An interaction was organized by Government of West Bengal, Consulate General Munich, BVMW and FICCI in Munich on Thursday.

The speakers included prof Dr. Wolgang Reinhardt From BVMW, former CEO, BVMW and Chairman, CUD, Baden-Wurttemberg, Bernd Reuters from German Ministry, Head of Division International Economic Relations, Ministry of Economic Affairs, Labour and Housing, State of Baden-Wurttemberg and senior secretaries of Government of West Bengal.

They were invited to bring a delegation of major auto, engineering,textile and other members to Bengal.

The 160 years old AMANN Group of Germany represented by Sanjeev Grewal, Regional Director said they were Interested in setting up a large textile industry in Bengal manufacturing specialized threads. The dialogue will continue as all the dignitaries were invited to Bengal.

The interaction was attended by Senator H.C. Zaki Kursun, GM, East West, a large importer of home furnishing textiles. He said he is highly interested in sourcing from Bengal. The Benga MSMET Department will facilitate linking with private textile manufacturers of Bengal.

More than 60 German Companies were present to interact with the Government and Business delegates of India. The seminar was followed by meeting with Dr. Gisela Splett, Honorable state Secretary of Ministry of Finance of the state Baden-Wurttemberg and also another meeting with Breuninger Department Store of Biswa Bangla.

 

বার্লিন-মিউনিখের স্টলে পাওয়া যাবে পণ্য

বঙ্গ বাণিজ্যে তাদের লগ্নি আরও বাড়াচ্ছে জার্মান সংস্থাগুলি৷ নতুন করে আরও কিছু সংস্থা রাজ্যে বিনিয়োগ করবে৷ মিউনিখে রাজ্য সরকার আয়োজিত শিল্প সম্মেলনের পর সেই সম্ভাবনা তৈরি হয়েছে বলে বৃহস্পতিবার স্পষ্ট জানালেন অর্থ ও শিল্পমন্ত্রী অমিত মিত্র৷ তিনি বলেছেন, মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের ইতিবাচক পদক্ষেপ ও সম্মেলনে অসাধারণ আহ্বানের জন্যই জার্মান শিল্পমহলের ব়্যাডারে ধরা পড়েছে বাংলা৷।

বিশেষ তাৎপর্যপূর্ণ হল, এদিন স্টুটগার্টে ছিল একটি শিল্পসভা৷ যেখানে গিয়েছিল রাজ্যের একটি উচ্চপর্যায়ের শিল্প-প্রতিনিধিদল৷ সেই শিল্পসভায় জার্মানির ৬০টি সংস্থা ছিল৷ তারা প্রত্যেকেই বাংলা সম্পর্কে আগ্রহ প্রকাশ করেছে৷ অমিতবাবু এই প্রসঙ্গে বলেন, “আমরা আশা করেছিলাম ২০-৩০টি সংস্থা আসবে৷ কিন্তু এই যে বিপুল সংখ্যক সংস্থা এসেছে, এটাই সাফল্যের ইঙ্গিত দিচ্ছে৷”

অমিতবাবু বলেন “এদিন শিল্পসভায় একটি গুরুত্বপূর্ণ সিদ্ধান্ত নেওয়া হয়েছে৷ এখন থেকে বিশ্ববাংলার প্রোডাক্টগুলি বার্লিন, মিউনিখ, বন-সহ জার্মানির বিভিন্ন গুরুত্বপূর্ণ শহরে সরকারি-বেসরকারি বিপণিতে পাওয়া যাবে৷ এই ব্যাপারে এদিন একটি চুক্তি হয়েছে৷ বাংলার কুটির ও হস্তশিল্প সম্পর্কে জার্মান শিল্পপতিদের মধ্যে আকর্ষণ তৈরি হয়েছে৷”

বৃহস্পতিবার মুখ্যমন্ত্রীর বার্তা নিয়ে জার্মানির দক্ষিণ প্রান্তের শহর স্টুটগার্টে গিয়েছিল রাজ্য সরকারের শিল্প-প্রতিনিধিদল৷ সেখানে বিনিয়োগের সম্ভাব্য ক্ষেত্রগুলি নিয়ে সেখানকার শিল্পোদ্যোগী ও উৎপাদন শিল্পের সঙ্গে যুক্ত ব্যক্তিদের সঙ্গে বৈঠক করেন শিল্পকর্তারা৷ স্টুটগার্টের বণিকসভার সঙ্গে আলোচনার পাশাপাশি জার্মানির ক্ষুদ্রশিল্পের সঙ্গে যুক্ত ক্ষেত্রগুলিকে চিহ্নিত করতে চেয়েছেন মিউনিখ সফরে আসা বাংলার শিল্পকর্তারা৷

আজ, শুক্রবার কলকাতায় ফেরার বিমানে উঠছেন মুখ্যমন্ত্রী৷ বিকালে উড়ান৷ তিনি কলকাতা পৌঁছবেন শনিবার সকালে৷

West Bengal Chief Minister Mamata Banerjee today made an impassioned plea to investors, both foreign and those in the country, to invest in the state and assured them that her government would pull out all the stops to help and support.

“We will help. Give us the choice, we will give you all options. If you want to set up industry, the state government will give land from the land bank. Our land bank, land policy is ready. If you come, we will be happy,” Banerjee said while addressing a business meeting in Munich.

Mamata Banerjee, who led a business delegation to Munich to explore investment opportunities, urged the German auto major BMW to consider investing in the state and said, “We have enough opportunities in transport sector. You will see with your own eyes the opportunities in Bengal,” she said.

“If you think about India, first think about Bengal. Bengal is the gateway to Bangladesh, Bhutan, Nepal. If you invest, you will get a ready market,” she told the investors.

“If you want to invest, you have to set up one unit. Only ancillaries (industries) will not serve the purpose,” she said.

Giving a personal touch to her fervent plea, the Chief Minister said, “please consider me as your sister. Consider Bengal as your home. Bengal is the destination”.

State finance minister Amit Mitra, who had a meeting yesterday with senior management of the BMW in Munich had described it as a productive meeting.

“We told BMW that all options are open for them to invest in Bengal,” he had stated.

 

জার্মানিকে বাংলায় লগ্নির ডাক মমতার

বাংলা পূর্ব এশিয়ার প্রবেশপথ। এখানে কারখানা করলে পশ্চিমবঙ্গ তো বটেই, ভারত এবং দক্ষিণ এশিয়ার বাজার পাবেন। আমাদের ল্যান্ডব্যাঙ্ক রয়েছে, বিনিয়োগের উপযুক্ত জায়গা রয়েছে। আপনাদের কোনও অসুবিধা হবে না। বুধবার মিউনিখে এভাবেই বি এম ডব্লু–কে বাংলায় বিনিয়োগ করার আবেদন জানালেন পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা ব্যানার্জি।

গাড়ি শিল্পের পাশাপাশি বাংলায় ম্যানুফ্যাকচারিং শিল্প গড়তেও জার্মান শিল্পোদ্যোগীদের আহ্বান জানিয়েছেন। জার্মান শিল্পপতি ও উদ্যোক্তাদের উদ্দেশে মিউনিখের সিটি সেন্টারে শিল্প সম্মেলনে মমতা বলেন, শুধু কারখানাই নয়, অনুসারী শিল্প করতেও আসুন।

মুখ্যমন্ত্রী বলেন, বাংলায় অনেক জায়গা আছে যেখানে জল, বিদ্যুৎ, আলো প্রচুর আছে। আপনাদের কোনও অসুবিধা হবে না। বাভারিয়া প্রদেশের আইনমন্ত্রী উইনফ্রেইড হাউসব্যাককে পাশে বসিয়ে মমতা বলেন, আমাদের ল্যান্ডব্যাঙ্ক আছে। বাংলায় কর্মসংস্কৃতি ফিরেছে। এখন আমাদের রাজ্যে আর কোনও কর্মদিবস নষ্ট হচ্ছে না। বাংলায় রেডি মার্কেট পাবেন। আপনাদের পণ্যের জন্য নতুন করে বাজার খুঁজতে হবে না। বাংলা এখন বিনিয়োগ করার জন্য উপযুক্ত জায়গা। আপনারা আসুন।

এদিনের শিল্প সম্মেলনে রাজ্যের ২৯ জন শিল্পপতির একটি দল যোগ দিয়েছেন। সম্মেলনে বাংলার শিল্পপতিদের অনেকে গত ৫ বছরে পশ্চিমবঙ্গে এই সরকারের কাজের ভূয়সী প্রশংসা করেছেন। বলেছেন, তাঁদের এই সরকারের সময়ে কাজ করতে কোনও অসুবিধা হয়নি। সরকার এবং মুখ্যমন্ত্রী মমতা ব্যানার্জির সবরকম সহযোগিতা তাঁরা যখনই চেয়েছেন, পেয়েছেন। জানা গেছে, এদিন শিল্প সম্মেলনে জার্মানির কয়েকটি শিল্প সংস্থার প্রতিনিধিরা বাংলায় বিনিয়োগ করার কথা ভাবছেন বলে জানিয়েছেন।

জার্মান শিল্পপতিদের সঙ্গে বাংলার আত্মিক যোগের কথা বলতে গিয়ে মুখ্যমন্ত্রী মমতা ব্যানার্জি কবিগুরু রবীন্দ্রনাথ, নেতাজি সুভাষচন্দ্র বসুর কথা উল্লেখ করেন। বলেন, জার্মানির সঙ্গে ভারতের মৈত্রী বন্ধন গড়ে তুলেছিলেন ম্যাক্সমুলার। বলেন, জার্মান ও বাংলার সম্পর্ক দীর্ঘজীবী হোক।

মুখ্যমন্ত্রী বলেন, গাড়ি শিল্পই হোক আর ম্যানুফ্যাকচারিং— বাংলায় বিনিয়োগ করলে আপনারা সবরকম সহযোগিতা, সমর্থন পাবেন। বাংলার তরুণ প্রজন্ম রয়েছে। তাঁদেরকেও আপনারা কাজে লাগাতে পারবেন। জার্মান শিল্পোদ্যোগীদের উদ্দেশে মমতা বলেন, আপনারা এসেছেন। আমি গর্বিত। আপনারা আমাকে সম্মান দিয়েছেন। ২০ ও ২১ জানুয়ারি কলকাতায় গ্লোবাল বিজনেস সামিট হবে। আপনারা আসুন।

মুখ্যমন্ত্রী বলেছেন, আমি বিশ্বাস করি কাজ বেশি কথা কম। এভাবেই চলি। এদিনের বৈঠকে সিমেন্সের সুনীল মাথুর উপস্থিত ছিলেন। মুখ্যমন্ত্রী বলেন, বিশ্ব–ফুটবল চ্যাম্পিয়ন জার্মানি। আর বাংলার মানুষ ফুটবল–পাগল। রাত জেগে বিশ্বকাপ ফুটবল দেখে। আমিও রাত জেগে দেখি। জার্মানির অনেক জিনিস আমরা কলকাতায় ব্যবহার করি। আপনারা যখনই আসবেন, বাংলায় কোনও বাধা পাবেন না। সবরকম সমর্থন, সহযোগিতা আপনারা পাবেন। বাংলায় বিনিয়োগ করলে এশিয়ার অন্য দেশগুলিতেও আপনাদের পণ্যের বাজার পাবেন। পূর্ব এশিয়ার গেটওয়ে পশ্চিমবঙ্গ। আমাদের পরিবহণ ব্যবস্থা ভাল। ল্যান্ডব্যাঙ্ক আছে।

Bengal Chief Minister Mamata Banerjee will today hold a meeting with representatives of the German business houses at City Centre, Munich. The Chief Minister will be accompanied by the State finance and industry minister Dr Amit Mitra and a business delegation consisting industry captains from Bengal.

A preliminary meeting was held between the Chief Minister and the business delegation from Bengal yesterday. The Chief Minister urged the industry captains to showcase their experience of doing business in Bengal to their German counterparts. It was also decided regarding which sectors should be highlighted in the meeting,

The Bengal Chief Minister had earlier visited Singapore, London, Bhutan and Bangladesh and held industry meets . Under the present Government there has been a complete turnaround by the State regarding work culture and infrastructure development.

লগ্নি টানতে আজ মিউনিখে শিল্প সম্মেলন মুখ্যমন্ত্রীর

বাংলায় জার্মানির লগ্নির প্রত্যাশাকে সামনে রেখে আজ মিউনিখের সিটি সেণ্টারে অনুষ্ঠিত হচ্ছে রাজ্য সরকারের শিল্প সম্মেলন৷ মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে আয়োজিত এই নজিরবিহীন শিল্প সম্মেলনে জার্মান শিল্পমহলের শীর্ষস্থানীয় বহু প্রতিনিধি উপস্থিত থাকবেন৷

অটোমোবাইল সংস্থা ও সিমেন্স-সহ বহু সংস্থা আজ রাজ্যের আহ্বানে শিল্প সম্মেলনে যোগ দিতে পারে৷ ইউরোপের মাটিতে এই গুরুত্বপূর্ণ শিল্প সম্মেলনে টাটা গোষ্ঠীর প্রতিনিধি সহ থাকছেন দেশের প্রথমসারির কয়েকজন শিল্পোদ্যোগী৷ টিম বাংলাকে নিয়ে মমতা রোট্যাচ ইগার্ন থেকে মিউনিখে গিয়ে শিল্প সম্মেলনে যোগ দেবেন৷

মিউনিখের সফরে মুখ্যমন্ত্রীর সঙ্গে রয়েছেন বাংলার শিল্পোদ্যোগীরা৷ মঙ্গলবার সন্ধ্যায় মুখ্যমন্ত্রী দেশ থেকে আসা শিল্পোদ্যোগীদের সঙ্গে  শিল্প সম্মেলনের প্রস্তুতি নিয়ে একটি বৈঠক করেন৷ বৈঠকে শিল্পমন্ত্রী অমিত মিত্র, মুখ্যসচিব বাসুদেব বন্দ্যোপাধ্যায়-সহ অন্যান্য সচিবরাও ছিলেন৷ ওই বৈঠকে মুখ্যমন্ত্রী বলেন, “আমি নয়, আপনারাই রাজ্যের শিল্পের কথা জার্মান শিল্পমহলের কাছে তুলে ধরবেন৷” রাজ্যের শিল্প পরিবেশের কোন দিকগুলি সম্মেলনে তুলে ধরা হবে, তা নিয়েও বৈঠকে আলোচনা হয়৷

২০১৭ বেঙ্গল গ্লোবাল বিজনেস সামিটের আগে মিউনিখের এই শিল্প সম্মেলন খুবই গুরুত্বপূর্ণ। এর আগে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সিঙ্গাপুর, লন্ডন, ভুটান ও বাংলাদেশ সফরে গিয়েও শিল্প সম্মেলন করেছেন৷ দেশের মধ্যেও বাণিজ্যনগরী মুম্বই এবং দিল্লিতেও শিল্প সম্মেলন করেছেন তিনি৷‘বদলে যাওয়া’ বাংলায় বিনিয়োগে আগ্রহ দেখিয়েছে বিভিন্ন্ শিল্প সংস্থা৷

A high powered official and business delegation from West Bengal, India led by the Hon’ble Chief Minister Mamata Banerjee is in Germany from September 5-9, 2016 to promote closer engagement and cooperation in various fields and explore trade and investment opportunities between the Germany and West Bengal.

Hon’ble Chief Minister of West Bengal, Mamata Banerjee would be addressing an exclusive Interactive Session on the 7 September, 2016 in Munich and a series of interactions are being organised on the occasion of her visit.

Seminar on “Business Opportunities in West Bengal”

The first of the interactive sessions, a seminar on “Business Opportunities in West Bengal” was organised by IHK Duesseldorf, Indo-German Chamber of Commerce, Government of West Bengal, Consulate General of India, Frankfurt and Federation of Indian Chambers of Commerce & Industry (FICCI) on 5 September, 2016.

The session was addressed by Dr Amit Mitra, Hon’ble Minister-in-Charge, Finance, Excise, Commerce & Industries, Mr Sovan Chatterjee, Hon’ble Mayor of Kolkata and Minister-in-Charge, Environment and Housing from Govt. of West Bengal. From NRW Ministry, Dr. Günther Horzetzky, State Secretary, Ministry for Economic Affairs, Energy, Industry, SMEs and Crafts of the Federal State of North Rhine-Westphalia addressed the session.

The event had a vibrant interactive session with German participants and members of the official and business delegation from West Bengal, India. The Seminar was attended by nearly 100 participants from across sectors.

The seminar was followed by G2B meetings between Senior Government officials of the State of West Bengal and major German companies including Elga Biotech, Boson Energy (IMBY Company), Oerlikon Barmag and others.

 

 

জার্মানির সাথে আরও নিবিড় সম্পর্ক চায় বাংলা

বাংলার মুখ্যমন্ত্রী মাননীয়া মমতা ব্যানার্জীর নেতৃত্বে একটি উচচ পর্যায়ের সরকারি ও শিল্প প্রতিনিধি দল জার্মানিতে আছেন ৯ সেপ্টেম্বর, ২০১৬ পর্যন্ত, দুই দেশের মধ্যে পারস্পরিক যোগাযোগ বাড়ানোর উদ্দেশ্যে।

আজ মাননীয়া মুখ্যমন্ত্রী মিউনিখ শহরে একটি শিল্প সম্মেলনে উপস্থিত থাকবেন।

গত ৫ই সেপ্টেম্বর “বাংলায় শিল্প সম্ভাবনা” সম্বন্ধে একটি আলোচনা সভা অনুষ্ঠিত হয়। ডুসেলডর্ফ , ইন্দো-জার্মান চেম্বার অফ কমার্স, পশ্চিমবঙ্গ সরকার, কনস্যুলেট জেনারেল অফ ইন্ডিয়া, ফ্রাঙ্কফুর্ট এন্ড ফেডারেশন অফ ইন্ডিয়ান চেম্বার অফ কমার্স & ইন্ডাস্ট্রি দ্বারা আয়োজিত হয়েছিল সভাটি।

উক্ত সভাটিতে বক্তব্য রাখেন মাননীয় শিল্প ও বাণিজ্য মন্ত্রী অমিত মিত্র , কলকাতার মেয়র এবং আবাসন ও পরিবেশ মন্ত্রী শ্রী শোভন চ্যাটার্জী, মন্ত্রিসভা থেকে স্টেট সেক্রেটারি, অর্থনৈতিক বিষয়ক মন্ত্রী, শক্তি মন্ত্রী, বাণিজ্য মন্ত্রী, কারু মন্ত্রী, ক্ষুদ্র ও মাঝারি শিল্প মন্ত্রী।

সভা টি তে ১০০ জনের মতো প্রতিনিধি উপস্থিত ছিলেন দুই দেশ থেকে ও সভাটিতে আশাপ্রদ বার্তা বিনিময় হয়।

সভাটিতে পশ্চিমবঙ্গ সরকার ও জার্মানির নামি কোম্পানিগুলির মধ্যে কথাবার্তা চলে। কোম্পানিগুলির মধ্যে উল্লেখযোগ্য ছিল আলগা বায়টেক, বোসন এনার্জি, ওপেরলিকন বারম্যাগ প্রমুখ।

Bengal Chief Minister Mamata Banerjee, who is on a visit to Italy and Germany will be leaving for Germany tonight. The Chief Minister will be accompanied by State Finance and Industries Minister Dr Amit Mitra and a 29-member business delegation.

State Finance Minister Dr Amit Mitra said, “Two leading German chambers of commerce — BVMW and the Association of German Chamber of Commerce and Industry (IHK) — have invited her”.

The business delegation with the CM will include Harshvardhan Neotia, chairman of Ambuja-Neotia Group; Sanjiv Goenka, chairman of R P-Sanjiv Goenka Group; Chandra Kumar Dhanuka, executive chairman of Dhunseri Group of Industries and several other captains of industry.

This will be the first business trip of Mamata Banerjee in her second term as the Bengal Chief Minister.

 

আজ মিউনিখ যাচ্ছেন মুখ্যমন্ত্রী

আজ রাতে ইতালি থেকে জার্মানির মিউনিখ সফরে যাচ্ছেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রাজ্যের অর্থ ও শিল্পমন্ত্রী অমিত মিত্র সহ ২৯ জন শিল্প প্রতিনিধিদের একটি দল আজ মুখ্যমন্ত্রীর সফরসঙ্গী।

রাজ্যের অর্থমন্ত্রী অমিত মিত্র বলেন, “জার্মান চেম্বার অফ কমার্সের – BVMW এবং চেম্বার অফ কমার্স অ্যান্ড ইন্ডাস্ট্রি জার্মান এসোসিয়েশনের (IHK) – তরফ থেকে আমন্ত্রণ জানানো হয়েছে.”

অম্বুজা নেওটিয়া গ্রুপের চেয়ারম্যান হর্ষবর্ধন নেওটিয়া, আর পি সঞ্জীব গোয়েনকা গ্রুপের চেয়ারম্যান সঞ্জীব গোয়েনকা এবং চন্দ্র কুমার ধানুকা সহ বিভিন্ন শিল্পপতিরাও আজ মুখ্যমন্ত্রীর সফরসঙ্গী।

দ্বিতীয়বার মুখ্যমন্ত্রীর হওয়ার পর এটা মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের প্রথম বাণিজ্য সফর।

Edited excerpts of Dr Amit Mitra’s interview with Economic Times (published on August 30, 2016)

 

What’s the mood among industrialists?

Everybody I met today, including private equity firms, multinational corporations, acknowledge the change that has happened in West Bengal. The growth of gross value added (GVA) in 2014-15 has been a little over 10% when India’s growth has been 7.3%.

Tell us what happened in the financial year 2015-16?

We are perhaps looking at GVA growth of as much as 12%, when India has been growing at least 3 to 4 percentage points less. In 2010-11, our state’s nominal GDP was Rs 4,61,000 crore. In 2014-15, it has doubled to Rs 8,00,000 crore, and in 2015-16, our revised figures are Rs 9,39,000 crore.

 

How did this happen? What were the drivers?

There are three major drivers. The first is the government expenditure which translates into Keynesian multiplier. During 2010-11(the last year of the communist government), West Bengal’s planned expenditure was little over Rs 14,650 crore. The actual planned expenditure in 2014-15, (under Trinamool) had touched Rs 39,893 crore. In 2015-16, it is Rs 54,000 crore. So from Rs 14,000 crore to Rs 54,000 crore – it is quite a jump.

 

What’s it spent on?

Capital expenditure within planned expenditure, which is asset creation, was a negative 26% in 2010-11 under the communist regime. We reversed it. It is actually six times of what it was in four years. What it simply means to me as an economist is that Keynesian multiplier on asset creating expenditure, which means cement, steel — the whole down-the-chain industry which creates Keynesian multiplier is approximately 4 times in India. One of the factors that’s debated in the West is when private expenditure is slow, public expenditure can trigger private investment.

One element of this is private expenditure and it gets attracted once they see GDP growth taking place in a stimulated economy and the dipstick tests show there’s a lot of energy in the economy. So, these numbers — of planned expenditure and capital expenditure — are the triggers. Whereas in communist rule, capital expenditure was at a negative 26% during their last year, and it was shrinking. Planned expenditure was a puny Rs 14,000 crore. A climb to Rs 54,000 crore in five years – this has never happened in any state to my knowledge. And no one knows about it.

 

Isn’t there a flipside to the public expenditure? The looming debt trap which West Bengal is facing, which Mamata Banerjee herself termed as a death trap…

The debt is phenomenal — the debt left behind by the communist government was Rs 2,00,000 crore. Its bonds or small savings matured, I’m not talking about interest. I’m talking just about repayment of principal amount. In five years, we repaid Rs 42,000 crore, which is all from the Rs 2,00,000 crore left behind by the CPI(M). What we have borrowed has not come back to maturity.

These are all 10-year debt which we repaid. The total amount we have borrowed during our regime is Rs 1,13,000 crore of which Rs 94,000 crore is for repayment and interest of that Rs 2,00,000 crore. Imagine, my last year’s repayment and interest was Rs 28,000 crore. This year, it is about Rs 33,000 crore. And the coming years when they borrowed the most in 2007-08, those bonds will come to haunt us.

 

Are your new borrowings at a lower cost?

At a much lower cost as we have borrowed from the market. We have borrowed at a much lower rate. At least 200 points difference. Having said so, our debt GDP ratio has come down.

 

How come?

Because GDP has grown phenomenally. So, while there’s no question that we are in a debt trap because we are essentially borrowing. Just Imagine, we have borrowed .Rs 1,13,000 crore of which Rs 94,000 crore has gone towards repayment and interest. We have thus borrowed for development about Rs 18,000 to Rs 19,000 crore in five years. So we haven’t borrowed much at all.

 

How did you fund the growth in GDP that you mentioned earlier?

Taxes have exactly doubled.

 

How did you manage to do that?

Tax collections went up from Rs 21,000 crore to almost Rs 43,000 crore in four years in our regime. We have implemented the largest e-taxation drive by any state in India during the period, and the central government has given us the highest award for that.

 

How does this e-taxation work?

Every part of the tax can only function transparently through the computer. For example, VAT registration and digitised signature cannot be done in paper. It has to be done compulsorily online. What did the government give you back? Dematerialised VAT certificate with digitised signature. Then the ease of doing business in the state.

Businessmen were complaining that they paid VAT and should be able to seek refund, but they don’t get it. So I said we’ll give you 90% of what you self-declare. Then I got information that some officer arrives at their offices — you know what that means. I’m perhaps the only finance minister in India who said on the floor of the house after consulting with the chief minister that no officer shall go to a dealer’s office without an official letter from the commissioner. Within three months, the loophole got plugged, and now it’s a perfect system.

The state Cabinet led by Chief Minister Mamata Banerjee has decided to widen the port based industrialisation adding sharp edge in the business scenario in the state.

The development of robust infrastructure, exploring various opportunities in consultation with global analytical firms and development of inland waterways to optimally leverage its maritime advantages are already underway by the state commerce and industry department and West Bengal Industrial Development Corporation Limited (WBIDC) in deep sea port at Tajpur, major deep sea port at Sagar island and new port with ship building facility at Kulpi.

The state government has already announced a thumping Rs 16,000 crore of investment and 10,000 direct job creations at Tajpur port and port led industry circuit.

পরিকাঠামো উন্নয়ন এবং অন্তর্দেশীয় জলপথ সন্তোষজনক করার জন্য ইতিমধ্যে গভীর সমুদ্র বন্দর তৈরির সিদ্ধান্ত নিয়েছে রাজ্য। বাণিজ্য ও শিল্প বিভাগ এবং পশ্চিমবঙ্গ শিল্প উন্নয়ন কর্পোরেশন লিমিটেড (WBIDC) ইতিমধ্যেই তাজপুরে গভীর সমুদ্র বন্দর, সাগর দ্বীপে সমুদ্র বন্দর এবং কুলপিতেও জাহাজ নির্মাণ সংস্থাসহ গভীর সমুদ্রবন্দর তৈরি করার সিদ্ধান্ত নিয়েছে।

রাজ্য সরকার ইতিমধ্যেই তাজপুরে ১৬,০০০ কোটি টাকার প্রকল্প ঘোষণা করেছে। প্রথম দফায় ১০,০০০ কোটি টাকা এবং দ্বিতীয় দফায় ৬,০০০ কোটি টাকা বিনিয়োগ করা হবে। এই প্রকল্পের মাধ্যমে প্রায় ১০,০০০ কর্মসংস্থান হবে।

Stating that West Bengal has witnessed a rapid development in almost all sectors, Alexander Ziegler, Ambassador of France in India, said that he is taking initiative to motivate more French companies to invest in the state.

He met the state Finance Minister Amit Mitra in Nabanna on Friday and said this after the meeting which he stated to be a “very successful” one.

Ziegler said that West Bengal is one of the best investment destinations at present. The reason being several initiatives were taken for its overall development and to attract investment here.

The state Finance Minister has invited him to be present in the Bengal Global Business Summit scheduled to be held on January 20, 2017.

পশ্চিমবঙ্গ প্রায় সব খাতে দ্রুত উন্নয়ন করছে, দ্রুত এগোচ্ছে রাজ্য৷ তাই ফ্রান্স বাংলায় তার লগ্নির পরিমাণ আরও বাড়াতে চায়৷

এদিন ফ্রান্সের ভারতীয় রাষ্ট্রদূত আলেকজান্ডার জিয়েগলার বলেন, রাজ্যে বিনিয়োগ করার জন্য আরো ফরাসি কোম্পানিকে  উদ্বুদ্ধকরণের পদক্ষেপ গ্রহণ করা হয়েছে।

শুক্রবার নবান্নে  রাজ্যের অর্থমন্ত্রী অমিত মিত্রের সঙ্গে সাক্ষাৎ করেন তিনি। শিল্প সংক্রান্ত বেশ কিছু বিষয়ে দু‘জনের আলোচনা হয়৷ বৈঠকের পর তিনি জানান, শিল্পমন্ত্রীর সঙ্গে আলোচনায় তিনি খুশি ৷ রাজ্যের শিল্প পরিস্থিতি ইতিবাচক৷

জিয়েগলার বলেন, বর্তমানে পশ্চিমবঙ্গ সবচেয়ে ভালো বিনিয়োগ গন্তব্যস্থলগুলির মধ্যে একটি।

রাজ্যের অর্থমন্ত্রী তাঁকে বিশ্ব বঙ্গ শিল্প সম্মেলনে আমন্ত্রণ জানান যা অনুষ্ঠিত হবে ২০১৭ সালের ২০ জানুয়ারি।

“The state is debt-ridden and heading towards a fiscal crisis. But Parliament is doing nothing about it.” He added that the Centre’s denial of help was “sad and shocking”, reacting to Arun Jaitley’s comment, West Bengal Finance Minister Dr Mitra said.  “The comment was made in such a light manner that we and the people of Bengal are shocked. As we cannot take any loan without the permission of the Central government, the Centre cannot avoid its responsibility as far as repayment of the loan is concerned”, he said.

“You will be surprised to know that in the last five years between 2011-2016 the Centre has deducted Rs 1,41,00 crore,” Dr Mitra said.

Dr Mitra was criticising Union finance minister Jaitley’s comment at Lok Sabha who said one should take as much loan as one can repay. Jaitley was replying to AITC MP Abhishek Banerjee’s speech who insisted on the restructuring of the loan taken by West Bengal. “The burden of loan that we are carrying has been done by the previous Left Front government. These loans taken during the Left Front reign have started to mature and between 2011/12- 2015/16 financial year we had to pay 42312 crore as repayment of principal and interest. In the next five years between 2017-22 we will have to pay nearly only one lakh crore as interest and if we consider loan plus principal then it will reach 253910 crore,” Dr Mitra added

Referring that the state is going to take another Rs 1000 crore in August Dr Mitra told the media at state headquarters that the Government in the last five years have taken little more than Rs 113000 crore as loan from the market and out of that Rs 94000 crore has gone only for the repayment of loans. We could only take Rs 18000 crore for the development of the state. We are going into a debt trap. The Centre can give 10 lakh dollars to IMF for restructuring of loans for Greece but they won’t do anything for debt-ridden states. This is really unfortunate. If we have used our full potential then our GDP would have been four times and we could do a lot more for the development of the state,” Dr Mitra added.

 

ঋণগ্রস্ত রাজ্যগুলিকে সাহায্য করছে না কেন্দ্র – সমালোচনায় অর্থমন্ত্রী অমিত মিত্র 

লোকসভায় কেন্দ্রীয় অর্থমন্ত্রী অরুণ জেটলির রাজ্যের ঋণ মকুবের আর্জি খারিজ করে দেওয়ার বক্তব্যের পরিপ্রেক্ষিতে অর্থমন্ত্রী অমিত মিত্র শুক্রবার নবান্নে বলেন, “রাজ্য এখন ঋণগ্রস্ত, বাম আমলের ঋণের বোঝায় জর্জরিত এবং  ক্রমশ এই পরিস্থিতি রাজস্ব সংকটের দিকে এগোচ্ছে। কিন্তু সংসদ এব্যাপারে কোন পদক্ষেপ নিচ্ছে না”। তিনি আরো বলেন যে “কেন্দ্র আমাদের সাহায্য করতে অস্বীকার করেছে এটা খুবই দুর্ভাগ্যজনক ও দুঃখের”।

তিনি বলেন, “যেহেতু কেন্দ্রের অনুমতির সাপেক্ষেই রাজ্য ধার নিতে পারে।তাই অনুমতি দেওয়া মানেই কেন্দ্রীয় সরকারেরও একটা দায়িত্ব থেকে যায়। তাই এভাবে তারা তাদের দায়িত্বভার এড়াতে পারেন না”।

ডঃ মিত্র বলেন, “আপনি জানলে অবাক হবেন যে গত পাঁচ বছরে শুধুমাত্র ২০১১–১২ সাল থেকে ২০১৫–১৬ সালের মধ্যে ধার শোধ করতে দিতে হয়েছে ১ লক্ষ ৪১ কোটি টাকা”।

প্রসঙ্গত, গত বৃহস্পতিবার লোকসভায় অতিরিক্ত বাজেট বরাদ্দ নিয়ে আলোচনায় সাংসদ অভিষেক বন্দ্যোপাধ্যায় যুক্তরাষ্ট্রীয় ব্যবস্থার নামে কেন্দ্রীয় সরকারের ভূমিকা নিয়ে প্রশ্ন তোলেন।

তিনি বলেন, আগামী ৫ বছরে আসল ও সুদ মিলিয়ে কেন্দ্র সরকার ট্রেজারি থেকে কেটে নেবে ২ লক্ষ ৫৩ হাজার ৯১০ কোটি টাকা। এই টাকা যদি থাকত, তাহলে উন্নয়নের দিক থেকে পশ্চিমবঙ্গ দেশে এক নম্বর হত। যুক্তরাষ্ট্র পরিকাঠামোয় রাজ্যের আর্থিক দুরবস্থা থেকে বেরিয়ে আসতে কেন্দ্রের সাহায্য করা উচিত।

তিনি আর বলেন, “২০১১–১৬ সালে বর্তমান সরকার মাত্র ১ লক্ষ ১৩ হাজার কোটি টাকা ঋণ নিয়েছে। তার ঋণ পরিশোধ করতেই চলে গেছে ৯৪ হাজার কোটি টাকা। বছরে ৪ হাজারেরও কম কোটি টাকা ধার নিয়েছে তৃণমূল সরকার। এই সমস্ত টাকা যদি রাজ্য সরকারের হাতে থাকত, ঋণের ফাঁদে না জড়িয়ে পড়তে হত, তাহলে শিল্পের প্রসারের ক্ষেত্রে অনেকটা এগিয়ে যেত রাজ্য। কারণ শিল্পোন্নয়নের জন্য যে পরিকাঠামোর প্রয়োজন তা অনায়াসে তৈরি করে ফেলতে পারত রাজ্য। যদি বকেয়া ঋণ বইতে না হতো, তা হলে রাজ্যের উৎপাদন (জিডিপি) চার গুণ বেড়ে যেত।’’

I take your point that we have to optimize our tax revenues both at the Central level and at the level of the State. However, you have correctly identified the problem that our economy is facing right now. There are two engines of growth – FDI flows and public investment in infrastructure.

You have conceded on the floor of this House several times and also today, that there is practically no new domestic private investment. Our captains of industry, our capitalist class had heavily invested in you, the BJP, during the election campaign but they are refusing to invest in India today. Now, if in fact, private investors remain in slumber and you have to make higher levels of public investment particularly for our infrastructure needs, this will have a bearing on the fiscal deficit that you just spoke about.

Therefore, I would like to ask you one question. You announced that you would have an Expert Committee to review the FRBM Act in the course of your Budget speech. Please take this House into confidence as to the status of that Expert Committee because we must spend both at the Central level and also in our States on the vital social sector schemes. We cannot ignore the poor and the downtrodden people in our State.

That is why, we say in West Bengal that we have such a terrible debt burden, yet we have an obligation and the responsibility to provide health, education and social infrastructure.
