Poland has proposed to offer scholarships to youth from Bengal, who wish to acquire knowledge of mining engineering in their country.

Poland is known for its expertise in the mining and coal sector and feels that the knowledge gained by the Bengal youth in their country can be utilised in the state.

“Technical knowledge of Poland in certain areas of the power sector can be beneficial for Bengal. We have sought details from Poland on how they want to proceed in this regard,” state Power minister Sobhandeb Chattopadhyay said on the sidelines of the Business to Government (B2G) meeting at the Bengal Global Business Summit on Tuesday.

The minister, along with principal Power secretary Sunil Gupta and some senior officials of the department, held B2G meetings with as many as eight countries, including Poland, on how the state can partner with them in the power and renewable energy sector.

মঙ্গলবার বাংলা বিশ্ব বাণিজ্য সম্মেলনে উপস্থিত হয়েছিলেন পোল্যান্ডের ডেপুটি মন্ত্রী মেরেক ম্যাগিএরোস্কি। তিনি সম্মেলনের শেষে বণিকসভা বিসিসিআইয়ের আয়োজিত একটি বৈঠকে সাংবাদিকদের সঙ্গে মুখোমুখি হন। তিনি বলেন, পোল্যান্ড মূলত তামা ও কয়লার গভীর খনন করে থাকে। এর জন্য তাঁদের কাছে রয়েছে বিশেষ খনন প্রযুক্তি। সেই অত্যধুনিক নিরাপদ প্রযুক্তিই তাঁরা ভাগ করতে চান বাংলার সঙ্গে।

পোল্যান্ডের তরফে জানানো হয়েছে, শক্তি, খাদ্য প্রক্রিয়াকরণ, প্রতিরক্ষা এবং অন্যান্য উদ্ভাবনী মূলক শিল্প পোল্যান্ডকে আকৃষ্ট করেছে।
ডেপুটি মন্ত্রী বলেন, তাঁদের লক্ষ্য দ্রুত উন্নয়নশীল দেশ হিসাবে প্রথমের সারিতে উঠে আসা ভারতের সঙ্গে সুসম্পর্ক স্থাপন করা। সেই সম্পর্ক শুধু বাণিজ্যের মধ্যেই আবদ্ধ থাকবে না। সামাজিক এবং সাংস্কৃতিক দিকগুলিকেও সমান ভাবে গুরুত্ব দেওয়া হবে।

Bengal is now on an overdrive to register a sturdy growth in terms of turnover. The state has registered a turnover of Rs 53,649 crore during 2016-17 from Rs 47,857 crore during 2015-16. Therefore, the state’s economy is growing at the rate of 10.49 per cent and, by the 2019-20 fiscal, will soon touch the 40 per cent.

These facts were stated by the state’s Finance Minister, Dr Amit Mitra at a recent function organised by the Federations of Indian Export Organisations (FIEO) in Kolkata.

He also said that the state’s exports would touch Rs 75,000 to 80,000 crore during that period.

Close on the heels of the ever-increasing growth rate, the minister said, employment generation too saw a sharp rise as MSME sectors alone generated 1,40,000 jobs in textiles only. Gems and jewellery generated 1 lakh, leather, 15 lakh and foundry, 30,000 jobs. Therefore, the total volume of job opportunities created in the state taking into account all the above four sectors, which comprise micro, small and medium enterprises (MSME), is 17,70,000.

বাংলার অর্থনৈতিক উন্নয়নের হার ১০.৪৯%ঃ অমিত মিত্র

 

অর্থনৈতিক উন্নয়নের নিরিখে বাংলা খুব দ্রুত উন্নতি করছে। ২০১৬-১৭ অর্থবর্ষে বাংলার অর্থনৈতিক টার্নওভার হয়েছে ৫৩৬৪৯ কোটি টাকা যা ২০১৫-১৬ সালে ছিল ৪৭৮৫৭ কোটি টাকা। মানে এরাজ্যের অর্থনীতি ১০.৪৯% হারে উন্নতি করেছে। অনুমান করা হচ্ছে ২০১৯-২০ অর্থবর্ষের শেষে এই হার ৪০% হয়ে যাবে।

ফেডারেশন্স অফ ইন্ডিয়ান এক্সপোর্ট অরগানাইজেশন্স আয়োজিত এক সম্মেলনে এই তথ্যগুলি দেন রাজ্যের অর্থমন্ত্রী অমিত মিত্র। পাশাপাশি তিনি এও বলেন, ততদিনে বাংলার রপ্তানির পরিমাণ ৭৫০০০ থেকে ৮০০০০ কোটি টাকা ছুয়ে যাবে।

এর পাশাপাশি তিনি বলেন, ক্ষুদ্র ও মাঝারি শিল্পে কর্মসংস্থান বেড়েছে উল্লেখযোগ্য ভাবে। শুধুমাত্র বস্ত্রশিল্পে ১৪০০০০ জনের কর্মসংস্থান হয়েছে। জেমস ও জুয়েলারির ক্ষেত্রে হয়েছে ১ লক্ষ, ঢালাই শিল্পে ৩০০০০ কর্মসংস্থান হয়েছে। ক্ষুদ্র ও মাঝারি শিল্পের সমস্ত শিল্পগুলিতে মোট কর্মসংস্থান হয়েছে প্রায় ১৭৭০০০০।

Bengal chief minister Mamata Banerjee has asked Union finance minister Arun Jaitley to withdraw the proposed Financial Resolution and Deposit Insurance Bill, 2017.

Trinamool Congress has decided to oppose the ‘draconian bill’ both inside and outside Parliament.

Mamata Banerjee wrote that the proposed bill would compromise the financial security and safety of common people on four counts: it would forcibly convert their deposits into equity shares of the bank; it could change the nature of the deposits from one class to another, leading to a change in interest rates or deposit tenures; it could impose a stay on the right to withdraw deposits before maturity; if the Centre wants, it can impose a moratorium on payment of interest and repayment of deposits.

In her 2-page letter, Mamata Banerjee said the bill would take away the savings of common people entrusted to banks. “The common people are anguished at what the bill could do to ruin their lives through the activities of the proposed Financial Resolution Corporation,” she added.

 

এফআরডিআই বিলের বিরোধিতায় মুখ্যমন্ত্রী

আর্থিক ক্ষেত্রের খসড়া বিলের বিরোধিতায় কেন্দ্রীয় অর্থমন্ত্রীকে চিঠি দিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। দেশের সাধারণ মানুষের স্বার্থে অবিলম্বে তা প্রত্যাহারের আর্জি জানালেন তিনি।

চিঠিতে ওই বিল নিয়ে সাধারণ মানুষের উদ্বেগের কথা তুলে ধরেছেন মুখ্যমন্ত্রী। লিখেছেন, ফিনান্সিয়াল রেজলিউশন অ্যান্ড ডিপোজিট ইনশিওরেন্স (এফআরডিআই) বিল শেষ পর্যন্ত আইন হলে, তা হবে গরিব ও মধ্যবিত্ত মানুষের আর্থিক সুরক্ষায় বড় ধাক্কা।

তাঁর যুক্তি, সে ক্ষেত্রে দেউলিয়া ঘোষণার মুখে দাঁড়ানো ব্যাঙ্কে গচ্ছিত টাকা ফেরত পাওয়ার বিষয়ে আর একশো শতাংশ নিশ্চিত থাকতে পারবেন না সাধারণ মানুষ। ফলে ব্যাঙ্কিং পরিষেবার উপর আমজনতার বিশ্বাস ভেঙে চুরমার হবে।

মুখ্যমন্ত্রীর অভিযোগ, কিছু লোকের স্বার্থরক্ষা করতে গিয়ে সাধারণ মানুষের সারা জীবনের সঞ্চিত অর্থ কাড়ার বন্দোবস্ত রয়েছে এই বিলে।

খসড়া বিলে প্রস্তাব, কোনও ব্যাঙ্ক দেউলিয়া ঘোষণার মুখে থাকলে, ঘুরে দাঁড়ানোর চেষ্টা হিসেবে গ্রাহকের আমানতের টাকা তাঁদের অনুমতি না-নিয়েই বাড়তি সময় আটকে রাখতে পারবে তারা। প্রয়োজনে তা বদলে দিতে পারবে শেয়ার, ডিবেঞ্চার, বন্ড ইত্যাদিতে। এই বিষয়গুলি নিয়ে চিঠিতে প্রশ্ন তুলেছেন মুখ্যমন্ত্রী।

Expressing concern over declining goods and services tax (GST) revenue, West Bengal’s finance minister Amit Mitra on Thursday said that states are facing a revenue shortfall of Rs 39,111 crore in the four months after the July 1 roll-out.

The government had anticipated a revenue shortfall of Rs 55,000 crore, which was expected to be recovered through the compensation cess levied on luxury and sin goods, but now the revenue gap is expected to widen to Rs 80-85,000 crore for the whole financial year, Dr Mitra said.

“Revenue of Rs 43,013 crore per month was to be protected for states. For all states for four months, we needed Rs 1.72 lakh crore for revenue protection. What have we got? Rs 1.33 lakh crore. That means there is a revenue protection shortfall of Rs 39,111 crore in the (first) four months,” Dr Mitra said at the annual general meeting of FICCI.

Dr Amit Mitra was participating in a session on GST with the finance ministers of Jammu & Kashmir and Bihar.

জিএসটিতে বিদ্ধ ছোট শিল্প: অমিত মিত্র

সেপ্টেম্বরে জিএসটি থেকে আয় হয়েছিল ৯৫,১৩১ কোটি টাকা। অক্টোবরে তা নেমেছে ৮৩,৩৪৬ কোটিতে। ছোট ও মাঝারি শিল্পগুলি সমস্যায় পড়েছে বলেই এই ছবি ফুটে উঠছে বলে অভিযোগ তুললেন অমিত মিত্র।

বৃহস্পতিবার ফিকি-র বার্ষিক সাধারণ সভায় পশ্চিমবঙ্গের অর্থমন্ত্রীর দাবি, ‘‘জিএসটি-র রাজস্ব আয়ের পরিসংখ্যান নিয়ে স্বচ্ছতা নেই। কিন্তু বাস্তব হল, এক মাসে প্রায় ১২ হাজার কোটি টাকা আয় কমেছে। প্রক্রিয়াগত জটিলতায় ছোট-মাঝারি সংস্থাগুলি রিটার্ন ফাইল করতে পারছে না। উৎপাদনও ৪০% মার খেয়েছে।’’

অমিতবাবুর হিসেব, জিএসটি-তে রাজ্যগুলির প্রথম চার মাসে রাজস্ব আয়ে ঘাটতির পরিমাণ প্রায় ৩৯,১১১ কোটি টাকা। রাজ্যগুলি কেন্দ্রের থেকে ক্ষতিপূরণ পেয়ে যাবে। কিন্তু এর ফলে কেন্দ্রের আয় নিয়েও চিন্তার কারণ রয়েছে। তাঁর দাবি, ধরা হয়েছিল, চলতি অর্থবর্ষে ৫৫ হাজার টাকা ক্ষতিপূরণ দরকার হবে। তা প্রায় ৯০ হাজার কোটিতে পৌঁছবে।

অমিতবাবুর যুক্তি, জিএসটি-র বাইরে থেকেই রাজ্যগুলির গড়ে ৪০% আয় হয়। জিএসটি-ব্যবস্থা স্থিতিশীল না হওয়া পর্যন্ত পেট্রোল-ডিজেলকে এর আওতায় আনা উচিত নয়।

The 5th North Bengal Conclave has turned out to be a big boost to industry in the region. Dr Amit Mitra, Bengal’s Finance and Industry & Commerce Minister, said at the day-long summit on December 5, which he had inaugurated, that the region has received investments worth Rs 2,345.82 crore over the last two years.

He explained the figure thus: Expressions of interest worth Rs 888 crore were signed at the conclave, and during the Agro Synergy in May 2017, it was approximately Rs 600 crore. Combining these with the work undertaken in 2015, and proposed investments and new projects, the figure comes to a staggering Rs 2,345.82 crore.

He also said that this is just an indicative figure, implying that more is to come adding that there is huge potential in north Bengal, and the State Government will do everything to attract investments in the region.

 

উত্তরবঙ্গে বিনিয়োগের ইচ্ছা প্রকাশ শিল্পপতিদের

শিল্প সম্মেলনের মধ্যে দিয়ে উত্তরবঙ্গে বিনিয়োগের ইচ্ছা প্রকাশ করলেন শিল্পপতিরা।

শিলিগুড়ির দার্জিলিং মোড় এলাকায় সিআইআই শিল্প সম্মেলনের আয়োজন করেছিল। বাংলাদেশ ও ভুটান থেকেও শিল্পপতিরাও এখানে আসেন। এ ছাড়া উত্তরবঙ্গের আট জেলার শিল্পপতিরাও অংশ নেন। বাংলাদেশের শিল্পপতিরা উত্তরবঙ্গের পর্যটন শিল্পে বিনিয়োগ করতে আগ্রহ প্রকাশ করেন। পাশাপাশি বাংলাদেশ আবেদন করে ভারতের শিল্পপতিদের বাংলাদেশে শিক্ষা ও স্বাস্থ্যে বিনিয়োগ করতে।

উত্তরবঙ্গে বিনিয়োগে অনেক সুযোগ, পাহাড় থেকে সমতলে সব জায়গায় বিনিয়োগ করা যায়। শিলিগুড়ি সংলগ্ন গাজোলদবায় ভোরের আলোতে পর্যটন হাব তৈরী হচ্ছে। সেখানেও বিনিয়োগ করা যায়।

মুখ্যমন্ত্রীর উদ্যোগে প্রতি জেলায় ল্যান্ড ব্যাঙ্ক তৈরী হয়েছে। শিল্পের সমস্ত প্রয়োজনে রাজ্য সরকার সাহায্য করে। বাগডোগরা থেকে বাংলাদেশ পর্যন্ত বিমান চালানোর চেষ্টা করা হচ্ছে। শিক্ষাক্ষেত্রে ১৭০ কোটি টাকার বিনিয়োগের প্রস্তাব এসেছে।

As a result of the hurried manner in which the Goods and Services Tax (GST) was introduced, the taxation rates are being changed repeatedly by the Central Government, which is proving to be a hindrance in the smooth implementation of the system. This was stated recently by the Bengal Finance and Industries Minister, Dr Amit Mitra at a seminar held at the India International Trade Fair 2017 at Pragati Maidan in New Delhi.

He said, with so frequent changes, businesses, especially the small businesses, which cannot afford to hire qualified chartered accountants to be explained all the complexities, are finding it very difficult to follow the rules and regulations of the system while filing their income tax reports.

Even GST Network, the organisation responsible for writing the software for the fully-online system, is failing to cope with the changes, according to the minister. As a result of these difficulties, the tax collection by both the Centre as well as the states has taken a hit.

 

বারবার বদলের জেরে বাড়ছে জিএসটি বিপত্তিঃ অমিত মিত্র

মসৃণ জিএসটির পথে বাধা ঘন-ঘন করের হার বদল। বিপত্তি বাঁধছে নিয়ম-কানুন লাগাতার পাল্টাতে থাকার জেরেও। কারণ, বারবার ওই বদলের সঙ্গে তাল মেলানো কঠিন হচ্ছে জিএসটি নেটওয়ার্কের(জিএসটিএন) পক্ষে। যা নতুন কর-ব্যবস্থার মেরুদণ্ড। তাই হয়রান ব্যবসায়ীরা। ঘুম ছুটছে নেটওয়ার্ক সামলানো লোকেদেরও। তড়িঘড়ি জিএসটি চালুর মাসুল গোনা নিয়ে এ ভাবেই কেন্দ্রের দিকে ফের তোপদাগলেন রাজ্যের অর্থমন্ত্রী অমিত মিত্র।
দিল্লির প্রগতি ময়দানে আন্তর্জাতিক শিল্প-বাণিজ্য মেলায় অমিতবাবুর অভিযোগ, তাড়াহুড়োয় জিএসটি চালু করার জন্যই এখন এত ঘন ঘন করের হার বদলাতে হচ্ছে। ঘাম ছুটছে আমজনতা, ব্যবসায়ীএমনকী জিএসটিএন সামাল দেওয়া লোকেদেরও। তাঁর দাবি, এর খেসারতে কর সংগ্রহ কমেছে কেন্দ্র-রাজ্য উভয়েরই।

অমিতবাবুর কথায়, ‘‘ঘন ঘন করের হার বদলানোয় জিএসটি নেটওয়ার্ক নিয়ে যাঁরা কাজ করছেন তাঁরাও সমস্যায় পড়ছেন। পণ্যে কর কমানো সমর্থন করি। কিন্তু তার পিছনে নির্দিষ্ট নীতি থাকা প্রয়োজন। ইচ্ছে মতো করা অনুচিত।’’

এ ছাড়া অমিতবাবুর অভিযোগ, জিএসটিতে রাজস্ব আদায় বৃদ্ধির যে আশা করা হয়েছিল, তা মেটেনি। তাঁর দাবি, অগস্ট-সেপ্টেম্বরে কেন্দ্রের কোষাগারে প্রায় ৬৫ হাজার কোটি টাকা কম ঢুকেছে। রাজ্যগুলিরক্ষেত্রে তা প্রায় ৩০ হাজার কোটি। তাঁর মতে, এটিরও অন্যতম কারণ জিএসটিএনে সমস্যা। সেখানে রিফান্ডের সমস্যাও যথেষ্ট বলে তাঁর দাবি।

In a bid to revive Durgapur Projects Limited (DPL), the state government has taken a decision to include it as its subsidiary under the West Bengal State Electricity Board. The decision has been taken in the State Cabinet meeting.

It may be mentioned that the State Government had engaged a Group of Ministers (GoM) ­— Partha Chatterjee, Amit Mitra, Malay Ghatak, Sobhandeb Chattopadhyay and Arrop Biswas — to assess and recommend steps that are necessary for the revival of DPL.

The GoM placed its observation and recommendations before the state government, based on which the decision has been taken. The thermal power generation station, which has eight units, continues to have a capacity of generating 650 MW power. Five of those units are non-functional, two function properly and one requires attention for better function. The step would help in checking the accumulated loss.

However, the name of the company is supposed to stay and will continue to function as a state government utility. Moreover, 3000 employees, including the contractual ones, will continue to work as it is. It was assessed that the step will ensure the revival of DPL.

ডিপিএল সম্পূর্ণ অধিগ্রহণ রাজ্যের, সিদ্ধান্ত মন্ত্রীসভার

দুর্গাপুর প্রোজেক্টস লিমিটেড (ডিপিএল) পুরোপুরি অধিগ্রহণ করছে রাজ্য সরকার। রাজ্য মন্ত্রীসভা এই সিদ্ধান্ত নিয়েছে।

শিক্ষামন্ত্রী মন্ত্রীসভার বৈঠক শেষে বলেন, ডিপিএল-এর পুনরুজ্জীবনের জন্য মুখ্যমন্ত্রী সচেষ্ট ছিলেন। তিনি সুপারিশ গ্রহনের জন্য মন্ত্রীগোষ্ঠী তৈরি করেন।

এখন এই সংস্থায় যারা কাজ করেন, তাঁদের বহাল রাখার সুপারিশ করেছে মন্ত্রীগোষ্ঠী। এই সুপারিশ গৃহীত হয়েছে।

সিদ্ধান্ত হয়েছে এই সংস্থাটিকে পুরোপুরি অধিগ্রহণ করবে রাজ্য সরকার। সমস্ত সম্পদ এবং মানবসম্পদ সরকারের কাছে হস্তান্তরিত হবে। চুক্তিভিত্তিক ও স্থায়ী মিলিয়ে এখন ডিপিএল-এর কর্মী সংখ্যা ৩০০০। কাউকে ছাঁটাই করা হবে না।

State Finance and Industry Minister Amit Mitra on Tuesday alleged that the Centre has not released any fund for the flood-like situation in the state.

“The state had demanded Rs 6,068 crore but the Centre has not made any financial assistance for undertaking flood relief work. The state alone had spent Rs 772.6 crore from the State Disaster Relief Fund but the National Disaster Relief Fund has not allocated a penny,” Dr Mitra said.

The state Finance minister also hit out at the centre alleging that sending a team from Delhi to the districts having flood-like situation was a mere eyewash.

Dr Mitra reiterated that a total of 254 blocks, 51 municipalities, 1,691 gram panchayats and 15,702 villagers received the state’s aid. “This is testimony to the fact that there has been no discrimination was made on political grounds,” he added.

Two other ministers also raised their voices against the Centre for ignoring the state by not responding to the demands of their respective departments at the state Assembly’s question answer session.

State Law Minister was vocal against stoppage of matching grants for the Centre in the last few years that has posed a hindrance in the setting up of court buildings. State Consumer Affairs and Self Help Group Minister was vocal against the non co-operation of the banks in providing loans to the SHGs.

 

বন্যাত্রাণে এক টাকাও দেয়নি কেন্দ্র, বিধানসভায় সরব অমিত মিত্র 

বন্যাত্রাণে ৬০৬৮ কোটি টাকা কেন্দ্রের কাছে চাওয়া হয়েছিল। কিন্তু ‘ন্যাশনাল ডিজাস্টার রেসপন্স ফান্ড’ থেকে এক টাকাও মেলেনি। কেন্দ্রীয় পর্যবেক্ষক দল রাজ্যে এসেছে। চারদিন ধরে ঘুরে বেড়িয়েছে। ওই পর্যন্তই। পুরোটাই ভেল্কি! কোনও উত্তর কেন্দ্রের তরফে রাজ্যকে দেওয়া হয়েনি। মঙ্গলবার বিধানসভায় ফের কেন্দ্রের বঞ্চনা নিয়ে সরব হলেন অর্থমন্ত্রী অমিত মিত্র।

তিনি জানিয়ে দিলেন, “কেন্দ্র না দিলেও, ওই খাতে রাজ্য ইতিমধ্যিই ৭৮২ কোটি টাকা খরচ করে ফেলেছে।”

এদিন অমিতবাবু ব্লক, পুরসভা ও পঞ্চায়েত ধরে অর্থ খরচের ব্যাখ্যা দেন।বলেন “২৪৫ টি ব্লক, ৫১ টি পুরসভা, ১৬৯৮ টি গ্রাম পঞ্চায়েতকে এই ত্রাণ দেওয়া হয়েছে। প্রায় ১৬ হাজার গ্রামের ৮৪ লক্ষ মানুষ উপকৃত হয়েছেন। বন্যায় অনেক বাড়ি ক্ষতিগ্রস্থ হয়েছিল। আমরা ৪ লক্ষ ৯৭ হাজার ৩৬২ টি বাড়ি সংস্কারের জন্য অর্থ দিয়েছি। ৭ লক্ষ ১৯ হাজার ৫২৪ টি ত্রাণশিবির করা হয়েছে।”

Dr Amit Mitra, state Finance minister expressed immense satisfaction over the response of the British and Scottish businessmen who attended the meetings with the Chief Minister in the past one week.

Talking to newsmen here on Friday afternoon, Dr Mitra said: “There was an overwhelming response from the investors. We have invited them to come to Bengal Global Business Summit scheduled to be held in January, 2018. They have shown interest in education, water purification and healthcare.”

Dr Mitra said Presidency University has already shown interest to collaborate with Edinburgh University in Life Science. “The Vice-Chancellor of Presidency University called up and has shown keen interest to collaborate in various fields of Life Science like Genetics. There will be joint research programmes and scholar exchange programmes.”

Dr Mitra said some firms have shown interest in water management like generation of electricity from tidal waves and supply of clean drinking water. “We have exchanged our views with them and their response is highly satisfactory,” he maintained. Edinburgh is developed in healthcare system and in two areas the businessmen present at the meeting had shown keen interest.

“One is the training programme for nurses and the other is providing expertise through video conferencing of medical treatment and surgery. In remote areas, we can take help of this technology,” he added. The British and Scot businessmen had B2B meetings with their counterparts in India.

Mamata Banerjee had addressed the businessmen at FICCI UKIBC roundtable at St. James Court Hotel in London on Monday. Again on Thursday, she addressed Scottish businessmen who attended a meeting organised by the Scottish Development International in collaboration with Asia Scotland Institute and Edinburgh Chambers of Commerce.

Highlighting Bengal as an emerging business destination, recovering from the rigours of 34-years of misrule by the erstwhile Left Front government, the Chief Minister was extremely passionate and proficient in her case studies which projected the sea changes that have been brought about by her government since she came to power in 2011.

In both the meetings, Mamata Banerjee had argued strongly in favour of investing in Bengal. She had said that the economic scenario in Bengal had improved over the past few years and it is now the ideal destination for investment. She had explained to the businessmen and investors about the land use policies, industrial policies framed by Bengal government and assured that availability of land will not be a problem.

সফরের শেষদিন দুপুরে গোটা সফরের সারসংক্ষেপ নিয়ে সাংবাদিকদের মুখোমুখি হন অমিত মিত্র। তিনি বলেন, “মুখ্যমন্ত্রীর সঙ্গে এই সফরে যে ৩০ জন শিল্পপতি এসেছেন, তাঁরা প্রত্যেকেই রাজ্যের বাণিজ্যেসবস্তরের  প্রতিনিধিত্ব করেন। ব্রিটেন-ভারত বিজনেস কাউন্সিলের বৈঠকে যে ব্রিটেনের সবচেয়ে বড় সংস্থা ব্রিটিশ টেলিকম সহ এত বড় বড় সংস্থার কর্ণধাররা উপস্থিত ছিলেন, সেটা অবশ্যই বড় প্রাপ্তি। কারণ, আমরা ভেবেছিলাম, ক্ষুদ্র এবং মাঝারি সারির সীমিত কিছু সংস্থা ওই বৈঠকে উপস্থিত থাকবে।”

“এছাড়া আরও বড় প্রাপ্তি হল, ওই সভায় স্বয়ং ব্রিটেনের প্রাক্তন বাণিজ্যমন্ত্রী তথা স্ট্যান্ডার্ড চাটার্ডের প্রাক্তন চেয়ারম্যান ও সিইও লর্ড ডেভিসের উপস্থিতি এবং মুখ্যমন্ত্রীর সঙ্গে মুখোমুখি আলোচনা। এই প্রথমভারতের কোনও অঙ্গরাজ্যের মুখ্যমন্ত্রীর সঙ্গে দেখা করলেন তিনি। এটা অবশ্যই স্পেশাল। শিল্পমহলের এই উচ্ছ্বসিত সাড়ায় আমরা অভিভূত। আমরা এখন বিশ্ববঙ্গ শিল্প সম্মেলনে তাঁদের স্বাগত জানানোর জন্যঅপেক্ষা করছি,” বলেন অমিত মিত্র।

স্কটল্যান্ড সফরের ক্ষেত্রেও নিজেদের সাফল্য তুলে ধরতে মন্ত্রী বলেন, “আমরা ভেবেছিলাম এডিনবরার শিল্পবৈঠকে ২০-২৫টি সংস্থা থাকবে। কিন্তু বৃহস্পতিবার সেখানে ৮০টি সংস্থা উপস্থিত ছিল। এখান থেকেআমাদের তিনটি নতুন প্রাপ্তি। প্রথম, জল পরিশোধনের গবেষণাপ্রাপ্ত ফল স্কটল্যান্ড রাজ্যের সঙ্গে বিনিময় করতে রাজি হয়েছে। দ্বিতীয়ত, জোয়ার-ভাটা কাজে লাগিয়ে কীভাবে বিদ্যুৎ তৈরি হয়, তাতে সিদ্ধহস্তস্কটল্যান্ড। সেই প্রযুক্তিও আমাদের সঙ্গে তারা বিনিময় করবে বলে জানিয়েছে। তৃতীয়ত, ডান্ডির নার্সিং স্কুলে যাতে রাজ্যের পড়ুয়ারা নিজেদের উন্নত করতে আসতে পারে, সেজন্য ইতিবাচক কথাবার্তা হয়েছে।”

তিনি আরও বলেন, “এখানে শিল্পসংস্থাগুলির সঙ্গে রাজ্য সরকারের মুখোমুখি আলোচনা হয়েছে। এবার পালা, সংশ্লিষ্ট ক্ষেত্রে যে সব সংস্থা রাজ্যে কাজ করছে, তাদের সঙ্গে এই কোম্পানিগুলিকে মুখোমুখিআলোচনার রাস্তা তৈরি করে দেওয়া। আশা করছি, আসন্ন বিশ্ববঙ্গ শিল্প সম্মেলনেই সেই ব্যবস্থা করে ফেলতে পারব আমরা। কারণ, ইতিমধ্যে ডব্লুবিআইডিসি সেই তালিকা তৈরি করে ফেলেছে।”

Come to Bengal, invest in Bengal – this was the gist of the message given by the Bengal Finance and Industry Minister, Dr Amit Mitra to top representatives from 31 advanced nations, including 15 ambassadors, in Delhi recently.

The message he carried from Chief Minister Mamata Banerjee was one of golden opportunities for people wanting to invest in Bengal to set up facilities in any category of industry. Bengal is already a leader in the micro, small and medium enterprises (MSME) sector, and is gradually drawing bigger investors.

This conference was in preparation for the fourth Bengal Global Business Summit (BGBS), scheduled for January 16-17, 2018. Over the years, the BGBS summits, a brainchild of Mamata Banerjee for attracting investment in Bengal, after the 34-year industrial drought during the Left Front era, have been a huge hit, with memoranda of understanding (MoU) worth hundreds of crores of rupees signed every year.

Towards that aim, the State Government is also going to organise a road show in Delhi soon.

At the 2017 BGBS, representatives from 29 countries in Europe, USA and Asia attended. The 2018 summit is going to be jointly organised by the Bengal government and the industry body, Federation of Indian Chambers of Commerce and Industry (FICCI).

At the Delhi summit, Dr Mitra offered a bouquet of opportunities for anyone wanting to set up, singly or jointly, industrial facilities in any sector. Among the ambassadors were those from Singapore, the Netherlands, Russia, Finland, Saudi Arabia, Indonesia, Hungary, Israel, Bulgaria, Bhutan and Norway, and among the other countries senior representatives were those from Australia and Thailand.

All of them became very interested after learning of the multiple opportunities being offered by the Bengal Government, and showed a keen interest in investing in the state.

 

৩১ দেশের প্রতিনিধিদের সামনে বাংলায় বিনিয়োগের সম্ভাবনা

 

‘বাংলায় আসুন। বাংলায় বিনিয়োগ করুন’। এই বার্তা নিয়ে দিল্লীতে বিশ্বের প্রথম সারির ৩১দেশের উচ্চপর্যায়ের প্রতিনিধিদের সামনে বক্তব্য রাখেন রাজ্যের অর্থমন্ত্রী অমিত মিত্র। এরপরে দিল্লীতে একটি রোড শো-র আয়োজন করা হয় রাজ্যের তরফে।

মূলত আগামী ১৬-১৭ জানুয়ারি কলকাতায় অনুষ্ঠিত চতুর্থ বিশ্ব বাংলা বাণিজ্য সম্মেলনে যোগ দেওয়ার পাশাপাশি বর্তমান সরকারের আমলে এ রাজ্যে কীভাবে বিনিয়োগের বহু সম্ভাবনা তৈরি হয়েছে সেগুলিই তুলে ধরেন অমিত মিত্র। প্রসঙ্গত, ২০১৭ সালের বেঙ্গল গ্লোবাল বিজনেস সামিটে ইউরোপ, আমেরিকা এবং এবং এশিয়া মহাদেশের মোট ২৯টি দেশ অংশ নিয়েছিল। দিল্লীতে যে ৩১ দেশের প্রতিনিধিদের সঙ্গে অমিত মিত্র বৈঠক করেন তাঁদের মধ্যে অন্তত ১৫জন রাষ্ট্রদূত পদমর্যাদার প্রতিনিধি।

সিঙ্গাপুর, নেদারল্যান্ডস, রাশিয়া, ফিনল্যান্ড, সৌদি আরব, ইন্দোনেশিয়া, হাঙ্গেরি, ইজরায়েল, বুলগেরিয়া, ভুটান এবং নরওয়ের মতো দেশগুলি বাংলায় বিনিয়োগ নিয়ে এতটাই উৎসাহিত যে ভারতে নিযুক্ত তাঁদের রাষ্ট্রদূতদেরই এদিন পশ্চিমবঙ্গের অর্থমন্ত্রীর সঙ্গে বৈঠকে আসার নির্দেশ দিয়েছিল। এ ছাড়াও অস্ট্রেলিয়া, থাইল্যান্ডের মতো দেশগুলি পাঠিয়েছিল তাঁদের উচ্চপদস্থ আধিকারিকদের।

এদিনের বৈঠকে অমিত মিত্র তুলে ধরেন বাংলায় বিনিয়োগ করলে রাজ্য সরকারের তরফে কি কি ক্ষেত্রে কি ধরনের সুযোগসুবিধে প্রদান করা হবে তা নিয়ে। সেই সঙ্গে তিনি তুলে ধরেন রাজ্যে কোন কোন ক্ষেত্রে বিনিয়োগের প্রচুর সম্ভাবনা রয়েছে। এর পর ওয়েস্ট বেঙ্গল ইন্ডাস্ট্রিয়াল ডেভেলপমেন্ট কর্পোরেশনের ম্যানেজিং ডিরেক্টর রাজ্যে বিনিয়োগের ক্ষেত্র, তার সম্ভাবনা এবং রাজ্যের তরফে সাহায্য ও যাবতীয় পরিকাঠামোগত সুবিধে নিয়ে বানানো একটি প্রেজেন্টেশনও দেখান সকলকে।

২০১৮ সালের বেঙ্গল গ্লোবাল বিজনেস সামিটে রাজ্য সরকারের পাশাপাশি বণিক সংগঠন ফিকি-ও যৌথভাবে উদ্যোক্তার ভূমিকায় রয়েছে। উপস্থিত ছিলেন ফিকি’র সেক্রেটারি জেনারেল। পশ্চিমবঙ্গের শিল্প ও বাণিজ্য সচিবও বিদেশী প্রতিনিধিদের কাছে তার দপ্তরের সহযোগিতার কথা তুলে ধরেন। দেশের অন্যান্য বহু শহরে যেখানে শিল্পবান্ধব পরিবেশের যথেষ্ট অভাব রয়েছে, সেখানে বাংলার তরফে সমস্ত ধরনের সুযোগসুবিধের ডালি নিয়ে বিদেশী রাষ্ট্রগুলির প্রতিনিধিদের কাছে উপস্থাপনের ফলে তারাও যথেষ্ট উৎসাহ পেয়েছেন।
