Bengal is a leader when it came to cooperative movement in the country, said the State Finance Minister, Dr Amit Mitra at the joint inauguration of the Samabay Mela and the centenary celebrations of the State cooperative banks on November 19.

He said Nadia district has excelled in this field and has won recognition from the Union Government. He also highlighted the stellar growth achieved under the Trinamool Congress Government in terms of disbursals to cooperatives and self-help groups (SHG).

Dr Mitra said the credit deposit ratio of the West Bengal State Cooperative Agriculture & Rural Development Bank was 81.16 per cent, which was extremely good.

Cooperative banks play a crucial role in agriculture and rural development. The banks extended a total crop loan of Rs 3,300 crore, a massive rise from the Rs 1,388 crore extended during financial year 2010-11. In the same period, loans to SHGs have increased from Rs 129 crore to Rs 612 crore and paddy procurement has jumped from 1.97 lakh metric tonnes (MT) to 5.08 lakh MT.

The Cooperation Department Minister said the government has taken initiatives to expand cooperative banks to 710 more gram panchayats. Fifty of these were inaugurated on that day.

The third edition of the Central Government’s annual Ease of Doing Business ranking for states, modelled on the international one conducted by the World Bank, has seen West Bengal jumping 15 places to top of the list. West Bengal was in the 16th position last year.

Data collected till March 28 on an online dashboard maintained by the Department of Industrial Policy and Promotion, which conducts the ranking, suggests so. Last year, DIPP had finalised a total list of 372 reforms in regulatory processes, policies, practices or procedures as part of the Business Reforms Action Plan 2017. This is spread across 12 key reform areas. Reforms successfully undertaken by each state are updated on the dashboard, with the result that states with the highest implementation of reforms securing the highest ranks.

The rankings only reflect the changing face of Bengal over the last seven years, under Chief Minister Mamata Banerjee. Through a series of administrative reforms, e-governance measures, and three successful editions of Bengal Global Business Summit, she has turned the state into ‘Best Bengal’.

 

 

শিল্পের পথ সহজ করার মার্কশিটে বাংলাকে ১০০-তে ১০০ দিল কেন্দ্র

শিল্পের গা থেকে লালফিতের ফাঁস আলগা করার বিশ্বব্যাঙ্কের দেওয়া ৩৬৯টি নির্দেশিকার সবকটি সঠিকভাবে লাগু করে কেন্দ্রীয় সরকারের মার্কশিটে ১০০-তে ১০০ পেল পশ্চিমবঙ্গ। তাই সঙ্গত কারণেই বাংলার স্থান প্রথমে। হিসেব মতে, কেন্দ্রীয় সরকারের কাছে পাঠানো তথ্যের ভিত্তিতেই ওই নম্বর পেয়েছে রাজ্য সরকার।

শিল্প গড়তে কোন রাজ্য কতটা আগ্রহী, তা জানতে প্রতিবারই সমীক্ষা করে কেন্দ্রীয় সরকার। ব্যবসা করার ক্ষেত্রে প্রশাসনিক জট কাটাতে রাজ্যগুলি কী কী পদক্ষেপ করল, তার জন্য র্যা ঙ্কিং হয় প্রতি বছর। এবার রাজ্যগুলির মূল্যায়ন চলাকালীন বাংলা ছিল একেবারে প্রথম সারিতে।

এদিকে, বিশ্ব বঙ্গ বাণিজ্য সম্মেলনের মঞ্চে দাঁড়িয়ে মুকেশ আম্বানি ঘোষণা করেছিলেন, ব্যবসা বা শিল্পের পথ সহজ করার কাজে দেশের মধ্যে এক নম্বরে পশ্চিমবঙ্গ। অর্থ ও শিল্পমন্ত্রী অমিত মিত্র থেকে শুরু করে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ও জানিয়েছেন, দেশের সেরা স্থানে রয়েছে রাজ্য। জানুয়ারির মাঝামাঝি সময়ে এ রাজ্যে বেঙ্গল গ্লোবাল বিজনেস সামিট হয়েছিল। সেই সময় রাজ্য ছিল এক নম্বরে। বাংলা এক নম্বর স্থান ধরে রাখায়, দিন কয়েক আগে ফের তা নিয়ে সোশ্যাল মিডিয়ায় সরব হয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

পশ্চিবঙ্গকে যে প্রথম স্থান থেকে সরানো কার্যত সম্ভব নয়, তা মনে করছেন শিল্প দপ্তরের কর্তারা।

The Bengal Global Business Summit (BGBS) 2018 witnessed some major MoUs in the Education sector on Wednesday, with Jadavpur University alone signing three MoUs with three leading foreign universities for collaborative research and education.

Three MoUs have been signed with Edinburgh University, University of Exeter in UK and Eötvös Loránd University of Hungary. It may be mentioned that JU has been doing joint research projects with Edinburgh University (EU) and the university’s School of Oceanography has been working in collaboration with EU.

Chief Minister Mamata Banerjee announced at the summit that her government is providing 5 acres of land each to both JU and Calcutta University at New Town. Presidency University also signed an MoU with Edinburgh University at the summit for collaboration in higher education and life sciences.

বিনিয়োগের মঞ্চে শিল্প-বাণিজ্যের সঙ্গে সমান গুরুত্ব পেল শিক্ষাও৷ দুদিনের বেঙ্গল গ্লোবাল বিজনেস সামিটের দ্বিতীয় দিনে রাজ্যের তিন শিক্ষা প্রতিষ্ঠান কলকাতা, যাদবপুর ও প্রেসিডেন্সি বিশ্ববিদ্যালয়ের জন্য একগুচ্ছ সুখবর শোনালেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷

প্লেনারি সেশনের শেষে ছিল মৌ স্বাক্ষর পর্ব৷ সেখানেই মুখ্যমন্ত্রী ঘোষণা করেন, যাদবপুর ও কলকাতা বিশ্ববিদ্যালয়কে উৎকর্ষকেন্দ্র গড়ার জন্য আরও পাঁচ একর করে জমি দেওয়া হবে৷ রাজারহাটে সেই জমিতে দুই বিশ্ববিদ্যালয়ের নতুন ক্যাম্পাস গড়ে উঠবে৷ এ দিনই বিভিন্ন বিষয়ে একাধিক মৌ স্বাক্ষর করে যাদবপুর ও প্রেসিডেন্সি বিশ্ববিদ্যালয়ও৷

এই মৌয়ের ফলে পড়ুয়া ও গবেষকদের মানোন্নয়নের জন্য বিদেশের নামজাদা কয়েকটি শিক্ষাপ্রতিষ্ঠানের সঙ্গে কাজ করতে পারবে এখানকার বিশ্ববিদ্যালয়গুলি৷ কিছুদিন আগেই কলকাতা ও যাদবপুর বিশ্ববিদ্যালয়কে গবেষণা খাতে একশো কোটি টাকা করে দেওয়ার কথা ঘোষণা করেছিলেন মুখ্যমন্ত্রী৷

বাণিজ্য সম্মেলনের শেষ পর্বে রাজ্যের অর্থ তথা শিল্পমন্ত্রী অমিত মিত্র বলেন, যাদবপুর ও প্রেসিডেন্সি, এই দুই বিশ্ববিদ্যালয়ের সঙ্গেই মৌ স্বাক্ষরিত হয়েছে স্কটল্যান্ডের এডিনবরা বিশ্ববিদ্যালয়ের৷ জীবনবিজ্ঞানের গবেষণার ক্ষেত্রে বিশ্বজোড়া খ্যাতি রয়েছে এই বিশ্ববিদ্যালয়ের৷ এর পাশাপাশি হাঙ্গেরির লোরান্দ বিশ্ববিদ্যালয় এবং ব্রিটেনের এক্সিটার বিশ্ববিদ্যালয়ের সঙ্গেও মৌ স্বাক্ষর হয়েছে যাদবপুর বিশ্ববিদ্যালয়ের৷ ডিজিট্যাল হিউম্যানিটি বিষয়ে এক্সিটার ও যাদবপুর একসঙ্গে কাজ করবে৷ এই বিশ্ববিদ্যালয়ের ভিজিটিং প্রফেসর হিসাবে আগেই যুক্ত রয়েছেন যাদবপুরের উপাচার্য৷

কলা বিভাগের পাশাপাশি ইঞ্জিনিয়ারিংয়ের ক্ষেত্রেও গবেষণা ও উচ্চশিক্ষায় সহযোগিতার জন্য লোরান্দ বিশ্ববিদ্যালয়ের সঙ্গে চুক্তিবদ্ধ হয়েছে যাদবপুর৷ মূলত ইলেকট্রিক্যাল, মেটালার্জি ও মেকানিক্যাল শাখার পড়ুয়াদের কথা মাথায় রেখেই এই মৌ হয়েছে৷

এর ফলে এখানকার পড়ুয়ারা সুপারভাইজার হিসাবে বিদেশের বিশ্ববিদ্যালয়গুলিতে যেতে পারবে৷ পাশাপাশি দুই বিশ্ববিদ্যালয়ের মিলিত উদ্যোগে গবেষকদের জন্য যৌথ কর্মশালা, সেমিনারেরও আয়োজন হবে৷

Bengal government will provide free software to small traders for filing goods and services tax (GST) returns, state Finance Minister Dr Amit Mitra said on August 30.

“We are in touch with the NIC (National Informatics Centre) and work is on to develop the software,” Dr Mitra said while addressing a seminar on GST.

Bengal would be one of the few states to provide free GST software under the new tax regime in the country.

Addressing the seminar on phone, Chief Minister Mamata Banerjee said that the State was never against GST but opposed the hurried implementation of the new system.She assured that the State would continue to fight for the right of small enterprises.

 

জি এস টি-র জন্য ব্যবসায়ীদের বিনামূল্যে সফটওয়্যার পরিষেবা দেবে রাজ্য

জি এস টি নিতে সমস্যায় পড়েছেন রাজ্যের ব্যবসায়ীরা। সেই সমস্যা কাটাতে একটি সফটওয়্যার তৈরি করছে রাজ্য সরকার। তৈরি হয়ে গেলে ব্যবসায়ীদের বিনামূল্যে পরিষেবা দেওয়া হবে, একথা জানান, অর্থমন্ত্রী অমিত মিত্র।

এই অনুষ্ঠানে টেলিফোনে মুখ্যমন্ত্রী জানান, রাজ্য জিএসটির বিরোধী নয়। কিন্তু যে ভাবে তাড়াহুড়োয় নতুন কর ব্যবস্থা ব্যবসায়ীদের উপর চাপিয়ে দেওয়া হল, তা ঠিক হয়নি। ব্যবসায়ীদের স্বার্থ রক্ষার জন্য রাজ্য সব সময় লড়াই চালিয়ে যাবে।

এদিন শিল্পমন্ত্রী বলেন, পরিকাঠামো ছাড়াই গোটা প্রক্রিয়া চালু করে দিলে কি হয় তা এখন স্পষ্ট বোঝা যাচ্ছে। ব্যবসায়ীদের সমস্যার কথা মাথায় রেখেই জিএসটি সংক্রান্ত হিসেব রাখতে এই সফটওয়্যার আনা হচ্ছে। ন্যাশনাল ইনফরমেতিক্স সেন্টার এই সফটওয়্যার তৈরির কাজ করছে।
