Bangla’s gram panchayats win national awards

Bangla’s panchayati raj system has been selected among the best in the country. Four gram panchayats, two panchayat samitis and one zilla parishad have been rewarded. The appraisal year was FY 2017-18.

Among the four gram panchayats, three have been awarded the Deen Dayal Upadhyay Panchayat Sashaktikaran Puraskar (DDUPSP) while the other one has got the Nanaji Deshmukh Rashtriya Gaurav Gram Sabha Puraskar (NDRGGSP). The two panchayat samitis and zilla parishad have been awarded the DDUPSP.

Sreerampur gram panchayat (Puyrbasthali-I block, Purba Bardhaman district) has been awarded under the category of ‘Sanitation’ while Ilambazar gram panchayat (Ilambazar block, Birbhum district) has been awarded under the category of ‘Revenue Generation’.

The gram panchayat of Bankadaha (Bishnupur block, Bankura district) has been awarded the DDUPSP in the ‘General’ category.

Among the panchayat samitis, Jaypur in Bankura district and Rajganj in Jalpaiguri district have been awarded while at the district level, Birbhum zilla parishad was awarded.

The Nanaji Deshmukh Rashtriya Gaurav Gram Sabha Puraskar (NDRGGSP) was awarded to the Sarboth gram panchayat in Garbeta-II block, Paschim Medinipur for outstanding performance through effective gram sabha meetings, especially with respect to improvements in the social and economic structure of the villages under it.

Bangla ahead in jobs for engineering graduates

Bangla is ahead of other States in terms of the percentage of engineering students getting jobs after graduating, according to the latest AICTE data. All India Council for Technical Education is the body responsible for overseeing technical education across the country.

The percentage was 51.45 (27,675 got jobs on passing out of 53,791) in financial year (FY) 2018-19. This percentage, it may be noted, has been rising steadily over the last couple of years, whereas it was 48.46% (26,603 out of 54,897) in FY 2017-18, in FY 2016-17, it was 43.3% (24,914 out of 57,544).

This is much higher than in States like Uttar Pradesh, Gujarat, Maharashtra, Tamil Nadu, Madhya Pradesh, etc, where many more students enrol but lesser percentages get jobs.

For example, in Gujarat, out of the between 90,000 and one lakh who took admission in 2018-19, only 24,636 got jobs. In Uttar Pradesh, out of around 1.83 lakh, about 68,000 got jobs. In Tamil Nadu, out of 2.5 lakh, 1,81,721 got jobs.

These numbers point to the much better quality of engineering education in Bangla. After all, some of the best institutions and universities in the country are located here.

Bangla on its way to self-sufficiency in egg production

Bangla is on course to become self-sufficient in the production of eggs. Over the years, various measures have been taken and these are slowly bearing fruit.

The latest measure is growing maize in selected areas, as maize makes up about 50 per cent of poultry feed. During the current financial year, 40 lakh tonnes have been cultivated

It may be mentioned here that the State has received the Krishi Karman Award from the Central Government this year on the basis of its maize production.

The daily demand for eggs in Bangla is three crore, whereas the production is two crore. In an effort towards making up this shortage, the State Government, a couple of years back, established two large farms with an investment of Rs 60 crore – one in Kalyani (Nadia district) and another in Barjora (Bankura district).

Then, subsidy amounting from Rs 8 lakh to 80 lakh annually is given to those willing to set up large farms. Waiving of stamp duty, part of the electricity bill for the poultry farm and several other measures have been taken.

The government hopes for production to catch up to demand within a period of one to two years.

State Govt cuts red tape for Wipro

The Trinamool Congress Government has decided to allow Wipro freehold land rights on a 50-acre plot in New Town, enabling the IT major to use 49 per cent of the land for non-IT purposes without seeking clearances from various departments. The plot has been leased for 99 years.

Unlike many other States, the Bangla Government is not in favour of special economic zones (SEZ). But the decision to allow freehold land rights would give Wipro a lot of freedom.

The Government has already given freehold rights on land to Infosys. And now with this decision in favour of Wipro, it is expected that investors will be very bullish on Bangla.

According to a Finance Department official, once the land becomes freehold, Wipro will be able to develop facilities of its choice without running to several departments. The Government believes that minimum governance is the best governance, the official said.

Trinamool organises protests across Bangla against NRC

All India Trinamool Congress organised rallies and street corner meetings at various places in the State, as part of “mass protests” against the National Register of Citizens (NRC) and the “divisive” politics of the BJP. These protests were carried out on September 7 and 8.

Carrying posters and placards in several districts, Trinamool supporters shouted slogans against the BJP-led government and demanded immediate repeal of the NRC in Assam.

“Protest rallies were organised in various parts of the state yesterday and today. Our party workers have vowed not to allow NRC in Bengal. Locals, too, joined in,” AITC Secretary General Partha Chatterjee said.

“Party cadres have vowed that they can sacrifice their lives but would never allow division of Bengal,” senior party leader and minister Tapan Dasgupta said.

Trinamool Chairperson is also going to participate in a mega rally against NRC on September 12 in north Kolkata.

 

Bangla the best in financing SHGs

Bangla is number one in the country in financing self-help groups (SHG) in the cooperative sector, said the State Cooperation Minister recently at the first conference of the West Bengal Co-operative Bank Employees’ Sangha in Kolkata.

The minister said that the government is very happy in being able to empower the rural populace, especially women (since they make up the composition of most of the SHGs) across the State.

He said that in financial year 2018-19, the State provided credit to 97,000 SHGs, far ahead of the number two State. Currently there are 2.2 lakh SHGs which are beneficiaries of loans provided by cooperative banks.

At an earlier government function in August, the minister had said that the State Government would be distributing a total loan amount of Rs 180 crore to about one lakh women from rural self-help groups (SHG) so that they can rear goats, cows and hens for poultry products.

State Govt to set up more hydroelectric projects

To further tap the renewable energy resources across the State, the Bangla Government has taken up an elaborate scheme to set up a number of small hydroelectric projects (SHP).

The State Power Department will soon start the construction of Lodhama II Small Hydroelectric Project in Darjeeling, with a capacity of 10 megawatts (MW).

The Power Department is also reviewing the possibility of setting up the Rammam Intermediate Stage Hydroelectric Project, also in north Bengal, with a capacity of 12 MW.

Seven more small hydroelectric projects (SHP) are being planned in north Bengal, named as Ragnu SHP, Ritu SHP, Rishi SHP, Shri SHP, Rithukhola SHP, Teesta Bazar SHP and Tanglu Maney Bhajan SHP. The tendering process for setting them up is underway.

The Power Department has also allotted SHPs of a total capacity of 73.5 MW in Darjeeling district to private agencies. The DPRs for these will be submitted to the department soon.

It may be mentioned that under the Trinamool Congress Government, the Power Department has developed a comprehensive Energy Action Plan in order to generate world-class electricity in Bangla. In its attempt to produce the best quality power, the State Government has focused on the renewable energy sector.

State Govt setting up met observatories for farmers

The Agriculture Department is installing as many as 180 meteorological observatories in the agricultural farms and research stations across Bangla to study the weather conditions beforehand and issue guidelines to the farmers as to what measures have to be taken.

Weather system is one of the most important factors that determine the production of crops. Farmers often incur huge losses due to damage caused by shortage of rainfall as well as excessive rainfall, hailstorms, etc., and hence it would help immensely if the department provides them prior information.

Each meteorological observatory has a rain gauge station. Besides rain, they will record temperature, relative humidity, wind speed and direction of wind.

The weather data collected from these observatories will not only serve the research and extension wings of the Agricultural Department but also fulfil the needs of other departments, local administration, universities and research organisations as well.

The feedback given by these observatories will also be utilised for crop insurance, which the State Government pays in full for most farmers.

Compete on work, not on divisiveness, fighting or jealousy: Mamata Banerjee

Today Chief Minister Mamata Banerjee addressed an audience of MSME investors at Nabanna Sabhaghar.

Highlights of her speech:

Several industrial clusters and industrial parks dedicated to micro, small and medium enterprises (MSME) were inaugurated today. The total acreage is 1,633 acres. Rs 13,000 crore has been allocated for developing them. Two lakh people would get employment.

A few weeks back I had inaugurated an expanded leather complex at Bantala; it is now the world’s second largest leather complex.

I have renamed the leather complex as Karmadiganta, where leather goods manufacturers from Kanpur, who had to endure huge losses due to closure of their business units, are setting up base.

Once upon a time Howrah was famous as an industrial hub; similarly Bardhaman was famous for sweets and Chandannagar for its lighting technicians. We are bringing those glory days back.

It is unfortunate that the media is intent on highlighting only the negative aspects of Bangla; there are so many positives to talk about. It is a matter of great pride that many who had once left our State are now coming back to work here.

We have a deep responsibility towards the citizens of this State. We want big industries to be set up here. A lot of companies are closing down across the country. There is no use giving just big talk and creating a mirage of stability through controlling the media. Economic independence is what really matters.

In such a state of affairs as it exists now, it is important to concentrate on jobs and agriculture.

Women, youth, students are our strengths, they show us the way.

For creating employment for the rural people, it is crucial to set up a strong MSME base.

Traditional industrial bases like Howrah, Haldia and others need to be developed more through the setting up of manufacturing units and more people need to come forward for this.

For ease of doing business, the Bangla Government has set up a single-window scheme for approval of proposals for setting industries. We will appoint a nodal officer to make the system more smooth, for which a committee has been set up.

We have streamlines the work culture of the State. Earlier 70 to 80 person-days used to be wasted every year, now that has stopped.

The Centre is trying to privatise 45 PSUs across the country, putting in danger the jobs of 8 lakh people.

The percentage of employment is at a 45-year high now.

We want people to work and be happy.

Bangla is a safe place for industry; that why companies like Wipro and Microsoft are setting up bases here.

A total of 26 helipads and greenfield airports are being constructed.

In MSME, skill training, GDP growth and girls’ empowerment (Kanyashree) Bangla is number one.

About 60 lakh girls are getting benefits through the Kanyashree Scheme, from school right till the postgraduate stage.

About 9 lakh people are benefitting from the Khadya Sathi Scheme and 7.5 crore through Swasthya Sathi.

Bangla has received the Krishi Karman Award six times.

Here medicine at government hospitals is available at very cheap prices, affordable for everybody, at discounts of up to 70 per cent.

Bangla’s GDP growth rate is 12.58%: Dr Amit Mitra

At today’s inauguration of industrial parks and a host of other initiatives at a programme at Nabanna Sabhaghar, Dr Amit Mitra, the State Finance, Commerce and Industry, and MSME Minister, gave out data that proves that under the leadership of Chief Minister Mamata Banerjee, Bangla is going strong, despite the hapless state of the economy in other parts of the country.

He said that the State’s GDP growth rate (GSDP, or gross state domestic product) stands at 12.58 per cent, which is the best in the country.

Other figures which prove the rapid progress that Bangla has been making include the State Government’s capital expenditure increasing by 11 times in the last eight years (Trinamool Congress Government), Plan Budget increasing by seven times and income tax collection increasing by three times.

In relation to the inauguration of the MSME industrial parks in Howrah, Dr Mitra said that 70 per cent of employment in India is provided by the MSME sector, 45 per cent of the manufacturing sector is comprised of MSMEs and 40 per cent of India’s exports are contributed to by the MSME sector.

These numbers prove that the decision of the State Government to provide loans on a large scale to the MSME sector has provided huge dividends.
