Chief Minister Mamata Banerjee announced a new scheme for irrigation called Jalashree, while reviewing projects of Purba Bardhaman district during the administrative review meeting held there on August 26.

The idea behind Jalashree is to coordinate irrigation projects involving canals, wetlands and rivers so as to give effective relief to people during periods of drought.

Flood relief, combating lightning, preventing dengue, improving housing

At the meeting, the Chief Minister also announced several other projects for the district.

A State-wide World Bank-aided scheme worth Rs 2,800 crore is being implemented for building canals and check dams, in order to help in agriculture and irrigation, and also fight floods. Work worth Rs 560 crore has begun in Purba Bardhaman.

The Chief Minister advised the administration to plant coconut trees to deal with lighting, involving workers under the 100 Days’ Work Scheme, right from harvesting seeds in nurseries to planting and maintaining the trees.

She also asked the district administration to culture more guppy fish to combat dengue as the latter can eat up the larvae of dengue-causing mosquitoes. Awareness about dengue must also be increased, she said.

Another announcement that the chief minister made was that 8.30 lakh houses would be built all over the State under the Bangla Awas Yojana.

The 100 Days’ Work Scheme (formally, MGNREGS) has opened up new vistas in empowerment for the women of Nandigram. Now they are providing equally in running households.

This year, the number of women registered under MGNREGS in Nadigram-1 block is the highest of all years. Seventy-five per cent of the workforce now comprises of women.

This financial year, till now, per capita, the people of the block have managed to reach 40 per cent of the target for person days. Nearly 1400 people work under 100 Days’ Work scheme in Manuchowk Sangsad of Bhektuiya Panchayat, majority of whom are women. They are involved in construction of river embankments and ponds.

Women have been provided with saplings of trees; poultries have been set up for them to rear hens and ducks. These will open up new avenues of their income. Coupled with 100 Days’ work, these initiatives are helping in empowering women in rural Bangla.

Over the last two years, Bengal has achieved a lot in terms of manufacturing and investment under the leadership of Chief Minister Mamata Banerjee.

According to data supplied by all the industry-related departments of the State Government, during financial year (FY) 2016-17, production has increased by 9.27 per cent, in contrast to the all-India growth of 7.91 per cent. Recently, a Central Government report put Bengal in the top position in terms of ‘Ease of Doing Business’.

Another area where Bengal is number one in the country is the number of man-days created as a result of employment generation through NREGA, popularly known as the 100 Days’ Work Scheme. The State created 144 crore man-days.

To make it easier for investors, the State Government brought about the Silpa Sathi Scheme. This scheme has created a single-window entry for investors. It has also brought about G2B, that is, Government-to-business, services.

In 2017, the State Government spent Rs 123 crore in creating and upgrading industrial parks and growth centres.
A deep-sea port is coming up in Tajpur. For a shipbuilding-cum-repairing yard in Kulpi, 5,603 acres have been allotted.

In Purulia, for a cement grinding plant and a 20 megawatt (MW) power plant of Shree Cement, 9,823 acres have been allotted. A plot of 89 acres has been granted to Gagan Ferrotech in Bardhaman for a 12 MW and an 8 MW power plant.

In the 2018-19 Budget, the Government has allotted Rs 98,657 crore towards industry, commerce and investment.

 

অভ্যন্তরীণ শিল্পে উৎপাদন বৃদ্ধি ৯.২৭%, সৃষ্টি হয়েছে ১৪৪ কোটি কর্মদিবস

বিগত দুবছরে পশ্চিমবঙ্গে শিল্প উৎপাদন ও বিনিয়োগের ক্ষেত্রে ব্যাপক সাফল্য মিলেছে। রাজ্য সরকারের শিল্প সংক্রান্ত দপ্তরগুলির পরিসঙ্খ্যানে দেখা যাচ্ছে, অভ্যন্তরীণ শিল্প উৎপাদন ২০১৬-১৭তে বৃদ্ধি পেয়েছে ৯.২৭ শতাংশ। গোটা দেশে এই বৃদ্ধির হার ৭.৯১ শতাংশ।

বাণিজ্যের অনুকূল পরিবেশ সৃষ্টি করার জন্য রাজ্য প্রথম স্থান অর্জনের স্বীকৃতি পেয়েছে কেন্দ্রীয় সরকারের কাছে থেকে। শ্রম দপ্তরের পরিসংখ্যানের দাবি, একশো দিনের কর্মনিশ্চয়তা প্রকল্পে রাজ্যে ১৪৪ কোটি শ্রমদিবস সৃষ্টি হয়েছে। যা দ্বারা দেশের মধ্যে সর্বাধিক।

বন্ধ কলকারখানার শ্রমিকদের জন্য কর্মনিজুক্তিতে সুযোগ বৃদ্ধিতে উদ্দেশ্যে তাঁদের দক্ষতা বিকাশ সংক্রান্ত প্রশিক্ষণের জন্য প্রত্যেককে ১২ হাজার টাকা করে প্রদান করার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। এর পাশাপাশি পাঠক্রমের জন্য বেতন ও প্রশিক্ষণ ব্যয়ও সরকার বহন করছে।

গত বছর থেকেই রাজ্যে শিল্পে বিনিয়োগের পথকে সহজ করতে শিল্পসাথী প্রকল্পে এক জানালা পোর্টাল শুরু করা হয়েছে। যা ব্যবসা, শিল্প সরলীকরণ ও সম্প্রসারণের কাজে সাহায্য করবে। এর পাশাপাশি শুরু হয়েছে জিটুবি পরিষেবা।

২০১৭-তে রাজ্যে ১২৩ কোটি টাকা ব্যয়ে শিল্প পার্ক উন্নয়ন ও গ্রোথ সেন্টার গড়ে তোলা হয়েছে। তাজপুরে তৈরী হচ্ছে গভীর সমুদ্রবন্দর। কুলপিতে জাহাজ নির্মাণ ও মেরামতির কারখানা এবং বন্দরে পণ্য পরিবহনের জন্য ৫৬০৩ একর জমি দেওয়া হয়েছে। পুরুলিয়ার রঘুনাথপুরে সিমেন্ট গ্রাইন্ডিং কারখানা ও ২০ মেগাওয়াটের বিদ্যুৎ প্রকল্পের জন্য ৯৮৩২ একর জমি বরাদ্দ করা হয়েছে। বর্ধমানে ১২ মেগা ওয়াট ছাড়াও আরও ৮ মেগাওয়াট বিদ্যুৎ কেন্দ্রের জন্য ৮৯ একর জমি দেওয়া হয়েছে।

২০১৮-১৯ রাজ্য বাজেটে শিল্প, বাণিজ্য ও উদ্যোগ সংস্থা বিভাগের জন্য অর্থমন্ত্রী বরাদ্দ করেছেন ৯৮৬৫৭ কোটি টাকা।

The way the Trinamool Congress Government has used the 100 Days’ Work Scheme (NREGA) in the service of garbage disposal by the panchayats has become a role model for the country. The Union Rural Development Ministry has sent instructions to the state and union territory governments to study and implement the Bengal model.

The solid waste management system that the panchayats have implemented is both health-friendly and environment-friendly. As an example, the union ministry has held up the solid waste disposal practiced in Hemtabad gram panchayat (GP) in Uttar Dinajpur district.

Bengal has also been acknowledged by the Centre as being the best in implementing the 100 Days’ Work Scheme. Be it making flyash bricks or growing orchards or effectively disposing garbage or so many other things, the State Government, under the leadership of Chief Minister Mamata Banerjee has been extremely effective in using the scheme to benefit people in even the farthest corners of the state.

 

জঞ্জাল অপসারণ করে দেশের মডেল এ রাজ্য

গ্রামীণ এলাকায় জঞ্জাল অপসারণের কাজে পশ্চিমবঙ্গকেই দেশের ‘রোল মডেল’ করতে চাইছে কেন্দ্রীয় সরকার৷

মমতা বন্দ্যোপাধ্যায়ের সরকার যে ভাবে ১০০ দিনের কাজের প্রকল্পে পঞ্চায়েতে জঞ্জাল অপসারণের নয়া দিশা দেখিয়েছে , তা সারা দেশে ছড়িয়ে দিতে চায় কেন্দ্রীয় সরকার৷ তার জন্য সব রাজ্যের কাছে লিখিত নির্দেশিকা পাঠিয়েছে গ্রামোন্নয়ন মন্ত্রক৷ কেন্দ্রীয় এই নির্দেশিকায় জানানো হয়েছে , বিভিন্ন রাজ্যের কঠিন বর্জ্য নিষ্কাশন পদ্ধতি খতিয়ে দেখে পশ্চিমবঙ্গকেই দেশের আদর্শ মডেল হিসেবে চিহ্নিত করা হয়েছে৷

পঞ্চায়েতমন্ত্রী বলেন , ‘১০০ দিনের কাজে প্রকল্পে সারা দেশের মধ্যে আমরা সবার শীর্ষে রয়েছি৷ তার জন্য পুরস্কারও পেয়েছি৷ ১০০ দিনের কাজের প্রকল্পে কনভার্জেন্সেও আমরা প্রথম৷ শুধু গ্রামের কঠিন বর্জ্য নিষ্কাশনই নয় , ১০০ দিনের কাজের কর্মীরা ফ্লাই অ্যাশের ইটও তৈরি করছেন৷ ফলের বাগান বানানো হয়েছে৷ আমাদের কাজকে স্বীকৃতি না দিয়ে পারছে না কেন্দ্রীয় সরকার৷’

The Bengal Government has allotted Rs 500 crore for the development of the Darjeeling and Kalimpong region.

After the 104-day strike in the Hills, this is a huge relief for the people of the region. All developmental work had been suspended due to the strike. Life in general had been crippled. The Darjeeling and Kalimpong district administrations had sent reports about the destruction of government property. Now things have started looking up.

The State Government has decided to start again all types of public like opening of ration shops, supply of drinking water, repair of roads and bridges, restoration of electricity services, etc. Rs 500 crore has been allotted for these activities, which is going to be released in phases. Activities under the 100 Days’ Work Scheme (MGNREGA Scheme) are being re-started.

The Hills region is an integral part of Bengal and the State Government would do everything possible to bring the situation back to normal.

পাহাড়ে উন্নয়নের জন্য রাজ্য সরকারের বরাদ্দ ৫০০ কোটি

পাহাড়ে ১০৪ দিন বন্ধ থাকায় সেখানকার অর্থনীতি একেবারে ভেঙে পড়েছিল। সমস্ত রকম নাগরিক পরিষেবা বন্ধ থাকায় জনজীবন বিপর্যস্ত হয়ে পড়েছিল। অনেক সম্পত্তি ধ্বংস হয়ে গিয়েছে।

রাজ্য সরকার সিদ্ধান্ত নিয়েছে, অবিলম্বে নাগরিক পরিষেবা স্বাভাবিক করার কাজ যেমন – পানীয় জল সরবরাহ, রেশন দোকান খোলা, রাস্তা মেরামত, সেতু রক্ষণাবেক্ষণ, বিদ্যুৎ সরবরাহ প্রভৃতির কাজ শুরু হবে। ফের শুরু করা হবে ১০০ দিনের কাজ। এই কাজের মাধ্যমে পাহাড়ের গরিব মানুষ কাজ পাবেন। তাদের আয় হবে।

পাহাড়ের হাল ফেরানোর জন্য ৫০০ কোটি টাকা দেওয়ার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। এই টাকা ক্ষেপে ক্ষেপে দেওয়া হবে। প্রতিটি কাজের পর ইউটিলাইজেশন সার্টিফিকেটও (ইউ সি) চাওয়া হয়েছে।

জেলা প্রশাসন থেকে রিপোর্ট পাঠিয়ে বলা হয়েছে, পাহাড় স্বাভাবিক হয়ে উঠছে। পর্যটকরা যেতে শুরু করেছেন। দপ্তরে সরকারি কর্মচারীরা ফিরে এসেছেন। নাগরিক পরিষেবার কাজ স্বাভাবিক করার জন্য জিটিএ কে বলা হয়েছে। তার জন্য প্রয়োজনীয় টাকা স্বরাষ্ট্র দপ্তরের অধীনে পার্বত্য বিষয়ক দপ্তরের তহবিল থেকে দেওয়া হবে।

পাহাড় পশ্চিমবঙ্গের অবিচ্ছেদ্য অঙ্গ। তার উন্নয়নের জন্য রাজ্য সরকার সবরকম সহযোগিতা করবে।

The North 24 Parganas district administration is making special arrangements to make more women join the 100 Days’ Work Scheme and thus become self-sufficient. From August 19, every woman joining the 100 days’ scheme would be handed ‘hygiene kits’ under the Open Defecation-Free (ODF) Plus programme.

The district administration reasons that, since the views of women in the household are crucial for health and financial issues of the family, they would be better equipped to percolate the benefits and the working of these issues to every member of the family if they are given lessons on them.

North 24 Parganas was declared an ODF district on September 29, 2016. Currently, an ‘ODF Plus’ programme is being implemented across the district.

From August 19, work under MGNREGS, popularly known as 100 Days’ Work Scheme, would be started in all the gram panchayats.

The hygiene kit, among other things, would contain information on health issues and on insect-borne diseases. From August 19, women engaged in 100 Days’ Work would have access to temporary toilets. Usage of proper toilets would help prevent the spread of pollution and diseases. All these are part of the ODF Plus programme.

১০০ দিনের প্রকল্পে গ্রামীণ মহিলাদের কর্মসংস্থানে উদ্যোগ উত্তর ২৪ পরগনায়

১০০ দিনের কাজের প্রকল্পে গ্রামীণ এলাকার মহিলাদের কর্মসংস্থান এবং সু-স্বাস্থ্যের লক্ষ্যে বিশেষ সচেতনতামূলককর্মসূচি নিচ্ছে উত্তর ২৪ পরগনা জেলা প্রশাসন। আগামী ১৯ আগস্ট জেলাজুড়ে যতজন মহিলা ১০০ দিনের প্রকল্পে কাজকরবেন, তাঁদের প্রত্যেককে একটি করে ‘হাইজিন-কিট’ দেওয়া হবে। প্রশাসনের কর্তাদের দাবি, যেহেতু পরিবারের স্বাস্থ্য ওআর্থিক বিষয়ে মহিলাদের ভূমিকা বিশেষ গুরুত্বপূর্ণ, তাই তাঁদের উপরেই এবার বিশেষ নজর দেওয়া হচ্ছে। যাতে তাঁরা বাড়ির শিশুও অন্যান্য সদস্যদের সচেতন করতে পারেন।

জেলা প্রশাসন সূত্রে জানা গিয়েছে, ২০১৬ সালের ২৯ সেপ্টেম্বর উত্তর ২৪ পরগনা জেলাকে ওডিএফ জেলা তথা নির্মল জেলাঘোষণা করা হয়েছে। বর্তমানে জেলাজুড়ে ওডিএফ প্লাস কর্মসূচি চলছে। সেই কর্মসূচিতেই ১০০ দিনের কাজের প্রকল্পেরমাধ্যমে গ্রামীণ মহিলাদের অংশগ্রহণ করানোর পরিকল্পনা নেওয়া হয়েছে। এই জেলার ২২টি ব্লকে ১০০ দিনের কাজের প্রকল্পেপুরুষ ও মহিলা মিলিয়ে প্রায় সাত লক্ষ জবকার্ড দেওয়া হয়েছে। তবে এই কর্মসূচিতে কেবলমাত্র মহিলাদেরই নেওয়া হবে।

মহিলাদের কর্মসংস্থান ও স্বাস্থ্য বিধান—এই দু’টি কর্মসূচি একসঙ্গেহাতে নেওয়া হয়েছে। জেলার প্রতিটি গ্রাম পঞ্চায়েতে মহিলারা ১০০ দিনের এই প্রকল্পে কাজের জন্য নিজেদেরনাম নথিভুক্ত করবেন। অর্থাৎ নিজের কাজ নিজেই চাইবেন। এই কর্মসূচির নাম দেওয়া হয়েছে, ‘রোজগার দিবস’।

Trinamool Chairperson Mamata Banerjee today slammed at the Centre’s decision to make Aadhaar mandatory for mid-day meals in schools.

She questioned whether even infants (0-5 years) will need Aadhar cards now? She termed the decision to have Aadhaar card for mid-day meals and ICDS and  100 Days’ Work as shocking.

Mamata Banerjee wondered why instead of helping the poorest of the poor, the downtrodden and children, the Centre is snatching away their rights. She said that in the name of Aadhaar, privacy is being lost and there is extortion.

Mamata Banerjee said that as a nation we must protest against this.

মিড-ডে মিল ও আইসিডিএসের জন্যও আধার কার্ড বাধ্যতামূলক করার জন্য কেন্দ্রীয় সকারের করা সমালোচনা করলেন মমতা ব্যানার্জী।

ট্যুইটার-এ মমতা ব্যানার্জীর প্রতিক্রিয়া:

“এখন থেকে কি ০-৫ বছরের শিশুরও আধার কার্ড লাগবে? মিড-ডে মিল ও আইসিডিএসের জন্যও আধার কার্ড? অবিশ্বাস্য! একশো দিনের কাজও বাদ যায়নি। গরিব, খেটে-খাওয়া মানুষ, আমাদের প্রিয় শিশুদের তাদের অধিকার থেকে বঞ্চিত করা হচ্ছে কেন? আধারের নামে মানুষের গোপনীয়তা ক্ষুন্ন করা হচ্ছে। এটাতো এক্সটরশান! কেন্দ্রের মনোভাব এত নেতিবাচক কেন? সারা দেশে এর প্রতিবাদ হয় উচিত।”

आधार को लेके केंद्र की तीब्र निंदा किया ममता बनर्जी ने।  उन्होंने कहा की आधार के नाम पर गोपनीयता नष्ट की जा रही है। आधार को एक तरह की ‘वसूली’ भी कहा उन्होंने। ममता बनर्जी ने कहा की पूरे देश में इसका विरोध होना चाहिए।

ममता बनर्जी के ट्वीट्स:

“अब क्या नवजात शिशु (0-5 वर्ष) को भी आधार कार्ड चाहिए? मिड-डे मील और आईसीडीएस के लिए भी आधार चाहिए? अविश्वसनीय! नरेगा को भी रिहाई नहीं मिली! गरीबों को मदद करने के स्थान पर गरीब, पिछड़े हुए लोग और हमारे प्यारे बच्चों से उनका हक क्यों छीना जा रहा है? आधार के नाम पर गोपनीयता नष्ट की जा रही है। यह एक तरह की ‘वसूली’ है। यह सरकार इतनी नकारात्मक क्यों है? पूरे देश में इसका विरोध होना चाहिए।”

Bengal Chief Minister Mamata Banerjee has written a letter to the Prime Minister protesting against the Government’s decision to transfer the funds for the 100 Day’s Work Scheme, bypassing the State administration.
Copies of the letter have been sent to the non-BJP State Governments which are opposed to the Centre.

The Centre’s decision to deposit the wages under the 100-days work scheme directly to the beneficiaries’ bank accounts bypassing the State Government is perceived to be an unwarranted encroachment on the States’ rights and is violative of the federal spirit of the Constitution. This has been strongly resented by Chief Minister Mamata Banerjee.

The Chief Minister criticised the Centre for unwanted inference in different State matters. She said that the Centre is doing video-conferences with State Chief Secretaries bypassing the Chief Minister. There should be a protest against such practices, she said on Friday after sending the letter of protest.

১০০ দিনের কাজ-সহ বিভিন্ন কেন্দ্রীয় প্রকল্পে রাজ্যকে এড়িয়ে যাওয়ার প্রতিবাদে এবার প্রধানমন্ত্রীকে চিঠি দিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ চিঠিতে মুখ্যমন্ত্রী বলেছেন, গণতন্ত্রে রাজ্যের ভূমিকা বৃহত্তর৷ তা কখনোই এড়িয়ে যাওয়া যায় না৷

কেন্দ্রের পাঠানো টাকা রাজ্য বাজেটের মাধ্যমে খরচের. পক্ষে সওয়াল করেছেন মুখ্যমন্ত্রী৷ সরাসরি উপভোক্তাদের অ্যাকাউন্টে টাকা পাঠানো গণতন্ত্রের উপর আক্রমণ বলে মনে করেন মমতা৷ কেন্দ্রীয় সরকারের সিদ্ধান্তের প্রতিবাদে প্রধানমন্ত্রী নরেন্দ্র মোদিকে পাঠানো চিঠির প্রতিলিপি সমস্ত অ-বিজেপি মুখ্যমন্ত্রীকে পাঠানো হয়েছে৷

রাজনৈতিক মহলের মতে, কেন্দ্রের বঞ্চনার বিরুদ্ধে মমতা যে লড়াইয়ে নামতে চলেছেন সেই বার্তা আরও স্পষ্ট হল৷ অ-বিজেপি দলগুলিকে নিয়ে তিনি ইতিমধ্যে কেন্দ্রের বিরুদ্ধে লড়াইয়ের বার্তা দিয়েছেন৷ বিভিন্ন ইস্যুতে বিজেপি বিরোধী দলগুলিকে ঐক্যবদ্ধ হওয়ার ডাক দিয়েছেন মমতা৷

কয়েকদিন আগেই নবান্নে সাংবাদিক সম্মেলন করে কেন্দ্রীয় সরকারের নীতির বিরুদ্ধে সরব হয়েছিলেন মমতা৷ উল্লেখ্য, কেন্দ্র সম্প্রতি সিদ্ধান্ত নিয়েছে, একশো দিনের কাজ-সহ বিভিন্ন প্রকল্পে রাজ্য আর টাকা পাবে না৷ তা সরাসরি উপভোক্তাদের কাছে চলে যাবে৷ তা নিয়ে দিল্লিতে গিয়ে সরব হয়েছেন রাজ্যের অর্থমন্ত্রী অমিত মিত্র৷ এবার প্রধানমন্ত্রীকে চিঠি পাঠিয়ে প্রতিবাদ জানালেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

West Bengal has created more than six crore person-days of work over and above the target set for the financial year 2015-16, under MGNREGS.

This was revealed in the performance report for the project, titled ‘Performance, Initiatives and Strategies FY 2015-16 and FY 2016-17,’ released recently by the Union Ministry of Rural Development.

The State created 28,65,000 person-days of work under MGNREGS, also known as the 100 Days Work Scheme, during the last financial year, which was almost six crore above the target of 22,19,000.

The scheme is meant to create permanent infrastructure in rural regions, including the building and maintenance of roads, irrigation dams and water canals, planting of trees, building of permanent toilets, anganwadi centres, etc.

২০১৫-১৬ আর্থিক বছরে পশ্চিমবঙ্গে একশো দিনের কাজের প্রকল্পে (এমএনআরইজিএস) লক্ষ্যমাত্রার থেকে ছ’কোটিরও বেশি শ্রমদিবস সৃষ্টি হয়েছে। কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রকের পক্ষ থেকে জারি পারফরম্যান্স রিপোর্ট থেকে এই তথ্য জানা যাচ্ছে।

পারফরম্যান্স রিপোর্টে গ্রামোন্নয়ন মন্ত্রক জানিয়েছে, লেবার বাজেটের তুলনায় অতিরিক্ত শ্রমদিবস সৃষ্টি করেছে রাজ্য সরকার।

২০১৫-১৬ আর্থিক বছরে পশ্চিমবঙ্গের জন্য একশো দিনের প্রকল্পে ২২ কোটি ১৯ লক্ষ শ্রমদিবস মঞ্জুর করেছিল কেন্দ্র। এই আর্থিক বছরে পশ্চিমবঙ্গের একশো দিনের প্রকল্পে শ্রমদিবস সৃষ্টি হয়েছে ২৮ কোটি ৬৫ লক্ষ। এটা লেবার বাজেটের ১২৯ শতাংশ। ২০১৪-২০১৫ আর্থিক বছরে ১৬ কোটি ৯৬ লক্ষ শ্রমদিবস একশো দিনের প্রকল্পে সৃষ্টি হয়েছিল। অর্থাৎ এক বছরের মধ্যে রাজ্য প্রায় ১২ কোটির বেশি শ্রমদিবস সৃষ্টি করতে পেরেছে।

২০১৫-২০১৬ আর্থিক বছরের বাজেটে এই প্রকল্পের জন্য রাজ্য সরকার দেড়শো কোটি টাকা বরাদ্দ করা হয়েছিল।

এই প্রকল্পের আওতায় গড়ে প্রতি পরিবার কাজ পেয়েছে ৪৬ দিন। প্রত্যেকের মজুরি ১৬৯ টাকা।

এই প্রকল্পের মাধ্যমে গ্রামে স্থায়ী সম্পদ সৃষ্টির উপর জোর দেওয়া হচ্ছে। সড়ক ও সেচ বাঁধ নির্মাণ, জলাশয় সৃষ্টি ও সংস্কার, বনসৃজন প্রভৃতির পাশাপাশি গ্রামের বাড়িতে শৌচাগার তৈরি, অঙ্গনওয়াড়ি কেন্দ্র নির্মাণ প্রভৃতি প্রকল্প এর আওতায় আসার পরিকল্পনা রয়েছে।

Rural Bengal has progressed tremendously under the Trinamool Congress Government over the past five years. Panchayats are the agents through which the government’s development programmes for the rural populace are implemented.

One  programme in which the State has performed very well and has received glowing commendations is Mission Nirmal Bangla.

Mission Nirmal Bangla

Mission Nirmal Bangla has been a revolutionary scheme of the West Bengal Government, aimed at making the State open defecation free (ODF), and it has had a great success. In 2014-15 alone, the State’s Individual Household Latrines (IHHL) count was 8.47 lakh, the highest in the country.

Among the top four districts in the country, in terms of making them ODF (counted on the basis of the construction of individual toilets), Nadia is at number one position and is immediately followed by Hooghly and Bardhaman.

In record time, Nadia district has reached out to all the households and constructed more than 3.47 lakh toilets to ensure that everyone in the district has got access to sanitation.

The project has achieved for West Bengal milestones which are the pride not only of India but internationally too. The Trinamool Congress Government has made the State really proud.

 

‘নির্মল বাংলা’: ভারতবর্ষের এক অনন্য মডেল

গত পাঁচ বছরে তৃণমূল কংগ্রেসের আমলে গ্রামবাংলার মানুষ উন্নয়নের এক নতুন আস্বাদ পেয়েছে। পঞ্চায়েতের মাধ্যমে সরকার তাদের এই উন্নয়ন কর্মসূচী বাস্তবায়িত করেছে।

মিশন নির্মল বাংলা কর্মসূচীতে রাজ্য খুব ভালো কাজ করেছে এবং  আন্তর্জাতিক স্তরেও যথেষ্ট প্রশংসা পেয়েছে।

‘মিশন নির্মল বাংলা’ পশ্চিমবঙ্গ সরকারের একটি বৈপ্লবিক প্রকল্প যার লক্ষ্য রাজ্যকে ওপেন ডেফিকেশন ফ্রি করা এবং রাজ্য সরকার এক্ষেত্রে অভূতপূর্ব সাফল্য পেয়েছে।

২০১৪-১৫ আর্থিক বর্ষে ‘নির্মল বাংলা’ স্বাস্থ্যবিধান কর্মসূচীতে ভারত সরকারের কাছ থেকে ‘দেশ সেরার’ শিরোপা জিতেছে পশ্চিমবঙ্গ। এই কর্মসূচীতে প্রায় ৮.৪৭ লক্ষ শৌচালয় নির্মাণ হয়েছে পশ্চিমবঙ্গে, যা দেশের মধ্যে সর্বোচ্চ।

সারা দেশের পারিবারিক শৌচাগার নির্মাণের ক্ষেত্রে অগ্রগণ্য প্রথম চারটি জেলার মধ্যে তিনটি হল নদিয়া, উত্তর ২৪ পরগনা ও হুগলি ও বর্ধমান।

নদিয়া দেশের মধ্যে প্রথম উন্মুক্ত শৌচবিহীন জেলা হিসেবে পুরস্কার অর্জন করেছে। ৩.৪৭ লক্ষেরও বেশি শৌচালয় নির্মাণ হয়েছে এই জেলায়।

পশ্চিমবঙ্গ সরকারের এই প্রকল্প শুধুমাত্র ভারতে নয় আন্তর্জাতিক স্তরেও খ্যাতি অর্জন করেছে। তৃণমূল কংগ্রেস রাজ্যকে গর্বিত করেছে।
