This would give the women access to a much wider market – the urban clientele, who have a much higher purchasing power. The outlets would be built by WBSCL at its own cost.

As of now, the government organises annual handicrafts fair, one at the state-level and at district levels, where these women sell their goods. They also sell their goods from the Karma Tirthas which the government is setting up.

গ্রামের মহিলাদের স্বাবলম্বী ও অর্থনৈতিকভাবে উন্নয়ন ঘটাতে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় অনেকদিন ধরেই চেষ্টা চালাচ্ছেন। বিভিন্ন দপ্তরকে তিনি এই নিয়ে ভাবনাচিন্তা করার কথা বলেছেন।

সেইমত, পশ্চিমবঙ্গ স্বরোজগার নিগম প্রতিটি জেলা সদরে একটি করে আউটলেট করার সিদ্ধান্ত নিয়েছে। আগামী আর্থিক বছরেই এই আউটলেট চালু হয়ে যাবে।

স্বনির্ভর গোষ্ঠীর যে সমস্ত মহিলা, বাড়িতে নানা জিনিস তৈরি করেন, তাঁরা ওই আউটলেটে গিয়ে বিক্রি করতে পারবেন। নিগম নিজস্ব তহবিল থেকেই এই আউটলেটগুলি তৈরি করছে।

এখানে ব্যবসা করার জন্য স্বনির্ভর গোষ্ঠীর মহিলাদের কাছ থেকে কোনও টাকা নেওয়া হবে না। সম্পূর্ণ বিনামূল্যে তাঁরা এখানে ব্যবসা করার সুযোগ পাবেন।

The Bengal Government has taken up a huge project to supply purified drinking water to almost 10 lakh families of Purulia. Japanese organization JICA will provide Rs 960 crore for the project.

The Detailed Project Report regarding the water project was prepared by the State Public Health Engineering department. According to the DPR, water will be taken from Kumari River near Manbazar in Purulia and will be treated to make it consumable.

The water plant will be constructed at Manbazar. After its completion, the plant will produce around 70 lakh million gallons of purified drinking water. The water will be supplied to households through pipelines to almost 10 lakh people in Purulia Municipality area and the Panchayat areas of five other blocks.

In near future around 20 blocks will be connected with pipelined purified drinking water and as a result, the people will avail the service even during the times of draught.

পুরুলিয়ায় ১০ লক্ষ মানুষের বাড়িতে পরিস্রুত পানীয় জল পৌঁছে দেবে রাজ্য সরকার। জাপানি সংস্থা ‘জাইকা’ এই প্রকল্পের জন্য ৯৬০ কোটি টাকা দেবে রাজ্যকে। এর আগেও রাজ্য সরকার জাইকার থেকে ঋণ নিয়ে বিভিন্ন প্রকল্প তৈরি করেছে।

নবান্ন সূত্রে জানা গিয়েছে, এই বিস্তারিত প্রকল্প রিপোর্ট (ডিপিআর) তৈরি করে জাইকার কাছে পাঠায় জনস্বাস্থ্য কারিগরি দপ্তর। ডিপিআরে রয়েছে, পুরুলিয়ার মানবাজারে কুমারী নদী থেকে জল তুলে পরিশোধন করে তা মানুষের পানযোগ্য করা হবে। খরাপ্রবণ এলাকায় পানীয় জলের সমস্যা মেটাতে এই প্রকল্প হাতে নেওয়া হচ্ছে।

মানবাজারেই পরিস্রুত পানীয় জলের প্রকল্প তৈরি হবে। এই প্রকল্প থেকে প্রতিদিন ৭০ লক্ষ মিলিয়ন গ্যালন পরিস্রুত পানীয় জল পাওয়া যাবে। এই পরিস্রুত পানীয় জল পাইপলা঩ইনের মাধ্যমে বাড়ি বাড়ি পৌঁছে দেওয়ার পরিকল্পনা নিয়েছে পুরসভা। পুরুলিয়া পুরসভা এলাকা ও পাঁচটি ব্লকের পঞ্চায়েত এলাকার ১০ লক্ষ মানুষ এই পরিস্রুত পানীয় জল পাবেন।

এর ফলে পুরুলিয়ার বিস্তীর্ণ অংশের মানুষ জলের আকাল থেকে মুক্তি পাবেন বলে মনে করেন জনস্বাস্থ্য কারিগরি দপ্তরের মন্ত্রী। পুরুলিয়ার ২০টি ব্লক কয়েক বছরের মধ্যেই পরিস্রুত পানীয় জল পাবে। খুব শীঘ্রই এই প্রকল্পের কাজ শুরু হবে। এটি রাজ্য সরকারের বড় সাফল্য হতে চলেছে। এমনকী খরার সময়েও পুরুলিয়ার বিস্তীর্ণ অংশে জলের অভাব হবে না।

All India Trinamool Congress MPs Sudip Banerjee and Saugata Roy on Sunday joined Indian Medical Association’s (IMA) movement against the National Medical Commission Bill, extending their moral support to the campaign.

IMA Bharat Yatra was flagged off at Kolkata on Sunday. IMA’s Bharat Yatra is a nationwide campaign against the implementation of the National Medical Commission Bill.

According to the IMA, once the NMC Bill is implemented, it would strengthen the hands of private companies in the health service industry. Medical aspirants will not be able to study medical courses on the basis of their merit and it would help those who can get their children admitted in MBBS course against a huge amount of money. They called the Bill anti-people and undemocratic.

 

এনএমসি বিলের বিরোধিতায় ইন্ডিয়ান মেডিক্যাল অ্যাসোসিয়েশনের পাশে তৃণমূল

রবিবার কলকাতা থেকে ইন্ডিয়ান মেডিক্যাল অ্যাসোসিয়েশন (আইএমএ) ন্যাশনাল মেডিকেল কাউন্সিল (এনএমসি) বিলের বিরোধিতায় ভারত যাত্রার সূচনা করে। এই যাত্রা এনএমসি বিলের বিরোধিতায় একটি দেশব্যাপী কর্মসূচী।

তৃণমূল সাংসদ সুদীপ বন্দ্যোপাধ্যায় ও সৌগত রায় এই কর্মসূচিতে যোগ দিয়ে এনএমসি বিল বিরোধী এই আন্দোলনকে নৈতিক সমর্থন জানালেন।

ইন্ডিয়ান মেডিক্যাল অ্যাসোসিয়েশনের বক্তব্য অনুযায়ী, এই এনএমসি বিল একবার চালু হলে, স্বাস্থ্য পরিষেবায় বেসরকারি সংস্থার হাত শক্ত হবে। ডাক্তারি পড়তে ইচ্ছুক কোনও যোগ্য প্রার্থী তার মেধার ভিত্তিতে ডাক্তারি পড়তে পারবে না, শুধুমাত্র বিপুল টাকার পরিবর্তেই ডাক্তারি পড়ার আসন পাওয়া যাবে।

ইন্ডিয়ান মেডিক্যাল অ্যাসোসিয়েশনের মতে, এই বিল জনবিরোধী ও অগণতান্ত্রিক।

As part of a novel effort, the State Disaster Management and Civil Defence Department is providing psychological preparedness training to residents of disaster-prone areas to reduce the degree of trauma during any emergency.

According to a senior official of the department, with the help of such training, residents of an area struck by any disaster would be able to deal with a situation and reach a safe place after listening to the forecast of any disaster.
With improvement in the weather forecasting system, in most cases, people are well-informed, and that too, within a very short period of time, in case there is any prediction of heavy storm or rainfall.

They become psychologically strong, considering that they know what they need to do and what not during the time of disaster. It helps a lot as one can attempt to rescue others as well.

The trainers show videos of different natural disasters like flood, earthquake, etc. to residents of coastal areas, flood-prone areas and hills.

This comes at a time when the state government has introduced a state-of-the-art technology that will ensure prediction of lightning and dissemination of information at least 45 minutes ahead of its striking at a particular location in any part of Bengal.

 

দুর্ঘটনার জন্য মানসিক প্রস্তুতির প্রশিক্ষণ দেবে রাজ্য সরকার

রাজ্য বিপর্যয় ব্যবস্থাপনা ও অসামরিক প্রতিরক্ষা দপ্তর এক অভিনব উদ্যোগ নিয়েছে। দুর্ঘটনা-প্রবণ এলাকার মানুষদের মানসিকভাবে প্রস্তুত থাকার প্রশিক্ষণ দেবে দপ্তর যাতে বিপর্যয়ের সময় তাদের ‘ট্রমা’ লাঘব করা যায়।

দপ্তরের এক আধিকারিকের মতে, এই প্রশিক্ষণের ফলে এলাকার বাসিন্দারা দুর্ঘটনার পূর্বাভাষ পাওয়ার পর মাথা ঠাণ্ডা রেখে তাড়াতাড়ি বিপন্মুক্ত জায়গায় চলে যেতে পারবেন।

আজকাল প্রযুক্তির আধুনিকীকরণের ফলে প্রাকৃতিক দুর্যোগের পূর্বাভাষ আগে থাকতেই পাওয়া যায়। আর মানুষ যদি মানসিকভাবে শক্ত হন, তারা বিপর্যয়ের সময় উদ্ধারকাজেও সাহায্য করতে পারবেন।

উপকূলবর্তী এলাকার মানুষদের, বন্যাপ্রবণ এলাকার বাসিন্দাদের, পাহাড়ের মানুষদের বিশেষ করে এই প্রশিক্ষণটি দেওয়া হবে। বন্যা, ভুমিকম্পের এবং প্রাকৃতিক দুর্যোগের বিভিন্ন ভিডিও দেখানো হবে।

উল্লেখ্য, উন্নত প্রযুক্তির ফলে রাজ্য সরকার এখন ৪৫ মিনিট আগেই বজ্রপাতের পূর্বাভাস দিয়ে থাকে।
