Under Mamata Banerjee, the Health Department has been one of the best-performing departments over the last five years in West Bengal. Concepts like special care units for babies, fair-price medicine shops, fair-price diagnostic centres and multi super-speciality hospitals have brought about a huge change in the health scenario in the State.

Recently, the Government has taken the path-breaking decision of withdrawing all user charges from all Government hospitals, including medical college hospitals. These user charges include those of drugs, surgical implants and of usage of costly devices.

Mother and child care: The number of sick newborn care units (SNCU) is up from six to 49 and sick newborn stabilisation units (SNSU) are up from zero to 302. There has been a significant improvement in institutional delivery, from 68% in 2011 to 87% in November 2015; all 671 functional delivery points now have newborn care corners (NBCC). Two Mother and Child Care Hubs (MCHs) have been built in Kolkata and Howrah; seven more are coming up by the end of 2016. Thirty-five Nutritional Rehabilitation Centres (NRCs) centres have been set up for the management of severely malnourished children, and for counselling their mothers.

Fair-price medicine shop (FPMS): The 109 FPMSs achieved a gross sale of Rs 940 crore, with discount of Rs 585 crore availed by 2013 lakh patients between December 2012 and December 2015.

Fair-price diagnostic centre (FPDC): FPDCs are meant to provide medical diagnostic facilities at an affordable rate. There is also provision for free services to the poor and vulnerable sections of society. So far, 82 FPDCs have been set up in government hospitals.

Multi super-speciality hospitals: These hospitals with advanced healthcare facilities are coming up in all the districts. Thirty-two have been opened, out of the scheduled 41.

Emergency care: West Bengal is the only State to set up modern critical care and emergency management facilities in districts and sub-divisions. Fifty-five such CCUs and HDUs (high-dependency units) are functional, and 17 more are to open soon.

Hospital beds: The bed strength has been increased by 27,000. A hundred eighty non-bedded primary healthcare centres (PHCs) were upgraded to 10-bedded PHCs and 144 block primary healthcare centres (BPHCs) were upgraded to rural hospitals.

Madhur Sneha and Cord Blood Bank: Eastern India’s first human milk bank, named Madhur Sneha, and a cord blood bank have been set up at SSKM Hospital.

Sishu Sathi: This scheme is meant to enable free surgical treatment for children with cardiac diseases at State Government-run hospitals; more than 7,400 children have been treated till now.

Rashtriya Swasthya Bima Yojana (RSBY): The West Bengal Government has ensured extension of RSBY services to all hospitals up to blocks. The State tops in India with 61 lakh families covered, extending benefits of free cashless treatment for surgical and medical management to 12 lakh patients, amounting to Rs 700 crore in the last four years. This has been appreciated by the World Bank and the German Society for International Cooperation (GIZ in German).

Under the rule of the Trinamool Congress, the health scenario in West Bengal is better than ever. There has been a significant increase in the allocation for the Health & Family Welfare Department over the last five years; it is Rs 2999.22 crore for 2016-17. The people all over the State are highly impressed by the all-round change.

স্বাস্থ্য ক্ষেত্রে বাংলায়  অভূতপূর্ব উন্নয়ন  

মমতা বন্দোপাধ্যায়-এর নেতৃত্বে পশ্চিমবঙ্গ স্বাস্থ্য দপ্তর বিগত পাঁচ বছরে ব্যাপক সাফল্য অর্জন করেছে। নায্যমূল্যের ওষুধের দোকান, নায্যমূল্যের ডায়াগনস্টিক কেন্দ্র এবং মাল্টি -সুপার স্পেশালিটি হাসপাতাল স্বাস্থ্য ক্ষেত্রে অসাধারণ পরিবর্তন এনেছে।

রাজ্য সরকারের এক অভূতপূর্ব সিদ্ধান্তের ফলে এখন রাজ্যের সকল হাসপাতালে বিনামূল্যে চিকিৎসা পাওয়া যাচ্ছে। এর পাশাপাশি, রাজ্যে সরকারি হাসপাতালগুলিতে ভর্তি সকল রোগীদের বিনমূল্যে ওষুধপত্র ও অনান্য  সুযোগ সুবিধে দেওয়া হচ্ছে।

জননী ও শিশু কল্যাণ: Sick Newborn Care Unit (SNCU)-এর সংখ্যা ৬ থেকে বেড়ে এখন ৪৯ হয়েছে এবং Sick Newborn Stabilisation Units (SNSU)-এর সংখ্যা শূন্য থেকে বেড়ে এখন হয়েছে ৩০২। হাসপাতালে প্রসবের উল্লেখযোগ্য উন্নতি ঘটেছে – ২০১১ সালে ৬৮ শতাংশ থেকে ২০১৫ সালে ৮৭ শতাংশ। সকল ৬৭১ পরিসেবা কেন্দ্রে এখন রয়েছে Newborn Care Corners (NBCC)। ২টি Mother and Child Care Hub (MCH) তৈরী হয়েছে কলকাতা এবং হাওড়ায়। অপুষ্ট শিশুদের জন্য ৩৫ Nutritional Rehabilitation Centre (NRC) খোলা হয়েছে।

নায্যমূল্যের ওষুধের দোকান: ১০৯টি নায্যমূল্যের ওষুধের দোকান থেকে ডিসেম্বর ২০১২- ডিসেম্বর ২০১৫ সময়কালে মোট ৯৪০ কোটি টাকার ওষুধ কেনা হয়েছে, যার মধ্যে ৫৮৫ কোটি টাকার ছাড় দেওয়া হয়।

নায্যমূল্যের ডায়াগনস্টিক কেন্দ্র: রাজ্যের মানুষরা এখন ন্যায্য মূল্যে ডায়াগনস্টিকের সুবিধা লাভ করছেন। সমাজের দরিদ্র ও অসহায় মানুষদের বিনামূল্যে এই পরিষেবা দেওয়ার ব্যবস্থাও রয়েছে। এখন অবধি এই ডায়াগনস্টিকগুলির সংখ্যা ৮২।

মাল্টি সুপার স্পেশালিটি হাসপাতাল: সকল আধুনিক স্বাস্থ্য ব্যবস্থাসম্পন্ন ৩২টি মাল্টি সুপার স্পেশালিটি হাসপাতাল ইতিমধ্যেই গড়ে তোলা হয়েছে রাজ্যের বিভিন্ন জেলায়ে।

জরুরি পরিষেবা: পশ্চিমবঙ্গ ভারতবর্ষের একমাত্র রাজ্য যেখানে সবকটি জেলা এবং মহকুমায় রয়েছে critical care ও জরুরি পরিষেবার ব্যবস্থা। ৫৫টি Critical Care Unit (CCU) এবং High Dependency Unit (HDU) ইতিমধ্যেই চালু হয়ে গেছে।

হাসপাতালের শয্যা: হাসপাতালে শয্যা সংখ্যা এখন আরো ২৭,০০০ বেড়ে গিয়েছে। ১৮০টি Primary Healthcare Centre (PHC)-এর সবকটিতে এখন ১০টি করে শয্যা রাখা হয়েছে। ১৪৪টি Block Primary Healthcare Centre (BPHC) এখন গ্রামীন হাসপাতালে পরিনত হয়েছে।

মধুর স্নেহ ও কর্ড ব্লাড ব্যাঙ্ক: এস এস কে এম হাসপাতালে পূর্ব ভারতের প্রথম Milk Bank ও কর্ড ব্লাড ব্যাঙ্ক গড়ে তোলা হয়েছে।

শিশু সাথী: এই প্রকল্পে রাজ্যের সরকারী হাসপাতালগুলিতে হৃদরোগে আক্রান্ত শিশুদের জন্য বিনামূল্যে অস্ত্রোপচার ব্যবস্থা শুরু করা হয়েছে, যার অধীনে এখন অবধি ৭,৪০০-র বেশি শিশুরা উপকৃত হয়েছে।

রাষ্ট্রীয় স্বাস্থ্য বীমা যোজনা: পশ্চিমবঙ্গ সরকার ব্লক স্তর পর্যন্ত সকল হাসপাতালে রাষ্ট্রীয় স্বাস্থ্য বীমা যোজনার সুবিধা শুরু করেছে। এর আওতায় এখন অবধি ৬১ লক্ষ পরিবার উপকৃত হয়েছেন, যা সারা দেশে সর্বোচ্চ। এই সুবিধার অন্তর্গত ১২ লক্ষ রোগীদের মোট ৭০০ কোটি টাকার cashless পরিষেবা প্রদান করা হয়েছে গত চার বছরে, যার বাহবা মিলেছে বিশ্ববাঙ্কের তরফ থেকেও।

স্বাস্থের জন্য বরাদ্দ অর্থ ২০১৬-১৭ সালে বেড়ে হয়েছে ২,৯৯৯.২ কোটি টাকা। তৃণমূল কংগ্রেসের শাসনকালে পশ্চিমবঙ্গে স্বাস্থ্য ব্যবস্থার পরিস্থিতি আগের তুলনায়ে দুর্দান্ত। রাজ্যের মানুষ এই উন্নতি দেখে রীতিমত সন্তুষ্ট।

The CPI(M) has completely ruined Bengal. They have ruined three generations because of their whims. They sent their own children to America and England, but did not let our children study ‘twinkle twinkle little star.’

If they come and stand in front of me, I will take the full account of all their misdeeds. The CPI(M) has cut off people’s hands for voting, plucked out people’s eyes, captured village after village with guns and killed 55,000 people. In one year, 400 people were killed in Jangalmahal, and during our term not one person was killed.

The BJP has spent crores on their election campaign. There is a jugglery of words going on. They are showing people taking Rs 50 and Rs 100 and that is bad, then what about those who are selling out the country for thousands of crores.

Trinamool Congress is the poorest party in India; you must understand why they are after us. We are the only party that has capability, transparency, accountability and Mamata Banerjee, who works tirelessly day and night for the people. I am saying this with a heavy heart.

Go tell ABP that they are the most destructive element in Bengal. They are conspiring against us because they asked me to forcefully acquire land from farmers. They wanted me to remove urban land ceiling. I cannot do that.

Aveek Sarkar tells me that “whatever I serve the people, they will be forced to eat that.” This is on record. They wanted to control the government. Jyoti Babu never cared about them, so he never failed; but Buddhadeb Babu, under their influence, gave them Singur which led to his fall.

After the BJP’s victory in the general election, they had bhajans playing for BJP. Today they have become the chairman of the alliance between CPI(M) and Congress.

I challenge him (Aveek Sarkar) to contest in the election. He goes to Delhi and meets Rajnath Singh and asks him to arrest Abhishek. What interest could the owner of a newspaper have in such a situation? He meets Rahul Gandhi often in Delhi.

I do not speak anything without proof. I challenge him to prove to me otherwise. He even planned who will be the Congress candidate from which seat.

He dictates to news channels and some companies to create the stories he wants.

He has been spreading slander about Bengal to the diplomats of various countries for a long time. He calls them to his house, feeds them not just food, but with all the slander about Bengal.

He made it such that industrialists had to visit him before investing in Bengal. Today we have changed that completely with our transparent policy. So now he does not get anything.

সিপিএম বাংলাকে ধ্বংস করেছে। সিপিএম বাংলার পাপ। এরা কংগ্রেসের মদতে বাংলার তিনটে জেনারেশনকে নষ্ট করে দিয়েছে। নিজেদের ছেলেমেয়েদের আমেরিকা, ইংল্যান্ডে বিলেতে পাঠিয়ে ‘twinkle twinkle little star’ পড়িয়েছে, আমাদের ছেলেমেয়েদের কোন সুযোগ দেয়নি।

আজ কারা বড় বড় গণতন্ত্রের কথা বলছে! ৫৫০০০ লোক খুন করেছে,  হাত দিয়ে ভোট দেওয়ার পর হাত দুটো কেটে দিয়েছে, চোখ উপড়ে নিয়েছে, বন্দুক নিয়ে গ্রামের পর গ্রাম দখল করেছে। সমস্ত এলাকায় সন্ত্রাস চালিয়েছে। এক বছরে জঙ্গলমহলের ৪০০ জনকে খুন হয়েছিল, আর আমাদের আমলে একটা খুনও হয়নি।

আমি অপ্রিয় সত্য কথা বলি যা অনেকে বলতে পারে না, দুর্গাপুরে একটি নির্বাচনী জনসভায় আজ বললেন মমতা বন্দ্যোপাধ্যায়।

লোকসভা নির্বাচনে বিজেপি প্রচারে কোটি কোটি টাকা খরচ করেছে। কথার jugglery হচ্ছে চারিদিকে। ওরা ছবিতে দেখাচ্ছে যে মানুষ ৫০-১০০ টাকা নিচ্ছে সেটা খুব খারাপ আর যারা চুরি করে হাজার হাজার কোটি টাকায় দেশকে বিক্রি করে দিয়ে কোটি কোটি টাকা তুলছে তাতে কি?

তৃণমূল কংগ্রেস একমাত্র রাজনৈতিক দল যারা দেশের সব রাজনৈতিক দলের মধ্যে সবচেয়ে গরীব, তৃণমূল কংগ্রেসের বিরুদ্ধে এত কথা উঠছে কারণ তাদের কিছু নেই। আমরা একমাত্র দল যাদের capability আছে, transparency আছে, accountability আছে, আর তৃণমূল কংগ্রেসের মমতা বন্দ্যোপাধ্যায় আছে যে দিন-রাত অক্লান্ত পরিশ্রম করে সাধারণ মানুষের জন্য। আজ অনেক দুঃখে এই কথা বলছি।

এবিপি আনন্দ গ্রুপ বাংলার সবচেয়ে সর্বনাশা। তারা আমাদের বিরুদ্ধে চক্রান্ত করছে কারণ ওরা আমায় বলেছিল কৃষকদের জমি জোর করে দখল করতে দিতে হবে। আমায় বলেছিল গ্রামাঞ্চলে land ceiling তুলে দিতে হবে, আমি তা করিনি, কারণ আমি মাথা নত করে মানুষের সঙ্গে বিশ্বাসঘাতকতা করব না।

অভীক সরকার আমায় বলেছিল, আমরা মানুষকে যেটা খাওয়াব, মানুষ সেটা খেতে বাধ্য, এগুলো রেকর্ড আছে। ওরা চায় সরকারকে পরিচালনা করতে। জ্যোতি বাবু ওদের পাত্তা দিতেন না, তাই তিনি কখনো হেরে যাননি। আর বুদ্ধদেববাবু তো ওনার দ্বারা প্রভাবিত হয়ে পুরো সিঙ্গুর দান করে দিয়েছিলেন, তাই পরাজিত হয়েছিলেন।

এরা যা বলে তার উল্টোটা হয়। সাধারণ নির্বাচনে বিজেপি জয়ী হওয়ার পর যে বিজেপির জন্য ভজন গান বাজিয়েছিল, আজ তিনি সিপিএম-কংগ্রেস জোটের চেয়ারম্যান হয়ে গেছেন।

আমি সত্য কথা বিকৃত করব না, ওনাকে বলুন চ্যালেঞ্জ করতে, আমাকে মিথ্যে প্রমান করুন উনি। ওনার হাতে কাগজ আছে কিন্তু আমার আমার হাতে কাগজ নেই, মাইক আছে।

আমি ওনাকে (অভীক সরকার) চ্যালেঞ্জ করছি নির্বাচনে লড়াই করার জন্য। উনি দিল্লি গিয়ে রাজনাথ সিংএর সঙ্গে দেখা করে বলেন অভিষেক আর মুকুলকে গ্রেফতার করতে। একজন কাগজের মালিক হয়ে কি ইন্টারেস্ট থাকতে পারে ওনার? উনি প্রায়ই দিল্লিতে গিয়ে রাহুল গান্ধির সঙ্গে দেখা করেন।

আমি প্রমাণ ছাড়া কোন কথা বলি না। আমি ওনাকে চ্যালেঞ্জ করছি। কংগ্রেসের কে কোথায় প্রার্থী হবে সেটাও উনি ঠিক করেন।

আজ চার বছর ধরে এই সব চক্রান্ত চলছে। তিনি সংবাদ মাধ্যম এবং কিছু কোম্পানিকে নতুন গল্প তৈরি করতে বলেন তার পছন্দমত।

চারদিকে বাংলা সম্পর্কে কু९সা ও অপপ্রচার করে বেড়াচ্ছেন। সকলকে নিজেদের বাড়িতে ডাকেন, তাদেরকে শুধু খাবার খাওয়ান না, সঙ্গে বাংলার কু९সা ও অপপ্রচারও শোনান।

আগে বাংলার বুকে শিল্প গড়তে গেলে ওনার বাড়ি ছুঁয়ে যেতে হত। আজ তা আমরা সম্পূর্ণভাবে বদলে দিয়েছি, স্বচ্ছতা এনেছি, তাই তিনি কিছু পান না।

Trinamool Congress Chairperson Mamata Banerjee on Monday addressed three rallies in Malda district – in Kaliachowk, Bhutni (Manichak block) and Kalambagan (Chanchal).

She addressed the meetings in support of her party’s candidates for the Assembly election. In the rallies, she criticised the CPI(M)-Congress coalition, describing it as just an alliance of opportunism.

She highlighted the progress the region had made in all aspects. She reiterated the fact that Trinamool Congress is the only party that works for the people. The party believes in communal harmony and secularism. She urged the people of Malda to remember  the words of Late Ghani Khan Chowdhury, who had said to dump the CPI(M) in the Bay of Bengal.

“In Malda, Murshidabad and North Dinajpur the Muslims are majority. But the previous government did nothing for their development. We had brought 97% of Muslims under reservations. More than 59000 Muslim youth got the opportunity of higher education, even medical and technical studies. In government service too number of Muslim people is increasing,” Mamata Banerjee said.

“Those claiming to inherit his legacy are entering into alliance with the same CPI(M). Do they have any self respect! This shows their political bankruptcy. They will be dumped by the people of the state,” Mamata Banerjee said. “I now consider my decision of quitting the Congress right because Trinamool Congress played an instrumental role in driving away the Left Front from the state. It would not have been possible if I were in the Congress,” she added.

মানুষ এবার গণতান্ত্রিক উপায়ে বিরোধীদের পরাজিত করবে: মমতা বন্দ্যোপাধ্যায়

আসন্ন বিধানসভা নির্বাচনের জন্যও জেলায় জেলায় প্রচার করছেন তৃণমূল নেত্রী। সোমবার মালদায় প্রার্থীদের সমর্থনে – কালিয়াচক, ভুতনি এবং চাঁচলে তিনটি প্রচার সভা করেন তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়।

সিপিএম-কংগ্রেসের জোটকে ‘ঘোঁট’ বলে কটাক্ষ করেন তৃণমূল নেত্রী। তাদের এই জোট সুবিধাবাদী জোট।

এদিন মমতা বন্দ্যোপাধ্যায় বলেন, “তৃণমূল কংগ্রেস সাম্প্রদায়িক সংহতিতে বিশ্বাস করে। তৃণমূলই একমাত্র দল যারা মানুষের জন্য কাজ করে। মালদা, মুর্শিদাবাদ ও উত্তর দিনাজপুরে মুসলিমদের সংখ্যা বেশি। কিন্তু আগের সরকার তাদের জন্য কোনরকম উন্নয়ন করেনি। ৫৯০০০ এর বেশি মুসলিম ছাত্রছাত্রী উচ্চ শিক্ষার সুযোগ পেয়েছে। অনেক মুসলিম ছেলেমেয়ে সরকারি চাকরিও পেয়েছে”।

এদিন তৃণমূল নেত্রী বলেন, “সিপিএম-কংগ্রেস আজ নিজেদের পতাকাকে বিক্রি করে দিয়েছে। ওদের কোন আত্মসম্মান নেই। ওরা পুরোপুরি দেউলিয়া হয়ে গেছে। মানুষ গণতান্ত্রিক উপায়ে ওদের জবাব দেবে”।

তিনি বলেন, “কংগ্রেস-সিপিএম আঁতাতের জন্যই কংগ্রেস ত্যাগ করে তৃণমূল কংগ্রেস তৈরি করেছিলাম। কংগ্রেসে থাকলে বাংলাকে সিপিএমমুক্ত করা অসম্ভব ছিল”।
