Bangla Chief Minister Mamata Banerjee today laid the foundation stone of ‘Darjeeling Hill University’ at a function in Darjeeling, to commemorate Teachers’ Day. This university will come up at Mungpoo.

Highlights of the Chief Minister’s speech:

Today is the birth anniversary of Dr Radhakrishnan, which is observed as Teachers’ Day. My tribute to all Siksha Gurus on this occasion. They are the pillars of our society, assets of the country.

Today we have honoured 60 teachers with ‘Siksha Ratna’ award and 13 schools have been awarded the ‘Best School’ award. We are also honouring Swapna Barman (who won Gold in Heptathlon at Asian Games). We are a poor government. We have to pay Rs 48,000 crore as instalment for the debt incurred by the previous Left Front Government. Yet, we try our best to help. We have given a cheque of Rs 10 lakh to Swapna’s mother and promised a government job to her brother. If she wants, we will give a government job to her also.

We are formulating a new Sports Policy so that our players can participate in international competitions. We are here to provide all help and cooperation.

Today is a day of pride for Darjeeling. We have laid the foundation of ‘Darjeeling Hill University’ today. We will name this campus after Tenzing Norgay. Another campus will come up which will be named after Kanchenjunga. One more campus will be named after Bhanu Bhakta ji.

The engineering college here will be connected to this university. We are setting up an education hub at Kurseong. Presidency University is also setting up a campus here. An education hub is coming up at Kalimpong also.

We have allocated 25 acres of land for ‘Darjeeling Hill University’. The subjects that will be taught here include, humanities, social sciences, media science, information technology, vocational training, tourism, travel management, tea management, horticulture, Himalayan Studies etc. The university will award diploma certificates also.

We have set up 23 universities in the last seven years, nine more are coming up. Foundation stone for a university named after Gandhiji will be laid on his birth anniversary. We are setting up a Greenfield university at Hooghly. Bishwa Bangla University is coming up at Bolpur. New universities are coming up Alipurduar and Jhargram also.

These new universities will help us spread the light of education. Students will no longer need to go outside to study. Darjeeling is known for its education infrastructure. Even the Prime Minister of Bhutan once told me he studied at Graham’s Home.

The police here is conducting a community development programme called ‘Rising Star’ – it is a commendable effort. Darjeeling is known for its talented music and dance performers. We have decided to organise a cultural festival in Darjeeling in 2019 with all the Asian countries.

We have distributed cycles to 1 crore students of classes IX to XII. Since it is difficult to ride a cycle in the hilly areas, we have decided to distribute school bags and raincoats to 28,000 students in the Hills. No one will be deprived.

Many new roads have been created in Darjeeling. The Hills are very close to my heart. We have formed a committee for the development of this region. They will prepare a report within six months with short term, mid-term and long term plans for development. We will explore ways of increasing employment opportunities, home tourism, industry, software, IT. I am confident this committee will be successful.

We started home tourism in Lamahatta for the first time. Thrust needs to be given to this sector. I would request the boards to construct 500 houses every year (instead of 1000) and spend rest of the funds for boosting home tourism.

Today we have given forest rights to 431 people for the first time. Land conversion will happen soon. This will solve a lot of problems.
I also had a talk with the chairman of Darjeeling municipality. I urged him to renovate the public clocks in the town. Lal Kothi will also be beautified. The Gandhi road in Darjeeling will be paved with paver blocks. Pedestrians will benefit because of that. Take small initiatives, make big impact.

I want Darjeeling Hills to prosper. I want you to stay happy. I want to see Darjeeling smiling, Kurseong smiling, Mirik smiling, Kalimpong smiling and Kunchenjunga smiling.

Nature is your biggest asset. You do not have to beg before others. Take a resolve to utilise your own resources and march ahead with pride. My best wishes to all.

The Bengal Government wants to solve the problem of scarcity of water for agriculture in the Hills region by implementing ‘hydro water project-zero energy’ across the region.

The GTA would also soon submit certain proposals to the State Government.

The government has already allotted Rs 10 crore to make ways for distributing water for agriculture in the region. Among the measures being undertaken is the digging of ponds, which is part of the ‘Jal Dharo Jal Bharo’ scheme.

The ‘Jal Dharo Jal Bharo’ scheme is also being utilised for micro-irrigation in the Hills.

 

পাহাড়ে সেচের জলের সমস্যা মেটাতে উদ্যোগ রাজ্যের

দার্জিলিং, কালিম্পং, কার্শিয়াং সহ বিস্তীর্ণ অঞ্চল জুড়ে ‘হাইড্রোওয়াটার প্রোজেক্ট-জিরো এনার্জি’ গঠন করে পাহাড় জুড়ে সেচের জলের সমস্যা মেটাতে উদ্যোগ নিল রাজ্য সরকার। বিকল্প উপায়ে কীভাবে পাহাড়ে সেচের জল পৌঁছে দেওয়া যায় তার জন্য জিটিএ’র কাছে রাজ্যের তরফে প্রস্তাব চাওয়া হয়েছে। পাহাড়ে চাষের জল নিয়ে প্রয়োজনীয় প্রস্তাব তারা খুব শীঘ্রই রাজ্যের কাছে জমা দিতে চলেছে।

ইতিমধ্যেই চাষের জলের পর্যাপ্ত জোগানের জন্য রাজ্যের তরফে ১০ কোটি টাকা বরাদ্দ করা হয়েছে। প্রয়োজনে তরাই অঞ্চলে যেখানে সম্ভব সেখানে ছোট করে পুকুর কেটে তার মাধমেও এলাকায় জলের যোগান বাড়াতে উদ্যোগ নিচ্ছে জলসম্পদ উন্নয়ন দপ্তর।

সম্প্রতি হুগলী জেলার প্রশাসনিক বৈঠকে জল ধরো জল ভরো প্রকল্পের খোঁজ নেওয়ার প্রসঙ্গে পাহাড়ের জলের প্রসঙ্গ তুলে ধরেন মুখ্যমন্ত্রী। পাহাড়ে ক্ষুদ্র সেচে জলের পর্যাপ্ত জোগানের লক্ষ্যে জল ধরো জল ভরো প্রকল্পের প্রসার নিয়ে জিটিএর সদস্যদের সঙ্গে জল সম্পদ দপ্তরের আধিকারিকদের বৈঠক করার নির্দেশ দেন মুখ্যমন্ত্রী।

Ever since assuming office, the development of the Hills has been a top priority for Mamata Banerjee. Unlike her predecessors, she visits the Darjeeling Hills very often, and has taken several initiatives for the welfare of the people of the region.

The Gorkha Territorial Administration (GTA) Act was notified in 2012. Thirty-five departments of the State Government have notified the setting up of their offices under GTA. More than Rs 3,925 crore has been allocated from the Hill Affairs Department for the Hills since then.

The situation in the region has remained peaceful due to the sustained efforts on the part of this government. Developmental measures aimed at benefiting the people in the Hill areas and Dooars have culminated in significant socio-economic improvement of the people residing in these areas.

 

Here are some of the development initiatives:

A. New District

  • Notable among the steps taken is creation of a separate district of Kalimpong and a separate sub-division of Mirik.

 

B. Development Boards

  • Sixteen development boards have been formed for the indigenous communities of the Hills and nearly Rs 320 crore has been disbursed to them for various developmental activities including the preservation and promotion of their ancient culture and traditions.

 

C. Infrastructure:

  • Renovation of NH-55 between Tindharia and Paglajhora and NH-10 between Sevoke and the Sikkim border, which were badly damaged due to landslides. has been taken up.
  • The construction of AH-2 and AH-48 is underway, which will improve the connectivity of Bengal with Sikkim, Nepal, Bangladesh and Bhutan.
  • Construction of Bailey bridge at Bijanbari, Darjeeling has been completed.
  • Construction of two-storey building of Garidhura Police Outpost in Kurseong completed.
  • Special repair and renovation of Richmond Hill ( official residence of Chief Minister) in Darjeeling has been completed.

 

D.Tourism

  • In Kalimpong, eight cottages have been constructed within the premises of Morgan House Tourist Lodge.
  • NBDD, in collaboration with the Tourism and Forest Departments has established a tourism hub at Lamahata, Darjeeling district.
  • Two Cultural Tourism Centres are being developed in Kalimpong-I and Sukhiapokhri blocks for focusing of Lepcha culture and heritage.
  • One hundred-bedded youth hostel is under construction in Kalimpong.
  • Four executive class buses for foreign tourists as well as four small vehicles for local sightseeing have been introduced at a cost of Rs 2 crore.
  • In Darjeeling, an eco-friendly tourist lodge is being developed at Tiger Hill. The Siliguri Royal Tiger Safari has been introduced, which will be the first tiger safari in Bengal.

 

E. Education

  • Model schools in Sukna, Mongarjung and RKSP in Darjeeling district have been established. The model Schools have been commissioned.
  • Two degree colleges have been established in Pedong and Gorubathan.
  • An ITI and a polytechnic college are being built up in Kalimpong. Another ITI is being set up at Gorubathan.
  • In Kurseong, Dow Hill is being developed as an education hub. The Himalayan Centre of Presidency University is also being established at the same place.

 

F. Health

  • In Kalimpong, one high-dependency unit (HDU) has been set up. Eight SNSUs have been set up in the district of Darjeeling. Two CCUs have been established in Siliguri and Darjeeling.
  • Four fair price medicine shops have been set up in Darjeeling, Siliguri, Kurseong and Naxalbari.
  • In Kurseong, a medical college is being set up. Moreover, four sub-centres are ready to be commissioned.

 

G. Other initiatives

  • The government has decided to lay emphasis on eco and village tourism, setting up of new health centres, agriculture and horticulture as well as skill development schemes in the areas of hospitality, security services (unarmed), handloom, handicrafts etc.
  • The Himal-Terai-Dooars sports festivals are being held to encourage the youth of the region to participate in sports and games.
  • Rs 182.06 lakh allotted to Ram Krishna Sewa Ashram for the renovation of Roy Villa in Darjeeling. Memoirs of Sister Nivedita, during her stay at Darjeeling, and other valuable records have been kept there.
  • Residents of the Hills, including both workers and non-workers and their families of the tea gardens, have been included in the Khadya Sathi Scheme through which they get foodgrains at highly subsidised rates.

 

সাত বছরে পাহাড়ের সার্বিক উন্নয়নঃ এক নজরে

বিগত ৩৪ বছরের বাম আমলে কার্যত পাহাড় ছিল অবহেলিত। না ছিল কোনও উন্নয়নের প্রকল্প, না ছিল উন্নয়ন করার কোনও সদিচ্ছা বা পরিকল্পনা। ২০১১ সালে ক্ষমতা বদল হয়ে তৃণমূল কংগ্রেস শাসনভার গ্রহণ করার পর থেকে পাহাড় হাসছে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় পাহাড়ের উন্নয়নকে পাখির চোখ করে একের পর এক প্রকল্প নেওয়া হয়েছে, পাহাড়ের পিছিয়ে পড়া মানুষগুলোকে এগিয়ে আসার সুযোগ করে দেওয়া হয়েছে।

২০১২ সালে জিটিএ অ্যাক্টের বিজ্ঞপ্তি প্রকাশ করা হয়। পশ্চিমবঙ্গ সরকারের ৩৫টি দপ্তর জিটিএ অ্যাক্টের অধীনে নিজেদের অফিস তৈরীর কথা ঘোষণা করেছে।
পশ্চিমবঙ্গ সরকারের পার্বত্য বিষয়ক বিভাগ গত ছয় বছরে পার্বত্য এলাকার উন্নয়নের জন্য ৩৯২৫ কোটি টাকা বরাদ্দ করে।

সরকারের দীর্ঘকালীন প্রচেষ্টার ফলে দার্জিলিং জেলা ও ডুয়ার্স অঞ্চলের পরিস্থিতি বর্তমানে স্বাভাবিক। উন্নয়নমুখী নানা প্রকল্পের ফলে পার্বত্য অঞ্চলের মানুষের আর্থ-সামাজিক পরিস্থিতি আগের চেয়ে ভালো হয়ে উঠেছে। ফলে সমগ্র অঞ্চলে বর্তমানে শান্তির পরিবেশ বজায় রয়েছে।

 

একনজরে দেখে নেওয়া যাক গত ছয় বছরে পাহাড়ের উন্নয়নের জন্য নেওয়া সরকারের কিছু পদক্ষেপঃ-

নতুন জেলা

  • একটি উল্লেখযোগ্য পদক্ষেপ হিসেবে কালিম্পং-কে একটি পৃথক জেলা ও মিরিক-কে পৃথক মহকুমা হিসেবে ঘোষণা করা হয়েছে।

 

বোর্ড গঠন

  • স্থানীয় জনগোষ্ঠীগুলির উন্নয়নের কথা মাথায় রেখে ১৬টি বোর্ড গঠন করা হয়েছে। প্রাচীন ঐতিহ্য ও সংস্কৃতি সংরক্ষন-সহ অন্যান্য উন্নয়নমুখী প্রকল্পে ইতিমধ্যেই ৩২০ কোটি টাকা প্রদান করা হয়েছে।

 

পরিকাঠামো উন্নয়ন

  • পার্বত্য এলাকায় সড়ক পরিকাঠামো উন্নয়নে সরকার বিশেষ গুরুত্ব আরোপ করেছে।
  • ধসে ক্ষতিগ্রস্ত তিনধরিয়া এবং পাগলাঝোরার মধ্যবর্তী ৫৫নম্বর জাতীয় সড়ক, সেবক ও সিকিমের মধ্যবর্তী ১০ নম্বর জাতীয় সড়কের সংস্কার চলছে।
  • এএইচ ২ এবং এএইচ ৪৮ এর নির্মাণের কাজ চলছে। এই দুটি সড়ক চালু হলে পশ্চিমবঙ্গের সঙ্গে সিকিম, নেপাল, বাংলাদেশ এবং ভুটানের যোগাযোগ ব্যবস্থার প্রভূত উন্নতি হবে।
  • দার্জিলিঙের বিজনবাড়িতে বেইলি সেতুর নির্মাণকাজ সম্পূর্ণ হয়েছে।

 

পর্যটন

  • পার্বত্য অঞ্চলে পর্যটন শিল্পের বিকাশের জন্য পশ্চিমবঙ্গ সরকার চেষ্টা করে চলেছে।
  • কালিম্পং-এ মর্গ্যান টুরিস্ট সংলগ্ন এলাকায় ৮টি কটেজ গড়ে তোলা হয়েছে।
  • লেপচা সংস্কৃতির ঐতিহ্যকে কেন্দ্র করে কালিম্পং-১ এবং সুখিয়াপোখরি ব্লকে ২টি সাংস্কৃতিক পর্যটন কেন্দ্র গড়ে তোলা হয়েছে।
  • কালিম্পং-এ ১০০টি আসনসম্পন্ন একটি ইয়ুথ হোস্টেল তৈরী করা হচ্ছে। নতুন পর্যটন কেন্দ্র গড়ে তোলার কাজে ইতিমধ্যেই ২৯.৪ কোটি টাকা ব্যয় করা হয়েছে।
  • ২কোটি টাকা খরচ করে বিদেশী পর্যটকদের সুবিধার্থে ৪টি একজিকিউটিভ শ্রেণীর বাস এবং স্থানীয় জায়গাগুলি ঘুরে দেখার জন্য ৪টি ছোট গাড়ি কেনা হয়েছে।
  • দার্জিলিঙের টাইগার হিলে একটি পরিবেশবান্ধব টুরিস্ট লজ গড়ে তোলা হচ্ছে।
  • পশ্চিমবঙ্গের প্রথম টাইগার সাফারি হিসাবে শিলিগুড়ি রয়্যাল টাইগার সাফারি গড়ে উঠেছে।
  • দার্জিলিং-এর লামাহাটায় উত্তরবঙ্গ উন্নয়ন বিভাগ, পর্যটন ও বোন দপ্তরের সহায়তায় একটি পর্যটন হাব স্থাপন করেছে এবং সেটি মাননীয়া মুখ্যমন্ত্রী ২৭শে জানুয়ারি ২০১৩-এ উদ্বোধন করেছেন।
  • কালিম্পং-এ মর্গ্যান হাউস, হিলটপ এবং তাসিডাঙা টুরিস্ট লজের মেরামতি ও সংস্কার কাজ এবং জলদাপাড়া ও মূর্তিতে তাঁবু তৈরীর কাজ সম্পূর্ণ হয়েছে।

 

শিক্ষা

  • সুকনা ও মোঙ্গরজঙেম, ডেলস্কুল, দার্জিলিং-এ আরকেএএসপি গড়ে তোলা হয়েছে।
  • ২০১৭-১৮’র শিক্ষাবর্ষে মডেল স্কুলগুলিতে পঠন-পাঠন চালু হবে।
  • পেডং এবং গরুবাথানে দুটি ডিগ্রী কলেজ গড়ে তোলা হয়েছে।
  • কালিম্পং-এ একটি নতুন আইটিআই এবং একটি পলিটেকনিক কলেজ গড়ে তোলা হয়েছে। গরুবাথানে আরও একটি আইটিআই তৈরীর কাজ চলছে।
  • কার্শিয়াং-এর ডাওহিলকে একটি শিক্ষাকেন্দ্র হিসাবে গড়ে তোলার কাজ চলছে। এই অঞ্চলে প্রেসিডেন্সি বিশ্ববিদ্যালয়ের হিমালয়ান সেন্টার গড়ে তোলার কাজ চলছে।

 

স্বাস্থ্য

  • কালিম্পং-এ একটি হাই ডিপেনডেন্সি ইউনিট (HDU) গড়ে তোলা হয়েছে।
  • দার্জিলিং জেলায় ৮টি এসএনএসইউ গড়ে তোলা হয়েছে।
  • শিলিগুড়ি এবং দার্জিলিং-এ ২টি সিসিইউ গড়ে তোলা হয়েছে।
  • দার্জিলিং, শিলিগুড়ি, কার্শিয়াং এবং নকশালবাড়িতে ৪টি ন্যায্য মূল্যের ওষুধের দোকান তৈরী করা হয়েছে।
  • কার্শিয়াং-এ একটি নতুন মেডিক্যাল কলেজ গড়ে তোলা হচ্ছে। পাশাপাশি ১০০ বেডের ইএসআই হাসপাতাল গড়ে তোলা হচ্ছে শিলিগুড়িতে। এছাড়াও ৪টি উপকেন্দ্র কাজ শুরুর অপেক্ষায় রয়েছে।

 

অন্যান্য কর্মসূচি

  • স্থানীয় ছেলেমেয়েদের খেলাধূলায় উৎসাহ দেওয়ার জন্য হিমল-তরাই-ডুয়ার্স ক্রীড়া উৎসব অনুষ্ঠানের আয়োজন করা হয়েছে।
  • দার্জিলিং-এর রায়ভিলার সংস্কার কাজের জন্য রামকৃষ্ণ সেবা আশ্রমকে ১৮২.০৬ লক্ষ টাকা বরাদ্দ করা হয়েছে। দার্জিলিং-এ থাকাকালীন ভগিনী নিবেদিতার স্মৃতি এবং অন্যান্য মূল্যবান রেকর্ডসমূহ সেখানে রাখা হয়েছে। এটি দার্জিলিং-এর ভ্রমণ ম্যাপের সঙ্গে যুক্ত করার প্রস্তাব দেওয়া হয়েছে।
  • দার্জিলিং-এর কার্শিয়াং-এ টয়লেট ব্লকসহ গাড়িধুরা পুলিশ ফাঁড়ির দোতলা ভবনের নির্মাণকাজ সম্পূর্ণ হয়েছে।

The state government has decided to set up four more universities in South Dinajpur, Alipurduar, Darjeeling and Murshidabad.

Partha Chatterjee, the state Education minister, spoke in the Assembly about the plan to set up the universities in the state. It may be mentioned that students of the area will be immensely benefitted from setting up of the university in Darjeeling and the three other places, as they would no longer need to travel long distances to continue with their higher studies.

The Mamata Banerjee government has already ensured a major expansion in the sector of higher education. After the change of guard in the state in 2011, eight new state-aided and nine private universities have come up in the state. At present, there are a total of 20 state-aided universities and nine private universities in Bengal. Moreover, in the 2017-18 fiscal, the planned budget for the state-aided universities was Rs 162.5 crore.

Besides setting up of four more universities in the state, the state government has also taken initiatives to increase the number of colleges, mainly in the backward areas. There were only 35 government colleges in the state in 2011 and now in the past few years till 2017, the total number of colleges has gone up to 65. Similarly, the number of government-aided degree colleges has also gone up to 450 and it includes 18 teachers training colleges.
With the increase in number of institutions for higher education, a total of around 4 lakh seats have increased at the graduation and post-graduation levels. Moreover, the gross enrolment ratio has gone up to 18.5 percent in 2017, compared to that of 12.6 percent in 2011.

Apart from the increase in number of educational institutions, 303 higher education institutions in the state have obtained NAAC accreditation and 292 of them are either government or government-aided colleges and 11 are state-aided universities. Moreover, 25 undergraduate courses and 3 post-graduate courses in eight private engineering and technology colleges have also been accredited by the National Board of Accreditation.

The minister also stressed on the steps taken to ensure that outsiders are not allowed inside the campus of educational institutions.

 

রাজ্যে আরও ৪টি নতুন বিশ্ববিদ্যালয়

বাংলায় আরও চারটি বিশ্ববিদ্যালয় খোলার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। দক্ষিণ দিনাজপুর, আলিপুরদুয়ার, দার্জিলিং ও মুর্শিদাবাদ জেলায় গড়া হবে এই নতুন বিশ্ববিদ্যালয়গুলি।
রাজ্যের শিক্ষা মন্ত্রী পার্থ চট্টোপাধ্যায় বিধানসভায় একথা জানান। এই জেলাগুলিতে বিশ্ববিদ্যালয় স্থাপিত হলে ওই জেলার মানুষরা প্রভূত উপকৃত হবেন। এখানকার ছাত্রছাত্রীদের উচ্চশিক্ষার জন্য জেলার বাইরে আর যেতে হবে না।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন সরকার ইতিমধ্যেই উচ্চশিক্ষা ক্ষেত্রে ব্যাপক উন্নয়ন করেছে। ২০১১ সালে তৃণমূল কংগ্রেস ক্ষমতায় আসার পর ৮টি নতুন সরকারি অনুদানপ্রাপ্ত ও ৯টি বেসরকারি বিশ্ববিদ্যালয় স্থাপিত হয়েছে রাজ্যে। এই মুহূর্তে রাজ্যে ২০টি সরকারি অনুদানপ্রাপ্ত ও নটি বেসরকারি বিশ্ববিদ্যালয় আছে। ২০১৭-১৮ অর্থবর্ষে সরকারি অনুদানপ্রাপ্ত বিশ্ববিদ্যালয়ের জন্য ১৬২.৫ কোটি টাকা পরিকল্পিত বাজেট ধার্য করা হয়েছে।

পাশাপাশি, আরও কলেজ নির্মাণেরও সিদ্ধান্ত নেওয়া হয়েছে। ২০১১ সাল পর্যন্ত রাজ্যে ৩৫টি সরকারি কলেজ ছিল; ২০১৭ সালে এই সংখ্যাটি বেড়ে হয়েছে ৬৫। পাশাপাশি, সরকারি অনুদানপ্রাপ্ত ডিগ্রী কলেজের সংখ্যা হয়েছে ৪৫০; এর মধ্যে আছে ১৮টি টিচার ট্রেনিং কলেজ।

স্নাতক ও স্নাতকোত্তর স্তরে আসন সংখ্যা বেড়েছে ৪ লক্ষ, গ্রস এনরোলমেন্ট রেসিও বেড়ে হয়েছে ১৮.৫ (যা ২০১১ তে ছিল ১২.৬ শতাংশ)। ৩০৩টি উচ্চশিক্ষা কেন্দ্র ন্যাকের স্বীকৃতি পেয়েছে, যার মধ্যে ২৯২টি সরকারি ও সরকারি অনুদানপ্রাপ্ত ও ১১টি স্টেট-এডেড কলেজ। আটটি বেসরকারি ইঞ্জিনিয়ারিং কলেজের ২৫টি স্নাতক পাঠ্যক্রম ও তিনটি স্নাতকোত্তর পাঠ্যক্রম ন্যাকের স্বীকৃতি পেয়েছে।

এছাড়া, শিক্ষা প্রতিষ্ঠানগুলির নিরাপত্তার জন্য সিসিটিভি বসানোর পাশাপাশি অন্যান্য ব্যবস্থাও করা হচ্ছে।

A 50-bedded integrated hospital dedicated to AYUSH (ayurveda, yoga, unani, siddha and homeopathy) medications is going to be set up by the Bengal Government in Paschim Medinipur district.

Ever since coming to power, Chief Minister Mamata Banerjee has been laying emphasis on the building of infrastructure in AYUSH treatment methods. A separate department has been formed, headed by a minister, to accelerate various AYUSH projects.

The Chief Minister had inaugurated a similar facility in Alipurduar a few months ago.

The State Government’s stress on AYUSH stems from two facts: They comprise some of the oldest and traditional forms of treatment across Bengal and AYUSH treatments are cost-effective, hence advantageous to the economically challenged. As a result, the AYUSH system of medication has a significant role in delivering healthcare to the masses.

The government plans to make the hospital, to come up on a few acres, one of the finest AYUSH hospitals in the country. Doctors from both the state and outside the state will be invited to serve patients.

In another major development, the State Government has decided to open separate units of AYUSH in the subsidiary healthcare units in all the districts of the state. AYUSH units have already been set up in the districts of Darjeeling, Jalpaiguri, Birbhum, Paschim Medinipur, Nadia, North 24 Parganas and South 24 Parganas.

According to a senior official of the AYUSH Department, adequate number of medical officers will be recruited in all the subsidiary health centres and adequate medicines will be made available in all the units so that poor patients can avail them free of cost.

Mamata Banerjee has brought a sea change in the overall health infrastructure of Bengal through various new initiatives and revamping some of the old ones.

পশ্চিম মেদিনীপুরে আয়ুষ হাসপাতাল তৈরী করবে রাজ্য সরকার

রাজ্য সরকার পশ্চিম মেদিনীপুরে একটি ৫০ শয্যা বিশিষ্ট আয়ুষ (আয়ুর্বেদ, যোগ, উনানি, হোমিওপাথি ও সিদ্ধা) চিকিৎসার হাসপাতাল তৈরী করবে। কয়েকমাস আগেই আলিপুরদুয়ারে একটি আয়ুষ হাসপাতালের উদ্বোধন করেছেন মুখ্যমন্ত্রী।

২০১১ সালে রাজ্যের শাসনভার গ্রহণ করার পর থেকে মুখ্যমন্ত্রী আয়ুষ চিকিৎসার পরিকাঠামো তৈরীতে জোর দিয়েছেন। এর জন্য একটি পৃথক দপ্তর তৈরী করা হয়েছে।

আয়ুষ চিকিৎসা খুবই প্রাচীন এক পদ্ধতি এবং এই চিকিৎসা খুব কম খরচে হয়। তাই, আর্থিক ভাবে পিছিয়ে পড়া মানুষদের জন্য এই চিকিৎসা খুব উপযোগী। সেই কারণেই এই চিকিৎসা পদ্ধতির গুরুত্ব অপরিসীম।

এছাড়াও, সরকারি অনুদানপ্রাপ্ত স্বাস্থ্যকেন্দ্রগুলিতে আয়ুষ কেন্দ্র খোলার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। ইতিমধ্যেই দার্জিলিং, জলপাইগুড়ি, বীরভূম, পশ্চিম মেদিনীপুর, নদীয়া, উত্তর ও দক্ষিণ ২৪ পরগনায় আয়ুষ কেন্দ্র তৈরী হয়েছে। এই কেন্দ্রগুলিতে মেডিক্যাল অফিসার নিয়োগ করা হবে এবং যথেষ্ট পরিমাণে ওষুধ মজুত রাখা হবে। গরীব মানুষদের বিনামূল্যে এই ওষুধ দেওয়া হবে।

রাজ্যের স্বাস্থ্য ব্যবস্থায় মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় গত ছবছরে এনেছেন যুগান্তকারী পরিবর্তন। নতুন পরিকাঠামো তৈরী করার পাশাপাশি বর্তমান হাসপাতাল ও স্বাস্থ্যকেন্দ্রগুলির আমূল সংস্কারও করেছেন তিনি।

After the Mamata Banerjee government’s immense success in returning land to farmers in Singur, it has decided to return the same to 52 families in Kawakhali who had their lands seized by the then-Left Front government to set up a residential township at Kawakhali in Siliguri.

It may be recalled that the Left Front government had acquired plots in the Kawakhali, Purajhar and Tikulikatha areas for the township. Despite opposition, the acquisition process continued till 2007. Most people who lost their land, were owners of small plots and they had raised slogans against the then-Chief Minister and the then-Urban Development minister.

Recollecting the days when land was “forcibly” acquired by the erstwhile Left Front government, State Parliamentary Affairs Minister, Partha Chatterjee said: “There was protest against land acquisition in Kawakhali. We had raised our voices against it and faced several hurdles when we went to Siliguri at that time. Now, we are returning the land. They will be getting the land in the area under the jurisdiction of Siliguri Jalpaiguri Development Authority (SJDA).”

It may be recalled that Chief Minister Mamata Banerjee had kept her word of returning land to the farmers in Singur as it was forcefully acquired by the Left Front government “going against the will of land owners”. It was in September 2016 that the Supreme Court had directed the state government to return the land to the farmers after returning to its earlier condition. The apex court had observed the land acquisition as a “farce”.

Within the time set by the Supreme Court, the Mamata Banerjee government had once again turned the land to its previous condition and distributed it to its actual owners. The Chief Minister had said that Singur would be a model in the agriculture sector of the world. The people of Kawakhali have appreciated the move of the state government to return the land to those who had lost them to “forceful” acquisition.

 

সিঙ্গুরের পথেই কাওয়াখালিতে জমি ফেরত মানবিক রাজ্য সরকারের

সিঙ্গুরের পর উত্তরবঙ্গের কাওয়াখালি। জোর করে কৃষকদের কাছ থেকে অধিগ্রহণ করা জমি ফিরিয়ে দিল মমতা বন্দ্যোপাধ্যায়ের সরকার। সোমবার এই সিদ্ধান্ত নিয়েছে রাজ্য মন্ত্রীসভা।

২০০৪ সালে বাম আমলে শিলিগুড়ি-জলপাইগুড়ি ডেভেলপমেন্ট অথরিটি দার্জিলিং-এর মাটিগাড়া ও জলপাইগুড়ির রাজগঞ্জে ৩০২একর জমি অধিগ্রহণ করে। এর মধ্যে ওখানকার ৫২টি পরিবার ক্ষতিপূরণের টাকা গ্রহণ করেনি। জমি ফেরতের জন্য মামলাও করেছিল। তৃণমূল ক্ষমতায় আসার পর সেই মামলা প্রত্যাহার করে নেন পরিবারগুলি। টাউনশিপ তৈরির নামে জমি নেওয়া হয়েছিল, কিন্তু, এই জমির বেশীর ভাগ ব্যাক্তিগত মালিকানায় চলে যায়।

ক্ষমতায় এসেই মমতা বন্দ্যোপাধ্যায় যেমন সিঙ্গুরের জমি ফেরত দেওয়ার কথা ঘোষণা করেছিলেন, তেমনই কাওয়াখালির জমি ফেরতের ব্যবস্থা করলেন। কাওয়াখালির জমিতে বেশ কিছু আইনি জটিলতা ছিল, তাই, সময় লাগে। কিন্তু, নিজের নীতিতে অনড় থাকেন মুখ্যমন্ত্রী।
মুখ্যমন্ত্রী কখনোই শিল্পের বিরুদ্ধে ছিলেন না, তিনি বহু ফসলি জমি জোর করে ছিনিয়ে শিল্প করার বিরুদ্ধে। সব জায়গায় তৃণমূল এই জোর করে জমি অধিগ্রহণের বিরোধিতা করেছে।

ক্ষমতায় আসার পর রাজ্যের শিল্পায়নকে পাখির চোখ করেছেন মুখ্যমন্ত্রী। পাশাপাশি নিশ্চিন্ত করেছেন কোনও বলপূর্বক জমি অধিগ্রহণ হবে না। সিঙ্গুরে অধিগৃহীত জমি ইতিমধ্যে ফেরত পেয়েছেন কৃষকরা। সেখানে এখন চাষ আবাদ হচ্ছে। এদিন কাওয়াখালিতে জমি ফেরতের প্রস্তাবে সম্মতি দিয়ে মুখ্যমন্ত্রীর নীতিতেই সিলমোহর দিল মন্ত্রীসভা।

The Home and Hill Affairs Department through a notification has constituted a “Hill Area Development Committee” for Darjeeling and Kalimpong districts.

The notification states that this supplementary development body will supervise progress work in specific sectors in Darjeeling and Kalimpong respectively. The committee will be headed by Mann Ghising as the Chairperson.

“The committee shall work in such areas/subjects as the state government may assign to them from time to time” stated the notification with immediate effect.
In the past, the government of Bengal had constituted 15 community-based cultural and development boards.

পাহাড়ের উন্নয়নের জন্য গঠিত হল ‘হিল এরিয়া ডেভেলপমেন্ট কমিটি’

পাহাড়ের উন্নয়নে গঠিত হল আরও একটি সংস্থা। রাজ্য সরকারের বিজ্ঞপ্তি অনুযায়ী এই সংস্থার নাম ‘হিল এরিয়া ডেভেলপমেন্ট কমিটি’। দার্জিলিং ও কালিম্পঙ পার্বত্য এলাকায় কাজ করবে এই কমিটি।

সরকারি বিজ্ঞপ্তি অনুযায়ী নির্দিষ্ট ক্ষেত্রে সহায়ক উন্নয়ন সংস্থা হিসেবে কাজ করবে এই কমিটি। মন ঘিসিং এই কমিটির চেয়ারম্যান হিসেবে মনোনীত হয়েছেন।

প্রসঙ্গত, পাহাড়ের বিভিন্ন জনজাতির উন্নয়নের জন্য ইতিমধ্যেই রাজ্য সরকার ১৫টি ডেভেলপমেন্ট বোর্ড গঠন করেছে।

The Bengal Government will soon start providing more facilities to the tea garden workers, who have been facing a lot of hardship because of the forced closure of the tea gardens till a few months back.

The situation has been improving steadily, and now the government has decided to extend further help in the form of opening a health centre, a modified ration shop (MR shop), which is essentially a fair-price shop, and a labour office in each tea garden.

The three will be housed in a three-storey building, for constructing which the State Government will give Rs 8.77 lakh to each tea garden. Foodgrains which could not be distributed due to the 104-day closure of the gardens would be distributed at the earliest.

The government will also construct four warehouses to stock foodgrains in Darjeeling, Kurseong, Mirik and Kalimpong. In case foodgrains fail to arrive from the plains during emergencies like natural calamities, the public distribution system (PDS) will continue to operate with the help of the existing stock in these four storages.

Over the last year or so, following the special initiative of Chief Minister Mamata Banerjee, the State Government has provided a lot of help to the tea garden workers, including providing foodgrains at special prices, lesser than the normal prices at ration shops under the public distribution system (PDS).

চা বাগান কর্মীদের জন্য একগুচ্ছ উদ্যোগ রাজ্যের

রাজ্যের চা বাগান কর্মীদের জন্য একগুচ্ছ নতুন উদ্যোগ নিতে চলেছে রাজ্য সরকার। চা বাগান বন্ধ থাকার দরুন কর্মীদের যে সমস্যা হয়েছে তারই নিরসন করতে উদ্যোগী সরকার।

গত কয়েক মাসে কিছুটা হলেও অবস্থার উন্নতি হয়েছে এই বাগানগুলিতে। এদের আরও সাহায্য করতে রাজ্য সরকার সিদ্ধান্ত নিয়েছে বাগানগুলিতে একটি করে স্বাস্থ্যকেন্দ্র, রেশনের দোকান, এবং লেবার অফিস খোলার।

এই তিনটি কেন্দ্রই খোলা হবে একটি ভবনে। এই ভবন নির্মাণের জন্য রাজ্য সরকার ৮.৭৭ লক্ষ টাকা করে দেবে প্রত্যেকটি চা বাগানকে।

অতি শীঘ্রই খাদ্যশস্যও বিতরণ করা হবে কর্মীদের মধ্যে। দার্জিলিং, কার্শিয়ং, মিরিক ও কালিম্পঙে খাদ্যশস্য যোগানের জন্য ৪টি গুদামও তৈরী করবে রাজ্য।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় চা বাগান কর্মীদের দুটাকা কেজি চাল দেওয়া হয় খাদ্য দপ্তরের তরফে।

To ensure better connectivity between different points in tourist spots, the Bengal  Transport department has decided to introduce a set of new buses in Darjeeling, Dooars and Murshidabad.

Suvendu Adhjikari, the state Transport minister, said in the Assembly: “Decision has been taken to buy a total number of 270 buses. Out of these buses, eight will be plying in Darjeeling and four each in Dooars and Murshidabad.”

The 270 buses will be operated by the West Bengal Transport Corporation (WBTC), South Bengal State Transport Corporation (SBSTC) and North Bengal State Transport Corporation (NBSTC). The 270 buses include air-conditioned mini-buses, air-conditioned deluxe buses, 10 CNG buses and four electric buses. Mainly mini-buses that can easily ply on the hilly terrain will be bought for Darjeeling.

Thousands of people visit the places round the year and with several steps taken by the state government in the past six years, these locations have become immensely popular among people from different states and even abroad. The footfall has increased in all the these places and at the same time, Chief Minister Mamata Banerjee has taken different measures to ensure an overall development of the Hills.

Thus, beside tourists, common people of the area will also be immensely benefitted with the decision to introduce the additional fleet of buses. It may be mentioned that most of the buses will be having all modern arrangements to avoid any untoward incident in the bus. There will be panic button using which a passenger can alert policemen or concerned authorities if he or she falls in any untoward situation while travelling or if there is any emergency situation in the bus. There will also be CCTV cameras inside the buses. Notably, the buses will be GPS-enabled. Thus tracking of the realtime location of the buses will be an added advantage.

 

পর্যটন কেন্দ্রগুলির জন্য চালু হবে আরও ২৭০ টি নতুন বাস

যোগাযোগ ব্যবস্থা আরও উন্নত করার জন্য বিভিন্ন পর্যটন কেন্দ্র যেমন দার্জিলিং, ডুয়ার্স ও মুর্শিদাবাদের জন্য বেশ কিছু নতুন বাস নামানোর সিদ্ধান্ত নিয়েছে রাজ্য পরিবহণ দপ্তর।

বুধবার বিধানসভায় পরিবহণ মন্ত্রী জানান, সব মিলিয়ে ২৭০ টি নতুন বাস চালু হবে। এর মধ্যে ৮ টি বাস চলবে দার্জিলিং-এ, ৪টি ডুয়ার্স ও ৪টি মুর্শিদাবাদে চালানো হবে।

২৭০ টি বাসের মধ্যে বেশ কয়েকটি শীততাপ নিয়ন্ত্রিত মিনি বাস, শীততাপ নিয়ন্ত্রিত ডিলাক্স বাস ও ১০ টি CNG বাস এবং ৪ টি ইলেকট্রিক বাস রয়েছে। পাহাড়ি এলাকায় মিনি বাস সহজেই চলাচল করতে পারে।

মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ক্ষমতায় আসার পর পাহাড়ের অনেক উন্নয়নমূলক প্রকল্প নিয়েছেন এর ফলে পর্যটকদের সংখ্যাও বৃদ্ধি পেয়েছে। শুরু থেকেই পাহাড়ের সার্বিক উন্নয়নের ওপর জোর দিয়েছে মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকার। এই নতুন সিদ্ধান্তের ফলে পর্যটকদের পাশাপাশি এলাকার সাধারণ মানুষও অনেক উপকৃত হবেন।

উল্লেখ্য, দুর্ঘটনা এড়ানোর জন্য বাসগুলির আধুনিকিকরণও করা হয়েছে। যাত্রীদের সুরক্ষার জন্য একটা করে প্যানিক বাটন থাকবে। সিসিটিভি ক্যামেরাও থাকবে বাসগুলিতে। বাসগুলিতে জিপিএস ও বসানো হবে।
