As experienced in the rest of West Bengal, there has been unprecedented development in Birbhum district over the last five years. There has been progress in every sector of governance.

 

Health and family welfare

  • Rampurhat developed as a separate hub for healthcare
  • 4 fair-price medicine shops started at Birbhum, Rampurhat, Bolpur and Sainthia Hospitals
  • As a result, more than 6 lakh people benefitted to the tune of Rs 10.25 crore
  • 3 fair-price diagnostic centres started in Birbhum, Rampurhat and Bolpur
  • 3 sick newborn care units (SNCUs) started at Suri, Bolpur and Rampurhat Hospitals
  • 13 sick newborn stabilisation units (SNSUs)
  • 2 critical care units (CCUs) started at Suri and Rampurhat Hospitals
  • Medical college being set up in Rampurhat

Education

  • Industrial training institutes (ITIs) set up in Khairasole, Elambazar and Rampurhat-I blocks
  • Seacom Skills University has started functioning
  • Almost 1.2 lakh students provided with bicycles under the Sabuj Sathi Scheme

Minorities’ Development

  • 5.34 lakh minority students handed out scholarships worth Rs 90 crore
  • Rs 90 crore worth of loans provided to youths from minority communities for self-employment purposes
  • Rs 160 crore spent on Multi-Sectoral Development Programme (MSDP) for the development of minorities
  • Under the cyber-village programme, almost 13,000 madrasa students being given computer training
  • Under skill development programme, 7,000 youths from minority communities being trained

Backward Classes and Adivasi Development

  • 65,000 students getting benefits under the Sikshashree Scheme
  • About 2 lakh SC/ST/OBC certificates handed over

Women and Child Welfare

  • More than 1.4 lakh girl students brought under the Kanyashree Scheme
  • All malnourished children being given supplementary food
  • The district administration has put in place a continuous monitoring system to check the nutritional status of every malnourished child in the district

Khadya Sathi

  • Almost 26 lakh people getting foodgrains at Rs 2 per kg
  • Foodgrains are being procured from the farmers at a price higher than the minimum support price (MSP)

Industry

  • The State Government has undertaken a coal mining project in Birbhum district worth Rs 22,000 crore in a joint venture with five other States. Deocha-Panchami is set to become the country’s largest coal mine due to the presence of approximately 210 crore metric tonnes of coal. The Bengal Birbhum Coalfield Limited (BBCL) has already started the ground work for the mining project at Deocha-Panchami and Dewanganj-Harinsinga coalfields in Birbhum district. This huge project has boosted the prospects for industry for the district as well as the State. Apart from the economic development of the region, more than one lakh people are set to be employed here.
  • 11 micro, small and medium enterprise (MSME) clusters set up
  • An industrial estate established in Bolpur
  • Rs 3,500 crore worth bank loans provided to cottage industries
  • One Information Technology (IT) Park in Bolpur

PWD and Transport

  • 121 projects for roads, bridges, etc. completed at a cost of Rs 570 crore, benefitting 25 lakh people
  • 470 km of roads have been built/rebuilt/widened
  • NH-60 has been improved during 2015-16

Power

  • Under the Sabar Ghore Alo Scheme, 100% of rural electrification work has been completed

 

Irrigation

  • Conservation work for 23 km of irrigation embankments completed
  • 2 check dams constructed under Jal Tirtha Scheme
  • Work on five river irrigation projects, six small irrigation projects and two medium-sized irrigation projects completed under the Accelerated Development of Minor Irrigation (ADMI) project
  • As a result of these projects, 412 hectares of agricultural land has been irrigated, benefitting 1,284 farmers
  • 9 check dams and two huge water reservoirs have brought 90 hectares of agricultural land under irrigation, benefitting 500 farmers

Public Health Engineering

  • 24 drinking water projects worth Rs 23 crore completed, benefitting 1 lakh people
  • In areas polluted by fluoride, rainwater is being conserved for the supply of fluoride-free water

Tourism

  • Tourism infrastructure developed includes Bakreswar Tourist Lodge and Amar Kutir Eco-Tourism Park in Bolpur
  • Daata Baba (Saheb) Mazar in Patharchapuri, the birthplace of Kavi Chandidas, Saraswati Temple in Nanur and Hat Janbazar Park being renovated

Labour

  • About 1.51 lakh unorganised workers registered under State-Assisted Scheme of Provident Fund for Unorganised Workers (SASPFUW), about 1.32 lakh construction workers under Building and Other Construction Workers Welfare Act (BOCWA), about 17,000 transport workers under West Bengal Transport Workers’ Social Security Scheme (WBTWSSS)
  • More than 6,000 youths receiving unemployment allowance under the Yuvashree Scheme

Self-Help Groups and Schemes

  • About 5,000 self-help groups (SHGs) set up under the Anandadhara Scheme
  • Under Swami Vivekananda Swanirbhar Karmasuchi Prakalpa, more than 10,000 projects, worth Rs 47 crore, sanctioned
  • 11 Karma Tirtha built

Urban Development

  • The six municipalities in Birbhum district have executed development projects costing more than Rs 400 crore
  • Almost 2,500 homes built for the urban poor

 

Information and Broadcasting

  • More than 5,000 folk artistes getting retainer fees and more than 1,000 folk artistes getting pensions
  • For the development of baul culture and for the uplift of baul artistes, the Joydeb-Kenduli Baul Academy has been set up in Kenduli, at a cost of about Rs 2.5 crore

Housing

  • 8,000 homes for the homeless, under Gitanjali and other schemes

 

Police

  • Suri Women Police Station, Chandrapur Police Station, Lokpur Police Station, Tarapith Police Station and Santiniketan Police Station set up

 

Youth Affairs & Sports

  • Rs 58 lakh provided for building 29 multi-gym centres
  • Suri Stadium constructed

From 2015, 10 blocks of Birbhum district included under the Jangalmahal region
After the Central Government stopped the Integrated Action Plan (IAP) project from 2015-16, the West Bengal Government has launched the Jangalmahal Action Plan (JAP), under which Rs 110 crore has been sanctioned. Eighty-nine per cent people of the district have been brought under the ambit of various government schemes.

Mamata Banerjee addressed two election rallies today in Jalpaiguri and Alipurduar today.

Yesterday, she had addresses rallies in Uttar Dinajpur district and Siliguri.

This is the second phase of her campaign in the northern part of the State, having also addressed rallies in Malda, Murshidabad and Dakshin Dinajpur districts.

In an effort to develop and restore peace to the 23 blocks affected by left wing extremism, West Bengal government’s Paschimanchal Unnayan Affairs Department has taken up major initiatives. This has brought about overall development of the areas and has also improved the standard of life of the people living in those areas considerably.

Here are some of the initiatives taken up by the department:

Health

  • Construction of 696 anganwadi centres at a cost of Rs 50.39 crore in Bankura, Purulia, Birbhum and Burdwan districts in 2014-2015
  • Construction of 6 nutritional rehabilitation centres (NRC) in the Jangalmahal region in Paschim Medinipur district nearing completion
  • Seven multi super-speciality hospitals constructed in Borjora, Onda, Chatna, Bishnupur, Nayagram, Jhargram and Gopiballabhpur; five more under construction in Hatuara, Raghunathpur, Shalbani, Debra and Ghatal

 

Infrastructure

  • Rs 9.83 crore sanctioned for three metalled roads in the Ayodhya Hills region in Purulia district – from Shirkhabad Hospital More to Ayodhya Hills, Begunkokal to Saharjuri via Bamni, and Chhatrajara to Usuldungi.
  • Rs.20.81 crore sanctioned for Papatpur Bridge over the junction of Tarafeni and Bhairab Banki Rivers in Binpur-I block.
  • Rs.25.3 crore sanctioned for Lalgarh to Dherua road.
  • For providing drinking water, 595 mark-II tube wells have been sunk.
  • Ten schemes for surface flow minor irrigation executed in 10 blocks of Purulia district at Rs 8.6 crore.

 

Social security

  • Rs 5.3 crore sanctioned for cultivation of lac in a scientific way in Purulia, Bankura and Paschim Medinipur districts; this would generate self-employment for 13,000 beneficiaries.
  • So far, 4,661 houses for the poor and needy under the Gitanjali Scheme have been built and handed over to the beneficiaries.

These are some of the many initiatives taken by the Trinamool Congress Government led by Mamata Banerjee to develop the backward regions of the State and bring them at par with the speedy growth of the State. These efforts have improved the living conditions of the people in the areas which were earlier affected by LWE. The people also have fresh energy to take control of their own growth and progress with the help and empowerment received from the State Government.

Mamata Banerjee addressed three rallies today in Nadia and Murshidabad districts.

The first rally was held at Karimpur. After that she addressed two more rallies at Jalangi and Kandi.

Mamata Banerjee today strongly criticised the BJP at an election rally in Kandi. She also came down heavily on the Congress and the CPI(M).

Here are the highlights of her speech:

  • While our government is working relentlessly, I would like to know from those who only spread lies on television, the list of development work they have done here in Kandi.
  • The Kandi master-plan was drawn up by our government.
  • A Kisan Bazar is nearly complete here.
  • We have given here land for starting a campus of the Aligarh University in Murshidabad.
  • We have started Fair Price Medicine Shops and free healthcare services in our state.
  • We have created a Mother and Child Hub (MCH) in Murshidabad on a budget of Rs 16 crore and several Sick Newborn Stabilisation Units (SNSUs).
  • 3 multi super-speciality hospitals have been started in the district at Jangipur, Domkal and Sagardighi.
  • New units at Sagardighi power plant have been started with Rs 6,000 crore.
  • An eco-tourism park has been set up here.
  • Our Muslim brothers and sisters have received reservation after coming under the OBC category. The minority students have got success in medical college entrance exams, WBCS and judicial service exams.

  • We have started women police stations, 50 courts for women, 88 fast-track courts, 19 human rights courts. 46 government colleges and 171 kisan bazars have been created. 300 polytechnics and Industrial Training Institutes (ITIs) have been set up.
  • Those who have only one ear fear of losing the other ear. But the CPI(M) and Congress here have lost both the ears and do not fear of losing anything more. They have lost their balance and and all senses.
  • The CPI(M) had once raised the slogan “Gali gali mein shor hai, Rajiv Gandhi chor hai”. Today the Congress is begging the CPI(M) for votes and the comrades are now Cong-reds. The Congress is like the uchchhe-pata, the CPI(M) is the neem-pata and the BJP is like the Babla-kata tree.
  • Some migratory birds are coming from Delhi for votes. Narendra Modi has come to Bengal and said that he could not see any signs of development here. We can get him treated for cataracts at our eye-hospitals here.
  • Other leaders look at things from a party point of view. But I do not believe in viewing things with a party bias . I do not attack others personally.
  • I do not fear these people from Delhi who try to give me lessons on Hindutva. I believe in respecting all religions and all religious places, unlike them.
  • The Prime Minister should not utter words that threaten the federal structure of this country. There have been threats from these leaders from the Centre to separate Cooch Behar and Darjeeling from West Bengal. The Prime Minister of our country is trying to divide our state and we strongly oppose this.
  • Those who are themselves mountains of corruption, should not give us moral lessons. We did not create the Saradha, it was created by the Left. We made the first arrests on this in 2012, and that is why other parties were angry with us.

 

আমি অন্যদের ব্যক্তিগত আক্রমণ করি না: দিদি

আজ কান্দিতে এক নির্বাচনী জনসভায় মমতা বন্দ্যোপাধ্যায়  বিজেপি এবং কংগ্রেস-সিপিএম জোটকে তীব্র আক্রমণ করেন।

এখানে তার বক্তব্যের কিছু অংশঃ 

  • আমাদের সরকার নিরলসভাবে কাজ করে যাচ্ছে। যারা টিভির পর্দায় বসে শুধু মিথ্যে বলে চলেছেন, তাদের উদ্যেশ্যে আমার প্রশ্ন – কান্দির জন্য আপনারা কী কাজ করেছেন?
  • আমাদের সরকার কান্দির জন্য মাস্টার প্ল্যান তৈরী করেছে।
  • কিষাণ বাজারের কাজ এখানে প্রায় শেষের মুখে।
  • মুর্শিদাবাদে আলিগর বিশ্ববিদ্যালয়ের জন্য আমরা ইতিমধ্যেই জমি দিয়েছি।
  • বাকি রাজ্যের মতো এই রাজ্যেও আমরা ন্যায্য মূল্যের ওষুধের দোকান আর সরকারী হাসপাতালে বিনামূল্যে চিকিৎসা ব্যবস্থা চালু করেছি।
  • মুর্শিদাবাদে আমরা ১৬ কোটি টাকা ব্যয়ে একটি Mother and Child Hub (MCH) শুরু করেছি। SNSU-ও চালু হয়েছে এখানে।
  • জেলার ৩টি মাল্টি সুপার-স্পেশালিটি হাসপাতাল শুরু হয়েছে জঙ্গিপুর, ডোমকল এবং সাগরদিঘীতে।
  • সাগরদিঘী বিদ্যুত কেন্দ্রে ৬,০০০ কোটি টাকায়ে নতুন ইউনিট চালু হয়েছে।
  • এখানে একটি eco-tourism উদ্যান তৈরি হয়েছে।
  • মুসলমান ভাইবোনেদের সংরক্ষণের ব্যবস্থা করা হয়ে গেছে তাদের OBC তালিকাভুক্ত করে। সংখ্যালঘু ছাত্রছাত্রীরা এখন মেডিকেল কলেজে, WBCS পরীক্ষায়ে এবং জুডিশিয়াল পরীক্ষায় বিপুল সংখ্যায় সাফল্য পাচ্ছে। আমাদের সরকার ইমাম ও মুএজিনদেরও সহায়তা দিচ্ছে।
  • আমরা প্রচুর মহিলা থানা, ৫০টি মহিলা আদালত, ৮৮টি ফাস্ট-ট্র্যাক আদালত, ১৯টি মানবাধিকার আদালত, ৪৬টি সরকারী কলেজ, ১৭১টি কিষান বাজার এবং ৩০০টি পলিটেকনিক ও ITI স্থাপন করেছি।
  • সিপিএম এবং কংগ্রেস-এর দুটি কানই কাটা। তাই ওদের আর কান কাটা যাওয়ার ভয় নেই।
  • সিপিএম একদা স্লোগান তুলেছিল “গলি গলি মে শোর হে, রাজীব গান্ধী চোর হে” আর আজ সেই কংগ্রেসই সিপিএম-এর কাছে ভোট ভিক্ষে করছে। কমরেডরা এখন হলো কং-রেড।  কংগ্রেস হল উচ্ছেপাতা, সিপিএম হল নিমপাতা আর বিজেপি হল বাবলা গাছের কাঁটা।
  • বসন্তের কোকিলের মত নরেন্দ্রবাবু পশ্চিমবঙ্গে আসেন আর এসে বলেন যে উনি উন্নয়নের কিছুই দেখতে পাচ্ছেন না এখানে। ওনার চোখে ছানি পরে থাকলে আমরা ওনার চিকিৎসা করে দিতে পারি।
  • আমি সবকিছু পার্টির চোখ দিয়ে দেখি না। আমি অন্যদের ব্যক্তিগত আক্রমণ করি না।
  • যারা দিল্লি থেকে এসে আমায়ে হিন্দুত্ব নিয়ে জ্ঞান দেওয়ার চেষ্টা করেন, আমি তাদের ভয় করিনা। আমি সব ধর্মকেই সমানভাবে শ্রদ্ধা করি।
  • দেশের প্রধানমন্ত্রীর এমন কিছু বলা উচিত নয় যা দেশের যুক্তরাষ্ট্রীয় কাঠামোকে আঘাত করতে পারে। এখানে ওরা কোচ বিহার ও দার্জিলিং-কে ভাগ করার কথা বলে। আমরা এর প্রতিবাদ করি।
  • যারা নিজেরাই দুর্নীতির পাহাড়ে চড়ে বসে আছেন, তারা আমাদের দিকে আঙ্গুল তুলবেন না। আমরা সারদা তৈরী করিনি। এটা তৈরী করেছিল বামেরা। আমরা যখন ২০১২ সালে প্রথম গ্রেপ্তার করা শুরু করলাম, তখন সবার অস্বস্তি বেড়ে গেল।

 

Developments galore in Bardhaman district

The Pashchimanchal Unnayan Development Board has given shape to many development projects in 74 blocks in five districts, including in Bardhaman. As a result, State Government services to even the most far-flung areas have become easily available.

 

Health and Family Welfare

  • Asansol is being developed as a separate health district to enable better services.
  • Two multi super-speciality clinics coming up in Asansol and Kalna
  • Fair-price medicine shops have been opened in Bardhaman Medical College Hospital, Katwa Sub-divisional Hospital, Memari Rural Hospital, Asansol District Hospital, Durgapur Sub-divisional Hospital and Kalna Sub-divisional Hospital, through which 14 lakh people have got a discount of Rs. 26.74 crores.
  • Two fair-price diagnostic centres (FPDC) have been established in Bardhaman and Asansol.

 

Education

  • Kazi Nazrul University has been established in Asansol.
  • Two government colleges have been established in Kalna and Mangalkote which have started their academic sessions from 2015-16.
  • New industrial training institutes (ITIs) have been established in Purbasthali-1, Mangalkot and Bhatar blocks.

 

Agriculture and Land Reforms

  • 24,000 families have received patta under the Nijo Griha Nijo Bhumi scheme.
  • 100% of the families dependent on agriculture have received Kisan Credit cards.
  • Krishak Bazaars have been set up in 10 blocks: Ketugram-1, Bardhaman, Jamalpur, Purbasthali-1, Galsi-1, Bhatar, Ketugram-2, Memari-1 and Kalna.

 

Panchayat and Rural Development

  • Under the 100 Days’ Work programme, almost Rs 2,204 crore have been spent which has led to the creation of 10.7 crore work-days. This has led to Bardhaman district being awarded by the Central Government.
  • Under Gram Sadak Yojana, the State Governemnt has facilitated the construction of 263 km of road.

 

Minorities’ Development

  • In the last four-and-a-half years, more than 6 lakh students from minority communities have received scholarships worth more than Rs 100 crore.
  • Rs 36 crore have been given as credit to help youth from minority communities.

 

Backward Classes and Adivasi Development

  • 1.8 lakh children have received assistance under the Shikshashree Scheme.

 

Women and Child Development

  • More than 2.5 lakh students have received scholarships under the Kanyashree Scheme.

 

Irrigation

  • 52 km of dams has been strengthened.
  • Water distributed for irrigation in 2014-15: Kharif season – 5.83 lakh acres, Rabi season – 20,000 acres, Boro season – 30,000 acres.

 

Self-Help Groups and Schemes

  • Around 6,000 self-help groups have been formed under the Anandadhara Scheme.
  • More than 10,000 self-help schemes have been initiated and around Rs 70 crore has been given out as grants under Swami Vivekananda Swanirbhar Karmasuchi Prakalpa.

 

Information and Broadcasting

  • 5,000 artistes are receiving a retainer fee and pension.

 

Sports and Youth Affairs

  • 71 multi-gym centres will be built at an estimated cost of Rs. 1.42 lakh.

The State Government’s services are now easily available to everyone. Governance and development are the trump cards of the West Bengal Government.

 

বর্ধমান জেলার অভূতপূর্ব উন্নয়ন

বিগত সাড়ে চার বছরে তৃনমূল কংগ্রেস বর্ধমান জেলায় উন্নয়নের জোয়ার নিয়ে এসেছে। মমতা বন্দ্যোপাধ্যায় এই জেলার উন্নয়নের জন্য প্রচুর সরকারি প্রকল্প এবং উদ্যোগ চালু করেছেন।

র্ধমান জেলার মাটি তীর্থ-কৃষি কথা ইউনাইটড নেশন্স অরগানাইজেশান দ্বারা স্বীকৃত।

স্বাস্থ্য ও পরিবার কল্যান

আসানসোলকে পৃথক স্বাস্থ্য জেলা হিসাবে গরে তোলা হয়েছে।

৭টি ন্যায্য মূল্য ওষুধের দোকান চালু করা হয়েছে বর্ধমান মেডিকাল কলেজ ও হাসপাতাল, কাটোয়া মহকুমা হাসপাতাল, মেমারি রুরাল হাসপাতাল, আসানসোল জেলা হাসপাতাল, দুর্গাপুর মহকুমা হাসপাতাল, কালনা মহকুমা হাসপাতাল, ও অনাময় হাসপাতাল।

শিক্ষা

কাজী নজ্রুল ইসলাম বিশ্ববিদ্যালয় স্থাপিত করা হয়েছে আসানসোলে।

২টি সরকারি কলেজ চালু হয়ে গেছে কালনা ও মঙ্গল্কটে।

পুরবাস্থলি-১, মঙ্গল্কোট এবং ভাতারে ITI স্থাপন করা হয়েছে।

ভুমি সংস্কার ও কৃষি

২৪ হাজার পরিবারকে ‘নিজ গৃহ নিজ ভুমি’ প্রকল্পে পাট্টা দেওয়া হয়েছে।

মোট কৃষক পরিবারের ১০০ শতাংশ কিষাণ ক্রেডিট কার্ড পেয়েছে।

কৃষক বাজার নির্মিত হয়েছে ১০টি ব্লকেঃ কেতুগ্রাম-১, বর্ধমান, জামালপুর, পুরবাস্থলি-১, গালসি-১, ভাতার, কেতুগ্রাম-২, মেমারি-১ আর কালনা।

পঞ্চায়েত ও গ্রামোন্নয়ন

১০০ দিনের কাজে প্রায় ২২০৪ কোটি টাকা ব্যয় করে ১০.৭০ কোটি শ্রম দিবস সৃষ্টি হয়েছে। এর জন্যে বর্ধমানকে কেন্দ্রীয় সরকার বিশেষ পুরস্কারে পুরস্কৃত করেছে।

গ্রামীণ সড়ক যোজনায় ২৬৩ কিমি. রাস্তা নির্মিত হয়েছে। আরও ৮ কিমি. আগামি মে মাসের মধ্যে শেষ হয়ে যাবে।

সংখ্যালঘু উন্নয়ন

বিগত সাড়ে চার বছরে সাড়ে ৬ লক্ষেরও বেশি সঙ্খালঘু ছাত্র-ছাত্রীদের ১০০ কোটিরও বেশি টাকা স্কলারশিপ প্রদান করা হয়েছে।

স্বনির্ভরতার জন্য সংখ্যালঘু যুবক যুবতিদের প্রায় ৩৬ কোটি টাকা ৠণ প্রদান করা হয়েছে। আরও ৮ কোটি টাকা প্রদান করা হবে মে মাসের মধ্যে।

অনগ্রসর কল্যান ও আদিবাসি উন্নয়ন

১.৮০ লাখেরও বেশি ছাত্র শিক্ষাশ্রী প্রকল্পে সহায়তা পাচ্ছে এবং আরও ১.৭ লাখ ছাত্ররা মে মাসের মধ্যে এই প্রকল্পের আওতাভুক্ত হবে।

নারী ও শিশু উন্নয়ন

জেলায় প্রায় ২.৫ লাখ ছাত্রী কন্যাশ্রীর আওতায় এসেছে।

৫২ কিমি. দীর্ঘের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে। ২০১৪-১৫ সালে সেচের জল সরবরাহঃ খারিফ মরশুম-৫.৮৩ লক্ষ একর, রবি মর্শুম-২০,০০০ একর, বোরো মরশুম-৩০,০০০ একর।

আনন্দধারা প্রকল্পে ৬ হাজার স্বনিরভর দল গঠিত হয়েছে।

স্বামী বিবেকানন্দ স্বনির্ভর কর্মসূচী প্রকল্পে ১০ হাজারেরও বেশি প্রকল্পের অনুমোদন দেওয়া হয়েছে এবং প্রায় ৭০ কোটি টাকা অনুদান প্রদান করা হয়েছে।

Trinamool Congress Chairperson Mamata Banerjee on Friday filed her nomination papers for the state assembly elections from the Bhowanipore constituency in South Kolkata district.

A large number of supporters chanted slogans as Banerjee, flanked by several party leaders, undertook a road show on her way to the office of the District Election Officer, Kolkata.

The Trinamool Congress supremo was flanked by Subrata Bakshi as she went through the paperwork at the Alipore Survey Building in South Kolkata.

আসন্ন বিধানসভা নির্বাচন উপলক্ষে আজ তৃণমূল কংগ্রেস নেত্রী মমতা বন্দ্যোপাধ্যায় তার মনোনয়ন জমা দিলেন। তিনি দক্ষিণ কলকাতার ভবানীপুর কেন্দ্র থেকে প্রতিদ্বন্দ্বিতা করছেন।

Statement by Derek O’Brien:

We heard the comments the Prime Minister made about our party. Making up a clever-by-half abbreviation, based on wild allegations and using the initials letters of the name of our political party, was in poor taste to say the least.

These are not words befitting of the Prime Minister of India. They bring his high office to disrepute. Mr Prime Minister, maybe we need to remind you that you are the Prime Minister of this great nation and of all Indians, irrespective of community and region. Do not reduce yourself to a Shakha Pramukh. Please grow with your job.

The Trinamool Congress is far from being a corrupt party. We don’t run advertising campaigns for elections running into billions of unaccounted and unaccountable dollars. Neither do we play cheap politics over a tragedy. As for terror, we are all for combating it but not by raising paranoia, targeting innocent fellow citizens and raising communal temperatures. But then you, Mr Shakha Pramukh, would know about terror, given your record in 2002.

আপনি যে পদে আসীন, সেই পদমর্যাদার অবমাননা করেছেন আপনি। আপনাকে হয়তো মনে করানো দরকার যে আপনি সারা দেশের প্রধানমন্ত্রী, কোনও শাখা প্রমুখ নন। আপনি নিজের কাজে মননিবেশ করুন।

তৃনমূল আদপেই দুর্নীতিপরায়ণ দল নয়। আমাদের দল হিসেব বহির্ভূত কোটি কোটি টাকা ব্যয় করে নির্বাচনী প্রচার চালায় না। আমরা কোনও মর্মান্তিক দুর্ঘটনা নিয়ে সস্তার রাজনীতি করি না।

সন্ত্রাসের মোকাবিলা আমরাও করছি। কিন্তু তার নামে নির্দোষ দেশবাসীদের বিরুদ্ধে ভীতি সৃষ্টি করি না। আমরা সাম্প্রদায়িক সম্প্রীতিতে বিশ্বাস করি।

শাখা প্রমূখ মহাশয়, ২০০২ সালের অভিজ্ঞতা থেকে সন্ত্রাস সম্বন্ধে আপনার জ্ঞান নিশ্চই প্রচুর।

West Bengal is one of the most progressive States in terms of rural infrastructure. Trinamool Congress has ensured, over the last five years, that Bengal stands out in terms of the infrastructure created for the rural population – be it roads, irrigation system, funds to self-help groups and everything else.

The Plan expenditure in rural development has increased more than four times to Rs 38,214.1 crore during 2011-16, with respect to that during 2006-11.

Rural roads: In the last three years, 9,979.32 km, with a total value of Rs 10,585.53 crore, were sanctioned. In 2013-14, 1,356 habitations were connected – a fact which stands highest in the country.

Rural Infrastructure Development Fund (RIDF): Under RIDF, projects for roads, bridges, drainage systems, anganwadi centres, shishu shiksha kendra/Madhyamik shiksha kendra, rural haat/markets, etc. were implemented across the State, contributing to overall rural development. Rural roads constructed under RIDF has increased from 606 km during 2007-11 to 1,222 km during 2011-15.

Strengthening of the three-tier panchayat system: There has been reservation of 50% of seats and offices in panchayats for women and reservation of 50% of seats and offices, including those reserved for women, in favour of SC, ST and BC. The accounts of all panchayats fully computerised

Training infrastructure has been expanded to encompass the State Institute of Panchayats & Rural Development, five extension training centres and 30 district training centres. This expansion has been adjudged by the Government of India as one of the best in the country.

The World Bank-supported Institutional Strengthening of Gram Panchayats (ISGP) Project has generated innumerable good practices.

Anandadhara: Under the Anandadhara Scheme, books and registers for self-help groups (SHGs) have been standardised. The average amount of bank credit per SHG has increased. A State-wide digital SHG directory compiled, with data of over four lakh SHGs.

National Social Assistance Programme (NSAP): The State, under NSAP, has ensured regular financial assistance to over 23 lakh below poverty line (BPL) beneficiaries.

Backward Regions Grant Fund (BRGF): The State has utilised this fund to bridge critical gaps among the flagship programmes, for purposes like construction of ICDS centres, roads, passenger sheds, arsenic-free drinking water sources, market complexes and minor irrigation systems, and for provision of supplementary nutrition.

West Bengal is among the best in India in terms of rural development. None other than the World Bank has certified that its panchayat programmes have achieved tremendous success.

 

গ্রামীণ পরিকাঠামোর অভূতপূর্ব উন্নয়ন বাংলায়

গ্রামীণ পরিকাঠামোর পরিপ্রেক্ষিতে পশ্চিমবঙ্গ সবচেয়ে উন্নত রাজ্যগুলির মধ্যে অন্যতম। গত পাঁচ বছর ধরে তৃণমূল কংগ্রেসের সরকারের উদ্যোগে পশ্চিমবঙ্গ গ্রামীণ পরিকাঠামোর সকল মাপকাঠি – যেমন রাস্তা, সেচ ব্যবস্থা, স্বনির্ভর দলগুলিকে ঋণপ্রদান ইত্যাদিতে ব্যাপক সাফল্য ছুঁয়েছে।

পল্লী উন্নয়ন খাতে পরিকল্পিত ব্যয় ২০০৬-১১ থেকে চারগুন বেড়ে ২০১১-১৬ সময়কালে হয়েছে ৩৮,২১৪.১ কোটি টাকা।

গ্রামীণ সড়ক: বিগত তিন বছরে মোট ১০,৫৮৫.৫৩ কোটি টাকা বরাদ্দ হয়েছে ৯,৯৭৯.৩২ কিমি রাস্তা তৈরীর জন্য। ২০১৩-১৪ সালে এই প্রকল্পে ১,৩৫৬ লোকালয় সংযুক্ত করা হয় – যা দেশে সর্বোচ্চ।

গ্রামীণ পরিকাঠামো উন্নয়ন তহবিল (RIDF): RIDF-এর আওতায় সড়ক, সেতু, নিকাশী ব্যবস্থা, অঙ্গনওয়াড়ি কেন্দ্র, শিশু শিক্ষা / মাধ্যমিক শিক্ষা কেন্দ্র, গ্রামীন হাত, ইত্যাদি গড়ে তোলা হয় যা গ্রাম বাংলাকে আরো উন্নত করেছে। RIDF-এর আওতায় গ্রামীণ সড়ক নির্মানের কাজ ২০০৭-১১ কালে ৬০৬ কিমি থেকে বেড়ে ২০১১-১৫ কালে হয়েছে ১,২২২ কিমি।

ত্রিস্তর পঞ্চায়েত ব্যবস্থা: সব পঞ্চায়েতগুলিতে ৫০ শতাংশ সংরক্ষণের ব্যবস্থা করা হয়েছে মহিলাদের জন্য এবং SC/ST/OBC তলিকাভুক্ত মানুষদের জন্যেও রয়েছে সংরক্ষণ। সব পঞ্চায়েত অ্যাকাউন্ট এখন সম্পূর্ণরূপে কম্পিউটারাইজড। প্রশিক্ষণ পরিকাঠামো এখন পঞ্চায়েত ব্যবস্থার মধ্যে আরো দৃঢ়ভাবে সামিল করা হয়েছে এবং ভারত সরকার থেকে তার স্বীকৃতি মিলেছে।

আনন্দধারা: আনন্দধারা প্রকল্পের অধীনে স্বনির্ভর দলগুলির জন্য বই ও রেজিস্টার তৈরী, ব্যাঙ্ক ঋণ বৃদ্ধি ও ডিরেক্টরি তৈরির কাজ সম্পন্ন হয়েছে।

জাতীয় সামাজিক সহায়তা কর্মসূচি (NSAP): NSAP-এর অধীনে রাজ্য, দারিদ্র্যসীমার (বিপিএল) নীচে মানুষদের জন্য ২৩ লক্ষ টাকা আর্থিক সহায়তা নিশ্চিত করেছে।

অনগ্রসর অঞ্চল অনুদান তহবিল (BRGF): আই সি ডি এস সেন্টার, রাস্তাঘাট, যাত্রী প্রতীক্ষালয়, আর্সেনিকমুক্ত পানীয় জল, বাজার, ক্ষুদ্রসেচ ও পরিপুরক পুষ্টির ব্যবস্থা তৈরির জন্য BRGF তহবিল ব্যবহৃত হয়েছে।

পশ্চিমবঙ্গ গ্রামীণ উন্নয়নের নিরিখে ভারতে সেরা রাজ্যগুলির মধ্যে একটি, যার স্বীকৃতি মিলেছে  বিশ্বব্যাংকের থেকেও।

Mamata Banerjee addressed two rallies in Pandabeswar and Raniganj, in the coal belt of West Bengal today. This was the second day of her campaign trail in Bardhaman district. Later she also addressed a rally at Kharagpur.

In her speeches, she challenged the opposition parties to fight her politically, instead of resorting to slander. She also disparaged the “divisive religious politics” of some parties “just before elections.”

She went on to highlight the development that her Trinamool Congress Government had wrought during its first term in power – schools, hospitals, roads, water supply projects, scholarships to students from minority communities, and much more.

সিপিএম আমলের কালো দিন আর ফিরিয়ে আনবেন না: মমতা বন্দ্যোপাধ্যায়

আজ পাণ্ডবেশ্বর এবং রানিগঞ্জে প্রচার করেন তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়। আজ তার বর্ধমানে প্রচারের দ্বিতীয় দিন। বর্ধমানে প্রচার শেষ করে এরপর তিনি খড়গপুরে একটি সভা করবেন।

গতকাল তিনি বিরোধীদের চ্যালেঞ্জ করে বলেন কু९সা ও অপপ্রচার না করে তারা যেন রাজনৈতিকভাবে তার সঙ্গে মোকাবিলা করেন। তিনি আরও বলেন কিছু কিছু দল নির্বাচনের আগে সাম্প্রদায়িক বিভেদ সৃষ্টির চেষ্টা করছে।

এদিনও তার বক্তব্যের মূল বিষয় ছিল উন্নয়ন। তৃণমূল কংগ্রেস ক্ষমতায় আসার পর স্কুল-কলেজ, হাসপাতাল, রাস্তা, জল সরবরাহ প্রকল্প, ছাত্রছাত্রীদের বৃত্তি প্রদান থেকে শুরু করে সবরকম উন্নয়ন করেছে।

  • আসানসোলে আমরা একটি নতুন বিমানবন্দর চালু করেছি। একটি নতুন বিশ্ববিদ্যালয়ও তৈরি হচ্ছে
  • এটি অত্যন্ত শুষ্ক অঞ্চল, তাই আমরা এখানে বেশ কয়েকটি জল প্রকল্প শুরু করেছি
  • আমরা কেন্দ্রের সাথে কাজ করছি যাতে illegal কয়লা খনিকে বৈধ করা যায়, এখানে অনেক কর্মসংস্থান হবে
  • এত গরমেও আপনারা আমার সভায় এসেছেন তার জন্য আমি সকলকে ধন্যবাদ জানাচ্ছি
  • হিন্দু-মুসলমান বেঁধে জোট, জোড়াফুলে সব ভোট
  • সিপিএম কালো দিন যাতে ফিরে না আসে তাই তৃণমূলকে ভোট দিন
