The State Government has formed a committee for commemorating 100 years of Bengali cinema. Chief Minister Mamata Banerjee is the patron of the 18-member committee.

The committee is comprised of senior film personalities from the Bengali film industry, with Soumitra Chatterjee as the chief advisor and Goutam Ghose as the chairman.

The committee will chalk out a plan to organise various programmes to celebrate 100 years of Bengali cinema. The committee will prepare a calendar of events to gift a unique programme on the completion of a century of Bengali cinema.

It may be mentioned that the initiative of the Chief Minister has taken the Kolkata International Film Festival (KIFF) to new heights in the past six years. She has made it possible for people from all walks of life to witness the grandeur of the film festival, with steps taken to ensure that it doesn’t remain bound only within Nandan.

বাংলা সিনেমার ১০০ বছর পূর্তি উদযাপন করতে কমিটি গঠন করল রাজ্য সরকার। এই ১৮ সদস্যের কমিটির মূল উদ্যোক্তা তথা পৃষ্ঠপোষক হলেন মুখ্যমন্ত্রী স্বয়ং।
এই কমিটিতে আছেন বাংলা চলচ্চিত্রের প্রবাদপ্রতিম ব্যাক্তিত্বেরা। সৌমিত্র চট্টোপাধ্যায় যেমন এই কমিটির মুখ্য উপদেষ্টা, তেমন গৌতম ঘোষ হলেন কমিটির চেয়ারম্যান।
এই কমিটি বাংলা সিনেমার ১০০ বছর উদযাপনের উদ্দেশ্যে বিভিন্ন অনুষ্ঠানের পরিকল্পনা করবে। তারা এই অনুষ্ঠানের একটি ক্যালেন্ডার তৈরী করবে।

প্রসঙ্গত, গত ছয় বছরে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের ঐকান্তিক সহযোগিতায় কলকাতা আন্তর্জাতিক চলচ্চিত্র উৎসব পেয়েছে এক নতুন মাত্রা। তাঁর উদ্যোগে সকল শ্রেণীর মানুষের কাছে আজ আপন হয়েছে কলকাতা চলচ্চিত্র উৎসব। নন্দনের গণ্ডী পেরিয়ে চলচ্চিত্র উৎসব স্থান করে নিয়েছে জনমানসে।

The Bengal Government is soon going to buy sea scooters for rescuing swimmers stuck in high waters. These scooters would be operated by the coastal police force, whose officers would patrol the coastal areas on these scooters.

Along with the popularity of coastal tourism has come the attendant problem of marine accidents. People sometimes wrongly gauge the depth of water, direction of current, tidal situations, and fall in trouble. The sea scooters would prevent fatalities from these accidents.

The scooters would be of use not only for rescuing swimmers but also fishermen whose boats and trawlers may overturn due to strong currents or storms.

Kolkata Police has six such scooters at present. For patrolling the coasts, the coastal police has 10 all-terrain vehicles (ATV).

 

পর্যটকদের উদ্ধারের জন্য ‘সি স্কুটার’ কিনবে রাজ্য

সমুদ্রে আপৎকালীন অবস্থায় পর্যটকদের উদ্ধারের জন্য ‘সি স্কুটার’ কিনবে রাজ্য সরকার। যেগুলি তুলে দেওয়া হবে রাজ্য সরকারের উপকূল পুলিশের হাতে। প্রাথমিকভাবে দশটির মত ‘সি স্কুটার’ কেনার ব্যাপারে ভাবনা চিন্তা চলছে।

রাজ্য জুড়ে পর্যটন শিল্পের বৃদ্ধির সঙ্গে সঙ্গে সামু্দ্রিক এলাকাগুলিতে প্রতিবছর পর্যটকদের সংখ্যা বাড়ছে। বিশেষ করে ভরা মরসুমে পাহাড় বা জঙ্গল দেখতে যেমন পর্যটকরা ভিড় করেন, তেমনই সমুদ্রের ধারগুলি যেমন দীঘা, মন্দারমনি এলাকায় প্রচুর পর্যটক যান।

আপৎকালীন অবস্থায় যাতে দ্রুত পর্যটকদের কাছে পৌঁছে তাদের উদ্ধার করা যায় সেকারণেই এই ‘সি স্কুটার’ কেনার পরিকল্পনা করা হয়েছে। বাংলা ছাড়াও দেশের অন্যান্য রাজ্য এবং বিদেশ থেকেও পর্যটকরা নানাসময় সমুদ্রের পাড়ে ভিড় করেন। ফলে নিরাপত্তার দিকটি চিন্তা করেই এই ধরনের যান কেনার কথা ভেবেছে রাজ্য।

এই ‘সি স্কুটারে’ যারা দায়িত্ব থাকবেন, তাদের কাছে থাকবে ওয়াকি টকি। অল্প এবং গভীর, দু’রকম জলেই এই স্কুটার নিয়ে ঘোরা যাবে। বিচে কর্তব্যরত পুলিসকর্মী এবং ওয়াচ টাওয়ারে যারা পাহারায় থাকবেন তাদের সঙ্গে যোগাযোগ রেখে চলবেন এঁরা। রাজ্যে আপাতত ১৪টি উপকূল পুলিশ থানা থাকলেও মূলত সমুদ্রের যে জায়গাগুলিতে পর্যটকরা নামেন সেই জায়গাগুলিতেই এই ‘সি স্কুটার’ ব্যবহার করা হবে। পর্যটকদের লক্ষ্য রাখার জন্য মাঝে মাঝে ‘সি স্কুটার’ নিয়ে এঁরা চক্কর কাটবেন।

শুধুমাত্র স্নান যারা করবেন তাদের ক্ষেত্রেই নয়, সমুদ্রে যারা মাছ ধরতে যান তাদের যদি কখনও নৌকাডুবি হয়, তবে সেক্ষেত্রেও কাজে লাগতে পারে এই ‘সি স্কুটার’। উদ্ধারকারী নৌকা বা লঞ্চ যেমন ছুটবে ডুবন্ত যাত্রীদের উদ্ধারের জন্য, তেমনি ছুটবে এই ‘সি স্কুটার’। যাতে দ্রুত উদ্ধারের কাজ চালানো যায়। কলকাতা পুলিসের কাছে আপাতত এই ধরনের ছ’টি যান আছে।

ইতিমধ্যেই উপকূল পুলিশের হাতে এসেছে ‘অল টেরেন ভেহিক্যাল’, যা যে কোনও রুক্ষ অঞ্চল দিয়েও চলাচল করতে পারবে। মূলত নদী এবং সমুদ্রের পাড় দ্রুত চলাচলের কথা চিন্তা করেই এগুলি কেনা হয়েছে। উপকূল পুলিশের হাতে এমন গাড়ি আছে ১০টি। বিচে নজরদারি চালাতেই ওই গাড়িগুলি ব্যবহার করা হয়।

In a significant stride towards becoming self-reliant in the production of hilsa (ilish), the State Fisheries Department will now take up the cultivation of the fish in ponds and rivers.

The department has signed an agreement with a Norwegian company. The company has been successful in cultivating salmon in pond and river water, and is helping the State Government in replicating that success for hilsa, according to the Fisheries Minister.

The department gradually wants to stop importing the fish from Myanmar, which is much more than gastronomy for a Bengali. Ilish, as hilsa is called in Bengali, is about identity, history and nostalgia.

Hilsa is a significant component of open-water capture fishery in Bengal, contributing about 19 per cent of the total fish landing in the Hooghly-Matla estuarine system.

Over the years, due to wanton exploitation, pollution and habitat destruction, there has been a decline in the availability of hilsa.
One of the measures to combat this was the setting up, inspired by the vision of Chief Minister Mamata Banerjee with regard to self-reliance in hilsa, of the country’s first ever dedicated Hilsa Conservation and Research Centre (HCRC) at Sultanpur in Diamond Harbour in December 2013 by the Fisheries Department.

The department is in the process of setting up two similar HCRCs in Tribeni in Hooghly district, located on the bank of the Hooghly, and Farakka in Murshidabad district, on the bank of the Ganga.

The catching, marketing and transportation of fishes less than 23 cm in length is banned in the state. The Fisheries Department has put in place vigilante teams in all the concerned districts for keeping regular vigil on markets and landing centres. Special raids are conducted during the designated ban period between September 15 and October 24 each year. The department also maintains coordination and synergy with laboratories and institutes working on hilsa fishery.

The department also takes awareness campaigns for hilsa conservation, by distributing leaflets, putting up banners and posters, and conducting boat and road rallies in areas where the fish is netted by fishermen.

The fish is anadromous, that is, migrates up rivers from the sea to spawn, during the periods from June to September and from January to April.

 

 

এবার পুকুর ও নদীতে ইলিশ মাছ চাষ করবে রাজ্য

ইলিশ মাছ উৎপাদনে স্বয়ংসম্পূর্ণ হতে এবার পুকুর ও নদীতে ইলিশ মাছ চাষ শুরু করবে রাজ্য সরকার। এই বিষয়ে নরওয়ের একটি সংস্থার সাথে চুক্তি করবে রাজ্য মৎস্য দপ্তর। এই সংস্থাটি তাদের দেশে পুকুর ও নদীতে স্যামন মাছ চাষে বিপুল সফলতা পেয়েছে।

ধীরে ধীরে মৎস্য দপ্তর মায়ানমার থেকে ইলিশ আমদানি বন্ধ করতে চায়। ইলিশ মাছ শুধুই বাঙালির রসনাতৃপ্তি করেনা, বাংলার সংস্কৃতি সঙ্গে ওতপ্রোত ভাবে জড়িয়ে আছে। তাই এই মাছ চাষে স্বনির্ভর হতে চায় রাজ্য।

সাধারনত ইলিশ মাছ চাষ হয় নোনা জলে, মোহনায়। এতদিন হুগলী-মাতলা নদীর মোহনায় যে মাছ চাষ হয়, তার ১৯ শতাংশই ইলিশ। কিন্তু, দূষণ ও অন্যান্য নানা কারণে দিনে দিনে এই পরিমাণ কমছে।

ইলিশ উৎপাদনে স্বনির্ভর হওয়ার লক্ষ্যে, মুখ্যমন্ত্রীরঐকান্তিক প্রচেষ্টায় ২০১৩ সালের ডিসেম্বর মাসে ডায়মন্ড হারবারের সুলতানপুড়ে দেশের প্রথম হিলসা কঞ্জারভেসন অ্যান্ড রিসার্চ সেন্টার তৈরী করা হয়। এই ধরণের কেন্দ্র আরও দুটি জায়গাতে তৈরী হয়েছে: হুগলী জেলার ত্রিবেণীর ধারে এবং মুর্শিদাবাদ জেলার ফারাক্কায় গঙ্গার ধারে।

২৩ সেন্টিমিটারের চেয়ে কম লম্বা ইলিশ মাছ ধরা, বিপণন এরাজ্যে নিষিদ্ধ। এই নিষেধাজ্ঞা যথাযথ কার্যকর করতে বেশ কিছু আধিকারিকের অনেকগুলি দল রাজ্যজুড়ে পরিদর্শন করে। ১৫ই সেপ্টেম্বর থেকে ২৪শে অক্টোবর প্রচুর রেড করা হয় প্রতি বছর।

ইলিশ মাছ সংরক্ষণের ব্যাপারে মৎস্য দপ্তর সচেতনতা কর্মসূচীরও উদ্যোগ নিয়ে থাকে। লিফলেট বিলি থেকে শুরু করে ব্যানার ও পোস্টার লাগানো, সচেতনতা মিছিল করা এবং মৎস্যজীবীদের সচেতন করা হয় দপ্তরের উদ্যোগে।

জানুয়ারি থেকে এপ্রিল মাস এবং জুন থেকে সেপ্টেম্বর মাস পর্যন্ত ইলিশ মাছ সমুদ্র থেকে নদীতে যায় ডিম পাড়তে। এই সময় মাছ ধরা বারন।

The Bengal Government has introduced an online system of pension, or e-pension, for the teaching and non-teaching staff of grant-in-aid colleges falling under the administrative control of the Higher Education, Science and Technology and Biotechnology Department.

The Higher Education minister Partha Chatterjee inaugurated the e-pension website at Bikash Bhawan on March 27. The portal will serve around 17,000 regular employees of the colleges.

The objectives of launching the portal are to provide an early alert to start the pension process by preparing employees’ profiles from the beginning of their services, receive an alert for profile-related changes, track pension status and maintain the pension processing time. The portal will also help the teachers and non-teaching staff to prepare e-service books in the future and enhance employee-level transparency.

 

শিক্ষক ও অশিক্ষক কর্মীদের জন্য চালু হল ই-পেনশন

গত ২৭শে মার্চ রাজ্যের উচ্চশিক্ষা মন্ত্রী বিকাশ ভবনে উদ্বোধন করেন ই-পেনশন ওয়েবসাইটের। এই ওয়েবসাইটের মাধ্যমে সরকারি ও অনুদানপ্রাপ্ত সমস্ত কলেজের শিক্ষক ও অশিক্ষক কর্মীদের পেনশন পাবেন। এই কলেজগুলি উচ্চ শিক্ষা, বিজ্ঞান ও প্রযুক্তি এবং বায়োটেকনোলজি দপ্তরের অধীনস্থ।

এই পোর্টালটি তৈরী ও রক্ষণাবেক্ষণ দায়িত্বে ন্যাশানাল ইনফরমেটিক্স সেন্টার। এই পোর্টালের মাধ্যমে ১৭০০০ রেগুলার কলেজ কর্মচারী উপকৃত হবেন।

এই পোর্টালের উদ্দেশ্য অবসরের আগে থেকেই কর্মচারীদের পেনশন প্রক্রিয়া শুরু করার ব্যাপারে সচেতন করা। এর ফলে শিক্ষক ও অশিক্ষক কর্মীরা ভবিষ্যতের জন্য ই-সার্ভিস বুক তৈরী করতে পারবেন। আর বাড়বে স্বচ্ছতাও।

The State Self-Help and Self-Employment Department has decided to involve rural women through self-help groups (SHG) in the procurement of paddy from farmers. To make it fast and error-free, the Government would provide them with tabs. The training would begin from June and July, in stages.

Already, almost 4,500 SHGs are involved in procuring paddy. For this work, the SHGs will be getting Rs 31 per quintal. Rice mill owners will be responsible for collecting the paddy and transporting them on lorries to their mills for the rice to be extracted, as they do now. The Food and Supplies Department is paying the cost of transportation.

Besides empowering, involving village women has another advantage. Since SHG members from a village would go to farmers from the same village to buy their paddy, prior acquaintance will help them to convince the farmers to sell to the State Government. Thus the Government’s stocks will be kept up to the mark.

 

ধান সংগ্রহে স্বনির্ভর গোষ্ঠীর মহিলাদের প্রশিক্ষণ দেবে রাজ্য

চাষিদের কাছ থেকে ধান সংগ্রহের জন্য রাজ্য সরকার এখন অনেকটাই নির্ভর করছে স্বনির্ভর গোষ্ঠীগুলির উপর। এই কাজ করার জন্য স্বনির্ভর গোষ্ঠীর মহিলাদের প্রশিক্ষণ দেওয়ার উদ্যোগ নিয়েছে খাদ্য দপ্তর। আগামী জুন-জুলাই মাস থেকে এই প্রশিক্ষণ পর্ব শুরু হবে। মহিলাদের যাতে বেশি দূর না যেতে হয়, তার জন্য স্থানীয় বিডিও অফিসে প্রশিক্ষণ দেওয়ার ব্যবস্থা করা হচ্ছে বলে খাদ্যমন্ত্রী বলেন।

ধান সংগ্রহের কাজ করার জন্য গোষ্ঠগুলিকে ‘ট্যাব’ দিয়েছে দপ্তর। ট্যাব কীভাবে চালাতে হয় তা শেখানো ছাড়াও ধান সংগ্রহ করার ব্যাপারে প্রয়োজনীয় প্রশিক্ষণ দেওয়া হবে। ইতিমধ্যে প্রায় সাড়ে চার হাজার স্বনির্ভর গোষ্ঠী ধান সংগ্রহ শুরু করেছে।
স্বনির্ভর গোষ্ঠীর মহিলাদের আরও বেশি করে ধান সংগ্রহ প্রক্রিয়ায় যুক্ত করতে চাইছে দপ্তর। এতে প্রতিকূল অবস্থার মধ্যেও ভালো পরিমাণ সংগ্রহ হবে বলে আশা করছেন অধিকর্তারা। গ্রামের মধ্যে থেকে চাষির দোরগোড়ায় গিয়ে ধান কিনছে গোষ্ঠীগুলি। গ্রামের বাসিন্দা হওয়ায় স্বনির্ভর গোষ্ঠীগুলির মহিলারা ভালো করে জানেন কোন চাষির ঘরে ধান আছে। ওই চাষিদের কাছে গিয়ে তাঁরা সরকারের কাছে ধান বিক্রি করার অনুরোধও করছেন।

ধান কেনার জন্য গোষ্ঠীগুলি কুইন্টাল পিছু প্রায় ৩১ টাকা কমিশন পাচ্ছে। তারা শুধু ধান কিনে ট্যাবের মাধ্যমে তার হিসেব পেশ করে একজায়গায় কেনা ধান জড়ো করে রাখছে। ওই ধান লরিতে বোঝাই করে নিয়ে চলে যাওয়া হচ্ছে রাইস মিলে ভাঙানোর জন্য। রাইস মিল কর্তৃপক্ষই এই কাজ করছে। ধান নিয়ে যাওয়ার পরিবহণ খরচ তাদের দিচ্ছে খাদ্য দপ্তর।

The State Forest Department is coming up with a comprehensive guide containing information on, and pictures of, birds in the Sundarbans. This is the first time that such a book is being brought out by the Government.

The Sundarbans is famous for its wildlife, especially tigers and crocodiles. But it also has a huge treasure of avian life. The book would help to bring that into focus.

Through this venture, the Government hopes to increase awareness about the various types of birds that inhabit the forests of the delta, which is a UNESCO World Heritage Site referred to by the name Sundarbans Biosphere Reserve (SBR). This guide would in turn help attract more tourists to the region, especially bird-watchers.

Dominant In the region are osprey, brahminy kite and white-bellied sea eagle, while the rose-ringed parakeet, flycatcher and warbler are found in the middle and the lower tiers of the forested areas. The water-loving kingfisher abounds too.

Officials and experts working in the SBR believe that the bird variety in the mangroves consists of over 500 species, at least 55 of which are migratory ones.

 

সুন্দরবনের পাখিদের নিয়ে বই প্রকাশ করবে বন দপ্তর

সুন্দরবন অঞ্চলের সমস্ত পাখিদের সচিত্র বিবরণ সংকলিত একটি বই প্রকাশ করতে চলেছে রাজ্য বন দপ্তর। রাজ্য সরকারের তরফে এই রকম উদ্যোগ এই প্রথম।

রয়্যাল বেঙ্গল টাইগারের জন্য বিশ্ব বিখ্যাত সুন্দরবন। কিন্তু এই ম্যানগ্রোভ বনে যে লুকিয়ে আছে নানা প্রজাতির পাখির সম্ভার, তা দেশী ও বিদেশী পর্যটকের কাছে তুলে ধরতেই এই বই প্রকাশিত করা হচ্ছে। এই উদ্যোগের ফলে সুন্দরবন সম্বন্ধে পর্যটকদের অনেকটাই ধারণা বদলাবে।

বন দপ্তরের আধিকারিকরা এক স্বেচ্ছাসেবী সংস্থার সাথে যৌথ উদ্যোগে এই কাজ করছে। কোন অঞ্চলে কোন পাখিরা আসে তা চিনিয়ে দিতে সাহায্য করছেন স্থানীয় মানুষরা। সুমিত সেন, দেশের অন্যতম সেরা পক্ষিবিদ, পাখিদের ছবি তুলেছেন বইটির জন্য।

খুব শীঘ্রই এই বইটি প্রকাশিত হতে চলেছে। সুন্দরবনে অনুষ্ঠিত হতে চলা বনবান্ধব মেলায় বনমন্ত্রীর হাতে এই বইটির প্রকাশ হবে।

To make payment of property and other municipal taxes easier, the State Government is going to launching a mobile app through which the taxes can be made. This service will be gradually rolled out for all the types of taxes paid by citizens to civic bodies.

Online mode of payment would enable people to pay their taxes from the comfort of their homes or from wherever they want.
Twenty municipalities have been identified for the pilot project. The pilot project has been named ‘Online Module/Portal and Mobile App for Payment and Other Allied Matters of Municipal Property Tax’.

The selected municipalities are: Alipurduar, Bangaon, Bankura, Bansberia, Behrampore, Bolpur, Chakdaha, Chapadani, Egra, English Bazar, Haldia, Jalpaiguri, Kamarhati, Kanchrapara, Katwa, Konnagar, Medinipur, Nalhatri, Pujali and Titagarh.

 

ঘরে বসেই এবার পুরকর জমা দেওয়া যাবে,অ্যাপ আনছে রাজ্য

সম্পত্তি সহ বিভিন্ন ধরনের পুরকর জমা নেওয়ার প্রক্রিয়া সরলীকরণ করতে অ্যাপ আনছে রাজ্য সরকার। রাজ্যের ২০টি পুরসভাতে পাইলট প্রজেক্ট হিসাবে এই অ্যাপ ও অনলাইন ওয়েব পোর্টাল চালু করা হচ্ছে। পুরদপ্তর সূত্রে জানা গিয়েছে, ধীরে ধীরে তা রাজ্যব্যাপী ছড়িয়ে দেওয়া হবে।

এই পোর্টাল ও অ্যাপ মারফত পুরবাসীরা সহজেই নিজেদের ইচ্ছেমতো সময়ে পুরসভার বিভিন্ন ধরনের কর মিটিয়ে দিতে পারবেন।

মুখ্যমন্ত্রী মানুষকে যেমন অধিকতর পুরপরিষেবা দিতে চাইছেন, তেমনি তাঁদের জন্য বিভিন্ন সুবিধার ব্যবস্থাও করতে চাইছেন। এই অ্যাপ ও পোর্টালের মাধ্যমে মানুষ সেই সুবিধা পাবেন।

নতুন এই পাইলট প্রকল্পের নাম দেওয়া হয়েছে অনলাইন মডিউল/পোর্টাল অ্যান্ড মোবাইল অ্যাপ ফর পেমেন্ট অ্যান্ড আদার অ্যালায়েড ম্যাটার্স অব মিউনিসিপ্যাল প্রপার্টি ট্যাক্স। পুরদপ্তরের নির্দেশিকা অনুসারে ইংলিশবাজার, জলপাইগুড়ি ও আলিপুরদুয়ার পুরসভাকে এই প্রকল্পের আওতায় আনা হয়েছে। একই সঙ্গে মুর্শিদাবাদের বহরমপুর পুরসভাও এই প্রকল্পের আওতায় এসেছে। এছাড়া নলহাটি, বোলপুর, কোন্নগর, চাঁপদানি, টিটাগড়, বনগাঁ, কাটোয়া, হলদিয়া, বাঁশবেড়িয়া, বাঁকুড়া, চাকদহ, কাঁচড়াপাড়া, মেদিনীপুর, এগরা, পূজালি, কামারহাটি পুরসভাকেও পাইলট প্রকল্পে রাখা হয়েছে।

সাম্প্রতিক সময়ে অ্যান্ড্রয়েড মোবাইল মানুষের নিত্যসঙ্গী হয়ে উঠেছে। ফলে মোবাইল অ্যাপ মারফত কর দেওয়ার পদ্ধতি চালু করা হলে তার মাধ্যমে যে কোনও জায়গা থেকে যে কোনও সময়ে পুরসভার সম্পত্তি কর মিটিয়ে দেওয়া সহজ হবে। একই কাজ পোর্টাল মারফতও করা সম্ভব।

উল্লেখ্য, রাজ্যের বিদ্যুৎ বণ্টন কোম্পানি এই ধরনের একটি পদ্ধতি ইতিমধ্যেই চালু করে রেখেছে।

A statewide four-day-long special campaign will be carried out from March 21 to 24 using digital means of communication to make people at the grassroots level aware of the projects and schemes being run by the Chief Minister Mamata Banerjee-led Trinamool Congress Government. It will be flagged off at 5 PM today.

The campaign, ‘Manusher Sathe – Maa, Mati, Manusher Sarkar’, is the first instance of the State Government taking up such a huge project to create awareness among people at all levels, down to the panchayats, and across the state.

As part of the campaign, 50 tableaus will travel around the state to create awareness. The 50 tableaus include two from each district, apart from Kolkata, totalling 44, and the remaining six will be digital tableaus.

The two tableaus from each district will have artistes who are enrolled under the Lok Prasar Prakalpa. The tableaus will be stopping at crucial locations and the artistes will be performing on them. They will be performing on the trucks through which they would also make the people aware about the other schemes of the government.

The six digital tableaus will be fitted with digital screens on all its sides and video clippings will be shown through them, highlighting the benefits of the State Government’s premier projects including Kanyashree, Khadya Sathi, Sabuj Sathi and Rupashree.

Besides the mobile tableaus, there will also be programmes in auditoriums in the respective district headquarters. In Kolkata, there will be a programme at Ektara Mukta Mancha, situated in the premises of Rabindra Sadan, from the evening of March 21 to March 23. There will also be digital exhibitions in and around the auditoriums where the programmes will take place in the district headquarters, wherein LED screens will play video clippings on State Government projects.

ছ’বছরের উন্নয়নের প্রচারে মা-মাটি-মানুষের সরকার

গত ছ’বছরে পঞ্চায়েত স্তরে সরকারের কাজ নিয়ে ব্যাপক প্রচারের নির্ঘণ্ট তৈরী করেছে রাজ্য সরকার। চলতি মাসে সব জেলায় তিন দিন ব্যাপী এই প্রচারের মূল স্লোগান —‘মানুষের সঙ্গে মা-মাটি-মানুষের সরকার’।

নবান্ন সূত্রের খবর, ১৫টি জেলায় ২১-২৩ মার্চ এই কর্মসূচী চলবে। ২২-২৪ মার্চ অনুষ্ঠান হবে বাকি আটটি জেলায়। পরিকল্পনা অনুযায়ী, জেলার মূল এলাকায় (যেখানে জনসমাগম সবচেয়ে বেশি) প্রদর্শনীর ব্যবস্থা করা হচ্ছে। রাজ্য সরকারের বিভিন্ন প্রকল্পের সাফল্য দেখানো হবে ‘জায়েন্ট স্ক্রিনে’। এ জন্য তৈরী করা হয়েছে স্বল্পদৈর্ঘ্যের তথ্যচিত্র। বিকেল ৩টে থেকে রাত ৯টা পর্যন্ত ওই অনুষ্ঠানের খবর সাধারণ মানুষের কাছে পৌঁছে দিতে পৃথক ব্র্যান্ডিংয়ের ব্যবস্থাও করেছে রাজ্য। স্থানীয় কেবল টিভি সংস্থাগুলিকে এই প্রচারের সঙ্গে যুক্ত করার চেষ্টা চলছে।

কলকাতার প্রতিষ্ঠিত অন্তত ১৫০ জন শিল্পী জেলায় জেলায় গিয়ে অনুষ্ঠান করবেন। থাকবেন জেলার শিল্পী, লোকপ্রসার প্রকল্পের অন্তর্ভুক্ত লোকশিল্পীরাও। প্রধানত ঘেরা এলাকায় প্রদর্শনী এবং সাংস্কৃতিক অনুষ্ঠান হওয়ার কথা। শব্দবিধি মানার ব্যাপারেও সতর্ক থাকার নির্দেশ দেওয়া হয়েছে জেলাগুলিকে।’

প্রতিটি মহকুমায় একটি বিশেষ ট্যাবলো প্রতিটি এলাকায় ঘুরে ঘুরে সরকারি সাফল্যের প্রচার চালাবে। দৃষ্টি আকর্ষণের জন্য ট্যাবলোয় সাংস্কৃতিক অনুষ্ঠানের ব্যবস্থা করা হচ্ছে। পাশাপাশি, গোটা রাজ্যে ছ’টি এলইডি ট্যাবলো ঘোরানোর সিদ্ধান্ত হয়েছে। মূল প্রদর্শনীর অডিও-ভিস্যুয়াল উপস্থাপনাও ট্যাবলোয় দেখানো হবে।

শুধু সাফল্য প্রচারই নয়, সূত্রের খবর, প্রতিটি জেলার প্রদর্শনীতে একটি করে ‘ইনফর্মেশন কিয়স্ক’ রাখা হবে। সেখানে থাকবেন জেলা প্রশাসনের পদস্থ আধিকারিকেরা।

সরকারের প্রকল্প, তার সুবিধা, কী ভাবে সেই প্রকল্পে নাম নথিভুক্ত করা যায়—এই সব তথ্য যে কেউ জানতে পারবেন কিয়স্ক থেকে। এক আধিকারিক বলেন,“কেউ চাইলে প্রকল্পে নাম নথিভুক্ত করার কোনও সমস্যার কথাও জানাতে পারবেন। তাঁকে ঠিক পথ দেখানোর চেষ্টা করা হবে সঙ্গে সঙ্গেই।”

The Department of Forests, Bengal manages 11,879 sq km of forests in the state, i.e. 13.38% of the total geographical area.

The forest cover of the State has been on the increase. Between 2011 & 2014, it has gone up by 3810 sq.km, 4.29%, the highest in the country.

Some of the notable achievements, between 2011-2017, are:

  • Between 2011-17, The Department has afforested 72,697 hectares of forest area, besides extensive soil & moisture conservation works. It has also created production capacity of 2 crore planting stock through ‘Modern Nurseries’, thereby replacing almost entire capacity of conventional nurseries.
  • Inspired by the Hon’ble Chief Minister, the ‘Sabuj Shree’ program was launched with effect from 27 May, 2011 to provide a sapling to every new born child in the state to inculcate emotional bonding between the child and nature and also to provide an incentive of economic benefit in the future. Being implemented at the block level throughout the state, nearly 15 lakh seedlings were distributed to mothers of newborns.
  • The Wild Life Wing of Forest Directorate manages 4692 sq km of protected area network, i.e. 5.28% of geographical area of state, up from 4.56% prior to 2013. Emphasising the importance of conservation, two new wildlife sanctuaries have been created:
    1) the ‘West Sunderbans WLS’ in 2013 over 556 sq km in Dakshin 24 Parganas for keystone species of Sunderbans; and,
    2) ‘Pakhibitan Wildlife Sanctuary’ over 14.09 sq. km of water body for aquatic and migratory birds at Gajoldoba, Jalpaiguri in North Bengal.
  • W.B. State Forest Development Agency was institutionalised in 2014. It is implementing plantation programme of WB Pollution Control Board and MPLAD funding programme in forestry sector.
  • Online reservation & payment gateway for 20 eco-tourism centres in the state was started in May, 2015.

 

বন সংরক্ষণে প্রতিবদ্ধ মা-মাটি-মানুষের সরকার

পশ্চিমবঙ্গের বনদপ্তর রাজ্যের ১১,৮৭৯ বর্গকিলোমিটার এলাকা জুড়ে অরণ্য অর্থাৎ মোট ভৌগলিক এলাকার ১৩.৩৮% দেখাশোনা করে।

২০১১-২০১৪ সালের মধ্যে এই রাজ্যের বনাঞ্চল বৃদ্ধি পেয়েছে। এই বৃদ্ধির পরিমাণ ৩৮১০ বর্গকিলোমিটার অর্থাৎ ৪.২৯% যা দেশের মধ্যে সর্বোচ্চ।

২০১১-২০১৭ সালের মধ্যে বেশ কয়েকটি উল্লেখযোগ্য সাফল্য হলঃ-

  • ২০১১-২০১৭ সালের মধ্যে এই দপ্তর অরণ্য এলাকার মধ্যে ৭২,৬৯৭ হেক্টর বনাঞ্চল বৃদ্ধি করেছে। পাশাপাশি ব্যবহারে মৃত্তিকা ও আর্দ্রতা সংরক্ষণের কাজও হয়েছে। চিরাচরিত নার্সারিগুলির প্রায় সম্পূর্ণ মজুত খমতার পরিবর্তে এই বিভাগ ২ কোটি রোপণযোগ্য চারা উৎপাদনের ক্ষমতাসম্পন্ন ‘আধুনিক নার্সারি’ নির্মাণ করেছে।
  • মুখ্যমন্ত্রীর অনুপ্রেরণায়, ২০১১ সালের ২৭ মে থেকে ‘সবুজশ্রী’ প্রকল্প চালু হয়েছে। এই প্রকল্পে রাজ্যের প্রত্যেক নবজাতককে গাছের চারা উপহার দেওয়া হয়। এর মূল উদ্দেশ্য হল, শিশুর সাথে পরিবেশ-প্রকৃতির একটা আবেগের বন্ধন তৈরী করা এবং ভবিষ্যতে এই গাছটি থেকেই আর্থিক সাহায্য পাওয়ার পথ সুগম করা। রাজ্যের প্রতিটি ব্লক স্তরে চালু হওয়া এ প্রকল্পে, ২০১৭-র মার্চ পর্যন্ত, ২ লাখেরও বেশী চারা বিলি হয়েছে।
  • বন-অধিকার এর অধীনে বন্যপ্রাণ বিভাগ রাজ্যের ৪৬৯২ বর্গকিলোমিটার সংরক্ষিত এলাকা দেখাশোনা করে, যা রাজ্যের মোট ভৌগলিক এলাকার ৫.২৮%। ২০১৩ সালে এই সংরক্ষিত এলাকার পরিমাণ ছিল ৪.৫৬%। সংরক্ষণের গুরুত্বের কথা চিন্তাভাবনা করে দুটি নতুন বন্যপ্রাণ অভয়ারন্য তৈরী করা হয়েছে।

 

১. ‘ওয়েস্ট সুন্দরবন ডবলু এল এস’ সুন্দরবনের মূল প্রজাতির বন্যপ্রাণ সংরক্ষণের জন্য দক্ষিণ ২৪ পরগনায় ৫৫৬ বর্গকিলোমিটার এলাকা জুড়ে ২০১৩ সালে তৈরী হয়।

২. ‘পাখিবিতান বন্যপ্রাণ অভয়ারন্য’ উত্তরবঙ্গের জলপাইগুড়ির গাজলডোবায় জলচর ও পরিযায়ী পাখিদের জন্য ১৪.০৯ বর্গকিলোমিটার এলাকা জুড়ে তৈরী হয়েছে।

  • ২০১৪ সালে রাজ্য বন উন্নয়ন এজেন্সি প্রতিষ্ঠিত হয়েছে। অন্য সমস্ত কাজের সঙ্গে এটি রাজ্য দূষণ নিয়ন্ত্রণ পর্ষদ এবং সাংসদ তহবিলের অর্থে বনাঞ্চলে চারা লাগানোর কাজ করছে।
  • ২০১৫র মে থেকে রাজ্যের ২০টি ইকো-ট্যুরিজম কেন্দ্রের অনলাইন সংরক্ষণ এবং অর্থপ্রদানের পথ চালু হয়েছে। তাকদা, পোখরিয়াতার এবং চিম্নিতে ইকো ট্যুরিজম ইউনিট চালু হয়েছে।

The State Judicial Department has come up with a portal to ensure hassle-free registration of marriages. The move is aimed at ensuring transparency in the marriage process.

The website, rgmwb.gov.in, will have all the information so that a bride and a bridegroom do not have to visit any marriage registry office. All the forms can be filled up online after logging in. For general information like documents required for registering marriages, information on marriage officers, etc. no logging is required.

The details of genuine marriage registry offices, the actual rates of marriage registrars and everything else will be available at the click of a mouse, said a senior official of the Law Department said.

The portal will also apprise brides and bridegrooms about the documents needed to be furnished during marriage. According to the official, they only have to appear on the day of the marriage along with the witnesses; the certificate of the marriage will also be available online and can be downloaded from the website.

All marriages that are taking place in Bengal will be kept in a digitised format on the portal to facilitate people in the case of any dispute pertaining to a marriage. The government also has plans to hold workshops in all the districts to make common people aware of the effectiveness of the portal.

 

 

বিয়ে রেজিস্ট্রির জন্য নতুন পোর্টাল চালু রাজ্যের

রাজ্যে বিয়ে রেজিস্ট্রির জন্য একটি নতুন পোর্টাল চালু করল রাজ্য বিচার দপ্তর। এর ফলে বিয়ের রেজিস্ট্রেশন করা যাবে সম্পূর্ণ নির্ঝঞ্ঝাটে। এই ওয়েবসাইটটি হল rgmwb.gov.in।

এই পদক্ষেপ নেওয়ার মূল লক্ষ্য, বিয়ের রেজিস্ট্রি প্রক্রিয়ায় স্বচ্ছতা আনা। এই ওয়েবসাইটে পাত্র-পাত্রী সম্বন্ধে সম্পূর্ণ তথ্য থাকবে। এই ওয়েবসাইটে অনলাইন ফর্ম ফিল আপ করা যাবে; বিয়ে রেজিস্ট্রি প্রক্রিয়ার সমস্ত নথি অনলাইনেই জমা করা যাবে। পাত্র পাত্রীকে শুধু বিয়ের দিন সাক্ষী নিয়ে উপস্থিত হতে হবে। এই ওয়েবসাইট থেকেই বিয়ের শংসাপত্র পাওয়া যাবে ও ডাউনলোড করা যাবে।

সাধারণ মানুষকে এই ওয়েবসাইট সম্বন্ধে ব্যাপারে অবগত করতে জেলায় জেলায় কর্মশালা করবে রাজ্য সরকার।
