Dhanyavaad Adhyaksh Mahoday ji, main aap ke madhyam se Bharat Sarkar ka ek bahut gambhir vishay pe dhyan aakarshan karna chahungi. Jab bhi hum log session ke liye aate hain, toh Indira Gandhi Airport se jab bhi hum travel karke apne ghar jate hain toh dekhte hain ki banjaare rehte hain traffic pe, woh log apne apne bacchon ko khada kar detein hai taaki un log se koi phool khareed le ya kuch toys khareed le. Toh ye international airport se jab desh videshon se bahut tourist aatein hain toh phir yeh desh ka kya chhabi leke jatein hai? In banjaaron har Government policy se vanchit rehte hain. Kya in logon ke paas Aadhar card hai, kya in logon ke bache sahi se immunise hote hain? Toh yeh cheez par,dhyan dena chahiye kyunki humne paanch saalo mein dekhe hai ki kisi ne banjaaron ke barein mein koi baat nahi uthaya. Aap bhi Rajasthan se hai. Jaipur airport se bhi jab hum log highway ki taraf jaate hain tab bhi hum logon ne dekha hai. Is cheez ke liye main yeh Government ko, jo huge mandate le ke aaya hai, arz karna chahti hoon ki un logon ke baarein mein kuch sochein. Dhanyavaad.

Thank you Speaker Sir, for allowing me to ask a Question.

In my constituency area of Daspur, and one Block in Paschim Medinipur, there is a place known as Narajole Rajbari, which has a historical importance. 

Many leaders like Mahatma Gandhi, Pandit Jawaharlal Nehru, Netaji Subhas Chandra Bose, Pandit Ishwar Chandra Vidyasagar, including Khudiram Bose had visited this area multiple times. 

Towards our commitment and respect towards the patriots of this country, will the Hon’ble Minister answer whether the Government will develop and sanction funds for Narajole Rajbari and make it a heritage building as well as a tourist spot?

Thank you Sir, for allowing me to speak in Zero Hour in this August House.

 আমি আমার মাননীয়া নেত্রী তথা মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়কে ধন্যবাদ জানাই এবং আরামবাগের সমস্ত মানুষকে ধন্যবাদ জানাই যারা আমাকে এখানে নির্বাচিত করে এনেছেন। স্বাধীনতার পর আরামবাগ প্রথম রেল দেখতে পেয়েছিল মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের হাত ধরে। সেই সময় তারকেশ্বরের মন্দিরের সাথে বিষ্ণুপুরের মন্দির যোগ করার জন্য তারকেশ্বর রেল লাইন থেকে নিয়ে তারকেশ্বর রেল থেকে বিষ্ণুপুর রেল করা হয়েছিল।

মমতা বন্দ্যোপাধ্যায় রেলমন্ত্রী থাকাকালীন এই কাজ দ্রুততার সঙ্গে এগিয়েছিল। পরবর্তী রেলমন্ত্রীর সময় থেকে সেই কাজ স্থগিত হয়ে রইল। কিছু কিছু রাজনৈতিক দল তাদের রাজনৈতিক সুবিধার জন্য সেখানে গিয়ে মানুষকে বিভ্রান্ত করার চেষ্টা করল। কামারকুন্ডু ফ্লাইওভারের কাজও খুব আস্তে আস্তে চলছে। সেই কাজ দ্রুততার সঙ্গে হোক। রেলমন্ত্রীকে অনুরোধ করব, এই কাজ তাড়াতাড়ি হোক যাতে আরামবাগের মানুষ পরিষেবা পেতে পারে। ধন্যবাদ।

Deputy Speaker Sir, thank you, for allowing me to speak on this Bill.

Sir, the Bill that has been moved by the hon Minister Piyush Goyal and I’m sure the Government will address all the problems that are experienced by the common people of this country and particularly the consumers.

Sir, I would like to bring to the notice of the Union Government that even now many restaurants are charging service charges from the consumers over and above GST. What action has the government has taken to check the control of these offenders? Everyone will agree that the way it has been framed and implemented GST has proved to be great disaster and has affected the normal transactions, trade and commerce throughout the country.

Sir, earlier VAT was introduced throughout India. If there is a shortfall in the collection of GST in comparison to VAT, then central government has taken policy for supplementary of compensation. It was a policy decision taken by the central government that at the time of introduction of GST that different States can demand the compensation if the revenue coming on the account of GST is less than the earlier period. My State Government is not getting the adequate compensation as yet, as was declared by the central government during the introduction of GST. Whether the Government is providing adequate compensation to the states and if they have provided, how much they have given to all the states throughout the country?

The central government should continue to work in close coordination with the States and come out with a clear laid-out road map. With these words I finish my speech.

অত্যন্ত দুঃখ এবং লজ্জার সঙ্গে জানাচ্ছি আজকে স্বাধীনতার এতগুলো বছর পর ভারতবর্ষের নবজাগরণের রুপকার রাজা রামমোহন রায়ের জন্মস্থান রাধানগর, খানাকুল এবং বিস্তীর্ণ অঞ্চল; রামকৃষ্ণ পরমহংসদেবের জন্মস্থান কামারপুকুর এবং গোহাটির বিস্তীর্ণ অঞ্চল, এবং মহাতীর্থ তারকেশ্বর এবং আরামবাগ, পরশুরায় মানুষ বন্যায় যন্ত্রনার মধ্যে দাঁড়িয়ে আছে।

এই এলাকাগুলির লক্ষ লক্ষ মানুষের পাশে বাংলার মুখ্যমন্ত্রী আছেন। দামোদর, মুন্ডেশ্বরি ছাড়াও আরামবাগের মধ্যে দিয়ে বয়ে গেছে দ্বারকেশ্বর এবং রুপনারায়নের মত নদীগুলিতে প্রচুর পলি পড়ে চর হয়েছে। স্থানীয় মানুষ অত্যন্ত ক্ষোভের সঙ্গে ডিভিসি’র (মানে দামোদর ভ্যালি কর্পোরেশনের) নাম দিয়েছে ডোবানো ভাসানো কর্পোরেশন। পরিকল্পনা অনুযায়ী এই পরিকল্পিত বাঁধগুলির ১০ লাখ কিউসেক জল নিয়ন্ত্রণ করার কথা, কিন্তু দীর্ঘকাল পলি পড়ে বর্তমান দুরগাপুর ব্যারেজের অবস্থা সঙ্গিন। এই অবস্থা থেকে উদ্ধারের জন্য জলদি ঘাটাল মাস্টার প্ল্যানের যথাযথ রুপায়ণ দরকার। এর জেরে গোঘাট, চন্দ্রকোণা ও পশ্চিম মেদিনীপুরের বিস্তীর্ণ অঞ্চল বন্যা থেকে মুক্তি পাবে।

জলধারাগুলিকে পলিমুক্ত করতে হবে, নদী বাঁধগুলো যথাযথ রক্ষণাবেক্ষণ করতে হবে। কেন্দ্রীয় সরকারের কাছে এটা আমার অনুরোধ যে বাংলা এবং আরামবাগের মানুষের পাশে তারা থাকুক। তাহলে এই নিম্ন দামোদর এলাকার ইতিহাস আবার নতুন করে লেখা হবে এবং সেই ইতিহাসে বন্যার সঙ্গে কোনও বন্যার্ত মানুষের চোখের জল মিশবে না বরং বন্যার পলিমাটিতে গড়া হবে আরামবাগের এলাকার মানুষের নতুন ভবিষ্যৎ।

Ajmer is a popular tourist attraction and a major pilgrimage site. It is estimated thousands of pilgrimage visit the holy shrine at Dargah Sharif from all over India and abroad.

During Urs, Ajmer is beyond its capacity. The surrounding areas near the Dargah urgently need a facelift. There was an announcement of 10 iconic religious places including Ajmer-Dargah Sharif to be under the standard operating procedure for observing international standards.

Sir, my demand is the basic facility should be given to the people coming from all over India and abroad.

Thank you, Hon. Deputy Speaker Sir, for allowing me to speak on The Collection of Statistics (Amendment) Bill, 2017. The Amendment in the Bill is to strengthen the data collection mechanism in the state of Jammu and Kashmir. The Collection of Statistics Act, 2008 was enacted to facilitate the collection of economic, social, scientific and environmental aspects. The Act enacted covered whole of India except Jammu and Kashmir.

Similarly Jammu and Kashmir State Legislature enacted the Jammu and Kashmir Collection Statistics Act, 2010. The Collection of Statistics Act, 2008 and Jammu and Kashmir Collection Statistics Act, 2010 falling in the Union List has created a legislative vacuum. Moreover, concrete jurisdiction to be exercised by the Centre in Jammu and Kashmir has not been provided.

The Amendment is intended to address the vacuum which will help the social upliftment of the people residing in Jammu and Kashmir. But it should be taken care that implementation of this legislation there should not be in conflict with the setup of Jammu and Kashmir’s collection of data and input of statistics.

The Bill stipulates the appointment of nodal officer at the Centre and State to effectively coordinate and supervise the data collection activities for avoiding unnecessary duplication.

On behalf of my Party, I am welcoming the Bill. I suggest to incorporate a provision into the proposed Bill; there should be a time frame of furnishing data or statistics and it has to be made binding on all because the current status of statistics of some departments with the regard of adequacy, timeliness and reliability are far from the satisfactory. Sometimes the advanced estimates are made simply on the basis of visual estimate until the final results are available, which is almost one year later. Only rough estimates are supplied, which have been the reason of sustainable revision in the estimated.

Coming from the State of West Bengal, it makes me proud that Indian Statistical Institute is an academic institution of national importance as recognised by 1959 Act of Indian Parliament. Professor Prasanta Chandra Mahalanobis, the founder of ISI, was deeply influenced by the wisdom and guidance of Rabindranath Tagore and Bijendra Nath Shil. Under his leadership the institution initiated and promoted the statistics with natural and social science to advance the role of statistics. The 2nd Fifth Year Plan of India was the brain-child of Professor Prasanta Chandra Mahalanobis.

Timely availability of statistics is the essence of the efficiency of national statistical system. Statistics with a long time gap may not be of much use for policy making. The effort to improve agricultural, industrial and other statistics at the ground level will have to be quick and only then impact of statistical data on national level would earn desired and proper result. This will help to improve the quality of life of people in the Valley for broad-based social transformation in development.

Thank you Madam for allowing me to speak during Zero Hour. Jute is one of the main commercial crops of our country; jute fibre is an industrial product and used to prepare biodegradable bags, eco-friendly cheap bags.

Jute growers in the country are facing a lot of problems and they are not getting proper price for their products. Jute cultivation is turning out to be a non profitable venture for the farmers due to increase in price of jute seeds, fertilizer, pesticides and other inputs.

Due to high investment involved in the cultivation, jute farmers have to go for loans. Being a cash-crop, insurance facilities are not also available for the jute farmers. Jute cultivation is a practice in my constituency Arambagh; it is a flood prone area and during floods, the jute farmers face a great loss in productivity.

Therefore it is the responsibility of the Central Government to

  • fix a remunerative price for jute,
  • provide for free and compulsory insurance for the jute crops,
  • organise workshop programmes to train jute farmers with new technology, and,
  • constitute a jute growers welfare fund to meet the various needs of the jute farmers.

Thank you Hon’ble Speaker Sir for allowing me to speak on Railway Budget. I thank my party also. For the first time after independence, India has dispensed with the separate Railway Budget. It has not gone down well with the railway fraternity. Communities, organisations and the activists said that Budget announced nothing that could shake off the lack of mood among the lakhs of passengers who use Indian Railway services daily. Rail is the lifeline of the common citizen.

With a heavy heart, I am very pained to say that I often travel in trains and railway station and tracks are very dirty with sticky smells. The cleanliness of the trains is very bad. The toilets are very dirty. Even the blankets which are given in the first class AC compartments are in not proper conditions.

In the Railway Budget it has been mentioned that stations will be provided with lifts and escalators; it is good. The reality is different. In many stations they do not work. It is mentioned that in next three years stations will be modified and upgraded. Arambagh and Tarakeshwar railway stations need to be upgraded.

Our Hon’ble Chief Minister and former Railway Minister Mamata Banerjee thought to promote tourism and set up a corridor among the temples of Bishnupur, Tarakeswar, Kamarpukur – which is the birthplace of Shri Ramakrishna Paramhansa Dev – and Arambagh to Bowaichandi (31 km as mentioned in her Railway Budget in 2010-2011) to change the social-economic scenario for the people of Arambagh. I urge the government to expedite the project and allot sufficient funds.

Sir, I request the Hon’ble Rail Minister to start the work of ROB of Kamarkundu and expedite the project and the demand of the subway of Chandanpur railway station which is the need of the hour for the farmers and people residing there.

Thank you, Speaker Madam, for allowing me to speak on this question. Railway is a very important medium of transport; it is the cheapest medium of transport. When our Chief Minister Mamata Banerjee was Railway Minister she had done many works for the people.

I want to ask whether the Government has conducted any survey to assess the safety mechanism of railways in the last 3 years and if yes details should be given.

I have raised the demand for a railway gate at Kamarkundu a couple of times. State Government has already removed encroachment but it is pending.
