Dignitaries praise WB Govt’s 100th administrative meeting

The 100th administrative meeting of the West Bengal government was conducted in style today.

A host of dignitaries — social thinkers, bankers, economists, health-care experts, vice-chancellors, parliamentary leaders of political parties, editors, poets and artists — were present on the occasion. They were joined by cabinet ministers and bureaucrats at the 100th administrative meeting.

Anuradha Lohia, Vice Chancellor of Presideny University, said, “We have received immense cooperation and help from State Govt. We hope we will continue to receive the support and cooperation in future.”

Amitava Sarkar, Director of IISWBM, said that this meeting was a lesson in administration and management. He was echoed by Ajoy Kr Ray, Director of IIEST, Shibpur and Sangeeta Bandyopadhyay from Indian Statistical Institute.

Sharing his personal experience of how he has seen development at grassroots, economist Abhirup Sarkar said, “The fact that the entire Secretariat travels to districts is historic.”

Terming the 100th administrative review meeting historic, poet Subodh Sarkar said that he will never forget this experience.

Trinamool MP Sudip Bandyopadhyay said this model of administrative review meetings was a lesson for not only the rest of India but the entire world.

Decentralised governance

The whole idea is to take stock of government’s delivery mechanism at the grassroots level and free-wheeling exchange of ideas among intelligentsia for greater good of the society in different spheres of life, said a senior state government official.

Such a decentralised approach for reaching out to the grassroots consistently is rare in India. Guided by Mamata Banerjee, government officials regularly go to the villages to monitor the performance of every department vis-a-vis the district-level demands. It helps solve problems faster and speeds up decision-making.

The presence of a large group of officials makes inter-departmental cooperation easier.

Reaching out to grassroots

WB CM Mamata Banerjee made it a routine to take the entire administration — right from the chief secretary and home secretary to departmental secretaries and police top brass — to the district where they meet the ground-level delivery system, including cops, regional transport officers, block level executives, agriculture officers and scientists. A lot of issues get resolved on the spot.

The delivery mechanism, has improved to such a level that some of the fiercest critics have clammed up. Several states now want to replicate the model for developing a better delivery mechanism.

Will generate employment for more than one lakh people in Birbhum: WB CM

West Bengal Chief Minister Ms Mamata Banerjee conducted the 99th Administrative Review Meeting at Birbhum.  Along with herself, the West Bengal Chief Minister had the entire state secretariat at the BDO level to solve the issues concerning the district.

After the meeting the West Bengal Chief Minister announced a bouquet of projects for the district which include the following:

  • 300 bed hospitals to be constructed at Siuri and Rampurhat
  • We are giving rice at Rs 2 per Kg, by September we will be able to give rice at Rs 3 per Kg and wheat at Rs 2 per Kg to 3 crore people
  • We have already issued digital ration card to 2.80 crore people which is 92% coverage of this district
  • Rs 8 crore has been allotted for repair of mud houses in Rampurhat Mahakuma
  • Rs 9.80 crore has been allotted for the development of Tarapith
  • Rs 3.46 crore has been allotted for the development of Bakreshwar
  • Baul Mela will be organised on 6th January before the Joydeb Mela
  • 5 new police stations are to be set up in Birbhum at Parapith, Shantiniketan, Pikar, Loharpur and Mallarpur
  • Helicopter services will commence between Kolkata and Tarapith which will operate weekly
  • Gitanjali City will be set up on an area of 100 acres
  • Biswa Bangla Khudra Bazaar will be set up on an area of 50 acres for which 39 stalls have been distributed
  • Rs 104 crore has been allotted for pipeline water supply project
  • 5 Road Over Bridges are to be constructed by the State Highway Authority in the district
  • Road widening projects have been taken up at Rampurhat and Tarapith
  • Rs 10 crore has been allotted for animal husbandry farms which will be state level breeding farms at Lakshagram

 

The West Bengal Chief Minister said that the projects will generate employment for more than one lakh people.

She concluded by saying that Bolpur and Shantiniketan is a place of international significance and that developmental work will be undertaken to facilitate the convenience of the tourists.

The high point of these meetings is that the members of the secretariat in the leadership of the Chief Minister meet the officials of the district by going there. Interactions are held between the district officials and the Chief Minister at BDO and grassroot levels and all decisions are made on spot so that there are no hindrances in developmental works.

Mamata Banerjee’s statement before 99th admin review

West Bengal Chief Minister Ms Mamata Banerjee will chair the 99th administrative review meeting for the districts at Bolpur in Birbhum.

The West Bengal Chief Minister had been conducting review meeting at the districts since 2011. The high point of these meetings is that the members of the secretariat in the leadership of the Chief Minister meet the officials of the district by going there. Interactions are held between the district officials and the Chief Minister at BDO and grassroot levels and all decisions are made on spot so that there are no hindrances in developmental works.

The West Bengal Chief Minister said on Twitter:

I will be at Bolpur in Birbhum district tomorrow, with members of the West Bengal Secretariat.

This will be the 99th administrative review meeting to be held in the districts.

WB CM conducts administrative review meetings in north Bengal

West Bengal Chief Minister Ms Mamata Banerjee chaired two administrative review meetings for three districts on Tuesday, one at Raiganj and the other at Siliguri.

At Karnajora in Raiganj, Uttar Dinajpur, the West Bengal Chief Minister chaired the administrative review meeting for Uttar and Dakshin Dinajpur. She inaugurated and laid foundation stones for 55 projects, 29 for Uttar and 26 for Dakshin Dinajpur.

The Chief Minister announced that a Government Engineering College will be set up in Dakshin Dinajpur, a medical college and a super specialty hospital, at Raiganj and Islampur. Auditoriums will be set up in both the districts.

The Chief Minister informed that the project- Sabar Ghare Alo has been completed in the districts of Maldah, Dakshin Dinajpur and Paschim Medinipur. She said that she has instructed the newly appointed District Magistrate of the Uttar Dinajpur to bring more pace in executing developmental works.

The Chief Minister said that while travelling on road, she had observed the bad condition of the national higway from Itahar to Raiganj. She said that she had informed the National Highways Authority to take immediate steps.

The Chief Minister held meeting with the vice chancellor of the newly formed Raiganj University. She enquired about the current status of the university, the administrative set up and related information.

At around 1:30 PM, the Chief Minister left for Siliguri.

On reaching Siliguri, the West Bengal Chief Minister chaired the administrative review meeting for the Darjeeling district at the Rabindra Bhanu Bhavan in the North Bengal University. She said that this was the 97th review meeting she was conducting. Discussions were held regarding Naxalbari, Kharibari, Matigara and Chopra among other issues.
