The Bengal Government has decided to set up a three-stage structure for oversight of the cooperative societies.

There would be a state-level committee, under which would be district-level committees and under each of these would be block-level committees.

The primary work of these committees would be to monitor the cooperative societies, to ensure that the committees work at a fast pace and to ensure proper coordination between these committees and various departments of the government at all levels.

The state-level committee will work under the chairmanship of the State Government’s chief secretary, and would consist of five other senior administrative officials – additional chief secretaries of the Agriculture, Panchayats and Rural Development, and SHG Departments, principal secretary of the Finance Department and the chief executive officer of the West Bengal State Rural Livelihood Mission.

The district-level committees would be headed by the district magistrates (SP) and the block-level committees would be headed by block development officers (BDO).

The block-level committees would hold monthly meetings, the district-level committees would hold bi-monthly meetings and the state-level committee would hold tri-monthly meetings.

 

সমবায়গুলিতে ত্রিস্তরীয় কমিটি গড়ছে রাজ্য

সমবায়ে কাজকর্মের ওপর নজরদারির জন্য ত্রিস্তরীয় কমিটি গড়ছে রাজ্য সরকার। রাজ্য, জেলা এবং ব্লক স্তরে এই কমিটি সমবায়ের কাজকর্মের ওপর নজরদারি চালাবে। কোনও নির্বাচিত সমবায়ী নয়, পাঁচ থেকে ছ’জন প্রশাসনিক কর্তা থাকবেন ওই কমিটিতে। গত ২৩ ডিসেম্বর রাজ্য সরকার এই মর্মে একটি নির্দেশিকা জারি করে। জেলায় জেলায় তা পৌঁছে গিয়েছে।

গ্রামীণ এলাকার মানুষের সুবিধার কথা ভেবে সমবায়কে আরও শক্তিশালী করাটা লক্ষ্য এই উদ্যোগের। রাজ্যের সমবায়মন্ত্রী বলেন, রাজ্য, জেলা এমনকী ব্লক স্তরেও একটি করে কমিটি করা হচ্ছে। জেলায় জেলায় কো অপারেটিভের কাজকে মনিটর করবে এই কমিটিগুলি। কাজে গতি আনার চেষ্টা করবে।

মন্ত্রী বলেন, বাম সরকারের আমলে কো অপারেটিভে লুঠের রাজত্ব ছিল। এ বিষয়ে আগেই নজর দেওয়া হয়েছে। গ্রামাঞ্চলে কো অপারেটিভগুলি ব্যাঙ্কের কাজ করে। স্বচ্ছতা আরও বাড়িয়ে মানুষের কাজে যাতে লাগানো যায় সে জন্যই এই সিদ্ধান্ত।

জানা গিয়েছে, বিভিন্ন দপ্তরের সঙ্গে সমবায়ের সমন্বয় রক্ষা করতেও কাজে আসবে এই কমিটি। সরকারি নির্দেশিকায় স্পষ্ট করে বলা হয়েছে, কো অপারেটিভ সেক্টরে মনিটরিং করার জন্য রাজ্য, জেলা এবং ব্লক স্তরে কমিটি গঠন করার সিদ্ধান্ত হয়েছে। সঙ্গে সমবায় ব্যবস্থাকে আরও শক্তিশালী করতে এবং পরিষেবা আরও ভালো করার জন্যই এই সিদ্ধান্ত। মূলত গ্রামীণ এলাকার কৃষক এবং স্বনির্ভর গোষ্ঠীর সদস্যদের ভালো পরিষেবা দেওয়ার ক্ষেত্রেও এই কমিটির বড় ভূমিকা থাকবে বলে নির্দেশিকায় জানানো হয়েছে।

রাজ্যস্তরের মনিটরিং কমিটির মাথায় থাকছেন স্বয়ং মুখ্যসচিব। তিনিই এই কমিটির চেয়ারপার্সন। এছাড়াও সদস্যদের মধ্যে থাকছেন কৃষি দপ্তরের অ্যাডিশনাল চিফ সেক্রেটারি, পঞ্চায়েত এবং গ্রামোন্নয়ন, এসএইচজি দপ্তরের অ্যাডিশনাল চিফ সেক্রেটারি, অর্থদপ্তরের প্রিন্সিপ্যাল সেক্রেটারি, ওয়েস্টবেঙ্গল স্টেট রুরাল লাইভলিহুড মিশনের চিফ এক্সিকিউটিভ অফিসার। সমবায়ের প্রিন্সিপাল সেক্রেটারিকে কনভেনার বা মেম্বার সেক্রেটারি করার কথাও বলা হয়েছে।

এমনভাবেই জেলাস্তরে জেলাশাসককে চেয়ারপার্সন করা হচ্ছে। সঙ্গে সদস্য হিসাবে থাকছেন অতিরিক্ত জেলাশাসক (উন্নয়ন), কৃষি দপ্তরের ডেপুটি ডিরেক্টর, ডেপুটি প্রজেক্ট ডিরেক্টর (ডিআরডিসি), ডিস্ট্রিক্ট সেন্ট্রাল কো অপারেটিভ ব্যাংকের চিফ এক্সিকিউটিভ অফিসার। এআরসিএস বা ডেপুটি রেজিস্ট্রারকে কনভেনার বা মেম্বার সেক্রেটারি করার কথা বলা হয়েছে।

ব্লকস্তরে বিডিওকে কমিটির মাথায় রাখা হচ্ছে। এছাড়াও থাকছেন এডিও, ব্লক লাইভস্টক ডেভেলপমেন্ট অফিসার, ফিশারিজ এক্সটেনশন অফিসার, ইন্ড্রাস্ট্রিয়াল ডেভেলপমেন্ট অফিসার, কো অপারেটিভ ইন্সপেক্টর। কো অপারেটিভ ইন্সপেক্টরকে কনভেনার করা হচ্ছে ব্লকস্তরের কমিটিতে। নির্দেশিকায় বলা রয়েছে, প্রয়োজনে আরও অফিসারকে এই কমিটিতে ঢোকানো যাবে।

প্রাথমিক নির্দেশিকা অনুযায়ী প্রত্যেক মাসে ব্লক লেভেল কমিটি বৈঠকে বসবে। দু মাস অন্তর জেলাস্তরের কমিটি বৈঠকে বসবে। আর রাজ্যস্তরের কমিটি তিন মাস অন্তর বৈঠকে বসবে।

The Forest Department of the Bengal Government has painted a bright picture of the state of tigers: camera traps have photographed 84 adult tigers over the past several months across the 2,800 square kilometre (sq km) of the mangrove forests of the Sunderbans.
According to a senior official of the department, the camera trap technique is more reliable than the traditional methods of counting like scanning pug marks or looking for scats.

This number is eight more than that pegged by the 2014 Central Government-mandated study jointly conducted by National Tiger Conservation Authority (NTCA) and Wildlife Institute of India (WII).

The number is encouraging. If sub-adults and cubs are included, according to tiger experts, the number could be as high as 103. At least 50 of the tigers caught on the camera traps are likely to be males.

The all-weather camera traps with night vision, of which there are 120 pairs, had been set up across the Sunderbans. Several hundred photographs taken by the cameras were studied and the tigers identified by their stripes to arrive at the current number.

রাজ্যে বাঘের সংখ্যা বেড়েছে। এমনটাই বলছে বনদপ্তরের সাম্প্রতিক এক সমীক্ষায়। ২৮০০ বর্গ কিঃ মিঃ বিস্তৃত সুন্দরবনের ম্যানগ্রোভ অরন্যে ক্যামেরা ট্র্যাপ প্রযুক্তির মাধ্যমে গত কয়েক মাস ধরে সমীক্ষা চালিয়ে ধরা পড়েছে ৮৪টি বাঘ। কেন্দ্রীয় সরকার ২০১৪ সালে সুন্দরবনে যে গণনা চালিয়েছিল, তার থেকে বাঘের সংখ্যা বেড়েছে আটটি।

এক আধিকারিকের বক্তব্য অনুযায়ী, চিরাচরিত মল পরীক্ষা বা পায়ের ছাপের মাধ্যমে সমীক্ষার তুলনায় এই ক্যামেরা ট্র্যাপ পদ্ধতি অনেকটাই আধুনিক ও বিজ্ঞানসম্মত।

এই সংখ্যা খুবই আশাপ্রদ। অপ্রাপ্তবয়স্ক এবং শিশুবাঘকেও গণনায় ধরা হলে মোট বাঘের সংখ্যা ১০৩ ছাড়িয়ে যাবে। ক্যামেরায় যতগুলো বাঘ ধরা পড়েছে তাদের মধ্যে অন্তত ৫০টি বাঘই পুরুষ।

সুন্দরবন জুড়ে ১২০ জোড়া নাইট-ভিশন, অল অয়েদার ক্যামেরা সেট করা হয়েছিল। ক্যামেরাগুলিতে যে কয়েক হাজার ছবি ধরা পড়েছে সেখানে বাঘের গায়ের ছোপ দেখেই এই সংখ্যা পাওয়া গেছে।

The State Government is starting a pilot project named Moyna Model on farming of fish in temporary water bodies, like water collected in farmlands during the rainy season, in five districts of Bengal.

It has been determined by experts that it is possible to produce commonly-consumed fish like rohu, catla amd mrigel, both of good quality and quantity, in such water bodies. The pilot is being carried out in the districts of North 24 Parganas, Nadia, Murshidabad, Cooch Behar and Dakshin Dinajpur.

Cultivation of fish in this manner has been successfully carried out at Moyna in Purba Medinipur, and hence the name of the project. There, rohu and catla weighing between 1 kg and 2 kg were cultivated within seven to eight months.

Unlike in permanent water bodies, it would be possible to scientifically care for the fish, provide them adequate food and keep a careful eye on all other aspects of their growth.

Another advantage of temporary water bodies is that food for the fishes would be naturally replenished, unlike the permanent bodies where food scarcity is often seen after a period of time.

The aim is to produce fish at the rate of 12 tonnes per hectare in the temporary water bodies, against 1 to 1.5 tonnes per hectare in the permanent ones.

A total of 75 hectares has been identified in the five districts. Since the water bodies identified are not of a permanent nature, they have been bounded by permanent barriers. The permanent barriers would also enable conservation of rainwater.

A single body of water should be at least 5 hectares. The cultivation would be carried out by local cooperative bodies or fishermen.

The cost has been determined at Rs 10 lakh per hectare, including the cost of hatchlings and fish food. The State Government would give discount to the tune of Rs 8.67 lakh. Hatchlings numbering 12,000, weighing 250 gram, would be released per hectare. The hatchlings would turn into adults weighing 2 kilogram on an average in about two years.

 

 

জলাজমিতে রুই, কাতলা, মৃগেল চাষে নামছে রাজ্য, পাইলট প্রোজেক্ট ৫ জেলায়

 

স্থায়ী জলাশয় নয়, চাষের জমি বা পতিত জমিতে জল জমে থাকলে সেখানেও রুই, কাতলা ও মৃগেলের চাষ করা সম্ভব, উচ্চ ফলনও সম্ভব। তাই মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে উত্তর ২৪ পরগনা, নদীয়া, মুর্শিদাবাদ, কোচবিহার ও দক্ষিণ দিনাজপুর জেলায় এই নতুন পদ্ধতিতে মাছ চাষে নামছে রাজ্য মৎস্য দপ্তর। এই পাইলট প্রোজেক্টের নাম ‘ময়না মডেল’।
চাষের জমিতে জল জমা থাকাকালিন এই চাষ করে সফল হয়েছেন পূর্ব মেদিনীপুরের ময়নার কয়েকজন মৎস্যজীবী। সাত আট মাসেই তারা এক-দু কেজি ওজনের রুই কাতলা উৎপাদন করেছেন।
এই পাইলট প্রোজেক্টে পাঁচটি জেলায় মত ৭৫ হেক্টর জমি চিহ্নিত করা হয়েছে। এই জলাজমিগুলি যেহেতু স্থায়ী জলাশয় নয়, তাই চারপাশের পাড় বাঁধানো হয়েছে। এতে বৃষ্টির জল সংরক্ষণ করাও সম্ভব এবং জল বাইরে বেরিয়েও যাবে না।
স্থায়ী জলাশয়গুলিতে গড়ে হেক্টরপ্রতি ১ থেকে দেড় টন মাছ উৎপাদন হয়, সেখানে এই প্রোজেক্টে মাছ উৎপাদনের লক্ষ্যমাত্রা নেওয়া হয়েছে হেক্টর প্রতি ১২ টন।
এই পাইলট প্রোজেক্টে একসঙ্গে অন্তত পাঁচ হেক্টর জলাজমি থাকতে হবে, চাষ করবে স্থায়ী সমবায় বা মৎস্যজীবী। হেক্টর প্রতি খরচ ধরা হয়েছে ১০ লক্ষ টাকা। তাঁর মধ্যে মাছের চারা, খাবার সহ ৮লক্ষ ৬৭হাজার টাকা ভর্তুকি দেবে রাজ্য সরকার। প্রতি হেক্টরে ২৫০ গ্রাম ওজনের ১২০০০ মাছের চারা ছাড়া হবে। এক বছরের মধ্যে এগুলির ওজন এক থেকে দু কেজি হবে। স্থায়ী জলাশয়ে সঠিক পরিচর্যা অনেক সময় হয় না। কিন্তু, এই প্রোজেক্টে বৈজ্ঞানিক পদ্ধতিতে সঠিক পরিচর্যা, মাছেদের জন্য উন্নতমানের খাবার সরবরাহ, সময়ে সময়ে নজরদারি সহ প্রতিটি দিকের ওপর গুরুত্ব দেওয়া হবে।
স্থায়ী জলাশয়গুলিতে মাছের প্রাকৃতিক খাবার অনেক সময় কমে যায়, কিন্তু, এই প্রোজেক্টে মাছের বিপুল প্রাকৃতিক খাবার থাকবে।

Embassy Industrial Parks is entering a joint venture (JV) with Warbug Pincus and Embassy Group, that have partnered with PATTON Group of Kolkata to develop industrial and logistics parks in the state.

Embassy Industrial Parks has committed to invest Rs 1,000 crore in industrial and logistics parks in Bengal. A senior official of PATTON Group said that there will be phase-wise investment on a 1.1 million sq feet area in 50 acres of land of PATTON, with investment of Rs 400 crore.

Embassy and PATTON will explore more opportunities to develop industrial and logistics parks in the state.

State Urban Development Minister said that the state is eyeing investment in the logistics sector in a big way and will be laying special emphasis on the sector, with businessmen attending the summit expressing interest to invest in logistics.

“We do not need to take agricultural land. There are a number of factories that are lying closed. We will go for vertical expansion at these places and set up godowns and warehouses,” he added.

It may be mentioned that a new policy on Logistics Park Development and Promotion was announced at the summit.

রাজ্যে ইন্ডাস্ট্রিয়াল পার্ক এবং লজিস্টিক পার্ক গড়ে তুলবে প্যাটন গ্রুপ। চতুর্থ বিশ্ব বঙ্গ বানিজ্য সম্মেলনের মঞ্চে বেঙ্গালুরুর সংস্থা এমব্যাসির সঙ্গে মউ স্বাক্ষর করল কলকাতার প্যাটন গ্রুপ।

উলুবেড়িয়ার বম্বে রোড এর পাশে প্যাটন গ্রুপের ৫০ একর জমির ওপর ১১ লক্ষ বর্গফুট এলাকা জুড়ে তৈরি হবে একটি লজিস্টিক পার্ক এবং একটি ইন্ডাস্ট্রিয়াল পার্ক। প্রাথমিকভাবে প্রকল্পটিতে ৪০০ কোটি টাকা বিনিয়োগ করবে এই দুই গ্রুপ।

অণ্ডালে একটি মাল্টি মোডাল লজিস্টিক পার্ক গড়ে তোলা হবে। ইতিমধ্যেই লজিস্টিক পার্ক ডেভেলপমেন্ট অ্যান্ড প্রমোশান নীতি এনেছে রাজ্য সরকার।

ভারতের উত্তর পূর্বের রাজ্য এবং দক্ষিণ পশ্চিম এশিয়ার দেশগুলির প্রবেশদ্বার হিসেবে ক্রমেই গুরুত্ব বাড়ছে পশ্চিমবঙ্গের। তার সাথেই তাল মিলিয়ে বাড়ছে গুদামঘর ও পণ্য সরবরাহের চাহিদাও।ইতিমধ্যেই রাজ্যে মোট ১.১৬ কোটি বর্গফুট গুদামঘর রয়েছে। ভবিষ্যতে এর আয়তন আরও বৃদ্ধি পাবে।

The Bengal Government has taken up a project to create additional infrastructure in the industrial parks in order to provide more amenities to micro, small and medium scale entrepreneurs.

This comes at the time when the state has witnessed a huge bank credit flow of Rs 1,30,825 crore to the micro, small and medium scale enterprises (MSME) between 2011-12 and 2016-17 fiscal, one of the highest on the country.

With this highly encouraging growth in the sector over the past six years, Chief Minister Mamata Banerjee has urged business-owners and industrialists to invest in the sector.

Among the improvements to be undertaken are the widened and strengthening of roads, installation of more streetlights, replacement of surface drainage systems with underground ones, wide pavements (for people to walk easily as mini-trucks and trucks always keep plying on the thoroughfares in the industrial parks) and the building of an administrative building in each of the parks, which would house banks, ATM counters, food courts and an office of the local body of the industrial park.

 

রাজ্যের ইন্ডাস্ট্রিয়াল পার্কের পরিকাঠামো উন্নয়ন করছে সরকার

ক্ষুদ্র, মাঝারি ও কুটির শিল্প ক্ষেত্রে আরও সুযোগ সুবিধা দেওয়ার উদ্দেশ্যে রাজ্য সরকার নিয়েছে নতুন উদ্যোগ। রাজ্যের ইন্ডাস্ট্রিয়াল পার্কগুলির পরিকাঠামো উন্নয়ন করছে রাজ্য শিল্পোন্নয়ন নিগম।

পরিকাঠামো উন্নয়নের মাধ্যমে এই পার্কগুলিতে রাস্তা চওড়া ও মজবুত করা হবে, উন্মুক্ত নিকাশি ব্যবস্থার পরিবর্তে মাটির তলা দিয়ে নিকাশি ব্যবস্থা গড়া হবে, চওড়া ফুটপাথ তৈরি করা হবে এবং প্রশাসনিক ভবন তৈরি করা হবে। এই ভবনে থাকবে ব্যাঙ্ক, এটিএম কাউন্টার, ফুড কোর্ট, এবং অফিস।

২০১১-১২ সাল থেকে ২০১৬-১৭ সাল অবধি, পাঁচ বছরে বাংলার ক্ষুদ্র, মাঝারি ও কুটির শিল্পে ব্যাঙ্ক ক্রেডিট ফ্লো এসেছে ১,৩০,৮২৫ কোটি টাকা, যা দেশে সর্বোচ্চ। এই অভূতপূর্ব সাফল্যের পর মুখ্যমন্ত্রী এই ক্ষেত্রে আরও বিনিয়োগ টানতে উদ্যোগী হয়েছেন।

With the inspiration of Chief Minister Mamata Banerjee, state-wide Shramik Melas and Social Security Month are being held across the State. The Labour Department is organising these fairs.

Each fair would be held over two days, from 2 pm to 7 pm. Entry to the fairs is free. They will continue for the whole of the month of January. The fairs would held at 67 locations, including Kolkata.

The principal activities at the fairs would relate to the presentation of benefits to beneficiaries of various schemes, enrolment of people in the State Government’s Social Security Yojana, payment of money payable by the West Bengal Labour Welfare Board, advising people regarding the various rules and regulations related to labour laws, adding beneficiaries to the Employment Bank and the Yuvashree Scheme and safety advisories related to working with boilers in factories.

Besides these, every day, there would be various cultural programmes.

 

শ্রমিক মেলা ও সামাজিক সুরক্ষা মাস উদযাপন হচ্ছে রাজ্যজুড়ে

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের ঐকান্তিক আগ্রহ ও অনুপ্রেরণায় রাজ্যের সকল শ্রমিকদের জন্যও সারা মাস ব্যাপী শ্রমিক মেলা ও সামাজিক সুরক্ষা মাস উদযাপন ২০১৮ উদযাপিত হচ্ছে। এই মেলা প্রতি জেলায় পালিত হবে। কোনও কোনও জেলায় একাধিক স্থানে পালিত হবে।

এই অনুষ্ঠানে শ্রমিকদের জন্য প্রয়োজনীয় আইনি পরামর্শ প্রদান করা হবে এবং যথাসম্ভব সহায়তাও প্রদান করা হবে। এছাড়াও এবারের মেলায় উপভোক্তাদের সহায়তা প্রদান করা হবে, সামাজিক সুরক্ষা যোজনায় নাম নথিভুক্তিকরণ করা হবে।

শ্রমিক কল্যাণ পর্ষদ প্রদেয় সমস্ত সুযোগ সুবিধা প্রদান করা হবে এই মেলায়, এমপ্লয়মেন্ট ব্যাঙ্কে নথিভুক্তি করা হবে এবং ‘যুবশ্রী’ প্রকল্পে ভাতা প্রদান করা হবে। এ ছাড়া বয়লারের নিরাপত্তা সংক্রান্ত সকল বিষয়ে পরামর্শ প্রদান করা হবে মেলা প্রাঙ্গনে।

প্রতিদিন মেলা চলবে দুপুর ২টো থেকে সন্ধ্যে ৭টা পর্যন্ত, থাকবে প্রতিদিন সাংস্কৃতিক অনুষ্ঠান।

To ensure a secure journey, the State Government has decided to employ river security personnel named ‘jajasathi’. Initially they would be employed in 279 jetties.

A few months back, the government created the model standard operating procedure (SOP) for river-going vessels. Lock gates at jetties, compulsory wearing of life jackets for all those boarded on vessels and river security personnel were some of the suggestions.

The primary work of the jalasathis would be to ensure that the model SOP is followed by all. The jalasathis will be armed with identity cards. They would be working in tandem with the local police stations.

Part of the model SOP too is the employment of vessels with government-specified standards. Thirty per cent or Rs 1 lakh, whichever is higher, of the cost of buying the vessels, which are being built by a few government-appointed companies, would be paid by the government.

জলপথে যাত্রীদের সুরক্ষা নিশ্চিত করতে ঘাটগুলির জন্য ‘মডেল স্ট্যান্ডার্ড অপারেটিং প্রসিডিওর’ (এসওপি) নির্দিষ্ট করে দিয়েছিল রাজ্য সরকার। সেখানে সিকিউরিটি লক তৈরি থেকে শুরু করে একগুচ্ছ নির্দেশিকা জারি করা হয়েছিল। যাত্রীদের সুরক্ষায় লাইফ জ্যাকেট পরে পারাপারের কথাও বলা হয়েছিল। এর জন্য অর্থও বরাদ্দ হয়েছে।

এবার ঘাটগুলিতে যাত্রীদের নিরাপত্তা আরও বাড়াতে আগামী এক মাসের মধ্যে ছোট-বড় মিলিয়ে ২৭৯টি ঘাটে জলসাথী নিযুক্ত করছে রাজ্য সরকার। ঘাটগুলিতে যাতে এসওপি মেনে যাত্রী পারাপার করা হয়, তা দেখাই প্রধান কাজ হবে জলসাথীদের। জলসাথী নিযুক্ত করার জন্য টেন্ডার ডেকে এজেন্সি বাছাইয়ের কাজ ইতিমধ্যেই শেষ হয়ে গিয়েছে বলে পশ্চিমবঙ্গ পরিবহণ নিগম সূত্রে খবর।

নিগমের এক আধিকারিক বলেন, জলপথের সুরক্ষা বিধি নিয়ে আগে কোনও গাইডলাইন ছিল না। সেই গাইডলাইন তৈরি করা হয়েছে। তা বাস্তবায়নে টাকাও বরাদ্দ করা হয়েছে। ঘাটগুলিতে যেমন সুরক্ষা বাড়ানো হচ্ছে, তেমনই ভুটভুটির বদলে সুরক্ষিত, বৈধ জলযান নামানোর জন্য জলধারা প্রকল্পে আর্থিক সহায়তা দেওয়া হচ্ছে। জলযানের দামের ৩০ শতাংশ বা সর্বাধিক এক লক্ষ টাকা পর্যন্ত আর্থিক সুবিধা দেওয়া হবে এই প্রকল্পে। গতিধারা প্রকল্পের মতোই এই প্রকল্পটিও আগামীদিনে জনপ্রিয় হবে বলে আশাবাদী নিগমের কর্তারা।

দপ্তরের এক কর্তা বলেন, যাত্রীরা যাতে অযথা জেটিতে ভিড় না করেন, যাতে সিকিউরিটি লক ঠিকভাবে ব্যবহার করা হয়, যাত্রীরা সুরক্ষা বিধি মেনে পারাপার করেন, জলসাথীরা তা দেখবেন। ঘাটের সুরক্ষাবিধি দেখার পাশাপাশি জলযানে যাতে নির্দিষ্ট সংখ্যার বেশি যাত্রী না চড়েন, তাও দেখতে হবে জলসাথীদের। বেশি যাত্রী একসঙ্গে পারাপার করলে দুর্ঘটনার আশঙ্কা থাকে। যত সংখ্যক যাত্রীকে ভেসেলে তোলা যায়, ঠিক ততজনকেই ফেরিঘাটের ‘সিকিউরিটি লক’ অতিক্রম করার অনুমোদন দেবেন জলসাথীরা। ঘাট কর্তৃপক্ষের সঙ্গে তাঁরা একযোগে কাজ করবেন। প্রয়োজনে তাঁরা ঊর্ধ্বতন কর্তৃপক্ষের কাছে রিপোর্ট করবেন।

নিগম সূত্রে জানা গিয়েছে, যাত্রীর সংখ্যা বিচার করে বড় ঘাটগুলিতে তিনজন করে জলসাথী থাকবেন। তুলনামূলকভাবে ছোট ঘাটে থাকবেন দু’জন করে জলসাথী। এক আধিকারিকের কথায়, জলপথে সুরক্ষা সংক্রান্ত ধারণা তৈরিতে জলসাথীদের প্রয়োজনীয় প্রশিক্ষণের ব্যবস্থা করা হবে।

The State Irrigation Department, in the largest project of its kind in two decades, is going to supply water for crops in 13 lakh acres for both rabi and boro cropping seasons. Last year, the number was 10 lakh acres.

The roadmap for the project was prepared at a recent meeting of the Irrigation Minister, senior officials of the department, sabhadhipatis and irrigation karmadhyakshyas at Jalasampad Bhawan in Salt Lake.

Twelve districts will be covered. Of them, Birbhum, Bankura, Hooghly, Purba Bardhaman and Paschim Bardhaman will be supplied more water. The other districts where water will be released are Howrah, Paschim Medinipur, Parba Medinipur, Jhargram, Jalpaiguri and Purulia.

For the rabi season, the water will be released in the last week of December and for the boro season, the water will be released in the third week of January. The water will be supplied from DVC, and from check dams on Kansabati, Mayurakshi, Teesta and 28 other small and medium-sized rivers.

সাড়ে ১৩ লক্ষ একর জমিতে জল পৌঁছে দেবে রাজ্য

আগামী রবি ও খরিফ মরশুমে ১২টি জেলার প্রায় সাড়ে ১৩ লক্ষ একর জমিতে সেচের জল পৌঁছে দেবে রাজ্য সরকার। গত দু’দশকের মধ্যে যা রেকর্ড বলে দাবি করেন সেচমন্ত্রী।

সল্টলেকে জলসম্পদ ভবনে সেচ দপ্তরের আধিকারিক ও জেলার সভাধিপতিদের নিয়ে বৈঠকে ওই সিদ্ধান্ত নেওয়া হয়েছে। গত বছর ১০ লক্ষ একরের কাছাকাছি জমিতে সেচের জল পৌঁছে দেওয়া হয়েছিল।

এবার বীরভূম, পূর্ব বর্ধমান, হুগলী, পশ্চিম বর্ধমান ও বাঁকুড়া জেলায় অতিরিক্ত পরিমাণ জমিতে জল দেওয়া হবে। রবি চাষের জন্য ডিসেম্বর মাসের শেষ সপ্তাহ ও বোরো চাষের জন্য জানুয়ারি মাসের তৃতীয় সপ্তাহ থেকে জল ছাড়া হবে। অন্য যে জেলাগুলিতে জল পাঠানো হবে, সেগুলি হল, হাওড়া, পশ্চিম মেদিনীপুর, পূর্ব মেদিনীপুর, ঝাড়গ্রাম, জলপাইগুড়ি ও পুরুলিয়া।

মন্ত্রী জানান, ডিভিসি, কংসাবতী, ময়ূরাক্ষী, তিস্তা ও ২৮টি ছোট ও মাঝারি জলাধার প্রকল্প (চেক ড্যাম) থেকে জল দেওয়া হবে। এর মধ্যে বর্ধমানে ডিভিসি থেকে, বাঁকুড়ায় ডিভিসি ও কংসাবতী জলাধার প্রকল্প থেকে, হুগলিতে ডিভিসি ও কংসাবতী থেকে, হাওড়ায় ডিভিসি ও নিকাশি খাল থেকে, পশ্চিম মেদিনীপুর ও ঝাড়গ্রামে কংসাবতী থেকে, পূর্ব মেদিনীপুরে নিকাশি খালের জোয়ারের কারণে প্রাপ্ত ব্যাকওয়াটার থেকে, বীরভূমে ময়ূরাক্ষী জলাধার প্রকল্প, জলপাইগুড়িতে তিস্তা ব্যারেজ প্রকল্প থেকে এবং পুরুলিয়ায় ২৮টি ছোট ও মাঝারি জলাধার থেকে জল দেওয়া হবে।

The State Government is going to open another avenue for handicraft artisans in Bengal – Sabala Mall. This was recently announced by the Self Help Group and Self Employment Minister at the Sabala Mela being held at Central Park in Salt Lake.

The malls will be set up in the district capitals of Bengal as well as in Kolkata. The construction of the five-storey mall in Kolkata has already started.

The congregation of handicraft-makers from across Bengal at one place will make these traditional crafts of Bengal easily available to a large population covering Kolkata and its surroundings. A big attraction for the makers of handicrafts will be the fact that they will be given space here free of cost.

The minister also said during his speech that the government will make arrangements for free training of handicraft artisans and will provide more help in setting up and selling their products.

 

কলকাতা ও জেলা সদরে খুলবে সবলা মল

রাজ্য সরকার নিয়ে এল হস্তশিল্পীদের জন্য সুখবর। এবার কলকাতা ও জেলা সদরে খুলবে সবলা মল। সেন্ট্রাল পার্কে সবলা মেলায় একথা ঘোষণা করেন উপভোক্তা বিষয়ক মন্ত্রী।

এই মলগুলি গড়া হবে রাজ্যের প্রতিটি জেলা সদরে। কলকাতাতেও তৈরী হবে এই মল। কলকাতায় এই পাঁচতলা মলের নির্মাণ ইতিমধ্যেই শুরু হয়ে গেছে।

রাজ্যের হস্তশিল্পীদের এক ছাতার নিচে নিয়ে এসে বাংলার হস্তশিল্পের বিপুল ভাণ্ডার মানুষের কাছে আরও সহজলভ্য করে তুলবে এই মলগুলি। এই মলে জায়গা হস্তশিল্পীদের জায়গা দেওয়া হবে সম্পূর্ণ বিনামূল্যে, যা নিঃসন্দেহে একটি বিরাট পদক্ষেপ।

মন্ত্রী আরও বলেন, সরকার এই শিল্পীদের বিনামূল্যে প্রশিক্ষণ দেওয়ার ব্যবস্থা নেবে, বিশেষ করে যাতে শিল্পীরা তাদের তৈরী জিনিসপত্র আরও সহজে বিক্রি করতে পারেন।

The State Transport Department has decided to overhaul the bus connectivity in Jangalmahal. This is the latest of the many services that Chief Minister Mamata Banerjee has brought to the region, as a result of which the people of the region are in a much better state than during the Left Front years. She even created the district of Jhargram to better target developmental work.

Jhargram, Silda, Belpahari, Nayagram, Binpur, Jamboni, Jhalda, Baghmundi and Balarampur will be part of the new service structure. The first six places are in Jhargram district while the other three are in Purulia district. The Transport Department will spend Rs 12 crore to overhaul the structure.

New bus routes will be opened from Esplanade to Jamboni, Silda, Belpahari, Baghmundi, Jhalda and Balarampur.

A new bus terminus will come up near Jhargram town, and new bus services will be introduced between it and various places in the Jangalmahal region, and also Kolkata. A night shelter will also come up at this bus stand. After being made the district headquarters of Jhargram district, the place has become a very busy one. New bus terminuses will come up in Silda, Belpahari and Nayagram.

Besides for benefitting the regional populace, these new services are also aimed at enabling more tourist activities. In recent years, the State Government has been developing the region into a major tourist hub. The mostly forested Jangalmahal has a lot of tourist potential, and an effective transport system is a must for tourism to flourish. The government has constructed many guest houses and bungalows, and has modernised many of the guest houses belonging to the Forest Department. Home stay tourism is another area that the State Government has been laying a lot of stress on.

জঙ্গলমহলে পরিবহন ব্যবস্থা ঢেলে সাজাবে রাজ্য

জঙ্গলমহলে যোগাযোগ ব্যবস্থা ঢেলে সাজানোর সিদ্ধান্ত নিয়েছে রাজ্য পরিবহন দপ্তর। এই অঞ্চলের উন্নয়নের জন্য মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন রাজ্য সরকার ইতিমধ্যেই নানা পদক্ষেপ গ্রহণ করেছে। এর ফলে এই অঞ্চলের মানুষ বাম আমলের তুলনায় এখন অনেক ভালো আছেন। ঝাড়গ্রামকে পৃথক জেলা ঘোষণা করা হয়েছে উন্নয়নকে আরও ত্বরান্বিত করতে।

ঝাড়গ্রাম, শিলদা, বেলপাহাড়ি, নয়াগ্রাম, বিনপুর, জাম্বনী, ঝালদা, বাঘমুন্ডি ও বলরামপুর এলাকায় যোগাযোগ ব্যবস্থার উন্নয়ন করবে পরিবহন দপ্তর। প্রথম ছটি জায়গা ঝাড়গ্রামে বাকি তিনটি জায়গা পুরুলিয়াতে। পরিকাঠামো তৈরীতে খরচ হবে ১২কোটি টাকা।
এসপ্ল্যানেড থেকে জাম্বনী, শিলদা, বেলপাহাড়ি, ঝালদা, বাঘমুন্ডি, বলরামপুর অবধি নতুন বাস রুট শুরু হবে।

ঝাড়গ্রাম টাউনের কাছে তৈরী হবে নতুন বাস টার্মিনাস। এই টার্মিনাস থেকে জঙ্গলমহলের বিভিন্ন অঞ্চলে ও কলকাতায় বাস চালু করা হবে। এই টার্মিনাসে একটি নাইট শেল্টারও তৈরী করা হবে। শিলদা, বেলপাহাড়ি, নয়াগ্রামেও নতুন বাস টার্মিনাস তৈরী হবে।

স্থানীয় মানুষদের যোগাযোগ ব্যবস্থার উন্নয়নের পাশাপাশি এই নতুন সার্ভিসের ফলে এই অঞ্চলে পর্যটনেরও প্রসার হবে। গত কয়েক বছরে রাজ্য সরকার এই অঞ্চলটিকে গুরুত্বপূর্ণ পর্যটন হাব হিসেবে তৈরী করছে। ঘন জঙ্গলে ভরা জঙ্গলমহলে পর্যটনের বিপুল সম্ভাবনা আছে। এই নতুন বাস পরিষেবা নিঃসন্দেহে পর্যটন শিল্পকে আরও সাহায্য করবে।
