The way the Trinamool Congress Government has used the 100 Days’ Work Scheme (NREGA) in the service of garbage disposal by the panchayats has become a role model for the country. The Union Rural Development Ministry has sent instructions to the state and union territory governments to study and implement the Bengal model.

The solid waste management system that the panchayats have implemented is both health-friendly and environment-friendly. As an example, the union ministry has held up the solid waste disposal practiced in Hemtabad gram panchayat (GP) in Uttar Dinajpur district.

Bengal has also been acknowledged by the Centre as being the best in implementing the 100 Days’ Work Scheme. Be it making flyash bricks or growing orchards or effectively disposing garbage or so many other things, the State Government, under the leadership of Chief Minister Mamata Banerjee has been extremely effective in using the scheme to benefit people in even the farthest corners of the state.

 

জঞ্জাল অপসারণ করে দেশের মডেল এ রাজ্য

গ্রামীণ এলাকায় জঞ্জাল অপসারণের কাজে পশ্চিমবঙ্গকেই দেশের ‘রোল মডেল’ করতে চাইছে কেন্দ্রীয় সরকার৷

মমতা বন্দ্যোপাধ্যায়ের সরকার যে ভাবে ১০০ দিনের কাজের প্রকল্পে পঞ্চায়েতে জঞ্জাল অপসারণের নয়া দিশা দেখিয়েছে , তা সারা দেশে ছড়িয়ে দিতে চায় কেন্দ্রীয় সরকার৷ তার জন্য সব রাজ্যের কাছে লিখিত নির্দেশিকা পাঠিয়েছে গ্রামোন্নয়ন মন্ত্রক৷ কেন্দ্রীয় এই নির্দেশিকায় জানানো হয়েছে , বিভিন্ন রাজ্যের কঠিন বর্জ্য নিষ্কাশন পদ্ধতি খতিয়ে দেখে পশ্চিমবঙ্গকেই দেশের আদর্শ মডেল হিসেবে চিহ্নিত করা হয়েছে৷

পঞ্চায়েতমন্ত্রী বলেন , ‘১০০ দিনের কাজে প্রকল্পে সারা দেশের মধ্যে আমরা সবার শীর্ষে রয়েছি৷ তার জন্য পুরস্কারও পেয়েছি৷ ১০০ দিনের কাজের প্রকল্পে কনভার্জেন্সেও আমরা প্রথম৷ শুধু গ্রামের কঠিন বর্জ্য নিষ্কাশনই নয় , ১০০ দিনের কাজের কর্মীরা ফ্লাই অ্যাশের ইটও তৈরি করছেন৷ ফলের বাগান বানানো হয়েছে৷ আমাদের কাজকে স্বীকৃতি না দিয়ে পারছে না কেন্দ্রীয় সরকার৷’

The Centre has appreciated the fact that the Bengal Government provides fortified atta, or dough (by adding vitamins) to its populace at no extra cost to them, under the Khadya Sathi Scheme.

This was recently stated by the Union Health Minister at a recent meeting with the health minister and the health secretaries of the states and union territories in New Delhi.

For enriching the atta with vitamins, the State Government undertakes an additional expenditure of Rs 1.5 per kg. Yet it provides this enriched atta to the people at the same Rs 2 per kg, the subsidised price for just plain wheat.

Thus, by not charging any additional amount, the State Government provides its citizens an annual subsidy of Rs 65 crore for this vitamin-enriched atta.

It must be mentioned here that the state converts the wheat it gets under the Central Food Security Act into atta at its own cost too.

 

ভর্তুকি দিয়ে রাজ্যে ২ টাকা কেজি আটা, মুখ্যমন্ত্রীকে বাহবা দিল কেন্দ্র

গণবণ্টন ব্যবস্থায় ‘ভিটামিনযুক্ত আটা’ দেওয়ার জন্য রাজ্যবাসীর কাছ থেকে কোনও বাড়তি পয়সা নেয় না মমতা বন্দ্যোপাধ্যায়ের সরকার। উলটে প্রায় ৬৫ কোটি টাকা ভর্তুকি দেয়। জাতীয় খাদ্য সুরক্ষার অধীনে কেন্দ্র দু’টাকা কিলো দরে গম দেয়। কিন্তু সেই গম থেকে আটা তৈরি এবং তার পুষ্টিগুণ বাড়াতে ভিটামিন যুক্ত করার জন্য প্রতি কেজিতে দেড় টাকা অতিরিক্ত খরচ হয়। কিন্তু তা সত্ত্বেও রাজ্য গ্রাহকের কাছ থেকে কোনও বাড়তি পয়সা নেয় না। কেন্দ্রের থেকেও অতিরিক্ত সহায়তা চায় না। মমতা বন্দ্যোপাধ্যায়ের সরকারের এই উদ্যোগের ভূয়সী প্রশংসা করল কেন্দ্র।

রাজ্যের স্বাস্থ্যমন্ত্রী এবং সচিবদের নিয়ে এক বৈঠকে কেন্দ্রীয় স্বাস্থ্যমন্ত্রী জানালেন, খুবই প্রশংসনীয় উদ্যোগ। অন্য রাজ্যগুলিও যাতে এরকম উদ্যোগ নেয়, তার জন্য বলব।

জাতীয় খাদ্য সুরক্ষা আইন মোতাবেক ২ টাকা কেজি দরে গম এবং ৩ টাকা কেজি দরে চাল দেওয়া হচ্ছে। কিন্তু এরপরেও পশ্চিমবঙ্গ সরকার রাজ্যবাসীকে সস্তায় চাল, আটা দিতে ভর্তুকি দেন। প্রতি কিলো চালে এক টাকা করে ভরতুকি দেয় রাজ্য। তাই চালও মেলে দু’ টাকা দরে।

একইসঙ্গে কেন্দ্র গম দিলেও গ্রামীণ এলাকায় তা ভিটামিন যুক্ত আটায় পরিণত করে রাজ্য। একাজে সরকারের ৬৪ কোটি ৭২ লক্ষ টাকা খরচ হয়। অন্ত্যোদয় অন্ন যোজনার গ্রাহকরা এই আটা পান। মমতার সরকারের এই উদ্যোগই দিল্লিতে প্রশংসিত হয়েছে। পাশাপাশি ‘প্রায়োরিটি হাউসহোল্ডে’র ক্ষেত্রে জাতীয় খাদ্য সুরক্ষা যোজনায় সাড়ে তিন টাকা কেজি দরে আটা দেওয়া হয়।
