State Govt taking measures to end child labour in districts

The Bangla Government has announced its plans for providing educational and vocational training to children who attend various residential schools in the State. The Labour Department has published a notification for converting one school in each district into a residential school.

Residential schools have already been made operational in the districts of Uttar Dinajpur, Nadia, North 24-Parganas, South 24-Parganas, Bankura and Paschim Medinipur. Many other districts are in the process of opening residential schools to eliminate child labour.

The proposed budgetary allotment made by the Labour Department for the operation of such schools is Rs 53 lakh for the financial year 2019-20. This is much higher than the previous financial year’s budget for the same purpose, which was Rs 35.49 lakh.

The Labour Department is in the process of regulating the working conditions of adolescents with respect to the type of work in order to prohibit children below 14 years from working in any hazardous job and maintain surveillance on the deployment of child labourers in hazardous industries. This is according to the provisions of the Child and Adolescent Labour (Prohibition and Regulation) Act, 2016.

Kolkata Police ensuring security of the elderly during Durga Pujo

As part of Pronam, Kolkata Police’s initiative for senior citizens, special instructions are being issued to the elderly so that they can keep themselves safe during the period of Durga Pujo.

While the people are involved in revelry, miscreants can take the opportunity to attempt to steal from houses. Elderly people are especially vulnerable, and hence certain measures are being taken.

Last year, the police had distributed leaflets across the city to make people aware. To make the exercise more effective this time, police personnel have started interacting directly with senior citizens to make them aware of the issues.

Among the instructions being given are –

* Not to keep too much money or costly jewellery at home
* Keep any valuables in bank lockers
* Keep house properly locked if going out, and even otherwise, especially at night
* Inform local police station when going out of the city

Like last year, this year too Kolkata Police would be organising trips to local puja pandals for the members of the initiative, Pronam. Additionally this time, the trips would also include those who are not members of Pronam.

Bangla CM inaugurates Khadyashree Bhavan

Chief Minister Mamata Banerjee today inaugurated Khadyashree Bhavan, the headquarters of the State Food and Supplies Department, from a programme for inaugurating MSME industrial parks in Howrah, held at Nabanna Sabhaghar.

The beautiful eight-storied building with a glass-and-steel façade is located at Mirza Galib Street, Kolkata.

It may be mentioned here that the Food and Supplies Department is the department responsible for the landmark Khadya Sathi Scheme. This flagship scheme of the Bangla Government has been highly successful, helping the poor from across the State access quality foodgrains at the cheap price of Rs 2 per kg.

New bridge to reduce travel time from Bakkhali

In order to make Fraserganj, Henry Island and Jambudwip easy and direct commutes from Bakkhali, the Bangla Government has unveiled a bridge over the new Hatania-Doania River.

Bakkhali is one of the most popular tourist destinations for weekend getaways, and from there people often go to other nearby places. But the river made access difficult, both for tourists and for the local people transporting vegetables and fish from Namkhana block.

The bridge will mitigate all of these problems. It been built on the pattern of the second Hooghly Bridge (Vidyasagar Setu), covering a length of about 3 km. The people affected by the construction have been rehabilitated. As per an official of the Sundarban Development Board, this bridge is the longest in the area.

Chief Minister Mamata Banerjee has taken several steps for the development of tourism and the general development of the area. The Sagar-Bakkhali Development Board was established as an initiative of the Trinamool-led government.

The beautification of Bakkhali, Fraserganj and Henry Island has already begun. Work has also been begun on building an environment-friendly tourism centre in Jambudweep. The aim is to create a tourism circuit by combining these destinations.

WBKVIB projects to create alternate sources of livelihood in Bankura

The West Bengal Khadi and Village Industries Board (WBKVIB) has started two projects in Chhatna block in Bankura district to improve the quality of life of the artisans and local residents by providing livelihood opportunities for them.

A project on stone-carving has kicked off at Susunia while another on dhheki-processed rice has started at Dalpur. Senior officials of WBKVIB recently visited the two areas to oversee the projects.

The board is setting up a production centre-cum-workshop for the artisans involved in stone-carving, who are from the area of Susunia Hills. There will also be a dormitory and other requisite facilities so that the artisans can stay if they want to. The State Forest Department has provided us land for developing the infrastructure.

There are 20 shops at the foot of Susunia Hills that sell a variety of handicraft items made by carving stones. The centre will bring them together, thus giving them more space to produce and display their craft, which would improve the marketing and sales aspect as well.

Many tourists are also inquisitive about the intricate crafts, said a WBKVIB official; the centre would help them satisfy their demands as they will be able to see the artisans at work in a comfortable atmosphere.

The Board has set a target of bringing 340 artisans involved in stone carving at the production centre.

WBKVIB has provided 26 mechanised dhhekis for processing rice at Dalpur. The dhhekis had to be operated manually which involved a lot of time and effort.

The machines have been designed by experts from IIT Kharagpur and made by the Bankura Engineering College on the basis of that design. About 120 persons are associated with this trade.

The vice-president of West Bengal Agro Industries Corporation said that the WBKVIB has plans for extending this rice project. Dhheki-processed rice has its entire food value intact. If enough of this highly-nutritious rice can be produced, it can be used for the State Government-run ICDS scheme as well as mid-day meals in schools.

Kanyashree acclaimed for e-Governance

Ever since Mamata Banerjee led Maa, Mati, Manush Government took office, the Bangla Government has been leading the strife to digitise the process of governance. These efforts have been recognised with various awards, specially in the spheres of e-governance, e-taxation and digitisation of financial and welfare schemes.

One of the key reasons for the Bangla Government’s flagship scheme, Kanyashree, bagging the large number of awards and receiving such recognition is that it has been digitally managed from the day of its founding, making it more accessible and transparent. The NIC has developed the software for free; there was no pilot project or dry run. The project had gone live and online from day one and without digitisation, it wouldn’t have been possible to encompass 50 lakh beneficiaries.

Any girl student wishing to join the scheme has to fill up a government form manually and get it certified by the head of the institution that she satisfies the criteria that family income is within Rs.1.20 lakh and that she is unmarried. The bank is now ready to open an account for the candidate. The institution uploads the data online, which will be accepted only if it carries a legitimate bank account number. Existing infrastructure to pay salaries has come in handy for the Kanyashree project.

As of 2018, there were 16,500 institutions which have started Kanyashree. Schools and colleges in remote areas without e-connection have been empowered to avail of the community centre services, which have been set up by the panchayat department for online data entry for its various schemes.

The scheme in itself has been celebrated on a number of competitive forums for its e-governance aspect.

The accolades received by the scheme are indicative of its huge success and the massive change it has been able to herald in Bengal. The state, earlier known to be affected by high incidence of child marriage, has now emerged as a ground for women empowerment and increased incidence of secondary and higher education among women.

Achieving this has been no mean task, and the farsightedness of the Chief Minister’s e-governance aim has shown and paved the way to it.
