Bengal CM writes to Centre, saying it’s extremely wrong to sell off Bengal Chemicals

Chief Minister Mamata Banerjee has written a strong letter to the Union Commerce & Industry Ministry regarding the Central Government’s decision to sell off Bengal Chemicals & Pharmaceuticals Ltd., a company with a long and illustrious history.

Though it was not doing well for some time, in the last few years it has turned around quite a bit. The company earned profits during the 2016-17 fiscal, which almost doubled during the 2017-18 fiscal (an increase of 97.5 per cent). In this state of things, what is needed is more help from the Centre rather than selling it off.

Hence, the Chief Minister has written in the letter that the decision to sell it off should be immediately taken back. She has also written that the Bengal Government would provide all manner of help to build Bengal Chemicals up into a Maharatna company.

The company also has units in Mumbai and Kanpur. The Centre had previously too tried to sell the company. It was mainly Mamata Banerjee’s efforts which prevented that from happening.

Another point raised by the Chief Minister in her letter is the fact that the Kolkata High Court is yet to decide on the case filed by the workers and unions of the company against the Centre’s decision to sell it off.

Then, the company is engaged in manufacturing fair-priced essential goods for the common people. Hence, it can never be termed a ‘low-priority enterprise’, as the Centre has signified it.

Mamata Banerjee in her letter has also written about the illustrious history of the company and its crucial role in the movement for Indian-made goods during the colonial period.

All in all, the Chief Minister, through coherent arguments, has clearly indicated in the letter that it is an absolutely wrong decision to sell off Bengal Chemicals, as it is a profitable company now.

Bengal leads among States in decrease in crimes related to child labour

Bengal is leading the country in eradicating the instances of child labour. Over the last three years, only in Bengal has there been an appreciative decrease in crimes related to child labour. This fact came out in a report presented by the concerned Union Minister in Parliament on March 27.

The State-wise list of the number of crimes concerned with child labour from 2014 to 2016 was presented, according to which, during this period, the law has been moved against only 42 people in Bengal.

Significantly too, during the above-mentioned period, there have been 1,131 operations in the State to rescue children illegally engaged in labour.

Bengal’s lightning detection system helping common people

The lightning detection system put up under the initiative of the State Disaster Management and Civil Defence Department has been a saviour of sorts in many districts across Bengal. The state-of-the-art system was introduced on February 1 this year, using which lightning can be predicted and information, with specific location, disseminated. An American company had put the system in place.

Devices like sensors have been installed at places including Siliguri, Cooch Behar, Raiganj, Jangipur (in Murshidabad district), Haldia, Kolkata and Kharagpur.

The system generates an SMS alerting people at least 45 minutes before a lightning strike. The alert messages contain names and location of the blocks where lightning would strike.

Officials up to the level of block development officer (BDO) and members of panchayats receive the alerts. They then disseminate the information amongst the locals within a short span of time and people take precautions as prescribed.

District Magistrates also receive alerts and can coordinate with the concerned officials in this connection and it helps in taking prompt action and saving more lives.

According to a senior official of the Disaster Management Department, this is the first time that such a system is being used, and helpfully, at a time when lightning strikes have gone up drastically.

Usually, heavy lightning occurs from mid-April till the end of monsoon. The system has proven fruitful as the officials are receiving good feedback as to how it is helping people to move to a safer place after getting the alert that lightning might strike.

The system is helping generate alarm among people even in the furthest corners of the State and so people are getting time to move to a safer place before lightning strikes.

Bengal a top performer in vaccination of children, says NFHS

Vaccination is essential, especially for children, be it polio vaccine, DPT, hepatitis B, pneumonia or anything else. Prevention is always better than cure.

The good news is that Bengal is among the top three states with respect to vaccinating children. This was confirmed by the latest report of the National Family Health Survey (conducted during fiscal year 2015-16).

About 85 per cent of the children of the state have been given all the essential vaccinations. Another fact gleaned from the report is that vaccination has had greater coverage in the rural region – about 95 per cent.

A record of sorts has also been created in the state: under Intensified Mission Indradhanush (IMI), in the district of North 24 Parganas, 40,000 children were vaccinated over a period of four days, with 10,000 per day.

As Maa, Mati, Manush Government completes seven years, let us take a look at 20 schemes that have transformed Bengal in the last seven years:

1. Kanyashree

One of the landmark programmes of the Trinamool Congress Government, the Kanyashree Prakalpa, launched in 2013, is a scheme for empowering the girl child through enabling their education and thus, preventing their marriage at an early age. It has three components, names K1, K2 and K3, for those in school, after school and in post-graduation, respectively.

The scheme has brought more than 48 lakh adolescent girls under its fold covering over 16,600 institutions across every corner of Bengal.

There have been 70 lakh beneficiaries (that is, 70 lakh bicycles have been distributed) till date.

3. Khadya Sathi

Through the Khadya Sathi Scheme, launched in 2016, the State Government is ensuring food security for the people of the state, the hallmark of the scheme being giving 5 kilogram (kg) of rice or wheat per family member per month at Rs 2 per kg. There are special arrangements under this scheme for those below the poverty line, affected by the Cyclone Aila, working in tea gardens, living in the Jangalmahal region, those in Singur whose farmlands were snatched away for setting up industries by the Left Front Government, and a few other categories.

8.66 crore people, comprising about 90.6 per cent of the state’s population, have been covered under this scheme.

4. Sabujshree

It is a constitutional crisis in Karnataka: Mamata Banerjee

Calling the political chaos in Karnataka as a ‘constitutional crisis’, West Bengal Chief Minister Mamata Banerjee raises question on the alleged “horse-trading” in the State.

“In Karnataka, this is a constitutional crisis. The governor is a constitutional post. he cannot act like a political guide. Why he is not calling the Congress-JD(S) when they have already submitted letter with the adequate numbers. A governor should act abiding by the Constitution and not by his personal choice. I endorse all Opposition leaders’ views in this regard. I support Mayawati Ji, Stalin, Chandrababu Naidu and Akhilesh’s opinion on this issue,” said Bengal chief minister Mamata Banerjee.

Hinting at the Karnataka crisis, she said: “Of late, there are so many instances of horse trading. If this becomes a rule, a bad precedence will be set in the country. It will not only destroy democracy, but the country as well.”

Self-employment: Towards rural empowerment of Bengal

0The West Bengal State Rural Livelihoods Mission (WBSRLM), administered by the Panchayat and Rural Development (P&RD) Department, organises the rural poor for gainful self-employment and envisages enabling communities to come out of poverty through the formation and strengthening of women’s self-help groups (SHG). It started its journey through the launching of the Anandadhara scheme by Chief Minister Mamata Banerjee on May 17, 2012. There is another programme in the State called ‘Promotion of SHG Movement’.

Purpose

The major strategic interventions in the programme are universal social mobilisation, formation and strengthening of SHGs, capacity building, financial inclusion and access to credit, skills development and taking up different livelihood options with provisions for technological as well as marketing support.

To reach every poor family of Bengal through social mobilisation, WBSRLM ensures that at least one eligible female member from each eligible household is made part of an SHG.

During the first financial year (FY) of the Trinamool Congress Government, that is 2012-13, intensive implementation of the SHG programme was taken up in 32 blocks in nine districts. The programme was expanded to cover 158 blocks spread across all the 23 districts during FY 2017-18. In 2018-19, it has been planned to add more areas in the fold of SHG.

Administration

SHGs are administered through a four-level structure – Self-Help Groups (at the village level), Upasangha (SHG federations at the ward level), Sangha (SHG federations at the gram panchayat level) and Mahasangha (SHG federations at the block level). Currently, there are 5,29,309 SHGs, 35,960 Upasanghas, 3,219 Sanghas and 12 Mahasanghas.

The sanghas are being registered under the West Bengal Cooperative Act as Primary Multipurpose Cooperative Societies. So far, 2,200 such societies have been registered. The rest are going to be registered in due course.

Implementation

Financial inclusion of the vast rural population is one of the primary purposes of WBSRLM. SHGs are capitalised by the Government through a revolving fund at the rate of Rs 15,000 per group. But after that, the programme ensures that the SHGs regularly receive credit from banks. This has led to the groups receiving an aggregate of Rs 3,416.48 crore as loans during FY 2016-17 and, up to January 2018 (FY 2017-18), Rs 2,137.32 crore.

Land issues are critical to the poor, and their ignorance can make them extremely vulnerable. To address this gap, a special project called Legal Land Literacy for poor SHG members is being implemented by the P&RD Department in collaboration with the Land and Land Reforms Department and Landesa Rural Development Institute, an international non-profit organisation. The project began with eight intensive blocks (in which all components are implemented), and has been extended to 24 more intensive blocks.

A special inclusion project was taken up, in collaboration with the NGO HelpAge, in three gram panchayats of Dinhata I block of Cooch Behar district to enable them to access age-appropriate livelihood and entitlement services. Its success has led it to be implemented in another six gram panchayats during FY 2017-18.

Another inclusion-related project has been implemented by the State Government – all SHG households are being covered under the Swasthya Sathi group medical insurance scheme. Till January 2018, 34 lakh SHG families were covered.

SHGs as vehicles for implementation of other Government programmes

SHGs supply school uniforms to children. During FY 2017-18, they have conducted business to the tune Rs 166 crore. Sangha cooperatives successfully manage dietary supplies to Government hospitals. These cooperatives are also engaged in the paddy procurement process, through which it ensures that poor SHG members do not have to engage in distress sale of paddy. Plans exist to increase the geographical coverage and target for paddy procurement in the future.
