The State Government is planning to construct to more flyovers to ease congestion in Kolkata.

One is a 4.8 km flyover, from Rajabazar tram depot to Baghbazar Bata, passing through Maniktala, Khanna and Shyambazar. Once they are constructed, the vehicular loads on the roads of north Kolkata will be reduced a lot.

The other covers a distance of 6.2 km, from Tala Bridge to Dunlop. It will pass through Chiria More and Sinthee More along the way. From Dunlop, the flyover will bifurcate, with one heading to Dakshineswar and the other to Barrackpore.

Both the flyovers are being planned to be of six lanes. The Public Works Department (PWD) will submit a detailed project report (DPR) within two months. It wants the projects to happen on a public-private partnership (PPP) basis. The construction agency will be selected on the basis of a tender.

The cost of construction of the two flyovers together is estimated to be Rs 1,960 crore.

These two are among the nine flyovers across Kolkata announced by Chief Minister Mamata Banerjee during the inauguration of the Garden Reach flyover in March that are to be constructed over the next three to four years.

To make information to tourists easily available, the Bengal Government has decided to open as many as 50 tourist information centres across the State.

Though aimed primarily at tourists from other parts of the country as well as from across the world, the information centres would cater to tourists from the State as well. All information related to a particular area would be available at each centre. These would be run by the Tourism Department.

These tourist centres would play a major role in making Bengal more tourist-friendly. As it is, it is one of the top States in terms of tourist arrivals, both nationally and internationally. This project would take Bengal significantly higher in the rankings.

Where to stay, what to do, what to eat, what to buy, what are the specialities of a particular place or area – information of every kind would be available at these centres. Guide books would be available in English, Hindi and Bengali. They would contain detailed information about the history, geography and culture of a place.

These centres are already running at the airports in Kolkata and Bagdogra. Soon they would come up in four other places in Kolkata (Kolkata and Sealdah railway stations, Rabindra Sadan and Madhusadan Mancha), Howrah and Santragachi railway stations, Kakdwip and Diamond Harbour railway stations (South 24 Parganas district), Murshidabad, Malda, Bankura, Birbhum district, Darjeeling, Jalpaiguri, Siliguri and other places to cover all the districts.

The information available at the centres would also help tourists to decide how and where to go next. All in all, the tourist information centres would act as one-stop centres for all tourists visiting Bengal.

The State Labour Department has taken up an initiative to prepare a database containing detailed information about the steps taken to abolish bonded labour in the state. It will also contain information related to the initiatives taken to extend total support to such labourers who were rescued at different times.

According to a departmental official, data from all the districts will be compiled at the department’s headquarters. A day-long workshop will also be held, in collaboration with the National Human Rights Commission (NHRC), on elimination of bonded labour. It will be attended by senior representatives of NHRC and all concerned officials of the State Government, including those involved in the work of abolishing bonded labour in districts.

There is one vigilance committee in every district headed by district magistrate to carry out the work of abolishing bonded labour and maintain strict vigil. Initiatives including helping them to get proper rehabilitation and at the same time, getting them enrolled with employment schemes and opening of bank accounts are taken.

The Bengal Government is planning to set up comprehensive geriatric care units in various districts hospitals of the State. The units would be exclusive centres for the elderly, which would understand their medical backgrounds and offer them customised care.

The project will be carried out in various phases, with pilot projects in some districts to start with.

Currently, there are separate arrangements for elderly citizens in the outpatient departments (OPD) of all the State-run hospitals and medical colleges in Bengal. The existing infrastructure of elderly care in some of the hospitals across the State will be given a complete overhaul.

Specialised geriatric care centres would be set at the district-level where proficient geriatricians and allied medical professionals will provide comprehensive assessment to address all-round needs of a patient and recommend the best treatment.

According to sources in the Health Department, there are plans to divide the geriatric care centres into four zones – Outpatient Care, In-Patient Care, Emergency Care and Home Health Care. They will offer comprehensive physical, cognitive and psychosocial assessments, a personal care plan, rehabilitation, and recommendations on safe use of medicines.

Now that Chief Minister Mamata Banerjee has brought back peace to the Hills, the developmental projects of the State Government are also gradually reaching all the people.

The latest plan by the Government will see the Gorkha Territorial Administration (GTA) administering the Nijo Griho Nijo Bhumi Prakalpa extensively in the districts of Darjeeling and Kalimpong.

It was being administered there but the earlier GTA board had stopped that activity. Now things are getting back to normal.

Under the scheme, launched by Mamata Banerjee on October 18, 2011, 5 decimal of land is provided to the homeless and landless.

Another important aspect of this decision to implement the scheme is that tea garden workers can also apply as the plantations are located on land leased from the State Government.

To make things easier, applications can be submitted in block offices, block Land and Land Reforms Department offices and gram panchayat offices. Committees have been constituted in each of the eight blocks comprising the two districts which include the block development officer, block land and land reforms officer and a member of the Board of Administrators of the GTA.

Applications for the blocks of Kalimpong-1, Kurseong, Mirik, Sukhiapokhari, Rungli Rungliot and Darjeeling-Poolbazar will be received from June 4 to 9. For Kalimpong-2, it will be from June 11 to 16 while for Gorubathan it will be from June 18 to 23.

Agricultural marketing agencies of the Bengal Govt

There are three agencies under the State Agricultural Marketing Department, whose work it is to ensure that the agricultural produce of the state is marketed according to the rules and regulations. The three are Directorate of Agriculture Marketing, West Bengal State Agricultural Marketing Board and Paschimbanga Agri Marketing Corporation Limited. Their functions are described below.

Directorate of Agricultural Marketing

  • Principal state agency for execution of beneficiary-linked schemes
  • Collecting, through its state-wide network of offices, market prices of various commodities and uploading them on to the Agmarket website on a daily basis
  • Keeping a close watch on price trends
  • Licensing and supervising authority of cold storages

 

West Bengal State Agricultural Marketing Board (WBSAMB)

  • Coordinating, supervising, directing and regulating activities of Regulated Market Committees (RMC)
  • Giving technical approval to the schemes and projects undertaken by Regulated Market Committees in the interest of growers
  • Implementing construction of Krishak Bazaars
  • Constructing market-linking roads and other marketing infrastructure
  • After reorganization and amalgamation of the previous RMCs, 21 district-level RMCs and one subdivision-level RMC have been constituted. Through the implementation of the West Bengal Agricultural Produce Marketing (Regulation) (Amendment) Act, 2017, the State Government has enabled easier direct marketing between growers and producers.

 

Paschimbanga Agri Marketing Corporation Limited (PAMCL)

  • Implementing marketing campaign, in collaboration with Bidhan Chandra Krishi Viswavidyalaya and farmers’ groups, to popularise Gobindobhog and Tulaipanji varieties of rice in India and abroad under the brand, Bangakrishisree
  • Implementing promotional drive for marketing indigenous short-grained aromatic rice varieties like Gobindobhog, Tulaipanji, Kalonunia, Kataribhog, Radhatilak and Radhunipagal
  • Sufal Bangla scheme incorporated in PAMCL for administrative benefits and structural reorientation
  • From Kharif Marketing Season (KMS) 2016-17, collecting paddy from farmers against the mandated minimum support price (MSP) in Bankura and Hooghly districts, through the respective RMCs, acting as their procuring agents

কৃষি বিপণনের অধিদপ্তর হল উপভোক্তাদের বিষয়ক সকল দপ্তরের কেন্দ্রীয় দপ্তর। পাশাপাশি বিপণনের ব্যাপারে সিদ্ধান্ত নেয়। এই সংস্থা দৈনিক বাজার দর সংগ্রহ করে এবং বাজার থেকে উৎপাদন জাত তথ্য সংগ্রহ করে। পাশাপাশি এই অধিদপ্তর নজর রাখে বাজারদরের গতিপ্রকৃতির ওপর এবং সেই তথ্য তারা AGMARKNET এ নিয়মিত আপলোড করে। এই অধিদপ্তর ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ (লাইসেন্সিং অ্যান্ড রেগুলেশন) অ্যাক্ট, ১৯৬৬ র অধীনে রাজ্যের সমস্ত কোল্ড স্টোরেজের লাইসেন্সও প্রদান করে থাকে।

ওয়েস্ট বেঙ্গল এগ্রিকালচারাল প্রোডিউস মার্কেটিং (রেগুলেশন) অ্যাক্ট, ১৯৭২ বিধির ৩৬ নম্বর ধারা মেনে রাজ্য কৃষি বিপণন বোর্ড গঠন হয়। এই বোর্ডের দায়িত্ব প্রবিধিত বাজার কমিটি গুলির কার্যকলাপের সমন্বয়, রক্ষণাবেক্ষণ, অভিমুখ, প্রবিধান করা

চাষিদের স্বার্থের কথা মাথায় রেখে বিভিন্ন প্রবিধিত বাজার কমিটি গুলির নানারকম প্রকল্পের কারিগরি অনুমোদন দিয়ে থাকে। এই বোর্ড কৃষক বাজার তৈরী করছে। এর পাশাপাশি বিভিন্ন বাজার সংযোগকারী রাস্তা ও বাজারের পরিকাঠামোর দিকেও নজর রাখে এই বোর্ড।

পুরনো সমস্ত প্রবিধিত বাজার কমিটি গুলিকে পুনরায় সংগ্রহিত করে ও একত্রীকরণ করে ২১টি জেলা স্তরের প্রবিধিত বাজার কমিটি ও ১টি মহকুমা স্তরের প্রবিধিত বাজার কমিটি গঠন করা হয়েছে। ওয়েস্ট বেঙ্গল এগ্রিকালচারাল প্রোডিউস মার্কেটিং (রেগুলেশন) (আমেন্ডমেন্ট) অ্যাক্ট ২০১৭র প্রজ্ঞাপনের ফলে চাষি ও ক্রেতাদের মধ্যে বিপণন অনেক সহজ হয়েছে।

 

পশ্চিমবঙ্গ এগ্রি মার্কেটিং কর্পোরেশন লিমিটেড

ইন্ডিয়ান কোম্পানিস অ্যাক্ট মেনে পশ্চিমবঙ্গ এগ্রি মার্কেটিং কর্পোরেশন লিমিটেড গঠন করা হয়। এই সংস্থা বিধান চন্দ্র কৃষি বিশ্ববিদ্যালয় ও চাষি গোষ্ঠীদের সঙ্গে গোবিন্দভোগ ও তুলাইপঞ্জী চালকে ভারতে ও বিদেশে বঙ্গকৃষিশ্রী ব্র্যান্ড নামে জনপ্রিয় করে তুলতে বিপণনের কর্মসূচী শুরু করেছে। এছাড়াও সুগন্ধী চাল যেমন, গোবিন্দভোগ, তুলাইপঞ্জী, কালোনুনিয়া, কাতারিভোগ, রাধাতিলক, রাঁধুনিপাগল চালের প্রচারমূলক ড্রাইভ শুরু করেছে।

প্রশাসনিক সুবিধা ও কাঠামোগত পুনর্বিবেচনার জন্য সুফল বাংলা প্রকল্পও শুরু করেছে এই সংস্থা। ২০১৬-১৭ সালের খারিফ মরশুমে এই সংস্থা বাঁকুড়া ও হুগলী জেলা থেকে প্রবিধিত বাজার কমিটির মাধ্যমে ধান সংগ্রহ করেছে। এখনও পর্যন্ত ১১২৯জন চাষির থেকে ৫৯৪৫.৩১২ মেট্রিক টন ধান সংগ্রহ করা হয়েছে যাদের সর্বনিম্ন সমর্থন মূল্য হিসেবে ক্যুইন্টাল পিছু ১৫৫০ টাকা প্রদান করেছে তাদের ব্যাঙ্কে।

In a major project taken up by the State Housing Department, people accompanying patients admitted to State Government-run hospitals will now get a place to spend the night. Night shelters are coming up at 15 hospitals across the State.

Among them are RG Kar Medical College and Hospital in Kolkata, TL Jaiswal Hospital in Howrah, Uluberia Sub-divisional Hospital, Suri District Hospital, Midnapore Medical College and Hospital, College of Medicine and Jawaharlal Nehru Memorial Hospital in Kalyani, Asansol District Hospital, Jhargram District Hospital, Barasat District Hospital, Tamluk District Hospital, North Bengal Medical College and Hospital, Malda Medical College and Hospital, and Jalpaiguri District Hospital.

The Housing Department has completed construction of night shelters at NRS Medical College and Hospital, Diamond Harbour Hospital and Baruipur sub-divisional Hospital.

The shelters will be four-storeyed structures, with two separate blocks for men and women. There will be accommodation facilities for around 100 people in the night shelters at the district hospitals, and for 50 persons at the sub-divisional hospitals.

The work for construction of the night shelters will start in the next two to three months, according to a senior official of the Department, and the average cost of constructing and providing necessary furniture in each would be Rs 3.5 crore.

 

রাজ্যের ১৫টি হাসপাতালে তৈরী হবে নৈশ আবাস

উত্তর ও দক্ষিণ ২৪পরগনা জেলার ১৫টি হাসপাতালে রোগীদের আত্মীয়দের রাত্রিবাসের জন্য রাজ্য আবাসন দপ্তর তৈরী করছে নৈশ আবাস।

আবাসন দপ্তর ইতিমধ্যেই এনআরএস মেডিক্যাল কলেজ, ডায়মন্ড হারবার হাসপাতাল, বারুইপুর মহকুমা হাসপাতালে নৈশ আবাস তৈরী করেছে।

যে সকল হাসপাতালে এবার নৈশ আবাস তৈরী হবে, সেগুলি হল, আর জি কর মেডিক্যাল কলেজ ও হাসপাতাল, হাওড়ার টি এল জয়সওাল হাসপাতাল, উলুবেড়িয়া মহকুমা হাসপাতাল, সিউড়ি জেলা হাসপাতাল, মেদিনীপুর মেডিক্যাল কলেজ ও হাসপাতাল, কল্যাণীতে কলেজ অফ মেডিসিন অ্যান্ড জহরলাল নেহেরু মেমোরিয়াল হাসপাতাল, আসানসোল জেলা হাসপাতাল, ঝাড়গ্রাম জেলা হাসপাতাল, বারাসাত জেলা হাসপাতাল, তমলুক জেলা হাসপাতাল।

উত্তরবঙ্গে যেসব হাসপাতালে এই নৈশ আবাস তৈরী হবে, সেগুলি হল, উত্তরবঙ্গ মেডিক্যাল কলেজ ও হাসপাতাল, মালদা মেডিক্যাল কলেজ ও হাসপাতাল, জলপাইগুড়ি জেলা হাসপাতাল।

প্রতিটি হাসপাতালে চার তলা ভবন তৈরী করবে আবাসন দপ্তর। পুরুষ ও মহিলাদের জন্য দুটি পৃথক ব্লক থাকবে।

জেলা হাসপাতালগুলির নৈশ আবাসে ১০০ জনের মত মানুষের থাকার ব্যবস্থা থাকবে; মহকুমা হাসপাতালগুলিতে থাকার ব্যবস্থা থাকবে ৫০ জনের।

The State Government has finalised the design of the monument to be built in Singur to honour the 14 people who were martyred in 2006 while protesting against the forceful acquisition of land for the small car factory of the Tatas. The monument will consist of a statue surrounded by a park.

According to government sources, Chief Minister Mamata Banerjee gave her seal of approval on April 3 to one of the several designs presented. An undertaking company of the State Government will be developing the monument.

She had announced the building of the monument in 2016 during her visit to Singur, following the Supreme Court judgement on August 31 of that year, after a fight of 10 long years, which gave the unwilling farmers back their land, stating that the acquisition was unjustified.

The monument will be developed on a one-acre plot off National Highway 2 at Singer Bheri, close to the 997 acres taken away forcefully. The height of the statue will be 25 to 30 feet and it will be placed on a 15 feet high pedestal. It will be surrounded by a beautiful park.

Among the 14 martyrs of Singur are Tapasi Malik and Rajkumar Bhul. Tapasi, a teenage girl, was burnt to death after being raped 26-year-old Bhul succumbed to his injuries after being beaten up by the police.

The Mamata Banerjee government had provided all support to the land losers to get back their land and make it cultivable again. The Singur Movement has also been included in the history book of Class VIII meant for State Government schools.

 

 

সিঙ্গুরে শহীদদের স্মৃতিতে সৌধ

২০০৬ সালে একটি গাড়ি কোম্পানির ফ্যাক্টরি তৈরী করার অছিলায় সিঙ্গুরে বাম সরকারের অসাংবিধানিক, বলপূর্বক জমি অধিগ্রহণের বিরুদ্ধে রুখে দাঁড়ায় সাধারণ মানুষ। সিঙ্গুরের মানুষের জমি আন্দোলন ও আন্দোলনে শহীদদের স্মরণে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে সিঙ্গুরের সিঙের ভেড়িতে তৈরী হচ্ছে একটি স্মৃতি সৌধ। এই সৌধকে কেন্দ্র করে একটি সুদৃশ্য পার্কও তৈরী করা হয়েছে।

দুর্গাপুর এক্সপ্রেসওয়ের পাশে সিঙের ভেড়ি অঞ্চলের ১ একর জমি চিহ্নিত করা হয়েছে এই পার্কটির জন্য। পার্কের মাঝে থাকবে ৪০ ফিটের সৌধ। সেরা তিনটি নক্সার মধ্যে একটি বাছা হয়েছে। পুরো সৌধটি হবে ফাইবার ঢালাইয়ে। মূল সৌধটির উচ্চতা হবে ২৫ থেকে ৩০ ফিট। ১৫ ফুটের একটি মঞ্চের ওপর বসানো হবে।

প্রথমে একটি রেপ্লিকা তৈরী করে মঞ্চের ওপর বসানো হবে, মুখ্যমন্ত্রী চূড়ান্ত অনুমোদন দিলে তারপরেই মূল সৌধটি স্থাপন করা হবে। সুদৃশ্য আলো দিয়ে ‘নাইট ভিশন’ এর ব্যবস্থা করা হবে। ভিতরে বসার আয়োজনও করা হবে।

The Bengal Government has decided to give cooperative societies in villages where there are no banks all the facilities of banks. Through this move, 2,600 societies would be turned into banks.

Chief Minister Mamata Banerjee gave instructions in this regard on March 30. The State Cooperation Department has allotted Rs 396 crore for this purpose.

The cooperative society-turned-banks would have all the facilities of regular banks, including those related to loans and money transfer. For example, money can be transferred through NEFT and RTGS. The banks would have their own ATMs too. These banks would start operating from the next financial year.

According to the Cooperation Minister, who gave these details while announcing the formation of the banks, the 2,600 cooperative societies have been selected on the basis of better track records from among the approximately 6,000 cooperative societies in Bengal.

 

২৬০০ ঋণদানকারী সমবায় সমিতিকে ব্যাঙ্কের মর্যাদা দিচ্ছে রাজ্য সরকার

রাজ্যের যে সমস্ত গ্রামে কোনও ব্যাঙ্কের শাখা নেই, সেখানে ঋণদানকারী সমবায় সমিতিগুলিকে ব্যাঙ্কের মর্যাদা দিচ্ছে রাজ্য সমবায় দপ্তর। মোট ২৬০০টি সমিতি ব্যাঙ্কের মর্যাদা পাবে। ওই সমিতিগুলি থেকে ঋণের পাশাপাশি ব্যাঙ্কের যাবতীয় সুযোগ-সুবিধা মিলবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে ৩০শে মার্চেই এই নির্দেশিকা জারি হয়েছে। এজন্য রাজ্য সমবায় দপ্তর ৩৯৬ কোটি টাকা বরাদ্দ করেছে। সমবায় দপ্তর সূত্রে জানা গিয়েছে, ব্যাঙ্কের মতো এখানেও এক অ্যাকাউন্ট থেকে অন্য অ্যাকাউন্টে টাকা পাঠাতে আরটিজিএস বা এনইএফটি করা যাবে। সমিতিগুলির নিজস্ব এটিএমও চালু হবে। আগামী আর্থিক বছরের প্রথম থেকেই এই ব্যবস্থা চালু হবে।

রাজ্যের সমবায়মন্ত্রী বলেন, রাজ্যের ২৫০টি গ্রাম পঞ্চায়েতে কোনও ব্যাঙ্কেরই শাখা নেই। তাই মুখ্যমন্ত্রীর নির্দেশে এই ব্যবস্থা। রাজ্যে প্রায় ৬০০০ সমবায় সমিতি আছে। তার মধ্যে থেকে আমরা ট্র্যাক রেকর্ড ভালো থাকা ২৬০০টি সমবায় সমিতি বাছাই করেছি। আমরা ২৫০টি জেলা সমবায় ব্যাঙ্কের শাখা করব বলে আগেই সিদ্ধান্ত নিয়েছিলাম। তার কাজও চলছে।

দ্রুত বাছাই করা সমবায় সমিতিগুলিকে ব্যাঙ্কের পরিকাঠামো তৈরী করতে নির্দেশ দেওয়া হয়েছে। সমবায় দপ্তর সূত্রের খবর, প্রতিটি গ্রামে এটিএম কাউন্টার তৈরির পাশাপাশি এনইএফটি বা আরটিজিএস করার জন্য অনলাইন লিঙ্ক চালু করা থেকে শুরু করে প্রযুক্তিগত সমস্ত ব্যবস্থা দ্রুত করতে নির্দেশ দেওয়া হয়েছে। কোনও শহরের সমবায় সমিতিকে ব্যাঙ্কের মর্যাদা দেওয়া হচ্ছে না।

With an aim to improve the environment, the State Government’s School Education Department has issued a notification to create a ‘green belt’ by planting trees in every Government and Government-aided school.

According to the notification, the project has to be implemented within 15 days, and an Action Taken Report (ATR) would have to be submitted to the Department within that period.

Private schools have also been asked to implement the project in all earnest as it would help everyone. It has been seen in recent times that many students suffer from asthma, common cold, stomach problems and other environment-related ailments. According to doctors, a lot of these are a result of the deteriorating environment.

The State Government’s new initiative is meant to address this issue. Schools are also being encouraged to give projects to students related to planting trees in pots and gardening.

পরিবেশ বাঁচাতে সব স্কুলে গাছ লাগানোর নির্দেশ

দূষণের থাবা থেকে কচিকাঁচাদের বাঁচাতে সরকারি ও সরকার পোষিত স্কুলগুলিতে ‘গ্রিন বেল্ট’ তৈরির বিজ্ঞন্তি জারি করেছেন স্কুলশিক্ষা দপ্তরের কমিশনার৷ রাজ্যের সব স্কুল ক্যাম্পাসে ১৫ দিনের মধ্যে এই উদ্যোগ কার্যকর করার নির্দেশ দিয়েছেন তিনি৷ ওই সময়সীমার মধ্যে ‘অ্যাকশন টেকেন রিপোর্ট’ও স্কুলশিক্ষা দপ্তরে জমা করতে হবে৷

সরকারি স্কুলের পাশাপাশি এ কাজের আওতায় রাখা হয়েছে বেসরকারি স্কুলগুলিকেও৷ পরিবেশবিদদের অনেকেই এই নির্দেশকে স্বাগত জানাচ্ছেন৷ বহু স্কুলে ‘নেচার্স ক্লাব’-এর সদস্য হয়ে স্কুল পড়ুয়ারা নিয়মিত বৃক্ষ রোপণ করে৷ শুধু স্কুল ক্যাম্পাসে নয়, আশপাশে গাছ লাগানোয় উৎসাহ দেওয়া হয় স্কুল পড়ুয়াদের৷ সেই গাছগাছালির যত্নও নেয় পড়ুয়ারা৷

বহু স্কুলে ‘প্রজেক্ট ’ হিসেবে বাগান করানো হয়৷ এই প্রকল্পে বাচ্চাদের বাড়িতে টবে বা ছাদে গাছ রোপণ করে তার যত্ন নিতে হয়৷ কিছু সময় অন্তর অন্তর এ সংক্রান্ত ‘স্টেটাস রির্পোট ’ও জমা দিতে হয় পড়ুয়াদের৷ ফুল, ফল, পাতাবাহারের গাছ যেমন আছে তেমনই লাগানো হয়েছে শাল, সেগুন, মেহগনির মতো বৃক্ষ৷ এই সব গাছ -গাছালির যত্ন মালিদের পাশাপাশি পড়ুয়ারাও নেয়৷
