Tourism Festival in Darjeeling in December: Bengal CM

Bengal Chief Minister Mamata Banerjee today chaired an all-party meeting at Pintail Village in Darjeeling district regarding the development of Hills.

She said that the next date for an all-party meeting will be communicated to all very soon.
She addressed the media following the meeting.

Excerpts from her speech:

Peace has returned to the Hills. We are overwhelmed by the positive reply from the people. We want to congratulate everyone for restoration of normalcy in Darjeeling. Many thanks to the people.

In today’s meeting we have decided that a tourism festival will be organised by the GTA in Darjeeling in the last week of December (or early January). Darjeeling Gold Cup will also be revived.

The Sports and Youth Affairs Department will organise Vivek Festival (to commemorate birth anniversary of Swami Vivekananda), Subhas Festival (to commemorate the birth anniversary of Netaji), Chhatra-Jubo Utsab in January. Science fairs will also be organised.

We have also decided to provide compensation to the families of those who lost their lives during the protests in the Hills. Rs 2 lakh will be given to the family of deceased; the injured will receive a compensation of Rs 50,000. GTA will also provide employment to a family member of those who lost their lives.

We request all teachers to take extra classes and complete the syllabus for this session so that students do not face any difficulties. We will pay them salaries for the time period when schools were shut due to protests. Other employees will get half-day leaves for three months and extra 15 days’ leave to compensate for the period of protests.

We have decided to waive all penalties imposed during the time of protests.

The Government will develop Pintail Village. We have asked the GTA to draw up a comprehensive development plan for Kurseong and Kalimpong. They will also renovate the tourism centres in Mirik. We are building a 100-bedded hospital in Mirik.

We want peace. We want progress. We want the Hills to prosper and develop.

 

ডিসেম্বরে দার্জিলিঙে হবে পর্যটন উৎসব: মুখ্যমন্ত্রী

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উত্তরবঙ্গ সফরের আজ দ্বিতীয় দিন। আজ পিনটেল ভিলেজে তিনি পাহাড়ের উন্নয়ন ও শান্তি প্রক্রিয়া নিয়ে একটি সর্বদলীয় বৈঠক করেন। বৈঠকের পর সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী। তিনি জানান খুব শীঘ্রই পরবর্তী সর্বদল বৈঠক হবে।

তাঁর বক্তব্যের কিছু অংশঃ

দার্জিলিঙে শান্তি ফিরে এসেছে। সাধারণ মানুষ সহ পাহাড়ের সব রাজনৈতিক দল আমাদের সহযোগিতা করেছে। সকলকে ধন্যবাদ।

আজকের বৈঠকে সিদ্ধান্ত হয়েছে যে, ডিসেম্বরের শেষ সপ্তাহে GTA পর্যটন উৎসবের আয়োজন করবে। দার্জিলিং গোল্ড কাপ আবার শুরু হবে।

ক্রীড়া ও যুব কল্যাণ দপ্তর বিবেক উৎসব (বিবেকানন্দের জন্মদিন উপলক্ষে), সুভাষ উৎসব (সুভাষ চন্দ্রের জন্মদিন উপলক্ষে) ও ছাত্র-যুব উৎসবের আয়োজন করবে জানুয়ারি মাসে। বিজ্ঞান মেলারও আয়োজন করা হবে।

আজকের বৈঠকে উন্নয়ন নিয়ে আলোচনা হয়েছে। পাহাড়ে আন্দোলন করতে গিয়ে যারা মারা গেছেন তাদের ২ লক্ষ টাকা ক্ষতিপূরণ দেওয়া হবে ও তাদের পরিবারের সদস্যকে গ্রুপ ডি তে চাকরি দেবে GTA। গুরুতর আহত দের ৫০ হাজার টাকা ক্ষতিপূরণ দেওয়া হবে ।

আমরা শিক্ষকদের অনুরোধ করেছি অতিরিক্ত ক্লাস নিয়ে সিলেবাস শেষ করতে, যাতে পাহাড়ের ছাত্রছাত্রীরা কোন সমস্যায় না পরে।  আন্দোলনের সময় যারা কাজ করেছে তাদের ১৫ দিন ছুটি দেওয়া হবে। বাকিরা ৩ মাস মেডিকেল ছুটি হিসেবে হাফ ডে পাবেন এবং ১৫ দিন বাড়তি ছুটি পাবেন। এর মাধ্যমে তারা ২ মাসের মাইনে পেয়ে যাবে।

যে পেনাল্টি ইমপোজ করা হয়েছিল তা দিতে হবে না, শুধু  ট্যাক্স দিলেই হবে।

আমরা পিনটেল ভিলেজের উন্নয়ন করব। কালিম্পং ও কার্শিয়াং এ থাকার জায়গা তৈরি হবে । মিরিকে ১০০ বেডের হাসপাতাল, বাস স্ট্যান্ড তৈরি হচ্ছে । মিরিকের পর্যটন কেন্দ্রগুলিরও উন্নয়ন করা হবে।

সমতল ও পাহাড় সবাইকে নিয়ে আমরা একসাথে কাজ করব এটাই আমাদের প্রতিজ্ঞা দার্জিলিঙে শান্তি ফিরে এসেছে । উন্নয়ন নিয়ে কোনও সমঝোতা করব না ।

 

Bengal CM to begin her 5-day tour of Paschimanchal today

Chief Minister Mamata Banerjee is expected to announce the bifurcation of West Midnapore and Burdwan into the much-awaited two more districts during her five-day long tour to Paschimanchal starting today.

Jhargram district will be carved out of West Midnapore and it will be announced as the 22nd district of the state on April 4. Further, Burdwan district will be bifurcated into Burdwan East and Burdwan West. Burdwan West will be the 23rd district that will start functioning as a new district on April 7 in the presence of the Chief Minister.

The CM will chair an administrative review meeting of West Midnapore district at Kharagpur today. She will be present in the programme on Tuesday when Jhargram will start functioning as a new district. The CM will be holding the administrative review meeting of Purulia and Bankura districts respectively on April 5 and 6. From Bankura, she will be going to Asansol to attend the programme from where another new district will be announced.

 

আজ থেকে পশ্চিমাঞ্চলের জেলা সফর শুরু মুখ্যমন্ত্রীর

আজ থেকে পাঁচ দিনের পশ্চিমাঞ্চলের জেলা সফরে যাচ্ছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। নববর্ষের উপহার হিসেবে দুটি জেলা রাজ্যবাসীকে উপহার দেবেন মুখ্যমন্ত্রী। একটি ঝাড়গ্রাম ও অন্যটি বর্ধমান পশ্চিম।

পশ্চিম মেদিনীপুর জেলা ভেঙে তৈরী হচ্ছে ঝাড়গ্রাম জেলা যা আগামী ৪ এপ্রিল ২২ তম জেলা হিসেবে আত্মপ্রকাশ করবে। অন্যদিকে বর্ধমান ভেঙে তৈরী হচ্ছে ২৩ তম জেলা বর্ধমান যা ৭ এপ্রিল থেকে প্রশাসনিক কাজকর্ম শুরু করবে।

আজ পশ্চিম মেদিনীপুরের খড়গপুরে একটি প্রশাসনিক বৈঠক করবেন মুখ্যমন্ত্রী। আগামী মঙ্গলবার একটি অনুষ্ঠানে ঝাড়গ্রামকে জেলা হিসেবে ঘোষণা করবেন মুখ্যমন্ত্রী। আগামী ৫ ও ৬ এপ্রিল পুরুলিয়া ও বাঁকুড়া জেলায় প্রশাসনিক বৈঠক করবেন তিনি। অন্য নতুন জেলাটির আনুষ্ঠানিক ঘোষণার জন্য আসানসোলের একটি কর্মসূচীতে যোগ দেবেন মুখ্যমন্ত্রী।

Jalpaiguri to have a medical college soon: Bengal CM

Bengal Chief Minister chaired an administrative review meeting for Jalpaiguri district at Sarojendra Deb Raykat Kala Kendra today where she took stock of various development projects.

Later in the day, the Chief Minister inaugurated and laid the foundation stones for several projects during a public meeting. She also distributed benefits among people of the district. She announced the formation of a medical college in Jalpaiguri.

The projects inaugurated by the CM include a mobile animal treatment unit, seven long-distance buses of North Bengal State Transport Corporation (NBSTC), a women’s police station and a residential complex for sub-inspectors. The newly constructed building of Banarhat police station and barrack was also inaugurated by the Chief Minister.

During her speech, the CM said that the natural beauty of Jalpaiguri was unmatched. She laid stress on tourism in the district and said Gajoldoba was a ‘dream project’ that would attract tourists from all over the world.  She said once complete, the various road projects in the district would help cut down the time to travel to Kolkata.

Mamata Banerjee said the aim of her government was to turn Bengal around and make the State the best in the world.

 

জলপাইগুড়িতে গড়া হবে একটি মেডিক্যাল কলেজ, ঘোষণা মুখ্যমন্ত্রীর

আজ জলপাইগুড়ি সরোজেন্দ্রদেব রায়কত কলাকেন্দ্রে একটি প্রশাসনিক বৈঠক করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এরপর জলপাইগুড়ি বিশ্ববাংলা ক্রীড়াঙ্গন প্রাঙ্গণে একটি সরকারি অনুষ্ঠানে বিভিন্ন সরকারি প্রকল্পের উদ্বোধন করলেন তিনি।

জলপাইগুড়ি শহরে একটি মহিলা থানার উদ্বোধন করলেনমুখ্যমন্ত্রী। এছাড়া বানারহাট থানার নতুন ভবন এবং জলপাইগুড়ি ও বানারহাটে নতুন পুলিস ব্যারাকের উদ্বোধন করেন মুখ্যমন্ত্রী। এই অনুষ্ঠান থেকেই ৭টি অত্যাধুনিক রকেট বাস চালু করেন মুখ্যমন্ত্রী মমতা ব্যানার্জি।

এছাড়া কৃষকদের মধ্যে বিতরণ করা হয় ট্রাক্টর, পাওয়ার টিলার ও কৃষি সরঞ্জাম। পাশাপাশি ছাত্রছাত্রীদের মধ্যে বিতরণ করা হয় কয়েক হাজার সাইকেল। এই অনুষ্ঠানের মধ্য দিয়ে কয়েকশো মানুষকে চেকের মাধ্যমে অনুদানও তুলে দেন মুখ্যমন্ত্রী।

বক্তব্য রাখার সময় মুখ্যমন্ত্রী বলেন, জলপাইগুড়ি জেলার যেমন আছে প্রাকৃতিক সৌন্দর্য, তেমনই আছে কৃষ্টি ও সংস্কৃতি। এদিন গাজলডোবা- ড্রিম প্রজেক্ট প্রসঙ্গে তিনি বলেন এই প্রজেক্ট হলে আগামী দিনে সারা বিশ্বের লোক এখানে আসবে। তিনি আরও বলেন অন্যান্য সড়ক প্রকল্পগুলির কাজ শেষ হয়ে গেলে কম সময়ে কলকাতা পৌঁছানো যাবে।

এদিন মুখ্যমন্ত্রী বলেন বাংলাকে ঘুরে দাঁড় করানো এবং বাংলাকে বিশ্ব সেরা করাই তাঁর সরকারের একমাত্র লক্ষ্য।

 

Bengal CM on a five-day visit to north Bengal

Chief Minister Mamata Banerjee began her north Bengal tour today.

On Tuesday, the Chief Minister will hold the administrative review meeting for Jalpaiguri district at Sarojendra Deb Raykat Kala Kendra. The CM will inaugurate several projects and lay the foundation stones of some new projects.  She will also be distributing benefits among people of the district.

The CM will attend the administrative review meeting for Darjeeling and Kalimpong districts on Wednesday. On Thursday she will declare Mirik as a new sub-division.

 

পাঁচ দিনের উত্তরবঙ্গ সফরে মুখ্যমন্ত্রী

আজ থেকে পাঁচ দিনের সফরে মুখ্যমন্ত্রী মমতা ব্যানার্জি পৌঁছলেন উত্তরবঙ্গে।

মঙ্গলবার জলপাইগুড়ি সরোজেন্দ্রদেব রায়কত কলাকেন্দ্রে একটি প্রশাসনিক বৈঠক করবেন মুখ্যমন্ত্রী। এরপর জলপাইগুড়ি বিশ্ববাংলা ক্রীড়াঙ্গন প্রাঙ্গণে একটি সরকারি অনুষ্ঠান রয়েছে। বিশ্ব বাংলা ক্রীড়াঙ্গনে আয়োজিত এই অনুষ্ঠানের মধ্য দিয়েই বিভিন্ন সরকারি প্রকল্পের উদ্বোধন করবেন তিনি।

আগামী ৩০ মার্চ মিরিকের মেলা গ্রাউন্ডে আয়োজিত একটি অনুষ্ঠানের মধ্য দিয়ে মিরিককে মহকুমা হিসেবে ঘোষণা করার কথাও রয়েছে মুখ্যমন্ত্রীর। এর আগের দিন পাহাড়ের উন্নয়নমূলক বিষয় নিয়ে শিলিগুড়িতে একটি প্রশাসনিক বৈঠকও করতে পারেন তিনি। ‌‌

WB CM chairs administrative review meeting for Bardhaman district

West Bengal Chief Minister Mamata Banerjee, as part of her three-day visit to the districts, today chaired her third consecutive administrative district review meeting in Bardhaman. Earlier, the Chief Minister had chaired meetings for the districts of Purulia and Birbhum.

Besides chairing the meeting and taking stock of developmental projects, the Chief Minister inaugurated projects, including BSC Nursing College at the Asansol ESI Hospital campus.

Yesterday, after the administrative meeting for Birbhum district in Bolpur, the Chief Minister, on an invitation extended by Visva-Bharati University, visited the campus. She was felicitated by the Visva-Bharati authorities.

 

আজ বর্ধমানে প্রশাসনিক বৈঠক করলেন মুখ্যমন্ত্রী

পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তার তিনদিনের জেলা সফরে তৃতীয়দিনে আজ বর্ধমানে প্রশাসনিক পর্যালোচনা বৈঠক করেন। এর আগে গত দুদিনে তিনি পুরুলিয়া ও বীরভূমে প্রশাসনিক বৈঠক করেছেন।

বৈঠকের পাশাপাশি বিভিন্ন উন্নয়নমূলক সরকারি প্রকল্পের খোঁজখবর নেন। এর পাশাপাশি আসানসোল ইএসআই হাসপাতাল ও ক্যাম্পাসে বিএসসি নার্সিং কলেজের উদ্বোধন করেন।

গতকাল, বীরভূম জেলার বোলপুরে প্রশাসনিক বৈঠকের পর বিশ্বভারতী বিশ্ববিদ্যালয়ের একটি অনুষ্ঠানে আমন্ত্রিত ছিলেন তিনি। সেখানে বিশ্বভারতী কর্তৃপক্ষ তাঁকে সংবর্ধনা দিয়েছেন। এরপর তিনি ক্যাম্পাস পরিদর্শন করেন।

WB CM chairs administrative review meeting for Birbhum

West Bengal Chief Minister, Mamata Banerjee, during her three-day visit to the districts, chaired the administrative review meeting for the Birbhum district at Bolpur today.

This is her first visit to the Birbhum district after taking oath as the Chief Minister for the second term.

Yesterday, after the district review meeting for the Purulia district at Purulia town, the Chief Minister inaugurated two power sub-stations, the Purulia town Bus stand, the Government Engineering College at Joypur, the Manbhum Cultural Academy and a youth hostel.

After the adminsistrative review meeting she paid a visit to Vishva-Bharati University on an invitation received from the authorities.

পশ্চিমবঙ্গের মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তার তিনদিনের জেলা সফরে আজ বীরভূম জেলার বোলপুরে প্রশাসনিক পর্যালোচনা বৈঠক করেন।

দ্বিতীয়বার মুখ্যমন্ত্রী হওয়ার পর এই প্রথমবার তিনি বীরভূম জেলা পরিদর্শনে গেলেন।

গতকাল, পুরুলিয়া শহরে পুরুলিয়া জেলায় পর্যালোচনা বৈঠকের পর বেশ কিছু প্রকল্পের উদ্বোধন করেন মুখ্যমন্ত্রী। পুরুলিয়া শহরের বাসস্ট্যান্ড, জয়পুর সরকারি ইঞ্জিনিয়ারিং কলেজ, মানভূম সাংস্কৃতিক একাডেমী ও যুব ছাত্রাবাস উদ্বোধন করেন।

WB CM holds administrative review meeting following the Administrative Calender

West Bengal Chief Minister Ms Mamata Banerjee reviewed the development schemes at a meeting today following the Administrative Calender at the Nabanna Complex.

All ministers, bureaucrats and heads of district administration attended the meeting scheduled at 1 PM.

WB CM has always wanted all departments to ensure that development projects are implemented within the stipulated time.

Apart from reviewing the progress and status of various ongoing schemes as well as ensuring that all work gets completed within deadline, WB CM went through the performance of all the departments and the districts.

After the meeting the West Bengal Chief Minister said that the meeting had discussed all the issues raging from flood relief, health sector, education sector, as well as roadways. She said that the meeting discussed on disbursal of funds & their utilisation for various projects in the State. The State Government have spent 99.2% of the allotted funds for various projects in 2014-15, the WB CM said.

The WB CM said that the condition of the National Highways in the State at many parts are in deplorable condition. She said that repeated requests have been made to the Centre but nothing has been done. The Chief Minister said that she will personally take up the issue and go to Delhi. She also said that if Centre cannot take the responsibility of the NHs, it should be given to the states.

The WB CM said that the Center has reduced funds for projects like ICDS which is hampering the benefits to pregnant women, children and economically weaker section of the people. The State is being unable to plan our future projects due to ambiguity in the funds disbursal by the Centre.

The WB CM also said that the DMs of various districts have reported her that the banks are not cooperating in giving loans to farmers and Self Help Groups. She said that the State Finance Minister has already taken up the issue.

The review meetings are held by the Chief Minister twice a year apart from the administrative meetings in the districts.

 

100th administrative meeting – Extract of BBC story

Chief Minister of the state of West Bengal and one of India’s leading politicians, Mamata Banerjee achieved an unusual distinction today by attending her one hundredth ‘administrative review meeting’ outside of her designated office.

Her office claims that she is the first leader ever to have addressed one hundred formal review meetings during her tenure – and emphasises that she has accomplished this away from the administrative headquarters.

”This is ‘century’ of a different sort, where all the runs were collected in ‘away’ matches”, says MP Derek O’Brien, Parliamentary leader of Ms Banerjee’s party Trinamool Congress.

The state of West Bengal has traditionally been governed from the iconic Writers’ Building in Calcutta, which was built for writers or clerks of the British East India Company in 1977. The red-brick heritage building is reminiscent of when Calcutta was in its heydey as the capital of British India.

Mamata Banerjee’s government moved out of the historic building two years ago to allow for the much-needed renovation of the 238-year-old building. Her new secretariat, ‘Nabanna’, is a mere high-rise building across the river Ganges.

However, Ms Banerjee has shown that she prefers to conduct meetings away from either the Writers’ Building or Nabanna – to the point where she has now reached a milestone by presiding over the one hundredth meeting in Burdwan, a district town 100 kilometerss away from Calcutta.

The Chief Minister’s office claims that she has touched upon every single district of West Bengal in this process and that this is a remarkable achievement in allowing the ‘devolution of power’ to grassroots movements.

100th administrative meeting – A celebration of governance at Burdwan

West Bengal Chief Minister today conducted her 100th administrative review meeting at Sanskriti Lokmancha at Burdwan. The meeting, which was attended by officials of state government from CMO to BDO, also saw the presence of dignitaries from various walks of life.

WB CM conducted the whole meeting like a freewheeling chat with her officials. Inquiring about each sector, she took stock of various projects in the district. She reviewed the performance of different departments of the state government during the meeting.

WB CM said that by conducting these meetings, the government has been able to reach out to the grassroots. She said that the administration prepares a report card for the district ahead of such meetings. “We have developed an Administrative Calendar. We introduced Right to Public Services,” she added.

Citing that the government has spent Rs 76000 crore only for paying instalments for the debt incurred by previous government, WB CM said she was working for the people despite financial crunch.

  • We have set up 5 new police commissionerates, 77 new police stations, 88 fast track courts.
  • We have advanced by leaps and bounds in developing the districts directly.
  • We have won Krishi Karman award for three years in a row. We have received several global recognition.
  • Jangalmahal is smiling. There is peace in Darjeeling. Over 40 multi super speciality hospitals are coming up.

  • We have made beds and medicines at govt hospitals free at block/sub-divisional hospitals.
  • There were only 6 SNCUs in Bengal. We have increased the number to 55. We set up 285 SNSUs.
  • Over 22 lakh girls have been registered under Kanyashree scheme. 2 lakh girls will be registered on 14 August.
  • There were only 30 colleges in Bengal till 2011.We set up 31 new colleges. 9 new medical colleges have been set up.
  • We give monthly grants to folk artists. They perform at government functions. We are preserving our culture.
  • 3 crore people in the State are receiving rice at Rs 2 per kg. Bengal is a model for the rest of the country.
  • Our land use policy is transparent. We are against forcible acquisition. We have developed a land bank, land map. We have allotted 14000 acres of land from land bank for several industrial parks.

  • We are happy that Bengal is being showcased as a model at various world forums. Our schemes like Kanyashree are being recognised by UN.
  • We have heard of Look East Policy. But we need implementation. We are exploring the idea of a business corridor involving Bengal and neighbouring countries. We have proposal of Rs 2000 Cr for infrastructure development at Petropole border. It will boost Indo-Bangla trade. We have heard of dedicated freight corridor. We are now talking of dedicated business corridor.
  • We are working towards mobile banking to extend the benefits of the direct benefit transfer.
  • Burdwan district has achieved 100% coverage of mid-day meal scheme and building of toilets at girls’ schools. Bengal has achieved 99% coverage of toilets in girls’ schools. We will soon reach 100% mark. Three districts from Bengal are among the Top 4 performers in Cleanliness Mission.

  • We are setting “Patha Sathi” motels at an interval of 30 km on highways for the benefit of tourists.
  • We are setting up 500 Karma Tirtha marketing hubs across the state. 271 are already in process.
  • We will not tolerate illegal mining. District administration must ensure. Govt loses revenue due to illegal mining.
  • Several dignitaries are present here today for the 100th Admin Meeting. We welcome them all.
  • We are starting “Tanti Sathi” scheme under which we will provide weaving machinery to weavers.
  • Loss of mandays due to strikes, bandhs has come down from 78 lakhs to zero in Bengal.
  • An MSME facilitation centre is coming up in Burdwan.
  • Law and order situation in Bengal is better than most other States. Any incident of violence is unwarranted.

100 schemes inaugurated at WB Govt’s 100th administrative meeting

The West Bengal Government today conducted the 100th Administrative Review Meeting of the districts in a big way with the launch of 100 schemes.

The Chief Minister inaugurated and laid the foundation stones of 100 projects and will distributed benefits to 100 people from the stage.

The projects are from the departments like Education, Health, Irrigation, MSME, SHG, Agriculture, PWD (flyovers and bridges), Women and Child Development, Urban Development.

The 100th administrative review meeting today was attended by all Cabinet Ministers, MPs and MLAs, secretaries and officials of all the departments, panchayat heads and district level officials.

The State Government had invited a galaxy of dignitaries, heads of different Banks, vice chancellors of all the State Universities and other distinguished personalities.
