The Lok Prasar Prakalpa, a brainchild of Chief Minister Mamata Banerjee, has helped immensely in reviving folk culture in Bengal. One of the project’s beneficiaries is the folk art of Howrah district, known as Kalikapatari.

This folk theatre is indigenous to Howrah district, specially Shyampur, where it has received a fresh lease of life, thanks to the State Government scheme. A mixture of acting and dancing, this art form tells stories from the Puranas and the epics.

Currently there are three groups, comprising a total of 50 artistes, that perform Kalikapatari in Shyampur, and they are thriving. Each of the three groups consists of 15 to 20 people. The artistes receive regular stipends and also get invited to perform in various places.

It may be mentioned that, at present, 1.94 lakh folk artistes are registered under the Lok Prasar Prakalpa, and receive monthly stipends from the Government. They also perform at various Government functions.

 

কালিকাপাতাড়ি শিল্পীদের পাশে দাঁড়াচ্ছে রাজ্য

রাজ্য সরকারের উদ্যোগে লোকপ্রসার শিল্পের মাধ্যমে লোকশিল্পীদের পুনরুজ্জীবনের ফলে রাজ্যের হারিয়ে যাওয়া বহুপ্রাচীন লোকশিল্প প্রাণ ফিরে পাচ্ছে। যেমন হাওড়া জেলার প্রাচীন লোকশিল্প ‘কালিকাপাতাড়ি’।

এই লোকশিল্পের মাধ্যমে প্রাচীন পৌরাণিক কাহিনীকে যেভাবে জীবন্ত করে তোলা হয়, তা স্বচক্ষে না দেখলে বিশ্বাস করা যাবে না। হাওড়া জেলার এই প্রাচীন শিল্প জনপ্রিয় হলেও বাম সরকারের অবহেলায় এই শিল্প ক্রমে হারিয়ে যেতে বসেছিল। এমনকি এই পেশায় জড়িত শিল্পীরা এই পেশা থেকে মুখ ঘুরিয়েছিল।

রাজ্যের পালাবদলের ফলে, মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে লোকপ্রসার শিল্পের সঙ্গে যুক্ত শিল্পীদের মাসিক ভাতা দেওয়ার সিদ্ধান্ত নেওয়ার ফলে নতুন করে প্রাণ ফিরে পেয়েছেন শিল্পীরা। জেলার এই প্রাচীন লোকশিল্পে একমাত্র শ্যামপুরের শিল্পীরাই যুক্ত আছে।

বর্তমানে শ্যামপুরে ৩টি দলে ৫০ জন শিল্পী আছে। এক একটি দোলে ১৫ থেকে ২০ জন করে শিল্পী প্রাচীন এই শিল্পে অভিনয় করেন। রাজ্য সরকারের এই উদ্যোগে কালিকাপাতাড়ি শিল্পীরা নতুন উৎসাহে অনুষ্ঠান করছে এবং আর্থিকভাবে লাভবান হচ্ছে।

In a bid to increase the storage capacity of food grains in Bengal, the state Co-operation department has decided to develop 23 modern storage facilities in the districts.

The step has been taken following directions and vision of Chief Minister Mamata Banerjee to strengthen the cooperative infrastructure that will ensure increase in storage capacity of food grains.

The 23 store houses will be developed at a cost of Rs 240 crore and each of the store houses will be of a capacity of 10,000 metric tonne. So with construction of the store houses by the cooperation department, there will be an increase in the storage capacity by 2.30 lakh metric tonne.

The store houses will be developed on the land owned by the department and there would be requirement of around three acres to set up each of the store houses. The land will also be identified soon.

The state co-operation department has also set a target of procuring 30 lakh metric tonne paddy through co-operative societies in the current procurement year and a seminar was recently held at Netaji Indoor Stadium in this regard in which the Chief Minister had directed to take measures to create the necessary infrastructure.

At the same time, as many as 17 more store houses will be set up by the state Food and Supplies department. NABARD is giving the amount to the state government as loan to set up the store houses under the Warehousing Infrastructure Fund of the Rural Infrastructure Development Fund (RIDF).

It may be mentioned that the storage capacity of food grains is 62,000 metric tonne in 2010-11. At present, it has increased to around 6.10 lakh metric tonne with several steps being taken by the state government in the past six years that will further increase with the setting up of the upcoming store houses.

 

রাজ্যে তৈরী হবে আরও ২৩টি গুদামঘর

জেলায় জেলায় ২৩টি অত্যাধুনিক গুদাম তৈরীর সিদ্ধান্ত নিয়েছে রাজ্য সমবায় দপ্তর। রাজ্যে খাদ্যশস্য ঘাটতি মেটানোর যে প্রচেষ্টা শুরু করেছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়, সেই উদ্দেশ্যে এই সিদ্ধান্ত নেওয়া হয়েছে।

প্রতিটি গুদামের ধারন ক্ষমতা হবে ১০০০০ মেট্রিক টন। সুতরাং ২৩টি গুদামঘর নির্মাণ সম্পন্ন হলে, রাজ্যে গুদামের ক্ষমতা আরও ২.৩ লক্ষ মেট্রিক টন বাড়বে।
রাজ্য সমবায় দপ্তরের লক্ষ্য চলতি বছরে সমবায়ের মাধ্যমে ৩০ লক্ষ মেট্রিক টন চাল উৎপাদনের। সম্প্রতি এই উদ্দেশ্যে নেতাজী ইনডোর স্টেডিয়ামে একটি সেমিনার অনুষ্ঠিত হয়, যেখানে মুখ্যমন্ত্রী প্রয়োজনীয় পদক্ষেপ নিতে নির্দেশ দেন। এর পাশাপাশি আরও ১৭টি গুদাম নির্মাণ করবে খাদ্য ও সরবরাহ দপ্তর।

প্রসঙ্গত, ২০১০-১১ সালে রাজ্যের গুদামে খাদ্যশস্য রাখার ক্ষমতা ছিল ৬২০০০ মেট্রিক টন। বর্তমানে সেই ক্ষমতা বেড়ে ৬.১০ লক্ষ মেট্রিক টনে পৌঁছেছে। ভবিষ্যতে এই ক্ষমতা আরও বাড়ানো হবে রাজ্য সরকারের সহায়তায়।

The State Judicial Department has come up with a portal to ensure hassle-free registration of marriages. The move is aimed at ensuring transparency in the marriage process.

The website, rgmwb.gov.in, will have all the information so that a bride and a bridegroom do not have to visit any marriage registry office. All the forms can be filled up online after logging in. For general information like documents required for registering marriages, information on marriage officers, etc. no logging is required.

The details of genuine marriage registry offices, the actual rates of marriage registrars and everything else will be available at the click of a mouse, said a senior official of the Law Department said.

The portal will also apprise brides and bridegrooms about the documents needed to be furnished during marriage. According to the official, they only have to appear on the day of the marriage along with the witnesses; the certificate of the marriage will also be available online and can be downloaded from the website.

All marriages that are taking place in Bengal will be kept in a digitised format on the portal to facilitate people in the case of any dispute pertaining to a marriage. The government also has plans to hold workshops in all the districts to make common people aware of the effectiveness of the portal.

 

 

বিয়ে রেজিস্ট্রির জন্য নতুন পোর্টাল চালু রাজ্যের

রাজ্যে বিয়ে রেজিস্ট্রির জন্য একটি নতুন পোর্টাল চালু করল রাজ্য বিচার দপ্তর। এর ফলে বিয়ের রেজিস্ট্রেশন করা যাবে সম্পূর্ণ নির্ঝঞ্ঝাটে। এই ওয়েবসাইটটি হল rgmwb.gov.in।

এই পদক্ষেপ নেওয়ার মূল লক্ষ্য, বিয়ের রেজিস্ট্রি প্রক্রিয়ায় স্বচ্ছতা আনা। এই ওয়েবসাইটে পাত্র-পাত্রী সম্বন্ধে সম্পূর্ণ তথ্য থাকবে। এই ওয়েবসাইটে অনলাইন ফর্ম ফিল আপ করা যাবে; বিয়ে রেজিস্ট্রি প্রক্রিয়ার সমস্ত নথি অনলাইনেই জমা করা যাবে। পাত্র পাত্রীকে শুধু বিয়ের দিন সাক্ষী নিয়ে উপস্থিত হতে হবে। এই ওয়েবসাইট থেকেই বিয়ের শংসাপত্র পাওয়া যাবে ও ডাউনলোড করা যাবে।

সাধারণ মানুষকে এই ওয়েবসাইট সম্বন্ধে ব্যাপারে অবগত করতে জেলায় জেলায় কর্মশালা করবে রাজ্য সরকার।

The Bengal Government plans to create around one lakh new jobs in the field of cyber security annually.
Based on the instructions of Chief Minister Mamata Banerjee, the Government will introduce a course on cyber security at the undergraduate level so that students get an edge in getting jobs, not only in the Information Technology (IT) sector but also in the police force.

Bengal would be the first State in the country which will ensure a supply pool of cyber security specialists for various Government departments to counter cyber threats, which are a major cause of concern for the Government and the public. With the rapid digitisation that has been going on, cyber security has become of utmost importance.

The State Information Technology (IT) and Electronics Department will assist the Higher Education Department in framing the syllabus. The IT Department, according to its additional chief secretary, is working closely with the Indian Institute of Information Technology (IIIT) in Kalyani, whose experts will decide the course content.

According to the initial plans, the course will commence at IIIT and in all the colleges under Calcutta University. Students would be provided with basic knowledge on networking and operating systems.

The IT Department is also working in coordination with the police, academics and industry, to see that unscrupulous persons with vested interests cannot tamper Government documents.

The Government has already set up the West Bengal Cyber Security Centre of Excellence (WBCS-CoE) in New Town to deal with the increasing number of cyber offences in the State. A workshop was also held on cyber security at the Biswa Bangla Convention Centre in New Town on March 16.

 

সাইবার নিরাপত্তা: বছরে ১ লক্ষ কর্মসংস্থান করবে রাজ্য

বাংলায় সাইবার নিরাপত্তার ক্ষেত্রে এক নতুন অধ্যায়ের সূচনা হবে, যার ফলে বার্ষিক এক লক্ষ কর্মসংস্থান হবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশ মেনে, রাজ্য সরকার খুব শীঘ্রই স্নাতক স্তরে সাইবার নিরাপত্তার ওপর একটি পাঠ্যক্রম চালু করতে চলেছে। এর ফলে এই বিষয়ে স্নাতকরা তথ্যপ্রযুক্তি ক্ষেত্র ছাড়াও পুলিশেৱ চাকরিও পেতে পারেন।

এই পাঠ্যসূচী তৈরী করতে রাজ্য তথ্য প্রযুক্তি ও ইলেক্ট্রনিকস দপ্তর উচ্চ শিক্ষা দপ্তরকে সাহায্য করবে। কল্যাণীর আইআইআইটির বিশেষজ্ঞদের সাহায্যও নেওয়া হচ্ছে এই পাঠ্যসুচী তৈরী করতে।

প্রাথমিক পরিকল্পনা অনুসারে, এই পাঠ্যক্রম আইআইআইটি ও কলকাতা বিশ্ববিদ্যালয়ের সমস্ত কলেজে শুরু হবে। পড়ুয়াদের নেটওয়ার্কিং এবং অপারেটিং সিস্টেমের সম্বন্ধে প্রশিক্ষণ দেওয়া হবে।

এই উদ্যোগের ফলে আগামী দিনে সাইবার নিরাপত্তার ক্ষেত্রে বাংলা দেশে অগ্রণী ভূমিকা নেবে এবং বিভিন্ন সরকারি দপ্তরের সাইবার নিরাপত্তা নিশ্চিত করতে পেশাদারদের যোগানও দিতে পারবে। সাইবার হানা এই মুহূর্তে দেশের অন্যতম চিন্তার বিষয় হয়ে দাঁড়িয়েছে। রাজ্য সরকার ইতিমধ্যেই সাইবার হানা রুখতে নিউটাউনে ‘ওয়েস্ট বেঙ্গল সাইবার সিকিউরিটি সেন্টার অফ এক্সসেলেন্স’তৈরী করেছে। নিউ টাউনের বিশ্ব বাংলা কনভেনশন সেন্টারে ১৬ই মার্চ এই বিষয়ে এক কর্মশালাও আয়োজিত হয়েছে।

The West Bengal Forest Development Corporation (WBFDC) is exploring the development of infrastructure for accommodating tourists at sylvan seaside spots. The Corporation has already successfully created boarding facilities for tourists in the hilly and forest areas of the State.

Digha and its surroundings have been chosen as one of the spots where such infrastructure will be developed, in collaboration with the Digha Sankarpur Development Authority (DSDA).

The WBFDC is already developing accommodation facilities at Tajpur. If everything goes as planned, the facility will be thrown open for tourists by April 15.

It may be mentioned that a major share of the Corporation’s profits comes from the resorts in the hilly and forest areas in the State. The profits are expected to increase further once the accommodation facilities in Tajpur and Digha are thrown open.

At present, WBFDC has resorts at Garubathan, Lava, Lolegaon, Mongpong, Murti, Jaldhaka, Jhargram and Mukutmanipur. It has put in place an online booking system which will also be applied to the accommodation facilities at Tajpur and Digha.

উপকূলবর্তী পর্যটন কেন্দ্রগুলিতে পরিকাঠামো ঢেলে সাজানোর পরিকল্পনা নিয়েছে ওয়েস্ট বেঙ্গল ফরেস্ট ডেভেলপমেন্ট কর্পোরেশন। ইতিমধ্যেই পাহাড় ও জঙ্গলে পর্যটকদের থাকার সুবন্দোবস্ত করেছে এই নিগম।

দীঘা শঙ্করপুর ডেভেলপমেন্ট অথরিটির সহযোগিতায় নিগম দীঘায় ও তাজপুরে থাকার জন্য রিসর্ট করছে নিগম। সবকিছু ঠিকঠাক চললে আগামী পয়লা বৈশাখের আগেই এখানে পর্যটকরা থাকতে পারবেন।

প্রসঙ্গত, নিগমের লাভের সিংহভাগটাই আসে পাহাড় ও বনাঞ্চলের রিসর্ট ও ইকো-রিসর্টগুলি থেকে। এই পর্যটন কেন্দ্রগুলি তৈরী হওয়ার পর লাভের মাত্রা আরও বাড়বে বলে আশা করা যায়।

এই মুহূর্তে গোরুবাথান, লাভা, লোলেগাঁও, মংপো, মূর্তি, জলঢাকা, ঝাড়গ্রাম, মুকুটমণিপুরে নিগমের রিসর্ট আছে। ইতিমধ্যেই রিসর্টগুলিতে অনলাইন বুকিং পরিষেবা চালু হয়েছে। দীঘা ও তাজপুরের ক্ষেত্রেও এই সুবিধা পাওয়া যাবে।

The State Government has chalked out an elaborate plan to increase power generation with a focus on ‘sustainable power’. This is in addition to taking steps to increase production of conventional forms of energy. The plan has been made keeping in mind the expected power requirement in 2025.

Besides solar power, other sustainable forms of energy for generation of electricity like biomass, wind and tidal power are also being looked into.

This was announced by the Power and Non-Conventional Energy Minister during the presentation of the Department’s budget in the Assembly recently.

He said power generation has already considerably increased over the past six years and measures were being taken to increase it further.

In terms of generation of energy from non-conventional sources, from 1.2 megawatts (MW) in 2011, solar power generation has increased to 53.216 MW at present, while generation of biomass power has increased from 1.59 MW to 13.29 MW during the same period.

The Power Department is setting up solar panels in 1,000 schools and other educational institutions. The panels have already been installed in 673 schools, 21 colleges and five universities so far, according to the minister. By the end of March, solar panels would be installed in the remaining 327 schools. After the first 1,000 schools, another 1,000 will be identified for setting up the panels in the next financial year.

Work has also started on the setting up of floating solar panels in large water bodies within the premises of thermal power generating stations. They will come up in Sagardighi, Santaldihi and Bakreswar.

At the same time, a survey is going on in Sagar Island to develop a wind power generation plant.

In the area of conventional energy, it may be mentioned that a 1,000-MW pumped storage project is coming up at Turga in Purulia district at a cost of Rs 4,800.69 crore. Two power generation plants are coming up – one of 660 MW and a hydel power project of 371 MW — in Sagardighi. Another 200 MW plant is also coming up.

 

 

লক্ষ্য ২০২৫ – বিদ্যুৎ উৎপাদন বাড়ানোর উদ্যোগ রাজ্যের

২০২৫ সালে রাজ্যে বিদ্যুতের চাহিদা কত হতে পারে তার আনুমানিক হিসাব করে, চাহিদা মেটানোর জন্য বিদ্যুত উৎপাদন বাড়ানোর উদ্যোগ নিল রাজ্য সরকার।
চিরাচরিত শক্তির পাশাপাশি অচিরাচরিত শক্তি উৎপাদনেও জোর দেবে রাজ্য।

এবছরের বিদ্যুৎ দপ্তরের বাজেট পেশ করার সময় বিদ্যুৎমন্ত্রী বলেন, গত ৬ বছরে বিদ্যুৎ উৎপাদন অনেকটাই বেড়েছে; ভবিষ্যতে আরও যাতে বাড়ে, তার জন্য যথেষ্ট পদক্ষেপ নেওয়া হয়েছে।

প্রসঙ্গত, পুরুলিয়া জেলার তুর্গায় একটি ১০০০ মেগা ওয়াট পাম্প স্টোরেজ জলবিদ্যুৎ প্রকল্প তৈরী করা হচ্ছে ৪৮০০.৬৯ কোটি টাকা ব্যয়ে। পাশাপাশি, আরেকটি ৬৬০ মেগা ওয়াট বিদ্যুৎ কেন্দ্র তৈরী হচ্ছে সাগরদিঘিতে। ৩৭১ মেগা ওয়াট জলবিদ্যুৎ প্রকল্পও হচ্ছে সেখানে। আরও ২০০ মেগা ওয়াট বিদ্যুৎ উৎপাদন কেন্দ্রও খুব শীঘ্রই তৈরী হবে।

২০১১ সালে আনুমানিক ১.২ মেগা ওয়াট সৌর বিদ্যুৎ তৈরী হত রাজ্যে। আজ সেই উৎপাদন দাঁড়িয়েছে ৫৩.২১৬ মেগা ওয়াটে। তেমনই ২০১১ সালে বায়োমাস শক্তি উৎপাদন হত ১.৫৯ মেগা ওয়াট। যা ছয় বছরে বেড়ে হয়েছে ১৩.২৯ মেগা ওয়াট।

স্কুল ও অন্যান্য শিক্ষা প্রতিষ্ঠানে সোলার প্যানেল স্থাপন করেছে বিদ্যুৎ দপ্তর। এখনও পর্যন্ত ১০০০ স্কুলকে চিহ্নিত করা হয়েছে এই প্রকল্পের জন্য। এখনও পর্যন্ত ৬৭৩টি স্কুল, ২১টি কলেজ, ৫টি বিশ্ববিদ্যালয়ে এই প্যানেল বসানো হয়েছে। মার্চের মধ্যে বাকি ৩২৭টি স্কুলে প্যানেল বসানো সম্পূর্ণ হয়ে যাবে। এই কাজ শেষ হলে আরও ১০০০ স্কুলকে চিহ্নিত করা হবে। আগামী বছরের মধ্যে সেগুলিতেও প্যানেল বসানোর কাজ শেষ হয়ে যাবে।

এছাড়াও, বড় তাপবিদ্যুৎ কেন্দ্রের অন্তর্গত জলাশয়ে ফ্লোটিং সোলার প্যানেল বসানোর কাজ শুরু হয়েছে। সাগরদিঘি, সাঁওতালডিহি ও বক্রেশ্বরে এই প্রকল্প শুরু হয়েছে।সাগর দ্বীপে বায়ু শক্তি উৎপাদনের জন্য সমীক্ষা চালানো হচ্ছে।

The State Government has started a river safety training programme for Jalasathis – the rescue personnel who will be deployed at jetties to avert accidents. The training programme is being organised by the Transport Department, and is taking place Police Training College (PTC) in Barrackpore.
At present, 100 of them are undergoing training at the PTC. A total of 626 Jalasathis have been engaged and they will all be undergoing training at the PTC.
The main task of the Jalasathis is ensuring that the Standard Operating Procedure (SOP) deployed by the government at the jetties in the state is followed.
Besides keeping a tab to check overloading of vessels, they have to take necessary steps to save people in the case of any emergency. At the same time, they also have to ensure that all passengers put on safety jackets before getting on to a vessel. They would also have to inform the concerned authorities in case the area is not properly illuminated or if there is lack of any infrastructure.
It may be mentioned that the engagement of Jalasathis, two of whom are being deployed in each jetty, is running parallel to the implementation of the comprehensive Jaladhara Scheme, under which semi-mechanised vessels are being replaced by fully mechanised ones with up-to-date design made by experts. All such vessels have to be mandatorily registered with the State Transport Department.
The jetties where Jalasathis will be initially deployed include 28 in Hooghly district, 60 in North 24 Parganas district, 16 in Howrah district, 12 in South 24 Parganas and 11 jetties which are maintained by the West Bengal Transport Corporation.

জলসাথীদের প্রশিক্ষণ দিচ্ছে রাজ্য

নদীপথে যাতায়াত করার সময় কোনও দুর্ঘটনা ঘটলে উদ্ধারকাজে সাহায্য করা থেকে শুরু করে, জলপথ নিরাপত্তা নিশ্চিত করতে রাজ্য সরকার মোতায়েন করছে জলসাথী। এবার তাদের প্রশিক্ষণ প্রক্রিয়া চালু করলো রাজ্য। পরিবহন দপ্তর আয়োজিত এই প্রশিক্ষণ দেওয়া হবে ব্যারাকপুরের পুলিশ প্রশিক্ষণ কলেজে।
এই মুহূর্তে ১০০ জনকে প্রশিক্ষণ দেওয়া হচ্ছে। মোট ৬২৬জন জলসাথীকে এই প্রশিক্ষণ দেওয়া হবে। প্রতি জেটিতে দুজন করে জলসাথী মোতায়েন করা হয়েছে। রাজ্য পরিবহন দপ্তর পরিচালিত হুগলী জেলার ২৮টি, উত্তর ২৪ পরগণা জেলার ৬০টি, হাওড়া জেলার ১৬টি, দক্ষিণ ২৪ পরগণার ১২টি জেটিতে জলসাথী মোতায়েন করা হবে।
জলসাথীদের প্রধান উদ্দেশ্য হল জলপথে যাত্রার সময় নিরাপত্তার জন্য যে নির্দেশিকা জারি করেছে রাজ্য সরকার সেটা যাতে পালন করা হয়, তা নজর রাখা।
জলযানগুলি যাতে অতিরিক্ত যাত্রী না তোলে এই ব্যাপারে নজর রাখা ছাড়াও, কোনও দুর্ঘটনা ঘটলে সঙ্গে সঙ্গে উদ্ধার কাজেও লেগে পড়বে এই জলসাথীরা। এর পাশাপাশি তারা নজর রাখবে সকল যাত্রী ভেসেলে ওঠার আগে যেন সেফটি জ্যাকেট পড়েন। তারা সেই অঞ্চলে যথাযথ পরিকাঠামো ও আলোর ব্যবস্থা আছে কি না খতিয়ে দেখবে, না থাকলে নির্দিষ্ট কর্তৃপক্ষকে তা জানাবে।
এর পাশাপাশি চালু হয়েছে জলধারা প্রকল্প। সেমি-মেকানাইজড জলযানগুলিকে বাতিল করে সম্পূর্ণ যান্ত্রিক, অত্যাধুনিক ও অধিক ক্ষমতাসম্পন্ন জলযান নামানো হচ্ছে। এবং এই সকল ভেসেলকে রাজ্য পরিবহন দপ্তরে নথিভুক্ত করা বাধ্যতামূলক করা হয়েছে।

The Bengal Government has taken up a huge project to supply purified drinking water to almost 10 lakh families of Purulia. Japanese organization JICA will provide Rs 960 crore for the project.

The Detailed Project Report regarding the water project was prepared by the State Public Health Engineering department. According to the DPR, water will be taken from Kumari River near Manbazar in Purulia and will be treated to make it consumable.

The water plant will be constructed at Manbazar. After its completion, the plant will produce around 70 lakh million gallons of purified drinking water. The water will be supplied to households through pipelines to almost 10 lakh people in Purulia Municipality area and the Panchayat areas of five other blocks.

In near future around 20 blocks will be connected with pipelined purified drinking water and as a result, the people will avail the service even during the times of draught.

পুরুলিয়ায় ১০ লক্ষ মানুষের বাড়িতে পরিস্রুত পানীয় জল পৌঁছে দেবে রাজ্য সরকার। জাপানি সংস্থা ‘জাইকা’ এই প্রকল্পের জন্য ৯৬০ কোটি টাকা দেবে রাজ্যকে। এর আগেও রাজ্য সরকার জাইকার থেকে ঋণ নিয়ে বিভিন্ন প্রকল্প তৈরি করেছে।

নবান্ন সূত্রে জানা গিয়েছে, এই বিস্তারিত প্রকল্প রিপোর্ট (ডিপিআর) তৈরি করে জাইকার কাছে পাঠায় জনস্বাস্থ্য কারিগরি দপ্তর। ডিপিআরে রয়েছে, পুরুলিয়ার মানবাজারে কুমারী নদী থেকে জল তুলে পরিশোধন করে তা মানুষের পানযোগ্য করা হবে। খরাপ্রবণ এলাকায় পানীয় জলের সমস্যা মেটাতে এই প্রকল্প হাতে নেওয়া হচ্ছে।

মানবাজারেই পরিস্রুত পানীয় জলের প্রকল্প তৈরি হবে। এই প্রকল্প থেকে প্রতিদিন ৭০ লক্ষ মিলিয়ন গ্যালন পরিস্রুত পানীয় জল পাওয়া যাবে। এই পরিস্রুত পানীয় জল পাইপলা঩ইনের মাধ্যমে বাড়ি বাড়ি পৌঁছে দেওয়ার পরিকল্পনা নিয়েছে পুরসভা। পুরুলিয়া পুরসভা এলাকা ও পাঁচটি ব্লকের পঞ্চায়েত এলাকার ১০ লক্ষ মানুষ এই পরিস্রুত পানীয় জল পাবেন।

এর ফলে পুরুলিয়ার বিস্তীর্ণ অংশের মানুষ জলের আকাল থেকে মুক্তি পাবেন বলে মনে করেন জনস্বাস্থ্য কারিগরি দপ্তরের মন্ত্রী। পুরুলিয়ার ২০টি ব্লক কয়েক বছরের মধ্যেই পরিস্রুত পানীয় জল পাবে। খুব শীঘ্রই এই প্রকল্পের কাজ শুরু হবে। এটি রাজ্য সরকারের বড় সাফল্য হতে চলেছে। এমনকী খরার সময়েও পুরুলিয়ার বিস্তীর্ণ অংশে জলের অভাব হবে না।

The Bengal Government has decided to set up a Rs 108-crore project in Hasnaban in North 24 Parganas district, on the Ichhamati River, with Israeli machinery, to turn brackish water into drinkable sweet water.

This project by the State Public Health Engineering Department for converting brackish water will be able to convert both river and lake water.

The North 24 Parganas district faces the problem of arsenic in ground water, and the rivers and many of the lakes in the Sundarbans region of the district record brackishness in water at 42 to 45 per cent. Hence, this converting of brackish water will provide a sustainable source of drinking water.

The government already provides drinking water piped from the Hooghly River.

 

নদী পুকুরের লোনা জলকে পানযোগ্য করার নয়া প্রকল্প রাজ্যের

লোনা জলের এলাকা তথা সুন্দরবন অঞ্চলের মানুষের জন্য লোনা জলকে মিষ্টি করার নতুন প্রকল্প রাজ্য সরকার। অত্যাধুনিক প্রযুক্তি ব্যবহার করার জন্য ইজরায়েল থেকে মেশিন আনানো হবে। হাসনাবাদের ইছামতী নদীতে প্রায় ১০৮ কোটি খরচ করে এই প্রকল্প তৈরী করবে রাজ্যের জনস্বাস্থ্য ও কারিগরি দপ্তর। পাশাপাশি সুন্দরবন অঞ্চলের পুকুরের লোনা জলকেও মিষ্টি করার জন্য পাইলট প্রোজেক্ট নিয়েছে সরকার। এজন্য জার্মানি থেকে অত্যাধুনিক মেশিন আনানো হয়েছে।

জনস্বাস্থ্য ও কারিগরি দপ্তর সূত্রে জানানো হয়েছে ভূগর্ভস্থ পানীয় জ্বলে আর্সেনিক ও ফ্লোরাইড থাকার সম্ভাবনা থাকে। উত্তর ২৪ পরগনা জেলায় আর্সেনিকের পরিমাণও মারাত্বক। বিকল্প পানীয় জল সরবরাহ করার জন্য গঙ্গা থেকে জল তুলে পরিস্রুত করে ব্যবহার শুরু হয়েছে অনেক আগেই। কিন্তু, সুন্দরবন অঞ্চলের নদীগুলিতে লোনার পরিমাণ প্রায় ৪২-৪৫ শতাংশ। তাই, ওইভাবে পরিস্রুত করা সম্ভব হয় নি।

হাসনাবাদ জেলায় ওই নতুন প্রকল্পের সিদ্ধান্ত নেওয়া হয়েছে। ইলেকট্রিক মোটরেই এই প্রকল্প চালানো হবে। নদীর জলের পাশাপাশি সুন্দরবন অঞ্চলের পুকুরের জলকেও মিষ্টি ও পরিস্রুত করার সিদ্ধান্ত নেওয়া হয়েছে। একটি বড় প্রকল্পের থেকে অনেক কম টাকা খরচ করে ছোট ছোট এলাকার জন্য এই নতুন ধরনের প্রকল্প তৈরী করা হবে।

সম্প্রতি সুন্দরবন অঞ্চলের হিঙ্গলগঞ্জের চাড়ালখালি এলাকায় স্থানীয় একটি পুকুরে জনস্বাস্থ্য ও কারিগরি দপ্তর পাইলট প্রোজেক্ট করেছে। জারামানি থেকে মেশিন আনালেও যেহেতু এটি ছোট প্রকল্প, তাই, খরচ হয়েছে ৪৪ লক্ষ টাকা। এই প্রকল্পগুলিতে সোলার প্রযুক্তি ব্যবহার করা হচ্ছে।

After the hugely successful Lok Prasar Prakalpa, comes another initiative by the Bengal Government for folk artistes – an online platform, using which one can easily approach the government to engage artistes who are enrolled under the Lok Prasar Prakalpa.

Chief Minister Mamata Banerjee had introduced the scheme, Lok Prasar Prakalpa to extend support to folk artistes across the state and to revive many art forms on the verge of extinction. In the first year itself, as many as 84,720 folk artistes were brought under the scheme, and gradually around 2 lakh artistes have been brought under its purview.

The online platform would be made accessible via a link in the official portal of the Bengal Government, Egiye Bangla.

Clicking on the link will take the user to another webpage, on which the details regarding the programme for which artistes enrolled under the Lok Prasar Prakalpa have been sought, need to be typed in. After going through the details of the programme, concerned State Government officials will take the required steps.

At present, one needs to approach district authorities for engaging the artistes enrolled under the scheme. With the introduction of the online platform, engaging them would be possible from any part of the globe.

The plan is to introduce the online platform during the next financial year, that is, 2018-19.

 

লোকশিল্পীদের জন্য ওয়েবসাইট আনছে রাজ্য

লোক প্রসার প্রকল্পের বিপুল সাফল্যের পর রাজ্য সরকার লোকশিল্পীদের জন্য নিল আরও এক উদ্যোগ – একটি নতুন ওয়েবসাইট। এই ওয়েবসাইটের মাধ্যমে লোক প্রসার প্রকল্পে শিল্পীদের অন্তর্ভুক্ত করতে যে কেউ আবেদন করতে পারবেন।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় লোক প্রসার প্রকল্পের সূচনা করেন রাজ্যের লোক শিল্পীদের সাহায্য করতে। পাশাপাশি, বিভিন্ন লোকশিল্প যা বর্তমানে বিলুপ্তির পথে, সেগুলিকে পুনরুজ্জীবিত করাও উদ্দ্যেশ্য এই প্রকল্পের। ২ লক্ষ লোকশিল্পীকে এই প্রকল্পের আওতায় আনা হয়েছে।

লোকশিল্পীদের ওয়েবসাইটটিতে রাজ্য সরকারের ওয়েব পোর্টাল ‘এগিয়ে বাংলার’ মাধ্যমে ঢোকা যাবে।

এগিয়ে বাংলার ওয়েবসাইটের ওই বিশেষ লিঙ্কটিতে ক্লিক করলে একটি ভিন্ন ওয়েবপেজ খুলবে যেখানে বিভিন্ন অনুষ্ঠানের তালিকা থাকবে। যে অনুষ্ঠানের জন্য শিল্পী নিজের নাম নথিভুক্ত করতে চান, তা টাইপ করতে হবে। এর পর ওই অনুষ্ঠানের ব্যাপারে বিশদে জানার পর, ওই সংক্রান্ত সরকারি আধিকারিক প্রয়োজনীয় ব্যবস্থা গ্রহণ করবেন।

এই মুহূর্তে এই নাম নথিভুক্ত করার জন্য জেলা কর্তৃপক্ষকে জানাতে হয়। ওয়েবসাইট উদ্বোধনের হলে এই কাজ পৃথিবীর যে কোনো প্রান্তে বসে করা সম্ভব হবে।
