Chief Minister stresses more awareness about schemes at Uttarkanya admin meeting

Chief Minister Mamata Banerjee is currently on a tour of North Bengal. A day after she participated in a Bijoya Sammilani celebration at Siliguri Police Line, she held an administrative review meeting at Uttarkanya today at which officials from the districts of Jalpaiguri, Alipurduar and Cooch Behar took part. She repeatedly reminded the officials to build greater awareness about the various schemes and projects that the State Government has undertaken for them.

Highlights of her meeting:

1. The news media must play a constructive role.

2. You have to ensure that people are getting job cards under the 100 Days’ Work Scheme, farmers are getting money under crop insurance and women from eligible families are getting Swasthya Sathi health insurance cards.

3. Voters’ lists must be verified carefully. If a necessary document has been lost, a police complaint must be lodged. Documentary proof for including names in the voters’ lists include driving license, Aadhaar card, PAN card, Swasthya Sathi card and others. Seniors officials like BDOs, BLROs, SDOs, DMs and others must help the people by issuing proper instructions.

4. A lot of names get missed out during the national census. I am asking the officers to ensure that no person in Bangla gets left out. Duplicated inclusions must be removed.

5. There will be no NRC in Bangla. Implementation depends on the State Government. There is no question of setting up detention camps.

6. Ration card is a valid identity proof in its own right. If there are mistakes on it, they must be corrected. There is no connection with NRC regarding this.

7. Till date, Rs 2,500 cr has been spent on disaster relief.

8. The State’s voters’ lists will be updated through special camps to be organised from November 5 to 30.

9. You have to ensure that people are getting money from crop insurance claims. Work in this regard will start from November 1. Under the Krishak Bandhu Scheme, 40 lakh farmer families in the State have been included.

10. It must be ensured that members of scheduled castes, scheduled tribes, Adivasis and other backward castes face no problem getting caste certificates.

11. Under Swasthya Sathi, 4.89 lakh names have been included, 25,000 have benefitted, Rs 13 crore has been disbursed.

12. Under 100 Days’ Work Scheme, out of five lakh eligible people, two lakh have been provided jobs.

13. People working in roadside tea shops and dhabas and petrol pumps are being trained as ‘pathasathis’ to help people involved in road accidents. For this purpose, they would be given phones.

14. People must be made aware about the human milk bank, Madhur Sneha and Cord Blood Bank.

15. Many young women work under the MSME scheme, Bangla Haat. This would be linked to Biswa Bangla stores.

16. People have earned a total of Rs 15,000 crore during Durga Puja because of festival-related work.

17. Through the leather complex in Kolkata, Karmadiganta, five lakh youths would get jobs.

18. After the opening of Bhorer Alo Flyover, it would be possible to reach Siliguri in half an hour from Gajoldoba.

19. You have to ensure that the tea industry remains in good health. Members of various merchants’ chambers of commerce have to work together to ensure that. Tahe State Government will make land available in and around tea gardens to start horticultural practices.

20. It may not be possible to have a Silicon Valley here, but the place can easily become another Swiss Valley.

21. I am appealing to the young generation to come forward to take up internships in different government projects. The process to make this possible would soon be started in various universities.

Conducted 430 administrative meetings in districts in seven years: Mamata Banerjee

Bangla Chief Minister Mamata Banerjee today addressed a public meeting at Kalna in Purba Bardhaman district. She inaugurated and laid the foundation stones of several projects in the district.

The CM also distributed several government benefits on the occasion.

Highlights of her speech:

We have conducted more than 430 administrative review meetings in the districts in the last seven years. We conduct these meetings to take stock of developmental projects and discuss scopes of improvement in dispersing public services.

Bardhaman district has secured the first rank in 100 Days’ Work. This district is known for its productivity as well as fire (of revolution).

Kalna is a heritage place, known for the various architectural sites. We are organising today’s function at a newly-inaugurated stadium.

We want people of Kalna to be happy. Bardhaman is primarily agriculture-dependent. Highest paddy production is recorded here.

Centre is now talking of doubling farmers’ income. We have already tripled it. We have set up Krishak Bazaar, Karma Tirthas as well.

We have set up 6 new colleges in this district. We have also constructed a multi super speciality hospital in Kalna. CCUs, ICCUs, HDUs, Fair Price Medicine Shops and Diagnostic Centres have come up in this district.

We have set up Mati Tirtha in Bardhaman. In 2012, we started celebrating Mati Utsav. In 2013, UN started observing the same. We have shown the way.

We have also set up custom hiring centre and Misti Hub in the district.

We have taken up a new scheme worth Rs 2768 crore for lower Damodar, specially the flood-prone areas. Lakhs of acres of land will come under agriculture. Water scarcity will be mitigated.

A new road is coming up which will connect north Bengal. Rs 3200 crore will be spent on this road, which will act as an alternative route.

A freight corridor is coming up between Dankuni and Bardhaman. A lot of employment will be generated.

World’s second largest coal mine is at Deocha Pachami in Birbhum. Employment of more than one lakh people will be created.

A new bridge will come up on Bhagirathi in Kalna. It will be completed by 2022 and the expenditure will be Rs 100 crore.

We do not acquire land forcibly. We are pro-farmers. Wherever there is a problem, we always solve it.

Earlier, 65,000 farmers used to get pension. We have increased the number to 1 lakh. The amount of pension has been hiked to Rs 1000 per month. We are providing farmers all the equipment at custom hiring centres. We have focused on alternate cropping.

Now, every girl receives Kanyashree. Earlier the amount of stipend was Rs 750; it has been hiked to Rs 1000. At 18 years of age, if she remains unmarried, she will get Rs 25,000. The scheme has been extended to university students also.

Kanyashree girls will conquer the world one day. They are not a burden; girls are our assets. They will build the nation in future.

We have also instituted Swami Vivekananda merit scholarship. SC/ST students receive Sikshashree scholarship. More than 1.7 crore minority students have received scholarships.

More than 50 lakh girls are registered under Kanyashree. The number will be doubled in future. We have spent Rs 6000 crore for this scheme.

We have distributed one crore cycles under Sabuj Sathi scheme. We want them to study without any problem. We will continue our schemes for the students. We have spent Rs 3000 crore for this scheme.

We are the only State in the country where khajna tax has been waived off. Mutation fee on agricultural land has also been waived.

We provide free healthcare at government hospitals. We have constructed 46 multi super speciality hospitals in the last seven years.

Many CPI(M) still exist in this region. They are trying to defame the government. I want to tell them, you have called many strikes. Enough of your non-cooperation with the people. You have taken Bangla back in the 34 years, We will not allow any further games with people’s future.

Let them pay back the money they borrowed when they were in power. They left after leaving behind a huge debt legacy. We are paying off instalments (nearly Rs 48,000 crore every year).

We provide rice at Rs 2/kg. We buy the rice from farmers. We provide a subsidy of Rs 23 per kg.

We provide financial assistance to families with income less than Rs 1.5 lakh annually for the marriage for their daughters. This is Rupashree scheme.

We have also started a social security scheme. People in unorganised sector and Lok Prasar artistes will have to pay Rs 25 per month, and we will give Rs 30. At 60 years of age, you will receive a one time grant of Rs 2 lakh and a monthly pension of Rs 1500. That apart, you will get Rs 4000-10000 for the education of your children. In case of death by accident, families will receive Rs 1.5 lakh (Rs 50000 for natural death) before 60 years of age. You can apply at offices of labour department.

No one has lost their job after we came to power. We want everyone to be happy. The retirement age of contractual and casual workers has been raised to 60 years. We have recruited one lakh civic volunteers; earlier they used to get Rs 3000 per month and now they get Rs 8000. If they are good, they will be appointed as home guards.

We have increased the honourariums of ASHA and ICDS workers. Prani Mitras used to get Rs 4000 earlier, and now they get Rs 1500. Salaries of parateachers, contractual teachers has been hiked, although we are in financial crisis.

We cannot do anything without people’s participation. We perform heart surgeries and kidney surgeries free of cost. Fair price diagnostic centres have been set up. Fair price medicine shops provide 40-67% discount.

We have given Rs 1200 crore to 30 lakh farmer families. We are with them in case of any natural disaster. Maa, Mati, Manush Government is always with you.

You may have political affiliations but if you are a government employee, you have to serve people. Do not hamper development in the name of protests.

They had shut down all industries. Schools and colleges had become a den of party politics. Hospitals had become living hell. Ration shops did not have supplies, teachers did not get salaries on time. Now they get salaries on the first of every month.

We have asked cooperative banks to give more loans to farmers.

They had killed farmers in Singur, tried to capture Nandigram, murdered people in Netai. In the name of Maoists, they killed hundreds of people. They are giving lectures today.

We had promised to return the land in Singur. We have kept our promise. Unless the land becomes fully cultivable, we will give them Rs 2000 per month. They also get higher quantity of rice every month.

Tea garden workers receive rice at 47 paise per kilo.

I have struggled all my life. I have wound marks all over my body. I have reached this position after a lot of struggle. We never harm people; that is not in our nature. My aim in life is to help others.

As long as our government is there, we will always help you. The government at Centre only tells lies, incites riots. They spread canards and do propaganda all the time, apart from hatching conspiracies.

On one hand employment has decreased across the country due to demonetisation and GST. And on the other hand, unemployment has reduced by 40% in Bangla.

We will create more employment opportunities. We have set up 300 it is for skill training. Nearly 70000 youths are being trained there. They will get placement at the end of their training; talks are in process with the companies. We have a target of training 12 lakh boys and girls in the next two years.

We have been able to do so much work because people trust us and love us. We will continue to work for you in the future.

 

Focus on development at Bengal CM’s administrative meeting in the Hills

On Wednesday, May 30, Chief Minister Mamata Banerjee held an administrative review meeting of Darjeeling and Kalimpong districts. Emphasising on the development roadmap, the Chief Minister advised the state government authorities in Darjeeling and Kalimpong districts to focus on the water supply, sewerage, construction and upkeep of roads and waste management.

Speaking at the administrative review meeting of the two districts in Kalimpong, she said: “Darjeeling and Kalimpong have immense potential. There is unmatched natural beauty here. It is your duty to present a clean and green Darjeeling to the tourists who visit these places. For the next two years, we should concentrate on four key areas — water, sewerage, roads and waste management.”

She asked the GTA and Hill Municipalities to sit with the Municipal and PHE departments in Kolkata during the next 10 days and work out a consolidated plan to resolve the drinking water crisis in the Hills.

She also insisted that henceforth funds for construction of houses of the beneficiaries through the 15 development boards should go directly to their bank accounts in two instalments. The Chief Minister spoke on the new avenues for employment generation for the youth and stressed on skill development to impart training in beautician courses, hospitality, as tourist guides and in the medical field as well.

Speaking of the immense potential in the field of tourism, she added: “Tourism industry is one of the most important industries of Bengal. We are giving a lot of emphasis to North Bengal as this place has a lot to offer. All projects have to be finished on time.”

She asked the state Tourism department and the GTA to renovate the Swiss Cottages in Mirik. De-siltation of the Mirik Lake, landscaping including gardens and pathways around the area is on the anvil. Inquiring about the progress of work at Tiger Hill, she stated that the gallery needs to be renovated. Around 19 tourist cottages are said to come up at Tiger Hill in Darjeeling.

The Chief Minister also asked the Power department to look into the electricity problems faced by Lava, Loleygaon and Reshyap in the Kalimpong district.

A proposal has also been given for six new police stations in Darjeeling and three in Kalimpong district. A new administrative building is being constructed in Kalimpong as well. Around 2 acre of land has been allotted for the Police Lines and correctional home in Kalimpong. Banerjee also inquired about the 100 day work scheme in Darjeeling and Kalimpong districts.

Around 500 schemes are underway in the Hills currently. Land right documents (pattas) will be handed over to 271 beneficiaries from the forest villages of Kalimpong on Thursday at Lohapool. The CM also inaugurated a number of projects on Thursday.

Bengal CM to begin her 5-day tour of Paschimanchal today

Chief Minister Mamata Banerjee is expected to announce the bifurcation of West Midnapore and Burdwan into the much-awaited two more districts during her five-day long tour to Paschimanchal starting today.

Jhargram district will be carved out of West Midnapore and it will be announced as the 22nd district of the state on April 4. Further, Burdwan district will be bifurcated into Burdwan East and Burdwan West. Burdwan West will be the 23rd district that will start functioning as a new district on April 7 in the presence of the Chief Minister.

The CM will chair an administrative review meeting of West Midnapore district at Kharagpur today. She will be present in the programme on Tuesday when Jhargram will start functioning as a new district. The CM will be holding the administrative review meeting of Purulia and Bankura districts respectively on April 5 and 6. From Bankura, she will be going to Asansol to attend the programme from where another new district will be announced.

 

আজ থেকে পশ্চিমাঞ্চলের জেলা সফর শুরু মুখ্যমন্ত্রীর

আজ থেকে পাঁচ দিনের পশ্চিমাঞ্চলের জেলা সফরে যাচ্ছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। নববর্ষের উপহার হিসেবে দুটি জেলা রাজ্যবাসীকে উপহার দেবেন মুখ্যমন্ত্রী। একটি ঝাড়গ্রাম ও অন্যটি বর্ধমান পশ্চিম।

পশ্চিম মেদিনীপুর জেলা ভেঙে তৈরী হচ্ছে ঝাড়গ্রাম জেলা যা আগামী ৪ এপ্রিল ২২ তম জেলা হিসেবে আত্মপ্রকাশ করবে। অন্যদিকে বর্ধমান ভেঙে তৈরী হচ্ছে ২৩ তম জেলা বর্ধমান যা ৭ এপ্রিল থেকে প্রশাসনিক কাজকর্ম শুরু করবে।

আজ পশ্চিম মেদিনীপুরের খড়গপুরে একটি প্রশাসনিক বৈঠক করবেন মুখ্যমন্ত্রী। আগামী মঙ্গলবার একটি অনুষ্ঠানে ঝাড়গ্রামকে জেলা হিসেবে ঘোষণা করবেন মুখ্যমন্ত্রী। আগামী ৫ ও ৬ এপ্রিল পুরুলিয়া ও বাঁকুড়া জেলায় প্রশাসনিক বৈঠক করবেন তিনি। অন্য নতুন জেলাটির আনুষ্ঠানিক ঘোষণার জন্য আসানসোলের একটি কর্মসূচীতে যোগ দেবেন মুখ্যমন্ত্রী।

Bengal CM conducts her first administrative review meeting at new district Kalimpong

Bengal CM Mamata Banerjee conducted the first administrative review meeting at new district Kalimpong on Wednesday. On 14 February, Kalimpong was declared as the 21st district of the State. She said that her government would showcase it on the lines of Darjeeling.

“Everyone is very happy with the new district. All officials were present and participated at the meeting.” she told reporters after the administrative meeting.

“We had positive discussions regarding developmental projects that will be taken up in the new district,” she said.

She said that many tourists visit Darjeeling. But Kalimpong also has a number of tourist spots which would be showcased.

The CM had announced a slew of development projects for the newly-created district and said that a Rs 220 crore road link project would be taken up to connect Kalimpong with Sikkim via the old Silk Route.

She had said that a Rs 50 crore water supply project by the public health engineering department will be taken up soon to address Kalimpong’s water scarcity problem.

After the meeting the Bengal CM announced that the two existing task forces, the Terai-Dooars Unnayan Parishad and the Terai-Dooars Adivasi Unnayan Parishad, will be transformed into separate development boards.

 

নতুন জেলা কালিম্পঙে প্রথম প্রশাসনিক বৈঠক করলেন মুখ্যমন্ত্রী

বুধবার নতুন জেলা কালিম্পঙে প্রশাসনিক বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। গত ১৪ ফেব্রুয়ারি, মঙ্গলবার রাজ্যের ২১তম জেলা হিসাবে মানচিত্রে জায়গা করে নেয় কালিম্পং৷

নতুন ১৫টি বোর্ডের কাজকর্ম নিয়ে সবিস্তারে আলোচনা হয় বুধবার৷ কীভাবে সাধারণ মানুষের উন্নয়নের জন্য বোর্ডগুলি কাজ করবে, তার রূপরেখাও তৈরি করে দেন মুখ্যমন্ত্রী।

প্রশাসনিক বৈঠকের পর তিনি সাংবাদিকদের জানান, “সকলে নতুন জেলা পেয়ে খুব খুশি। সব কর্মকর্তারা বৈঠকে উপস্থিত ছিলেন”।

তিনি আরও জানান, “নতুন জেলার জন্য বিভিন্ন উন্নয়নমূলক প্রকল্প নিয়ে আলোচনা হয়েছে এবং আলোচনা ফলপ্রসূ। দার্জিলিং-এ অনেক পর্যটক আসেন কিন্তু কালিম্পঙেও অনেক ট্যুরিস্ট স্পট রয়েছে”।

ইতিমধ্যেই নতুন জেলার জন্য বেশ কিছু উন্নয়নমূলক প্রকল্পের ঘোষণা করেছেন মুখ্যমন্ত্রী। কালিম্পং-সিকিম সিল্ক রুটের উন্নয়নের জন্য ২২০ কোটি টাকা বরাদ্দ করা হয়েছে। খুব শীঘ্রই কালিম্পঙের জন্য একটি জল সরবরাহ প্রকল্প চালু করবে জনস্বাস্থ্য কারিগরি দপ্তর। এর জন্য বরাদ্দ করা হয়েছে ৫০ কোটি টাকা।

এছাড়া অতীতে গঠিত দুটি টাস্ক ফোর্সকে বোর্ডে রূপান্তরিত করা হবে। এগুলি হল – তরাই-ডুয়ার্স উন্নয়ন পরিষদ ও তরাই-ডুয়ার্স আদিবাসী উন্নয়ন পরিষদ।

 

 

WB CM inaugurates Purulia Govt Engineering College

West Bengal Chief Minister Mamata Banerjee chaired an administrative meeting at Purulia district today. During the meeting, she inaugurated a government engineering college at Purulia. This is the first government engineering college in the State in the last 20 years.

The college would have all the required infrastructure (academic block, administrative block, student activity centre, separate hostels for boys and girls among other things). Eighty one teachers and 31 non-teaching staff will be recruited for the college.

Affiliated to Maulana Abul Kalam Azad University of Technology, Purulia Government Engineering College will offer graduate-level courses in civil engineering, mechanical engineering, electrical engineering, Computer Science engineering, electronics and communication engineering.

Classes for the first batch will commence on 10 August with 300 students selected via West Bengal Joint Entrance Examination.

The Chief Minister addressed a press conference after the administrative revie meeting.

Highlights of her speech:

  • Major roads are being constructed in Bankura and Purulia at a cost of Rs 340 Cr, it will benefit people hugely
  • A major industrial corridor is coming up between Amritsar and Kolkata, this will connect Purulia and Bankura as well
  • Out of 12 Kisan Bazars, 6 are ready in this district which will be inaugurated tomorrow
  • We have started youth hostels, cottages and roadways in the Ayodhya Hills area, this will boost tourism in the region
  • We also held discussions on all the social schemes such as Kanyashree, Khadya Sathi, Shikshashree and other schemes

 

আজ পুরুলিয়ায় সরকারি ইঞ্জিনিয়ারিং কলেজের উদ্বোধন করেন মুখ্যমন্ত্রী

আজ পুরুলিয়ায় প্রশাসনিক বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৈঠককালে তিনি পুরুলিয়ায় সরকারি ইঞ্জিনিয়ারিং কলেজের উদ্বোধন করেন। গত ২০ বছরে এটি রাজ্যের প্রথম সরকারি ইঞ্জিনিয়ারিং কলেজ।

কলেজ সব প্রয়োজনীয় অবকাঠামো (একাডেমিক ব্লক, প্রশাসনিক ব্লক, ছাত্র কার্যকলাপ কেন্দ্র, ছেলেদের এবং অন্যান্য বিষয়ের মধ্যে মেয়েদের জন্য আলাদা হোস্টেল) রয়েছে। আশি জন শিক্ষক এবং ৩১ জন স্টাফ কলেজের জন্য নিয়োগ করা হবে।

পশ্চিমবঙ্গ জয়েন্ট এন্ট্রান্স পরীক্ষার মাধ্যমে নির্বাচিত ৩০০জন শিক্ষার্থী নিয়ে ১০ই আগস্ট প্রথম ব্যাচের ক্লাস শুরু হবে।

বৈঠকের পর সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী।

Jhargram will become a new district soon: WB CM after the first administrative review meeting

After returning to power for the second term, the first block-level administrative review meeting of the West Bengal Government led by Mamata Banerjee took place today. The status of ongoing projects and future action plans were discussed at the meeting.

The West Bengal Chief Minister had announced on June 3, after holding the first State-level administrative review meeting at Town Hall in Kolkata, that she would start her district tours to hold the block-level administrative review meetings from Jangalmahal.

This meeting was held at Jhargram in Paschim Medinipur district. Senior district officials had prepared all documents and reports.

Senior officials of the State Government including the Chief Secretary and the Home Secretary were present during the meeting. Starting from construction of bridges, that had been a long-standing demand of the local people, to setting up of super-speciality hospitals, development on all fronts had brought about a sea change in the lives of the people during the past five years.

People had to travel a long distances to access better treatment facilities, but with the setting up of the super-speciality hospital, it is no longer a problem. Krishak bazaars, ITI colleges and model schools have also come up. Moreover, projects like Khadya Sathi, Kanyashree and Sabuj Sathi have also being implemented.

After the meeting today, the Chief Minister addressed a press conference. She said, “Good work has happened in Paschim Medinipur district. The process of development must continue.”

She promised that all ongoing projects would be completed. The work towards the creation of the district of Jhargram is progressing at a rapid pace.

Regarding the menace of elephants destroying crops, the Chief Minister said, “We have asked the Forest Department to take measures to stop the attacks by elephants in the district.” About the issue of flood control and water conservation, she said, “We have started a project worth Rs 500 crore to construct check dams and other water harvesting measures.”

 

ঝাড়গ্রাম হবে নতুন জেলা: প্রশাসনিক বৈঠকের পর বললেন মুখ্যমন্ত্রী

দ্বিতীয়বার ক্ষমতায় আসার পর মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকারের জেলা স্তরের প্রথম প্রশাসনিক বৈঠক ছিল আজ। চলতি প্রকল্প এবং ভবিষ্যতে কর্মপরিকল্পনা নিয়ে আলোচনা করা হয় এই বৈঠকে।

গত ৩ জুন কলকাতার টাউন হলে প্রশাসনিক বৈঠকের পরই তিনি এই বৈঠকের কথা ঘোষণা করেন। তিনি জানান যে জঙ্গলমহল থেকেই তিনি তার জেলা সফর শুরু করবেন।বৈঠকটি হয় পশ্চিম মেদিনীপুরের ঝাড়গ্রামে।

বিভিন্ন দপ্তরের প্রশাসনিক প্রধান, সাংসদ, বিধায়ক ও জেলার মন্ত্রীদের সঙ্গে ঝাড়গ্রাম পুলিস সুপারের  বৈঠকের উপস্থিত ছিলেন এই বৈঠকে। সাধারণ মানুষের চাহিদা অনুযায়ী দীর্ঘ সেতু এবং মাল্টি সুপার স্পেশালিটি হসপিটাল তৈরির কাজ এখানে সম্পন্ন হয়ে গেছে, যা এখানকার সাধারণ মানুষের জীবনযাত্রাকে অনেক সহজ করে তুলেছে। এর ফলে মানুষকে চিকিৎসার জন্য আর অতদূর যেতে হবে না।

এখানে কিষাণ বাজার, আইটিআই কলেজ , মডেল স্কুল তৈরি হচ্ছে। বিভিন্ন সরকারি প্রকল্প যেমন খাদ্য সাথী, কন্যাশ্রী, সবুজসাথী ইত্যাদির সহায়তা পাচ্ছে এলাকার মানুষ।

বৈঠকের পর সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী। তিনি বলেন, “পশ্চিম মেদিনীপুরে অনেক ভালো কাজ হয়েছে। উন্নয়নের কাজ অব্যাহত থাকবে। যে প্রকল্পগুলির কাজ চলছে সেগুলি দ্রুত শেষ করা হবে।খুব শীঘ্রই ঝাড়গ্রাম নতুন জেলা তৈরি হবে”।

তিনি আরও জানান, জেলায় হাতির হানা রুখতে বন দপ্তরকে প্রয়োজনীয় ব্যবস্থা নেওয়ার নির্দেশ দেওয়া হয়েছে এছাড়া চেক ড্যাম তৈরি ও সেচ ব্যবস্থার জন্য ৫০০ কোটি টাকা ব্যয়ে একটি প্রকল্পের কাজ শুরু হয়েছে।

 

 

Bengal will become best in the world: WB CM

The newly formed Government of West Bengal, headed by Trinamool Congress in its second consecutive term, has taken up the agenda of bettering administrative work from where it left off in January 2016.

Under the leadership of Chief Minister Mamata Banerjee, the first administrative meeting of the new Government was held today at Town Hall.

At a press conference after the meeting, the Chief Minister said, “During the last five years, our Government has done a lot of developmental work. Despite the load of debts, we have enabled the State to prosper on all fronts. The amount of spending on development-related activities has trebled during the last five years.”

“The Centre has stopped the flow of funds but we have kept up the work on all the previously Centre-funded projects by spending from our own treasury. Over the last five years, there has been 105 administrative meetings in all the districts. Infrastructure and assets have doubled during the last five years.”

About the Aadhar Card, she said that since everyone in the State has not received them, it should not be made mandatory for accessing Government services.

She also announced that she would conduct the first block-level administrative meeting of the new Government on June 14 in Jangalmahal.

Since 2011, Chief Minister Mamata Banerjee has chaired 105 administrative meetings, in all the 20 districts of the State, resulting in the much quicker implementation of developmental activities.

 

 

বাংলা হবে বিশ্বসেরাঃ মুখ্যমন্ত্রী 

নতুন সরকার হিসেবে পশ্চিমবঙ্গে দ্বিতীয় বার শপথ নেওয়ার পর আজই ছিল তৃণমূল কংগ্রেসের প্রথম প্রশাসনিক বৈঠক। টাউন হলে দপ্তরগুলির সঙ্গে শেষ পর্যালোচনা বৈঠক মুখ্যমন্ত্রী করেন গত জানুয়ারি মাসে।

আজ মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে  টাউন হলে প্রথম প্রশাসনিক পর্যালোচনা বৈঠকে সব দপ্তরের মন্ত্রী, সচিব ও পদস্থ আধিকারিকদের পাশাপাশি জেলাশাসক ও পুলিশ সুপাররাও এই বৈঠকে উপস্থিত ছিলেন।

বৈঠক শেষের পর সাংবাদিকদের মুখোমুখি হয়ে মুখ্যমন্ত্রী জানান আজ বিভিন্ন দপ্তরের পূর্বে করা বিভিন্ন কাজ এবং ভবিষ্যতের পরিকল্পনা নিয়ে আলোচনা হয়েছে। তিনি বলেন, “আমাদের সরকার গত ৫ বছরে প্রচুর উন্নয়নমূলক কাজ করেছে। বিপুল ঋণের বোঝা থাকা সত্ত্বেও রাজ্যে ব্যাপক উন্নয়ন হয়েছে। গত পাঁচ বছরে রাজ্যের পরিকল্পিত ব্যয় তিন গুণ বৃদ্ধি হয়েছে, এটি নজিরবিহীন”।

“কেন্দ্র টাকা দেওয়া বন্ধ করে দিয়েছে কিন্তু রাজ্য সরকার নিজেদের টাকায় সেইসব প্রকল্পের কাজ চালু রেখেছে। গত ৫ বছরে জেলায় জেলায় মোট ১০৫ টি প্রশাসনিক বৈঠক হয়েছে। পরিকাঠামো ও অ্যাসেট গত পাঁচ বছরে দ্বিগুণ বৃদ্ধি পেয়েছে” , বলেন মুখ্যমন্ত্রী।

আধার কার্ড প্রসঙ্গে তিনি বলেন যেহেতু সকলে এখনো এই কার্ড পায়নি তাই আধার কার্ড সকলের জন্য বাধ্যতামূলক করা উচিত নয়।

তিনি জানান আগামী ১৪ ই জুন জঙ্গলমহলে তিনি প্রশাসনিক বৈঠক করবেন। ব্লকস্তরে এটি প্রথম প্রশাসনিক বৈঠক।

গত পাঁচ বছরে পশ্চিমবঙ্গের মাননীয়া মুখ্যমন্ত্রী মোট ১০৫ টি প্রশাসনিক বৈঠক করে  সেখানকার উন্নয়নমূলক কাজকর্ম পর্যালোচনা করেছেন।

Dignitaries praise WB Govt’s 100th administrative meeting

The 100th administrative meeting of the West Bengal government was conducted in style today.

A host of dignitaries — social thinkers, bankers, economists, health-care experts, vice-chancellors, parliamentary leaders of political parties, editors, poets and artists — were present on the occasion. They were joined by cabinet ministers and bureaucrats at the 100th administrative meeting.

Anuradha Lohia, Vice Chancellor of Presideny University, said, “We have received immense cooperation and help from State Govt. We hope we will continue to receive the support and cooperation in future.”

Amitava Sarkar, Director of IISWBM, said that this meeting was a lesson in administration and management. He was echoed by Ajoy Kr Ray, Director of IIEST, Shibpur and Sangeeta Bandyopadhyay from Indian Statistical Institute.

Sharing his personal experience of how he has seen development at grassroots, economist Abhirup Sarkar said, “The fact that the entire Secretariat travels to districts is historic.”

Terming the 100th administrative review meeting historic, poet Subodh Sarkar said that he will never forget this experience.

Trinamool MP Sudip Bandyopadhyay said this model of administrative review meetings was a lesson for not only the rest of India but the entire world.

Decentralised governance

The whole idea is to take stock of government’s delivery mechanism at the grassroots level and free-wheeling exchange of ideas among intelligentsia for greater good of the society in different spheres of life, said a senior state government official.

Such a decentralised approach for reaching out to the grassroots consistently is rare in India. Guided by Mamata Banerjee, government officials regularly go to the villages to monitor the performance of every department vis-a-vis the district-level demands. It helps solve problems faster and speeds up decision-making.

The presence of a large group of officials makes inter-departmental cooperation easier.

Reaching out to grassroots

WB CM Mamata Banerjee made it a routine to take the entire administration — right from the chief secretary and home secretary to departmental secretaries and police top brass — to the district where they meet the ground-level delivery system, including cops, regional transport officers, block level executives, agriculture officers and scientists. A lot of issues get resolved on the spot.

The delivery mechanism, has improved to such a level that some of the fiercest critics have clammed up. Several states now want to replicate the model for developing a better delivery mechanism.

WB CM inaugurates a mobile app for Burdwan district

In a first initiative in Bengal, the Burdwan district administration launched ‘Smart Burdwan’, a portal and a mobile app. Everything you have wanted to know about the district will now be at your fingertips.

Chief Minister Mamata Banerjee, who visited Burdwan for her 100th administrative meeting, commemorated the occasion by launching this portal and app.

Service of the people

One will be able to lodge complaints against departments such as PWD as well as the municipalities, the panchayat samiti, block and sub-divisional offices regarding basic infrastructure – roads, drinking water, drainage and so on.

Also, all contact information of these departments or entities can now be accessed via this app. This app can also be used to access the contact numbers of police stations, fire and emergency services, electricity, cooking gas, and so on, thereby bringing all these under a single window.

In addition, information on educational courses, admission procedure, infrastructure, placement will also be available. All details about schemes such as Kanyashree, minority scholarships, vocational training, industrial training can be accessed through this app.

To prevent the distress sale of agricultural commodities, a voice interactive system has been developed by C-DAC, which is supposed to be launched on July 15.
