The Bengal Government has taken numerous measures to make drinking water available in every part of the State, and efforts are on towards implementing these measures. Piped Water Supply Schemes (PWSS) have been taken up across the State to make for healthy and happy lives.

The Public Health Engineering (PHE) Department Minister, in his departmental budget for financial year (FY) 2018-19, has outlined a number of measures to achieve self-sufficiency in generation, storage and distribution of drinking water.

Over 94 per cent population in affected areas covered

Till date, as a part of the Master Plan for supplying arsenic-free water, the State Government has been able to provide drinking water to a rural population of 157.05 lakh, which amounts to 94.3 per cent of the population in arsenic-affected blocks. All the arsenic-affected villages shall be provided with water within March 2019.

The Habra-Gaighata surface water-based water supply scheme in North 24 Parganas district has been sanctioned at a cost of Rs 578.94 crore for a population of 18.04 lakh in 327 mouzas. It will be commissioned by June 2018.

Of the 338 Piped Water Supply Schemes (PWSS) under the Master Plan, 329 have been commissioned. As a part of these piped water schemes, 165 arsenic-removal plants working on breakthrough indigenous technology are being installed.

The PHE Department is implementing the setting up of 385 Community Purification Plants, 58 Arsenic and Iron Removal Plants (AIRP) and 138 water ATMs in schools to provide arsenic-free drinking water, to be completed by June 2018. Water ATM is an innovative concept – an ATM will dispense 1 litre of purified water at a time.

 

আর্সেনিক নির্বাহে রাজ্য সরকার

 

মুখ্যমন্ত্রী মমতা বন্দোপাধ্যায়ের অনুপ্রেরণায় ২০১১ সাল থেকেই তৃনমূল কংগ্রেস পরিচালিত পশ্চিমবঙ্গ সরকার সবার জন্য জল সরবরাহে বদ্ধপরিকর।

পানীয় জল যাতে এই রাজ্যের সমস্ত প্রান্তে সুলভে পাওয়া যায় তার জন্য রাজ্য সরকার প্রচুর প্রকল্প শুরু করেছে।

জনস্বাস্থ্য কারিগরি দপ্তরের ভারপ্রাপ্ত মন্ত্রী শ্রী সুব্রত মুখোপাধ্যায় তার দপ্তরের ২০১৮-১৯ সালের বাজেটে পানীয় জল উৎপন্ন করা,তা সংরক্ষণ করা এবং সঠিক ভাবে বন্টন করার জন্য নেওয়া বিভিন্ন পদক্ষেপের বিবরণ দিয়েছেন।

 

আর্সেনিক প্রভাবিত এলাকায় জল সরবরাহ ব্যবস্থার মাস্টার প্ল্যান

  • এখনও পর্যন্ত রাজ্য সরকার মোট ১৫৭ লক্ষ গ্রামীণ জনজাতির জন্য আর্সেনিক-মুক্ত পানীয় জলের ব্যবস্থা করতে পেরেছে যা কিনা মোট আর্সেনিক প্রভাবিত এলাকার প্রায় ৯৫%। ২০১৯ সালের মার্চ মাসের মধ্যে রাজ্যের প্রত্যেক প্রান্তে আর্সেনিক-মুক্ত পানীয় জল পৌঁছে দেওয়া হবে।
  • ২০১৮ সালের জুন মাসের মধ্যে হাবড়া- গাইঘাটা জল সরবরাহ পরিকল্পত ব্যবস্থার কাজ শুরু হয়ে যাবে, যা কিনা ৩২৭ টি মৌজার প্রায় ১৮ লাখ মানুষের উপকারে আসবে।
  • ৩৩৮ টি পাইপ-জাত জল সরবরাহ পরিকাঠামোর মধ্যে ৩২৯-টির কাজ শুরু হয়ে গেছে। এই প্রকল্পের মাধ্যমে স্থানীয় প্রযুক্তির সাহাজ্য নিয়ে ১৬৫ টি আর্সেনিক নিষ্কাশন কেন্দ্র স্থাপন করা হয়েছে.
  • জনস্বাস্থ্য কারিগরি দপ্তর ৩৮৫ টি জল পরিশোধন কেন্দ্র, ৫৮ টি আর্সেনিক ও লোহা নিষ্কাশন কেন্দ্র এবং ১৩৮ টি বিদ্যালয়ে পানীয় জলের এটিএম আগামী জুন মাসের মধ্যে স্থাপন করবে। এক একটি পানীয় জলের এটিএম থেকে প্রতিবারে ১ লিটার করে জল পাওয়া যাবে।

The state Public Health Engineering department has submitted a proposal worth Rs. 5,000 crore for supplying piped water in Arsenic-affected areas.

The Centre is examining the proposal and is likely to give its nod in the near future. Steps have also been taken to supply piped water in Fluoride-affected areas.

According to a survey conducted by the state government in 2005, water in nine districts is severely affected by Arsenic, another fiver are mildly affected and give other are safe from Arsenic.

Water would be taken from rivers and purified. Subsequently, the purified water will be supplied to households through pipeline.

The PHE has installed 200 water ATMs in the affected areas and work is on to install more. Most of the ATMs are in schools. A senior government official has stated that elaborate plans have been made to tackle the problem of Arsenic and Fluoride contamination. It may be mentioned that the PHE has chalked out a scheme to supply filtered water in all villages in the state by 2020 at an estimate Rs 8,000 crore.

 

আর্সেনিক কবলিত এলাকায় পানীয় জল সরবরাহ করবে রাজ্য সরকার

আর্সেনিক প্রবন এলাকায় পানীয় জল সরবরাহ করবে রাজ্য সরকার। রাজ্য জনস্বাস্থ্য ও কারিগরি বিভাগ এই পাইপ লাইনের জন্য ৫০০০ কোটি টাকা বরাদ্দ করেছে।

কেন্দ্রের কাছে এই প্রস্তাব পেশ করা হয়েছে। এছাড়াও ফ্লোরাইড affected  এলাকায়ও পানীয় জল সরবরাহ করার উদ্যোগ নেওয়া হয়েছে।

২০০৫ সালের সমীক্ষা অনুযায়ী, রাজ্যের ৯ টি জেলা ভীষণভাবে আর্সেনিক কবলিত। বাকি ৫ টি জেলাতে আর্সেনিকের প্রভাব অল্প রয়েছে। বাকি জেলাগুলি আর্সেনিক মুক্ত।

নদী থেকে জল নিয়ে তা পরিশোধন করা হবে। এরপর সেই জল পাইপলাইনের মাধ্যমে বাড়ি বাড়ি সরবরাহ করা হবে।

জনস্বাস্থ্য ও কারিগরি বিভাগ অইসব এলাকায় মোট ২০০ টি জলের এ টি এম বসিয়েছে এবং আরও এ টি এম বসানোর কাজ চলছে। অধিকাংশ এ টি এম বসানো হয়েছে স্কুলগুলিতে।

সরকারের একজন ঊর্ধ্বতন কর্মকর্তা জানিয়েছেন যে আর্সেনিক এবং ফ্লোরাইড দূষণ সমস্যা মোকাবেলা করার জন্য বিশদ পরিকল্পনা তৈরি করা হয়েছে।উল্লেখ করা যেতে পারে যে গ্রামে গ্রামে পরিশোধিত পানীয় জল সরবরাহ করার জন্য আগামী ২০২০ সালের মধ্যে ৮০০০ কোটি টাকা ব্যয়ে একটি প্রকল্প চালু করবে জনস্বাস্থ্য ও কারিগরি বিভাগ।

Thank you, Madam Speaker, for allowing me to speak.

It is a matter of astonishment for me to know that arsenic poisoning has spread to 12 states.

Arsenic groundwater contamination was first detected in West Bengal in 1983. By 2020 its spread was reported from Ganges-Brahmaputra alluvial region covering Jharkhand, Bihar and other states. At present 96 out of 640 districts have high contents of arsenic. Most disturbing news at present is arsenic poisoning has entered the food chain through our farm products.

A committee of secretaries in a report to government estimated that 7 lakh people have been affected by arsenic with around 3 lakh people have been arsenic related disease. Thirty per cent of these 3 lakh people are poor and malnourished. A policy of action should be put in place immediately to ensure that arsenic contamination is not entered into the food products in these 12 states.

Under these circumstances, Madam, I would strongly urge the Hon’ble Minister to address the issue of arsenic poisoning and get rid of arsenic contents in our food and farm products.

Thank you Madam Hon’ble Speaker.

I am deeply grateful to our Chief Minister Smt Mamata Banerjee because due to her I have become member of this august House.

Contamination of the ground water in India has become a major health hazard during the last decade. Madam, arsenic contamination of ground water is a specific problem in 9 districts out of 20 districts in West Bengal, out of which my constituency Basirhat with a population of over 15 lakh people is the most affected area.

Madam Speaker, earlier during the periods the House has recorded the effect of the serious threat of arsenic. But with deep sorrow I would like to inform the House that my entire constituency, that is Basirhat, is still is in bad days. I want to inform you that more than four crore people are affected with diseases caused from arsenic.

Earlier the central Government funded 75% for the project. Then the allocation came down to 50% during the last few years. And recently unfortunately fund has been discontinued. As a result the plans have become inactive and have been shut down due to huge maintenance cost and mainly due to extent of excessive percentage level of arsenic contents.

Keeping in view the acute problem, Madam, before it goes out of hand, I deeply urge upon the Government to immediately take special attention to supply of arsenic free water to all the people of the country.  Not only as the duty of the Government as what on the ground of humanism, which by virtue is a right to people.

I like to warn the Central Government to take time bound strategic programme before it breaks as pervasive threat.

I want to say only two lines in Bengali:

আমরা জানি আমাদের নেত্রী উন্নয়নের প্রতীক, শ্রীমতী মমতা ব্যানার্জি যার সাথে মাদার টেরেসার তুলনা করা যায়, তিনি জনস্বার্থে বহু কাজ করছেন। তবে কেন্দ্রীয় সরকারের এব্যাপারে immediate step নেওয়ার জন্য আপনার মাধ্যমে আবেদন করছি।
