Ever since the Trinamool Congress Government came to power in 2011, led by Mamata Banerjee, there has been huge improvement in the rural roads infrastructure of Bengal. The Chief Minister has ensured the construction of 13, 571 km of rural roads over the last six years (as a comparison, the Left Front Government, over a period of 11 years – from 2000 to 2011 – constructed 10, 239 km of roads).

Currently, the State Panchayats and Rural Development Department is carrying out upgrading of the existing rural roads in Paschim Medinipur, Jhargram, Bankura and Purulia districts. In Jhargram, which has become a new district recently, massive work is on to construct new roads as well as upgrade existing ones.

Over and above that, the department has submitted a detailed project report (DPR) for a 3,300 km stretch to the Centre. In all the 23 districts and 341 blocks, the construction of rural roads is in full swing.

Chief Minister Mamata Banerjee has repeatedly asked her officials to ensure that there is an improvement in rural connectivity and drinking water is made available in every household of rural Bengal. Accordingly, the Panchayats and Rural Development Minister, along with senior officials and engineers of the department, chalked out a blueprint for the construction of rural roads.

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে তৃণমূল কংগ্রেস ২০১১ সালে রাজ্যের শাসনভার হাতে নেওয়ার পর গ্রামীণ রাস্তা তৈরীর পরিকাঠামোতে এসেছে আমুল পরিবর্তন। মুখ্যমন্ত্রীর উদ্যোগে গত ৬ বছরে ১৩,৫৭১ কিঃমিঃ গ্রামীণ রাস্তা তৈরী হয়েছে (তুলনামূলক ভাবে দেখলে, বামফ্রন্ট সরকার ২০০০-১১ সাল পর্যন্ত তৈরী করেছিল ১০,২৩৯ কিঃ মিঃ রাস্তা)।
বর্তমানে, রাজ্য পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর পুরনো গ্রামীণ রাস্তার সংস্কার করছে পশ্চিম মেদিনীপুর, ঝাড়গ্রাম, বাঁকুড়া ও পুরুলিয়া জেলায়। ঝাড়গ্রাম, যা সদ্য নতুন জেলা হিসেবে স্বীকৃতি পেয়েছে, সেখানে নতুন রাস্তা তৈরীর পাশাপাশি পুরনো রাস্তার সংস্কারও চলছে।
এর পাশাপাশি দপ্তর ৩৩০০কিঃ মিঃ নতুন রাস্তা তৈরীর ডিপিআর তৈরী করে কেন্দ্রের কাছে পাঠিয়েছে। ২৩টি জেলার ৩৪১টি ব্লকে রাস্তা তৈরির কাজ জোর কদমে চলছে।
মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বারংবার আধিকারিকদের বলেছেন গ্রামীণ সড়ক যোগাযোগ ব্যবস্থা ও প্রতি ঘরে বিশুদ্ধ পানীয় জল পৌঁছনোর কাজে জোর দিতে। সেই অনুযায়ী, পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী অন্যান্য আধিকারিক ও ইঞ্জিনিয়ারদের সঙ্গে নিয়ে গ্রামীণ রাস্তা তৈরীর ব্লুপ্রিন্ট তৈরী করেছে।

Purulia and Jhargram districts will become major hubs for alphonso mangoes in the near future. Already in Bankura district 2,500 alphonso saplings have been planted. The fruits from some of these trees were brought to the mango festival held at Kolkata’s City Centre I recently, where they turned out to be a huge hit.

The State Paschimanchal Unnayan Affairs Department will spend Rs 32 lakh to grow this variety of mango. This will also help the local people to become self reliant, as the work will be done by members of Self-Help Groups (SHGs) under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme. The department, along with the district administration, will train the SHG members for three years about the maintenance of the gardens.

The District Magistrates of Purulia and Jhargram will be given 5,000 saplings, which will be grown in four gardens in Purulia and seven gardens in Jhargram.

According to the Paschimanchal Unnayan Affairs minister, agricultural scientists from Maharashtra, which is the original alphonso-growing region, have given strong recommendations in favour of growing alphonso in the districts of Bankura, Purulia and Jhargram.It may be mentioned that the lepers of Bankura who are fully cured have been growing vegetables and fruits under MGNREGA to earn their livelihood.

পুরুলিয়া ও ঝাড়গ্রামের আলফান্সো আম কুড়োচ্ছে প্রশংসা

আলফান্সো আম প্রধানত মহারাষ্ট্রে পাওয়া যায়; এর খ্যাতি জগৎজোড়া। কিন্তু এবার পুরুলিয়া ও ঝাড়গ্রামের আলফান্সো আমও কুড়োচ্ছে প্রশংসা। বাঁকুড়ায় ইতিমধ্যেই ২৫০০ আলফান্সো আমের চারা বসানো হয়েছে। কয়েক সপ্তাহ আগে এক আম উৎসবে পুরুলিয়া ও ঝাড়গ্রামের আলফান্সো আম নজর কাড়ে।

পশ্চিমাঞ্চল উন্নয়ন দপ্তর এই আমের ফলনের জন্য ৩২ লক্ষ টাকা ব্যয় করবে। ওই দুই জেলায় ১১টি বাগান করা হয়েছে। ড্রিপ পদ্ধতিতে জল সেচ করার সমস্ত আয়োজন সেখানে করা হয়েছে। দপ্তরের উচ্চাধিকারিকরা চারা আনতে ওই বিশ্ববিদ্যালয়ে যাচ্ছেন। এই উদ্যোগের ফলে ওই অঞ্চলের লোকজন স্বনির্ভরও হতে পারবে।

পুরুলিয়া ও ঝাড়গ্রামের জেলাশাসকদের ৫,০০০ করে চারা গাছ তুলে দেওয়া হবে। এই চারাগুলি পুরুলিয়ার ৪টি বাগান ও ঝাড়গ্রামের ৭টি বাগানে রোপণ করা হবে। ১০০ দিনের কাজের মধ্যে এই চারগুলির দেখাশোনা করবে স্থানীয় স্বনির্ভর গোষ্ঠী। জেলা প্রসাশনের সহযোগিতায় পশ্চিমাঞ্চল উন্নয়ন দপ্তর তিন বছর ব্যাপী স্বনির্ভর গোষ্ঠীদের প্রশিক্ষণ দেবে এই বাগান গুলির পরিচর্যার ক্ষেত্রে।

এই প্রকল্পে স্বনির্ভর গোষ্ঠীর সদস্যেরা আত্মনির্ভর হয়ে উঠেছে। ওই দপ্তরের উচ্চাধিকারিকরা বলেন, বাঁকুড়া, পুরুলিয়া ও ঝাড়গ্রাম জেলায় আলফান্সো আমের ফলনের বিপুল সম্ভাবনা রয়েছে। প্রসঙ্গত বাঁকুড়া জেলার কুষ্ঠরোগীরা যারা সম্পূর্ণ ভাবে সেরে উঠেছেন, তারা ১০০ দিনের কাজের অন্তর্গত সবজি ও ফলের চাষ করছেন জীবিকা নির্বাহের জন্য।

I want to raise the following matter in Zero Hour.

Our State of Bengal is facing the threat of floods in six districts, namely, Birbhum, Bankura, Murshidabad, Howrah, Hooghly and Purba Midnapur. Already three people have died in three districts. A large number of villages are facing water-logging. This flood situation is man-made. The flood situation has come due to release of water from the dams of Damodar Valley Corporation (DVC).

Since Bengal is on the lower reaches of the river Damodar, our suffering is more. The water level in Tenughat Reservoir of Jharkhand is already high and the dam is likely to release more water. DVC has released 2 lakh cusecs of water in three days from Mythan and Panchet dams, both of which are situated in Bengal. The State Government has been repeatedly requesting for desilting of the reservoirs in above dams for a long time. But, the DVC, which is under the Central Government, has taken no steps. Nor has the Centre given approval to the lower-Damodar Drainage Scheme.

Madam, the flood in Bengal is man-made. The Prime Minister went for an aerial survey of floods in Gujarat and sanctioned Rs 500 crore for flood relief, which is all right. But, he did not come to visit Assam, which is badly flood-affected or Rajasthan, let alone Bengal. We want the Prime Minister to deal with all the flood-affected states on equal footing and take adequate steps for the man-made floods in Bengal.

After holding administrative meetings in different districts across the State, the Bengal Government today held its first Cabinet meeting in the Hills region, in Darjeeling.

From now on, every year, four Cabinet meetings would be held outside Kolkata – two in the Hills and two in Jangalmahal

On May 29, Chief Minister Mamata Banerjee, during a press meet in Nabanna, had said, “Every year, two Cabinet meetings will be held in the Hills and two in different districts of Jangalmahal. Therefore, both the northern and the southern districts will be covered,” she told.

“In Jangalmahal, we will hold the meetings in Birbhum, Bankura, Purulia, Jhargram and Paschim Medinipur districts.”

She met the press after the Cabinet meeting ended.

 

Salient points from the press meet:

  • Today is a historic day – the first Cabinet meeting in the Hills was held today.
  • Every year, two Cabinet meets would be held in the Hills and two in Jangalmahal. The next is in Jangalmahal.

  • The period for getting promotion in civil service has been decreased to every eight years.
  • We want that the people of the Hills to live well.
  • We want that Jangalmahal keeps smiling, the whole of Bengal keeps smiling.
  • Today’s Cabinet meeting was the first of the two meetings to be held in the Hills.
  • No one can stop good work from happening.
  • For 34 years nothing was done for the Hills. We should be given respect for the work we have re-started.
  • Students of the Hills can study whatever they want. Bengali has not been made compulsory.
  • The people of the Hills want that we come back again and again.

 

 

আমরা পাহাড়ের উন্নয়ন চাইঃ মমতা বন্দ্যোপাধ্যায়

আজ পাহাড়ে মন্ত্রীসভার বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সিদ্ধার্থশঙ্কর রায়ের আমলে ১৯৭৪ সালে দার্জিলিঙে রাজ্য মন্ত্রীসভার বৈঠক হয়েছিল। ৩৩ বছর পর আবার শৈলশহরে মন্ত্রীসভার বৈঠক হল।

গত ২৯ মে নবান্নে সাংবাদিক বৈঠকে পাহাড় ও জঙ্গলমহলে মন্ত্রীসভার বৈঠকের কথা ঘোষণা করেন মুখ্যমন্ত্রী। তিনি জানান, বছরে ২ টি বৈঠক হবে। এছাড়া জঙ্গল্মহলের বিভিন্ন জেলায় প্রশাসনিক বৈঠকও হবে।

আজ দুপুরে দার্জিলিঙের রাজভবনে হয় এই বৈঠক। বিভিন্ন মন্ত্রীসহ প্রশাসনিক আধিকারিকরা উপস্থিত ছিলেন এই বৈঠকে।

গত ৫ জুন উত্তরেবঙ্গ সফরে যান মুখ্যমন্ত্রী। সেদিন মিরিকে একটি জনসভা করেন মুখ্যমন্ত্রী, সেখানে বিভিন্ন সরকারী পরিষেবা তুলে দেন সাধারণ মানুষের হাতে। আগামী ৯ জুন কলকাতা ফেরার কথা মুখ্যমন্ত্রী।

 

তাঁর বক্তব্যের কিছু বিষয়ঃ

  • আজ পাহাড়ে প্রথম মন্ত্রীসভার বৈঠক হল। আজকের দিনটি ঐতিহাসিক দিন
  • এখন থেকে বছরে পাহাড়ে ২টি এবং জঙ্গলমহলে ২টি বৈঠক হবে, পরবর্তী বৈঠক হবে জঙ্গলমহলে
  • উত্তরকন্যার মত পাহাড়ে নতুন সচিবালয় তৈরি হবে যার নাম হবে তেনজিং নোরগে ভবন

  • দীর্ঘদিন ধরে পাহাড়ের মানুষ অবহেলিত

  • আমরা কোন বিরোধ চাই না, আমরা চাই পাহাড়ের মানুষ ভালো ভাবে থাকুক
  • আমি চাই জঙ্গলমহল ভালো থাকুক, সারা বাংলা ভালো থাকুক

Bankura’s Sabujdwip, one of the popular tourist spots at Raipur block is turning to be an eco-tourism hotspot. The river Kanshabati has bifurcated in a place here and reunites again after going some distance. The island in between two bi-furcated streams is known as Sabujdwip.

With ‘sal’ forest on one side and the gushing Kanshabati river on the other, the place is not very far away from Kolkata. The eco-tourism there has gathered huge popularity among those who visit Bankura. The area, surrounded by ‘sal forest’ on one side and a stream of Kanshabati on the other, is also near to Mukutmanipur and Jhilimili — two famous tourist destinations. Susunia hills are also close to the area.

The state government has framed an adventure tourism policy in some areas of Bankura and Purulia. The state Tourism department began to work on a draft plan following the instruction from the CMO. Bengal Chief Minister had announced to promote tourism in these sectors during her district visit to Bankura. She had particularly mentioned the areas around Susunia hills to be promoted.

 

বাঁকুড়ার সবুজদ্বীপে ইকো ট্যুরিজমের বিকাশের উদ্যোগ রাজ্যের

বাঁকুড়ার মানচিত্রে জুড়ল নতুন পর্যটন কেন্দ্র – সবুজদ্বীপ। বাঁকুড়ার রায়পুর ব্লকের সবুজদ্বীপ অন্যতম একটি জনপ্রিয় জায়গা। এটিকে ইকো ট্যুরিজম হটস্পট করার পরিকল্পনা নিচ্ছে রাজ্য পর্যটন দপ্তর। শাল জঙ্গলে ঘেরা কংসাবতী নদীর কোলে গড়ে উঠেছে এই পর্যটন কেন্দ্র। কংসাবতী দু’ভাগে বিভক্ত হয়ে গিয়ে আবার একটু দূরেই মিশে গেছে। এই দ্বীপের অংশটুকুর নামই সবুজদ্বীপ।

এক পাশে রয়েছে শাল বন এবং অন্যদিকে কংসাবতি নদী – জায়গাটি কলকাতা থেকে খুব দূরে নয়। এই ইকো-ট্যুরিজম সেখানে প্রচুর জনপ্রিয়তা পেয়েছে। এলাকাটির, এক পাশে শাল বন এবং অন্যদিকে কংসাবতি নদীর একটি প্রবাহ রয়েছে, যা মুকুটমানপুর ও ঝিলিমিলি – এই দুটি বিখ্যাত পর্যটন স্থলের কাছেই। শুশুনিয়ার পাহাড় এই এলাকার বেশ কাছাকাছি অবস্থিত।

বাঁকুড়া ও পুরুলিয়ার বেশ কিছু জায়গায় পর্যটনে জোর দিচ্ছে রাজ্য সরকার। মুখ্যমন্ত্রীর অনুপ্রেরণায় রাজ্য পর্যটন বিভাগ একটি খসড়া পরিকল্পনার কাজও শুরু করেছে। বাঁকুড়া জেলা সফরে এসেই এই অঞ্চলে পর্যটনকে আরও উন্নীত করার কোথা ঘোষণা করেছিলেন মুখ্যমন্ত্রী। বিশেষভাবে শুশুনিয়ার পাহাড়ের কথাই উল্লেখ করেন তিনি।

On the third day of her visit to Paschimanchal, Bengal Chief Minister Mamata Banerjee today addressed a public meeting at Shunukpahari ground in Bankura.

The Bengal Chief Minister inaugurated numerous developmental projects from today’s meeting, including road projects, bridges, check dams, hostel buildings, a handloom development project and several government buildings.

She also laid foundation stones for a bouquet of developmental projects and distributed various government benefits.

Here’s what the Chief Minister said:

No match for Trinamool in development:

  • People do not have to go to Kolkata for administrative work anymore. The Secretariat comes to districts now
  • We have done away with khajna (tax) on agricultural land. We are always with our farmers
  • Bengal produces 80 lakh eggs annually. We will become self-sufficient in egg production
  • We will help self-help groups to set up poultries to increase production
  • We give stipend to 82,000 folk artistes. One lakh more artistes will be brought under Lok Prasar Prakalpa before Durga Pujo
  • Healthcare is free in Bengal. We have started ‘Swasthya Sathi’ health insurance scheme
  • We have distributed 35 lakh cycles under Sabuj Sathi. 35 lakh more will be distributed this year
  • We have started Swami Vivekananda Merit scholarship and allotted Rs 200 crore for it
  • From Sabuj Shree at birth to Samabyathi at death, we have a scheme for every phase of life

Development initiatives for Bankura district:

  • We believe actions speak louder than words. We have distributed various govt services to 10000 people today
  • We conducted an administrative review meeting for 3 hours yesterday in Bankura. We took stock of all projects
  • Why did they (the CPM) not start any water supply project for Bankura, Purulia?
  • Till 2011, only 3% people in Bankura used to get water. Now 65% people receive water supply
  • We will start a new water supply project for 8 more blocks of Bankura by August
  • Industrial investments worth Rs 11,000 crore have been made in Bankura district
  • We have set up a university in Bankura. A multi super speciality hospital is coming up at Barjora
  • We are developing the tourism infrastructure in Bankura, from Mukutmanipur to terracotta temples of Bishnupur
  • We have started a new project worth Rs 500 crore to build check dams for irrigation
  • A project worth Rs 3,000 crore to build embankments in lower Damodar region has been taken up
  • We have started an insurance scheme for Kendu leaf collectors
  • We will provide training to local youths to prevent elephants from straying into localities

About CPI(M):

  • Left Front Govt left behind a huge debt burden. Rs 40,000 Cr goes in paying debt installments
  • I went on hunger strike for 26 days to fight for the rights of farmers. Can they (Opposition) do it?
  • When they were in power they closed down industries, forcibly took away farmlands. They are giving us lectures
  • CPI(M) and BJP have become one now. They are obstructing developmental projects just for the sake of opposition

পাঁচ বছরে যা কাজ করেছি কেউ তা পারবে না: মমতা বন্দ্যোপাধ্যায়

পশ্চিমাঞ্চল সফরের তৃতীয় দিনে আজ বাঁকুড়ার শুনুকপাহাড়ী মাঠে একটি জনসভা করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

আজকের জনসভা থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করেন মুখ্যমন্ত্রী। এর মধ্যে রয়েছে সড়ক প্রকল্প, ব্রিজ, চেক ড্যাম, হোস্টেল, হ্যান্ডলুম ডেভেলপমেন্ট প্রজেক্ট ইত্যাদি।

আজ আইটিআই, বাস টার্মিনাস, সড়ক প্রকল্প, ইকো-ট্যুরিজম প্রকল্প, কৃষি প্রকল্প, সরকারী বাসভবন সহ বেশ কিছু প্রকল্পের শিলান্যাসও করেন তিনি।

পাশাপাশি বেশ কিছু সরকারী পরিষেবা যেমন – কন্যাশ্রী, সবুজশ্রী, সবুজ সাথী ও শিক্ষাশ্রী, বিভিন্ন মেশিনারি জিনিসপত্র, লোন ইত্যাদি প্রদান করেন মুখ্যমন্ত্রী।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

উন্নয়ন:

  • সরকারী কাজের জন্য এখন আর মানুষকে কলকাতা ছুটে যেতে হয় না। এখন প্রশাসন আসে জেলার মানুষের কাছে
  • কৃষিজমির খাজনা আমরা মুকুব করে দিয়েছি। আমরা কৃষকদের পাশে আছি
  • বাংলায় বছরে ৮০ লক্ষ ডিম উৎপাদন হয়। ডিম উৎপাদনে বাংলা স্বয়ং-সম্পূর্ণ হবে
  • পোল্ট্রি তৈরী করতে ও ডিম উৎপাদন বৃদ্ধিতে আমরা স্বনির্ভর গোষ্ঠীগুলিকে সাহায্য করব
  • ৮২ হাজার লোক শিল্পীকে লোকপ্রসার প্রকল্পের আওতায় আনা হয়েছে। দুর্গা পুজোর আগে আরও ১ লক্ষ শিল্পীর নাম নথিভুক্ত হবে
  • বাংলায় বিনামূল্যে চিকিৎসা পরিষেবা পাওয়া যায়। আমরা ‘স্বাস্থ্য সাথী’ প্রকল্প চালু করেছি
  • সবুজ সাথী প্রকল্পে ৩৫ লক্ষ সাইকেল দিয়েছি। এই বছর আরও ৩৫ লক্ষ সাইকেল দেওয়া হবে
  • আমরা স্বামী বিবেকানন্দ মেরিট স্কলারশিপ চালু করেছি এবং এর জন্য ২০০ কোটি টাকা বরাদ্দ করা হয়েছে
  • সবুজশ্রী থেকে সমব্যাথী – জন্ম থেকে মৃত্যু পর্যন্ত আমাদের প্রকল্প আছে

সিপিএম:

The state Urban Development and Municipal Affairs department have set up Mukutmanipur Development Board for comprehensive development of the area, particularly tourism.

The area under the jurisdiction of the newly formed Mukutmanipur Development Authority ( MDA) is 87.50 km. This includes 10 mouzas of Hirabandh block, 19 mouzas of Khatra block and 27 mouzas of Ranibandh block.

The main purpose of MDA would be to develop tourism in vast areas surrounding Mukutmanipur. The planning area covers the Mukutmanipur dam, a well-known tourist spot with great scenic beauty, Pareshnath temple, Musafirana, a hillock beside the dam and Banpukhuria deer park.

In addition to this, vast areas of Jangalmahal like Jhilmil Sutan and Talberia which are situated close to MDA will be developed as tourist spots. The areas have rich cultural heritage and there are artisans who can manufacture craft items from bamboo, babui grass etc.

Attempts would be made to showcase the products made by local artisans.

 

মুকুটমণিপুর উন্নয়ন পর্ষদ গঠন করলো রাজ্য সরকার

মুকুটমণিপুরের সার্বিক উন্নয়ন পর্যটনের বিকাশের লক্ষ্যে গঠিত হল মুকুটমণিপুর উন্নয়ন পর্ষদ। রাজ্য পুর ও নগরোন্নয়ন দপ্তর গঠন করলো এই পর্ষদ।

মুকুটমণিপুর উন্নয়ন পর্ষদের অধীনে প্রায় ৮৭.৫ কিঃ মিঃ অঞ্চল থাকবে। এর মধ্যে আছে হীরাবাঁধ ব্লকের ১০টি মৌজা, খাতরা ব্লকের ১৯টি মৌজা ও রানীবাঁধ ব্লকের ২৭টি মৌজা।

সার্বিক উন্নয়ন লক্ষ্য হলেও এই পর্ষদের পাখির চোখ হবে মুকুটমণিপুর ও তার পার্শ্ববর্তী অঞ্চল জুড়ে পর্যটনের বিকাশ। মুকুটমণিপুর বাঁধ, পরেশনাথ মন্দির, মুসাফিরানা, বনপুখুরিয়ার ডিয়ার পার্ক এই অঞ্চলের বেশ কিছু আকর্ষণ। এর সঙ্গে জঙ্গলমহলের ঝিলমিল সুতান, তালবেড়িয়া অঞ্চলকে পর্যটন কেন্দ্র হিসেবে গড়ে তোলা হবে।

এই অঞ্চলের এক সাংস্কৃতিক ঐতিহ্য আছে। এখানে অনেক হস্তশিল্পী আছেন যারা বাঁশ ও বাবুই ঘাস দিয়ে নানা সামগ্রী তৈরী করেন। এই শিল্পীদেরও সাহায্য করবে এই পর্ষদ।

Chief Minister Mamata Banerjee is expected to announce the bifurcation of West Midnapore and Burdwan into the much-awaited two more districts during her five-day long tour to Paschimanchal starting today.

Jhargram district will be carved out of West Midnapore and it will be announced as the 22nd district of the state on April 4. Further, Burdwan district will be bifurcated into Burdwan East and Burdwan West. Burdwan West will be the 23rd district that will start functioning as a new district on April 7 in the presence of the Chief Minister.

The CM will chair an administrative review meeting of West Midnapore district at Kharagpur today. She will be present in the programme on Tuesday when Jhargram will start functioning as a new district. The CM will be holding the administrative review meeting of Purulia and Bankura districts respectively on April 5 and 6. From Bankura, she will be going to Asansol to attend the programme from where another new district will be announced.

 

আজ থেকে পশ্চিমাঞ্চলের জেলা সফর শুরু মুখ্যমন্ত্রীর

আজ থেকে পাঁচ দিনের পশ্চিমাঞ্চলের জেলা সফরে যাচ্ছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। নববর্ষের উপহার হিসেবে দুটি জেলা রাজ্যবাসীকে উপহার দেবেন মুখ্যমন্ত্রী। একটি ঝাড়গ্রাম ও অন্যটি বর্ধমান পশ্চিম।

পশ্চিম মেদিনীপুর জেলা ভেঙে তৈরী হচ্ছে ঝাড়গ্রাম জেলা যা আগামী ৪ এপ্রিল ২২ তম জেলা হিসেবে আত্মপ্রকাশ করবে। অন্যদিকে বর্ধমান ভেঙে তৈরী হচ্ছে ২৩ তম জেলা বর্ধমান যা ৭ এপ্রিল থেকে প্রশাসনিক কাজকর্ম শুরু করবে।

আজ পশ্চিম মেদিনীপুরের খড়গপুরে একটি প্রশাসনিক বৈঠক করবেন মুখ্যমন্ত্রী। আগামী মঙ্গলবার একটি অনুষ্ঠানে ঝাড়গ্রামকে জেলা হিসেবে ঘোষণা করবেন মুখ্যমন্ত্রী। আগামী ৫ ও ৬ এপ্রিল পুরুলিয়া ও বাঁকুড়া জেলায় প্রশাসনিক বৈঠক করবেন তিনি। অন্য নতুন জেলাটির আনুষ্ঠানিক ঘোষণার জন্য আসানসোলের একটি কর্মসূচীতে যোগ দেবেন মুখ্যমন্ত্রী।

Forest officials in West Bengal’s Bankura district have started issuing SMS alerts about the movement of elephants to prevent man-animal conflicts.

A person can get the information by making a ‘missed call’ to 9015181881. The alerts will inform people on how many elephants are present in a certain area.

The move came after CM Mamata Banerjee instructed forest officials to prevent man-aniomal conflicts in Bankura-West Midnapore belt.

The present government has hiked the compensation amount to the families of elephant attack victims to Rs 2.5 lakh from Rs 1 lakh. In case of an elephant destroys the crops of farmers, they would be given Rs 1 lakh.

To stop the conflict between man and animals, the Forest department is also setting up two enclosures for elephants. One would be set up at Mayurjharna, the bordering areas of Bankura and Purulia and the other in Alipurduar, each covering an area of 8 hectares. Though the enclosures will be set up in an artificial way, they will be rich in natural abounds while the elephants will graze freely. All the arrangements including food will be available for the elephants at the enclosures.

The Forest department also introduced four modern vehicles, equipped with modern gadgets to protect villagers from attacks by wild elephants. The vehicles are named as Airavata. Four such vehicles are being used to drive away the elephants if they enter into the locality.

The vehicles are fitted with generator and a high power LED light in the front and the back, which can revolve around its axis by 360 degree. The vehicles will not only help the forest officials to spot the wild elephants, but also help to drive them into forest.

 

এসএমএস-এর মাধ্যমে জানা যাবে হাতিদের গতিবিধি

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে রাজ্য বন দপ্তর আরও উদ্যোগী হলেন মানুষ-পশু সংঘাত এড়াতে। বাঁকুড়া জেলায় এখন এসএমএস-এর মাধ্যমে জনগণকে জানিয়ে হওয়া হবে হাতিদের গতিবিধি।

কোনও বাঁকুড়াবাসী এই পরিষেবা পেতে চাইলে শুধু ৯০১৫১৮১৮৮১ নম্বরে একটি মিসড কল করলেই হবে। তারপর থেকেই এসএমএস-এর মাধ্যমে তিনি জানতে পারবেন কোন অঞ্চলে কত হাতি আছে।

গত বছর হাতিদের আক্রমণে আনুমানিক ৭ কোটি টাকার ক্ষয়ক্ষতি হয়েছে। এই সরকার ইতিমধ্যেই হাতির আক্রমনে ক্ষতিগ্রস্তদের ক্ষতিপূরণের পরিমান ১ লাখ থেকে বাড়িয়ে ২.৫ লাখ টাকা করেছে। ফসলের ক্ষতির জন্য পাওয়া যাবে ১ লাখ টাকা ক্ষতিপূরণ।

বাঁকুড়া ও পুরুলিয়া জেলার সীমান্তবর্তী ময়ুরঝর্ণায় ও আলিপুয়ারদুয়ারে হাতিদের জন্য ‘এনক্লোজার’ তৈরী করা হচ্ছে। ওখানে হাতিদের জন্য পর্যাপ্ত খাবারের বন্দোবস্ত করা হবে।

মানুষ-পশু সঙ্ঘাত এড়াতে বন দপ্তর অত্যাধুনিক গ্যাজেট সম্বলিত ৪টি গাড়িও নিয়ে এসেছে। এই গাড়িগুলির নাম ‘ঐরাবত’। এই গাড়িগুলিতে থাকছে জেনারেটর চালিত শক্তিশালী এলইডি আলো। এই গাড়িগুলি শুধুমাত্র যে হাতিদের অবস্থান বুঝতে সাহায্য করবে তাই নয়, বরং হাতিদের তাড়িয়ে বনে ফেরাতেও সাহায্য করবে।

In a bid to ensure sufficient supply of drinking water in major parts of Basirhat and Bongaon in North 24-Parganas, the state government is planning to engage an international firm that will set up water treatment plants to produce potable water from salt water.

Subrata Mukherjee, minister, state Public Health Engineering department, said: “There is a necessity to take steps to ensure sufficient supply of potable water in areas including Basirhat, Taki, Hingalganj and Bongaon. There is no scarcity of salty water in the area. But they need to be recycled to potable condition so that they can be supplied to the people.”

Lakhs of people will be benefitted as there would be no shortage of water with setting up of the treatment plants. At the same time, the state government has taken initiative to ensure sufficient supply of drinking water in Bankura and Purulia. Water is supplied in half of the Bankura district from the Damodar River.

Initiatives have been taken to ensure supply of safe drinking water in the remaining parts of the district. ADB is funding the project for Bankura district. Quite a similar project has been taken up for Purulia district to ensure that scarcity of potable water becomes a thing of the past in the district. Japan International Cooperation Agency is funding the project in Purulia.

With implementation of the projects, people of the area would not have to face any trouble due to short supply of water.

 

গ্রামীণ এলাকায় জলের কষ্ট মেটাতে উদ্যোগী রাজ্য

উত্তর ২৪ পরগনার বসিরহাট ও বনগাঁ এলাকায় জলের কষ্ট মেটাতে উদ্যোগী হল রাজ্য সরকার।

পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী সুব্রত বাবু বলেন, সুন্দরবন এলাকার পানীয় জল সমস্যা চিরদিনের। সেই সমস্যা দূর করতে পরিকল্পিতভাবে এগোচ্ছে রাজ্য। বসিরহাট এলাকায় বিশেষ প্রকল্প নেওয়া হবে। এখানে জলে ৪০ শতাংশ লবণ রয়েছে। সেই জল শোধন করে মানুষকে দেওয়া হবে। এডিবি আর্থিক সাহায্য করবে। হিঙ্গলগঞ্জ, টাকি, হাসনাবাদ নিজে গিয়েছি, সমস্যা বুঝেছি। একটি বিদেশী সংস্থা এই ধরনের প্রকল্প গড়ে। ওই সংস্থার সাহায্য নেওয়া হবে।

মন্ত্রী বলেন, পুরুলিয়া ও বাঁকুড়ার মত রুখাশুখা এলাকার জন্যও জলপ্রকল্প নেওয়া হচ্ছে। বাঁকুড়ার একটি অংশে জল দিচ্ছে ডিভিসি। বাকি অংশের জন্য এক হাজার কোটি টাকা পাওয়া যাচ্ছে এশিয়ান ডেভেলপমেন্ট ব্যাঙ্ক থেকে। পুরুলিয়ার জন্য সাহায্যের হাত বাড়িয়েছে জাইকা। রাজ্যে ৮৩টি ব্লক আর্সেনিক, ফ্লোরাইড প্রবণ। সেই সমস্যাও মিটিয়ে ফেলা হচ্ছে। কাজ চলছে।

নদীয়া ও উত্তর ২৪ পরগনা জেলার সর্বত্র জলদি পাইপলাইনের কাজ শেষ হয়ে যাবে বলে দাবি করেন তিনি।
