The Bengal Government is soon going to launch helicopter and plane services across the state.

The new helicopter services will cover routes from Kolkata to Malda, Balurghat, Digha and Sagar Island for tourists every Sunday,Wednesday and Saturday. The services will however be suspended if government functions are scheduled on those days.

The tickets for Digha and Sagar Island have been priced at Rs 2,000 per person, for Malda at Rs 2,500 per person and for Balurghat at Rs 3,000 per person.

These announcements were made by the Transport Minister while replying to debates during the presentation of the budget for his Department. He also said that helicopter services would start from Kolkata to Santiniketan and Purulia.

Plane services would be introduced from Cooch Behar Airport. A double-engined nine-seater aircraft would be engaged for the purpose. The airports in Malda, Balurghat and Purulia would also be rebuilt/renovated.

 

কপ্টার , বিমান ভাড়া করছে রাজ্য সরকার

রাজ্য সরকার আরও একটি হেলিকপ্টার ভাড়া নিচ্ছে৷ কলকাতা-কোচবিহার রুটের জন্য ভাড়া নেওয়া হচ্ছে একটি বিমানও৷

পরিবহণমন্ত্রী পরিবহণ দপ্তরের ব্যায়বরাদ্দ নিয়ে বিতর্কের জবাবি ভাষণে বলেন, শীঘ্রই এই দুই পরিষেবা চালু হবে৷

বুধ, শনি ও রবিবার এই কপ্টার কলকাতা থেকে মালদহ, বালুরঘাট, দিঘা ও সাগরে পর্যটকদের নিয়ে যাওয়ার কাজে ব্যবহার করা হবে৷ তবে কোনও সরকারি কর্মসূচী থাকলে সেই পরিষেবা বন্ধ থাকবে৷

দিঘা ও সাগরে যাওয়া বা আসার জন্য মাথাপিছু ২ হাজার টাকা ভাড়া ধরা হয়েছে, মালদহ আড়াই হাজার টাকা, বালুরঘাটের ভাড়া তিন হাজার টাকা৷

পরিবহণমন্ত্রী বলেন, ‘কলকাতা থেকে পুরুলিয়া, শান্তিনিকেতনের মধ্যে হেলিকপ্টার পরিষেবা চালু করা হবে৷ এ ছাড়া কোচবিহার বিমানবন্দর চালু রাখতে ৯ আসন বিশিষ্ট ডবল ইঞ্জিনের বিমান চালানো হবে৷ টেন্ডার প্রক্রিয়া শেষ৷ মালদহ, বালুরঘাট এবং পুরুলিয়ার বিমানবন্দরগুলির পুনরুজ্জীবনের কাজ চলছে৷’

The Transport Minister recently presented his department’s budget for financial year 2018-19 in the Assembly. Stress has been given both on developing new services across land, water as well as air, and on improving the existing services.

The budget of the department for 2018-19 stands at Rs 1,588.81 crore, which is the highest budget for the Transport Department so far.

Three hundred new buses have already been introduced and steps have been taken to introduce more. He further said that 40 electric buses will be introduced in Kolkata soon. Another 10 electric buses in the Rajarhat-New Town area and 20 in Asansol and Durgapur will be introduced too.

In another major development, the State Transport department has also decided not to allow any more civic bodies to operate buses. Buses will be operated only by the transport corporations.

From March, there will be two helicopter services. Following the direction of Chief Minister Mamata Banerjee, steps have been taken to develop the airport at Chharra in Purulia district. Air connectivity from Cooch Behar and Malda will also be initiated soon.

Equal stress has been given to improve the water connectivity in the state. Twenty-seven vessels have already been introduced and 86 more will be engaged soon. Moreover, steps have been taken to replace the semi-mechanised vessels with robust ones, to ensure the safety of passengers.

Steps have been taken to ensure the standard operating procedure (SOP) is maintained at all the jetties. Life jackets similar to the ones used by the Coast Guard will also be introduced.

 

পরিষেবায় জোর পরিবহণ দপ্তরের বাজেটে

বিধানসভায় কয়েকদিন আগেই ২০১৮-১৯ সালের বাজেট পেশ করেন পরিবহণ মন্ত্রী। স্থল, জল ও আকাশপথে নতুন ও পুরনো পরিষেবায় জোর দেন মন্ত্রী।

এবছরে পরিবহণ বাজেট মোট ১৫৮৮.৮১ কোটি টাকা, যা দপ্তরের ইতিহাসে সর্বোচ্চ।

মন্ত্রী বলেন, ইতিমধ্যেই পরিবহণ দপ্তর ৩০০টি নতুন বাস নামিয়েছে, আরও নতুন বাস আনার উদ্যোগও নেওয়া হয়েছে। তিনি আরও বলেন, ৪০টি ইলেকট্রিক বাস শীঘ্রই কলকাতার রাস্তায় নামবে। রাজারহাট-নিউ টাউন অঞ্চলে ১০টি ও আসানসোল-দুর্গাপুরে ২০টি ইলেকট্রিক বাস শীঘ্রই চালু হবে।

এছাড়াও পরিবহণ দপ্তর সমস্ত সরকারি বাস নিগমকে একত্রিত করে এক ছাতার তলায় নিয়ে এসেছে।

মন্ত্রী জানান মার্চ মাসে চালু হবে দুটি হেলিকপ্টার পরিষেবা। মুখ্যমন্ত্রীর নির্দেশে পুরুলিয়ায় বিমানবন্দর তৈরী হচ্ছে। কোচবিহার ও মালদা থেকে বিমান পরিষেবাও শুরু হবে শীঘ্রই।

বাজেটে গুরুত্ব দেওয়া হয়েছে জলপথ পরিবহণের ওপরেও। ২৭টি জলযান ইতিমধ্যেই চালু করা হয়েছে এবং আরও ৮৬টি খুব শীঘ্রই পরিষেবা শুরু করবে। যাত্রী সুরক্ষার কথা মাথায় রেখে সমস্ত পুরনো সেমি-মেকানাইজড জলযান বদল করে নামানো হয়েছে অত্যাধুনিক ভেসেল।

সমস্ত জেটির জন্য তৈরী করা হয়েছে স্ট্যান্ডার্ড অপারেটিং প্রোসিডিওর। উপকূলরক্ষীবাহিনী যে লাইফ জ্যাকেট ব্যবহার করে, আগামীদিনে সেরকম জ্যাকেট দেওয়া হবে ভেসেল যাত্রীদেরও, বলেন মন্ত্রী।

The Bengal Cabinet, during a meeting headed by Chief Minister Mamata Banerjee, has given its nod to infuse Rs 300 crore for the revival of Andal Airport.

Bengal Aeorotropolis Projects Limited (BAPL) has stakes of the State Government and other private players. With the infusion of the Rs 300 crore, the State Government’s share in BAPL has increased from 11 percent to 26 percent.

With this initiative, the airport will become at par with other airports. With the increase of traffic at the Netaji Subhas Chandra Bose International Airport in Kolkata, there is a need to develop other airstrips to ensure that flight services remain unaffected.

It may be mentioned that after the change of guard in the state, the government had a taken series of steps to improve air connectivity in the State.

 

অন্ডাল বিমানবন্দরে ৩০০ কোটি লগ্নির সিদ্ধান্ত রাজ্যের

অন্ডাল বিমানবন্দরে নিজেদের অংশীদারিত্ব বাড়ানোর সিদ্ধান্ত নিল রাজ্য সরকার। রাজ্য মন্ত্রিসভার বৈঠকে এই প্রস্তাবে শিলমোহর পড়েছে। অন্ডাল বিমানবন্দর প্রকল্পে রাজ্যের ১১% অংশীদারিত্ব ছিল। ৩০০ কোটি টাকা বিনিয়োগের পর তা বেড়ে ২৬% হবে।

মন্ত্রী পার্থ চট্টোপাধ্যায় বলেন, “দ্বিতীয় একটি বিমানবন্দর না হলে অদূর ভবিষ্যতে কলকাতা থেকে বিমানে যাতায়াত খুবই জটিল হয়ে পড়বে। সে জন্যই এই সিদ্ধান্ত।”

নবান্নের এক কর্তা জানান, রাজ্যের অংশীদার ২৬% হওয়ায় বেশ কিছু ক্ষমতাও রাজ্যের হাতে আসছে। এর মধ্যে প্রধান হল, বিমানবন্দরের বোর্ড অব ডিরেক্টরসে দু’জন সদস্য থাকবে রাজ্য সরকারের। ‘ভেটো’ দেওয়ার ক্ষমতাও থাকবে রাজ্যের হাতে।

রাজ্যের মুখ্যসচিব মলয় দে-র নেতৃত্বে একটি উচ্চস্তরীয় কমিটিও তৈরি করা হবে। যে কমিটি আর্থিক লেনদেন-সহ বিমানবন্দরের অডিট ও অন্যান্য পরিচালন পদ্ধতির উপরে নজরদারি করবে।

ডিজিসিএ অন্ডাল বিমানবন্দরে উড়ান শুরুর অনুমতি দেয় ২০১৫ সালে।
